    Delhi gangrape case: High Court allows media to cover day-to-day trial

    NEW DELHI (TIP): The Delhi High Court on March 22 lifted the gag order on media and ruled that the media will now be allowed to report on the trial of four accused in the December 16 Delhi gangrape case. The trial till now was being held in-camera on the orders of the special fast-track court. One reporter each from a registered publication/network will now be permitted to cover the court proceedings in the case. The Delhi gangrape case is being heard by a fast-track court in Saket.

    The court, which has till date recorded statements of 55 witnesses in the case, on Thursday concluded recording of statement of the 60th prosecution witness in the case. With the proceedings against the main accused Ram Singh being over after his death on March 11, the remaining four adult accused – Mukesh, Vinay, Akshay Singh and Pawan Gupta – are facing trial in the case for rape and murder.

    The four accused are on trial for the gangrape and murder of a 23-year-old paramedical student and attack on her friend on the night of December 16, 2012. The fifth accused, a juvenile, is facing trial before the juvenile justice board. The girl had died on December 29, 2012 in a Singapore hospital due to the grievous injuries she suffered when she was brutally assaulted by the six accused

    India votes against Sri Lanka at UN

    NEW DELHI (TIP): India today voted in favour of the USsponsored resolution for promoting reconciliation and accountability in Sri Lanka at the UN Human Rights Council (UNHRC) in Geneva. It however failed to get its amendments incorporated in the text of the document. The resolution, critical of human rights record of Sri Lanka, called on Colombo to conduct an independent and credible investigation into alleged war crimes. However, what must have brought some relief to Sri Lanka was the fact that the resolution avoided references like call for an international probe into alleged human rights violations or “genocide” in the context of civilian killings during the prolonged conflict. The resolution was adopted with 25 votes in favour, 13 against and eight abstentions in the 47-member body. Gabon, a member-nation, could not vote due to voting rights issue.

    Pakistan voted against the resolution, saying the resolution would fail to engage Sri Lanka constructively and negatively impact the ongoing reconciliation process. Last year too, India had voted for the resolution against the island nation. Official sources said India wanted to introduce some tough amendments to the resolution in view of the overwhelming concerns over the plight of Tamils in the island nation but was dissuaded from doing so by the US. India’s envoy to the UN offices Dilip Sinha, who returned to Geneva early this morning carrying instructions from New Delhi, was told by the sponsors that the attempt was to make the resolution “broadest possible” and that certain words in the text might make things difficult for its smooth passage.

    The Indian representative was allowed to make intervention during the discussion. In his remarks, Sinha criticised Sri Lanka for making “inadequate progress” in fulfilling its commitment to the UNHRC in 2009 for genuine national reconciliation and full enjoyment of human rights by all its citizens.

    He said India would encourage Lanka to expedite the process of a broad-based, inclusive and meaningful reconciliation and political settlement that ensured all communities live in dignity, with equal rights and equal protection of the laws. “As a neighbour with thousands of years of relations with Sri Lanka, we cannot remain untouched by developments in that country and will continue to remain engaged in this matter.” The Sri Lankan envoy strongly opposed the resolution, contending that it was based on misrepresentation of facts. “The resolution casts aspersions on domestic processes without any foundation and could hinder the reconciliation process.” The resolution called upon Colombo to effectively implement the constructive recommendations made in the report of the Lessons Learnt and Reconciliation Commission.

    Delhi Police Arrest Suspected Hizbul Operative, Foil Terror Attack In National Capital

    NEW DELHI (TIP): The special cell of Delhi Police foiled a terror attack in the national capital after apprehending a suspected Hizbul Mujahideen operative from Gorakhpur, near Nepal border, in Uttar Pradesh. The suspect has been identified as Liaqat Ali who ‘came’ to Delhi by Kosi Express, a source in Delhi Police said. Liaqat Ali is considered a hardcore terrorist, who initially underwent rigorous training in Pakistan, and has been associated with Hizbul Mujahideen for the last 15 years, the source added.

    He has been involved in several operations. Based on inputs provided by him, the cops raided a guest house in Jama Masjid area on March 21 night. Special police teams and bomb squads reached the Hazi Arafat guest house in Jama Masjid area of central Delhi at 10.30pm and cordoned it off. They recovered assault rifles, hand grenades and more than 2kg of explosives from room number 304 of the guest house. The room was later sealed.

