  • Two Queens Residents Charged with Conspiracy to use a Weapon of Mass Destruction

Two Queens Residents Charged with Conspiracy to use a Weapon of Mass Destruction

NEW YORK (TIP): Two Queens women, Noelle Velentzas (28) and Asia Siddiqui (31) have been charged with  conspiracy to use a weapon of mass destruction against persons or property in the United States.. A criminal complaint was unsealed in federal court in Brooklyn, April 2, 2015.

The charges were announced by Loretta E. Lynch, United States Attorney for the Eastern District of New York; John P. Carlin, Assistant Attorney General for National Security; Diego G. Rodriguez, Assistant Director-in-Charge, Federal Bureau of Investigation (FBI), New York Field Office; and William J. Bratton, Commissioner, New York City Police Department (NYPD).

As alleged in the complaint, the defendants have repeatedly expressed their support for violent jihad. For instance, in or about 2009, Siddiqui wrote a poem in a magazine published by al-Qaeda in the Arabian Peninsula that exhorted readers to wage jihad and declared that there is “[n]o excuse to sit back and wait-for the skies rain martyrdom.” More recently, Velentzas, who has characterized al-Qaeda founder Usama Bin Laden as one of her heroes, declared that she and Siddiqui are “citizens of the Islamic State”-a reference to the foreign terrorist organization that is also known as Islamic State of Iraq and the Levant (ISIL). Less than two weeks ago, Velentzas, asked whether she had heard the news about the recent arrest of a former U.S. airman who had attempted to travel to Syria to wage jihad, stated that she did not understand why people were traveling overseas to engage in jihad when there were more opportunities of “pleasing Allah” in the United States.

Since at least August 2014, the defendants have allegedly plotted to construct an explosive device for use in a terrorist attack on American soil. In their self-proclaimed effort to “make history,” the defendants researched numerous explosive precursors. For instance, they researched and acquired some of the components of a car bomb, like the one used in the 1993 World Trade Center bombing; a fertilizer bomb, like the one used in the 1995 bombing of the federal building in Oklahoma City; and a pressure cooker bomb, like the one used in the 2013 Boston Marathon bombing. The investigation recently revealed that the defendants possessed propane gas tanks together with instructions from an online jihadist publication for transforming propane tanks into explosive devices.

“We are committed to doing everything in our ability to detect, disrupt, and deter attacks by homegrown violent extremists,” stated United States Attorney Lynch. “As alleged, the defendants in this case carefully studied how to construct an explosive device to launch an attack on the homeland. We remain firm in our resolve to hold accountable anyone who would seek to terrorize the American people, whether by traveling abroad to commit attacks overseas or by plotting here at home.” Ms. Lynch extended her grateful appreciation to the FBI’s Joint Terrorism Task Force, which comprises a large number of federal, state, and local agencies from the region, as well as to the NYPD Intelligence Bureau, for their assistance in the investigation.

“Velentzas and Siddiqui are alleged to have researched how to construct bombs as part of their conspiracy to use a weapon of mass destruction on American soil,” said Assistant Attorney General Carlin. “Identifying and disrupting such threats to public safety, whether at home or abroad, is the number one priority of the National Security Division and our partners in the law enforcement and intelligence communities. I want to thank the agents, analysts, and prosecutors who are responsible for today’s charges.”

FBI Assistant Director in Charge Rodriguez stated, “The defendants allegedly plotted to wreak terror by creating explosive devices and even researching the pressure cooker bombs used during the Boston Marathon bombing. We continue to pursue those who look to commit acts of terror and deter others who think they are beyond the reach of law enforcement. I’d like to thank Commissioner Bratton and the New York City Police Department for their partnership on this case and so many others.

“These defendants allegedly engaged in sustained efforts to obtain bomb-making instructions and materials, including using instructions provided by al-Qaeda’s online magazine,” said Police Commissioner Bratton. “The work of the NYPD’s Intelligence Bureau, its undercover Detective, and the seamless collaboration with the Special Agents and Detectives of the Joint Terrorism Task Force and United States Attorney for the Eastern District should serve as a model for early detection and prevention of terrorist plotting.”

