    UFA (TIP): Prime Minister Narendra Modi Wednesday took up with President Xi Jinping the issue of China putting on “technical hold” India’s move in the United Nations to question Pakistan on the release of 26/11 attack mastermind Zaki-ur Rehman Lakhvi.

    During the course of their 95-minute meeting ahead of the BRICS and SCO summit in the Russian city of Ufa, the two leaders also discussed border issues and the need to accelerate the boundary talks process.

    Modi also conveyed to Xi concerns in India over the economic corridor China is building through Pakistan-occupied Kashmir (PoK).

Foreign secretary S Jaishankar said in a briefing after the 90-minute interaction between the two leaders that energy sector cooperation was a key area for rebooting the engagement, including nuclear engagement and hydrocarbons. The nuclear cooperation includes building on negotiations to sign advance contract for the design of the third and fourth reactor units to come up at the Kudankulam site in Tamil Nadu. A contract for the design (of the third and fourth power units) has been under negotiation. The central banks of the BRICS countries have signed an operating agreement on a $100 billion foreign exchange reserve pool that is being set up by the grouping’s five member nations to help each other “in case of any problems with dollar liquidity”. The $100 billion pool aims to protect BRICS member states from currency volatility shocks. India will chip in with $18 billion. The agreement was signed Tuesday in Moscow after the meeting of the finance ministers and heads of the central banks of BRICS, the Central Bank of Russia (CBR) said in a statement. The document contains a detailed description of the procedures that are carried out by the central banks of BRICS nations — Brazil, Russia, India, China and South Africa — within the currency reserve pool, defines their rights and duties. Russian President Vladimir Putin on Wednesday conveyed to PM Narendra Modi that the process of India’s accession to the strategically-important Shanghai Cooperation Organisation has been set into motion. Putin, during the course of his bilateral talks with PM Modi ahead of the BRICS and SCO summits being held in this Russian city, said: “We are beginning the process of full-fledged inclusion of India into the Shanghai Cooperation Organisation.” Putin said it was “a very important event,” as Modi expressed his thanks.

    Two arrested in Pakistan for facilitating Wagah suicide bomber

    LAHORE (TIP): Two militants linked to Tehreek-i- Taliban Pakistan (TTP) have been arrested here for “facilitating” a suicide bomber, who blew himself up at the Wagah border minutes after the popular flag-lowering ceremony last year, killing 63 people.

    Ehsanullah and Saeed Jan alias Gajni were apprehended by law enforcement agencies from Badami Bagh area near Minar-i-Pakistan on Thursday.

    A hand grenade, explosive material and weapons have been recovered from them.

    Crime Investigation Agency chief Umer Virk said both TTP men were involved in facilitating the suicide bomber who blew himself up at Wagah Border on November, 2, 2014, killing 63 people, including women and children.

    The suicide attacker detonated a powerful bomb minutes after the popular flag-lowering ceremony.

    Virk said the terrorists have been shifted to undisclosed location for interrogation.

    The suicide bomber was identified as Hafiz Hanifullah, 23, of Mohmand village in Bajaur Agency, the tribal belt of the Khyber Pakhtunkhwa province.

    Police said Hanifullah stayed in a mosque at Indo-Pak border area for 10 days before the attack.

    At least three militant factions had claimed responsibility for the grizzly bombing.

    Al-Qaida affiliated militant group Jandullah, a splinter group of the Tehreek-i-Taliban Pakistan (TTP), was first to claim responsibility of the attack.

    Later, another militant group, Jamaat-ul-Ahrar, said its bomber Hafiz Hanifullah carried out the attack.

  • New constitution in two months: Nepal deputy PM

    KATHMANDU (TIP): Nepal’s deputy Prime Minister Bamdev Gautam has expressed confidence that a new constitution will be promulgated in the country in two months and said the devastating earthquake on April 25 brought the quibbling political parties together in finalizing the much-delayed document.

    “We would be able to declare the constitution in two months from now,” Gautam told IANS in an interview at his residence here last week. Gautam said the new constitution will be secular and the state will not create any obstacle in the practise of religion.

    He said people who had lost their houses during the devastating April earthquake and the aftershocks that followed were being provided temporary shelters during the monsoon and the task of reconstruction will be taken up in full swing once the rains get over.

    “We have reached the last stage of relief work. After this, we will engage in rebuilding and rehabilitation. A plan has been made and it will be implemented. It (the earthquake) is a national calamity and one needs courage to fight an adversity. We have sought to boost the morale of the people,” Gautam told IANS.

    Over 8,500 people were killed and more than 23,000 injured in Nepal’s devastating earthquake that also flattened numerous villages in central and western regions of the Himalayan nation rendering hundreds of thousands of people homeless.

    Asked about the ongoing constitution-making process in the country, Gautam said 90 percent of the political parties were in favour of promulgating the new constitution soonest but there had been some disturbances by the dissenting minority during meetings of the Constituent Assembly recently.

