    Police seek teen they say may have run away with former teacher

    DALLAS (TIP): Dallas police are looking for a 15- year-old girl who they believe may have run away with a former teacher who is wanted for sexual assault.Emelin Lazo, 15, was last seen at 8:30 a.m. Monday, February 17 in the 12000 block of Noel Road.

    The girl had sent her mom a text message that said she wanted to be with Scott Paul Alcaraz, 27. She has not been seen nor heard from since. Police say they believe Lazo is a runaway. Alcaraz was fired from a Thomas C. Marsh Middle School in Dallas in April 2013 after he was charged with two counts of sexual assault.

    According to police, a 14-year-old girl said the former math teacher and assistant basketball coach had sex with her in a classroom at the school.Lazo is described as a 15-yearold Hispanic girl, 5-feet tall, 120 lbs., with black hair and brown eyes.     DALLAS (TIP): An Irving building was evacuated Thursday, February 20 morning due to a bomb threat. According to the Irving Police Department, a receptionist inside a 10-story building on the 5600 block of High Point Drive received a phone call where the caller said a bomb had been placed in the building and that they had one hour to evacuate.

    The Irving Fire Department arrived and made the decision to evacuate the building as a precaution, police said. Shortly after 10:30 a.m., employees who had been evacuated to the parking lot were allowed to return to the building. At this time, police have not revealed any further information.

    DALLAS, TX (TIP): The World Muslim Congress, a think tank of Muslims in Dallas has announced a poetry session known as Naatia Mushaera to honor Prophet Muhammad. “This is a purposeful event with three clear goals; to share Prophet’s work with fellow Americans, to focus on how Muslims can adopt his teachings to benefit the society at large, and to bring Muslims of different denominations together for the common purposecelebrate Prophet Muhammad’s birthday”- said Mike Ghouse, president of the organization.

    The program is set to start at 8:00 PM and end at midnight on Friday, February 21, 2014 at Richardson Civic Center in Richardson, Texas. (Link). The evening is divided into two sessions. The first segment will highlight the Intrafaith and interfaith aspects of the program. Muslims of different denominations including Ahmadiyya, Bohra, Ismaili, Shia, Sunni, WD Muhammad others will share a Naat (poetry singing) each from their community. Then friends from other faiths will also share their Poetry about the Prophet. Women and Men will be reciting the Naats together for the first time.

    The second segment after the tea break is assigned to poets who will recite the purposeful poetry to reflect on Prophet’s work and how we can make that meaningful in our day to day life. “Throughout the program, we will be highlighting the inclusive teachings of the Prophet’s wisdom. The values embedded in the Madinah constitution will be shared, where the prophet signed a declaration with Jews, Christians, Pagans and others. Each member of community was guaranteed the freedom to practice his or her faith freely. Furthermore, in his last sermon, the Prophet declared that all men are created equal, and respecting each human is the right thing to do.

    Former East Texas Couple Plead Guilty to Health Care Fraud

    BEAUMONT (U.S. ATTORNEY’S OFFICE): A Texas couple now living in Elgin, Texas, has pleaded guilty to federal violations in a health care fraud scheme in the Eastern District of Texas, announced U.S. Attorney John M. Bales February 20. ? Cathy Harvill, 57, and William Harvill, also known as Bill Harvill, 60, pleaded guilty to conspiracy to commit health care fraud on Feb. 18, 2014, before U.S. Magistrate Judge Keith Giblin.?

    According to information presented in court, the Harvills owned and operated North East Texas EMS. From January 2007 through March 2012, the defendants carried out a scheme to defraud Medicare and Medicaid by submitting false and fraudulent claims for nonemergency, scheduled, repetitive ambulance services which did not meet Medicare program coverage criteria.? The defendants each face up to 10 years in federal prison at sentencing. Sentencing dates have not been set.?

    This case is being investigated by the U.S. Department of Health and Human Services – Office of Inspector General (HHS-OIG), the Texas Office of the Attorney General – Medicaid Fraud Control Unit (OAG-MFCU), and the U.S. Department of Labor – employee Benefits Security Administration (DOL-EBSA). This case is being prosecuted by Assistant U.S. Attorneys Nathaniel C. Kummerfeld and Tom Gibson and Special Assistant U.S. Attorney Kenneth C. McGurk.

    DALLAS (TIP): Seven persons under the category of foreigners, NRI and PIO have been selected for the Padma awards. Indian-American businessman Ashok Kumar Mago was selected for the Padma Shri. Mr. Mago, Chairman and CEO of Dallas-based business and investment consulting company, Mago & Associates, has helped raise millions of dollars for Dallas Asian organisations.

    Others selected for the Padma Shri are Dr. Siddharth Mukherjee (oncologist) from the U.S., Dr. Vamsi Mootha (biomedical research) also from the U.S., and Dr. Sengaku Mayeda (literature and education) from Japan.     Texas woman admits to obtaining classified records: Faces 3 years

    SHERMAN, TX (TIP): Federal prosecutors say a North Texas woman who worked as a translator for U.S. forces in Afghanistan has admitted she illegally obtained classified military records. Thirty-nine-year-old Farida Yusufi pleaded guilty Thursday, February 13 to federal charges that include theft of government records.

