Frantic US fight against record floods

CHICAGO (TIP): Soldiers and volunteers packed sand bags Wednesday in a frantic effort to stave off floodwaters in the US state of Missouri, where 13 people have been killed and several towns have been engulfed.

The Mississippi River is already more than 14 feet (4.2 meters) above flood stage in some areas and is forecast to rise another eight feet before cresting on Friday, according to the National Weather Service.

“We’ve never seen water this high,” Missouri Governor Jay Nixon told CNN. “We’re in a massive flood fight.”

Don Smith, the mayor of Rockaway Beach, a small resort town in the southern part of the state, calling the flooding “absolutely devastating” and pleaded for help.

“I don’t even know how we’re going to deal with the clean-up,” Smith told CNN. “One of the business owners has an antique shop: there were minnows inside.”

The images shown by local media were dramatic.

Muddy water inundated homes and businesses nearly to the rooftops. Hundreds of volunteers formed human chains to spread sandbags on levees before the rapidly rising water could overflow them.

A man and his dog were rescued by boat from the roof of a home that was almost completely submerged near the Missouri town of Eureka. Another man was towed out of the floodwaters with his legs dangling out the back window of his pickup.

Nixon urged residents to stay out of the frigid and fast-moving waters. Most of the 13 victims in Missouri died when their cars were swept away.

“It’s cold,” the governor said. “It’s dangerous.”

President Barack Obama called Nixon from Hawaii, where he is on vacation, to offer federal assistance if it is needed.

“The president thanked the governor for his leadership during this challenging time and expressed condolences on behalf of the First Lady and himself for those who lost their lives,” spokesman Eric Schultz said.

The United States has been hit by a wave of wild weather — tornadoes, floods and rain — that has claimed at least 51 lives in the past week and stranded millions trying to get home after the Christmas holiday.

So far, the flooding in Missouri has only affected small towns and rural areas.

But the Mississippi is forecast to approach or even exceed record highs in the heavily-populated St. Louis area on Thursday, and Nixon said he is “very concerned” about the safety of residents there.

“You don’t know where that water is going to go,” he said.

It could take about a week for the river to drop back down below flood level, the weather service forecast.

The flooding began last week after a massive storm system dumped as much as 10 inches (25 centimeters) of rain in some parts of the state.

Nixon declared a state of emergency on Sunday and called in the National Guard Tuesday to help local officials deal with the rare winter flooding — the result of a monster storm system that also unleased tornadoes and freezing rain.

Neighboring Illinois has also been hard-hit. The storm claimed the lives of five people swept away while driving on a flooded roadway, and a state of emergency was declared in seven counties.

The wild winter weather has killed 11 people in Texas, 11 people in Mississippi and six in Tennessee.

Alabama and Arkansas each reported two storm-related deaths while Georgia blamed one death on the nasty weather.

More misery came Wednesday as heavy rain led to renewed flash flood warnings in Alabama, Florida, Georgia, North and South Carolina and West Virginia. (AFP)

Obama invites Modi, Sharif to Washington

WASHINGTON (TIP): US President Barack Obama has invited Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif to attend the Nuclear Security Summit from March 31 to April 1 next year in Washington.

According to The Express Tribune, there has been no official announcement regarding the invitation as yet.

The conference would offer the first planned opportunity of 2016 to carry forward bilateral ties between India and Pakistan which have seen some icy lows and relative heights this year.

The fourth Nuclear Security Summit had been announced by Obama during the previous edition in 2014.

  • Donald Trump ‘to spend $2 million a week on presidential bid’

Donald Trump ‘to spend $2 million a week on presidential bid’

WASHINGTON (TIP): Donald Trump has said that he will spend at least $2 million a week on his campaign to become the Republican party’s presidential candidate.

The billionaire frontrunner, who has not spent large sums as part of his bid to date, said he will earmark $2 million a week for television advertising in the first three voting states.

The controversial figure has said that, although he did not believe he needed to spend any money, he did not want to take anything for granted.

He said: “I don’t think I need to spend anything. And I’m very proud of the fact that I’ve spent the least and achieved the best result.

“I feel I should spend. And honestly I don’t want to take any chances.”

The 69-year-old has spent nothing on television advertising so far, but more than$300,000 on radio advertising time – still far less than his rivals.

Former Florida governor Jeb Bush has spent more than $40 million on his campaign, but is trailing Trump and several other candidates in the nomination race.

The majority of Trump’s campaign has been funded by donors across the country, sending him cheques or buying merchandise from his website.

“I’ll be spending a minimum of $2 million a week and perhaps substantially more than that,” he said.

“If somebody attacks me, I will attack them very much and very hard in terms of ads.”

Trump said he had screened his first two adverts, which touch on immigration, trade and national security policy.

When the real estate mogul announced his candidacy in June, he said he planned to spend $35 million by 1 January 2016.

