  • Modi’s Stance on Foreign Policy Remains a Mystery

Modi’s Stance on Foreign Policy Remains a Mystery

Modi has made some stray remarks on foreign affairs, but they should be seen more as obiter dicta rather than a considered judgment.

Little interest has been shown domestically about possible new orientations in foreign policy under a Modi-led NDA government. Modi’s single-minded focus on the development agenda has dominated political and media discourse, barring, of course, the 2002 Gujarat riots. The slowdown of the economy, the negative investor sentiment, price rise, corruption, the perceived lack of leadership have been issues of public concern, not foreign policy. Modi has been a state leader, with no stint in Delhi, and hence a relatively unknown entity for foreign interlocutors except those who have traveled to Gujarat for business reasons.

    Economic focus
For our foreign partners who see India’s economic rise as opening up enormous prospects for their own economies by way of trade and investment and who are disappointed by India’s lacklustre economic performance under UPA II because of slowdown of reforms, indecision and delays in implementation, Modi’s economic agenda is alluring. But they are equally interested in assessing the possible differences in foreign policy between a possible Modi-led government and the UPA governments.

Modi has been a state leader, with no stint in Delhi, and hence a relatively unknown entity for foreign interlocutors except those who have traveled to Gujarat for business reasons. Moreover, because he has been politically boycotted by western countries until recently for human rights reasons, the opportunities to assess him through personal contact have been that much less available. China and Japan, who have received him in their countries, have been wiser in this regard. Modi has not been grilled on foreign policy issues either by the opposition or the media. He has made some stray remarks on foreign affairs, but they should be seen more as obiter dicta rather than a considered judgment.

His view, for instance, that the Ministry of External Affairs should focus on “trade treaties” rather than strategic issues may fit in with his “development” focus, but would get revised when faced with the reality of India’s challenges once in power at the Centre. If his meaning was that our missions should give priority to commercial/economic work, that would be unexceptionable in the context of economic performance increasingly determining a country’s international role and influence. Towards Pakistan, one hopes, Modi will not be counseled to adopt a soft face in order to attenuate his anti-Muslim image, both at home and abroad.

The economic argument should not be exaggerated though, as our most severe external challenges are driven not by economics but politics, relating to our territorial integrity, the threats to us from terrorism and religious extremism, the nuclear dangers emanating from nuclear collaboration between China and Pakistan which the West tolerates despite its readiness to take military action to stop proliferation in Pakistan’s neighborhood, and China’s attempts to politically and strategically box us in the subcontinent while simultaneously eroding our influence there by its deep incursions into our neighborhood. If China and Pakistan have been hostile to us for decades it is not on account of economic issues. India’s role in the Indian Ocean has a major strategic aspect that goes beyond ensuring the safety of the sea lanes of communication for trade flows.

    Status Quo
How much the foreign policy of former Prime Minister Vajpayee, who enjoys an iconic status within and even without the BJP, will guide that of an hypothetical Modi-led government is a pertinent question. If Vajpayee’s decision to take a plunge on the nuclear question was an act of strategic defiance, he was also a man of dialogue who made major overtures to US, China and Pakistan. With a strong nuclear card in his hand, his strategy of building a relationship with the US “as a natural ally” made sense, as did his outreach to China to explore the possibility of resolving the border issue on a political basis. His conciliatory approach towards Pakistan, however, seemed based less on a cold power calculus and more on inchoate hopes and sentimentalism. Prime Minister Manmohan Singh built on Vajpayee’s policy on all these fronts, pointing to the essential continuity of our foreign policy under governments of different political complexions.

The ‘Next Steps in the Strategic Partnership’ under Vajpayee led to the nuclear deal under Manmohan Singh; the Special Representatives mechanism with China set up under Vajpayee has been the principal platform for political engagement with China on the vexed border issue under his successor; the obsession to have a dialogue with Pakistan under Vajpayee continued its confusing course after him. In visiting the Arunachal border with Tibet and vowing not to yield an inch of Indian territory, Modi has sent an important signal to Beijing. Is there a major course correction in foreign policy that a Modi-led NDA government would need to make? Tough stance Not really, as our geo-political compulsions, our economic needs and our security calculus dictate our fundamental foreign policy choices, with limited wiggle room available.

