    MALANG (INDONESIA) (TIP): Top seeds P V Sindhu and K Srikanth notched up contrasting victories to advance to the third round of the $120,000 Indonesia Masters Grand Prix Gold tournament on December 4.

    Sindhu, who clinched the Macau Open Grand Prix Gold last week, brushed aside Indonesia’s Wulan Cahya Utami Sukuputri 21-12, 21-9 in a women’s singles match.

    The two-time bronze medallist at World Championships, Sindhu next takes on the winner of the match between seventh seed Jang Mi Lee and China’s He Bingjiao at the Gedung Graha Cakrawala on Friday.

    In men’s singles, World No. 9 Srikanth, who has qualified for the BWF Super Series Finals, survived a scare before prevailing over Indonesia’s Saputra Vicky Angga 21-14, 17-21, 25-23 in a match that lasted an hour and five minutes. He will next take on China’s Qiao Bin.

    Eighth seed RMV Gurusaidutt also reached the third round with a 21-19, 19-21, 21-15 win over Singapore’s Kean Yew Loh to set up a clash against Malaysia’s Iskandar Zulkarnain Zainuddin later in the day.

    However, it was end of road for third seed HS Prannoy, who had won the title last year when it was hosted by Jakabaring Sport City, Palembang. The Indian lost 12-21, 22-20, 13-21 to Shi Yuqi of China.

    NEW DELHI (TIP): Virender Sehwag, the former swashbuckling Indian opener, was felicitated by the Board of Control for Cricket in India (BCCI) on Thursday (December 3) ahead of the fourth India-South Africa Test in Feroz Shah Kotla in Delhi. Sehwag had a word of gratitude for his father for allowing him to play the sport and his captains, coaches and friends.

    “I want to thank my father for allowing me to play the game of cricket and giving me freedom to do whatever I wanted to. All my coaches, especially AN Sharma for making me the cricketer I am. I want to thank my first captain Ajay Jadeja and other captains Sourav Ganguly, Rahul Dravid, Anil Kumble. I want to thank Sachin Tendulkar. I would also like to thank all my fans for standing by me in my good and bad times,” the 37-year-old said.

    Anurag Thakur, the BCCI secretary, was present at the venue and presented Sehwag with a silver plaque commemorating his stellar achievements and contributions to Indian cricket. Sehwag called time on his glorious international career with over 8,000 runs in both Tests and One-Day Internationals (ODI).

    Reputed to take on the bowlers irrespective of the format of the game, Sehwag occupies top three spots in the list of highest individual Test scores by Indians, with two triple centuries and a 293. He is also one of the only four batsmen around the world to have notched up two scores in excess of 300.

    While popular tourist spots in the region, like Shimla and Manali, may be bustling with vacationers now, places like Dharamsala offer you the opportunity to leave the crowds behind, and instead, visit -monasteries, volunteer at community centres, and check out all the sights in a relaxed manner.

    Dharamkot

    Dharamkot is a small, quaint village to the north of McLeodganj. It offers a host of upbeat cafés, retreats and Ayurvedic massage centres. Most -importantly, we found a view to kill for, with the entire Kangra Valley in front of us. Also, as yoga retreats gain momentum, most tourists these days hike to Dharamkot to enrol themselves in the Vipassana meditation centre here. Homestays are also easily available.

    HPCA Cricket Ground

    Amid a picturesque canopy of Deodar woods and green meadows, Himachal Pradesh Cricket Association’s ground stands tall with the snow-capped Dhauladhar range providing a formidable backdrop. This is also the fourth-highest stadium in the world, located at an altitude of 1,457m. Although smaller than, say Mumbai’s famous Wankhede Stadium, visitors will not be disappointed with it at all. Although tourists are not allowed inside the pavilion, the postcard view from the stands more than makes up for it.

    One-stop shop

    Do not believe people who tell you that Dharamsala is as commercial as Shimla or Dalhousie. It is not. It is a small town that you can probably explore by foot in a day. However, McLeodganj is vibrant and bustling, especially McLeodganj Square (as it is popularly called), with two parallel boulevards of retail outlets. Here, you can steal deals on almost everything — from handicrafts and winter wear to musical instruments and accessories — by bargaining hard.

    DHARAMSALATsuglagkhang Complex

    This is reportedly the biggest Tibetan monastery outside Tibet. Close to McLeod Square — the main market area, tourists can attend sermons by the Dalai Lama here. His residence is also on the premises of this magnificent temple. With the sounds of holy chants filling the air, the spacious meditation hall -resonates with serenity. However, you can’t use your cell phone here or talk loudly. So, keep your decibel levels in check. At the entrance, one will also spot pillars dedicated to the Tibetan martyrs.