    Prosecutors say FBI agents in March searched her McKinney home, north of Dallas, and found classified documents she obtained while embedded with U.S. forces.She admits in court documents to taking a leave schedule and weapons assignment roster for a military unit with which she was embedded in Afghanistan. She’s also accused of making false statements to FBI agents investigating her. She faces at least three years in prison when sentenced.

    Hit-and-run suspect pulled off plane at DFW airport

    DALLAS (TIP): Authorities in North Texas say they had to pull a suspect in a hit-and-run accident off a plane as he was trying to flee the United States. Arlington police say Omar Bashir Mohammed was detained Wednesday, February 19 night at Dallas-Fort Worth International Airport.

    Police spokesman Lt. Christopher Cook says the 25-year-old Mohammed was on board a plane when he was detained by police. Cook says Mohammed was trying to flee to the Middle Eastern country of Jordan. Authorities say Mohammed hit a pedestrian on a sidewalk with his car on Saturday. He’s accused of one count of an accident involving serious bodily injury. The man, who is in his 70s, was hospitalized in serious condition.

    Strong Indian American challenge in US Congressional election in Silicon Valley

    SAN JOSE (TIP): US Congressional election in Silicon Valley this year was being seen as a two-person race between incumbent Congressman Mike Honda (Democrat) and his main challenger Rohit “Ro” Khanna (Democrat) until recently. It all changed when Dr. Vanilla Mathur Singh (Republican), a member of Hindu American Foundation (HAF), entered the race in December 2013.

    The HAF first made headlines in 2005 with its failed attempt in California state to “improve 6th grade textbooks so that these books actually reflect their (Hindu) beliefs and their religious practices.” Media reports indicate that Singh was recruited to run by Shalabh “Shalli” Kumar, a Chicagobased Indian-American businessman and Republican fundraiser. Kumar is the founder of a super PAC, Indian Americans for Freedom, with close ties to Hindu Nationalists. He has been lobbying members of US Congress to help rehabilitate his “idol” Narendra Modi of India’s Hindu Nationalist Bharatiya Janata Party (BJP).

    Modi has been denied US visa multiple times by the State Department because of his widely suspected role in the killing of thousands of Muslims in 2002 Gujarat riots. Singh said that she raised $100,000 in the five days after declaring her candidacy, including $25,000 of her own money. The rest, she said, came from about “20 family and friends.” Kumar’s super PAC could change the dynamics of the South Bay race if he chooses to back Singh financially. In 2002, his super PAC spent $500,000 in an unsuccessful attempt to defeat Rep. Tammy Duckworth, D-Ill., including producing an ad set to Middle Eastern music that showed the double amputee Iraq war veteran wearing a headscarf during a visit to a local Muslim community center.

    Ro Khanna, a Silicon Valley patent attorney of Indian origin, is backed by many of Silicon Valley’s top VCs and executives at Google, Facebook, Yahoo and other tech companies. Other Notables include Marc Andreessen, the Netscape cofounder; John Doerr, the venture capitalist; and Randi Zuckerberg, the chief executive of Zuckerberg Media and the sister of Mark Zuckerberg and Sean Parker, former President pf Facebook. Four months before the primary, Khanna has $1,975,000 in cash on hand, or more than triple the incumbent’s $623,000, according to campaign finance records filed last Friday as reported by the New York Times.

    Khanna supporters expect him to win to push legislation in Congress to liberalize US visas for foreign workers needed to fill Silicon Valley tech jobs. He supports raising the number of H1-B visas, keeping a lid on capital gains taxes and cracking down on patent trolls while charting a progressive agenda on most social issues. Faced with the surprise new challenge from the Hindu Right, Ro Khanna has refused to denounce Narendra Modi for fear of alienating a significant chunk of the substantial pro-BJP Indian- American voters in Silicon Valley. Mike Honda, the incumbent congressman from 17th district, is a Japanese-American who was put by the United States in an internment camp as a child during World War II.

    He has been a featured speaker at many Muslim- American events where he has spoken out for American Muslims’ civil rights since the terrorist attacks of September 11, 2001. During a 2009 keynote speech at Human Development Foundation fund-raiser that I attended, Congressman Honda said the US foreign policy should have the same goals that the HDF has in Pakistan. Drawing from his experience as a US peace corps volunteer to support education and infrastructure development in Central America in the 1960s, he proposed a similar effort in restoring US credibility in Pakistan and Afghanistan. Honda praised the US emphasis on economic aid and said he supports the 80/20 rule that General Petraeus had outlined, with 80% emphasis on the political/economic effort backed by 20% military component to fight the Taliban insurgency.

    Honda says he has been a strong advocate for the tech industry in Congress. As a member of the House Appropriations Committee, he helped get millions of dollars in funding for BART extension to San Jose, a top priority for Valley leaders, as well as federal investment in nanotechnology research. His strong backing from organized labor and veteran Democrats reflects the decades he’s spent in public service. Honda also supports an increase in H1-B visas, although he’s also expressed concerns about its potential harm to the local labor pool.

