    MOVIE: Shivangi (Meera Chopra) comes from a royal family in Rajasthan and is married to a prince named Veer (Vishal Karwal). They receive a necklace from their hometown which casts a vicious spell on him. He is possessed by a daayan and the only man who can help is Shivangi’s ex-lover Jai (Sharman Joshi). Can he be saved?

    1920 LondonREVIEW: There isn’t an inkling of innovative thinking in the third installment of the 1920 series. The best thing that can be said about it is that it will remain one of the year’s funniest films. Blood talk, daayans and jaadu tona are all in vogue this season (ahem!) but in the horror genre, these things are so passe. One look at the daayan and the first thing that will pop in your head is ‘For Devil’s Sake, someone get the poor woman a stylist’. With her sense of make-up, anyone would be looked down upon by their peers. No wonder she rages, roars and rumbles to find herself a soul.

    A haunted mansion, rocking chairs, creaky sounds, a damsel in distress, a possessed man, an exorcist are all extremely gimmicky. But Vikram Bhatt prefers relying on these over-sold elements even in 2016. From the first frame itself, you get a hint of how ridiculous this will turn out to be but you sit in the hope that probably there will at least be one good enough scene that will scare you. Alas, no luck at that.

    Director Tinu Suresh Desai redeems himself only because he gives us enough things to laugh about. There are corny dialogues that provide some comic relief. And the visual of a flying Sharman ala Shaktiman, will have you in splits. Clearly, the actor sleepwalks through his role and a good pay cheque seemed like his only impetus to see this through the end. Meera is abysmal and the rest of the actors with their grim voices are not worth mentioning.

    As for the daayan, her story is too flimsy. She could’ve found a better script on prime time and after this disaster of a film, she should really consider a career shift.

    The song ‘Gumnaan hai koi’ is a recreated version of the original song from the 1965 film ‘Gumnaam.’ Interestingly, while the music rights of the film have been acquired by T-Series, the rights for this song have been bought by Saregama.

    SpiceJet fined Rs 10L for offloading rights activist with cerebral palsy

    NEW DELHI (TIP): The Supreme Court ordered low-cost SpiceJet airline on Thursday to pay a Rs10-lakh compensation to rights activist Jeeja Ghosh, a cerebral palsy patient, for offloading her from a flight. A bench headed by justice AK Sikri found the airline guilty of not fulfilling its social responsibility and regretted that society continued to discriminate people with disabilities. The court fixed a two-month period for the company to pay the compensation.

    In 2012, SpiceJet’s cabin crew asked Ghosh to de-board after the pilot purportedly said he was not comfortable with the disabled rights activist around. The 40-year-old had boarded the plane in Kolkata and was to visit Goa for a conference. SpiceJet refunded the ticket money after deducting the flight cancellation charges. “It is the common experience of several persons with disabilities that they are unable to lead a full life due to societal barriers and discrimination faced by them in employment, access to public spaces, transportation etc.,” the bench said.

    The SpiceJet crew’s action violated Ghosh’s fundamental right to live with dignity, the court said.

    D13, Block 4, Clifton, Karachi: TV sting confirms Dawood’s address

    NEW DELHI (TIP): A sting operation by a national TV channel claimed to confirm that underworld don Dawood Ibrahim indeed lives in Karachi’s posh Clifton area.

    The video shows the address of Dawood’s bungalow as D 13, Block 4, Clifton, Karachi, an address which has been shared by India with Pakistan on several occasions.

    The channel, on the basis of interviews of guards and locals, claimed that everyone in the area knew that Dawood lived there.

    Reacting to the TV report about Dawood’s presence in Pakistan, the government on Thursday said that it will continue to pursue its case that Pakistan hand over the 1993 Mumbai blasts mastermind back to India.

    “The news reports referred only corroborates the facts that were already available with us. We will continue to pursue this matter and we expect Pakistan to hand over this international terro rist to us,” MEA spokesperson Vikas Swarup told reporters at a media briefing.

    The official said India had in the past shared details of Dawood, including his possible locations in Pakistan with Islamabad. “Dawood Ibrahim is a UN-designated global terrorist and a fugitive from Indian law, at several point of time his details have been shared by the Indian government with the govern ment of Pakistan,” he added.

    The sting operation shows Dawood’s house flanked by a cricket stadium on one side and the Clifton Marquee, a popular wedding and banquet hall on the other.The compound has threemetre high walls, barricades leading up to the entrance and private security guards manning it 24×7. It claimed that Dawood’s presence there was confirmed by locals.

    Dawood is wanted in India for the past 23 years and Pakistan has always denied his presence there despite irrefutable evidence provided by Delhi.