    The ammunition was delivered in the room by a third person and was reportedly to be used by Liaqat Ali, cops say. Two of the guest house staff were taken into custody for questioning but were let off later after the sleuths found nothing against them. They provided information about the identity of the accused who visited the guest house. The cops suspect that the terrorists had planned a huge strike in the national capital to avenge the executions of Parliament attack convict Afzal Guru and Mumbai terror attack convict Azmal Kasab.

    The officers, though, have not confirmed if the cricket Test match between India and Austrailia at Ferozeshah Kotla was the target of the terrorists. The stadium is barely 4 km away from the hotel. Liaqat Ali has told the cops about the presence of his associates in the national capital after which a manhunt has been launched to nab them.

    HYDERABAD (TIP): In a key development in the disproportionate assets case against YSR Congress party leader YS Jaganmohan Reddy, the Central Bureau of Investigation (CBI) has summoned a close aide of his late father and Congress MP KVP Ramachandra Rao for questioning. KVP, as he is popularly known, has been asked to appear on Saturday morning, the CBI sources said. Currently a member of the Rajya Sabha, KVP was a close aide of late chief minister YS Rajasekhara Reddy, during whose tenure (2004-09), Jaganmohan Reddy, his son, allegedly amassed huge wealth.

    The CBI believes YSR showed undue favours to certain companies and individuals who invested in his son’s businesses. KVP’s rivals both within the ruling party and also in opposition have been alleging that as the government advisor, he played a key role in government decisions to allot lands and extend other concessions on quid pro quo basis. They have long been demanding a CBI probe on KVP’s role.

    This is the first time that KVP was called by the CBI since registering a case against Jagan and 73 others in 2011 following the probe ordered by the Andhra Pradesh high court on a petition by some Congress and Telugu Desam leaders.

    TEHRAN (TIP): Iran will “annihilate” the Israeli cities of Tel Aviv and Haifa if it comes under attack by the Jewish state, supreme leader Ayatollah Ali Khamenei warned on March 21. “Every now and then the leaders of the Zionist regime threaten Iran with a military attack,” Khamenei said in a live televised speech from the northeastern holy city of Mashhad, referring to Israel. “They should know that if they commit such a blunder, the Islamic republic will annihilate Tel Aviv and Haifa,” he said. Iran is said to possess ballistic missiles capable of reaching Israel.

    It also has close relations with Israel’s foes in the region, including Lebanon’s Hezbollah and Palestinian militants in the Islamist-ruled Gaza Strip. Khamenei spoke with little sign of an easing in Tehran’s position in its confrontation with the West over its disputed nuclear programme of uranium enrichment.

    Israel, widely believed to be the Middle East’s sole but undeclared nuclear power, suspects that Tehran is seeking atomic arms, a fear shared by the United States and Western powers, and has not ruled out a military strike. Washington has also refused to rule out the military option, but insists it prefers a diplomatic solution to the nuclear stand-off. US President Barack Obama in Israel on Wednesday accepted that the Jewish state would not cede its right to confront Iran’s nuclear threat to the United States.

    ISLAMABAD (TIP): Terming it as “politically motivated”, the Interpol has rejected Pakistan’s request to issue a Red Corner Notice against former military ruler Pervez Musharraf in connection with Benazir Bhutto’s assassination case, days ahead of his homcoming from self-exile. Musharraf has cleared the final hurdle to his plans to return to Pakistan as he no longer faces the possibility of arrest at the hands of Interpol, The Express Tribune quoted its sources as saying. The 69-year-old ex-president,who went into self-exile in early 2009, has said he intends to return to Pakistan on March 24 to lead his party All Pakistan Muslim League in upcoming polls. He has been shuttling between London and Dubai after he went out of Pakistan in exile.

    Islamabad’s request to issue a Red Corner Notice for Musharraf was rejected by the Interpol headquarters in a reply sent to Pakistani authorities,who had sought an arrest warrant for him as a suspect in Bhutto’s assassination. The agency said the case filed against Musharraf in Pakistan through Interpol channels constitutes a matter of a predominantly “political character”. This is the second time a request from the Federal Investigation Agency has been rejected by Interpol. Last year, Interpol rejected the request due to insufficient proof by Pakistani authorities.

