EU expands Russia sanctions as new Ukraine talks loom

BRUSSELS (TIP): The EU agreed on Thursday to expand its sanctions against Russia as Ukraine’s warring parties announced fresh truce talks to end a surge in fighting between Kiev and Kremlin-backed rebels.

Former Soviet leader Mikhail Gorbachev warned meanwhile that the threat of further sanctions risked turning the new Cold War atmosphere into a globally destabilising “hot” armed conflict between Moscow and the West.

During emergency talks called after dozens died in fighting in the east Ukrainian port of Mariupol, EU foreign ministers overcame reluctance from Greece’s radical new government to reach a deal to tighten sanctions.

“I cannot say I am happy that we have taken this decision because the situation on the ground is nothing to be happy about,” EU foreign policy chief Federica Mogherini told a press conference in Brussels.

“But the one thing I can be happy about is that we have kept our unity.”

The United States welcomed the EU move, and warned Russia that it is mulling fresh sanctions of its own.

State Department spokeswoman Jen Psaki said the EU agreement was “a further sign that the actions of the last several days and weeks are absolutely unacceptable and that there will be new consequences put in place.”

Kiev and local officials said six civilians and five Ukrainian soldiers were killed over the previous 24 hours, adding to the UN’s confirmed death toll of 5,100 for the conflict in the former Soviet state.

The EU ministers agreed to extend, by six months until September, a series of targeted sanctions hitting more than 100 Russian and Ukrainian figures, which were introduced after the annexation of Crimea in March 2014, according to a statement after the talks.

They also agreed to come up with more names to be hit with the travel bans and asset freezes within a week.

  • JAYANTHI NATARAJAN ATTACKS RAHUL GANDHI, QUITS CONGRESS

JAYANTHI NATARAJAN ATTACKS RAHUL GANDHI, QUITS CONGRESS

NEW DELHI (TIP): Senior party leader Jayanthi quit Congress on January 30 after launching a fierce attack on Rahul Gandhi.

In a letter to the Congress President Sonia Gandhi she said after she was unceremoniously removed as Minister of Environment in December 2013, Rahul Gandhi’s office planted negative stories about her.

Talking about her resignation, Natarajan wrote, “The next day my resignation was headlines in the media, and all the initial reports correctly reported that I had stepped down for party work. By the afternoon, to my shock, I received information that persons from the office of Shri Rahul Gandhi were calling the media and planting stories that my resignation was NOT for party work.”

She also stated that till date she has not be told the reason behind her dismissal from the post of Minister of Environment.

After accepting her resignation, the then Prime Minister Manmohan Singh had praised her for her valuable contribution as a minister, she added.

“I was a victim of vicious, false and motivated media campaign,” Jayanthi Natarajan wrote in her letter to the Congress. She stated that Rahul Gandhi’s decisions were dumped on her and she has proof to back her claims.

Natarajan also revealed that she was forced to attack Prime Minister Narendra Modi on snoopgate.

  • Must give importance to mobile governance: Modi

Must give importance to mobile governance: Modi

NEW DELHI (TIP): To successfully implement e-governance, the country must think about ‘mobiles first’ and give importance to mobile governance, said Prime Minister Narendra Modi on January 30.

Addressing the 18th National Conference on e-Governance through Twitter, Modi said: “I urge you to explore ways to provide as many services as possible through mobiles. Let us bring the world into our mobile phones!” “While we look at e-Governance, let us think about ‘mobile first’ and thus give importance to m-Governance (mobile governance),” he added in another tweet.

Modi said that the conference brings together several delegates from central and state governments, armed forces, academia, industry and private sector while this year’s themes revolves around digital governance, skill development and employability.

“Centre is committed to realising dream of a Digital India, with a vision to make India a digitally empowered society & knowledge economy,” he said.

The prime minister said that he wanted to attend the conference personally but could not do so, therefore he took to Twitter. “I wanted to personally attend the conference but was unable to do so. However, there was no way I could miss interacting with you,” he tweeted.

“I thought – despite not attending, how can I connect with you. That is when I decided to use technology & talk to you via this medium,” added Modi in another tweet.

  • TELANGANA SWINE FLU TOLL 21

    TELANGANA SWINE FLU TOLL 21

HYDERABAD (TIP): Andhra Pradesh sounded high alert and set up swine flu wards in government hospitals in Visakhapatnam, Vijayawada and Guntur following the outbreak of H1N1 Influenza virus in the neighbouring Telangana where the toll reached 21.

The move comes after 26 of 49 people tested positive for swine flu in Andhra Pradesh. “We have sounded alert after 49 people complained of symptoms akin to swine flu. We feel that the people are not educated enough on the precautionary measures to be taken,” Minister for Higher Education and Human Resources Ganta Srinivasa Rao said in Visakhapatnam after visiting the swine flu ward at King George Hospital. Meanwhile, swine flu toll rose to 21 in Telangana with three more succumbing to the virus on Thursday at Gandhi Hospital here.

