    Hillary Clinton proposes plan to hold Wall Street accountable

    WASHINGTON (TIP): Leading Democratic presidential candidate Hillary Clinton has proposed measures including new taxes for trading to hold Wall Street accountable and reduce risk of the failure of big banks and investor firms.

    “The bottom line is that we can never allow what happened in 2008 to happen again. Just as important, we have to encourage Wall Street to live up to its proper role in our economy — helping Main Street grow and prosper,” Clinton wrote in an op-ed as she rolled out her new set of proposals.

    “I will propose a new fee on risk that would discourage the type of excessive leverage and short-term borrowing that could spark another crisis,” she said, adding that her plan would give regulators the authority they need to reorganise, downsize or even break apart any financial institution that is too large and risky to be managed effectively.

    “It is a comprehensive and flexible approach. It allows regulators to adapt to changing markets and help ensure that large financial firms never pose a danger to our entire economy,” she said.

    Clinton said it is time for more accountability on Wall Street.

    Stories of misconduct in the financial industry are shocking – like HSBC allowing drug cartels to launder money or five major banks pleading guilty to felony charges for conspiring to manipulate currency exchange rates, she said.

    This is criminal behavior, yet the individuals responsible often get off with limited consequences — or none at all. “I want to change that,” she said.

    Following her announcement, The Wall Street Journal said the proposed tax on excessive order cancellations could increase costs, cause market problems.

    “We don’t yet know how good or bad this idea could be,” said James Angel, a professor at Georgetown University who studies markets.

    “If it’s a small fee used for regulatory purposes, then it could be helpful. If it’s more than that, it could end up costing investors more money in a lot of ways,” he told The Wall Street Journal.

    By focusing on cancellations, Clinton runs the risk of hampering an important function of trading firms called market making, according to some market observers, the daily noted.

    Bill Harts, spokesman for the high-frequency trading group Modern Markets Initiative, said taxes on trading firms will only “end up costing investors more” because market-makers would have to widen their spreads to accommodate the added cost.

    Widening the spread means increasing the difference between offered buy and sell order, which would make it more expensive for buyers and sellers of stocks, Harts said.

    However, Joseph Saluzzi from Themis Trading said Clinton’s proposal — if designed correctly — could reduce some of the “noise” in the markets.

    “You’re not going to fix things with a tax, but there should be a fee that helps distribute the costs more fairly and reduces manipulative activity,” he told Journal.

    US mulls sailing near disputed South China Sea islands: Pentagon official

    WASHINGTON (TIP): The United States is considering sailing warships close to China’s artificial islands in the South China Sea to signal it does not recognize Chinese territorial claims over the area, a US defense official said on October 8.

    The Financial Times newspaper cited a senior US official as saying US ships would sail within 12-nautical-mile zones, that China claims as territory around islands it has built in the Spratly chain, within the next two weeks.

    The Navy Times quoted US officials as saying the action could take place “within days,” but awaited final approval from the Obama administration.

    A US defense official declined to confirm that any decision had been made, but referred to remarks in congressional testimony last month by US Assistant Defense Secretary David Shear, that “all options are on the table.”

    “We are looking at this,” the official said, on condition of anonymity.

    US Defense Secretary Ash Carter said last month, in reference to China’s South China Sea claims, that the United States would “fly, sail, and operate wherever international law allows, as US forces do all over the world.”

    The White House declined to comment on potential classified naval operations.

    In May, the Chinese navy issued eight warnings to the crew of a US P8-A Poseidon surveillance aircraft when it conducted flights near China’s artificial islands, according to CNN, which was aboard the US aircraft.

    China watching closely

    Chinese foreign ministry spokeswoman Hua Chunying told a regular news briefing on Thursday that China was paying attention to the reports of impending US naval action, and that it and the United States have maintained “extremely thorough communication” on the South China Sea issue.

    “I believe the US side is extremely clear about China’s relevant principled stance,” she said. “We hope the US side can objectively and fairly view the current situation in the South China Sea, and with China, genuinely play a constructive role in safeguarding peace and stability in the South China Sea.”

    US President Barack Obama said he told Chinese President Xi Jinping he had
    “significant concerns” about the islands when Xi made his first state visit to Washington late in September.

    McCarthy Quits Speaker Race leaving House Republicans Shell shocked

    WASHINGTON (TIP): House Republicans were shell shocked on Thursday, October 8, when California Representative Kevin McCarthy, the favorite to succeed retiring House Speaker John Boehner, dropped out of the race in a surprise that adds to concerns about the party’s ability to govern effectively, news reports said.

    McCarthy, the No. 2 Republican in the House, faced opposition from more conservative lawmakers who now could be emboldened to take a more confrontational approach toward Democratic President Barack Obama on legislation and policy.

    McCarthy’s decision leaves House Republicans without a leader at a time when they face difficult decisions about the spending and national debt that could threaten the country’s ability to pay its bills and keep its government running.

    Florida Rep. Daniel Webster, who is seeking the speaker’s post himself, told CNN’s “The Situation Room with Wolf Blitzer,” he was “shocked” at the announcement, saying McCarthy seemed excited about running not long before.