    He said that after Nepal’s four major political parties gave their nod to a federal model following a 16-point agreement in June, there was hope that the Constitution will be promulgated in a month. The hurdles that cropped up from time to time were being sorted out through discussions, he added.

    The 16-point agreement was signed by the Nepali Congress, Communist Party of Nepal (Unified Marxist-Leninist) [CPN-UML], Unified Communist Party of Nepal (Maoist) [UCPN-Maoist] and the terai-based Madhesi Janadhikar Forum-Loktantrik (MJF-L) with the objective of speedily resolving the key contentious issues in formally proclaiming the new Constitution.

    The deal came after several years of protracted negotiations.

    Nepal’s Maoist rebels had in 2006 agreed to lay down arms after more than a decade-long insurgency and join the democratic process.

    A constituent assembly was elected in 2008 to a two-year term to frame a secular democratic federal constitution for the former Hindu kingdom. The first CA, however, suffered several extensions with the political parties failing to find consensus on various contentious issues including the number of federal provinces, the form of government, electoral system and judiciary.

    In 2012, a second house was elected and this, too, initially suffered the same malaise that had affected the first –protracted wranglings and continued differences over the form and content of the much-awaited document.

    Finally, jolted by the devastating temblor of July 25, the squabbling politicians in the CA sprung to cobbling a document that met the aspirations of the majority among them — the four major political parties agreed on June 8 on the modus operandi to be adopted to speedily finalise a new constitution.

    Asked if the agreement was propelled by the need to show political unity at a time of crisis for the country in the wake of the earthquake, Gautam said the quake united the people of the country like never before.

    “It brought together political parties. This should have happened earlier. And using this, we made a proposal to all parties to get united to finalise the constitution. Four major political parties joined it.

  • IS No. 3 in Afghanistan killed in US drone strike

    KABUL (TIP): The Afghan intelligence agency on July 9 said a third top IS commander in Afghanistan was killed in a US drone strike in the country’s east this week.

    Shahidullah Shahid, a former member of the Pakistani Taliban who defected to the IS and was operating in Afghanistan, was killed along with five militants on Tuesday, an official said. “He wanted to expand IS operation in the country and with his death, it will have an impact on their activities,” Hasib Sediqi, spokesman for the Afghanistan National Directorate of Security (NDS), said.

  • 17 dead in Bangladesh charity handout stampede: Police

    DHAKA: At least 17 people were killed on Friday in a stampede during a handout of free clothes at a factory in the northern Bangladeshi city of Mymensingh, police said.

    The stampede erupted when hundreds of people tried to force their way into the factory compound through a small gate after massing outside the building before dawn, local police chiefs told AFP.

    “We have so far recovered 17 bodies. Most of the dead are poor and emaciated women,” Mymensingh police chief Moinul Haque told AFP.

    Kamrul Islam, the senior officer at a police station near the factory, said the death toll could rise.

    “Some people had taken the bodies of their relatives before police arrived at the scene,” he said.

    The owner of the factory and six others have been arrested, Islam added.

    Police said up to 1,500 people had massed outside the chewing tobacco factory at around 4.45am (2245 GMT on Thursday) after the plant owners had announced they would distribute free clothes to poor people in accordance with Islamic ritual.

    Rich Bangladeshis often distribute free clothes to poor people during the Muslim holy month of Ramadan.

    “We have so far recovered 17 bodies. Most of the dead are poor and emaciated women,” Mymensingh police chief Moinul Haque told media.

  • Volcanic ash shuts four Indonesian airports

    JAKARTA (TIP): Four airports in Indonesia were shut on July 10 due to an ash cloud from a volcanic eruption in East Java.

    According to the country’s flag carrier Garuda Indonesia, Bali’s Denpasar International Airport and three others in Lombok, Jember and Banyuwangi were closed down.

    “Due to Mt Raung eruption, airport closure is only applied for Bali, Lombok, Banyuwangi, and Jember. While others are still operating normally,” the airlines tweeted.

    Mount Raung is one the most active volcanoes in Indonesia’s Java island. It erupted on July 2 forcing the cancellation of a number of flights to Australia.

    “All fights flying to and from Bali, Lombok, Jember and Banyuwangi are cancelled today until 10pm or further notice,” Garuda Indonesia tweeted.

    ISLAMABAD (TIP): Pakistan-occupied Kashmir (PoK) prime minister Chaudhry Abdul Majeed has warned Islamabad against any attempt to convert Gilgit-Baltistan into a federal province.