  • J-K MAY GET NEW GOVT SOON AS BJP, PDP REACH UNDERSTANDING

J-K MAY GET NEW GOVT SOON AS BJP, PDP REACH UNDERSTANDING

JAMMU (TIP): Jammu and Kashmir may have a democratically elected government soon as both the Peoples Democratic Party and the Bharatiya Janata Party have arrived at a broad understanding over the issue of government formation in the sensitive border state. Significantly, indications about it came from senior leaders of both parties during their separate meetings with State Governor N N Vohra at Raj Bhawan. The BJP’s national general secretary (organization) Ram Madhav had nearly half an hour long meeting with Vohra in the afternoon. Madhav was accompanied by party’s state president and MP from Jammu-Poonch constituency, Jugal Kishore Sharma, and newly elected MLA from Billawar Dr Nirmal Singh who also happens to be party’s national executive member.

Later, senior PDP leader and MLA from Rajpora, Dr Haseeb Drabu who has been authorized by the party to hold talks with BJP on government formation also met the Governor. Though both sides remained tight lipped over the deliberations having taken place between their respective leaders and the Governor, sources said that these were confined to political situation vis a vis government formation in the state. The meetings assumed significance as both Madhav and Drabu have been authorized by their respective party high command to hold talks with each other on government formation in the state. Sources said that both the respective party leaders apprised the Governor that their talks have reached a formal stage where almost all the issues between them stand sorted out. During the meeting, Governor told one of the party delegation that he too wanted an early government formation in the state so that it starts working soon. The PDP patron Mufti Mohammad Sayeed had only last week admitted that track-II talks between his party and the BJP were in progress. Pointing out that while people gave mandate to PDP in the Valley and BJP in Jammu region, Mufti said that “if my shaking hands with them (BJP) will benefit the state, I will do that.” Prior to it, Minister of State in the PMO Dr Jitendra Singh had admitted that some authorized leaders from both the BJP and PDP were in touch with each over issue of government formation. He, however, had refused to divulge details saying that it would create problems for
“authorised” leaders holding talks on the matter. In the hung Legislative Assembly, PDP has 28 members, closely followed by BJP (25), NC (15), Congess (12) and others (7). Though Congress and NC had offered support to PDP for government formation, the latter preferred BJP as it would amount to defeating the mandate of the people who had defeated both these parties during the 2014 assembly elections. An indication of their having reached a broad understanding over government formation became evident recently when both the PDP and BJP decided to contest only two Rajya Sabha seats each so as to avoid fielding candidates against each other during elections being held on February 7. The Jammu Kashmir is under Governor rule since early this month.

  • US warns cost of Russian actions in Ukraine will ‘rise’

US warns cost of Russian actions in Ukraine will ‘rise’

WASHINGTON (TIP): The United States gave a clear signal January 28 that Russia will face further sanctions for what the White House says is Moscow’s role in fueling violence in eastern Ukraine.

Following a telephone call between US Vice President Joe Biden and Ukrainian President Petro Poroshenko, the White House condemned “Russian-backed separatists” and the “heavy toll that the Russian-backed offensive in the east was having on Ukraine’s civilian population.”

“As long as Russia continues its blatant disregard of its obligations… the costs for Russia will continue to rise,” Biden was reported to have told the Ukrainian leader.

Late Tuesday President Barack Obama and German Chancellor Angela Merkel discussed the “significant increase” in violence in Ukraine and warned Russia would be held accountable.

“The two leaders expressed concern about the significant increase in violence in eastern Ukraine and Russia’s material support for the separatists,” a White House statement said.

“They agreed on the need to hold Russia accountable for its actions.” Western sanctions and a slide in oil prices have plunged Russia into recession and seen Standard and Poor’s slap a “junk” rating on Moscow’s foreign currency debt.

Pro-Russian rebels in Ukraine last week defiantly pulled out of peace talks and promised an offensive on a strategic government-held port city that provides a direct land bridge to Ukraine’s Russian-occupied Crimea peninsula.

Russia denies backing the eastern insurgents and says that measures against it are designed to undermine President Vladimir Putin’s 15-year rule. Obama has issued an executive order prohibiting trade with Crimea, the Black Sea peninsula that Moscow annexed from Ukraine in March.

Two dozen people — including Russians and separatists — have also been added to a US blacklist, subjecting them to travel bans and assets freezes.

OBAMA 2016 BUDGET PROPOSES 7% SPENDING INCREASE OVER CAPS

WASHINGTON (TIP): US President Barack Obama’s fiscal 2016 budget proposes a roughly 7% increase in spending over mandatory levels set in spending caps known as “sequestration,” a White House official said on January 29.