If convicted, both defendants face a maximum sentence of life imprisonment. The charges in the complaint are merely allegations, and the defendants are presumed innocent unless and until proven guilty.

The government’s case is being prosecuted by the Office’s National Security & Cybercrime Section. Assistant United States Attorneys Alexander A. Solomon, Douglas M. Pravda, and Jennifer S. Carapiet are in charge of the prosecution, with assistance provided by Trial Attorney Clement McGovern of the Justice Department’s Counterterrorism Section.

  • 2 AAP leaders suspended for backing Yadav, Bhushan

NEW DELHI (TIP): In continuing purge of dissidents, AAP has suspended two of its National Executive members from the party for attending a press conference held by rebel leaders Yogendra Yadav and Prashant Bhushan immediately after they were expelled from the top echelons of the party.

The party sent the suspension notices to Uttar Pradesh leaders Rakesh Sinha and Vishal Sharma Lathe for openly coming out in support of Yadav and Bhushan.

Incidentally, Sinha who is an elected National Executive member, raised questions over the way its internal Lokpal Admiral L Ramdas was sacked and Bhushan was removed as the chief of its disciplinary committee. Lathe had voted against the resolution to sack Bhushan and Yadav from Political Affairs Committee on March 4.

Sinha and Lathe slammed the leadership for taking the punitive action against them without giving them any opportunity to explain their position. Both National Executive members were present in a press conference held by Bhushan and Yadav on March 28 after the duo was expelled from the party’s top decision-making body.

  • UNION GOVT ASKS STATES TO PROVIDE IMMEDIATE RELIEF TO RAIN-HIT FARMERS

NEW DELHI (TIP): Farmers who lost their rabi crops in the recent rains and hailstorms may approach the district administration for instant relief as the Centre has asked states to immediately disburse money from their disaster relief funds.

The Centre’s missive went to states last month amid demand for relief from farmers who lost their standing crops on 106.73 lakh hectares across 14 states.

Under existing rules, states can extend relief to farmers from their respective State Disaster Relief Fund (SDRF) by notifying “local disaster” that led to crop loss.

The SDRF has Rs 61,219 crore for 2015-20 as per the recommendation of the 14th Finance Commission. In the current fiscal, the fund has Rs 11,001 crore which can be used to compensate disaster during 2015-16.

Since the extent of loss to farmers will be more than Rs 11,001 crore, states will be assisted by the Centre with additional funds.

In its note to states, the agriculture ministry said, “If additional financial assistance, over and above the SDRF, is required, a memorandum may be submitted for consideration as per procedures/norms for assistance from the National Disaster Response Fund (NDRF).”

The ministry also instructed states to ensure that all individual beneficiaries must get financial assistance through their bank accounts.

At present, financial assistance is given to affected farmers under SDRF and NDRF in cases of 12 notified natural disasters — hailstorm, flood, cyclone, cloudburst, drought, earthquake, tsunami, landslide, avalanche, fire, pest attack and cold wave/frost.

Accordingly, different states can notify the disasters in the local context and earmark expenditure for extending relief to farmers.

State governments can, under the norms, provide assistance to farmers at the rate of Rs 4,500 per hectare for rain-fed areas, Rs 9,000 per hectare for irrigated areas and Rs 12,000 per hectare for perennial crop areas.

Though the Centre is mulling raising the compensation limit for farmers affected by the recent rains and hailstorms, a final decision will be taken after arriving at the quantum of financial loss once the harvest of rabi crops starts in the next few days.

  • INDIA MAY BID FOR 2024 OLYMPICS

BENGALURU (TIP): Prime Minister Narendra Modi and International Olympic Committee president Thomas Bach will meet later this month in New Delhi to discuss India’s likely bid for the 2024 Olympic Games.

“The Union government is exploring the possibility of India hosting the Olympics. This will be one of the key issues to be discussed by the PM and Bach,” sources said.