    “Gilgit-Baltistan is part and parcel of the state of Jammu and Kashmir. Any attempt to merge it into Pakistan will deal a fatal blow to our stand in the light of UN resolutions envisaging right to self-determination for the Kashmiris,” Dawn quoted Majeed as saying in Muzaffarabad. Earlier, some Kashmiri leaders have expressed concern over alleged moves to convert Gilgit-Baltistan into the fifth province of Pakistan. “I call upon the prime minister of Pakistan to avoid (taking) any decision that does not fall in his jurisdiction. He cannot take this decision unless we, the people of Jammu and Kashmir, take it,” Majeed said.

    NEW DELHI (TIP): A worrying picture emerged on last week as the government released new data which showed that rural India accounted for 73 per cent households and 74 per cent of these survived on a monthly income of less than Rs 5,000 of its highest earner.

    According to the data, 51 per cent of the households are engaged in casual, manual labour and 30 per cent in cultivation. Provisional findings of the Socio Economic Caste Census (SECC) recognise “multidimensional” aspects of poverty and will form the basis for determination of beneficiaries of government schemes in rural areas. Conducted between 2011 and 2013, it will facilitate identification of the poor and deprived in rural areas.

    The census covered 24.39 crore households across the country – 17.91 crore are rural households. The highest number of rural households are in Bihar – 90 per cent. The census also showed that 21.53 per cent of rural households belong to the Scheduled Caste/Scheduled Tribes. The contentious caste break-up data was not released. “This is the jurisdiction of the DG Census. It is for him to decide what he thinks about it. This is entirely in the DG’s domain. Only he can comment on it. Only he can satisfy your queries,” Rural Development Minister Birender Singh said while releasing the data with Finance Minister Arun Jaitley. “The name of the report indicates (caste), but caste is not reflected in our data… still the name is Socio Economic and Caste Census,” he said. When the SECC process began in 2011, OBC leaders of parties like the SP, RJD, JD(U) pressed for enumeration of caste on the lines of the 1931 census.

    There was division even in the UPA whichwas in power then. Those opposed to it had cautioned that findings of the caste census could lead to new demands for reservation.

    According to the SECC data, 31.26 per cent of the total rural households can be broadly identified as “poor”‘ where the main earner has an “insecure and uncertain” source of income and the household lives in a “one room house with kutcha walls and kutcha roof”.

    This figure is the Rural Development Ministry’s internal assessment and will not be released officially. Sources said this is because it has been left to states to determine their own poverty ratios using the findings of this census. It is not the mandate of the ministry under this census to determine overall BPL figures, sources said. As many as 74.49 per cent rural households survive on a monthly income of less than Rs 5,000 of its highest earner. The largest number of such households is in Chhattisgarh – over 90 per cent. Five percent of rural households derive salaries from government jobs, 1.11 per cent from public and 3.57 per cent from private sources. Overall, 94 per cent of households own houses, but only 17.70 per cent of SC and 10.50 per cent of ST households have their own houses.

    Only 4.58 percent of rural households pay income tax. The findings show 56 per cent households are landless and 70 per cent of SC households fall in this category. In rural households, 38.27 per cent are “landless households deriving major part of their income from manual casual labour”. The highest are in Tamil Nadu (55.80 per cent) and Bihar (54.33 per cent). The largest proportion of households with “destitute/living on alms” is in Orissa. The census distributed rural households into three categories: those that have to be compulsorily excluded; those that have to be compulsorily included; and those that fall in-between, which were then ranked based on seven deprivation criteria.

    Information was collected on a range of parameters at the individual and householdlevels like occupation, education, disability, religion, SC/ST status, name of caste/tribe, employment, income and source of income, assets, housing, possession of consumer durables and non-durables and land owned. Those to be automatically included are households without shelter, destitute living on alms, manual scavengers, primitive tribal groups and legally released bonded labourers.

    This figure has been pegged at less than 1 per cent. In this, 0.11 per cent of SCs and 0.46 per cent of STs have been automatically included. The automatically excluded constitute 39.4 per cent of the total rural population and include households with any of the following: motorised vehicles, mechanised agricultural equipment, kisan credit card with credit limit of Rs 50,000 and above, households with any member as a government employee, households with non-agricultural enterprises registered with the government, any family member earning more than Rs 10,000 a month, those paying income/professional tax, living in houses with three or more rooms with all having pucca walls and roof, owning a refrigerator, landline phone, possessing irrigated land etc.

    Finance Minister Arun Jaitley said, “It’s after seven-eight decades that we have this document after 1932 of the caste census… It’s going to be a very important document for all policy makers both in central and state governments… this document will help us target groups for support in terms of policy planning.”

    “It is also a document which contains various details with regard to the specifics of regions, communities, caste groups, economic groups and give us an opportunity to measure the progress which households in India have made. Who are the ones who have qualitatively moved up in terms of quality of life and who are the ones in terms of geographical regions, social groupings which in future planning need to be targeted,” he said.