    “I don’t know why he dropped out, because we just had a member session where all the members came together and he and myself and the other two candidates were there, Kevin was there,” Webster said. “And he was passionate about it. This was just an hour and a half before he announced he wasn’t going to do it.”

    Even under the leadership of Boehner, who relied on McCarthy as an ally, Republicans stumbled into a 16-day government shutdown in 2013 and brought the country to the brink of default in 2011, leading to the United States’ first-ever debt rating downgrade.

    The next speaker will have to answer to a newly assertive conservative wing at a time when the party is trying to appeal to a broad swath of voters in the campaign for the November 2016 presidential elections.

    In several closed-door meetings this week, McCarthy told lawmakers he would not be like Boehner, some lawmakers said afterward, but few seem to have found this convincing.

    Boehner, who announced Sept. 25 that he would step down at the end of October, said on Thursday that he would stay on the job until a replacement is elected.

    Both the secret-ballot vote to nominate a Republican candidate for speaker and the full House vote, which was set for Oct. 30, have been postponed until further notice.

    House Republicans’ inability to merely pick a leader comes after Boehner and Senate Majority Leader Mitch McConnell, also a Republican, had gone to great lengths all year to demonstrate that their party can effectively run Congress.

    “If we are going to unite and be strong, we need a new face to help do that,” McCarthy told reporters. He said he would stay on in his current post as majority leader.

    McCarthy’s ability to effectively communicate Republican initiatives was called into question last week when he made a connection between a special House committee investigating a 2012 attack in Benghazi, Libya, and Democratic presidential candidate Hillary Clinton’s falling public opinion poll numbers.

    One possible successor to Boehner, Wisconsin Representative Paul Ryan, said he was not interested in becoming speaker. The party’s 2012 vice presidential nominee is widely admired among Republicans but said he wanted to remain as chairman of the tax-writing Ways and Means Committee.

    The two lawmakers who had challenged McCarthy for the post, Representatives Jason Chaffetz of Utah and Daniel Webster of Florida, said they were still in the race.

    “It was just absolutely stunning what happened,” Chaffetz said. “I don’t know if I am the right person. I put my name in the hat because I do want to unite this party internally.” Webster said he expected other candidates to enter the contest.

    The Republicans were tossed into upheaval just a few weeks before the United States is due to reach the limits of its borrowing authority. The Treasury department has estimated that the United States will hit its$18 trillion debt cap around Nov. 5, and the White House urged Congress to raise the limit before then to avoid a possible default.

    Lawmakers are also struggling with Obama on spending levels before government funding runs out on Dec. 11.

    White House spokesman Josh Earnest said there had been several instances in the past few years in which a Republican-dominated House of Representatives has managed to raise the debt ceiling without political brinkmanship.

    “And we’re hopeful that in spite of this chaos, that Republicans and Democrats in the House will do the same thing again,” Earnest said at a news briefing.

    McCarthy was elected to Congress from California in 2006 and had been one of Boehner’s lieutenants in House Republican leadership since 2011. He has been majority leader since August 2014.

    Webster had drawn the backing of the House Freedom Caucus, a bloc of about 40 conservatives. These Tea Party-aligned members noted that Webster, 66, led efforts that “empowered” individual lawmakers while he was speaker of the Florida House from 1996 to 1998.

    BJP MLAs IN J&K ASSEMBLY THRASH LEGISLATOR WHO HOSTED ‘BEEF PARTY’

    SRINAGAR (TIP): BJP legislators thrashed an independent MLA for hosting a beef party as the Jammu and Kashmir assembly grounded on October 8 opposition-backed bills aiming to overthrow a decades-old ban on cattle meat in the state.

    Lawmakers from the ruling party threw kicks and punches at Engineer Rashid a day after he reportedly served beef kebabs and patties on the lawns of the state legislators’ hostel in protest against the prohibition on cow slaughter that has triggered debates and communal concerns in parts of the country.

    Rashid said he didn’t wish to offend anyone and hadn’t broken any rules as the Supreme Court this week suspended the colonial-era beef ban under the state’s Ranbir Penal Code (RPC) for two months after separate wings of the J&K high court gave conflicting orders on the issue.

    “Nearly six to eight BJP members grabbed me and kicked and punched me,” the MLA told the media. “Is this democratic behaviour? And you expect separatists to join this assembly.”

    The Langate legislator has been in the news for leading protests against the ban and also courted controversy this month when he demanded that the remains of terrorist Afzal Guru, who was executed for his involvement in the 2001 Parliament attack, be returned to his family in the Valley.

    Amid the uproar, separate opposition bills seeking amendments to the RPC to decriminalise cattle slaughter were not taken up by the assembly on Thursday despite being listed for discussion, prompting criticism from the National Conference, Left and Congress leaders.

    Speaker Kavinder Gupta adjourned the House for the day at 1.30 pm, the schedule followed in the assembly during the current session, despite opposition leaders seeking more time to discuss the issue.

    “It seems that you have already decided to adjourn the house as the chief minister has left the House,” an angry Omar Abdullah, NC leader and former chief minister, told the Speaker. “This seems to be a way to save their chairs.