Bach, who will visit the country on April 27, is bullish about India and is keen that the country bid for the Games, sources said. “How can we ignore a country of 1.2 billion people?” sources quoted him as saying.

Reports in sections of the media had said Ahmedabad had been chosen as the host city for the bid. But a source denied it, saying, “The venue was not discussed at all. When there is no final decision on whether India needs to bid or not, how can we shortlist the venue?”

But apparently Modi was keen to know the implications of hosting an Olympics. “The PM is open to the idea of bidding for the Games. He indicated that if we launch a bid, it has to be serious. He obviously did not want a repeat of the 2010 Commonwealth Games which was hit by scandals. He wanted to know the costs, financial implications and other details,” the source said.

Bach said that the 2020 Olympics in another Asian city (Tokyo) will not harm the prospects of India hosting the 2024 edition. “Among the other bidders, the US and Germany have already hosted the Olympics. We would welcome Olympics in a country which has not hosted it before. The IOC believes that Olympics in India would be a game-changer for the country. It will help in developing sports and channel the energies of youth,” sources quoted him as saying.

A formal invite from the Union government was handed over to Bach in Lausanne last week. The bidding calendar for the 2024 Olympics began with the invitation phase on January 15. India has until September 15 this year to send the name of their applicant city to the IOC. It has to be routed through the Indian Olympic Association.

  • PRIME MINISTER TURNS TO BUREAUCRACY TO MAKE GOVERNMENT SHINE

NEW DELHI (TIP): As his government heads towards completing one year in office, Prime Minister Narendra Modi is looking again to his bureaucrats to put in their best to bring back shine to the image of the BJP government.

In his third such interaction since he became the prime minister, held on April 1 Modi assured them that they need not fear taking “honest decisions” as some officials expressed fear over repercussion and scrutiny in the future.

Both Modi and Finance Minister Arun Jaitley, who was also present, told the officials that they were looking into the problem of filing of frivolous complaints against them, employing the Right to Information Act.

But they must work fast for an effective campaign to showcase the achievement of his government in the last 11 months, Modi told the officials. In particular, the prime minister mentioned the success of coal block auctions and the Pradhan Mantri Jan Dhan Yojana.

“The prime minister once again urged all secretaries to consult each other regularly, to eliminate silos, if any, and speed up the process of decision-making,” an official statement said.

He underlined that a “communication gap” in “this team was absolutely untenable”, it added. Modi’s interaction came on a day when three more senior IAS officers from Gujarat cadre were appointed as joint secretaries in the Union Government, taking the number of Gujarat cadre officers in Delhi to over 20.

Known as trusted lieutenants of Modi, G C Murmu, principal Secretary to the chief minister, was appointed as joint secretary expenditure, R P Gupta, principal secretary, civil supplies as joint secretary coal and Rajkumar, principal secretary agricultural, as joint secretary economic affairs.

These officers will join other Gujarat cadre colleagues in Delhi, including A K Sharma, P K Mishra and Rajeev Topno, who are in the Prime Minister’s Office. Besides, Hasmukh Adhiya was deputed last year as finance secretary and Gauri Kumar is secretary cabinet (co-ordination).

Soon after taking over as the prime minister on May 26 last year, Modi had met all the secretaries on June 4 and told them to fearlessly take decisions and that he would back them.

  • Ex-lawmaker says Obama is like crash co-pilot, stirs row

Ex-lawmaker says Obama is like crash co-pilot, stirs row

WASHINGTON(TIP): Even accounting for her outlandish statements in the past, including questioning President Barack Obama’s loyalty to the US accusing a Hillary Clinton staffer of being a Islamic extremist mole, and blaming Democrats Presidents for swine flu, former Congresswoman Michele Bachmann went over the top on Tuesday, comparing Obama to the German pilot whose mass murder—suicide has captured the headlines in recent days.

“With his Iran deal, Barack Obama is for the 300 million souls of the United States what Andreas Lubitz was for the 150 souls on the German Wings flight – a deranged pilot flying his entire nation into the rocks,” Bachman wrote on her Facebook page this week, adding, for good measure, “After the fact, among the smoldering remains of American cities, the shocked survivors will ask, why did he do it?”

