    French President Francois Hollande to be 2016 R-Day chief guest

    New Delhi: France President Francois Hollande is going to be India’s chief guest at the 67th Republic Day ceremony on January 26, 2016, according to a French daily Le Monde. Hollande’s presence will be seen as a moment and gesture of solidarity after the Islamic State’s terrorist attacks on Paris.

    The invitation to Hollande was extended by Prime Minister Narendra Modi earlier and has been accepted by the Elysees Palace. India had strongly expressed its support for France in the wake of the Paris tragedy and Modi urged stronger and concerted international action against terrorism at the G 20 meeting that took place soon after in Turkey.

    Hollande’s presence also marks the steadily rising profile of the Republic Day, a process that began under UPA with significant world leaders attending the function. Earlier this year US president Barack Obama and his wife Michelle were guests on January 26.

    French presidents have been a favourite at Republic Day celebrations – Chirac came in 1998, Nicolas Sarkozy was here in 2008, so Hollande will be the third French president in India on Republic day in 2016.

    The news was first tweeted by a South Asia correspondent of the newspaper and was later confirmed by sources in the Indian government.     India’s relations with France have been cemented by defence deals like Mirage and now Rafale fighters and cooperation in nuclear energy.

    WASHINGTON:  A US-based Sikh body has given scholarships worth USD 200,000 to poor students in Punjab to improve their access to higher education, according to a media report.

    Sikh Human Development Foundation (SHDF), which is based in Washington said, the scholarship has been given to 583 needy students in Punjab this year.

    SHDF financially assist meritorious and needy students in Punjab and other Northern Indian states to improve their access to higher professional education.

    “Over the years, the organisation has awarded a total of 4001 scholarships,” said Gajinder Singh Ahuja, chairman of SHDF.

    Jaspreet Kaur Ahuja, secretary general of SHDF, said 68 per cent of the recipients belong to rural areas of Punjab and adjoining areas.

    Maintaining the past trends, female students represented 74 per cent of the total number of scholarship recipients.

    Among the awardees, 32 per cent are pursuing medical and nursing, 33 per cent engineering, 23 per cent management related, five per cent IT and seven per cent other professional courses.

    Rajwant Singh, outreach director of SHDF, said the scholarships are awarded on need and merit basis.

    All students come from families earning less than USD 190 (Rs. 12000) a month and many with income less than USD 1 a day.

    WASHINGTON:  An Indian-American woman is among at least 27 people killed during a deadly siege of a Mali hotel by Islamic extremists.

    Anita Ashok Datar, 41, is the sole US citizen to have been killed in the attack yesterday, State Department Spokesman John Kirby said.

    “We mourn American Anita Datar and all those lost in Mali Attacks,” US Secretary of State John Kerry said in a tweet yesterday.

    “We extend condolences to family & friends and stand with the Malian people,” he said.

    In a statement released through the US State Department, Ms Datar’s family said that they are devastated by the news.

    “We are devastated that Anita is gone-it’s unbelievable to us that she has been killed in this senseless act of violence and terrorism,” the family said.

    Anita Dater lived in Takoma Park in Maryland, a suburb of Washington DC.

    “Anita was one of the kindest and most generous people we know. She loved her family and her work tremendously,” the statement said.

    As word spread among friends and colleagues, Datar’s death touched off a wave of mourning that on Saturday reached from colleagues in Washington and neighbors in Maryland to the front-runner for the Democratic presidential nomination.

    “The world is a darker place without your light,” one stunned friend wrote on Datar’s Facebook page Saturday. “I am praying for your little boy.”

    Her family issued a statement Friday voicing similar devastation.
    “It’s unbelievable to us that she has been killed in this senseless act of violence and terrorism,” her brother Sanjeev Datar said in the statement. “Anita was one of the kindest and most generous people we know. She loved her family and her work tremendously.

    Everything she did in her life she did to help others – as a mother, public health expert, daughter, sister and friend.”

    Ms Datar was born in western Massachusetts and grew up in northern New Jersey.

    She earned an MPH and MPA from Columbia University’s Joseph Mailman School of Public Health and School of International and Public Affairs.

    She worked in Senegal for two years with the Peace Corps (1997-1999) and spent much of her career working to advance global health and international development, with a focus on population and reproductive health, family planning and HIV.

    She was a senior manager at Palladium Group and a founding member of Tulalens, a not-for-profit organisation connecting underserved communities with quality health services.

    JOHANNESBURG:  The Sikh community today got its first Gurudwara after an eight-year-long legal battle near Johannesburg.

    The 2,500 square metres Gurudwara was officially opened in the suburb of Sandton, the economic hub of the country, by the country’s Minister of International Relations and Cooperation Maite Mashabane-Nkoane.