    This government is hiding behind you.”

    The beef ban controversy has emerged as a nettlesome test for the ideologically divergent PDP and BJP that tied up to form the J&K government this year after voters delivered a fractured mandate.

    “You cannot manhandle an MLA,” said chief minister Mufti Mohammad Sayeed of the PDP as he condemned the attack on Rashid.

    The incident comes against the backdrop of a raging debate across the country over cow slaughter with hardline Hindu organisations pushing for a nationwide ban and minority groups resisting the move. Last week, a mob dragged a Muslim man out of his home in an Uttar Pradesh village and bludgeoned him to death with sticks and stones over suspicions that he butchered a calf.

    The beef row snowballed in Jammu and Kashmir after a division bench of the high court instructed authorities to strictly implement the ban, an order that drew sharp reactions from separatists and several minority groups who called it “interference in religious affairs” and sought revocation of the law.

    The laws governing slaughter of cows, bullocks and buffaloes vary from state to state. Jammu and Kashmir has a 10-year jail term for flouting the ban, while many northeastern states are allowing slaughter of all three.

    NEW DELHI (TIP): The family of a 55-year-old Indian woman, working as a domestic help in Saudi Arabia, has alleged her right hand was chopped off by her employer, with external affairs minister Sushma Swaraj on October 8 describing the assault as “unacceptable”.

    Kashturi Munirathinam’s hand was allegedly chopped off on the intervening night of September 29-30 when she tried to escape harassment and torture, said her sister S Vijayakumari.

    Seeking help to bring Munirathinam back from Saudi Arabia, her family has sent representations to the state and Central governments. DMK MP Kanimozhi has sent a letter to Swaraj seeking her help.

    On Friday, Swaraj tweeted the Indian embassy in Saudi Arabia was in touch with Munirathinam.

    “Chopping of hand of Indian lady – We are very much disturbed over the brutal manner in which Indian lady has been treated in Saudi Arabia,” she tweeted. “This is unacceptable. We have taken this up with Saudi authorities.”

    Vijayakumari said Munirathinam went to Saudi Arabia to work as a domestic help three months ago.

    “When she tried to escape harassment and torture, her right hand was chopped off by the woman employer. She fell down and sustained serious spinal injuries,” Vijayakumari said.

    “Kasturi’s employer was angered after she apprised local officials about the harassment she was facing there, she was not even provided food.”

    The family learnt about the incident from “agents who sent her to Saudi”, Vijayakumari said

    “She has now been hospitalised in Riyadh and is in a serious condition, our appeal is please bring her back home immediately and help in her treatment,” she said.

    While Munirathinam’s sister lives in Chennai, her family is in Moongilarei village of Vellore district in Tamil Nadu.

    In her letter to Swaraj, Kanimozhi said Munirathinam’s condition was deteriorating. “Steps should be taken to bring home Kasturi as soon as possible, I appeal on behalf of the victim’s family,” she wrote.

    NEW DELHI (TIP): India on October 8 voiced concern over reports of the US mulling a nuclear deal with Pakistan on the lines of Indo-US pact and cited Pakistan’s nuclear proliferation record to oppose it.

    “We have seen these reports and it is not for the first time this issue has surfaced. Whosoever is examining that particular dossier should be well aware of Pakistan’s track record in the area of proliferation. And when India got this particular deal it was on the basis of our own impeccable non-proliferation track record. That is the reason US gave us 123 agreement in 2005 and that is why we got a NSG waiver in 2008. Pakistan’s track record is completely different so we hope that will taken into account in making any such decision,” spokesperson in the external affairs ministry Vikas Swarup said, in an apparent reference to Pakistan and North Korea’s nuclear arms program.

    According to reports, North Korea obtained “many of the designs for gas centrifuges and much of the machinery” required to make highly enriched uranium for nuclear weapons from Pakistan, which in return got ballistic-missile parts from North Korea. Ahead of Prime Minister Nawaz Sharif ’s visit to the US this month, a report in The Washington Post said the US is negotiating a pact on new limits on Pakistan’s nuclear weapons and delivery systems, a deal that might lead to an agreement similar to the Indo-US civil nuclear deal. “Pakistan has been asked to consider what are described as ‘brackets’,” the report quoted a source familiar with the talks between the two countries as saying. To a separate query on whether Pakistan had asked India for a meeting between the two foreign ministers along with the meeting of their NSAs as was proposed by India on the sidelines of the UN General Assembly, the spokesperson said, “Yes. There was an issue of sequencing… We are committed to the Ufa understandings.

    “The understandings are very clear and that is two (Indo-Pak) National Security Advisors are to meet to discuss all issues connected to terrorism. The DG BSF and the Pak Rangers and the DGMOs are to meet to sort out the issues on the border. The firings and disturbance on the border… “And we have told that we are ready for the NSA-level dialogue. Last time Pakistan walked out of it… but we are committed to this understanding,” he said, adding where was a meeting between the foreign ministers as part of the agenda and understanding.

    Several members of the Indian community gathered at the Times Square in New York to hold discussions about the upcoming Bihar elections and voice their expectations from a future government over improving the economic and employment scenario in the state.