    ISLAMABAD (TIP): Four militants were killed when a US drone targeted a vehicle in the lawless north Waziristan tribal region of Pakistan on March 22. Staterun Radio Pakistan reported four persons were killed in the attack by the CIAoperated spy plane in Dattakhel area of North Waziristan Agency. Officials were quoted by TV news channels as saying that the drone fired two missiles at a vehicle, a short distance from Miranshah, the main town in the region.

    North Waziristan is a safe haven for Taliban and al-Qaida elements. The attack was carried out at around midnight. Officials said four drones had been seen flying over the area. The vehicle was destroyed when two missiles hit it. A UN envoy last week said US drone attacks violated Pakistan’s sovereignty.

    Us Resolution Calls For ‘Credible’ Investigation By Sri Lanka

    WASHINGTON (TIP): The US-sponsored draft resolution before the ongoing session of the UN Human Rights Council in ( UNHRC) “calls” the Sri Lankan government to conduct an “independent and credible” investigation into allegations of human rights violations.

    The draft resolution – a copy of which has been obtained has not ceded to demands of human rights bodies for an independent international investigation, as being called by the Office of the UN High Commissioner for Human Rights in its report.Welcoming the announcement by the Lankan government to hold elections to the Provincial Council in the Northern Province in September 2013, the draft resolution now calls upon Colombo to fulfil its public commitments, including on the devolution of political authority.

    A previous version of the draft resolution had expressed concern over the “failure” of the Sri Lanka to fulfil its commitment on devolution of power.

    The draft resolution, currently under circulation, also welcomes and acknowledges the progress made by the Lankan government in rebuilding infrastructure, demining, resettling the majority of internally displaced persons. At the same time it takes note of the considerable work that lie ahead in the areas of justice, reconciliation and resumption of livelihoods, and stresses the importance of the full participation of local populations, including representatives of civil society and minorities, in these efforts.

    The draft resolution now encourages (not urges as in the previous version) the Sri Lankan government to implement the recommendations made in the report of the Office of the High Commissioner, and also “calls upon” it to “conduct an independent and credible investigation” into allegations of violations of international human rights law and international humanitarian law.

    YANGON (TIP): Two people including a Buddhist monk were killed and at least three mosques were destroyed after riots broke out in a town in central Myanmar, police said. Around 200 people fought in the streets after an argument in a Muslim-owned gold shop turned violent in Meiktila on Wednesday, according to a post on Myanmar Police Force’s Facebook page. “One injured monk and Than Myint Naing, 26, who were being treated for their injuries died from their burns at hospital,” it said. Police imposed a curfew from evening to early morning to control the situation. “People tried to burn down the mosques,” one local police officer said.

    The unrest comes amid heightened concerns over Muslim-Buddhist relations in Myanmar, where communal conflict in the western state of Rakhine has left at least 180 people dead and more than 110,000 displaced since June 2012. An initial report on the police Facebook page late on Wednesday said anger spread after one man was injured during the row in the gold shop.

    The report said a mob then descended on the area and destroyed some buildings. It said six people were hospitalised, and that the Buddhist monk and a Muslim man later died from their injuries. A subsequent police report omitted the religion of the second man.

    GENEVA/COLOMBO (TIP): Sri Lanka on Wednesday slammed the US-sponsored resolution at the UNHRC which it says seeks to “discredit” and “single out” the country over alleged human rights violations, terming it as “biased and politicised”. It also said the language of the resolution was borrowed from a “flawed” report by the UN High Commissioner of Human Rights Navaneetham Pillai. Lankan External Affairs Minister G L Peiris said in his communique to member states setting out his government’s stand on the resolution, said, “Drawing disproportionate attention to Sri Lanka’s situation and introducing resolution that seeks to discredit, single out and humiliate the country are unhelpful and counterproductive to Sri Lanka’s current reconciliation process”. “Just as the Government of Sri Lanka did not recognize the last HRC resolution, it rejects the new resolution. “Sri Lanka intends to request a vote when the draft resolution is taken up at the Human Rights Council on 21 March 2013.” “Sri Lanka seeks the understanding and the support of HRC member states at the vote on this resolution.” Peiris said the beneficiaries of the resolution would be none other than the divisive forces that seek to destabilize the hard won peace in Sri Lanka, he said.