    A number of polls in 17th district so far show that Honda enjoys a healthy lead over his challenger Khanna. Honda’s lead could increase if Singh takes a significant chunk of Indian-American votes away from Khanna. In spite of a powerful tech industry funded challenge by Ro Khanna, Honda remains a favorite to win. Honda also enjoys the strong endorsement of President Obama and Democratic Party’s establishment. Singh’s entry in the race could further help Honda extend his lead and keep his seat in Congress.     WASHINGTON (TIP): “India-US relationship has changed dramatically. When one thinks about the transformation of our ties, it is natural to attribute it to some good diplomacy on both sides…but to me, the basis for transformation of this relationship is the Indian-American community,” S Jaishankar said.

    Addressing the Indian-American community from Greater Washington Area at a reception hosted in his honor by the National Council of Asian Indian Associations, Jaishankar praised this small ethnic community for carving a distinct space for itself in the US in almost all spheres of lives. “When an American thinks of India, the image that comes to peoples mind are Indian-American neighbors, their Indian American colleagues at workplace, the people who provide them services.

    This is the community, which is regarded as the best educated community, highest income community and extraordinary responsible community,” Jaishankar told the audience, representing some 130,000 strong Indian- American community in the Greater Washington Area. The Ambassador said even through difficult times, one of the commendable aspects of the community has been “to be good Indians, good Americans” and consequently, be good Indian- Americans. Observing that the relationship has grown enormously, Jaishankar said the “time has come to set new goals… ambitious goals for ourselves”.

    He identified energy and education as the two sectors where India and the United States can enhance their bilateral partnership, in addition to the strategic and defense relationship to ensure a safer, prosperous and peaceful world. In the next three years, the US would emerge as one of the major energy providers to New Delhi when it would start shipping natural gas to India, Jaishankar said. Coinciding with the new envoy’s public reception by the community, Maryland Governor Martin Joseph O’Malley proclaimed February 15 as ‘S Jaishankar Day’ in recognition of his role in strengthening India-US relationship. The citation in this regard was read and presented by Maryland Secretary of State Rajan Natarajan.

    Rajya Sabha approves Telangana bill amid din and chaos
    NEW DELHI (TIP): With the Rajya Sabha putting its seal of approval on the Bill for creating Telangana amid bedlam, the birth of the 29th State of the Union is just a presidential signature away. The historic development was preceded by prolonged “labour pangs” beginning from July 30 last year, the day the Congress Working Committee (CWC) approved a resolution for bifurcation of Andhra Pradesh.

    On Feb 20, there was a great deal of anxiety about the fate of the State as the BJP, which had helped the government push through the Bill in the Lok Sabha on Tuesday, put a spanner in the works by insisting that without a Constitution amendment it faces the danger of being legally challenged. But, thanks to hectic backroom negotiations at the highest level of the government and the BJP, it was smooth sailing in the Upper House despite protests from Seemandhra MPs, who parked themselves in the Well of the House throughout the day with banners and placards.

    Prime Minister Manmohan Singh and his team of Ministers succeeded in persuading top BJP leaders not to press for a Constitution amendment, which would have complicated the process. Mr. Singh’s team convinced the BJP brass that the government was on sound legal footing on giving special powers to the Governor over safety and security of the residents of Hyderabad, which will be the joint capital for a maximum of 10 years. It was the understanding between the government and the BJP which prompted CPI(M) leader Sitaram Yechury and all others who opposed the Bill to describe it as a classic case of “match-fixing.”

    At the meeting, it was agreed that the Prime Minister would announce a package to address the concerns of the Seemandhra people as well as those in the backward regions of Telangana. Intervening in the debate in the Rajya Sabha, the Prime Minister announced that for the purposes of Central assistance, special category status would be extended to the successor state of Andhra Pradesh for five years. He said the Centre would take steps to offer tax incentives to promote industrialisation and economic growth in both States.

    In addition, a special development package for the backward regions of the successor state of Andhra Pradesh, in particular the districts of Rayalaseema and north-coastal Andhra Pradesh, will be given on the lines of the K-B-K (Koraput- Bolangir-Kalahandi) Special Plan in Odisha and the Bundelkhand special package in Madhya Pradesh and Uttar Pradesh. Speaking about the commitment of his party to creating Telangana, Leader of the Opposition Arun Jaitley expressed dismay over the manner in which the UPA had handled the entire issue. Initiating the debate, the BJP’s M. Venkaiah Naidu said: “Telangana and Andhra Pradesh are brothers and are Telugu-speaking. Telangana people want Telangana, we are saying yes… We are not dividing the country; we are only dividing a state for speedy development.” He blamed the Congress for delaying the creation of Telangana and playing “vote bank” and “opportunistic” politics.

    DALLAS, TX (TIP): Republican leaders want to bring the 2016 Republican National Convention to Dallas. The city would need to raise at least $50 million to host the event.