    Dubbed as ‘Litti Pe Charcha’, named after a popular dish in Bihar and in a similar vein to Prime Minister Narendra Modi’s ‘Chai Pe Charcha’, the discussion brought together over 200 members of the Indian community in the iconic tourist destination yesterday to talk about the elections and send a message to the youth in the state to exercise their right to vote.

    The discussion centered around key issues impacting Bihar such as unemployment, corruption, education, poverty, migration, health, law and order and agriculture.

    Representing ‘Vote For India’ Manik Tyagi said Indians in the US are concerned over the situation in Bihar and the lack of employment even as the youth is willing to return to the state if the security situation and investment climate improves.

    Anil Sharma, who represented HiPac, a large group of Non-Resident Indian (NRI) youth, talked about the underutilisation of human resources in Bihar.

    Others participating in the discussions said that the election is crucial for the state’s future growth and economic development.

    Similar gatherings have been planned across the US.

    Voicing their support for a BJP-led government in the state, some participants said Bihar should leverage PM Modi’s leadership and focus on economic development.

    NEW DELHI (TIP): BJP on Oct 8 approached the Election Commission seeking immediate withdrawal of an FIR against party chief Amit Shah for his “Chara chor” (fodder thief) remark against RJD chief Lalu Prasad and demanded action against officials working “under pressure” of the state government. A delegation of party leaders, led by Union minister M Venkaiah Naidu, drew EC’s attention to the alleged hate speeches of Prasad and AIMIM chief Asaduddin Owaisi and sought strong action against them for their remarks.

    “In Bihar, an unnecessary FIR has been registered against BJP President Amit Shah. We feel it is done under pressure from the local government.

    “An FIR has been registered against the president of a national party. It is very objectionable. We have brought it to the notice of EC and put forth the facts and requested EC that they should hold an immediate inquiry and this FIR should be withdrawn,” Naidu told reporters.

    NEW DELHI (TIP): It has been a long legal battle for an American citizen— 27 years to be precise — to get compensation for being severely injured in a road accident in 1988 near Jaipur while participating in a peace march.

    Putting to an end to the battle fought by the activist’s mother in various courts in India, the Supreme Court earlier this week awarded a compensation of around Rs 1.17 crore along with interest of 6% to be paid by Rajasthan State Road Transport Corporation whose bus had hit him. The rate of interest is to be paid from the date of filing the claim and the total amount may add up to more than Rs 2 crore.

    A bench of Justices Ranjan Gogoi and R K Agrawal quantified the loss caused to him and his mother due to accident in terms of US dollars and converted it into Indian rupees on the basis of exchange rate prevailing at the time of accident. The court turned down the plea of the corporation that loss should not be gauged in dollars. Alexix Sonier, the American citizen, was participating in a ‘Peace March’ on January 8, 1988 along with the citizens of various other countries from Ahmedabad to Rajghat, in New Delhi. A speeding bus of Rajasthan Corporation had hit me while he was on his way along with other activists near Jaipur.

    He was severely injured in the accident and slipped into coma. He was taken to Sawai Man Singh Hospital. Three surgical operations were performed on him but he did not regain consciousness and he was shifted to Ahmedabad hospital.

    Vyapam scam: CBI sends 3 hard disks to CFSL for cloning

    BHOPAL (TIP) : Three hard disks seized from Nitin Mohindra’s computers – considered crucial, but controversial, evidence in the Vyapam scam investigations – has been sent for cloning to central forensic science laboratory (CIFSL) Hyderabad by CBI.

    “CIFSL lab will be preparing copies and clones of three hard-disks in next few days,” CBI has said in its status report submitted before the Supreme Court on Thursday morning. Court will hear this report on Friday.

    Self-styled cyber forensic expert Prashant Pandey and former chief minister Digvijay Singh had submitted in court a document that purportedly mentions “CM” against the name of as many as 48 of the 131 illegal appointees.

    They claimed the document was the original excel-sheet from the computer hard disk of Nitin Mohindra, the main accused in the Vyapam, known as Vyapam scandal. The word “CM” written against candidates who benefitted from illegalities is understood to be a reference to the person who recommended them.

    The event was attended by a wide array of people from all over the tri state area of different walks of life, age groups and backgrounds.

    Deepavali, meaning ‘A row of lamps’ is also popularly known as Diwali, or ‘Festival of Lights’. It signifies the triumph of ‘Good over Evil’.

    The AIA-NY attempts to bridge the gap in the community with events as Deepavali and brings the community together. The festival was a full day celebration with numerous corporate booths, food & clothing vendors, performances and activities for the entire family including a live grand display of fireworks.

    The theme for the Festival this year was “Empowerment of Youth”. Towards that objective, “Naach Inferno”, a successful new attraction to the Festival in 2014, an inter-collegiate dance competition took place again this year.     EU referendum: Three of UK’s biggest donors to bankroll ‘out’ campaign

    ENGLAND (TIP): Three of the biggest political donors in Britain are to bankroll the campaign to pull the country out of the European Union, it will be announced.