    The Tibetan Museum, also located here, may not be extraordinary, but has a massive collection of photographs documenting Tibetan history, heritage and culture.

    St John in the Wilderness

    DHARAMSALA1This Anglican church is located at a walkable distance from both Dharamsala and McLeodganj, at a place called Forsythganj. The church has a cemetery on its premises, and gives an eerie feeling, especially since it’s situated almost in the middle of nowhere. The beautiful Neo-Gothic structure is ornamented with intricate Belgian-stained glass panes. Built in 1852, the then–viceroy of the country, Lord Elgin, was buried here in 1863.

    Good food

    There are countless cafés across Dharamsala and McLeodganj serving a range of cuisines, including Chinese, Tibetan, Kashmiri and Israeli. Giving them stiff competition are the roadside stalls with their steamed momos, fried baklebs (tiny Tibetan-styled samosas) and filling thukpas (thick noodle soup with vegetables, boiled chicken pieces and egg slices).

    Community service

    There are a bunch of places where you can contribute during your stay here. We enrolled ourselves for a couple of hour-long conversation sessions at Tibet World in McLeodganj. Here, we conversed in English with locals to boost their proficiency in the language. To register, submit a passport or stamp-sized photo of yourself, and fill a form with your contact details.

    Triund: A trekkers’ paradise

    DHARAMSALA2Triund, situated at an elevation of nearly 2,900 m above sea level, lies between the Kangra valley and the lofty Dhauladhar range of the Himalaya in Himachal Pradesh. You can get there by a pleasant trek of 9-10 km from the hill town of McLeod Ganj (about 2080 m), known as the Little Lhasa for it houses the headquarters of the Tibetan Government in Exile and its spiritual leader His Holiness the 14th Dalai Lama.

    The trail to Triund is also one of the old routes followed by the Gaddi shepherds of Chamba and Kangra valleys. Two trails lead to Triund from McLeod Ganj: one via Bhagsu, which is a bit roundabout, and the other one through Dharamkot, which is 2 km uphill from McLeod Ganj. From Dharamkot, you can choose either a motorable road or an amazing walk through an alpine forest-covered short cut to reach Gulu Devi temple in upper Dharamkot.

    The breathtaking trail to Triund starts here. After the first moderate half of the trek, you will come across two two small but fully loaded shops to reenergize yourself. Snacks, Maggi noodles, energy drinks, cold drinks and tea — everything is available. But the bigger attraction here is the serene view of the valley below. Hence the names: Magic View Café and Best View Café. They do absolute honour to their names. The peace, the calmness and the purity seem so special; it’s not only rare, it’s out-of-this-world. There is nothing more revitalising than a hot bowl of Maggi and a hot sip of strong tea as clouds float around you to carry away your grogginess. A relaxing break here is helpful before you walk the much steeper and more tiring second half of the trail.

    The greenery of the surroundings, the misty mountain top, the crisp and pure breeze, various Himalayan flowers and the constant chirping of birds will divert your mind from the strenuous walk uphill. On reaching the top, you have plenty of options to continue ahead. Triund is only the gateway to a number of longer treks deep into the Dhauladhar range. Rooms are available in a guesthouse maintained by the Forest Department (you need prior permission to stay here as it has only six rooms). You can also hire a tent — highly recommended for the unforgettable experience of spending the night atop a hill without electricity. Only nature prevails. There are three shops, or cafes, as they are commonly known, to provide you with food and drinks. Considering the transportation cost, the expensive food will seem reasonable. The tranquillity of the place is indescribable. Just a few hours here will wash away your worries.

    To be surrounded by larger-than-life mountains makes you realise the futility of worldliness and leave you feeling that you are merely part of a grander design.

    How to reach

    1 Dharamsala is a 30-minute drive from Gaggal Airport (also known as Kangra Airport).

    2 Alternatively, board a train to Pathankot. Dharamsala is a two-and-a-half hour journey via road from there.

    3 McLeodganj is situated 5km away from Dharamsala.

    4 You can use cabs or choose to walk.

    Petition filed to bring Kohinoor from UK to Pakistan

    LAHORE (TIP): A petition has been filed in a Pakistani court asking the government to bring back Kohinoor diamond, the world famous precious stone which India has been trying to get from the UK.

    Barrister Javed Iqbal Jaffry alleged in his petition to the Lahore High Court that the UK snatched the diamond from Daleep Singh, grandson of Maharaja Ranjeet Singh, and took it to Britain.