We need a stable relationship with all power centers. Despite the difficulties of dealing with the US, our economic and people-to-people links with it are of key importance. The US has treated Modi with gross political ineptitude, giving him, if he becomes Prime Minister, room to extract a price for engaging him, though it is clear that his relationship with Obama will be uncomfortable. China’s Xi Jinping has already indicated his desire to visit India later this year. In visiting the Arunachal border with Tibet and vowing not to yield an inch of Indian territory, Modi has sent an important signal to Beijing. A visit to Tawang before Xi’s visit would change our psychological equation with China by boosting national morale.

Towards Pakistan, one hopes, Modi will not be counseled to adopt a soft face in order to attenuate his anti-Muslim image, both at home and abroad. Pakistan will construe this as the “taming” of Modi without cost. Because uncertainties in Afghanistan and religious radicalization sweeping Pakistan could aggravate India’s terrorism problem, the new government should be in no hurry to resume the dialogue with Pakistan even if the bait of MFN is offered as a tactical move. Whether or not a Modi-led government changes the course of our foreign policy, because of the perception that he is strong and decisive leader will be a foreign policy forcemultiplier in itself.

Elections unlikely to revive investment cycle in India: Credit Suisse

According to Credit Suisse, there can be four scenarios post elections, Narendra Modi led NDA government with 2-3 allies; Narendra Modi led NDA government with 5-6 allies; other leader led NDA government with 8-10 allies or Third Front government supported by Congress.

Elections in India are unlikely to kickstart investment cycle in a short period of time as against popular perception that a new government led by BJP Prime Ministerial candidate Narendra Modi could immediately revive the markets and economy, says a Credit Suisse report according to the PTI.

“We disagree with the consensus view that elections can revive the investment cycle. Only a fourth of projects are stuck with the central government, and two-thirds of these are in power and steel, both wracked with massive overcapacity,” the research report says. According to Credit Suisse, there can be four scenarios post elections, Narendra Modi led NDA government with 2-3 allies; Narendra Modi led NDA government with 5-6 allies; other leader led NDA government with 8-10 allies or Third Front government supported by Congress.

In the first scenario, the rally in the market is likely to continue (assuming supportive global cues) “for 2-3 months till market participants realize Government’s inability to drive rapid changes and 1QFY15 results temper optimism,” the report said. In the second case, there is likely to be a temporary lull in the market (flows-wise) till a post-poll alliance gets stitched up and given Modi at the helm, sentiments are likely to remain positive.

In case of other leader led NDA government, markets are expected to take negatively to “No-Modi” at the Centre and a potentially unstable government and in the Fourth case there would be “unwinding of the beta rally as apprehension of a rating downgrade emerges.” According to the global brokerage major, new government is not likely to revive investment in the power generation for two reasons: (1) overcapacity and lack of power distribution reform; and (2) slow growth in coal production. Going forward there can be three distinct phases in the market: (1) the runup to the election results; (2) the three month period after elections; and (3) the period till the year-end, said Credit Suisse report.

Indian couple in UAE seeks support for newborn’s treatment

DUBAI (TIP): An Indian couple in the UAE has sought help to raise 240,000 dirhams ($65,342) to cover their newborn baby’s medical expenses. The baby girl, born prematurely at 27 weeks Jan 8, is currently in an incubator at Dubai Hospital, the Gulf News reported on Wednesday.

The unnamed father said the outstanding dues stood at 183,000 dirhams till the last week as they have managed to raise 50,000 dirhams till now. According to the father, the doctors have said the baby has to be in the incubator till she gained at least 1.8kg. Meanwhile, his 32-year-old wife is recuperating after the delivery through the caesarean section. The father, a 39-year-old automobile industry professional, told the newspaper that the total bills are expected to be more than 240,000 dirhams till the baby is discharged by the hospital.

He said the unexpected caesarean section delivery and the condition of the baby shot up their up their medical bills, and as child birth was not covered under their health insurance, they landed in a financial crunch. The couple, who has been married for the past 10 years, was earlier struggling to conceive. The father said the baby was born after many failed in-vitro fertilisation (IVF) attempts to conceive since 2007, which had already cost them 180,000 dirhams.