But his provocative and plain-speaking style has resulted in a steady stream of media coverage – which has included, in recent weeks, his call to ban all Muslims from entering the US and claim that Democratic frontrunner Hillary Clinton was “schlonged” to the presidency by Barack Obama when they both ran for their party’s nomination in 2008.

Trump has also said he believes that the thousands of people who attend his rallies will ultimately turn out and vote for him.

Iowa’s caucuses will begin the voting on 1 February.

US cites immigration assessment, India wants US to honor visas

WASHINGTON (TIP): The US has conveyed that the decision to deny entry to Indian students was not because of black-listing of two California-based institutions but based on the immigration assessment of individuals even as India asserted that American authorities need to honor visas issued by them.

The Indian reaction came after more Indians traveling on business/tourism/work visas have been deported recently.

In a fresh advisory today, External Affairs Ministry here said according to the US Government, the deported persons had presented information to the border patrol agent which was inconsistent with their visa status.

In continuation of December 23 advisory in connection with denial of entry by the US to Indian students having valid student visas to pursue studies in educational institutions -Silicon Valley University at San Jose and Northwestern Polytechnic University, Fremont, the ministry noted that there have been more cases of deportation of Indians.

Subsequently, there have been further cases of denial of entry to Indian students holding valid visas to pursue studies in other US educational institutions, it said, adding some Indian nationals traveling on business/tourism/work visas have also been deported.

“The US Government has conveyed that the decision to deny entry to these students is not because of the corresponding institutions being ‘black-listed’ but based on the assessment made by the US immigration authorities of individual applicants. “According to the US Government, the deported persons had presented information to the border patrol agent which was inconsistent with their visa status,” the ministry said while noting that India continues to remain closely engaged with the US Government on this subject. “We have strongly emphasized the need for the US authorities to honor the visas issued by their own Embassy/Consulates,” it added.

Meanwhile, the ministry reiterated that all Indian students seeking admission in US educational institutions should do due diligence to ensure that the institutions to which they are seeking admission have proper authorization and capacities. Apart from travel documents, the students should also carry all required documentation regarding their study plans, housing, financial support, health care arrangements etc. and be prepared for admission (entry to the US) interviews with US immigration officials, it said.

Similarly, all Indian nationals traveling to the US on other visas are also advised to carry the necessary supporting documentations regarding place of stay, financial support, medical arrangements, sponsorship details etc, the advisory added.

India-Pak talks: Sartaj Aziz warns against ‘unrealistic expectations’

ISLAMABAD (TIP): Foreign secretaries of India and Pakistan will meet here on January 14-15 to prepare a schedule of meeting for the comprehensive dialogue, Advisor on foreign affairs Sartaj Aziz has said even as he cautioned against “unrealistic expectations” from the talks. Aziz made a policy statement in the Senate yesterday regarding the short visit of Prime Minister Narendra Modi to Pakistan on December 25.

“The foreign secretaries would meet on January 14-15 and draw up a map for the next six months for talks on 10 identified subjects,” he said.

He said the dialogue process is challenging as it involves difficult decisions and important issues.

He also cautioned against “unrealistic expectations” from the dialogue process and said there would be progress on some issues soon while it will take time for progress on others.

Aziz said the visit of Modi was a goodwill visit and it has been welcomed by majority of people in Pakistan and India and the international community.

He said now the two leaders have met at least five times and the warmth of relations created by the Lahore meeting would hopefully have an impact on the formal dialogue.

Aziz dispelled the impression that the entourage of the Indian Prime Minister visited Lahore without any visa.

He said Modi and 11 of his personal staff members were given a 72-hour visa, and the full immigration process was followed in this regard.

Rest of the dignitaries who were part of the entourage stayed inside the airport and no foreigner was allowed to move out without a valid visa.

Responding to a point raised by leader of the opposition Aitzaz Ahsan, Aziz said no secret meeting was held between the prime ministers of India and Pakistan at Kathmandu last year.

Replying to points raised by other members, Aziz said “India changed its hostile attitude towards Pakistan because of our constructive diplomacy, international pressure and domestic lobbies in India”.

  • BANGLADESH NATIONALIST PARTY CONTESTS FIRST LOCAL BODY POLLS ON PARTY LINES

BANGLADESH NATIONALIST PARTY CONTESTS FIRST LOCAL BODY POLLS ON PARTY LINES

DHAKA (TIP): Amid sporadic violence, thousands of people today queued up in Bangladesh to vote in the first-ever local body polls on party lines, joined by opposition BNP which had boycotted the 2014 general elections.

Over 12,000 candidates from some 20 parties, including former prime minister Khaleda Zia’s BNP, were contesting the polls in which 7 million eligible voters are likely to exercise their franchise to elect mayors and councillors in 234 municipalities.