    “The diamond became part of the crown of incumbent Queen Elizabeth-II at the time of her crowing in 1953. Queen Elizabeth has no right on the Kohinoor diamond, which weighs 105 carats and worth billions of rupees,” he said.

    “Kohinoor diamond was cultural heritage of Punjab province and its citizens owned it in fact,” Jaffry said.

    He asked the court to direct federal government to bring the diamond to Pakistan from the British government.

    The Kohinoor was mined in medieval times in the Kollur mine in Andhra Pradesh’s Guntur district. At one time it was considered the largest diamond in the world.

    The diamond was originally owned by the Kakatiya Dynasty, which had installed it in a temple of a Hindu goddess as her eye.

    Reportedly, in 1849, after the conquest of the Punjab by the British forces, the properties of the Sikh Empire were confiscated. The Kohinoor was transferred to the treasury of the British East India Company in Lahore. The properties of the Sikh Empire were taken as war compensations.

    It passed through the hands of various invaders and was finally appropriated by the British during the Raj.

    Today the diamond is a part of the Crown of Queen Elizabeth II.

    India has been long demanding the return of Kohinoor which was owned by several Mughal emperors and Maharajas before being seized by the British.

    India says that Kohinoor was illegally acquired and wants it returned along with other treasures looted during colonial rule.

    When Queen Elizabeth II made a state visit to India marking the 50th anniversary of independence in 1997, many Indians in India and Britain demanded the return of the diamond.

    4 convicted for storming a Peshawar school hanged

    ISLAMABAD (TIP): Pakistan on Dec 3 hanged four militants involved in the massacre of nearly 150 people, 134 of them schoolchildren, at an army public school last year in Peshawar in the northwest.

    The death sentences were awarded by a military court and army chief, general Raheel Sharif had signed black warrants for the four convicted persons on Monday. The hangings, which took place at a prison in north-western Kohat city, were the first executions of civilians convicted by the country’s military court. The military courts were established after Pakistan’s political parties unanimously amended the constitution on Gen Raheel’s demand after the horrific attack on school on 16 December, 2014. Besides establishment of military courts, the massacre had also prompted a military crackdown on militants in tribal regions of North Waziristan and Khyber and the resumption of capital punishment after a six-year moratorium.

    During the attack, the militants had scaled the walls to get into the school and set off bombs before moving to classrooms to fire indiscriminately at both children and staff-members. Many of the students gunned down in that assault were the children of military personnel.

    The military claimed that the four convicts, Molvi Abdus Salam, Hazrat Ali, Mujeebur Rehman and Sabeel alias Yahya, were active members of Toheedwal Jihad Group
    (TWJ), a little-known outfit. The details shared by the army’s media wing revealed that Molvi Abdus was found involved in harbouring suicide bombers, who were used in the attack on the Army Public School.

    Hazrat Ali, another convict was accused of attacks on law enforcement agencies, kidnappings and collecting funds for attack on Army Public School, Peshawar. Mujeebur Rehman and Sabeel , however, were found guilty by the military court for attacks on law enforcement agencies and abetment in the attack on the Army Public School. President Mamnoon Hussain had rejected their appeals for mercy last month.

    The event started with National Anthems followed by special blessings from Chamunda Swami. Eric Kumar along with SA4BNY Executive Committee – D.P. Singh, Ravinder Dhillon and Karamjit Dhaliwal read a special Diwali Message from the Prime Minister of India  Narendra Modi .

    A Bollywood singer Shibani Kashyaprocked the evening with her melodious voice.

    Tish James started her speech observing a moment of silence for the unfortunate victims of the mass shooting in San Bernardino, California. All elected officials spoke on the occasion and extended Diwali greetings to the  gathering.

    WASHINGTON (TIP): Four persons of Indian origin are featured in Foreign Policy magazine’s list of 100 Leading Global Thinkers who have generated ideas that could promise humankind a better future.

    Featured among ‘Innovators’ whose work has advanced “progress in global health, human rights, security, and more” is Nina Tandon, co-founder of Epibone, New York City, “For healing broken bones by growing new ones.”

    Typically, to reconstruct bone, surgeons must take bone either from somewhere else in a patient’s body, necessitating a double surgery, or from an outside source, such as a prosthesis or a donor.

    But Nina Tandon has created a third way: Growing new bones. A patient’s stem cells are placed in a bone-shaped mold, which is then put into a special chamber that simulates the body’s temperature, nutrient composition, and other conditions.

    WASHINGTON (TIP): An Indian-origin researcher has been appointed by a prestigious US university to lead its cancer-related research programs.

