NEW YORK CITY (TIP): Starting June 13, Street Hail Livery (Green Cab) permits will be available to people who were previously ineligible. The NY State HAIL law, which created the Green Cab system, states that, for the first two years, only those who had been licensed for at least one year could purchase the sought-after permits, but year-three begins on June 13, 2016 and we are pleased to announce that permits will now be more widely available, says a T & LC press release.