    ED seeks Interpol notice against Mallya

    NEW DELHI (TIP): After the setback over Vijay Mallya’s deportation from the UK, Indian investigative agencies have now renewed their efforts to get the liquor baron back through Interpol.

    The CBI has forwarded the request by Enforcement Directorate (ED) to the Interpol Headquarters for issuance of the notice, official sources said.

    The ED had sought an Interpol arrest warrant against Mallya to ensure that he appear before the agency for questioning in connection with a money laundering probe that arouse out of a CBI probe into his Rs 9,431 crore loan default.

    The agency wrote to the CBI, which acts as the nodal office of Interpol, to obtain a Red Notice against Mallya from the global agency.

    The Red Notice is issued “to seek the location and arrest of wanted persons with a view to extradite or similar lawful action”. After the notice is issued, the Interpol seeks arrest of the person concerned in any part of the world and notifies that country to take his or her custody for further action at their end.

    The ED had issued summons to Mallya thrice in March and April but he refused to join the questioning in connection with the probe into the Rs 900 crore IDBI loan fraud case. After the summons were ignored, the ED got a Mumbai court to issue non-bailable warrant against him based on which it made the requests for the revocation of his passport.

    After revocation of his passport, the deportation request was sent to Britain, but it was declined and the UK?asked India to seek his extradition instead. The British government said it acknowledges “the seriousness of allegations” against Mallya and was “keen to assist” the Indian government in this case. Trying to put Mallya on the mat, the ED is also contemplating attaching domestic assets and shares worth about Rs 9,000 crore. Finance Minister Arun Jaitley said New Delhi will initiate extradition process after a charge sheet is filed to bring back Mallya.

    NEW DELHI (TIP): Christian Michel, an accused in the VVIP chopper scam, said on Thursday that in a note he did describe Congress president Sonia Gandhi as the “driving force” behind the decision to buy helicopters for the use of politicians but clarified that his suggestion that she and other Congress leaders be lobbied by diplomats didn’t mean bribes were paid.

    “I have to protect the Gandhis to protect myself,” Michel said in an interview with NDTV. “I have to prove they are innocent to prove my innocence.”

    This came on a day when the CBI rejected his offer to depose via video-conferencing from the Indian consulate in Dubai. The investigating agency said on Thursday that Michel would have to come to India for questioning.

    In an interview with another news channel on Wednesday, Michel had offered to get “interviewed” from the Dubai consulate since he feared “getting arrested” on his arrival in India. “The CBI will take its probe in the VVIP choppers’ deal case to its logical conclusion. Christian Michel should join the probe in India,” an agency spokesperson said.

    On Thursday, the British national told NDTV that he visited India 180 times as he loved the country. He also spoke of his father’s connections with Congress leaders in 1980s but clarified that he had inherited neither his wealth nor his Congress connections. The alleged British middleman said he did not personally know Sonia Gandhi or Rahul Gandhi. He never met Sonia Gandhi or Ahmed Patel, he said.

    Amid Trump’s call for ban on Muslims, US Congressmen table bill to block move

    WASHINGTON (TIP): Seventy American lawmakers have introduced a bill in the Congress to ensure people were not barred from the US because of their religion, even as presumptive Republican presidential nominee Donald Trump has stuck to his controversial “temporary” ban call on Muslims.

    “We cannot allow fear and paranoia to drive our public policy, especially when it comes to the defining values of our country,” said Congressman Don Beyer, the lawmaker behind the move to introduce the Religious Freedom Bill.

    Beyer has been able to cobble together a coalition of as many as 70 lawmakers -mostly from the Democratic party, and a few from the Republican party – to back the legislation.

    “Our Founding Fathers guaranteed religious freedom for all in the First Amendment to our Constitution. People all around the world look to us as the standard for freedom, liberty, and tolerance,” he said.

    The bill tabled on Thursday gained support of over 100 ethnic and minority groups, including from Indian-American communities. Several lawmakers in their statement made clear that the legislation was in response to the call given by Trump to prevent Muslims from entering the United States. “This bill is about the very foundation our nation was built on, and that’s religious freedom,” said Congressman Joe Crowley, Vice Chair of the Democratic Caucus.

    “Unfortunately, the rhetoric we’ve heard over the past year or so has not only greatly affected our national discourse, it has fanned the flames of hate and hurt innocent families,” said Crowley, a former co-chair of the Congressional Caucus on India and Indian-Americans.

    House minority leader Steny Hoyer said regardless of what Trump maythink, barring members of a particular religious group from entering the country is unconstitutional and would never be supported by the Congress or the courts.

    “I hope House Republicans will join with us as cosponsors of this bill to send a strong message of support for our Constitution and the freedoms we hold dear and that have sustained us for generations,” he said.

    The OCA-Asian Pacific American Advocates in a statement commended the introduction of the legislation.