The budget proposes $530 billion in non-defense discretionary spending, which is $37 billion above the caps, and $561 billion in defense outlays, which is $38 billion above the limits, the official said.

  • US SAYS TALIBAN ‘ARMED INSURGENCY’, ISIS ‘TERRORIST’ GROUP

US SAYS TALIBAN ‘ARMED INSURGENCY’, ISIS ‘TERRORIST’ GROUP

WASHINGTON (TIP): The United States has described the Afghan Taliban as “an armed insurgency”, while the Islamic State as a “terrorist” group, drawing a controversial distinction between the two militant organizsations.

“The Taliban is an armed insurgency. ISIS or ISIL (Islamic State of Iraq and Levant) is a terrorist group. So we don’t make concessions to terrorist groups,” White House deputy press secretary Eric Schultz told reporters in response to questions at the daily press briefing on January 28.

Asked whether the Jordanian government’s decision to swap prisoner with the ISIS was similar to the US trading five Taliban members for Army Sgt. Bowe Bergdahl, he said, “As you know, this was highly discussed at the time and prisoner swaps are a traditional end-of-conflict interaction that happens.”

“As the war in Afghanistan wound down, we felt like it was the appropriate thing to do. The president’s bedrock commitment as commander in chief is to leave no man or woman behind. That s the principle he was operating under,” he said.

When asked for a second time whether the Taliban is a terrorist group, Schultz replied, “I don’t think that the Taliban, – the Taliban is an armed insurgency.”

“This was the winding down of the war in Afghanistan and that’s why this arrangement was dealt,” he added, referring to the prisoner swap deal with Taliban brokered through Qatar.

Though the US State Department has not designated the Afghan Taliban as a Foreign Terrorist Organisation, it has designated its allies – the Tehreek-e-Taliban Pakistan and the Haqqani Network.

The US is offering up to $10 million for information leading to the capture of Afghan Taliban leader Mullah Omar.

ISIS is an al-Qaida splinter group and it has seized hundreds of square miles in Iraq and Syria, declaring an Islamic Caliphate.

  • US cancels over 5,780 flights as blizzard looms

US cancels over 5,780 flights as blizzard looms

NEW YORK (TIP): A potentially historic blizzard could dump up to 90cm of snow on a large part of the US northeast, crippling a region that has largely been spared so far this winter, the National Weather Service said. More than 5,780 flights were cancelled.

The National Weather Service said the storm, known as a nor’easter, would bring heavy snow, powerful winds and widespread coastal flooding through Tuesday. A blizzard warning was issued for a 400-km stretch of the northeast, including New York and Boston. The storm promised treacherous travel by both land and air throughout the northeast corridor.

In all, airlines cancelled more than 2,680 flights on Monday, according to the flight tracking site FlightAware. More than 2,900 flights have been scrapped for Tuesday. Even for Wednesday, nearly 200 flights have already been cancelled.

“This could be a storm the likes of which we have never seen before,” New York City Mayor Bill de Blasio said at a news conference. De Blasio held up a piece of paper showing the city’s top 10 snowstorms and said this one could land at the top of a list that goes back to 1872, including the 26.9 inches (68.3cm) that fell in 2006. “Don’t underestimate this storm. Prepare for the worst,” he said.

Boston was expected to get 45 to 60 cm of snow, and Philadelphia could see 35 to 45 cm, the weather service said. The Washington area was expected to get a coating or a bit more. In New York, transit officials planned to use modified subway cars loaded with de-icing fluid to spray the third rail that powers trains. NY Governor Andrew Cuomo urged commuters to stay home on Monday.

  • Love’s labour lost between Taj and US first couple

Love’s labour lost between Taj and US first couple

WASHINGTON/NEW DELHI (TIP): They were scheduled to commiserate Mumtaz Mahal’s death and celebrate Shah Jehan’s love for her. But Michelle and Barack Obama will instead be condoling the death of Saudi monarch King Abdullah and possibly cursing India’s rule-bound judiciary.

Whether our Supreme Court was upholding the majesty of law and regulations even for the powerful, or cussedly undermining the Indian ethos of “atithi devo bhava” (guest is God) may be debated for long years, but the immediate upshot is the US first couple’s plans for a brief romantic interlude at the Taj has been scuppered.

The White House confirmed shortly before the Obamas emplaned for India that the Agra leg of the visit was off and the President regretted not being able to visit the Taj. It made no reference to the Supreme Court’s directive that led to the Taj sortie being spiked, but offered a tortured explanation for how the president would instead leave Delhi on Tuesday morning soon after a speaking engagement to be in Riyadh, Saudi Arabia, to “meet with King Salman and other Saudi officials and offer his condolences on behalf of the American people,” a job that was initially entrusted to vice-president Joe Biden.