     “Sandton is supposed to be the citadel of where those who have money live and the opening of the Gurudwara here is making the statement that indeed God is for us all, rich and poor,” said Ms Maite Mashabane-Nkoane.

    “Every humble human being can now walk in and pray at any time, irrespective of colour or creed,” the minister said as she conveyed congratulations on behalf of President Jacob Zuma and all South Africans to the Sikh community.

    Ms Mashabane-Nkoane, a former High Commissioner to India, said she had been privileged to visit the Golden Temple in Amritsar, and was amazed at the Sikh community’s principles of caring for humanity.

    “Every time I interact with the people of the Sikh community, I remember our own (African) values of ‘Ubuntu’, which means ‘I am because you are’; we are all creatures of God.”

    Harbinder Singh Sethi, Chairman of the Johanensburg Gurudwara, said the, “We now have a Gurudwara Sahib here which is built with Sikh architecture but in a very modern way.”

    “It was difficult to build even one square centimetre in this corner of Sandton and now we have a jewel of 2,500 square metres here,” Mr Sethi said.

    Vikram Singh Sahney, President of the World Punjabi Organisation asked the local municipality to consider renaming the street where the Gurudwara is situated to ‘Khalsa Street’.

    Indian High Commissioner Ruchi Ghanashyam said that the Sikh community, wherever they were in the world helped drive the economy through their hard work and also assisted greatly in community upliftment ventures, in line with their religious principles.

    The large Sikh community in South Africa consists wholly of migrants who came here after the release of Nelson Mandela in 1990, as immigration from India was stopped by the apartheid government in 1948.

    WASHINGTON:  Replaced by H-1B visa workers, at least 23 former Disney IT workers have filed a complaint alleging discrimination.

    In a complaint filed before the federal Equal Employment Opportunity Commission, the fired Disney employees alleged that they are victims of national origin discrimination, Computer World reported.

    The report is the first step towards filing a discrimination against the major US Company.

    “These employees are making discrimination claims with the EEO under Title VII of the Civil Rights Act of 1964, citing in part ‘hostile treatment in forcing the Americans to train their replacements’. The claims include discrimination based on national origin and age,” the report said.

    However, Disney spokeswoman Jacquee Wahler asserted that the company complies with all applicable employment laws.

    “We comply with all applicable employment laws. We are expanding our IT department and adding more jobs for US IT workers,” she was quoted as saying.

    “I’m hoping that it signifies that American workers are being brave and standing up and doing something about it,” said Sara Blackwell, the attorney representing these workers.

    In June, Disney had laid off about 250 employees and replaced them with Indians holding H1-B visas.

    MONTREAL: Researchers led by an Indian-origin scientist and his team from Concordia University have developed a novel technology that harnesses electrical energy from blue-green algae that could be used to power cell phones and computers in future.

    Both photosynthesis and respiration, which take place in plants cells, involve electron transfer chains.

By trapping the electrons released by blue-green algae during photosynthesis and respiration, we can harness the electrical energy they produce naturally,” said engineering professor Muthukumaran Packirisamy who did his MS in Mechanical Engineering from Indian Institute of Technology, Madras.

    Also known as cyanobacteria, blue-green algae are the most prosperous microorganisms on earth.

    “By taking advantage of a process that is constantly occurring all over the world, we have created a new and scalable technology that could lead to cheaper ways of generating carbon-free energy,” said Mr Packirisamy who is member of the American Society of Mechanical Engineers.

    The invention, however, is still in its early stages.

    “We have a lot of work to do in terms of scaling the power cell to make the project commercial,” he said.

    Currently, the photosynthetic power cell exists on a small scale and consists of an anode, cathode and proton exchange membrane.

    The cyanobacteria or blue green algae are placed in the anode chamber.

    As they undergo photosynthesis, the cyanobacteria release electrons to the electrode surface.

    An external load is connected to the device to extract the electrons and harness power.

    Mr Packirisamy hopes that the micro-photosynthetic power cells will soon be used in various applications, such as powering cell phones and computers.

    “And maybe one day, they will power the world,” he added in a paper published in the journal Technology.

    A dispute between two groups of people in a New Orleans park Sunday escalated into a shooting that injured at least 16 people, police said late Sunday, November 22.

    The shooting took place at around 6 p.m. local time after approximately 500 people had gathered at Bunny Friend Playground in the city’s 9th Ward to film a music video, the New Orleans Police Department said in a statement. 
    “Witnesses told police that both groups left the park on foot immediately after the shooting,” police said. Officers were already in route to break up the gathering, when the shooting broke out.

    “They were about a block away when they heard gunshots,” police said.