    At least five other cities are vying for the chance to host. The four-day event would be held at the American Airlines Center. American Airlines Center (AAC) is a multi-purpose arena, located in the Victory Park neighborhood, near downtown Dallas, Texas.

    The venue serves as the home to the Dallas Mavericks of the National Basketball Association, and the Dallas Stars of the National Hockey League. The arena is also used for concerts and other live entertainment. It opened in 2001 at a cost of $420 million.Dallas last hosted the convention in 1984, nominating President Ronald Reagan for a second term.

    IRS Warns on Scams

    Each year, the Internal Revenue Service issues a list of “Dirty Dozen” tax scams that can affect taxpayers. This year, the list again runs the gamut from schemes involving taxpayer participation (hiding offshore income) to schemes that taxpayers may know nothing about (identity theft). While taxpayers can be targeted by scams throughout the year, the IRS often sees a peak during filing season as people prepare their tax returns.

    In particular, IRS Commissioner John Koskinen warns taxpayers to be extra vigilant, noting, “These schemes jump every year at tax time. Scams can be sophisticated and take many different forms.We urge people to protect themselves and use caution when viewing emails, receiving telephone calls or getting advice on tax issues.” For 2014, the IRS has identified these “Dirty Dozen” tax schemes as the ones to watch: 1. IDENTITY THEFT. Identity theft which results in tax fraud tops the IRS Dirty Dozen list again. Identity theft, when someone uses your personal information such as your name, Social Security number (SSN) or other identifying information, without your permission, is often used by scammers to fraudulently file a tax return and claim a refund.

    The IRS considers combating identity theft and refund fraud a top priority and has been taking steps to boost fraud prevention, early detection and victim assistance. If you believe you are at risk of identity theft due to lost or stolen personal information, contact the IRS Identity Protection Specialized Unit at 800-908-4490 or visit the IRS’ special identity protection page. 2. PERVASIVE TELEPHONE SCAMS. It’s no surprise to see phone scams near the top of the list. The IRS has reported an increase in phone scams across the country, with callers pretending to be from the agents or other IRS representatives in hopes of stealing money or identities from victims. There are a number of variations on a theme ranging from instances from where callers say the victims owe money or are entitled to a huge refund to calls which threaten arrest. Callers may be targeting immigrants or calling after hours or during times when it might be inconvenient to contact the IRS for verification (as happened during the shutdown). The IRS has noted a few patterns in these calls such as:
    ● Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
    ● Scammers may be able to recite the last four digits of a victim’s Social Security Number.
    ● Scammers “spoof” or imitate the IRS tollfree number on caller ID to make it appear that it’s the IRS calling.
    ● Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
    ● Victims hear background noise of other calls being conducted to mimic a call site.
    ● After threatening victims with jail time or a driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.

    If you get a phone call from someone claiming to be from the IRS and you’re not sure and you have a legitimate tax issue outstanding, call the IRS at 1.800.829.1040. If you get a phone call from someone claiming to be from the IRS and you know you don’t owe taxes, report the incident to the Treasury Inspector General for Tax Administration (TIGTA) at 1.800.366.4484. 3. PHISHING. Phishing is a scam where criminals attempt to steal your financial information through the use of email or a fake website. In many cases, the bogus emails ask for specific personal information or install spyware or other malware on your computer for the purpose of stealing your financial and personal information.

    Remember that the IRS doesn’t initiate contact with taxpayers by email to request personal or financial information, so don’t click on or respond to these kinds of emails. If you receive an unsolicited email that appears to be from either the IRS or an organization closely linked to the IRS, such as the Electronic Federal Tax Payment System (EFTPS), you can report it by forwarding it to phishing@irs.gov. 4. FALSE PROMISES of “Free Money” from Inflated Refunds. From the “there’s no such thing as a free lunch” files, scam artists routinely pose as tax preparers during tax time and promise free money in the form of inflated refunds. They do this by making claims for fictitious rebates, benefits or tax credits. As with the phone scams, there are a number of variations on these refund scams but there are also a number of similarities.

    Tops of the list are refunds based on fictitious Social Security benefits and false claims for education credits, the Earned Income Tax Credit (EITC), and the American Opportunity Tax Credit. Those are targets because they are refundable. Remember that you are legally responsible for your tax return even if it was prepared by someone else. So be smart. In addition to the large fees paid to the scammers – you could be penalized for filing false claims or receiving fraudulent refunds. Intentional mistakes of this kind can result in a $5,000 penalty. 5. RETURN PREPARER FRAUD. The IRS reports that about 60% of taxpayers will use tax professionals this tax season to prepare their tax returns, down a few points from last year. The majority of tax preparers are good people but some may try to encourage taxpayers to claim improper credits, deductions or exemptions in hopes of boosting refunds.