Indian loses passport in jet, stuck for 5 days at UAE airport

DUBAI (TIP): An Indian was stranded for five days at Abu Dhabi airport as he forgot his passport in the plane while transiting for another flight to Saudi Arabia, according to a media report on Wednesday. Mohammed Ali, a resident of Kerala, had set out from Calicut to Riyadh via Abu Dhabi on March 6.

The flight he took was diverted to Al Ain due to heavy fog and thus reached Abu Dhabi airport after some delay, Emirates 24/7 quoted sources as saying. Later, Ali and other Riyadh-bound passengers were asked to board a connecting flight but after waiting in the aircraft for some time they were again asked to deboard the plane for some reason.

Ali mistakenly left back his passport on the seat in an envelope in the plane during the deboarding. He could not retrieve the passport as it was against security rules for passengers to board the plane again. He was issued an emergency certificate by the Indian Embassy only after five days when Abu Dhabi Police and his friends in Riyadh alerted the Indian Embassy in Abu Dhabi. An official from the Embassy went to the airport and issued the Emergency Certificate to Ali, the report said.

Indian-American in immigration scam settles with US body

WASHINGTON (TIP): An Indian-American businessman and two Chicago based organisations will pay $15 million to settle charges of raising $158 million dollars from close to 300 investors as part of an immigration scam.

The US Securities and Exchange Commission had charged Anshoo R Sethi, A Chicago Convention Centre, LLC (ACCC) and Intercontinental Regional Centre Trust of Chicago, LLC (IRCTC) for their roles in the scam. The US SEC had in Feb 2013 complaint accused them of targeting foreign nationals who sought to invest in the US economy and gain a legal pathway to citizenship through the EB-5 Immigrant Investor Programme.

The final settlement entered by a US District Court last week provides for joint-and-several liability for over $11.5 million in disgorgement and prejudgment interest, subject to offsets for certain amounts refunded or credited to investors. It also provides permanent injunctions against future violations of securities law and restrains defendants for twenty years from offering or selling securities issued by any of them or issued by any entity owned or controlled by Sethi, according to an SEC media release.

In April last year, the Court granted the Commission’s motion to return to investors the entire $147 million of principal that had been frozen pursuant to the SEC’s motions. The agreed upon settlement resolves, among other things, the disposition of approximately $11 million in administrative fees paid by investors, which are the only funds remaining to be returned in order to make the investors whole, SEC said.

Indian-origin doctor pleads guilty to taking bribes in US

NEW YORK (TIP): An Indian-origin pediatrician in the US has pleaded guilty to accepting bribes in exchange for test referrals as part of a long-running scheme operated by a diagnostic firm. Surender Gorukanti, 46, of Brooklyn, New York, admitted before US District Judge Stanley Chesler in Newark federal court to an information charging him with one count of accepting bribes, attorney Paul Fishman said.

Besides Gorukanti, 24 people — including 14 physicians — have pleaded guilty in connection with the bribery scheme, which its organizers have admitted involved millions of dollars in bribes and resulted in more than $100 million in payments to the diagnostic firm from Medicare and various private insurance companies.

Gorukanti admitted he accepted cheques of $1,000 per month as bribes from the firm in return for referring patient blood specimens to it. The bribery count to which Gorukanti pleaded guilty carries a maximum potential penalty of five years in prison and a $250,000 fine. Sentencing is scheduled for June 16.

  • IPL 7 SUSPENSION COULD LEAD TO RS 20K CRORE LOSS

IPL 7 SUSPENSION COULD LEAD TO RS 20K CRORE LOSS

NEW DELHI (TIP): With the Supreme Court proposing the suspension of Chennai Super Kings and Rajasthan Royals from IPL 7 over the spot-fixing and betting scandal, India’s biggest and hottest sports property and BCCI’s most sumptuous cricket tournament faces a potentially unprecedented crisis.

If the IPL 7 is fully scrapped, the total loss of business could amount to Rs 20,000 crore, according to consultancy firm KPMG in India, which has estimated that a season of IPL generates combined revenues of around $3.2 billion for various sectors. However, if only CSK and RR are made to stay away from this year’s edition, the loss would be around Rs 9,000 crore.