    Emergency medical workers took 10 of the injured to hospitals. Six more of the injured made their way to hospitals by other means.

    Detectives are searching for surveillance video of the shooting and suspects.

    ISLAMABAD (TIP): The most popular man in public office in Pakistan does not give speeches on television, rarely appears in public and rejects news interviews.

    He is Gen. Raheel Sharif, the Pakistani army chief, who has presided over the country’s armed forces at a time when they are riding high after curbing domestic terrorism and rampant political crime.

    Aided by a new-media publicity campaign, the military command’s popularity has helped it quietly but firmly grasp control of the governmental functions it cares about most: security and foreign affairs, along with de facto regulatory power over the news media, according to interviews with Pakistani officials and analysts.

    In a country with a long history of military coups, the current command has gotten what it wants, edging aside the civilian government of Prime Minister Nawaz Sharif, who is not related to Raheel Sharif, without the messiness or the international criticism a complete takeover would bring. And it is being thanked for doing it.

    “I wouldn’t describe it as a soft coup, but I would definitely say the civilian leadership has yielded space to the military — for their own survival and because there were major failures on their part,” said Talat Masood, a retired lieutenant general and military analyst.

    Raheel Sharif, known as Gen. Raheel here, took over the military command late in 2013. He was appointed to the post a few months after the new civilian government was inaugurated, and the country was in trouble. There were suicide bombings, political party killings, rampant crime and violence in its big cities, and assassinations of political leaders. Some politicians were calling for negotiations with the Pakistani Taliban as military efforts to set the militants back appeared to have stalled.

    Then the Pakistani Taliban carried out a cruel attack on a school for army families in Peshawar last December, killing 145 people — including 132 schoolchildren methodically gunned down in their classrooms. Supported by a huge public backlash against terrorism, the army ramped up its crackdown on some of the militant groups sheltering in the country’s northwestern tribal areas, especially in North Waziristan.

    Capital punishment was restored, and the military was handed new power, starting its own counterterrorism court system alongside the badly backlogged and compromised civilian justice system.

    This year, the Pakistani Taliban have managed to carry out only a single major suicide bombing. The army’s success against the Taliban emboldened it to take on violent political parties and criminal gangs in the country’s biggest city, Karachi, through a paramilitary group known as the Sindh Rangers. Despite complaints of human rights abuses in Karachi, and millions of internally displaced people from the tribal areas, most Pakistanis were simply relieved to see the violence hugely reduced.

    Through it all, Sharif’s public appearances have been less ostentatious than those of some of his predecessors. But at the same time, his face has become ubiquitous on social media, after giving a free hand to the officer commanding the Inter-Services Public Relations office, the military’s media arm, to modernize that service.

    The office, known as ISPR, had long been headed by lower-ranking officers, and it remained decidedly lodged in the analog era. But by this year, the leader of the office, Asim Saleem Bajwa, had been promoted to lieutenant general — a three-star rank normally reserved for corps commanders — and his agency had become an impressively slick machine.

    Bajwa’s Twitter account has more than 1.5 million followers, and the agency’s Facebook account has more than 2.8 million likes. A film division is pumping out offerings for television, as it had long done, but it has added short videos tailored to YouTube-style platforms.

    The social media accounts show in daily detail the commander’s movements— visiting the front lines in Waziristan or reviewing troops. Video links showed army units in combat, sometimes the same day it occurred, and troops helping earthquake victims. Professionally produced martyr-style videos show, for instance, a mother mourning a son killed in the field, who returns from the dead to present her with his beret.

    The ISPR declined to comment for this article unless a draft of it were submitted to the office for advance review, according to a spokesman for the agency.

    Thousands Join Funeral of Colonel Mahadik Who Died Fighting Terrorists in J&K

    Satara, Maharashtra: Thousands of grieving people turned up on Thursday for the funeral of Col. Santosh G. Mahadik, who was killed while fearlessly leading his men in an operation against militants in Jammu and Kashmir on Tuesday, an official said.

    Defense Minister Manohar Parrikar, Chief Minister Devendra Fadnavis and other dignitaries paid homage to Mahadik and offered sympathies to his family members, including parents, wife Sashwati, two children and brothers.

    Later, the slain hero’s body was brought in an army cortege to his native village Pogarwadi and kept for people to pay their last respects.

    Mahadik, who was decorated with a Sena Medal, was accorded a funeral with full military honors in an open ground in the village, the official said.

    Commanding officer of 41 Rashtriya Rifles, Mahadik, 38, was leading a search party and was critically injured when militants, holed up in a dense forested area of Haji Naka in Kupwara district, fired at him.

    Hailing from Satara, Mahadik belonged to a small farmer’s family and joined the Satara Military School before joining the army in 1998.