    The Sri Lankan external affairs ministers warned that “the precedent created by intrusive, biased and politicized actions such as the US sponsored resolution on Sri Lanka would pose a danger for all nations”. Meanwhile, Lankan human rights envoy Mahinda Samarasinghe has slammed the US moved resolution to be voted at the UNHRC sessions in Geneva on Thursday as carrying borrowed language from a “flawed” report by UN High Commissioner of Human Rights. Samarasinghe was speaking at the session in Geneva on Wednesday ahead of Thursday’s formal presentation of the resolution. He said Lanka wishes to express strongest reservations as to the content of the report on Sri Lanka as well as the procedure followed in formulating it.

    DHAKA (TIP): Bangladesh President Mohammad Zillur Rahman, a close aide of the country’s founder Sheikh Mujibur Rahman, died on Wednesday at a Singapore hospital where he was being treated for kidney and respiratory problems, officials said. He was 85. “He breathed his last at the Mount Elisabeth Hospital,” a Presidential spokesman said. Rahman was installed as the ceremonial head of the state in 2009. The Bangladesh high commissioner to India, Tariq Karim, condoling the death of president said, a condolence book would be opened at the mission from March 21.

    RAMALLAH (TIP): Hours after Palestinian militants fired at least two rockets from the Hamas-controlled Gaza Strip that crashed into the Israeli border city of Sderot on Thursday, President Obama travelled to the West Bank city of Ramallah and renewed his call for a two-state solution between Israelis and Palestinians, saying that continued Israeli settlement-building did not advance the cause of peace. But, at a news conference with President Mahmoud Abbas, the leader of the Palestinian Authority and the secularist Fatah movement that rivals Hamas, Obama did not specifically call for a halt in settlement construction and urged both sides to press for a broad agreement that would meet two objectives: to provide sovereignty and a state for Palestinians and security for Israel. “The core issue right now is how do we get sovereignty for the Palestinian people and security for Israeli people,” he said after almost two hours of talks with Abbas.

    He added: “That’s not to say settlements aren’t important. That’s to say if we solve those two problems, the settlement issue will be resolved.” Obama travelled to Ramallah after talks on Wednesday with Prime Minister Benjamin Netanyahu of Israel on the first day of his visit. “I’ve been clear with Prime Minister Netanyahu and other Israeli leadership,” Obama said. “We do not consider continued settlement activity to be constructive, to be appropriate, to be something that can advance the cause of peace.” Obama said Palestinians deserved an end to occupation and to the “daily indignities that come with it,” and a “future of hope.” In short, he said, “Palestinians deserve a state of their own.” President Obama called for a twostate solution and said “the only way to achieve that is through direct negotiations” between Israelis and Palestinians. “There’s no shortcut to a sustainable solution. We cannot give up on the search for peace no matter how hard it is,” he said. He warned that a solution based on the creation of two states, side by side, for Israelis and Palestinians, was “still possible but very difficult”.

    Obama condemned the rocket barrage from Gaza. One of the rockets on Thursday landed in the courtyard of a house and another was discovered in an open area of the city, according to Micky Rosenfeld, a police spokesman. They did not cause injuries or damage, he said.

    An alert system had sounded as the rockets came in. Hamas won Palestinian elections in 2006 in Gaza and then seized control of the enclave a year later, routing Fatah forces. Though the two sides have signed several accords aimed at ending the Palestinian schism, Hamas remains entrenched in Gaza while Abbas’s authority is confined to parts of the West Bank. Netanyahu has been calling for a resumption of peace talks with Abbas, without preconditions, but has warned in the past that any reconciliation between Abbas and Hamas would stymie progress with Israel. Witnesses in Gaza said that militants had fired at least five rockets from the northern Gaza Strip town of Beit Hanoun at around 7.30am. Some apparently fell short or were not immediately located by the Israelis.

    EDMONTON (TIP): A blizzard sweeping across the Canadian plains caused a chain of traffic crashes south of Edmonton, Alberta, injuring about 100 travellers, officials said Thursday. One person was seriously hurt and about 80 were treated at the site, said Kerry Williamson of the Alberta Health Services office. Another official had earlier estimated that 300 people were hurt, four seriously.

    About 22 people were taken to hospitals in nearby communities, Williamson said. The Royal Canadian Mounted Police closed part of Highway 2, the main road between Edmonton and Calgary, and were directing traffic away from the collision scene, said RCMP Staff Sgt. Grant MacDonald. He said the crash involved several vehicles, including a large passenger bus and several semi-trailer trucks.