    “We stand in solidarity with the Muslim community in demanding fair treatment, equal rights, and an end to xenophobic rhetoric,” said Ken Lee, OCA national president.

    “As a Chinese-American, the Muslim ban proposal is a shocking reminder that the Chinese Exclusion Act can never be far from our thoughts,” Lee said.

    Nihad Awad, executive director of the Council on American- Islamic Relations (CAIR), said: “America must uphold its ideals of religious tolerance and welcoming the stranger, or else we face a diminishing role at the table of international leadership.” Meanwhile, in an interview to Fox News, Trump reiterated his proposal to ban Muslims from entering the United States.     Artificial intelligence as the Pentagon’s latest weapon

    MOUNTAIN VIEW, CALIFORNIA (TIP): In its quest to maintain a US military advantage, the Pentagon is aggressively turning to Silicon Valley’s hottest technology – artificial intelligence.

    On May 12, Secretary of Defense Ash Carter made his fourth trip to the tech industry’s heartland since being named to his post last year. Before that, it had been 20 years since a defense secretary had visited the area, he noted in a speech at a Defense Department research facility near Google’s headquarters.

    The Pentagon’s intense interest in AI -and by connection the Silicon Valley companies specializing in that technology – has grown out of the “Third Offset” strategy articulated by Carter last fall. Concerned about the re-emergence of China and Russia as military competitors, he stated that computer-based, high-tech weapons would give the US military an edge in the future.

    Third Offset is a reference to two earlier eras when Pentagon planners turned to technology to compensate for a smaller military. In the 1950s, President Dwight Eisenhower emphasized nuclear weapons as a deterrence to larger Warsaw Pact armies. A second “offset” occurred in the 1970s and ’80s when military planners turned to improved technology in conventional weapons to again compensate for smaller numbers. This time, Carter acknowledged, the United States faces significant challenges in translating civilian innovation into a military advantage, since the country will neither control nor determine the path of artificial intelligence.

    “That’s different than 30 or 40 or 50 years ago when we expected to control the pace of technology,” he said Wednesday in a speech at the Pentagon’s nearly 1-year-old Defense Innovation Unit Experimental facility, otherwise known by the techie acronym DIUx. “That’s not true anymore, but we still can stay the best military with respect to applications of AI”

    In recent weeks, Deputy Defense Secretary Robert O Work has repeatedly emphasized the importance of AI-related technologies that he believes will help create a new class of ” Iron Man “-style fighters armed with increasingly smart weapons.

    He has invoked the concept of “Centaur Warfighting” – systems that combine AI with the capabilities of humans, resulting in faster responses than humans alone could achieve. The Defense Department will need Silicon Valley’s help with that technology. And Carter indicated that bridge-building with local companies was a key reason the new Pentagon office he visited Wednesday will now report directly to him. The Defense Department has always had a close relationship with some of tech’s biggest companies. The Hewlett-Packard co-founder David Packard , for example, served as deputy secretary of defense in the Nixon administration.

    Many companies still count the Pentagon and intelligence agencies among their biggest customers. A venture fund backed by the CIA has been investing in tech companies since the dot-com boom of the late 1990s.

    But younger Silicon Valley executives, particularly those in AI research, have shown little interest in seeing their new technology used by the military.

    The depiction of defense weapons that fire without a human operator raised alarms among arms control advocates and some military strategists who worry that the line between offensive and defensive uses of smart weapons will be difficult to maintain.

    “We need to figure out where to draw the line and we need to stay on the right side of it,” said Stuart J Russell, an AI specialist at the University of California, Berkeley who is a leader in a movement to ban autonomous weapons.

    In fact, turning over killing decisions to machines is seen by some technologists and military strategists as inviting a new and possibly destabilizing arms race. “I’m not as confident that we can clearly delineate between offensive and defensive weapons, in general,” said Paul Scharre, a weapons analyst at the Center for a New American Security, a Washington-based policy group. “If there was an easy way to do that, nations would have agreed long ago to only build ‘defensive’ weapons.” (NYT News)

    WASHINGTON (TIP): Hillary Clinton’s presidential campaign has slammed Republican frontrunner Donald Trump for mocking an Indian call centre worker during an election rally this week, saying it shows disrespect towards the community and is reflective of his divisive rhetoric.

    “Donald Trump mocking Indian workers is just typical of his disrespect that he has shown to groups across the spectrum,” said John Podesta, chairman of the Clinton Campaign.

    “He has run a campaign of bigotry and division. I think that’s quite dangerous for the country when you think about the fact that you need friends, allies. The kind of campaign he is running breeds disrespect across the globe and breeds division and danger here at home,” he told reporters in Germantown, Maryland after formally launching ‘Indian- Americans for Hillary’, an effort by the community to rally behind the Democratic presidential front runner.