    A family friend described Mahadik as “a gentle, soft-spoken officer who never conveyed the looks of a special forces officer, besides being a forceful orator who spoke his mind.”

    The last rites were performed in the presence of his immediate and extended family members, Pogarwadi villagers and people from Satara district who raised cries of “Santosh Mahadik amar rahe.”

    An expert paratrooper and a combat underwater diver, Mahadik became the second commanding officer to be martyred in terrorist encounter this year.

    On Jan. 27, Col. Munindra N. Rai of the Gorkha Rifles was martyred at Handora village in Tral, south Kashmir, just a day after he was honored with the Yudh Seva Medal in the Republic Day awards.

    Rai was posthumously conferred the Shaurya Chakra on Independence Day.

Shah Rukh Khan looks terrific for a man who just turned 50, while Kajol looks like the ethereal beauty in gorgeous chiffon saris, blowing in the wind.

    Talking about the track, Shah Rukh says, “Since Kajol and I are coming back together on-screen after years, Rohit felt that we should try and make Gerua stand out better than all the other songs we have done earlier. We have done many beautiful songs are really fortunate to have done those. But Rohit was very clear and precise about how he would like to shoot this one. He paid attention to every detail starting from choice of location, costumes and every other technicality because it was essential to him.”

    Kajol on her part added, “We shot the song in a start to finish schedule of 7 days. We worked really hard and it was severe cold had a great time in all as the song itself is so good that we enjoyed performing. I am sure the audiences will also find it magical once they see it on-screen”.

    Gerua has been written by Amitabh Battacharya and composed by Pritam. For the song, Arjit Singh and Antara Mitra lent their voices.

    MIAMI, United States: People who report drinking three to five cups of coffee per day are less likely to die prematurely from heart disease, suicide, diabetes or Parkinson’s disease, US researchers said. 

    Both caffeinated and decaffeinated coffee were shown to have benefits, said the study by researchers at the Harvard University Chan School of Public Health published in the November 16 edition of the journal Circulation.

    The study compared people who don’t drink coffee, or drank less than two cups daily, to those who reported drinking “moderate” amounts of coffee, or up to five cups daily.

    The study did not prove a cause-and-effect for coffee and the reduced likelihood of certain diseases, but uncovered an apparent link that aligns with previous research, and that scientists would like to probe further.

    “Bioactive compounds in coffee reduce insulin resistance and systematic inflammation,” said first author Ming Ding, a doctoral student in the Department of Nutrition.

    “That could explain some of our findings. However, more studies are needed to investigate the biological mechanisms producing these effects.”

    No protective effect was found against cancer in this study. Some previous research has pointed to a link between coffee consumption and a lower risk of certain cancers.

    The study was based on data gathered from three large, ongoing surveys including some 300,000 nurses and other health professionals who agree to answer questionnaires about their own medical conditions and habits at regular intervals over the course of 30 years.

    “In the whole study population, moderate coffee consumption was associated with reduced risk of death from cardiovascular disease, diabetes, neurological diseases such as Parkinson’s disease, and suicide,” said the findings.

    Researchers also accounted for potential confounding factors such as smoking, body mass index, exercise, alcohol consumption, and diet. But the fact that the research relied on surveys, which use self-reported behavior, could raise questions about its reliability.

    And experts warned that coffee — a substance adored by many devotees — may not be right for everyone.

    “Regular consumption of coffee can be included as part of a healthy, balanced diet,” said senior author Frank Hu, professor of nutrition and epidemiology at Harvard.

    “However, certain populations such as pregnant women and children should be cautious about high caffeine intake from coffee or other beverages.”

    The chances of reviving one of sport’s greatest rivalries virtually ended on Thursday, November 19, after Pakistan denied its cricket team the permission to play in India citing security concerns, scuttling plans for a proposed bilateral tournament in December.

    The two countries are also unlikely to play in the United Arab Emirates as proposed by Islamabad as the Indian government is not expected to give permission due to the presence of al Qaeda and the Islamic State in West Asia.

    “The Pakistani government position is that the Pakistan Cricket Board (PCB) cannot play in India without the government’s permission which has not been given. The government raised security and safety issues for the PCB regarding playing in India,” Najam Sethi, the chief of the PCB’s executive committee, told HT.

    Ties between the two cricket boards have soured in recent months over the BCCI’s dogged refusal to play in the UAE, which acts as the home venue for the Pakistan cricket team after a 2009 terror attack on the visiting Sri Lankan team.

    “I don’t know why India doesn’t want to play in the UAE. It recently played IPL matches there. We are waiting for a fresh proposal from the BCCI. But our position is clear. We are not going to play in India,” Sethi insisted.