    The ministry’s internal poverty estimate from the census is similar to that of the Rangarajan committee, a technical experts group set up by the UPA government in 2012 after criticism that the poverty line had been pegged much lower than it should have been by the Tendulkar committee. According to the Rangarajan committee, the percentage of people below the poverty line in 2011-12 was 30.95 in rural areas and 26.4 in urban areas as compared to 25.7 and 13.7 respectively as per the Tendulkar methodology.MOST LIVE ON LESS THAN RS 200 A DAY Stats

    CRACKING CONSPIRACY, NABBING BIGWIGS: VYAPAM SCAM WILL TEST CBI

    NEW DELHI (TIP): In Vyapam, the Central Bureau of Investigation faces a daunting task of unravelling a corruption scandal that went on for years, leaving a trail of thousands of suspects – including some top elected representatives – with hordes of tell-tale evidence requiring thorough scrutiny.

    The agency’s most crucial task, however, will be in prevailing over power dynamics and chasing links that may have potentially influenced investigations carried out by the state police and the special task force (STF).

    “Politicians and influential bureaucrats linked to scam were not called for recording their statements, let alone booked or interrogated. While state police officials dithered to act, CBI officials are expected to question everybody and unravel the entire conspiracy”, said a retired IPS officer, preferring not to be identified.

    “Scientific investigation wasn’t undertaken by the STF. Now, if CBI may go for lie-detector test on PEB officials, it can get vital clues about high-profile people who protected the racket for so long. Investigation on the basis of the results of such tests could reveal a lot”, he adds.

    Whistleblower Paras Saklecha said STF’s investigation began from the lower wrung, instead of acting against the kingpins first. “As many as 90% people arrested comprised students and their parents, while just half-a-dozen PEB officials were arrested. We are hopeful that CBI would start arrests from the top”.

    Saklecha said that CBI is expected to quiz top bosses of PEB, medical education department and high-profile people who have never been quizzed or arrested before.

    A forensic expert said scrutiny of evidence and interrogations for a case of such scale would be the other big challenge, but the agency has the technical expertise to see it through.
    “CBI can better investigate the cyber-forensic evidence such as the files obtained from the hard disk of former principal systems analyst of PEB Nitin Mahindra”, he said, wishing to remain anonymous.

    “Also, in cases like Namrata Damor’s death or other suspicious deaths, the CBI will look at them individually and hopefully connect the dots”, he added.

    Opposition had consistently been demanding CBI probe, alleging that the STF investigation was a possible cover up.

    Russia vetoes UN resolution calling Srebrenica a genocide

    UNITED NATIONS (TIP): Russia vetoed a U.N. resolution July 8 that would have condemned the 1995 massacre of Muslims at Srebrenica during the Bosnian war as a “crime of genocide,” saying that singling out the Bosnian Serbs for a war crime would create greater division in the Balkans.

    Two international courts have called the slaughter by Bosnian Serbs of some 8,000 Muslim men and boys who had sought refuge at what was supposed to be a U.N.-protected site genocide.

    But Russia’s U.N. Ambassador Vitaly Churkin objected to focusing only on Srebrenica, calling the resolution “confrontational and politically motivated” and stressing that Bosnian Serbs and Croats had also suffered during the 1992- 95 war that killed at least 100,000 people.

    Britain drafted the resolution to mark the 20th anniversary of the Srebrenica massacre on Tuesday, but the vote was delayed to address Russian concerns.

    The defeated resolution states that acceptance of “the tragic events at Srebrenica as genocide is a prerequisite for reconciliation” and “condemns denial of this genocide as hindering efforts towards reconciliation.”

    Britain’s U.N. deputy ambassador Peter Wilson stressed that the resolution “did not point fingers of blame, score political points nor seek to reopen political divisions.” It also didn’t link the crimes at Srebrenica to the Serb people and recognized there were victims on all sides, he said.

    The vote was 10 countries in favor, Russia casting a veto, and four abstentions _ China, Nigeria, Angola and Venezuela.

    Leaders of the Bosnian Serbs and Serbia, who have close religious and cultural ties to Russia, have lobbied President Vladimir Putin to vote “no.’

    Serbia’s pro-Russian President Tomislav Nikolic said Russia’s veto “not only prevented the throwing of guilt against the whole Serbian nation, trying to show it as genocidal, but it also proved that Russia is a real and sincere friend.” Wilson said Britain was “outraged” by Russia’s veto.

    “Russia’s actions tarnish the memory of all those who died in the Srebrenica genocide,” he said. “Russia will have to justify its behavior to the families of over 8,000 people murdered in the worst atrocity in Europe since the Second World War.”

    Bosnians reacted bitterly to the veto.

    “This is a defeat of justice,” said Camil Durakovic, the mayor of Srebrenica. “The world has lost. The world _ and especially Serbia _ will have to face the truth sooner or later,” he said.

    CBI to Probe Vyapam Scam and Deaths, Says Supreme Court

    NEW DELHI (TIP): The CBI will investigate the Vyapam scam in Madhya Pradesh and more than 40 deaths allegedly linked to the job recruitment scandal, the Supreme Court ruled on July 9.