Incendiary rhetoric is nothing new for Bachmann, who was once a presidential candidate aspirant before her political career spluttered when she bowed out of electoral politics after four terms in Congress. But in an already polarized and combustible political milieu in the US over Israel, Iran, and Washington’s effort to conclude a nuclear deal, the comments outraged moderate voters all too inured to wacky comments from US politicians, who can leave their Indian counterparts in the dust when it comes to extreme polemics.

“I’d call her an idiot but I don’t want to offend idiots!” was among the gentler reactions on social media even as the mainstream press tried hard to ignore the Facebook comment that remained unnoticed and unchallenged several hours after it was posted. “I do not believe I have ever read a more disgusting screed in my entire life,” wrote another reader, as her explosive invective filtered out. “Ms. Bachmann trying to score points off of a horrible tragedy? Is she seriously alleging that President Obama is mentally ill? Is she claiming that he is unfit for office because of mental issues?”

Such criticism is not new to Bachmann, who once cottoned on to a misreported story out of India to allege that President Obama’s trip to the country cost $200 million a day and he took 2,000 people with him and rented 870 rooms at the Taj Palace Hotel. Another time, she accused Hillary Clinton’s aide Huma Abedin of having connections to the Muslim Brotherhood.

In an echo of the toxic rhetoric that permeates India’s own political milieu, some of her rants resulted in even the Republican Party leadership, including Senator John McCain and Speaker John Boehner, castigating her and disowning her.

Evidently, going by her latest rant, it has had no effect. She has set a new benchmark for India’s own poisonous politicians.

  • US targets overseas cyber attackers with new sanctions program

US targets overseas cyber attackers with new sanctions program

WASHINGTON (TIP): The Obama administration on April 1 launched the first-ever sanctions program to financially punish individuals and groups outside the United States that are engaged in malicious cyber attacks.

US President Barack, in an executive order, declared such activities a “national emergency” and allowed the US Treasury to freeze the assets and bar other financial transactions of entities engaged in cyber attacks.

Under the program, first reported by the Washington Post, cyber attackers or those who conduct commercial espionage in cyberspace can be listed on the official sanctions list of specially designated nationals, a deterrent long-sought by the cyber community.

The move, which the paper said has been in development for two years, comes after a string of high-profile cyber attacks ranging from corporate hacks targeting Target, Home Depot and other retailers, to an attack on Sony and other data breaches.

Subjecting cyber criminals, companies that benefit from commercial espionage and even foreign intelligence operatives, to tough financial sanctions could have a “momentous” effect in deterring the growing number of cyber attacks seen daily on US networks, said Dmitri Alperovitch, chief technology officer of Crowdstrike, a cybersecurity firm.

“Today, the White House is making yet another huge leap forward in the effort to raise the cost to our cyber adversaries and establish a more effective deterrent framework to punish actors engaged in serious intentional destructive or disruptive attacks,” Alperovitch wrote in a blog posted on the company’s website.

The executive order gives the administration the same sanctions tools it now deploys to address other threats -including crises in the Middle East and Russia’s aggression in Ukraine – and makes them available for less visible cyber threats. The program could prompt a strong reaction from China. Cybersecurity has been a significant irritant in US-China ties, with US investigators saying hackers backed by the Chinese government have been behind attacks on US companies, and China rejecting the charges.

Obama has moved cybersecurity toward the top of his 2015 agenda after recent breaches, and last month, the Central Intelligence Agency announced a major overhaul aimed in part at sharpening its focus on cyber operations.

  • Indian-origin Singaporean nurse to be given achievement award

Indian-origin Singaporean nurse to be given achievement award

SINGAPORE (TIP): An Indian-origin nurse here will receive an international achievement award for her work in the healthcare sector of women and refugees, becoming the first Singaporean to get the prestigious biennial prize.