    WASHINGTON (TIP): US and Japanese officers are discussing worst-case contingency plans for retaking disputed islands in the East China Sea if China moves to seize them, US officials said on Wednesday. Japan’s Nikkei newspaper first reported the talks, which prompted a strong reaction from China. “We have contingency plans and we discuss them with allies,” a US official, speaking on condition of anonymity, said it was “natural” that the two governments would confer on emergency scenarios given recent tensions.

    A Pentagon official, who also asked not to be quoted by name, confirmed the discussions, saying “we’re a planning organization”. But both sources said the US government did not want to fuel tensions, and that the contingency planning would be only one of many topics on the agenda when top US and Japanese officers meet in Hawaii later this week. Admiral Samuel Locklear, head of US Pacific Command, is scheduled to host General Shigeru Iwasaki, chief of the Japanese Self Defense Forces Joint Staff, for Thursday’s talks. Officially, the Pentagon would neither confirm nor deny whether the contingency plans were under discussion.

    WASHINGTON (TIP): The United States is poised to turn the so-called outsourcing visa into a skill importing programme. American lawmakers are on the verge of overhauling immigration laws, including the infamous H-1B visa, which critics say has been widely misused by bodyshoppers and outsourcing giants to bring in underspaid foreign (mainly Indian) technology workers to displace Americans from the workforce.

    Under new proposals being considered by a senate panel, the number of H-1B visas will actually be doubled from the current 65,000 to 130,000 to address the continued shortage of specific skilled workers in the US. But the primary beneficiaries will not be outsourcing firms who rotate workers between the US and home countries, but foreign students who come to study in America, who will be enticed to stay back, work here, and contribute to the US economy. Industrious foreign students who pay top dollar to graduate from US universities in science, technology, engineering and math ( STEM) subjects will literally have H-1B visas – eventually leading to Green Cards – stapled to their degrees, if the proposals go through. Over 100,000 Indians students are enrolled in US universities at any given time, with thousands coming in each year. The student inflow is already said to contribute more than $3 billion annually to the US economy. In the process, family members of US citizens waiting to immigrate to America may get shafted.

    Among the proposals under consideration is one which will reduce the number of green cards to siblings, parents and grown children of immigrants who have become US citizens. The restriction will not apply to spouses and underage children. In effect, Washington is gradually shifting its immigration policy from being “family unification” centered to economic and skill-based immigration. In other words, prospective immigrants will have a better chance of moving to America if they have a required skill set rather than just having a relative in the US.

    Tough negotiations are going on in the Congress on all aspects of the visa makeover. Powerful technology giants such as Microsoft, IBM, and Google want foreign workers because they say there is a genuine skills’ shortage in the US and they have benefited from infusion of foreign talent. In a letter to President Obama and lawmakers last week, a number of high-profile CEOs, including Facebook’s Mark Zuckerberg and Yahoo’s Marissa Mayer, said that being able to hire more high-skilled workers and retain foreign students enrolled in US schools is key to keeping American companies globally competitive.

    Tech companies fear that American schools are failing to produce enough graduates with advanced science and engineering degrees. But lawmakers are also buffeted by a vicious anti-immigrant sentiment on the ground, including some directed against the H1-B visa program and Indian workers. Not that pro-H1B groups are keeping quiet. A Washington Post story on the subject elicited hundreds of comments, many of them xenophobic and borderline racist.

    NEW YORK (TIP): In a closely contested draw for Board of Directors, three of the four contesting candidates were announced as winners at the Jackson Heights Merchants Association’s 2013 elections. Amarjit Singh, Amit Kumar and Kamal Kumar were the three winners among the four candidates who had contested for elections. Amarjit Singh won with 101 votes polled in his favor. Kamal Kumar bagged 104 votes and Amit Kumar, more popularly known as Manu, got the highest number of votes. He secured 121 votes to finish on top amongst the winners. Karan Verma of Kunal Jewelers finished fourth with 46 votes polled in his favor.