The polls saw Bangladesh Nationalist Party (BNP) and ruling Awami League facing each other off, though a large number of political groups and independent candidates were also contesting.

Bangladesh is unlikely to see any change in the government until the 2019 general elections, but analysts said today’s polls appeared to be a referendum on the popularity of Prime Minister Sheikh Hasina’s Awami League and Khaleda’s BNP.

“BNP is exposed to a state of wilderness since it was miserably defeated in the 2008 elections while its decision to boycott the subsequent 2014 parliamentary polls visibly affected its organisational morale…It was crucial for the party to take part in the local government polls to secure the party structure,” said political analyst Khurshida Huq.

The Election Commission (EC) overnight called out paramilitary Border Guard Bangladesh (BGB), elite anti-crime Rapid Action Battalion (RAB) and coastguards to aide the police force in conducting the polls.

But reports said clashes occurred in northeastern Satkania, where a man was killed when supporters of two candidates traded gunshots.

“At one stage of the clash the supporters of the two candidates used guns leaving a 40-year-old dead,” police said.

Reports said authorities postponed polling at nine centres of six municipalities as violence erupted over alleged rigging by mayoral candidates.

Awami League leaders said barring few incidents, polling was peaceful while BNP alleged that the ruling party workers occupied several polling centres soon after the voting began.

The municipal polls came as Bangladesh in October amended a century-old system of electing local government bodies on non-partisan basis with the parliament approving a proposal to allow political parties to contest local government polls.

After coming to power in 2009, Awami League has insisted that local government body polls be held on party lines and in February last year the party’s highest policymaking Working Committee adopted a resolution in this regard. (PTI)

Suicide car bomb attack kills 1 near Kabul airport

KABUL (TIP): A suicide car bomb attack killed at least one civilian on Monday near the Kabul international airport, Afghan government officials said.

Another 13 civilians were wounded in the attack, Kabul Police Chief Gen. Abdul Rahman Rahimi told reporters at the blast site. “As a result of the explosion one of our citizens was martyred and 13 others were wounded,” said Rahimi. Early reports had only four civilians wounded.

The attack occurred near the eastern entrance of the airport, said Afghan Interior Ministry spokesman Sediq Sediqqi. Several nearby shops, houses and vehicles were damaged as a result of the attack according to an AP photographer at the scene of the attack. The Taliban claimed responsibility for the attack, and said the target was a convoy of foreign forces.

The attack came one week after another suicide attack carried out by the Taliban in which six US soldiers were killed and two others along with an Afghan were wounded near Bagram Airfield, just north of Kabul. The troops were killed when an attacker rammed an explosives-laden motorcycle into their patrol in a village near the airfield.

Meanwhile, in the southern province of Kandahar, a woman distributing polio vaccinations to children was shot dead by unknown gunmen, said Samim Khpolwak, spokesman for the provincial governor.

Kumar Sangakkara, Mahela Jayawardene apologise for ‘sexy’ Enrique Iglesias concert

COLOMBO (TIP): Legendary Sri Lanka cricketers Kumar Sangakkara and Mahela Jayawardene have apologised for ‘unruly scenes’ witnessed during an Enrique Iglesias concert in Colombo on December 20. The concert of the pop star was organised by Live Events – a company co-owned by the two former cricketers.

Even though both Sangakkara and Jayawardene are in Australia playing the Big Bash, the two took to Facebook on Monday to issue an apology. A day earlier, Sri Lankan President Maithripala Sirisena had said that “the organisers should be whipped” after reports that many women shed their underwear during the concert – part of the Spanish singer’s world tour called Love and Sex. There were also reports that the event as a whole was mismanaged, with the event beginning after the scheduled start and other security-related issues. “We wish to apologise to all of you for your negative experience at the recently concluded Enrique Concert,” wrote Sangakkara on Facebook. “We were shocked and saddened to hear of the events that transpired.” Jayawardene too posted the same lengthy apology on his page.

There was significant backlash in the country after the event. “I don’t advocate that these uncivilised women who removed their brassieres should be beaten with toxic stingray tails, but those who organised such an event should be,” President Sirisena had said.

Tickets were bought by fans for 5,000 rupees to 50,000 rupees ($350) and the organisers are now planning to refund the same.

ISLAMABAD (TIP): At least 23 people were killed and 60 wounded on Tuesday when a suicide bomber rammed his motorcycle into a government office gate at Mardan in Pakistan’s northwestern Khyber Pakhtunkhwa province.

Police officer Saeed Wazir said the bomber blew himself up after he was stopped at the National Database and Registration Authority (Nadra) office gate. “The bomber was on a motorbike and he drove it into the gate after being denied entry ,” he said. Officials feared the death toll could rise as many wounded were critical.