“The vice-president was originally to have led a delegation to Saudi Arabia on the president’s behalf. As the president’s and vice-president’s travel schedules baecame clearer, we determined that the window when the vice-president would be on the ground in Riyadh coincided with the president’s departure from India,” read a labored statement from the White House.

“Accordingly, we adjusted the schedule in coordination with the Indian Government so that the president would be able to depart India following his speech on Tuesday to stop in Riyadh during the return trip,” it added in a statement, without any reference to the reported security kerfuffle and Supreme Court intervention that led to scrapping of the Agra visit.

On a lighter note, one positive outcome of this episode is that Agra got a tune-up without the burden of a suffocating, security-laden visit by the American president and his spouse. The snafu also means the Obamas may well return to India for a third visit, even if it is post-presidency, particularly since their daughters Sasha and Malia could not accompany them because of school.

  • OBAMA INDIA VISIT: INDIA IS THE BIG LOSER

OBAMA INDIA VISIT: INDIA IS THE BIG LOSER

“The only thing PM Modi can claim as his legacy from Obama visit in history books would be that under his government for the first time a US President was the Chief Guest at the Republic Day Parade and it was the first time a US President visited India twice”, says Dave Makkar

Right from day one America was in the lead. John Kerry, the US secretary of state set the US Corporate lobby dictated agenda with 5 broader issues – with liability issue in civil nuclear deal to limit US corporate liability to a certain cap on the top followed by defense, trade, renewable energy and climate change.

The US is the clear winner when Modi lead BJP government signed the nuclear deal by removing the unlimited liability clause. It was the BJP that brought/joined the No Confidence Motion against Dr.Manmohan Singh’s Government on the issue of liability clause and then the infamous cash for vote scam happened in the Parliament. However, as usual BJP under Modi took U – turn on that & decided to create a pool of insurance to be used to pay the compensation. The 50%of Insurance amount will be borne by the Government of India & the remaining 50% by the 4 public sector units, which in other words will also be borne by the Government of India aka Citizens of India.

Yes the Modi Government have got a breakthrough in avoiding US inspection in the Indian reactors, but that was the issue of second stage & the liability clause couldn’t allow UPA Government to reach there. I leave it to the people of India to decide that who should be given credit for selling India. Because in the first place when Germany and Japan have promised their citizens to phase out all the nuclear power plants; why India wants to put new nuclear power plants that too with the help of USA that has not put any new nuclear power plant since 1950?

As far as defense technology transfer and co-production in India is concerned all the talks will be the matter for discussion for future historians. It is an open secret that US on this count is very protective and when it does not share technology with its close NATO allies why they will share it with India? The only country that have unlimited access to defense technology and hardware is Israel that too because it practically owns by virtue of financing campaigns of all the politicians across the aisles in Washington and state houses and Senates of America.

By signing (if India has signed) Communications Interoperability and Security Memorandum of Understanding (CISMOA) India will be allowing access to USA to its entire communication system. USA has a long history of spying on their friends and allies except Israel. The reason is Israel/MOSSAD is better equipped to spy on America; materially and has vast support of prominent Americans in high places as its friends. Indians feel proud with the presence of US junk/heath hazard industry like McDonald, Starbucks, Coke, Pepsi, Pizza Hut, Burger King, Kentucky Fried Chicken, Cargill, Monsanto etc in India for killing the local food and beverage industry, creating low paid jobs and draining foreign exchange with their massive outflow in royalties. Indians also consider it progress with Ford, GM, Honda, Hyundai, Toyota, Mercedes, Audi etc assembling cars in India without critical components technology transfer and are responsible for massive out flow of foreign exchange in royalties. PM Modi as CM of Gujarat gave Ford USA Rs 18,000.00 crores to create 2,000 jobs with no clause that they have to transfer critical component technology! No one in India wants to talk about China where Honda and Audi are using 100% local contents. No one wants to criticize Suzuki established in 1984 and still the use of local components have not crossed 50% and still the critical component technology has not been transferred.

Three cheers for lame duck President Obama with lowest domestic approval rating that was not in a position to deliver anything of consequence to India for achieving a big win in India for US corporations. With struggling US economy with 50 mil people on food stamps and high unemployment; US corporations need new markets. What could be a better place to sell their junk industry and have control on food supply and communication than India with 350 million middle class that out numbered 310 million total US population. It may improve Obama’s domestic rating and if it goes above 50% it may pave the way for a 3rd Democrat Term in the White House.