If CSK and RR are forced to quit this edition, reducing to a six-team, home-andaway league, the number of games will drop from 60 to 34; almost 45% fewer games. “It would negatively impact viewership, ad inventory, jersey sponsorships, licensing and merchandising deals and channel partnerships. This would also have a cascading impact on hospitality, travel, security and associated sectors. Considering IPL teams generate Rs 1.5-Rs 3 crore per match, the total value lost just on account of gate revenues alone would be around Rs 40-78 crore,” says Jaideep Ghosh, head, sports advisory services at KPMG in India.

There could be other issues emerging as well. For instance, players’ payments for the year are scheduled to begin shortly. “Not paying them could create legal complications,” an IPL business insider said. Most teams have already invested in promotional material worth crore of rupees, he added. Industry insiders also mention that PepsiCo, IPL’s title sponsor, might try to renegotiate its deal with the BCCI depending on the final judgment. In 2012, PepsiCo had beaten telecom major Bharti Airtel to become the league’s title sponsor, with a bid of Rs 396.8 crore for five seasons starting 2013.

Interestingly, CSK’s skipper MS Dhoni is also a brand ambassador for the New York-based food and beverage giant. PepsiCo, however, refused to speculate on what could be at this stage. “The matter is sub-judice. We would not like to offer any comment,” said a PepsiCo India spokesperson. Another major sponsor, Vodafone, also declined to comment. Moving the first half of IPL 7 to UAE has also galled companies. “Sponsors are noticeably worried about their investments in the IPL this time. Stadiums in UAE are smaller than the ones here. For starters, instadia sales will be lower,” says Ghosh.

Advertising revenues will also be hit significantly if the IPL gets stalled. According to Navin Khemka, managing partner of ZenithOptimedia, a media-buying firm that represents consumer goods major Reckitt Benckiser among others, Rs 700 crore to Rs 1,000 crore of advertising revenues will be affected. “A 10-second spot is being sold for Rs 4.5-5 lakh. If the two teams don’t play, with a lesser number of matches, broadcasters will be forced to bring the ad rates down and we could see smaller advertisers coming in,” he says.

Prasana Krishnan, business head of Multi Screen Media’s (MSM) sports entertainment channel Sony Six, which has the television broadcasting rights of the IPL, sounds wary as he says, “Give us a few more days. We are also watching the space.” IPL teams such as, Delhi Daredevils, Kolkata Knight Riders (KKR) and Rajasthan Royals shied away from sharing their views on the impending scenario. While CEO and MD of KKR Venky Mysore and CEO of Delhi Daredevils Hemant Dua were not available for comment, a spokesperson for Rajasthan Royals preferred not to comment when contacted by TOI. “We would prefer to wait and watch before airing our views.”

  • Obamacare tops 6 million signups

    Obamacare tops 6 million signups

    NEW YORK (TIP):
More than 6 million people have signed up for Obamacare, as a crush of people raced to get health insurance before the March 31 deadline. President Obama announced the milestone Thursday, March 27, in a call with enrollment counselors and outreach volunteers, who are undertaking an intense marketing drive in the final days of open enrollment. There were more than 1.5 million visits to HealthCare.gov and more than 430,000 calls to the call centers on Wednesday.

Those who’ve started the application by next Monday but are unable to finish because of technical issues will receive more time to complete the process, officials have said. Reaching 6 million is a symbolic victory for the Obama administration following the botched launch in October. It is short of the initial goal of 7 million, which was based on a projection by the Congressional Budget Office and adopted by the administration. But it shows considerable gains from the first month when just 106,000 people had signed up.

Last month, the CBO revised its projection down to 6 million because of the rocky initial rollout. Things were looking pretty grim when Obamacare launched on October 1. The exchange websites didn’t work, and internal notes showed that only 6 people signed up initially. The Obama administration had to bring in a SWAT team of tech experts to overhaul the federal exchange site.

What a difference six months makes. More than 5 million Americans have selected policies on the state and federal exchanges, with the final push coming before open enrollment closes March 31. Sign-ups are nearing the Congressional Budget Office projection that 6 million people would enroll for 2014.

  • IPL shadow over India game in World T20

IPL shadow over India game in World T20

DHAKA (TIP): Has there ever been an occasion when a World Cup match involving India been reduced to a side show? In the wake of the damning interim order of the Supreme Court on N Srinivasan and the spotfixing controversy, the team’s ICC World T20 Super 10 encounter against hosts Bangladesh at the Sher-E-Bangla National Stadium, has been reduced to a footnote.