    Bhramar Mukherjee has been appointed by University of Michigan Comprehensive Cancer Centre as associate director for population science research and will oversee the Center’s research on cancer causes, prevention, care delivery and outcomes.

    Ms Mukherjee, whose research has focused on how the interaction between genes and the environment impacts cancer risk, is a John D Kalbfleisch Collegiate professor of biostatistics and professor of epidemiology at the university’s School of Public Health. She also serves as the associate chair for biostatistics.

    “I am so impressed with Mukherjee. She is a stellar researcher in biostatistics, epidemiology and disparities.

    These are key issues for our CancerCenter to address. And I am thrilled to bring in Mukherjee to lead it,” said Ted Lawrence, Professor of Oncology and director of the varsity’s ComprehensiveCancerCenter.

    “As a biostatistician and epidemiologist, I can bring a lot to this role,” a university release quoted Ms Mukherjee as saying.

    Ms Mukherjee, who grew up in Kolkata, joined the University of Michigan faculty in 2006 also has worked on models to predict cancer risk among people with known genetic risk coming from high risk families.

    “We live in a very data-driven world. There are tremendous opportunities, both within the University of Michigan and nationally around big data – using medical records and mining large datasets to manage patient outcomes and care,” she said.

    Ms Mukherjee plans to foster and facilitate cross-collaboration within the population sciences program in the cancer centre and across various other units at the University of Michigan, something she has done frequently as a biostatistician.

    Indian American Researchers to Discover New Phase of Solid Carbon

    WASHINGTON(TIP): Indian-origin researchers in US have discovered a new phase of solid carbon which is harder than diamond and can be used to make diamond-related structures at room temperature.

    Graphite is one of the solid phases of carbon; diamond is another.

    “We’ve now created a third solid phase of carbon,” said lead author Jagdish Narayan, from North CarolinaStateUniversity in US.

    “The only place it may be found in the natural world would be possibly in the core of some planets,” Mr. Narayan said.

    The new phase of solid carbon, called Q-carbon, is harder than diamond and glows when exposed to even low levels of energy.

    “Q-carbon’s strength and low work-function – its willingness to release electrons – make it very promising for developing new electronic display technologies,” Mr. Narayan said.

    Q-carbon can also be used to create a variety of single-crystal diamond objects.

    Researchers started with a substrate, such as sapphire, glass or a plastic polymer. The substrate is then coated with amorphous carbon – elemental carbon that does not have a regular, well-defined crystalline structure.

    The carbon is then hit with a single laser pulse lasting approximately 200 nanoseconds. During this pulse, the temperature of the carbon is raised to around 3,727 degrees Celsius and then rapidly cooled. This operation takes place at one atmosphere – the same pressure as the surrounding air. The end result is a film of Q-carbon, and researchers can control the process to make films between 20 nanometers and 500 nanometers thick.

    By using different substrates and changing the duration of the laser pulse, the researchers can also control how quickly the carbon cools.

    By changing the rate of cooling, they are able to create diamond structures within the Q-carbon. “We can create diamond needles or micro needles, nanoneedles, or large-area diamond films, with applications for drug delivery, industrial processes and for creating high-temperature switches and power electronics,” Mr. Narayan said.

    “These diamond objects have a single-crystalline structure, making them stronger than polycrystalline materials,” he said. “And it is all done at room temperature and at ambient atmosphere -we’re basically using a laser like the ones used for laser eye surgery,” he said.

    NC State has filed two provisional patents on the Q-carbon and diamond creation techniques.

    The work is described in two papers published in the Journal of Applied Physics and the journal ALP Materials, both of which were co-authored by NC State PhD student Anagh Bhaumik.

    WASHINGTON (TIP): The US military will let women serve in all combat roles, Defense Secretary Ash Carter said on Thursday in a historic move striking down gender barriers in the armed forces.

    “As long as they qualify and meet the standards, women will now be able to contribute to our mission in ways they could not before,” Carter told a Pentagon news conference.

    “They’ll be allowed to drive tanks, fire mortars, and lead infantry soldiers into combat. They’ll be able to serve as Army Rangers and Green Berets, Navy SEALS, Marine Corps infantry, Air Force parajumpers and everything else that was previously open only to men,” he said.

    President Barack Obama called the move a “historic step forward,” saying it would “make our military even stronger.”

    “Our armed forces will draw on an even wider pool of talent. Women who can meet the high standards required will have new opportunities to serve,” Obama said in a statement

    Carter said the opening to women would take place following a 30-day review period, after which they would be integrated into the new roles in a “deliberate and methodical manner” as positions come open. The waiting period enables Congress to review the decision and raise any objections.