    Peter Cruddas, who has given the Tories over £1.2 million will join Labour’s largest individual donor John Mills and Stuart Wheeler who bankrolled Ukip as joint treasurers of the cross party ‘leave’ campaign.

    Together the three have a net wealth of over £1 billion and have donated around £3 million to political causes.

    The campaign is also being backed by the mobile phone billionaire John Caudwell who founded Phones 4u and who helped bankroll the ‘No to AV’ campaign.

    Other rich backers who will be announced on 9 October include the banker Alexander Hoare whose family is worth over £300 million and the Christopher Foyle the Chairman of Foyles bookshops.

    Sources in the campaign said they expected to raise at least £13 million in the run-up to the official referendum campaign when donations become regulated by the Electoral Commission. This is on top of the £7 million that the campaign will be allowed to spend during the official campaign period.

    Under Electoral Commission rules the ‘leave’ campaign will not have to declare any donations they receive before the referendum bill is passed into law -allowing the campaign to amass a secret war chest of undeclared funding.

    The launch of the ‘leave’ campaign on 9 October comes amid growing nervousness among prominent pro-EU campaigners that they are facing an uphill struggle to persuade undecided voters to back Britain’s continued membership of the EU.

    A poll last month found that the ‘remain’ campaign has just a 3% lead while another recent study found undecided voters were much more attracted to the messages of the ‘leave’ campaign.

    A new poll by ICM for the ‘leave’ campaign released on 9 October found 54 per cent of the public are either in favour of leaving or dislike the EU but might vote to stay because they are worried about living standards.

    OTTAWA (TIP): Canadian Prime Minister Stephen Harper’s political rivals pounced on news Oct 8 that he interfered with the resettlement of Syrian refugees, bringing the issue of migrants back to life in Canadian legislative elections.

    The Globe and Mail reported that the prime minister’s office had directed immigration officials to temporarily halt processing Syrian refugee claims several months ago, effectively delaying their resettlement in Canada.

    The claims were to be vetted and approved by Harper, meaning fewer cases were ready for sponsorship when Canadians came forward in large numbers following the drowning of three-year-old Alan Kurdi in August, the newspaper said.

    Liberal leader Justin Trudeau on Thursday called the government’s actions “irresponsible,” saying it was an unacceptable “interference with important processes where lives are at stake.”

    Thomas Mulcair, leader of the New Democrats, said that the affair showed “abject behavior by Stephen Harper.”

    “It is a shame on Canada. And Stephen Harper should apologize and remove those restrictions now,” he added.

    The rerouted process was in place for several weeks, the newspaper said. At the same time, the prime minister’s office also ordered an audit of all UN-referred asylum seekers in 2014 and 2015.

    Harper faced strong criticism earlier in the campaign for not doing more for migrants, as a crisis unfolded in Europe with a record influx of people fleeing war in Syria.

    Canada’s election is scheduled for October 19.

    The prime minister’s office and immigration officials were not immediately available for comment Octobner 8, 2015.

    Chris Day, spokesman for immigration minister Chris Alexander, however, told the Globe and Mail the processing of claims resumed after a review to ensure that “procedures were adequate to identify those vulnerable persons in most need of protection while screening out threats to Canada.”

    MOSCOW (TIP): Russia’s defence ministry denied a claim by a US official October 8 that four Syria-bound Russian cruise missiles fired from the Caspian Sea had crashed in Iran. “Any professional knows that during these operations we always fix the target before and after impact. All our cruise missiles hit their target,” ministry spokesman General Igor Konashenkov said in a statement.

    The US official, who spoke on condition of anonymity, said the missiles landed in Iran on Wednesday, confirming a story first reported by CNN. But he did not provide details about where they might have landed or whether they caused any damage.

    Nor would the official say exactly what type of cruise missiles went down, except to say that they were among a salvo fired from Russian warships in the Caspian. “In contrast to CNN we do not refer to anonymous sources but we show the path of our missiles and their targets practically in real time,” Konashenkov said.

    The Russian defence ministry posted a graphic on its website on October 7 showing 26 missiles overflying Iran and Iraq before striking inside Syria. Russia has been conducting air strikes in Syria in defence of the embattled regime of President Bashar al-Assad since September 30. The missile launches were in support of a major ground offensive by the Syrian army on several fronts in the war-torn country’s west.

    UNITED NATIONS (TIP): The top United Nations aid official has called for a swift investigation of a suspected Saudi-led air strike that killed dozens of people at a wedding in Yemen.

    Stephen O’Brien, the UN under-secretary-general for humanitarian affairs, yesterday said he was “deeply disturbed” by the news that civilians had been killed in Wednesday evening’s bombing.

    “I call for a swift, transparent and impartial investigation into this incident,” O’Brien said in a statement.

    “Real accountability for parties to conflict, whether they are states or non-state groups, is urgently needed, to ensure that the commitment under international law to protect civilians is meaningful,” he added.

    O’Brien quoted Yemen’s ministry of public health as saying that at least 47 people were killed and 35 were injured, among them many women and children, in the strike.

    Medical sources confirmed at least 28 deaths to AFP.

    The raid hit a house where dozens of people were celebrating in the town of Sanban in Dhamar province, 100 kilometers south of the capital Sanaa, residents said.