    Use care when choosing a preparer and remember that taxpayers should use only preparers who sign the returns they prepare and enter their IRS Preparer Tax Identification Numbers (PTIN). This is an IRS requirement. Again, remember that taxpayers are legally responsible for the information on their tax return even if it is prepared by a professional. You cannot hide behind a tax professional’s signature if you took an inappropriate position on your tax return. If you have concerns about an abusive tax preparer, you can report him or her to the IRS on using a federal form 14157, Complaint: Tax Return Preparer (downloads as a pdf). 6. HIDING INCOME OFFSHORE. It is not illegal to have cash, brokerage accounts or other investments in foreign countries.

    It is, however, illegal to use those accounts to evade U.S. taxes by hiding that income. There are significant reporting requirements for offshore assets, including FBAR (Report of Foreign Bank and Financial Accounts) filings. Those taxpayers who do not properly report and disclose those accounts are breaking the law and could face civil and criminal penalties and fines. Why the requirements? Over the years, tax evaders have hidden income in offshore banks, brokerage accounts or nominee entities and used a variety of methods to access the funds. Some have also created foreign trusts, employee-leasing schemes, private annuities or insurance plans in order to hide income. Hiding income and assets from the IRS is illegal.

    You could be subject to civil and criminal penalties for not reporting assets and income if you are required to do so. For the past few years, the IRS has opened voluntary disclosure programs to encourage taxpayers to come forward to report foreign accounts and come into compliance. At the beginning of 2012, the IRS reopened the Offshore Voluntary Disclosure Program (OVDP). Qualifying taxpayers who come in through the program can catch up on their filing and payment requirements and avoid heavy fines and criminal prosecution. 7. IMPERSONATION OF CHARITABLE ORGANIZATIONS. In the wake of tragedies like the tornado disasters in Oklahoma and the Boston Marathon bombings, people often come together. Sadly, scam artists use these disasters as opportunities to cash in, either by operating bogus charities to solicit money or financial information or claiming to be affiliated with existing charitable organizations.

    They do this by soliciting funds by phone or email or using fake web sites. To avoid being taken advantage of, donate to charities using check or credit card where possible. If you’re not sure about the charity, you can search the IRS charitable organization database or use a respected charity database like Charity Navigator. Find more tips for donating to charity here. Remember that you don’t need to give out personal information, like your Social Security number, for the purpose of obtaining a receipt for your charitable donation. The best documentation on your end is a canceled check or credit card receipt so donate using those means on secure sites whenever possible. Finally, if you are the victim of a disaster and you have tax questions, you can call the IRS toll-free disaster assistance telephone number (1-866-562-5227). 8. FALSE INCOME, EXPENSES OR EXEMPTIONS. Refundable tax credits are credits that are refunded to you even if you did not owe a tax liability.

    Taxpayers may be encouraged to bump income amounts in order to those maximize refundable credits (like the Earned Income Tax Credit). These scams are prohibited and making false statements could result in having to repay those refunds plus interest and penalties; in some cases, you may be criminal prosecuted. Specifically, the IRS is also seeing an uptick in taxpayers filing excessive claims for the fuel tax credit. Generally, this credit is available to farmers and other taxpayers who use fuel for off-highway business purposes; it is not available for trucks driven on highways. As a result, most taxpayers are not eligible for this credit (don’t be fooled). Fraud involving the fuel tax credit is considered a frivolous tax claim and can result in a penalty of $5,000. 9. FRIVOLOUS ARGUMENTS. Promoters of frivolous schemes encourage taxpayers to make unreasonable and outlandish claims to avoid paying the taxes they owe.

    They often publish books, post websites and send out emails advising that they know something that you don’t because it’s usually (shhh) a secret. But the reason that you likely don’t know the details about these schemes is because they’re bogus. The IRS has a pretty extensive section on its website dedicated to putting the kibosh on these arguments. You’ve heard many of them before – like the argument that the 16th amendment was never ratified or that only wages from federal employees are subject to tax (as if Congress would ever allow the rest of us to get away without paying tax while they did!). If you claim what is considered to be a frivolous position on your tax return, you could be subject to substantial fines and penalties, including an immediate assessment of a $5,000 penalty – even if there is no understatement of liability – in addition to any other penalty.

    Chasing these frivolous arguments and schemes can result in criminal prosecution. Additionally, those who promote frivolous arguments and those who assist taxpayers in claiming tax benefits based on frivolous arguments may be also be prosecuted for a criminal felony. 10. FALSELY CLAIMING Zero Wages or Using False Form 1099.Filing a phony information return, like a form 4852 or 1099, is one way to lower your tax bill. It’s also illegal. You can’t generate your own information forms to support your tax position. And yet, there are a number of schemes that purport to let you do this. Here’s how one variation of the scheme works: the scammers file a series of false tax forms in an effort to garner large fraudulent tax refunds. Promoters tell customers that the federal government maintains “secret” accounts of money for its citizens and advise that taxpayers can gain access to the funds – and discharge their debts – by issuing forms 1099- OID to their creditors.