    Two days ago, Chief Minister Shivraj Singh Chouhan, whose government has been badly bruised by the controversy, called for a CBI inquiry, attributing his decision to “a wish to honor public sentiment”.

    The Supreme Court judges today were sharp in their criticism of the Madhya Pradesh High Court, which refused yesterday to rule on whether to reassign the Vyapam inquiry from the Madhya Pradesh police to the CBI. “Instead of taking a decision, the Madhya Pradesh High Court washed its hands off (the case) and put the ball in our court,” the court said.

    Responding to the order, Chouhan said: “There was a burden in my heart. I am relieved that the CBI will probe and get to the truth.”

    The Vyapam scam is named for a state board that conducts qualifying tests for colleges and jobs as government teachers, doctors and policemen. Lakhs of candidates paid bribes to manipulate the exam process, including hiring proxies to take the test for them. Since 2012, at least 36 people who have died were investigators, accused or witnesses, alleges the opposition Congress.

    Chouhan, for years, had rejected the allegation that a state-level inquiry – even one monitored by the High Court – would not be impartial. His call for a CBI investigation came as the Supreme Court agreed to hear petitions asking for the CBI to be entrusted with the probe. The petitioners include Digvijaya Singh, Congress leader and former Madhya Pradesh Chief Minister, and whistle-blowers who say they regularly receive death threats but are determined to prove that the Chief Minister and other top leaders are party to the swindle.

    The Supreme Court’s decision to order the CBI to examine not just the swindle but the spate of deaths undermines the claim of the former judge who has so far supervised the inquiry.

Stating that it will take wisdom, maturity and sacrifice, he exhorted the INOC leadership to help the party to get better connected with the Diaspora. He further encouraged INOC to focus on attracting the youth to its fold in order to promote a stronger India based on the values and principles that Congress party upholds.

It has brought 140 million people out of poverty during UPA I and UPA II. Despite the economic crisis in the world, the average growth rate during that time was 7.6-7.9%; increased exports in 2004 from 154 billion dollars to 320 billion dollars. ‘They (BJP govt.) have not been able to sustain even that! he added. India’s national income tripled from Rs. 24,000 to Rs. 70,000 per capita. We gave a legal right to education, food security and MGNREGA. It was a Government of pro-poor that educated children, feeding 160 million children through mid-day meals program by reducing school dropouts.     Indian American head of Chicago investment firm jailed for stealing in Ponzi scheme

    CHICAGO (TIP): A US court has sentenced the former Indian American head of a Chicago investment firm to six years in prison for stealing more than $9 million in a Ponzi scheme, a media report said Tuesday, July 7.

    “I’m a rotten individual for what I did to (investors). I’m a rotten individual for what I did to my family,” Neal Goyal told the US district court in Chicago last week, asking the judge to have mercy on his family.

    But Judge Matthew Kennelly first scolded Goyal, 34, for trying to use his family as a shield for his own misdeeds at sentencing, Chicago Tribune reported.

    “If you had given one thought – one thought – to your family during those eight years you would not be standing here now,” Kennelly was quoted as saying.

    “It’s a little disingenuous to come up here and tell me not to hurt them. You’re the person who put the hurt on them, not me.”

    Goyal’s Goyal Caldera Investment Group was a Ponzi scheme so brazen that for several years he did not even bother to place any trades, according to prosecutors.

    Most of the money was stolen from family and friends in the tight-knit Hindu community where his parents, both physicians, had long been leaders, even founding a River North community centre, the Tribune said citing prosecutors.

    During the eight-year scheme, prosecutors said Goyal spent more than $2 million on luxury car leases, fancy dinners and travel to Hawaii and Tahiti.

    He, his wife and three children lived in a $1.5-million, five-bedroom Lakeview house overlooking a park.

    Every morning, he drove a top-of-the-line black Mercedes-Benz to offices on Michigan Avenue with floor-to-ceiling views of the Chicago River and pretended to be a hedge fund manager, according to prosecutors and former employees.

    Goyal spent $600,000 on his wife’s two upscale baby goods boutiques, as well as a large cash infusion for Tommy Knuckles, his father-in-law’s failed Lincoln Park tavern, the charges alleged.

    He even gave employees a gold bar as a reward and rented out a bank vault for an employee Christmas party, prosecutors said.

    Indian American IRS Scam leader jailed for 14 years for running extortion ring

    NEW YORK (TIP): An Indian-American has been jailed for more than 14 years and fined USD one million for running a massive extortion ring from India-based call centers in which he and his co-conspirators impersonated American officials and threatened to arrest victims unless they made payments.

    Sahil Patel, 36, of Pennsylvania was also sentenced to three years of supervised release following the completion of his 14 and a half year prison term.