    It was the second alleged air strike by the Saudi-led coalition on a Yemeni wedding party in just over a week.

    But the coalition, under mounting criticism over the civilian death toll of its bombing campaign against Iran-backed Shiite rebels, denied any involvement in the latest attack.

    O’Brien noted that 4,500 civilians have been killed or injured since the Saudi-led coalition began air strikes against rebels in Yemen in March.

    “That is more than in any country or crisis in the world during the same period,” he noted.

    The strongly-worded statement underscored that the sides have a responsibility under international law to avoid damage to homes and other civilian structures.

    According to a new study, frequent arguments and domestic fights — and not children — are behind a decrease in bedroom action among couples in just 12 months of living together.

    The situation, however, may change as they begin communicating and understand their sexual preferences in the due course of time.

    “We found a positive development of sexual satisfaction in the first year of a relationship, followed by a steady decline,” said study author Claudia Schmiedeberg from Ludwig Maximilian University in Munich, Germany.

    For the results, some 3,000 participants in the age group 25-41 answered a survey on bedroom behaviour titled “Does Sexual Satisfaction Change With Relationship Duration?”

    Surprisingly, children did not appear to have much effect on the sex life, the authors said.

    “We analysed how sexual satisfaction changes over the course of a relationship using three waves of the German Family Panel study,” Schmiedeberg said.

    The team focused the analyses on young and middle-aged heterosexual individuals in committed relationships.

    “Moreover, we found significant effects for the control variables of health status, intimacy in couple communication and conflict style, as expected,” the authors noted.

    Everyone knows that exercise improves health, and ongoing research continues to uncover increasingly detailed information on its benefits for metabolism, circulation, and improved functioning of organs such as the heart, brain, and liver.

    With this knowledge in hand, scientists may be better equipped to develop “exercise pills” that could mimic at least some of the beneficial effects of physical exercise on the body, but a review of current development efforts ponders whether such pills will achieve their potential therapeutic impact, at least in the near future.

    Researchers have recognised the need for exercise pills for some time and this is an achievable goal based on their improved understanding of the molecular targets of physical exercise, says co-author Ismail Laher of the University of British Columbia in Vancouver.

    Several laboratories are developing exercise pills, which at this early stage are being tested in animals to primarily target skeletal muscle performance and improve strength and energy use–essentially producing stronger and faster muscles. But of course the benefits of exercise are far greater than its effects on only muscles.

    Clearly people derive many other rewarding experiences from exercise, such as increased cognitive function, bone strength, and improved cardiovascular function, says Laher, adding that it is unrealistic to expect that exercise pills will fully be able to substitute for physical exercise at least not in the immediate future.

    While exercise pills may provide some benefits for people in the general population, they might be especially helpful for those who are unable to exercise for a variety of reasons, as the review by Laher and his coauthor Shunchang Li notes.

    Much more research is needed to fully understand the side effects of candidate exercise pills, in addition to determining their optimal dosages, and the potential for misuse in humans and animals (e.g., races).

    Laher added that they are at the early stages of this exciting new field. Further development of exercise pills that act in combination may be more effective than single compounds. Researchers just don’t know anything about their long-term use in humans yet.

    Nasa’s New Horizons spacecraft has returned the best colour and the highest resolution images yet of Pluto’s largest moon, Charon, which show a surprisingly complex and violent history.

    The image combines blue, red and infrared images taken by the spacecraft’s Ralph/Multispectral Visual Imaging Camera (MVIC); the colours are processed to best highlight the variation of surface properties across Charon.

    Charon’s colour palette is not as diverse as Pluto’s; most striking is the reddish north polar region, informally named Mordor Macula, Nasa said.

    Charon is 1,214 kilometres across. The image resolves details as small as 2.9 kilometers.

    At half the diameter of Pluto, Charon is the largest satellite relative to its planet in the solar system.

    Charon’s cratered uplands at the top are broken by series of canyons, and replaced on the bottom by the rolling plains of the informally named Vulcan Planum.

    The scene covers Charon’s width of 1,214 kilometres and resolves details as small as 0.8 kilometres.

    Another image shows the details of a belt of fractures and canyons just north of the moon’s equator.

    This great canyon system stretches more than 1,600 kilometres across the entire face of Charon and likely around onto Charon’s far side.

    WASHINGTON (TIP): Researchers at Nasa have successfully tested an umbrella-like heat shield made of carbon fabric that could protect future Mars exploration vehicles from extreme heat when entering the red planet’s atmosphere.

    As Nasa missions to Mars progress with science and complex human exploration missions, spacecrafts will require larger heat shields to protect against the extreme heat of entering a planet’s atmosphere and decelerating at a safe altitude in the thin Martian atmosphere, the US space agency said.

    Today’s rockets have limited space to accommodate spacecraft and their heat shields.

    However, engineers at Nasa’s Ames Research Centre may have a solution —Adaptive Deployable Entry and Placement Technology (ADEPT).

    ADEPT is a mechanically-deployable heat shield concept using carbon fabric— a flexible heat shield that expands to “open” like an umbrella.