    The PCB has also threatened if the BCCI failed to honour its so-called commitment, the matter would be taken to the International Cricket Council, which is currently headed by Indian cricket board chief Shashank Manohar.

    Newly-elected BCCI president Manohar recently called Khan, asking if Pakistan was willing to play in India so that the board could begin the process of obtaining clearances from the government.

    “There were lots of talks with Mr Khan on various issues. But nothing was discussed officially. Also, the BCCI has not written to the government seeking a clearance for a series with Pakistan,” Manohar Told HT.

    India and Pakistan last time played a full series in 2007, before ties were suspended after the 26/11 terror strikes that killed 166 people amid evidence that the attack was planned from the neighbouring country. However, Pakistan visited India for a short limited-over series in December 2012.

    Cricket between the two countries rank among the fiercest rivalries in the world but also often evoke political reactions, especially from the Shiv Sena, which has opposed any Pakistani presence in India.

    Ola raised a $500 million Series F round from new investors Baillie Gifford and Didi Kuaidi and existing investors DST Global, Falcon Edge Capital, SoftBank Telecom Corp and Tiger Global Management bringing the Bangalore, India-based startup’s total funding to more than $1.4 billion.

    Ola is Uber’s biggest rival in India and is on an aggressive expansion drive. The company has grown thirtyfold over the past year, with its drivers now receiving more than 1 million ride requests per day.

    Though it hasn’t publicly disclosed its new valuation, media reports have pegged it at $5 billion, allowing Ola to climb even higher on Fortune‘s Unicorn List of billion-dollar startups.

    Ola currently operates in 102 cities across India and says 78% of cab users there have its apps on their smartphones. Uber, on the other hand, is in only 22 Indian cities as of a month ago.

    Ola is also now one of the world’s top funded travel startups, surpassed in total funding by Uber, Airbnb and Chinese competitor Didi Kuaidi, for example, and is currently neck-and-neck with Lyft. Didi Kuaidi, which invested in Ola’s most recent round, also announced a partnership with the company in September.

    The mobile app cab-booking company was founded in 2010 and this latest funding round positions the startup to have a $5 billion valuation. Ola has more than 350,000 cars across 102 cities in India and says it will use the investment to reach 200 cities by next year.

    India steps up surveillance on ISIS propaganda: over 150 Indians under the scanner

    NEW DELHI (TIP) : Nearly 150 Indians are on the radar of intelligence agencies for actively following Islamic State propaganda and engaging on social media with pro-IS elements, according to government sources.

    A majority of those under surveillance are from the southern states, sources said.

    Though agencies are not planning any action or crackdown on the youth who may be showing a more-than-keen interest in pro-IS websites or social media posts, the tracking is meant to pre-empt the possibility of their becoming indoctrinated enough to join the IS. As and when those under surveillance show signs to radicalization, an intervention may be made to alert their families and facilitate their counseling, if need be.

    Online tracking of pro-IS websites, Twitter handles and Facebook accounts is a key part of India’s counter-IS strategy. Agencies, with the help of experts from the National Technical Research Organization (NTRO), track online traffic related to IS across the country, and constantly flag any unusual trend or activity.

    Sources in the security establishment told TOI that 23 Indians, including about a dozen from the diaspora, had joined the IS and traveled to Iraq-Syria for ‘jihad’. These include four youth from Kalyan, one of whom Areeb Majeed returned to India and is now in custody here, a Kashmiri based in Australia, a Singapore-based Indian, an Oman-based man and one person each from Karnataka and Telangana and a journalist from Kerala.

    Of the six Indian recruits believed to have got killed in IS territory are three Indian Mujahideen cadre including Bada Sajid and Sultan Ajmer Shah who joined the outfit from Pakistan, two from Maharashtra and one from Telangana.As many as 30 Indians, including a woman based in Delhi, have been prevented from joining the IS. Besides, around 8-10 Kerala-origin men and an alleged woman recruiter, Afsha Jabeen, were recently deported by the UAE after they were found to be in touch with active IS members.

    A senior government officer said there was threat of an Indian IS recruit indulging in a “lone wolf” attack here upon return from Iraq-Syria. “Unlike other countries that strip their citizens who join and fight for IS of their passports, we have no such plan. We’d rather let them return and intercept them here,” said the officer.

    In an advisory sent on Monday, the home ministry had warned of the possibility of an IS-sponsored terrorist action on Indian soil. “Though the IS has not been able to establish any significant presence in India, its success in radicalizing some youth, attracting certain sections of the local population or the Indian diaspora to physically participate in its activities or the possibility of piggy-backing on terrorist groups operating in India have opened up the possibility of IS-sponsored terrorist action on Indian territory,” said the advisory issued to all the states and Union Territories.