    Patel had pleaded guilty in January 2015 to his role in organizing the US side of a massive fraud and extortion ring run through various “call centers” located in India, through which he and his coconspirators impersonated FBI and Internal Revenue Service (IRS) officials and threatened victims with arrest and financial penalties unless they made payments to avoid purported charges.

    Patel and his co-conspirators also used several layers of wire transactions in order to conceal the destination and nature of the extorted payments, which totaled at least USD 1.2 million.

    In imposing the sentence here yesterday, US District Judge Alvin Hellerstein said there was need to impose a “very serious sentence” to deter others from committing similar crimes.

    “The nature of this crime robbed people of their identities and their money in a way that causes people to feel they have been almost destroyed,” Hellerstein said.

    US Attorney for the Southern District of New York Preet Bharara said Patel?s elaborate scheme involved impersonating law enforcement officers and using intimidation and fear to bilk over a million dollars from hundreds of unsuspecting victims.

    Assistant Director in Charge of New York FBI’s Field Office Diego Rodriguez said the “duplicitous” consumer fraud scheme preyed on the vulnerabilities of victims who were forced to pay false penalties for fear of retribution.

    “Wreaking havoc on hundreds of innocent Americans, Patel and his co-conspirators also called into question the integrity of the federal law enforcement community by falsely portraying themselves as government officials,” he said.

    According to the superseding indictment, from December 2011 through the day of his arrest in December 2013, Patel participated as a leader in a sophisticated scheme to intimidate and defraud hundreds of innocent victims of hundreds of dollars apiece.

    Throughout the course of the fraud, telephone call centers located in India hired English-speaking employees to place telephone calls to individuals living in the US.
    Armed with long lists of potential victims, referred to by Patel and his co-conspirators as “lead sheets”, the India-based callers systematically placed thousands of calls to individuals in the US to intimidate the call recipients into providing a payment to the co-conspirators.

    NEW YORK (TIP): The news that the United States has finally decided to amend its regulations to allow the dependent spouses of the specialized H-1B visa holders to work was hailed with jubilation by Indian Americans.

    Effective immediately, US Citizenship and Immigration Services will begin accepting applications for employment (see details at www.uscis.gov).

    Technology companies have lobbied hard for this change, which they say will retain and attract more foreign talent and their educated spouses. This will apparently affect 97,000 people in the first year, and 30,000 per year after that.

    It’s one of a few small changes in immigration policy that the White House can make while comprehensive reform languishes in Congress.

    Rashi Bhatnagar, a former journalist from New Delhi who is currently unemployed, is ecstatic. The 31-year-old Milwaukee resident took a stand seven years ago. She started a Facebook blog H4 Visa, A Curse. It has attracted about 13,000 “likes” and many people routinely log on to commiserate. “We had no financial independence, no identity in this country. I was a voiceless, faceless human being,” she said. She came here to be with her husband Kapil, who works for Cognizant.

    Pallavi Banerjee, a post-doctoral fellow at Vanderbilt University, agrees. She has studied the effects of the visa policy on the domestic affairs of high-skilled immigrants from India, and found that they often regressed to the traditional model of dominant husbands and subservient wives. This led to depression, anxiety, domestic violence and financial difficulties.” As a sociologist, I wanted to discover the stories of people who need their voices heard and who are made invisible. There was no activism or even public discussion,” says Banerjee, who started the project seven years ago. “It affected me as a feminist academic and as an immigrant woman. I was appalled at the US Laws.”

    Ravi Batra, a famous Manhattan attorney also applauds the new development. “A family that is fully and gainfully employed is not only good for that individual unit but good for the entire nation as each working member in our nation is contributing to the country’s economy,” he says.

    Young boys and girls performed attractive stunts, to the loud applause of the spectators.

    The float presented glimpses of Sikh religion, culture and history.

    Most of the slogans depicted Sikh identity and values.

    Islam, an Aligarian, added that education also provides avenues for participation in 21st century workforce and careers, the competencies to compete in a globally economy, and the capacity to contribute to lifting fellow Muslims out of poverty and deprivation. He appealed to fellow Aligarians saying, “Let us together change the face of India. One life, one family, one village at a time,” Islam and his wife have committed $2 M to support the building of the Frank and Debbie Islam School of Management at Aligarh Muslim University. The building will be dedicated in October of this year.

    The program started with the recitation of a Qur’anic Sura and its translation by teen-agers Hiba Usmani and Aizah Usmani, respectively. Welcoming the audience, President Mrs. Farzana Farooqi thanked them for their attendance and briefly outlined the significance of the program that supports education of underprivileged children.