    It’s like magic! In another variation, a federal form 4852 (Substitute Form W-2) or a “corrected” federal form 1099 is submitted to the IRS to reduce income to zero. Sometimes, the forms even include an explanation about the “real” definition of wages or may include some reference to a paying company that refuses to issue a corrected Form W-2 for fear of IRS retaliation. Filing fake forms can get you in a lot of trouble, including huge penalties or criminal prosecution. 11. ABUSIVE TAX STRUCTURES. Abusive tax schemes involving increasingly complex tax structures are on the rise. The idea is, apparently, that if you can create enough entities, mix in a debit card or two and park funds offshore, you’ll be sheltered from paying taxes. Only, it doesn’t quite work that way.

    IRS Criminal Investigation (CI) has made these kinds of schemes a target and has developed the Abusive Tax Schemes program to combat them. Not only does CI investigate the tax scheme promoters but also those who have a “substantial or integral role in facilitating, aiding, assisting, or furthering the abusive tax scheme” (you know, the bankers and lawyers) but also those who knowingly participate in the tax schemes. Tax crimes are serious business as are money laundering and other financial crimes. Hiding income or assets in an attempt to evade paying tax or making certain disclosures can result criminal prosecution.

    12. MISUSE OF TRUSTS. There are many legitimate uses for trusts, which range from asset protection to estate planning to management of assets in the event of incapacity. I should know: it’s part of my job to draft many of them. However, creating trusts for the purpose of tax evasion (as opposed to tax planning), including hiding income or generating bogus deductions, is not an appropriate use of trusts. You should exercise special caution when creating foreign trusts, irrevocable trusts or any trusts that have, as their main purpose, the significant reduction or elimination of tax especially if those trusts involve shifting or hiding assets.

    The IRS has also advised that it has seen an increase in the improper use of private annuity trusts and foreign trusts to shift income and deduct personal expenses, as well as to avoid estate transfer taxes. Again, there are some legitimate trusts – like marital deduction trusts or irrevocable life insurance trusts – that can have significant tax advantages. Be sure to consult with a trusted advisor before entering into any trust agreements for the purpose of tax and/or estate planning. As always, avoiding trouble at tax time involves using common sense. Remember, if it sounds too good to be true, it probably is.

Alas, that opportunity never arrived. All that Binny, amongst the most talented all-rounders in India at the moment, got was one over in the fourth ODI. He was luckier than Pandey, though, who played just a warm-up game.

    Both, perhaps, should have taken a ‘reality check’ from legspinner Amit Mishra, who must have become sick and tired of serving drinks to his teammates, having warmed the bench during India’s last two tours. The mettle of the ‘bench strength’ is not being tested enough, with the tried and tested lot being persisted with, despite failing at times. Experts are divided in their opinion on whether India have used their resources in the best possible way on away tours. But with the team floundering the way it has on foreign shores recently, some drastic measures may be needed.

    Is the team keen on discovering new talent? The case of Mishra serves as a good example. The 31-year-old leggie has been in and out of the team and former India selector Raja Venkat blamed skipper MS Dhoni for Mishra’s plight. “His career is finished. He was our best bet after Anil Kumble in the leg-spin department. By dropping him again and again, you have finished his confidence,” Venkat told TOI. Venkat’s colleague in the selection panel, former India leggie Narendra Hirwani, though, spells out a reason. “Mishra doesn’t enjoy Dhoni’s confidence. For a leg-spinner to do well, it is critical that he gets the backing of his skipper. Maybe, because Dhoni himself plays leg spin so well, he doesn’t feel Mishra can be a dangerous bowler.

    A leg-spinner is an attacking option. He may go for runs, so a defensive captain may not play him. But Dhoni is not a cricketer who will harm a youngster’s career deliberately,” he says. Perhaps it is time a national selector travels with the team on overseas tours now. Having seen a player in domestic cricket, the selector would have a better idea about his skills, rather than a foreign coach, who hardly watches domestic cricket in India, or Dhoni, who is busy with international cricket. “It makes sense. The problem is, currently the selectors’ role finishes once he picks the squad.

    You have to let the selector have a say in the final XI too,” recommends Venkat. Since it would involve contributing in crucial calls, former India skipper and chief selector Dilip Vengsarkar feels the selector who joins the team abroad must be “an experienced former India player, who has a stature in international cricket. Any other selector would be just a tourist.” Former India skipper, and later a selector and manager, Chandu Borde opined that the team needed a “manager who understands the game well and contributes with useful suggestions.” Another former India skipper, Ajit Wadekar, though, doesn’t welcome the idea. “As a captain, I would not have liked a selector to dabble in decision-making. On a tour, that is the sole responsibility of a captain or coach. It is the captain who has the best idea about what exactly is happening between the 22 yards,” he stresses. “I don’t think it makes sense. It will complicate things. Some people don’t like interference,” agreed ex-India opener and selector VB Chandresekhar. He also backed Dhoni’s call to persist with the same XI as far as possible.

    Sampras, who retired after winning his 14th Grand Slam title at the 2002 US Open, said Federer should be comforted by a streak that finally ended with a defeat to Rafael Nadal. “I thought his level was quite good,” Sampras said. “When you’re playing against Rafa and if you’re not quite on your game then it can seem like you’re struggling. Rafa is a rock. But I do see Roger building from that, I think he’s going to do well this year.” Asked if Federer could win another Grand Slam title, Sampras said the Swiss “can do it” if he plays his best tennis.