On the other hand PM Modi was more busy in projecting himself as the Fashion Icon of the world by wearing a suite with his name “Narendra Damodardas Modi” written in English all over it like the suits of world famous dictator Hosni Mubarak of Egypt with his name written on them. That made Modi a laughing stock in the international media and Washington Post tweeted that “Prime Minister Modi wore a suit that takes personalization to a “ridiculous extreme”. According to Reuters Obama also dig in by saying “Move aside, Michelle Obama. The World has a new fashion icon….”. May be PM Modi was promoting English against the teachings of his mentors RSS that wants to promote Hindi in India and abroad. Just few months back it was the same PM Modi who insisted on speaking in Hindi at UN. Even that was not enough PM Modi made another statement to the world by wearing a headgear that he is the PM of Gujarat/Gujaratis only not every Indian on the Republic Day of India. He forgot that the headgear he is wearing is not an article of faith like in Sikhism. Then he is not attending a local function in Gujarat but Republic Day Parade of India that represents 29 states of India and their residents from every religion and sect.

The only thing PM Modi can claim as his legacy from Obama visit in history books would be that under his government for the first time a US President was the Chief Guest at the Republic Day Parade and it was the first time a US President visited India twice.

  • NUCLEAR DEAL AMONG FIVE KEY TAKEAWAYS FROM OBAMA VISIT

NUCLEAR DEAL AMONG FIVE KEY TAKEAWAYS FROM OBAMA VISIT

NEW DELHI (TIP): US President Barack Obama’s India visit was initially seen as more about symbolism than substance, but as it turned out, this was one of the most substantive engagements between the two countries with senior foreign ministry officials describing it as historic. Obama backed India to play a bigger role on global issues as he reiterated support to India’s candidature for a permanent membership of UN Security Council. The following are some of the most important takeaways:

    Nuclear Deal

The end of the nuclear logjam was a big takeaway because it was alone acting as an impediment in deepening strategic ties. India didn’t give in to any intrusive monitoring of its nuclear facilities and supplies and removed the liability hurdle through an insurance pool without diluting its liability law. It remains to be seen though if a nuclear accident victim retains the right to sue suppliers as envisaged in the law. But with the governments out of the way, it is over to businesses to do a cost-benefit analysis for building nuclear reactors in India.

    Asia-Pacific Vision

The two governments issued a joint strategic vision for Asia Pacific and Indian Ocean in what may be one of the most significant foreign policy statements by the Modi government. Coupled with last year’s Modi-Obama joint statement, it shows that Prime Minister Narendra Modi is not averse to an eventual amalgamation of India’s Act East and US’ Asia pivot. Modi is himself said to have been very keen on signing the China-centric strategic vision after he shared his fear of an “expansive” China with Obama. This is a considerable shift from the stand of the UPA administration which was more inhibited about endorsing the US pivot to Asia.

    Defense Ties

India and the US renewed their broad 10-year defense framework, with the Defense Trade and Technology Initiative (DTTI) being the key new element. Under it, the two have chosen four relatively modest military products – Raven mini-UAVs, aircraft reconnaissance modules, mobile electric power sources & soldier protective gear – for co-development and production. Plus, the two nations have also agreed to set up two working groups to explore development of aircraft carrier technologies and jet engines, which are more high-end.

    Best Partners

The decision to elevate the strategic partnership with a Declaration of Friendship strengthens and expands the relationship between India and the US. Among other things, it also envisages regular summit meets. Signaling the natural affinity enjoyed by the two nations, as the White House said in a press release, this declaration proclaims a higher level of trust and coordination that will
“continue to draw the two governments and people together across the spectrum of human endeavor for a better world”.

    Thinly Veiled Warning

Obama may have handed another takeaway in the form of a thinly veiled warning that religious tolerance is imperative for India’s success. Coming from a country the Modi government sees as indispensable for its own economic success and overall global standing, it may not be easy to just wish Obama’s assertion away. If this leads Modi to, at some stage, publicly shun fringe elements associated with BJP and their controversial religious conversion program, it will only help raise India’s and his stature.

  • Hillary Clinton Campaign may be delayed

Hillary Clinton Campaign may be delayed

NEW YORK (TIP): Hillary Clinton, expecting no major challenge for the Democratic nomination, is strongly considering delaying the formal launch of her presidential campaign until July, three months later than originally planned, says a Politico report quoting “top democrats”. The delay from the original April target will give her more time to develop her message, policy and organization, without the chaos and spotlight of a public campaign.

A Democrat familiar with Clinton’s thinking said: “She doesn’t feel under any pressure, and they see no primary challenge on the horizon. If you have the luxury of time, you take it.”

Advisers said the biggest reason for the delay is simple: She feels no rush.

“She doesn’t want to feel pressured by the press to do something before she’s ready,” one adviser said. “She’s better off as a non-candidate. Why not wait?”

A huge advantage to waiting is that Clinton postpones the time when she goes before the public as a politician rather than as a former secretary of state. Polling by both Democrats and Republicans shows that one of her biggest vulnerabilities is looking political.