    Ames’ engineers have successfully completed heating simulation testing of an ADEPT model under conditions akin to entering the Martian atmosphere.

    The test used a blast of hot air from a 21 inches diameter nozzle to simulate a bow shock wave in front of a 2 m wide ADEPT shield, which was attached to a water—cooled support arm.

    During the tests, temperatures on the shield reached 1,700 degrees Celsius while bluish streaks streamed away as a special resin—infused protective coating ablated from the stitching.

    Extensive instrumentation and imaging products from the test will be used to validate how materials respond to the testing conditions, and thermo—structural design codes.

    The testing approach demonstrated with this test will enable future, more extensive testing of the ADEPT configuration — towards possible future use of the system on missions bigger than anything NASA’s ever flown.

    The ADEPT project is led by Nasa’s Ames Research Centre, with contributions from multiple other Nasa centres.

    Twitter Inc rolled out its much-anticipated “Project Lightning” on Tuesday, a feature that shows users the site’s best tweets and content as curated by a Twitter team.

    The feature, introduced a day after Twitter announced interim Chief Executive Officer Jack Dorsey would stay on permanently, is one of a slate of projects under Dorsey that aims to ramp up Twitter’s waning user engagement and growth.

    When users open the Twitter app on their mobile phones, they will see a lightening bolt tab that opens up a list of “moments.” An unknown number of employees curate the day’s best tweets – such as interactions between celebrities or the most shared news stories and photos – so that users can find them even if they do not follow certain accounts.

    Twitter also organizes moments by category, such as sports or entertainment.

    The microblogging service has long been criticized for being confusing to use and difficult for users to find popular content. Although more than 1 billion people have tried Twitter, the site has 316 million users worldwide, compared with Facebook Inc’s 1.5 billion and Instagram’s 400 million.

    Since Dorsey, widely heralded as a product visionary, assumed the interim chief executive officer job in July, Twitter has rolled out a number of updates and features that make it easier for users to locate the most interesting content.For example, Twitter recently introduced a “buy now” button that allows users to make purchases directly through Twitter.

    “Our work forward is to make Twitter easy to understand by anyone in the world, and give more utility to the people who love to use it daily,” Dorsey tweeted Monday after announcing he would serve as the company’s permanent CEO.

    Investors and analysts cheered Dorsey’s return, with shares rising as much as 6 percent on Monday. They have pointed to increased product rollouts since he took the helm in July – specifically citing Project Lightening – and said that what Twitter needs most to succeed is a regular slate of new features to simplify the site and keep users engaged.

    Scientists are to send two spacecraft to knock an asteroid off course, as part of a test to block such rocks in future, which may threaten humanity.

    The joint US-European Aida (Asteroid Deflection & Assessment) mission will send a small spacecraft to crash into the egg-shaped rock, known as Didymoon.Though the asteroid is too small to pose any threat, the mission will be an important test if we do eventually come at risk of civilisation being wiped out by a space rock.

    The missions are set to be launched in October 2020 and are expected to reach Didymoon by May 2022. Nasa will send one craft in the mission, known as Double Asteroid Redirection Test (Dart), which will fire a probe to smack into the rock and see if it can throw it off course.

    Besides the nudging probe, scientists will send another spacecraft -the Europe an Space Agency’s Asteroid Impact Mission (Aim)–that will fly around Didymoon watching the effect of the Dart mission, as well as measuring the asteroid’s mass and density , and putting a small lander on the asteroid itself to look at its insides.

    “To protect Earth from potentially hazardous impacts, we need to understand asteroids much better–what they are made of, their structure, origins and how they respond to collisions,” said Dr Patrick Michel, lead investigator for the European Space Agency half of the mission.

    “Aida will be the first mission to study an asteroid bi nary system, as well as the first to test whether we can deflect an asteroid through an impact with a spacecraft.The European part of the mission will study the structure of Didymoon and the orbit and rotation of the binary system, providing clues to its origin and evolution,” Michel said. “Asteroids represent different stages in the rocky road to planetary formation, so they offer fascinating snapshots into the solar system’s history ,” he added.

    WASHINGTON (TIP): Researchers have designed a specialised catheter for fixing holes in the heart using a biodegradable adhesive and patch, eliminating the need for open heart surgery.

    Pedro delNido, contributing author on the study, said, “This method also avoids suturing into the heart tissue, because we’re just gluing something to it,” said delNido.

    Catheterisations are preferable to open heart surgery because they don’t require stopping the heart, putting the patient on bypass, and cutting into the heart.

    Their newly designed catheter device utilises UV light technology, and can be used to place the patch in a beating heart. The catheter is inserted through a vein in the neck or groin and directed to the defect within the heart.

    Once in place, the clinician opens two positioning balloons: one around the front end of the catheter, and one on the other side of the heart wall.

    The clinician then deploys the patch and turns on the catheter’s UV light. The light reflects off of the balloon’s interior and activates the patch’s adhesive coating. As the glue cures, pressure from the positioning balloons on either side of the patch help secure it in place. Finally, both balloons are deflated and the catheter is withdrawn.

    Over time, normal tissue growth resumes.

    Nava-ratri literally means “nine nights.” This festival is observed twice a year, once in the beginning of summer and again at the onset of winter.