    He acknowledged the decision could lead to more debate over whether women would have to register for the draft, an issue he said was already under litigation. The U.S. military is currently an all-volunteer force, but young men are still required to register in case the draft is reactivated.

    Asked whether the decision opened the door to women being required to serve in front-line combat positions, Carter said members of the military had some choices but not “absolute choice.”

    “People are assigned to missions, tasks and functions according to need as well as their capabilities,” he said. (Reuters)

    WASHINGTON (TIP): Top Indian and American defense officials have discussed a range of common regional security interests and new opportunities for engagement, laying the foundation for defense minister Manohar Parrikar’s maiden visit to the US in December, a senior Pentagon official said.

    The 14th US-India Defense Policy Group (DPG) meeting was co-chaired by US Under-Secretary of Defense for Policy Christine Wormuth and Indian Defense Secretary G Mohan Kumar.

    Held at the Pentagon here on November 18, the meeting serves as an annual, senior-level defense dialogue and was the primary mechanism to guide bilateral strategic defense ties.

    “The two sides discussed a wealth of common regional security interests, new opportunities for defense engagement, and ways to further strengthen the military-to-military ties,” a senior US defense official told PTI.

    The meeting took place in the backdrop of escalating tensions over territorial claims in the South China Sea, over which Washington and Beijing are locked in a war of words after China began developing artificial islands in areas also claimed by several other South East Asian nations.

    “This dialogue was particularly important as it marks the first time the DPG has convened since (US Defense) Secretary (Ashton) Carter’s successful trip to India in June and has laid the foundation for Indian minister of defense Manohar Parrikar’s upcoming visit to the US in December,” the official said.

    Parrikar is scheduled to visit the US on December 10.

    Wormuth and Kumar identified several key areas such as defense strategy, humanitarian assistance and disaster relief (HADR), and maritime security cooperation which may present new opportunities for collaboration in the coming year.

    “Both emphasized their commitment to onward progress in defense cooperation in order to build on the positive momentum brought about through recent senior-level engagements,” the official said.

    The meeting was also the first after the Defense Framework Pact was signed during Carter’s India visit.

    The pact provides avenues for high-level strategic discussions, continued exchanges between armed forces of both countries, and strengthening of defense capabilities.

    HOUSTON, TX (TIP): Houston police are investigating whether a deadly shooting Wednesday, December 2 afternoon was in retaliation for another deadly shooting that happened just two hours earlier.

    The first shooting happened in front of a medical clinic at 8410 Fondren in the Kingsgate Shopping Center. Eyewitnesses say it appeared the victim was trying to get away. An unidentified man was gunned down Wednesday, December 2 afternoon at a busy strip shopping center in southwest Houston. The victim was found around 2:15 p.m. after Houston police officers were sent to investigate a “shooting in progress,” in the 8400 block of Fondren.

    He was on the ground in front of a medical clinic at the shopping center.

    HPD homicide detectives said the gunmen were in a stolen Hyundai Sonata.

    “It appears as though they were shooting from the vehicle,” said Bart Nabors, an HPD homicide detective. After opening fire, the gunmen drove through the parking lot before striking another vehicle. They abandoned the car and ran, officials added.

    Police said they have not yet determined a motive for the fatal shooting. “This area is known for some gang activity so that’s always possible,” Nabors said.

    Less than two hours later, Houston police responded to another shooting less than two miles away on Jessamine near Rampart. When they arrived, they found a another young Hispanic male dead in the street.

    “Due to the proximity of that scene to this, we are going to investigate the possibility they may be linked,” explained Robert Klementich with HPD’s Homicide Division.

    Police don’t have a motive for the first shooting. The victim’s mother identifies him as Jeffrey Machado, 17.

    The areas are known for gang activity, media reports.

    NEWYORK (TIP): A cross-section of Hindus is concerned after reports of burning of 40 Hindu religious flags outside a Woodhaven home in Queens, a New York City borough, on Thanksgiving Day. There are also reports of similar incidents around the country in recent times.

    According to reports, a Hindu temple was vandalized in Kitchener (Ontario) on November 15. Sign of planned “WinstonSalemHinduTemple” in Clemmons (North Carolina) was hit with over 60 shotgun blasts in July.

    A Hindu temple was vandalized in Dallas (Texas) in April. Two Hindu temples in Kent and Bothell (both in Seattle metropolitan area of Washington) were vandalized in February.