The team arrived at the stadium in their spacious greenline luxury bus at around 3 pm and Rohit Sharma, who addressed the media in place of skipper MS Dhoni, would have been surprised to see many non-Indian mediapersons showing interest. Before the first question could be asked, the team’s media manager Dr RN Baba, issued instructions to the media. “No questions on what’s happening back home. Questions only on World T20.”

That irked a senior journalist who retorted: “You need not state the obvious. We all know Rohit is not in a position to answer those questions.” ICC spokesperson then stepped in and said that Baba was just making a polite request. The mood was restive and Rohit must have felt tackling Dale Steyn on a green top at Kingsmead would have been easier. A couple of western journalists though did ask him about how the team could concentrate with so much happening back home. The opener handled those googlies well. “It’s important for us to focus as we have a big job on our hands.

When we came here, we were determined to win the tournament. We have won two out of two games and tomorrow (Friday) is another crucial match. At the moment, our focus is on this game,” he said. Another googly came in the form of a similar question as Rohit was asked if the players had spoken about these issues and followed news channels. “Not at all,” was his reply. After the press conference concluded, a large group of scribes surrounded Baba and asked him why Dhoni didn’t address the media. He said, “He will be available only when the team loses. When the team wins, the performer of the day will speak.” Baba also denied that there was a BCCI diktat which prevented players from talking about the IPL controversy. “But they will not speak about it,” he stressed.

NYS Senate Co-Leader Dean Skelos says ‘no’ to merging DREAM Act with education investment tax credit

    NEW YORK (TIP):
Senate Co-Leader Dean Skelos (R-Long Island) and Sen. Martin Golden (R-Brooklyn) said they would not support expanding a proposed education investment tax credit to help fund scholarships for the college kids of illegal immigrants–a plan some saw as a compromise to the DREAM Act that was voted down in the Senate last week. “The two items should stand separately and be judged on their merits,” Skelos and Golden said in a statement.

“Last week, legislation to approve the Dream Act was defeated on the floor of the Senate, but both co-leaders of the chamber believed it deserved a vote. Like Cardinal Dolan, we support the Education Investment Tax Credit because it would create bright new educational opportunities for countless New Yorkers, including immigrants and the poor. We should move swiftly to get it done.”Senate Republicans, while opposing the DREAM Act, which would allow taxpayer-funded state tuition assistance programs to be used on the college kids of illegal immigrants, support the education tax credit that would provide a benefit for those who donate to private and public schools.

Dolan Wednesday said there was discussion of expanding the tax credit to include those who give money that can be used toward scholarships for college students in need who might not otherwise qualify for assistance. Supporters of the DREAM Act came out quickly and strongly against the compromise, saying they want a full DREAM Act or nothing at all. Skelos and Golden put out the statement as Gov. Cuomo and legislative leaders work to finalize a deal on a new state budget.

The indigenouslydeveloped ballistic missile with a maximum range of 350 km was fired from the Integrated Test Range at Chandipur in Balasore district, about 230 km from Bhubaneswar. “It was a perfect launch. It met all mission objectives,” test range director M V K V Prasad said.

It is one of the five missiles being developed under the country’s Integrated Guided Missile Development Programme. The battlefield missile, with flight duration of 483 seconds and a peak altitude of 43.5 km, can carry a 500-kg warhead. The missile has features to deceive antiballistic missiles and uses an advanced inertial guidance system with manoeuvring capabilities and reaches its target within a few metres of accuracy. It has a higher lethal effect compared to equivalent missiles in the world. Scientists say the accuracy has already been demonstrated in the past in the development flight trials.

CBI court sends 1700 questions for Raja, others in 2G scam

NEW DELHI (TIP): As the trial in the 2G spectrum allocation scam reaches a crucial stage after the examination of prosecution evidence, all the 17 accused, including former telecom minister A Raja, DMK MP Kanimozhi and top corporate honchos, will now have to answer over 1700 questions posed by a special CBI court during the hearing. Special CBI Judge O P Saini supplied draft questionnaire, containing 1,718 questions to the advocates representing the 17 accused, saying “it would be in the interest of justice and also convenient to parties if a copy of draft questionnaire is supplied to accused in advance to facilitate answering to the questions by them and to expedite the case.”