Dr Subadhra Devi Rai, a nurse and a senior lecturer at the School of Health Sciences (Nursing) at Nanyang Polytechnic in Singapore, will be bestowed by this year’s International Achievement Award by the Florence Nightingale International Foundation.

Rai was selected as the recipient of the award for her outstanding work in the health of women and refugees.

The International Achievement Award will be presented to Rai at a conference in Seoul on June 21.

FNIF is the International Council of Nurses (ICN) premier foundation. Its purpose is to support the advancement of nursing education, research and services.

The award recognises Rai’s work in the health of women and refugees, and is the first time a Singaporean will be awarded the biennial award since its introduction in 1999.

Speaking to the media today, Rai said she felt “honoured and humbled to receive this recognition” and hopes that this award sends a “powerful message to other nurses to serve beyond the healthcare setting”.

“Without a strong understanding and awareness of the people you are helping, there would be a mismatch between the support rendered and what is needed,” Rai was quoted as saying by the local media.

Her area of interest focuses on issues such as gender-based violence, sexual health and the reintegration of refugees. Over the years, she had been volunteering and working with different organisations to help and raise policy awareness for these issues.

The NYP lecturer decided to go into teaching when she realised that the younger generation is the key to a better nursing industry in the future.

“Being in this position allows me to inculcate in my students what is it actually is to be a nurse,” she said, adding that she wants to initiate change in the nursing profession by instilling pride of being a nurse in students.

Rai hopes that with this award, she can inspire her colleagues to aspire more, and that the “sky’s the limit”.

  • WhatsApp launches Voice calls in India – Telcos feel threatened

WhatsApp launches Voice calls in India – Telcos feel threatened

Mumbai: There is no official word about this from the world’s largest social networking site Facebook Inc., but many users who have the upgraded WhatsApp installed on their Android phones can now make voice calls to their friends or contacts who also have the app.

This development makes India’s over-a-decade long debate over Voice over Internet Protocol, or VoIP—the ability to make a voice call over the Internet—almost redundant since most companies anyway use a closed user group (CUG) network for VoIP calls which is legal. However, it will surely give Indian telecom services companies that are already burdened with high spectrum charges more cause for heartburn as they worry about a dent in their data revenue from over-the-top, or OTT, services providers like WhatsApp, WeChat, Line and Hike.

OTT refers to delivery of instant messaging, video, audio and other media over an open Internet connection directly to user, without the need for carriage negotiations and without any infrastructure investment on the part of the provider. They have numbers that telcos need to reckon with.

WhatsApp, which was acquired by Facebook for $19 billion in February 2014, had 700 million global users as of March, according to online statistics company Statista Inc. Of these, an estimated 10% users are from India. Facebook Messenger, on its part, has 600 million global users. Facebook.com itself has around 1.3 billion global users and about 110 million in the country.

As of now, a voice call made from WhatsApp will depend on the bandwidth that your data plan offers. It is similar to how you would use similar OTT applications and services like Skype, that is now a Microsoft Corp. product, Facebook Messenger or even Google Hangouts. But how long will the party last? Much will depend on how India’s telecom regulator handles the debate of security and telcos losing potential revenue to OTT services providers.

Whatapp’s voice calling feature has been launched at a time when the Telecom Regulatory Authority of India, or Trai, is seeking comments on its consultation paper on ‘Regulatory Framework for Over-the-top (OTT) services’ that it released on 27 March. All comments and counter comments have to reach Trai by 8 May.

NYPD Internal Affairs is investigating a video allegedly showing an officer unleashing a racist rant on an Uber driver during a traffic stop in the West Village on Monday, the Daily News has learned.

“I don’t know where you’re coming from, where you think you’re appropriate in doing that, that’s not the way it works. How long have you been in this country?” the white plainclothes officer hollers at an Indian driver in a clip shot by a backseat passenger.

Right before slamming the car door and storming away, the hot-headed cop shouts: “I don’t know what f—ing planet you’re on right now!”

The policeman repeatedly mocks the driver’s accent and broken English, and curses at the mild-mannered driver when the man simply says “Okay” during one of the officer’s outbursts, the video shows.