    A Hindu grandfather was roughed up by police in Madison (Alabama) in February, resulting in partial paralysis. Last year, there was anti-Hindu vandalism in LoudounCounty (Virginia).

    Hindu statesman Rajan Zed, in a statement in Nevada, said that it was shocking for the hard-  working, harmonious and peaceful US Hindu community numbering about three million; who had made lot of contributions to the nation and society; to receive such signals of hatred and anger.

    Rajan Zed suggested that basics of major world religions should be taught in high schools of the country and first responders should be imparted cultural competency training so that we understood each other better in view of increasing diversity of the country.

    Zed urged fellow Hindus to educate Americans about Hinduism, the oldest and third largest religion of the world with about one billion adherents, and try to remove any misconceptions about it.

    Zed pointed out that reasons for the success of the US Hindu community in the areas of education, wealth and long-lasting harmonious marriages were because of their continuing with the traditional values of hard work, higher morals, stress on education, sanctity of marriage, etc., in USA amidst so many distractions.

    The aim of the United Nation’s 21st Conference of Parties, also known as COP21, will be to commit the nations to reducing their greenhouse gas emissions, which is one step in fighting the adverse effects of climate change. The meeting is expected to be one of the largest held for the UN Framework Convention on Climate Change (UNFCCC), with 40,000 delegates attending the negotiations.

The additional costs come in the form of health disasters from particulate and other gaseous emissions that are affecting the Indian populace.     He added, “While understandably, India may not be able to eliminate coal and oil from its energy mix, a firm commitment to technological improvements to decrease the pollution impact of these energy sources must be undertaken. Solar energy, which has begun to gain traction in India, must be supported to increase if it is to be viable in the long term.”

    India often finds itself in the same boat as another large greenhouse gas emitter: China. Both countries have a gone through and are currently undergoing rapid development, economic opening, and possess the top two most populous nations in the world. The difference comes with how China has led in the UN agreements. China has pledged $3.1 billion to help developing countries par down their carbon emissions, has promised an emissions peak around 2030 and committed to having 20% of their energy from non-fossil fuels sources. India, on the other hand, has made some commitments in comparison; one of which is to reduce emissions intensity by 30 to 35 percent by the year 2030. Still, India will require US$2.5 trillion to meet their goals and introduce alternative energy sources to the country.

    Chicago mayor asks for police superintendent’s resignation

    CHICAGO (TIP): Chicago Mayor Rahm Emanuel said Tuesday, December 1, he has asked for the resignation of Chicago Police Superintendent Garry McCarthy.

    The announcement at a news conference came amid angry protests in Chicago over the way the city responded when a white police officer shot a black teenager 16 times in October 2014. Dashboard camera footage of Laquan McDonald’s killing was released last week after a judge ordered it be made public.

    “Superintendent McCarthy knows that a police officer is only as effective as when he has the trust of those he serves,” said Emanuel, speaking at City Hall.

    McCarthy was not at the news conference. But the mayor’s office told CNN the superintendent had, in fact, resigned.

    The mayor went on to describe a new task force on law enforcement accountability that will review how the city trains and oversees its police officers. It will include five Chicagoans who have been leaders in the justice system. Chicago native and former Massachusetts Gov. Deval Patrick will be a senior adviser to the group, Emanuel said.

    Later Tuesday, Illinois Attorney General Lisa Madigan said she sent a letter to the U.S. attorney general asking the Department of Justice’s Civil Rights Division to open an investigation into the Chicago Police Department to see whether its practices violate the Constitution and federal law.

    “Trust in the Chicago Police Department is broken,” Madigan said in a statement. “Chicago cannot move ahead and rebuild trust between the police and the community without an outside, independent investigation into its police department to improve policing practices.”

    The turmoil in Chicago isn’t unique to the city. For more than a year Black Lives Matter activists and others have tried to call attention to an assertion that some police across the country discriminate against black people. They point to cases in New York; Ferguson, Missouri; Baltimore and other cities, where they say police have used excessive and deadly force against black males.

    In Chicago, the outrage has been focused on the killing of McDonald. Dashboard camera footage from October 2014 shows the 17-year-old walking in the middle of a street toward squad cars while holding a knife. He then veers away and turns his back to police, and immediately is shot multiple times.

    Jason Van Dyke, the officer who shot McDonald, has been charged with first-degree murder.

    The Air India flight AI 173, a B777-200LR aircraft, with 230 passengers on board landed here at 5:40 am on Wednesday, December 2 with airport traffic control tower lit in Indian tricolor to welcome the flight to the city.

    The passengers applauded when the aircraft touched the ground.