    A number of senior Aligarians, dignitaries, including Mr Tufail Ahmad and his wife Mrs Salma Ahmad, Mr Yazdani Siddiqui, Ambassador Islam Siddiqui and Mrs Tabassum Islam Siddiqui, senior Aligarian Syed Haider Abbas Zaidi, and Begum Zainab Zaidi. Eight out of 25 members who started the association, in 1974 (including founding president, vice-president, and secretary), were present at this event.  Besides AAA participants and supporters, a large number of members of different literary, educational and cultural organizations like the University of Karachi Alumni Association, Hyderabad Association Washington, Islamic Society of Frederick, Global Organization of People of Indian Origin, and Montgomery County Muslim Council, were also present at this important event.

    The Chairman of the fundraising committee, Dr. Aftab Ansari, updated the audience on the status of the Association’s highly successful scholarship and Feeder programs. He stated that in the year 2014, the AAA provided 248 scholarships and free tuition and coaching facilities at over 800 school-level children at different centers in India. Also, reassuring was the information that the AAA scholarship endowment funds had grown steadily over the years and scholarships are funded through the income generated by investment of the endowment fund.

    Periodically, the Association institutes scholarships to honor prominent AMU alumni. Recently, it established two scholarships in the name of Professor Abdul Majid Siddiqui and Narendra Kumar Singh for their extraordinary services to the community. Professor Siddiqui taught at the University for many decades and was very popular teacher.  Singh, who earned a Masters in Economics degree from AMU, was an IPS officer. He was killed in the line of duty by the mining Mafia in Madhya Pradesh, India. Ambassador Islam Siddiqui, emphasized the importance of education and need for uplifting the educational status of the community to empower them to compete for jobs in the modern world.  He appealed to the audience for donation saying that a small token from our bounty can help the future of many students.

    Guest speaker Dr. Habib Ashraf, a physician and a longtime proponent of educational program, narrated how his grandmothers were instrumental in uplifting his family through education. His speech was very motivational and he emphasized how a small support from people can make a big difference in the lives of underprivileged children.

    It was pleasing to know that the expenses for Iftar and dinner were donated by a member, who wished to remain anonymous.

    It is very reassuring to see that younger generation is joining the ranks of their elders in organizing these activities. Many a younger generation members donated generously, including full scholarships of $3,000.

    Hamad Usmani.—a freshman in college—did a splendid job as Master of Ceremony.  Zakaria Khan, a young college student has inherited the “Alig” spirit. He emphasized how his parents inculcated in him the importance of education and it helped him to succeed academically as well as socially.

    It was also remarkable to note that in spite of bad weather and two competing fundraisers so many proponents for education attended the event.

    Mrs. Shakila Raza thanked the speakers, donors, audience, and enthusiastic AAA volunteers for making the program a great success.

    NEW YORK (TIP): The Nartanrang Dance Academy of Bharatiya Vidya Bhavan hosted its annual dance festival on Saturday, June 27th, 2015 at the Hindu Temple Auditorium in Flushing.

    Titled “Nritya Ranjani 2015: AAJA NACHLE!,” the show was a tribute to evergreen Bollywood dancing queens Madhuri Dixit and Sridevi.

    The students, from the ages of 3 1/2 year to 50 years, skillfully and enthusiastically performed the aforementioned divas’ greatest hits, even including such instrumental pieces as “The Dance of Envy” and “Tandav.”

    A highlight of the show was a student-choreographed kathak-bharatnatyam jugalbandhi piece which was originally performed at Lincoln Center for the Art of Living organization at the 1st International Yoga Day on Sunday, June 21, 2015 with Sri Sri Ravi Shankar in attendance. The year-end show of the Nartanrang Dance Academy always chooses themes in which to display an impressive range of genre and skill, inclusive of semi-classical, folk, Bollywood, fusion, and contemporary styles of dance.

    The students worked diligently under the tutelage of Artistic Director Swati Vaishnav during the 9 month semester to continue the journey of mastering their craft, and it showed on Saturday.

    Emcee Shivang Vaishnav kept an upbeat and interactive dialogue throughout the medley-format show and the delight of the crowd was palpable.

    New York City Settles with 6 Occupy Wall Street Protesters Pepper-Sprayed by the Police

    NEW YORK (TIP): New York City has agreed to pay a total of $332,500 to six Occupy Wall Street protesters who said the police unjustly blasted them with pepper spray four years ago in an episode that helped propel the movement into the spotlight.

    The settlements, reached in recent weeks, range from $52,500 to $60,000 per person in cases arising from the Occupy movement’s early days in September 2011. They are among a number of payouts the city has approved over its handling of the protests against economic inequality; it has fought other claims.

    The city’s Law Department said on Monday that the latest settlements were in the city’s best interest. The Police Department said in a statement that it had not altered its pepper spray guidelines. Officers can use the chemical for purposes including protection, but not against people who do not actively resist.

    The protesters’ lawyers said the lawsuits held the police accountable for their actions.

    The cases stemmed from a march one week after Occupy protesters first gathered and camped out in Zuccotti Park in Lower Manhattan.