One option being considered would be to announce an exploratory committee earlier -perhaps in April, at the beginning of a new fundraising quarter, in the timeframe when insiders originally expected her to launch her campaign.

Then the actual kickoff would be in July, near the start of the next quarter. By launching at the beginning of a quarter, supporters have the maximum amount of time to generate a blockbuster total for their first report.

The delay would pose complications for the infrastructure that has been built in anticipation of her candidacy. Ready for Hillary, a super PAC that expects to go out of business once the campaign begins, now may have to fund its data-gathering and grassroots activities longer than expected.

The danger – and a reason the plan could be scrapped – is that the comparatively leisurely rollout could fuel complaints that Clinton sees the nomination fight as a coronation. Already, her allies are contemplating the possibility that she might not have to debate before the general election.

  • India’s envoy to the US Dr. S Jaishankar is the new Foreign Secretary

India’s envoy to the US Dr. S Jaishankar is the new Foreign Secretary

NEW DELHI (TIP): In a surprise move, Foreign Secretary Sujata Singh resigned eight months before her term was to end. Her place has been taken by Dr Subrahmanyam Jaishankar, India’s envoy to the United States. Dr. Jaishankar took charge of his new assignment on January 29.

Sujata Singh is the first Foreign Secretary to be removed unceremoniously after Rajiv Gandhi removed AP Venkateswaran 28 years ago in 1987.

From all accounts, Prime Minister Narendra Modi had been unimpressed with Singh and her work, and had made no secret of it in the past months. There had been talk of a change for some time, but Foreign Minister Sushma Swaraj is said to have wanted Singh to stay on.

The decision was finally taken to remove her after the Obama visit. Jaishankar was earlier needed in Washington to lay the groundwork for what Modi wanted to be two back-to-back headline-grabbing summits.

Jaishankar’s appointment promises sweeping changes to the ministry of external affairs. In the past six months, no ambassadorial appointments have been cleared by the government. The MEA had sent in recommendations but they were not cleared by the PMO, partly because the PM wanted to make the changes at the helm first.

A slew of ambassadorial and joint secretary changes are waiting to be made which are now likely to go through. Among the first decisions will be to appoint a successor to Jaishankar in

Washington DC. In the first week of February, he will preside over the first heads of mission meeting called during the NDA government. He is expected to get a freer hand in MEA because the PM believes he can take out-of-the-box decisions.

    Eurozone crisis is back

Greece headed toward a dangerous confrontation with Germany

Athens, Greece is headed toward a dangerous confrontation with Germany and other European powers which could mean the country stumbling out of the euro.

Greece’s new leader  Prime Minister Alexis Tsipras moved quickly to reverse the Austerity reforms. Syriza keeps its election promise of ending the Austerity measures imposed on Greece. EU, ECB & IMF gave a €240 billion bailout program to Greece during the bailout period of 2010- 2014

Within hours of taking office, government officials announced that they would stop the planned sale of the state’s majority stake in Greece’s largest port and dominant utility. They further pledged to rehire thousands of public-sector workers and reopen the country’s state broadcaster, which had been shut down by the previous government.

“We are not going to continue the politics of subjugation,” Mr. Tsipras said at his first cabinet meeting. “We are coming to radically change the way that policies and the administration are conducted in this country.”

Many believed that such talk was campaign-talk and that Mr. Tsipras would change tack once in office So far, there has been no sign he will.

Greece’s new finance minister, Yanis Varoufakis, a strident bailout critic, warned that negotiations with the creditors “will not be easy.”

Europe has shown no indication that it is even willing to begin talks. “The real economy hasn’t changed after the elections. The situation is still the same,” said Jyrki Katainen, a former Finnish prime minister who is now vice president for jobs and growth at the EU’s executive arm in Brussels. “I don’t expect that many changes from our part.” For Germany and other northern countries, the issue of Greece’s debt is a long-closed chapter. They insist Greece fulfill its obligations and say they have already done enough.

  • The ‘preacher’ IAS officer Umashankar case

The ‘preacher’ IAS officer Umashankar case

C Umashankar, a 51 year old IAS has kicked up a row in Tamil Nadu by preaching Christianity at public places including the sensitive city of Kanyakumari which some refer as a communal sensitive area .

Taking a strong exception, The Chief Secretary to Tamil Nadu Government has ordered him not to hold any public religious meetings and has further warned him of action, if he does not stop preaching.

What is the 1990 Batch IAS officer Umashankar accused of?

In a written directive Umashankar was warned against from taking part in seven prayer meetings scheduled from January 24 to 26 in Tirunelveli, Thoothukudi and Kanyakumari districts. The letter stated that he would we looking at an “appropriate action” if he indulged in “preaching and propagating” activities. Violating the government direction would invite disciplinary action against him under relevant provisions of the All India Services (conduct) Rules, 1968, and the All India Services (Discipline & Appeal) Rules, 1969.