The roadside rage erupted after the officer was allegedly trying to park his unmarked car without using his blinker, and the Uber driver went around him and gestured to put his blinker on, according to Sanjay Seth, the rider who posted the incendiary clip. Seth says in the video the driver honked as he passed.

Seth wrote on the video’s YouTube page that the incident happened in NYPD Precinct 6, in the West Village.

Precinct 6 officers referred questions to NYPD headquarters, where a spokesman initially said the department was unaware of the video. Headquarters later confirmed it had referred the video to Internal Affairs for an investigation.

BIRMINGHAM:  A Sikh man has been filmed being attacked in Birmingham by another man, while a crowd watches the assault, but does not help, according to local reports.

Another person can be seen slumped over in a nearby doorway. This was “probably the first victim of the attack”, said the website Daily Sikh Updates.

Other sites say the video has gone viral after it was posted on social media.

A spokesperson for West Midlands Police said: “We are aware of a video posted on the Internet which appears to show a man being assaulted on Broad Street in Birmingham on Sunday, March 29. It has been suggested the attack was religiously motivated… We are currently making inquiries to establish exactly what has happened but at this stage, nobody has come forward to tell us they’ve been assaulted.”

Police have asked the victim to come forward.

On social media, many have questioned why the Sikh man was not helped.

One person asked – “Why is someone filming when they could be helping or at least trying to stop it? This is in front of a hotel reception – why didn’t the bouncers stop it?”

September. “Dont talk about Woman’s Empowerment when YOU don’t know how to RESPECT Women!”

She went on to write a post accusing the paper of using “regressive tactics” to garner readership “at a time when we are striving for women’s equality and empowerment” .

“In a time where women should be applauded for making headway in a male-dominated society, we blur the lines between REEL and REAL life and dilute all our efforts by making a one-year old back sliding piece of news a headline,” she wrote on Facebook.

The paper responded to her critique, telling her she should take the “compliment” before branding her a “hypocrite” for wearing revealing clothes and “flaunting” her body off screen.

Now it appears she’s had the final word, by creating an empowering video with filmmaker Homi Adajania and Vogue India, in which she urges women to take back control over their minds, their bodies, who they love and who they have sex with.

Indian American Woman Jailed for 30 Years for Foeticide

WASHINGTON:  A 33-year-old Indian-American woman has been sentenced to 30 years in prison in the US for female foeticide and child maltreatment of a dependent. Purvi Patel, was sentenced on the neglect of a dependent charge to 30 years in prison with 20 years executed, 10 suspended.  She will also serve five years probation.

For the foeticide charge, she was sentenced to 6 years in prison, to run concurrently with her neglect of a dependent sentence, ABC News reported.

Announcing the sentence, Judge Elizabeth Hurley said she considered the fact Ms Patel has no criminal history and expressed remorse in a letter to the court.

Ms Patel was asked if she had anything to say in court, but she declined to speak.

Ms Patel comes from a family of Indian immigrants who settled in Granger, Indiana, a suburb of South Bend.

Ms Patel in July 2013 went to a hospital emergency room suffering from heavy vaginal bleeding. She denied that she had been pregnant, but eventually told doctors that she had miscarried and placed the stillborn foetus in a bag and placed the bag in a dumpster.

Police questioned Ms Patel and searched her cellphone while she was in the hospital, which led them to a series of text messages the prosecution claimed made the case for Patel’s illegal abortion and felony charges.

The prosecution claimed Ms Patel, in those text messages, admitted to ordering drugs online to terminate an unexpected pregnancy.

Ms Patel allegedly ordered abortion-inducing drugs from Hong Kong, which caused her to have the child on the floor of her bathroom.

Ms Patel is the first woman convicted of foeticide in Indiana, and only the second to be charged.

Chinese immigrant Bei Bei Shuai faced foeticide charges two years ago in the state, and both cases highlight an emerging gray area for pregnant women within the US legal system.