    A number of officials from India and the US, which included the Consul General of India Venkatesan Ashok attended the ribbon cutting ceremony in New Delhi to mark the beginning of the services.

    Marking the maiden landing of a non-stop aircraft from India, the San Francisco city mayor Ed Lee declared this day as ‘Air India Day’.

    With the non-stop flight shuttling between San Francisco and New Delhi, Air India has become the first Airliner to offer a direct connection to West Coast.

    Prime minister Narendra Modi had announced the Air India flight to connect India and Silicon Valley, during his recent trip.

    The Air India flight AI 173 will fly to San Francisco three times a week – on Sundays, Wednesdays and Fridays.

    The new aircraft has 3-cabin configuration with 8 seats in First Class, 35 seats in Business class and 195 seats in Economy Class.

    NEW DELHI  (TIP): The increasing incidents of ‘intolerance’ that have created an atmosphere of fear amongst the Muslim minority community and the rise of Hindu nationalist fringe elements dominating the headlines in recent times, have not gone unnoticed in the world of Islamist jihad. Nor has the number of Indians who have fled to Iraq and Syria to join the ranks of the extremist militant groups or are amongst its ardent supporters on social media. Citing doomsday prophecies which say the Ultimate War will take place against the New World Order before the Day of Judgement, the group has made a direct indication that its future war strategy will include India among other countries.

    The threat is made in a new e-book titled, ‘Black Flags from the Islamic State’ (2016) released online on jihadist platforms on Tuesday, December 1. Laying out its strategy, the IS has predicted how its war against the kuffars (infidels, apostates) will pan out in the coming year and provides ‘guidance’ on how to fight back the oppressors to defend religion and life.

    The 130-page book, charts the history of modern jihad starting from the formation of al Qaeda in 1989 to the post 9/11 world which resulted in the onslaught of war in Iraq from which resulted in the birth of the previous manifestation of the Islamic State and its final establishment of Caliphate. The book states that the Islamic State is not limited to Iraq and Syria and will expand beyond the Levant region.

    “Into [countries from East to West:] the Phillipines, India, Pakistan, Bangladesh, Afghanistan…” Earlier the Islamic State leader Abu Bakr al Baghdadi had mentioned India as a part of the global Caliphate that the group envisions to capture.

    In chapter titled ‘The Scary Events leading to the Future Global Jihad’ the book talks about how Muslims in non-Muslim countries are facing discrimination and are considered as enemies since the rise of the Islamic State. As a result, it notes there is a growth of right wing movements “like India where the President (Narendra Modi) is a right wing Hindu nationalist who worships weapons and is preparing his people for a future war against Muslims.”

    Making reference to the incident in Dadri where a Muslim man was lynched by a mob on the suspicion of eating cow meat, the book adds that the leaders of such right wing groups encourage violence. “In India, a movement of Hindus is growing who kill Muslims who eat beef (cow meat).”

    In order to find this growing threat, the book states that Muslims have three options: either to make Hijrah (emigration) to a Muslim country, Jihad (fighting back), or face humiliation.

    In the following chapter ‘Lone wolves -> Clandestine Cells -> Insurgency -> Army’, the book provides details on how a single individual or small group of individuals can come together to form sleeper cells, including ideas of what kind of attacks can be conducted and what precautions one needs to take while making homemade explosives. It describes in detail how insurgency can be developed with the coming together of sleeper cells. And goes into a practical case study of how all this was successfully manifested in the recent case of attacks in Paris.

    DELHI MLAS GIFT THEMSELVES 400% SALARY HIKE

    NEW DELHI (TIP): Delhi MLAs on December 3 approved a 400% increase in their salary, accepting in totality the recommendations made by an independent committee that proposed a monthly payout of Rs 2.35 lakh to each MLA against the existing Rs 88,000.

    The bill was introduced – and passed – on Thursday in face of opposition from the BJP MLAs who said that this was probably not the right time for MLAs to take an increment. “We will abstain from voting for this bill because we do not think this is the right time for it. Even if you have to introduce it, the increment needs to lowered,” said leader of Opposition Vijender Gupta.

    The recommendations were proposed by an expert committee, headed by former secretary general of Lok Sabha, PDT Achari, which was constituted on August 21 after several MLAs of the ruling Aam Aadmi Party complained that they were unable to make ends meet with the existing pay package. The party came in for further criticism in light of its statement that the government is running extremely low on funds and despite its ‘aam aadmi’ credentials, sought to first ensure its own bank balance.

    The chief whip, speaker and deputy speaker will be entitled to the salary, allowances and entitlements of a minister of Delhi government.