    Amarjit Singh, who runs a unit of Money Gram at Jackson Heights, has been with Jackson Heights Merchants’ Association for the last ten years. His decision to stand for the elections was solely to contribute in helping JHMA to bring in more shoppers and visitors to the 74th street. His personal goal is to bring in more businesses in the area and expand the Association’s reach beyond 74th street. He adds, “The Association’s primary purpose is to not just bring more people in the market but to also make sure that they are in a safe and comfortable neighborhood.

    Our plan as a team is to facilitate this.” Kamal Kumar, a jeweler at Sona Mandi has been an invaluable member with the JHMA for the past 18 years. Although JHMA has been in place since the 1990s,Kamal Kumar stresses on its importance in the street. “Once the area developed it was only inevitable that an Association be formed.We needed this organization to settle any disputes and also draw ideas to expand,” added Kumar. Amit Kumar or Manu, owner of Black Wireless, won the lead in the number of total votes polled in favor. He attributes his decision to contest in the elections to his two other contenders. He has been part of JHMA since the last six years and has been an eminent member who contributed to its success.

    He also dismisses the ideas that there are threats and problems internally or externally to the Association. “I don’t believe we face any problems.We do everything by the book and we blend well as a team. So we don’t think the Association faces any threats,” says Manu. The Jackson Heights Merchant Association is perhaps the most popular merchants’ Association in this busy business district. Since its inception the organization has received continual support from the state of New York. Kamal Kumar explains, “It is only due to the tremendous and continual support we received from the authorities here that we were able to flourish.

    There are means to resolve any issues here.” The Association is also popularly known in New York City for its extravagant celebration of Indian festivals. Amarjit Singh explains, “We always celebrate all our big festivals irrespective of religion. We want to make a mark as an Indian community who live so far away from home.” The three winners along with other board members and President plan on merging with other Associations and welcoming more businessmen in to the street. Kamal Kumar adds, “Any merchant irrespective of caste, race, ethnicity is welcome to set up his business here in the street. This is not an Indian Association only. It’s a merchants’ Association. Everyone is welcome here. And for this reason we are also looking into various ties with other similar Associations.”

    Indian National Overseas Congress leaders call on Indian Ambassador Nirupama Rao at Washington D.C.

    NEW YORK (TIP): The leaders of the Indian National Overseas Congress (I), USA paid a courtesy call to the Ambassador of India to the United States, Her Excellency Nirupama Rao in Washington D.C., and also discussed a number of issues that are of considerable concern to the Diaspora. On the top of the list were the OCI card and the recent changes in rules that mandate its renewal for the people fifty years and over.

    After, introducing the delegation, George Abraham, President of the INOC stressed the vital roles NRIs play in promoting the US-India friendship and cooperation in various fields of human endeavor between the two largest democracies in the world and felt that the issues identified were irritants to an otherwise strong and growing bond between India and its Diaspora in the U.S. The delegation also suggested, inter alia, that OCI status could be granted by a separate document like the US “Green Card” rather than a stamp placed in the individual’s Indian passport.

    As regards second generation Indians in US, some of the benefits conferred by OCI legislation might need revisiting to prevent inconsistent application. He requested the help of the Ambassador in bringing these issues to the attention of the respective officials in India. He also added that INOC, as a recognized entity in U.S. by the All India Congress Committee (AICC), offered to assist in a constructive way in partnership in helping to resolve some of these issues.

    Indian National Overseas Congress, USA has recently established an NRI-Interface Council for the specific purpose of addressing issues that are of concern to the members of the Diaspora. Anand Ahuja Esq, the Chairman of the Interface council highlighted some of the issues the committee is looking into at present such as property protection for NRIs and legislation 498A. Kuanl Yadav Esq, the Secretary and Prof.

    Sreedhar kavil member of the Committee spoke in detail on how to improve the usability of OCI card and pledged their continuing efforts to work in collaboration with the Government of India to affect the changes. Ambassador Rao in her exchange with the delegation queried in detail about the present difficulties surrounding the OCI card.

    In the end she expressed pleasure and satisfaction in the discussions and kindly offered to bring the matter to the attention of the Home Ministry. She lauded the efforts of INOC in taking up the OCI card issue and spoke about the need to provide more clarity on the website.     ALBANY, NY (TIP): Governor Andrew M. Cuomo announced that the application process is now open for the second class of Empire State Fellows.