    Online video showed Deputy Inspector Anthony Bologna pepper-spraying a cluster of marchers, mostly women, who were corralled behind orange netting. The images helped galvanize the Occupy movement.

    Inspector Bologna deployed the chemical “without the slightest provocation” as the protesters stood peacefully, said Ron Kuby, a lawyer for Kaylee Dedrick, who was seen on video being sprayed and crumpling to the ground.

    Inspector Bologna’s union said he acted out of concern for safety and prevented more injuries and tumult. He was not charged with any crime, but he was found to have violated Police Department guidelines and was docked 10 vacation days.

    The city has reached some other sizable settlements concerning the Occupy demonstrations, including a $583,000 agreement with 14 protesters who said they were wrongfully arrested on New Year’s Day 2012; $230,000 that the city and Zuccotti Park’s private owner are paying over allegations that a book collection was destroyed when the park was cleared in November 2011; and $55,000 to a man arrested while shooting video at an Occupy demonstration, according to lawyers in those cases.

    But a federal appeals court this winter dismissed a lawsuit over the arrests of more than 700 Occupy supporters marching on the Brooklyn Bridge on Oct. 1, 2011. Some other Occupy-related lawsuits also continue, including cases involving police use of pepper spray.

    NEW YORK (TIP): A New York energy-service company has been zapped for $1.25 million after a state investigation found it made false promises to customers in order to fleece them.

    HIKO Energy has agreed to pay restitution to more than 25,000 current and former New York customers it ripped off.

    “Thousands of New Yorkers were lured by HIKO’s false promises for huge savings, only to be stuck with more expensive energy bills,” said state Attorney General Eric Schneiderman said on Monday, July 6.

    An investigation by the Attorney General’s Customer Protection Bureau found HIKO marketers made bogus boasts of cheaper energy bills and even enrolled customers without their knowledge or consent.

    The probe found that between June 2011 and October 2014, the Rockland County company’s customers were promised savings of up to 15% on energy costs — only to be billed much higher rates than those offered by their local utility companies.

    “These kinds of consumer frauds will not be tolerated,” Schneiderman said.

    Customers who believe they were victims of the fraud can submit claims online at go.bbb.org/ny-hiko or call (212) 358-2857. Claims must be submitted by Aug. 15.

    HICKSVILLE, NY (TIP): India Day Parade in Hicksville is scheduled for Sunday, August 9 and Nina Davuluri, the first Miss America (crowned in 2014) of Indian origin, will be the Grand Marshal. This announcement was made by the organizers at a special event on July 8.

    Organized by IDPUSA with the support of numerous community organizations, the parade with floats and marching groups and bands will as usual kick off from Patel Brothers plaza and move along South Broadway. Cultural program and food and shopping stalls will be located at the corner of South Broadway and E. Barclay Street.

    Gala dinner with the Grand Marshal is scheduled for August 10.

    Meanwhile, the chairperson of the organizing committee,   Bhavani Srinivasan met with an accident on July 8 and is understood to have suffered a fracture. Surely, a setback to the organizers.

    THE HAGUE (TIP): The Philippines has appealed to an international tribunal to declare China’s claims to most of the South China Sea illegal, warning the integrity of United Nations’ maritime laws is at stake.

    In opening comments to the tribunal in the Hague on yesterday, foreign secretary Albert del Rosario said the Philippines had sought judicial intervention because China’s behaviour had become increasingly “aggressive” and negotiations had proved futile.

    Del Rosario said the UN’s Convention on the Law of the Sea, which the Philippines and China have both ratified, should be used to resolve their bitter territorial dispute.

    “The case before you is of the utmost importance to the Philippines, to the region, and to the world,” del Rosario told the tribunal.

    “In our view, it is also of utmost significance to the integrity of the convention, and to the very fabric of the legal order of the seas and oceans.”

    China insists it has sovereign rights to nearly all of the South China Sea, a strategically vital waterway with shipping lanes through which about a third of all the world’s traded oil passes.

    Its claim, based on ancient Chinese maps, reaches close to the coasts of its southern neighbours. The Philippines, Vietnam, Malaysia, Brunei and Taiwan also have claims to parts of the sea, which have for decades made it a potential military flashpoint.

    Tensions have risen sharply in recent years as a rising China has sought to stake its claims more assertively.

    Following a stand-off between Chinese ships and the weak Filipino Navy in 2012, China took control of a rich fishing ground called Scarborough Shoal that is within the Philippines’ exclusive economic zone.

    China has also undertaken giant reclamation activities that have raised fears it will use artificial islands to build new military outposts close to the Philippines and other claimants.

    China has rejected all criticism over its actions, insisting it has undisputed sovereign rights to the sea. However del Rosario told the tribunal in the Hague that China’s argument of claiming the sea based on “historic rights” was without foundation.

    “The so-called nine dash line (based on an old map used by China) has no basis whatsoever under international law,” he said.