    “That’s why he’s playing, I don’t think he’s playing for anything else but to win some more majors,” said Sampras, adding that Federer’s best chance would be on his favorite grass surface, at Wimbledon. We also need alternative approaches to treatment, This study is important because it begins to explain how THC can influence disease progression in SIV-infected macaques. It also reveals a new way to slow disease progression,” Thomas Hope, Professor of Cell and Molecular Biology at the Feinberg School of Medicine, Northwestern University, Chicago, said. The study was published in the journal AIDS Research and Human Retroviruses.

The entire temple is built using black soapstone quarried from a small hill called Annegudda, 20 km away. Amrithapura village is only 10 km from Tarikere.

    Ayyanakere is about 18 kms north-east of Chikmagalur town. It is located at the eastern base of the Baba-Budan range, this ancient tank to have been constructed by Rukmangada raya, a chief of Sakrepatna and renovated later in 1156 AD during the Hoysala times. The tank now provides irrigation facility to about 1,500 hectares of land.

    The Bababudan Range
    Originally called Chandra drona parvatha, Baba Budan Giri Range is one of the highest mountain peaks between the Himalayas and the Nilgiris. Peaks in the Baba Budan Giri Range include Mullayanagiri (1930 meters) and Baba Budan Giri (1895 meters). The peak, Baba Budan Giri is named after the Muslim saint Baba Budan. It is believed that the saint Baba Budan brought back seven seeds of coffee from his pilgrimage to Yemen and planted the seeds around his shrine, which soon spread to other regions.

    Sri Guru Dattatreya Bababudanswamy’s Darga
    Sri Guru Dattatreya Bababudanswamy’s Darga on the Baba budan hills is respected by both Hindus and Muslims. A cave here is believed to have been sanctified by the residence of Shri Dattatreya swamy and Hazarat Dada Hayath Mir Khalandar and other saints. Nearby are the famous waterfalls – Gada Theertha, Kamana Theertha and Nellikayi Theertha.

The various wildlife can be found in this sanctuary like Gaur, Elephants, Tiger, Leopard, Sambar, Chital spotted deer, Boar, Porcupine, Muntjac, birds like the Peacock, Parrot, Partridge, Pigeon, Munia and Bee eaters, and reptiles such as King Cobras and Indian Rock Pythons.

    NEW DELHI (TIP): Prime Minister Dr Manmohan Singh has said special status will be given for five years to Seemandhra region – the residual state of Andhra Pradesh following creation of a separate Telangana. Speaking in the Rajya Sabha on the bill to create a separate Telangana state, Dr. Singh said: “I have listened very carefully to the views expressed by the Leader of Opposition and all the other members who have spoken, especially those from Andhra Pradesh.

    The Home Minister has already mentioned the specific steps our Government will take to address the concerns of all regions of the state, particularly of Seemandhra.” Dr. Singh further said he would like to make a few further announcements in this regard. “First, for purposes of Central assistance, Special Category Status will be extended to the successor state of Andhra Pradesh comprising 13 districts, including the four districts of Rayalaseema and the three districts of north coastal Andhra for a period of five years. This will put the state’s finances on a firmer footing,” he said.

    “Second, the Bill already stipulates that the Central Government shall take appropriate fiscal measures, including offer of tax incentives to the successor states in order to promote industrialization and economic growth in both the states. These incentives will be along the lines extended to some other states,” he added. “Third, the Bill already provides for a special development package for the backward regions of the successor state of Andhra Pradesh, in particular for the districts of Rayalaseema and North Coastal Andhra Pradesh. This development package will be on the lines of the K-B-K (Koraput-Bolangir-Kalahandi) Special Plan in Odisha and the Bundelkhand special package in Madhya Pradesh and Uttar Pradesh,” he said.

    “Fourth, I would like to reassure Honourable Members that if any further amendments are needed to facilitate smooth and full Rehabilitation and Resettlement(Rand R) for the Polavaram project, they will be given effect to at the earliest. Our government will execute the Polavaram project-let there be no doubt about it,” he added. Dr. Singh further informed that the appointed day for the formation of the new State will be so fixed in relation to the notified date so as to enable preparatory work relating to personnel , finance and distribution of assets and liabilities to be completed satisfactorily.

    “The resource gap that may arise in the successor state of Andhra Pradesh in the very first year, especially during the period between the appointed day and the acceptance of the 14th Finance Commission recommendations by the Government of India, will be compensated in the Regular Union Budget for 2014-15,” he added. ” I hope these additional announcements will demonstrate our steadfast commitment to not just the creation of Telangana but also to the continued prosperity and welfare of Seemandhra,” he further stated. The prime minister read his statement in house amid din and slogan shouting by members opposing the bill to create the new state.