Under Section 313 of Criminal Procedure Code, a court has the power to examine the accused for the purpose of enabling him personally to explain any circumstances appearing in the evidence against him. While the court fixed the recording of statement of accused for April 21, Vijay Aggarwal, counsel for Swan telecom promoter Shahid Balwa, objected to the same questions put to all the accused. “The court has put common questions to all the 17 accused, which is contrary to the law settled by SC as evidence against every accused and role has to be different. Morevover, how can same questions be asked from Unitech and Swan telecom as they being the competitors cannot conspire with each other,” Aggarwal said.

The 648-page draft questionnaire, based on prosecution evidence, judge Saini has sought an explanation over A Raja and co-accused R K Chandolia’s meetings with Balwa and Chandra during his tenure as the environment minister. “It is further in evidence against you that the big construction projects cleared by you as minister of environment and forests included Unitech, D B Realty and other companies and as far as Unitech is concerned, Sanjay Chandra and as far as D B Realty is concerned, Shahid Balwa and Vinod Goenka used to follow up and they used to meet you and R K Chandolia on regular basis to pursue their cases in the ministry … What do you have to say?” the court has asked.

On the allegation of Swan telecom being the front company of Reliance telecom, the court asked, “It is further in evidence against you that the authorised bank signatories of all the above companies, including STPL, TTPL, Parrot, Zebra and Swan Consultants (P) Limited etc, were similar set of persons, who were found to be employed with Reliance ADA group and the investment and disinvestment by Reliance Telecom Limited in the preference and equity shares of STPL was informed to the board of directors of RTL, wherein the promoters of Reliance ADA group were also present. What do you have to say?” The court has also sought an answer on about Rs 200 crore connected with the 2G spectrum scam that had allegedly travelled from a partnership firm of Swan Telecom Promoter Shahid Usman Balwa to the Kalaignar TV Pvt. Ltd.

  • Subrata Roy fears ‘bias’, wants SC bench changed

Subrata Roy fears ‘bias’, wants SC bench changed

NEW DELHI (TIP): The counsels of Subrata Roy, senior lawyers Rajeev Dhavan and Ram Jethmalani, on March 27 expressed their apprehension about the Supreme Court bench of Justices K S Radhakrishnan and J S Khehar being prejudiced and biased towards their client and the Sahara group of companies. They said their clients feared serious bias on the part of the two judges after they passed their March 4 order putting Roy and two Sahara directors in judicial custody despite the bench not recording any finding on guilt nor specifying the provision of law violated by them. Jethmalani used the word “prejudice”, but Dhavan specified that it was “bias” when they articulated their apprehension.

Jethmalani said: “It is against the Indian law, especially Section 51 of the Civil Procedure Code, to send a man to jail for not honouring a money decree without establishing through inquiry that he had deliberately done so despite having the capacity to pay. Has the court found that the contemnors have willfully disobeyed the orders?” He added: “If my client concludes that there is prejudice (from the judges) then it must be respected. If the client has a reasonable apprehension, the judges should recuse themselves and not hear the matter. Roy is not liable at all. The August 31, 2012 judgment was against the two companies. The court cannot use its powers under Articles 142 and 129 to send anyone to prison,” he said.

Dhavan said bluntly: “Moments come rarely in our life when we tell the judges of the Supreme Court that you have committed a terrible mistake and violated civil liberties. The March 4 order (directing detention of Roy and two other directors) is a terrible, terrible mistake,” he said. Justices Radhakrishnan and Khehar responded by saying: “We keep hearing that from you every now and then.” As the arguments on Roy’s writ petition, filed through counsel Keshav Mohan, questioning the correctness of March 4 order remained inconclusive, the bench adjourned hearing till April 3.

By the next date of hearing, Roy and two directors would complete a month in jail. Dhavan said: “The very foundation of the March 4 order is not correct. The order discloses a pre-meditated mindset of the court that we are in the wrong. We have been asked to pay Rs 10,000 crore if we were to walk out of jail on bail. But the order was passed without hearing us. We were not asked whether we have the capacity to pay. You passed an order and that’s it! The order was in excess of jurisdiction, which is quite apart from the bias argument.” He said the order violated constitutional provisions, detention was ordered without determination of guilt and the court did not follow principles of natural justice. “This renders the March 4 order void. That is why this petition should go before another bench which should examine the questions about serious illegality and unconstitutionality of March 4 order,” Dhavan said.