    Forbes said California techies dominate the first ever list of the nation’s 40 most successful young entrepreneurs under the age of 40, “reaffirming the American Dream and proving yet again that there is no better way right now to get rich fast than to go west and convince venture investors to back your most ambitious ideas.”

    Elizabeth Holmes is the only woman to make the ‘America’s Richest Entrepreneurs Under 40’.

    Holmes quit Stanford at age 19 to start blood testing company Theranos.

    However recently in a setback, the FDA told Holmes that her company was using an unapproved blood collection device.

    All of the young entrepreneurs in the list have net worths of $400 million or more and 34 made their money in the tech sector.

    Twenty-one are billionaires and many either created or work for some of the hottest tech companies, including Uber, AirBnB, Fitbit, GitHub, Instacart and Pinterest.

    The list’s youngest member is Palmer Luckey, who was just 21 years old when he sold his virtual reality equipment company, Oculus, to Facebook for $2.3 billion in July 2014.

    Luckey’s net worth is $700 million and is one of half a dozen in the ranks who are still in their 20s, Forbes said.

    New York: Prime Minister Narendra Modi, Reliance Industries Chairman Mukesh Ambani and Google’s India-born CEO Sundar Pichai are among over 50 global leaders, business chiefs and pop icons named as contenders by Time magazine for its annual Person of the Year honor.
    The Time Person of the Year 2015 will be announced next month. The news weekly said the title would be bestowed on the person who “most influenced the news this year for better or worse.”

    Time said Modi has “encouraged foreign direct investment in India and is trying to modernize the world’s largest democracy,” but added that the Indian leader has also “faced controversy over what some see as rightwing extremism.”

    Modi was a contender for the honor last year also. While he was not chosen for the award by Time’s editors, he was named winner of the readers’ poll, securing more than 16 percent of about 5 million votes cast.

    On Ambani, Time said the richest person in India is the chairman of Reliance Industries, “which owns everything from telecom properties to the world’s largest crude oil refinery.”

    Among the contenders is Pichai. “After 11 years at Google, most recently as cofounder Larry Page’s right hand, Pichai assumed the tech giant’s top job,” Time said.

    In a separate “face-off” poll, Modi has been pitted against Jinping, while Ambani has been pitted against Nigerian President Muhammudu Buhari.

    Time asked its readers to vote for the individual who they think should get the title of Person of the Year. The winner of the readers’ choice poll will be announced next month before Time’s editors choose the individual from the 58 candidates.

    Modi has so far got 1.3 percent of the votes, the same as Pichai and Russian President Vladimir Putin. Ambani has garnered a mere 0.2 percent of the votes cast.

    Activision Blizzard accquiers Candy Crush maker King Digital Entertainment by paying $5.9 billion, combining a console gaming power with an established player in the fast-growing mobile gaming field.

    Activision, which owns the extraordinarily successful “Call of Duty” series, said the deal will create one of the largest global entertainment networks with more than half a billion combined monthly active users in 196 countries.

    It also will help Activision get its games out of the living room and into the hands of potential players through smartphones and tablets, a market with seemingly unlimited growth potential.

    Activision said mobile gaming is expected to generate more than $36 billion in revenue by the end of 2015 and grow cumulatively by more than 50 percent from 2015 to 2019.

    The deal also will help Activision diversify its customer base. CEO Robert Kotick told CNBC on Tuesday that about 60 percent of King’s audience is female.

    “Attracting women to gaming is a really important part of our strategy,” he said.

    Still, questions remain about what the advantage will be for the two companies, and perhaps more importantly, to gamers.

    King has struggled to follow up on the success of its Candy Crush series, a game so pervasive that a British lawmaker was admonished after being caught playing it during a Parliamentary committee hearing.

    King’s revenue fell 18 percent to $490 million in the second quarter, and gross bookings also dropped 13 percent, both of which the company attributed to the maturing of its Candy Crush franchise.

    Jefferies analysts Brian Pitz and Brian Fitzgerald said that replicating the success of Candy Crush is a daunting task.

    “We expect a heavy dose of skepticism from investors especially given the large deal size,” the analysts wrote in a research note.

    Activision Blizzard Inc., based in Santa Monica, California, will pay $18 in cash for each King share, a 20 percent premium over its Friday closing price. Kotick said the deal gives his company “a very productive way” to use foreign cash that had not been earning a lot of money.

    U.S. tax rates prompt companies to avoid transferring money earned overseas back home to the parent.

    The boards of both companies have approved the deal, but King shareholders must still vote on it and regulators in Ireland must also sign off. The companies expect it to close next spring.