    Significance 

    During Navaratri, we invoke the energy aspect of God in the form of the universal mother, commonly referred to as “Durga,” which literally means the remover of miseries of life. She is also referred to as “Devi” (goddess) or “Shakti” (energy or power). It is this energy, which helps God to proceed with the work of creation, preservation and destruction. In other words, you can say that God is motionless, absolutely changeless, and the Divine Mother Durga, does everything. Truly speaking, our worship of Shakti re-confirms the scientific theory that energy is imperishable. It cannot be created or destroyed. It is always there.

    Why Worship the Mother Goddess?

    We think this energy is only a form of the Divine Mother, who is the mother of all, and all of us are her children. “Why mother; why not father?”, you may ask. Let me just say that we believe that God’s glory, his cosmic energy, his greatness and supremacy can best be depicted as the motherhood aspect of God. Just as a child finds all these qualities in his or her mother, similarly, all of us look upon God as mother. In fact, Hinduism is the only religion in the world, which gives so much importance to the mother aspect of God because we believe that mother is the creative aspect of the absolute.

    Why Twice a Year?

    Every year the beginning of summer and the beginning of winter are two very important junctures of climatic change and solar influence. These two junctions have been chosen as the sacred opportunities for the worship of the divine power because:

    • We believe that it is the divine power that provides energy for the earth to move around the sun, causing the changes in the outer nature and that this divine power must be thanked for maintaining the correct balance of the universe.
    • Due to the changes in the nature, the bodies and minds of people undergo a considerable change, and hence, we worship the divine power to bestow upon all of us enough potent powers to maintain our physical and mental balance.

    Nine Nights & Days

    Navaratri is divided into sets of three days to adore different aspects of the supreme goddess. On the first three days, the Mother is invoked as powerful force called Durga in order to destroy all our impurities, vices and defects. The next three days, the Mother is adored as a giver of spiritual wealth, Lakshmi, who is considered to have the power of bestowing on her devotees the inexhaustible wealth. The final set of three days is spent in worshipping the mother as the goddess of wisdom, Saraswati. In order have all-round success in life, we need the blessings of all three aspects of the divine mother; hence, the worship for nine
    nights.

The day is also called as Virashtami, on account of this there are many shows put on for the display of martial arts and use of arms.

    During the period of British Raj in Bengal, the gradual increase in the importance of Durga Puja started. She had also become the icon of Indian independence movement since Hindu reformists resembled Durga with India. For this matter of fact a tradition of Baroyari or community puja became famous in the 1st quarter of the 20th century. Durga Puja stood one amongst the largely celebrated festivals in the entire world soon after the Independence.

    Mahishasuramardhini’ which is a radio famous programme since 1950s starts off the mood of the Durga Puja. This programme used to be aired live before but now a recorded version is broadcasted. In this programme late Birendra Krishna Bhadra, and also late Pankaj Kumar Mullick’s recorded voice of enchanting the hymns of the scriptures from Chandi or Devi Mahatmyam is listended by traditional Bengalis waking up early in the morning at 4. This programme is aired on All India Radio on the day of Mahalaya.

    Durga Puja is a festival which is also said to be the festival of Good Winning over Bad, Ma Durga winning over Mahishasura. Durgashtami day overlaps with the next day to end with a Sandhi Puja, puja performed for the overlapping of Durgashtami with Mahanavami.

    Goddess Durga is the mother of the universe and believed to be the power behind the work of creation, preservation, and destruction of the world. Since time immemorial she has been worshipped as the supreme power of the Supreme Being and has been mentioned in many scriptures – Yajur Veda, Vajasaneyi Samhita and Taittareya Brahman.

    The Meaning of Durga

    The word “Durga” in Sanskrit means a fort, or a place which is difficult to overrun. Another meaning of “Durga” is “Durgatinashini,” which literally translates into “the one who eliminates sufferings.” Thus, Hindus believe that goddess Durga protects her devotees from the evils of the world and at the same time removes their miseries.

    The Many Forms of Durga

    There are many incarnations of Durga: Kali, Bhagvati, Bhavani, Ambika, Lalita, Gauri, Kandalini, Java, Rajeswari, et al.

    Durga incarnated as the united power of all divine beings, who offered her the required physical attributes and weapons to kill the demon “Mahishasur”. Her nine appellations are Skondamata, Kusumanda, Shailaputri, Kaalratri, Brahmacharini, Maha Gauri, Katyayani, Chandraghanta and Siddhidatri.

    Durga’s Many Arms

    Durga is depicted as having eight or ten hands. These represent eight quadrants or ten directions in Hinduism. This suggests that she protects the devotees from all directions.

    Durga’s Three Eyes

    Like Shiva, Mother Durga is also referred to as “Triyambake” meaning the three eyed Goddess. The left eye represents desire (the moon), the right eye represents action (the sun), and the central eye knowledge (fire).

    Durga’s Vehicle – the Lion

    The lion represents power, will and determination. Mother Durga riding the lion symbolises her mastery over all these qualities. This suggests to the devotee that one has to possess all these qualities to get over the demon of ego.