    NEW DELHI (TIP): In a huge embarrassment to Union Home Minister Sushilkumar Shinde, who had earlier said the US agencies were helping India nab Dawood Ibrahim, Minister of State for Home Mullappally Ramachandran claimed that the ministry had made no formal request seeking the US aid so far. “No such formal request has been made by this ministry to the US government,” Ramachandran informed the Rajya Sabha in a written reply.

    The Centre’s response came in reply to a question of Shiv Sena member Anil Desai, who asked if it was true that the government had requested the US government to track down the wanted terrorist. Shinde has been publically claiming that efforts to arrest Dawood are being made along with US agencies. Dawood is believed to be living in Pakistan since 1993 when he fled to that country after the serial blasts in Mumbai for which he is wanted.

    “As per our information, Dawood is in Pakistan. When I went to America last year to discuss inland security, I met the attorney general who looks after the FBI,” Union Home Minister Sushilkumar Shinde had said on January 10. Adding that there is coordination between the two countries he had said, “I talked to him and we decided that we would pass whatever information we have on Dawood among each other. We decided we will make joint efforts.”

    Even former home secretary R. K. Singh has contested Shinde’s claim in the past, saying that the US agencies didn’t talk about Dawood during his US visit. After Shinde took over as the Union home minister, security agencies successfully have managed to bring back to India at least four big terrorists. Other than the arrests of Abdul Karim Tunda, who is wanted in several bomb blasts cases, and a top Indian Mujahideen commander Yasin Bhatkal last year, India convinced Saudi Arabia to deport key plotter of 26/ 11 Mumbai attack Sayed Zabiuddin Ansari alias Abu Jundal and LeT operative Fasih Mahmood in 2012. Jundal – an accused in Ahmedabad Railway Station blast case, Auran gabad arms haul case and German bakery blast case – was deported from Saudi Arabia in June 2012.

    Fasih Mahmood, an LeT operative from Bihar, was allegedly involved in Chinnaswamy Stadium blast in Bangalore and a terror attack at Jama Masjid. US intel agencies have been tracking Dawood’s activities over the years. According to the US, Dawood maintains close links with al- Qaeda. As a result, the US declared him as a global terrorist.

    NEW DELHI (TIP): Having fallen out with Arvind Kejriwal after he floated AAP, social activist Anna Hazare on February 19 threw his weight behind Trinamool Congress chief and West Bengal chief minister Mamata Banerjee who is eyeing a possible national role after the Lok Sabha elections.

    A day after their one-on-one meeting in the national capital, Anna and Mamata appeared together before the media to send the message of their new-found partnership. Pointing that it is for the first time that he is supporting a political leader, Hazare said he deviated from his stand after witnessing Mamata’s political struggle and simple lifestyle even as chief minister.

    “I had written a letter with my 17-point demands to all political parties but only Didi (Mamata) responded to it and agreed to implement it,” he said at the press conference where the backdrop read “sadgi, sachai, imaandari (simplicity, truthfulness and honesty).” But Hazare had a rider. He said his support to the TMC chief was limited to the few months of campaigning in the run-up to the polls and would end after the polls are over.

    Hazare mentioned that he had also written to Kejriwal about his 17-point agenda, but the APP leader he did not bother to reply to it. He said everybody talks of “regime change”, but that will not change the state of the nation for the better which can happen only through “systemic change”. Hazare was not short of words of praise for the TMC chief, saying she has the integrity of character to bring about a systemic change. “So, I thought of supporting a political leader for once,” he said.

    The anti-graft activist said he will be going around the country for the next five years to find at least 100 independent candidates with integrity of character for the 2019 Lok Sabha elections. “A hundred good people in Parliament can make a difference and bring about a change in the system that I am talking about,” he said.

    On her part, Mamata declared that she would consult Hazare on contestants from north and south Indian states including Delhi. The 17-point agenda that Hazare took up included legislations like protection to whistle-blowers and demand to make government decisions taken in all matters, except defence and foreign affairs, public after two months to bring in more transparency. His other demands include making villages as the nucleus before chalking out policies, land acquisition with farmers’ consent, major electoral changes like Right to Recall and Right to Reject and bringing back black money among other things. When asked whether he would oppose Kejriwal and BJP’s Prime Ministerial candidate Narendra Modi, Hazare said he would neither support nor oppose them.

    CHANDIGARH (TIP): Haryana’s khap leaders have rejected Aam Aadmi Party’s invitation to attend the party’s Rohtak rally, scheduled to be held on February 23. The leaders on Thursday said khap panchayats are social platforms and they want to stay away from political stages.

    AAP’s national executive member Naveen Jaihind had invited social organizations, including khap panchayats, to attend the rally to launch the party’s Lok Sabha election campaign. But sources said some khap leaders are likely to attend the rally in their individual capacity. “Few khap leaders have even applied to seek AAP tickets for Lok Sabha elections in Haryana,” said a khap leader.

    Dhankhar khap president Om Prakash Dhankhar said they won’t attend the rally as they want to raise social issues not political ones. “We have members from different sections of the society who have affiliation with different political parties. So, we cannot associate khaps with any particular party,” he said.