    Shares of King Digital Entertainment Plc., which went public in March 2014, jumped 15 percent, or $2.34, to $17.88 Tuesday in pre-market trading and after the deal was announced. Meanwhile, Activision slipped 12 cents to $34.35.

    PE investments in real estate touch $2.8 bn in January-September | India’s top real estate companies stare at Rs 30,000 crore debt

    Private equity funds committed $2.8 billion to Indian real estate projects in the first nine months of 2015, global real estate consultancy firm Cushman & Wakefield and Global Real Estate Institute said in a report. The funds invested across 61 deals between January and September, against $1.63 billion across 52 deals during the same period last year.

    Apart from the increase in deal activity, the average transaction size too increased to $47 million, from $30 million during the same period last year.

    The report adds that around two-third of the allocated capital was invested through structured debt and mezzanine debt route. Pure equity or entity-level deals that had dried up by 2012 have started to make a comeback, with 22% of the capital going into these deals.

    The investments have been led by foreign funds that have committed $1.6 billion, or nearly 59% share of the total investment volume so far in 2015, followed by domestic funds that have invested around $1.2 billion. The majority of foreign capital that has been invested were from funds in the Asia-Pacific region (excluding India) followed by North America.

    Interestingly, among this year’s 61 deals, 45 deals totaling $1.2 billion were struck by domestic funds, while foreign capital chased only 16 assets. Even though residential project sales have lagged in Mumbai, nearly 40% of the invested capital this year was deployed in this region, followed by the Delhi-National Capital Region (NCR). Fund managers invested 78% of their capital in these two cities.

    On the other side, Sushmita Majumdar, director at Crisil Ratings, said India’s top 25 realtors make up around 95% of the market capitalization of the sector. These 25 developers also account for half of bank lending to the real estate sector and most of those facing high refinancing risk are in the national capital region (NCR).

    “With net exposure of banks expected to decline by around 5% for the first time in the current fiscal – banks used to meet around 90% of the requirements of these realtors till last year — an increasing proportion of the funding gap is being bridged by costlier NCDs and private equity monies,”Majumdar said.

    These 25 real estate companies face risks from as much as Rs 30,000 crore borrowings maturing in the immediate future amid high debt, weak demand and rising construction costs, credit ratings agency Crisil said.

    Crisil said that recent regulatory measures such as relaxation in foreign direct investment (FDI), and recourse to funding through non-convertible debentures (NCDs) and private equity, are expected to provide some respite in the short term for the sector.

    “The flipside, however, is the high returns expected by private equity investors compared with the relatively low cost of bank loans. Assuming this to be 20% per annum, the cumulative payout by the sector over a 5-year horizon can be as high as Rs 85,000 crore. This can amplify refinancing risks by an order of magnitude unless demand picks up substantially,” Crisil said.

    Crisil estimates that stagnating collections in the wake of declining sales velocity had resulted in debt taken for residential projects by these developers surging by 25% to Rs 61,500 crore in fiscal 2015.

    NEW DELHI (TIP): In its report submitted to the Union Finance Minister Arun Jaitley on November 19, the Seventh Central Pay Commission has recommended an overall increase of 23.55 per cent in pay, allowances, and pension for government employees. Within this, the Commission’s report recommends a 16 per cent increase in basic pay, a 63 per cent increase in allowances and a 24 per cent hike in pension. The recommendations are to come into force on January 1, 2016.

    “This will impact 47 lakh employees and 52 lakh pensioners. The total monetary impact on the central government would be Rs 1.02 lakh crore. Around Rs 74,000 crore would be the impact on the Union Budget and Rs 28,000 crore on the Railway Budget,” Mr Jaitley said at his residence after he received the report from Justice A.K. Mathur, Chairperson of the Commission. Mr Jaitley said the impact of the recommendations amounts to 0.6 per cent of GDP, adding that while the government would review the report soon, the State governments would take their own view on it.

    The report also recommends an annual increment of 3 per cent in basic pay.

    Significantly, the report has recommended a one-rank one-scheme for all government employees, including military personnel. “The Commission recommends a revised pension formulation for civil employees including CAPF personnel as well as for Defence personnel, who have retired before January 1, 2016. This formulation will bring about parity between past pensioners and current retirees for the same length of service in the pay scale at the time of retirement,” Justice Mathur explained.

    Past pensioners will first be placed in the proposed pay matrix on the basis of where they stood in the existing pay band and pay grade structure when they retired. This amount is to be raised to arrive at the notional pay of retirees, taking into account the number of increments they earned in that level while in service at the rate of 3 per cent. Defence forces personnel will also receive Military Service Pay as admissible.