    Defense of Umashankar?

“As per the Article 25 of the Constitution, I have every right to preach what I believe during my free time,” says Umashankar.

“The state government order asking me not to preach Jesus Christ is illegal and unconstitutional but I have complied with the directive. I have cancelled 7 meetings till yesterday and this week again I am cancelling. I go and preach in churches. Where is there a problem with others? Where does it affect their rights? They have restricted my individual freedom, my rights,” CNN IBN quoted Umashankar saying.

“Where are they getting the idea that an IAS officer cannot exercise his religious right? My service rules are very clear: they do not speak about religion. Religion is my fundamental right and the Supreme Court is very clear on this. If a fundamental right has to be curtailed, it must be through legislation,” he added.

    Issues with the controversy

Many debates have come up in the Indian media where there are mixed discussions on what rights are covered under Article 25 and what are the service ethics of the Indian Civil Services.

The controversial statements by Umashankar go beyond than the regular preaching and propagating activities.

Some of his provocative statements include that “Uttarakhand floods and disasters” were “a sign of wrath of gods on Hindu sinners” which had kicked up a storm. The official further claimed that his prayers could cure people from major diseases. “I am guided by Jesus and I have heard him several times.”

Umashankar says his preaching is meant only for Christians and since he talks about the world’s end, people of other religions will not understand his preaching. He said that the 9/11 attacks in America was a representation of the ‘spiritual Babylon’.

  • Moscow blasts US spy arrest as part of ‘anti-Russian campaign’

Moscow blasts US spy arrest as part of ‘anti-Russian campaign’

MOSCOW (TIP): Moscow on Jnauary 28 blasted the United States over the arrest of an alleged Russian spy, condemning the move as a “provocation” that would further damage already tattered ties.

“The US has decided to launch the latest stage of its anti-Russian campaign,” the foreign ministry said in a statement, accusing Washington of “stoking spy mania”.

“We demand an end to this series of provocations by the US security services against representatives of Russia,” said the statement from ministry spokesman Alexander Lukashevich.

Lukashevich lashed out at US authorities for providing “no evidence” to back up their claims that the arrested man, banker Evgeny Buryakov, 39, is a spy and demanded his immediate release.

The top human rights official at the foreign ministry, Konstantin Dolgov, said that Russian consular representatives were trying to get access to the detainee and would “defend all his rights.”

“The hunt for Russian citizens by the American authorities is continuing,” Dolgov told TV channel Rossiya 24.

“We are going to demand at a high level that the Americans halt actions that breach the rights of our citizens,” Dolgov said.

Russia’s deputy foreign minister Sergei Ryabkov on Tuesday held a meeting with US ambassador to Moscow John Tefft to discuss “bilateral” issues, the ministry said.

Buryakov — an employee at a Manhattan branch of a Russian state-run bank — was arrested by federal agents in New York on Monday and appeared in court over allegations he was trying to recruit sources and collect economic intelligence.

US prosecutors said he was assisted in espionage by Russian spies Igor Sporyshev, 40, and Victor Podobnyy, 27, who had been attached to the Russian trade and UN missions in New York.

Sporyshev and Podobnyy were protected by diplomatic immunity and have since left the United States, so have not been arrested. They are charged in absentia, officials said.

Buryakov’s detention has rocked already deeply strained relations between Moscow and Washington, which are at their lowest ebb in years over the crisis in Ukraine and war in Syria. US Attorney General Eric Holder said America was committed “to combating attempts by covert agents to illegally gather intelligence and recruit spies within the United States.”

Manhattan federal prosecutor Preet Bharara said it showed that “more than two decades” after the Cold War, “Russian spies continue to seek to operate in our midst under cover of secrecy.”

It is the first such case since 10 deep-cover agents including flame-haired Anna Chapman, were arrested in the New York area in 2010. They pleaded guilty and were part of a prisoner swap with Moscow.

  • Delhi Elections | BJP ROPES IN 120 MPs

Delhi Elections | BJP ROPES IN 120 MPs

NEW DELHI (TIP): The stakes are high and the Bharatiya Janata Party is pooling in massive resources at hand for the maximum impact before Delhi goes to polls on February 7.

As many as 120 MPs from 13 states will address over 250 public meetings in the last week of campaigning. The party is coming out with newer strategies to trump rivals, specially AAP’s reach out to the voters.