    While a monthly allowance of Rs 4,000 for water and electricity has been removed from the salary, several other perks have been added, which include Rs 70,000 as allowance for constituency, a one-time payment of Rs 1 lakh to furnish office, Rs 60,000 to make the office functional and Rs 1 lakh for purchase of computers.

    A massive Rs 3 lakh has been included as annual payout for travel, including foreign trips, for the member and dependents. An annual increment of Rs 5,000 in basic salary has also been included.

    Several MLAs justified the rise, saying they had emerged from the anti-corruption movement and had no additional income with which to support their families or perform the duties expected of a legislative member. “Our salaries finish in the first 10 days of the month. We have now added responsibilities of running a constituency office, paying staff and meeting social obligations. I have to maintain a vehicle for official work and the salary we are getting at present is just about sufficient to meet the expenses,” said MAL Sanjeev Jha.

    Amid concerns that the implementation of these amendments would make Delhi MLAs the highest-paid in the country, sources said a large chunk of the emoluments was meant for official expenses.

    “Since 2014, the basic salary of MLAs in Assam is Rs 60,000 per month. With these amendments, Delhi MLAs will get only Rs 50,000 per month. The constituency allowance being paid to MLAs in Goa at present is Rs 90,000, despite the fact that it is an assembly smaller in terms of membership as well as population represented per MLA than Delhi,” said a source.

    NEW DELHI (TIP): A disease-afflicted woman cannot seek divorce just to get some money even after getting consent from her husband for dissolution of marriage, the Supreme Court has said.

    The court said to a Hindu wife that her husband is her God and he has to take care of her every need. A bench of Justices M Y Eqbal and C Nagappan refused a plea made by the couple to grant divorce by the mutual consent, after noting the woman—suffering from cancer—seemed keen for it just to have some money. Rs 5 lakh for treatment

    The court, instead, directed the husband to pay Rs 5 lakh for her treatment within a week—out of Rs 12.5 lakh—the amount for full and final settlement between them.

    Referring to the study of Hindu Law and different religious books, the court said it cannot be disputed that after marriage, law enjoins the corresponding duty on the husband to look after her comforts and not only to provide her food and clothes but to protect her from all calamities and to take care of her health and safety.

    “To a Hindu wife, her husband is her God and her life becomes one of the selfless service and profound dedication to her husband. She not only shares the life and love, but the joys and sorrows, the troubles and tribulation of her husband and becomes an integral part of her husband’s life and activities,” the bench observed.

    External Affairs Minister Sushma Swaraj may travel to Islamabad next week to attend a multilateral conclave on Afghanistan.

    Though the government has not yet officially announced Swaraj’s visit to Islamabad, sources said she herself might travel to the capital of the neighbouring country for a day or two to attend the “Heart of Asia” meet on Afghanistan, instead of asking Minister of State for External Affairs V K Singh to represent her and lead the delegation from India.

    Sources said that New Delhi would factor in Prime Minister Narendra Modi’s “brief but good discussions” with his Pakistani counterpart Nawaz Sharif on the sidelines of the UN climate change summit COP 21 in Paris on Monday to arrive at a decision on the External Affairs Minister’s visit to Islamabad.

    NEW DELHI (TIP): India and Pakistan may announce new dates for the talks between their Prime Ministers’ National Security Advisors, if External Affairs Minister Sushma Swaraj travels to Islamabad to attend a conclave on Afghanistan next week and has a
    “brief and informal courtesy” meeting with her counterpart, Sartaj Aziz, on the sideline.

    The proposal of Swaraj’s visit to Islamabad to attend the “Heart of Asia” conclave on Afghanistan and a bilateral meeting with Aziz are among the elements of Prime Minister Narendra Modi’s latest offer to his Pakistani counterpart Nawaz Sharif to end the impasse in diplomatic engagement between the two neighbours, officials told Deccan Herald on Thursday.

    Modi put forward his offer to Sharif when they had a brief chat on the sideline of the COP 21 climate change summit hosted by United Nations in Paris last Monday.

    Sharif, according to the sources, did not immediately respond to the proposal, but told Modi that he would get back after holding “internal consultations”. New Delhi is likely to take a final call on the external affairs minister’s visit to Pakistan only after factoring in the response from Islamabad.

    Modi and Sharif had met at Ufa in Russia on July 10 last and agreed on a roadmap of engagements, commencing with a meeting between the NSAs of the two prime ministers.Aziz, who was also Sharif ’s NSA then, was expected to meet his counterpart and Modi’s NSA Ajit Doval in New Delhi on August 24.