    Fifty per cent of the total amount arrived at in this manner will be the new pension, the report said.

    Grade pay abolished

    “Considering the issues raised regarding the Grade Pay structure and with a view to bring in greater transparency, the present system of pay bands and grade pay has been dispensed with and a new pay matrix has been designed. Grade Pay has been subsumed in the pay matrix. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the pay matrix,” the report says.

    Towards this end, the report recommends that a fitment factor of 2.57 to be applied uniformly for all employees. That is, employees will see their pay increase by 2.57 times in a one-time increase to bring uniformity to the new pay matrix, Justice A. K. Mathur, Chairman of the Commission said.

    “Based on the Aykroyd formula, the minimum pay in government is recommended to be set at Rs. 18,000 per month and Rs. 2,25,000 per month for Apex Scale and Rs. 2,50,000 per month for Cabinet Secretary and others presently at the same pay level,” the report said.

    The report has abolished 52 allowances altogether and another 36 allowances have been subsumed either in an existing allowance or in newly proposed allowances.

    There were some controversial issues that the Commission could not reach a consensus on. The most significant has to do with the perceived financial ‘edge’ granted to IAS and IFS officers at three promotion stages. Justice Mathur recommended that this be extended to the Indian Police Service and the Indian Forest Service as well.

    While one member of the Commission recommended that status quo be maintained, another was of the view that the financial edge accorded to the IAS and IFS be removed.

    PATNA (TIP): Days after his party emerged as the single-largest entity in Bihar assembly trouncing the BJP-led NDA, the CBI has sought to put Lalu Prasad in the dock in a fodder scam case.

    The probe agency has requested the Supreme Court (SC) to revive corruption charges against the former Bihar chief minister in one of the several fodder scam cases registered against him and 33 other persons for allegedly withdrawing more than Rs 85 lakh from the Deoghar treasury.

    In an affidavit filed in the top court, the CBI asserted Lalu was incorrect in claiming that he could not be prosecuted for corruption in the Deoghar case because he was already convicted of similar charges in the Chaibasa case wherein he allegedly misappropriated Rs 37.70 crore from the treasury in 1994-95.

    Lalu was sentenced to a five-year jail term and is currently on bail since December 13, 2013.

    But his conviction led to his immediate disqualification from Lok Sabha and he became ineligible to contest polls for 11 years.

    CBI has filed an appeal before the SC against the Jharkhand HC’s order discharging Lalu under the Prevention of Corruption Act in the Deoghar case.

    Accepting Lalu’s contention, the HC had held he already stood convicted of similar charges in the Chaibasa case. It ruled that if Lalu continued to face prosecution, it would amount to double jeopardy that was impermissible under law.

    But, the HC had ordered continuation of proceedings against him under the IPC sections – for giving false information to cause disappearance and attempting to commit offences punishable with life imprisonment.

    The CBI told the top court that the HC overlooked the main idea of criminal conspiracy and that the two cases were distinguishable.

    The HC erred in breaking the chain of events, the CBI added.

    NEW DELHI (TIP): Apart from the GST bill, the most ambitious tax reform law, the Narendra Modi government is set to push three other crucial legislations to check corruption during the winter session of Parliament beginning on November 26.

    Whistleblowers’ Protection Act, Amendment in Prevention of Corruption Act and Lokpal are on the top of the government’s business.

    Union minister of state for personnel Jitendra Singh on Thursday said while the Lokpal Bill is pending with the select committee, the government had consecutively listed the bill for amendment in Prevention of Corruption Act for seven days in Rajya Sabha during the last session which was a virtual washout.

    “I will not go into the reasons of it but what I am trying to say is that we have not lagged behind. We have nothing to hide…and we will pursue these bills in the coming session on November 26,” Singh said.

    The MoS said while fighting corruption, the government intends that it should not cause “unwarranted intimidation” of officials.

    He said through amendment in PC Act, the government wants to introduce safeguards for officials at all levels. “We will act but act judiciously,” he said.

    Speaking at the valedictory function of 21st annual conference of CBI and Anti-Corruption Bureaux here at Vigyan Bhawan, Singh said the government aims to complete the Crime and Criminal Tracking Network and System (CCTNS) by March 2017. It was initiated in 2009 but didn’t make much headway during the last six years.

    “What had not happened in last six years, the government had resolved to do it in one and a half years,” he said.

    He said the government is committed to maintain independence and autonomy of CBI to ensure that an environment can be provided to the agency where it can work with its full potential. “We are here as facilitators of the professionals not intimidators of the professionals,” he said.

    Later, speaking to mediapersons on the sidelines of the functions, he said, “We expect the select committee to furnish its reports as soon as possible so that we can move ahead with the Lokpal Bill.”