No manifesto just vision document for BJP – The BJP may not go through with earlier poll promises of providing full Statehood to Delhi with the party’s chief ministerial candidate Kiran Bedi and senior BJP leaders skirting the issue. Full Statehood demand which was on top of the manifesto released ahead of the 2013 Delhi Assembly elections seems to have been kept aside for the time being. The party on January 29 decided that it would not even bring out an election manifesto but would instead put out a vision document this time. The decision was taken at a meeting chaired by BJP president Amit Shah during which various aspects relating to the election campaign were discussed. “We will not release the party’s manifesto for the Delhi Assembly elections this time. Instead, we will come out with a vision document. The party has set a target to win the upcoming polls,” senior party leader and Union Minister Ananth Kumar said after the meeting.

The party had earlier asked 22 ministers to campaign specifically on eight issues shortlisted by the party — power and water, education, health, skill development and information technology, housing, transport, Yamuna and welfare measures for the Purvanchalis.

Now, the party MPs will ask AAP chief Arvind Kejriwal five questions every day. Party president Amit Shah convened a meeting of MPs involved in Delhi election on Thursday and asked them to give their best.

“He reviewed election preparations and asked MPs to focus on unauthorized colonies and slums,” said a senior BJP leader. Sources said Shah would review the party campaign on a daily basis at the Pandit Pant Marg office of the BJP.

“We will do all that it takes, and win by a two-third majority,” said BJP leader Ananth Kumar. Sources also said that workers from other states have also been called to campaign at the grassroots level.

“We want to have 1.24 lakh panna pramukh (in-charge of pages of electoral roll) who will connect with voters. They will strengthen the party at the booth level,” said a senior leader.

A senior BJP leader said the move to include senior leaders was largely aimed at nipping in the bud the factionalism which reared its head soon after the party announced its candidates.

Supporters of many of those who were denied tickets portested in front of the party office, embarassing the party brass. “BJP has MPs, ministers, MLAs. I can’t help it if other parties don’t have such leaders for campaigning. We are not feeling the pressure. The campaign is on and people of Delhi would certainly like to have a BJP government in Delhi,” said BJP MP Rajiv Pratap Rudy in response to a question if the party was nervous.

Delhi has been divided into 14 districts by and an MP has been asked to take charge of each district. Also one MP each has been asked to be in regular touch with the various
    ‘pannna pramukh’.

  • Streets deserted as huge snowstorm hits US northeast

Streets deserted as huge snowstorm hits US northeast

NEW YORK (TIP): A huge snowstorm slammed into northeastern US late January 27, shutting down public transport, cancelling thousands of flights and leaving roads and streets deserted as snow blanketed an area that’s home to tens of millions of people.

Authorities ordered drivers off the streets in New York and other cities like Boston in the face of a storm that forecasters warned could reach historic proportions, dumping up to three feet (up to a meter) of snow in some areas.

New York Mayor Bill de Blasio said it would be “most likely to be one of the largest blizzards in the history of New York City.”

More than 7,100 flights were cancelled on Monday and Tuesday, as Manhattan was abandoned by panicked commuters rushing home early, leaving behind eerily quiet snowy streets.

New York shut its transit system at 11.00pm, made non-emergency road travel a criminal offense in 13 counties and closed tunnels and bridges connecting Manhattan to New Jersey.

“It could be a matter of life and death, and that’s not being overly dramatic, so caution is required,” New York state Governor Andrew Cuomo warned.

CNN broadcast footage of New York’s Times Square empty but for snow plows and the odd pedestrian. Up and down the city’s broad avenues, traffic lights were red, one after another.

In New York City, the subway last closed for Hurricane Sandy in 2012, which killed more than 200 people and caused months-long power cuts.

With New England expected to be the worst affected by the “nor-easter,” public transit was also shut in Boston, as authorities implored residents used to winter storms to stay off the roads.

“Whiteout conditions and treacherous roads will make driving anywhere extremely dangerous,” Massachusetts governor Charlie Baker said as he declared a state of emergency at mid-day. “I can’t stress this part enough: Please stay off the roads.”

States of emergency were declared in states across the affected region as residents rushed to supermarkets to stockpile food.

“I have nothing to eat, I need some food. Who knows if tomorrow I’m going to leave my house,” said boutique worker Rosa Ramirez, queuing outside an upmarket Whole Foods store in Manhattan.

“What I do not know is how long I’ll have to wait,” she said, as snow and icy wind gusted through the queue of shoppers.

New York’s famed Broadway and top music venues – including Carnegie Hall and the Metropolitan Opera – shelved performances. NBA games were also postponed.

The worst snow was expected to fall overnight, which combined with winds of up to 70 miles (112 kilometers) an hour will paralyze swaths of the coast.

As well as blizzard warnings, flood warnings are also in effect, with officials warning against power outages and falling trees.

Cuomo called out several hundred National Guard for New York and Long Island, which juts out into the Atlantic.

At 11pm he announced the travel ban on all roads in 13 counties had become into effect and that the city’s MTA public transit had been suspended until further notice.