    The twoyear Empire State Fellows Program prepares a new generation of leaders for policy-making roles in New York State government. The inaugural 2012-2014 class began in September of last year with Fellows appointed to agencies, as well as to the Executive Chamber. “The first class of Empire State Fellows have brought exceptional talent and energy to state government, and have been an active part of this administration,” Governor Cuomo said. “We look forward to welcoming a new class this year that will be provided with first-hand experience working at the highest level of New York State government.

    I invite talented professionals who are interested to apply.” To apply to the Empire State Fellows Program, candidates must email a cover letter, resume, personal statement explaining their interest in the Empire State Fellows Program, and two letters of recommendation to fellows@exec.ny.gov. Governor Cuomo will appoint selected Empire State Fellows to positions in the executive branch where their skills match the needs of State government.     Musharraf to return to Pakistan on Mar 24

    ISLAMABAD (TIP): Pakistan’s former military ruler Pervez Musharraf would return to the country on March 24 to lead his party in upcoming elections, ending his nearly four years of self-imposed exile in Dubai and London. Musharraf, 69, will return to the country intent on leading his party in upcoming elections, a statement released by him said.

    Musharraf plans to fly on a commercial airline into Karachi on March 24, then attend a rally attended by 50,000 people including more than 200 Pakistani expatriates from the US, Canada, the UK and the UAE, the statement was quoted by the CNN as saying.

    He plans to lead his party, the All Pakistan Muslim League into Pakistan’s general elections, which are slated for May.

    In 1999, the then chief of Pakistan’s army became its president in a bloodless military coup. Musharraf, who stepped down as President in 2008 after he was threatened with impeachment, has earlier brushed aside questions on whether he would be arrested on his return in connection with several cases against him, including the case related to the assassination of former premier Benazir Bhutto.

    Pakistan Peoples Party leaders have said that Musharraf would be arrested as soon as he lands as he is wanted by authorities in connection with Bhutto’s assassination. Musharraf has set several dates for his return to Pakistan in the past but put off his homecoming after he was threatened with arrest. An anti-terrorism court has declared Musharraf a “proclaimed offender” or fugitive for refusing to cooperate with investigators probing Bhutto’s death in a suicide attack in Rawalpindi in December, 2007. Musharraf has been shuttling between London and Dubai after he went out of Pakistan in exile.

    NEW DELHI (TIP): India approved a tougher new law to punish sex crimes, including death for repeat rape offenders, after the fatal gang rape of a student in December sparked unprecedented protests over the treatment of women in the country. The Criminal Law (Amendment) Act 2013 or “anti-rape law” puts in place a slew of new provisions and tougher punishments, which include criminalising voyeurism and stalking and making acid attacks and human trafficking specific offences. The legislation is seen as a crucial step towards curbing rising cases of violence against women in the largely patriarchal country, but activists said it was weak and warned that much would depend on enforcement. “Such legislation has come to India for the first time and the parliament has given its approval.

    It will create a revolution in the country,” home affairs minister Sushilkumar Shinde said shortly after lawmakers approved it. Rape is just one of many violations women suffer in India, ranging from female feticide and dowry murders to acid attacks, trafficking and so-called honor killings. But the savagery of the 16 December assault, where a 23-year-old student was gang-raped for an hour and tortured with an iron rod damaging her internal organs, shook the conscience of many Indians and stirred national debate about gender abuses.

    Thousands took to the streets across India for days, forcing Prime Minister Manmohan Singh’s government to constitute a panel to recommend ways to strengthen laws to protect women. The new law incorporates some of the panel’s suggestions. The law maintains life imprisonment for rape as the maximum sentence, yet sets down the death penalty for repeat offenders and those whose victims are left in a “vegetative state”. It also expands the meaning of rape to include penetration of the mouth, anus, urethra or vagina with the penis or any other object without consent. Gang rape has been recognized as an offence, while sexual harassment has been redefined to include unwelcome advances with sexual overtures and showing pornography without consent.

    The law also punishes police and hospital authorities with imprisonment of up to two years if they fail to register a complaint or treat a victim. Women’s groups expressed satisfaction that their fight had brought change, but said the law should have been stronger.

    Marital rape, for instance, remains legitimate, and the age of consent has been set at 18 years instead of 16, and politicians charged with rape can still run in elections — despite the government-panel recommending otherwise. The law’s proper enforcement remains key, activists said. “I am not expecting wonderful progress in implementation. That is our next struggle,” said Kavita Krishnan, secretary of the All India Progressive Women’s Association. “So this new law is not the end, but a step in a very long battle for gender equality in this country.”