At the sentencing, Ms Patel’s supporters wore purple and white and were joined by members of the ‘Indiana Religious Coalition for Reproductive Freedom and Apna Ghar’, a Chicago-based group advocating Southeast Asian women’s rights.

Purvi Patel’s defence is expected to file an appeal. Ms Patel has 30 days to file an appeal.

  • Indian-American Parents of ‘Abducted’ Children Seek US Help

Indian-American Parents of ‘Abducted’ Children Seek US Help

WASHINGTON:  Around 60 Indian-Americans have asked the US government and the Congress to consider imposing sanctions on India, alleging that they have “not been able to get justice” from the Indian system in reuniting with their kids who have been “abducted” by their spouses there.

In all the cases, the “abduction” is by their spouses, who fled to India after marital dispute and got court orders against them.

All these “abducted” kids are American citizens and in the past few months American lawmakers have joined hands in urging the Obama Administration to consider imposing sanctions on countries like India where the government is not helping them getting back the abducted US kids.

Nearly a dozen of these Indian-American parents from various parts of the US last week held a series of meetings with officials from the State Department, testified before a Congressional committee, met a large number of lawmakers urging to help them get their kids back to the US.

They held a candle light vigil at the White House and also went to the Indian Embassy to submit a memorandum to the Indian Government.

These Indian-American parents are part of the larger group – Bring Our Kids Home – which consists of parents facing the same traumatic problem of “abducted children” in other countries like Pakistan, Russia, Japan  and Greece.

International Parental Child Abduction (IPCA) is a form of child abuse and a violation of US and International law.

Several nations have signed the Hague Convention on Civil Aspects of International Parental Child Abductions (“Hague Convention”), India is not a signatory to it. As per State Department reports, between 2012-13 India ranked as the number one non-Hague signatory country, said Ravi Parmar, one of the Indian-American parents.

A law was passed by US Congress last year after years of inaction on the part of successive US Administrations to enforce existing US laws and Hague Convention obligations.

“This new law could result in sanctions on those countries that don’t cooperate in returning US children, victims of IPCA,” said Vikram Jagtiani, another parent.

Most of these Indian-American parents have written multiple letters to both Prime Minister Narendra Modi and External Affairs Minister Sushma Swaraj, but have received no response so far.

“Why I am not getting my children back. They need to be me,” Bindu Philip, who testified before a Congressional committee last week, told PTI.

National Center for Missing and Exploited Children (NCMEC) says 86 per cent of all active cases of abductions to India are open two years or more and 51 per cent of all active India related cases are open five years or more. 21 per cent of all India related cases close without the child returning or child turning 18 years.

New UK Law Allows Turban in all Workplaces

LONDON:  A new law which will allow Sikhs in the UK to wear turbans in place of safety helmets in all workplaces across the country has come into force, providing more job opportunities to members of the community.

Sikh groups have campaigned for years to close a loophole in existing UK employment legislation which meant that Sikhs were exempt from safety headgear only in high-risk areas, such as construction sites.

The Sikh Council UK had argued that this had led to turban-wearers facing discrimination in other low-risk areas such as factories, warehouses and transport.

An amendment introduced to the Deregulation Bill by the UK government with cross-party support in March 2014 has now been granted Royal Assent this week, making it a law.

“We are pleased that our long campaign has enabled a vital change in the law,” said Gurmel Singh, secretary general of Sikh Council UK.

“It will make a real difference to Sikhs in the UK by increasing the number of workplaces that members of the community can work in whilst maintaining their religiously mandated identity,” he added.

It said the rules led to a number of cases where Sikhs faced disciplinary hearings and were dismissed from longstanding employment for their refusal to remove their turban and wear a safety helmet.

Their campaigning led to an amendment to extend the exemption in the Employment Act to be introduced to the Deregulation Bill last year.

There will still be limited exceptions where safety helmets will be required, such as for specific roles in the armed forces and emergency response situations.

The change also further provides protection for employers by extending the limitation on liability for employers in the construction industry to any work situation where a turban-wearing Sikh chooses not to wear a safety helmet.