The attack was the deadli est in Pakistan since December 2014 when Taliban terrorists slaughtered 142 people, mostly kids, in an attack on an army-run school in Peshawar. The Peshawar attack had forced the Pakistan military to intensify its anti-Taliban Zarbe-Azab operation in tribal areas bordering Afgha nistan. The operation has led to a major decline in Taliban terrorism. Jammatul Ahrar, a Pakistani Taliban faction, claimed responsibility for the at tack. “It (Nadra) was targeted because it is an important part of this war (on Taliban),” said the group’s spokesman Ehsanullah Ehsan. • Indian American professor creates Super-condom which Kills HIV virus

Indian American professor creates Super-condom which Kills HIV virus

HIV / AIDS is a global killer and affects many lives worldwide every year. According to the World Health Organization (WHO), there were approximately 36.9 million people worldwide living with HIV/AIDS at the end of 2014. Of these, 2.6 million were children. HIV usually spreads through unprotected sex with an already infected person, sharing needles and blood transfusions.

Currently, the only way to prevent an infection is to take protective measures like using condoms while having sex, using disposable needles and screening of blood for infections before transfusion.

An Indian-American professor has created a condom that puts the safe back into sex with a new supercondom that fights HIV and prevent other STD’s and unwanted pregnancies.

Dr Mahua Choudhury has made the condom from an elastic polymer called hydrogel; the condom is mixed with a plant-based antioxidant ingredient that has anti-HIV properties, as reported by Digital Trends.

“We are not only making a novel material for condoms to prevent the HIV infection, but we are also aiming to eradicate this infection if possible,” said lead researcher Mahua Choudhury, assistant professor at the Texas A&M Health Science Center’s Irma Lerma Rangel College of Pharmacy in the US.

“Supercondom could help fight against HIV infection and may as well prevent unwanted pregnancy or sexually transmitted diseases and if we succeed, it will revolutionize the HIV prevention initiative,” Choudhury, who studied molecular biology, biophysics and genetics in India before getting her PhD in the US, noted.

Mahua Choudhury was one of the 54 people who were awarded the Bill & Melinda Gates Foundation’s “Grand Challenge in Global Health” grant.

This year’s initiative asked winning recipients to create an affordable, latex-free condom to help battle the HIV epidemic, which is currently affecting 35 million people in the world.

“If you can make it really affordable, and really appealing, it could be a life-saving thing,” Choudhury said.

The hydrogel in Choudhury’s condom is designed with an embedded plant-based antioxidant that is released when the condom’s walls are broken, Digital Trends reported.

This antioxidant has proven anti-HIV properties, and can stop the virus from replicating.

The antioxidant laced in the hydrogel also boasts stimulant properties that enhance physiological stimulation and feelings of pleasure during sex, the report noted.

Indian Cancer Scientist Develops Software For Cancer Patients

WASHINGTON:  An Indian scientist in the US has developed a new MRI-based technique to predict survival of patients with aggressive brain tumours and help them provide personalised therapy.

Dr Pallavi Tiwari’s work is based on recent clinical findings that 90 per cent of the Glioblastoma Multiforme (GBM) recurrences occur close to the tumour margin, suggesting that malignant cells are present at the periphery of the tumour but are not visually discernible.

GBM is the most common and most aggressive cancer that begins within the brain.

“Less than five per cent of all GBM patients live for more than five years,” Tiwari, a leading cancer researcher working at Case Western Reserve University, said.

She said that despite several advances in drug discovery and clinical trials for cancer treatment, all GBM patients still follow the same ‘one-fits-all’ treatment regimen.

Tiwari, who is from Madhya Pradesh, presented her new research before at the Radiological Society of North America (RSNA) meeting recently.

“With Obama administration’s push for personalised therapy, a pressing need in precision medicine is to identify patients with GBM who are suitable for specific clinical trials based on their tumour characterisation, instead of a ‘one-size-fits-all’ treatment,” a media release said.

Unfortunately, this has not been feasible so far in the absence of reliable non-invasive and quantitative measurements regarding patient prognosis (likely outcome of the disease) in GBMs, Tiwari noted.

Tiwari and her team have shown on 62 patients that these computer-extracted features from tumour margins and its surrounding areas on MRI are together predictive of GBM outcomes, the press release said.

So far such an approach of investigating imaging features from normal-appearing areas outside of tumour margins has not been investigated.

Using computer techniques developed by Tiwari and her team, subtle information can be gleaned from normal-appearing regions (at tumour periphery) to allow for the ability to reliably and non-invasively stratify patients based on their survival and can ultimately guide personalised therapeutic clinical trials in GBM.

Tiwari graduated from SGSITS in Indore and moved to United States to get a PhD degree in Biomedical Engineering.

She is currently a research assistant professor in Biomedical Engineering and since 2012 has been working in early diagnosis, prognosis, and treatment evaluation of brain tumours.