Sitting all day? Check extra fat on your buttocks

For all those couch potatoes or workaholics out there, forget belly fat as sitting for long hours does add extra fat on your buttocks too. In the sitting posture, fat cells in buttocks expand up to 50 per cent, making the bottoms appear rounder and larger.

This “cellular expansion” played a vital role in fat production, researchers from Tel Aviv University in Israel have said. “We found that fat cells when exposed to sustained pressure while sitting accelerated growth of lipid droplets – molecules that carry fats,” said Amit Gefen, professor from the department of biomedical engineering at Tel Aviv University.

To prove their point, the researchers analysed the accumulation of fat cells in the body and found that nutrition only played a small role in keeping people slim. “Expanding cells deform neighbouring cells, forcing them to differentiate and expand further,” Gefen said in the study published in the Biophysical Journal. It’s time to stand up and move around for a while!

Land fraud taint on Jyotiraditya Scindia, family

BHOPAL (TIP): Union minister Jyotiraditya Scindia and members of two different charitable trusts run by his family have been accused of illegally selling prime government land to a realtor in Gwalior. A businessman from Gwalior lodged a complaint with the state economic offences wing (EOW) on March 27 seeking a detailed investigation. Though there are multiple disputes involving Scindia’s properties, this case pertains to prime property in Gwalior.

“The Kamla Raje Charitable Trust sold 0.146 hectares of land to Narayan Builders and Developers Ltd through Jyotiraditya Scindia Charitable Trust despite it being declared a government land by high court in 2006,” said complaint Surendra Srivastava. The Gwalior bench of the high court had declared it government land on April 3, 2006. “Twenty-four days after the high court order, members of these two charitable trusts sold this piece of land to the builder in connivance with officers of the revenue department,” Srivastava said.

According to records of revenue department, the land was sold for Rs 95 lakh on April 27, 2006. He also accused government officials of being involved in the scam. “While revenue officers cleared documents, officers of the Town and Country Planning diverted the land,” Srivastava said. The builder dismissed the allegation and said he had procured a legal piece of land from Scindia. “We had verified documents before buying land. There is no illegality in the deal,” said Paras Jain, proprietor of Narayan Builders and Developers. A project of Rs 200 crore is proposed on this land. The complainant claims this land was government property between 1948 and 1989. In 2004, the local administration moved court against the trusts after they claimed ownership.

GAYA (TIP): A few hours prior to the arrival of BJP prime ministerial candidate Narendra Modi, the Maoist rebels struck terror in the Dumaria- Imamganj area of the district in the wee hours of March 27 by blowing two mobile phone towers belonging to two different private operators. • The Big Apple is getting bigger

The Big Apple is getting bigger

    NEW YORK (TIP):
New York City’s population has hit a record high of 8,405,837, according to an estimate released Thursday by the U.S. Census Bureau. The city’s population, as of July 2013, increased by 230,704 people, or roughly 2.8%, since 2010. Each of the city’s five boroughs posted population gains, with both Queens and Staten Island reporting new population highs. An analysis of the data from the New York City Department of City Planning showed the largest change occurred in Brooklyn, where the population grew by 3.5%, or 87,400 people; followed by Queens (2.9%, 65,500 people); Manhattan (2.5%, 40,300 people); the Bronx (2.4%, 33,600 people); and Staten Island (0.8%, 3,900 people).

City officials attributed the population increase, in part, to a decline in the number of people leaving the city and a continued surplus of births over deaths. “These population increases underscore the need to spur creation of housing for all New Yorkers, something which we are focusing on as part of the mayor’s mandate to provide 200,000 affordable apartments over the next 10 years,” said Carl Weisbrod, chairman of the Planning Commission.

In 2007, Mayor Bill de Blasio’s predecessor, Michael Bloomberg, released a document called PlaNYC, an initiative aimed at preparing the city for 1 million more residents by 2030. The document outlined efforts to combat climate change and ensure New Yorkers leave a healthier and cleaner city for generations to come.