    NEW DELHI (TIP): Bilateral trade between India and Egypt may double to $10 billion in the next few years, said Egypt president Mohammed Morsi. President Morsi who is heading a high-level delegation of ministers and business leaders, is on a four-day visit to India which started on March 18. “Currently, the bilateral trade between both countries is around $5 billion. We are looking to double this exchange trade volume in the next few years. The trade surge between India and Egypt pushes us to set up more ambitious goal of doubling this volume within the coming few years,” president Morsi said at an interaction jointly organized by industry chambers. “One of our main focus is on attracting foreign direct investment.

    Both countries can co-operate in areas like trade, energy, technology and space science. I would like to invite Indian companies, businessmen and investors to take advantage of the promising opportunities Egypt offers and to assure that we will provide all required facilities and create the most inducting atmosphere for investment and business practices,” he added.

    Prior to visiting India, Morsi also visited Pakistan. “Egypt needs more grains, which could be exported by India,” he said. Anand Sharma, commerce and industry minister said, “I will urge Indian companies to look at Egypt more seriously and invest in various sectors. Indian companies can also partner with Egyptian firms in sectors like infrastructure, biotechnology, energy and pharmaceuticals.” Morsi said that due to Egypt’s location, it could act as bridge between Asia and Africa, and as a major global trade route, makes it an attractive business destination for India. He added that Egypt would ensure that there wouldn’t be any obstacles for investors while setting up businesses there. Egypt is also looking into setting up free economic zones by Indian companies to trade with third countries.

    Morsi also said that Brics nations like Brazil, India, China, Russia and South Africa have a major role to play in the development of the country in a democratic set up. He indicated that Egypt is looking forward to a time when it also becomes part of Brics, forming E-Brics. Meanwhile, Egypt, Small Industries Development Bank of India (SIDBI) and World Bank also signed a tripartite memorandum of understanding (MoU) wherein, SIDBI would help in income generation and employment creation in Egypt and provide boost to strengthen the ties between India and Egypt.

    Located in the state of Tamil Nadu, Mahabalipuram is located right on the Coromandel Coast next to the Bay of Bengal. It was a well established sea port during the 7th and 10th centuries of the Pallava dynasty, and has flourished accordingly. This city was actually the 2nd capital of the Pallavas.

    It was originally named after the rude, cruel, and arrogant King Mahabali who was killed during a fierce battle by Lord Vishnu at that location. It was named by the people more out of gratitude that the heartless king was killed there than out of respect upon his death for his leadership. During the rule of the Pallavas, new styles of art and architecture were pioneered.

    Mahabalipuram is where they tried and then exhibited their new artistic and architectural creations. As a result, the area is brimming with rockcut caves and numerous temples. In fact, this region is often referred to as an open museum. Some of the temples were even carved out of one enormous rock rather than simply constructed out of rock. Not much pillaging has occurred here over the centuries, since the wealth of the Pallavas was never flaunted, so the temples are well preserved. The architecture is not the only draw for tourists in this city.

    The area is also nestled in an especially impressive setting. Beautiful white sandy beaches are plentiful, as are the casuarinas trees that are found in abundance there. Mahabalipuram is also known for providing a fantastic shopping experience. Exquisite local handmade crafts are readily available in the local shops. Lying on the Coromandel Coast of Tamil Nadu, the historical town of Mahabalipuram is known to have been established as a flourishing sea port by the Pallava kings during the period from 7th to 10th century.

    The city was crowned as the second capital of the Pallava dynasty. Most of the temple was built during this time. The ancient name of the city was ‘Mamallapuram’ which was later changed into Mahabalipura during the reign of King Narsimha Varman I. A very interesting history is associated with the name of the town. It is said that the King Narsima was awarded with a title ‘Mamalla’ meaning ‘the great wrestler’. It was from this title that the name of the city was derived.

    The Pallavas ruled here from the 3rd to the 9th century and during this time many saints and poets were born here. The period from 650 to 750 AD is considered to be the most glorious years of the Pallava rules, as during this time the rulers were the most powerful. Since then the city slipped into oblivion and was revived only in the year 1827, by the British who laid the foundation of the modern city of Mahabalipuram.