    Podesta was reacting to Trump’s apparent use of a fake Indian accent to mock a call centre representative in India during a campaign rally in Delaware this week.

    The real estate tycoon said that he called up his credit card company to find out whether their customer support is based in the US or overseas.

    At the same time, he described India as a great place, asserting that he is not angry with Indian leaders.

    Meanwhile, an Indian-American entrepreneur also hit out at Trump, calling his comments “demeaning”.

    “When Donald Trump fakes the accent of an Indian at the help desk, it is demeaning and demonising to me personally,” said Frank Islam, a top Indian-American bundler in the Clinton campaign who has helped raised more than USD 100,000 for her.

    A resident of Maryland, Islam is part of the newly launched ‘Indian-Americans for Hillary’.

    He also disagreed with the remarks of Republican Governor from Maine, Paul LePage, who had said that Indian workers are “worst” and “hardest” to understand. “I do not know, where he got that impression. I consider Indian-Americans very hard working and they aim high,” he said. “I consider Indian-Americans to be thoughtful, constructing, hardworking and resilient. So I do not agree with him,” Islam said, adding that the community played a key role in strengthening the country.

    LAHORE (TIP): Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz said that relations with the United States have been under stress for the past three months because of conditions attached by Washington to the funding of F-16s’ sale.

    According to Dawn newspaper, the adviser admitted this while winding up a debate in the Senate on an adjournment motion on the US decision to withdraw proposed subsidy on the sale of F-16 fighter jets to Pakistan.

    Aziz said that Pakistan-US relations had come to a standstill in 2011 because of incidents of WikiLeaks, Raymond Davis, Abbottabad operation, Datta Khel and Salala. Since 2013, he said Pakistan’s relations with the US had witnessed an “upward trajectory”.

    “In the past three months, however, this upward trajectory in relations has witnessed a downward slide, as reflected in a decision of the US Congress to block partial funding for eight F-16 aircraft,” he said.

    Aziz said that the action by the US might have been caused by concerns raised by Washington on the nuclear issue which had been firmly rejected by Pakistan.

    “We have also rejected frequent demands, especially by the US Congress, for the release of Dr Shakil Afridi. The US officials, Congress, think-tanks and media, in tandem with our adversaries, have also been blaming Pakistan for supporting the Haqqani network without giving any concrete evidence to enable us to take additional action against it or other terrorist organisations,” he added.

    Asserting that the Haqqani Network issue remained the top US concern at the moment, Aziz said that Indian lobby in the US had not been cooperative especially after the Pathankot incident.

    However, he assured the Senate that in view of the importance of the issue, Pakistan had been making all-out efforts to finalise the F-16 deal with the US administration. (ANI)

    China and Pakistan join hands to block India’s entry into Nuclear Suppliers Group

    WASHINGTON (TIP): China and Pakistan are closely coordinating moves to block India’s entry into the Nuclear Suppliers Group (NSG).

    Beijing is using Pakistan’s non-starter position with the NSG to block India’s application in the name of parity, stating that it would either support NSG entry for both India and Pakistan, or none of them.

    Talking about the China – Pakistan grand strategy to stall India’s admission into the NSG , well placed US sources who work with the NSG said that from all counts it does appear that China and Pakistan are coordinating closely to stop the Indian entry.

    The sources pointed to the fact that when India sought an information session with the NSG Participating Governments (PGs) at the recent NSG Consultative Group meeting on April 25 and 26, where it would have made a formal presentation to the NSG Group in support of its membership, Pakistan requested for a similar discussion slot with the NSG PGs.

    Sources said that even though Pakistan was fully aware that its request would be rejected, it made its application at the cue of China, in order for Beijing to look even-handed when it sought the rejection of both requests on grounds of parity.

    Providing an insight into the China-Pakistan plan to stall India, sources say that Pakistan is now going to write to all the NSG PGs about its wish to join the NSG. This is being done in anticipation of an application by India for NSG membership at the forthcoming plenary session of the NSG in June.

    The Pakistani application, added sources, is “just a decoy” for China to reject both applications on grounds of parity. China knows that Pakistan does not stand a chance at the NSG, and most of the NSG states will reject Islamabad’s application. By taking the lead in rejecting the Pakistani application along with that of India, China would like to project its position as “neutral” when in reality it is “working in tandem with Pakistan to stall India’s application “.

    US sources are disappointed with the Chinese tactics of “using Pakistan’s non credentials with the NSG to settle scores with India”. Informed sources say that this strategy is not a secret and during Pakistan President Mamnoon Hussain’s visit to China in November 2015, China revealed its hand when it told President Hussain that if India is allowed to get NSG membership, China would ensure that Pakistan also joins the group.

    The Chinese government told President Hussain that “if India is allowed to join the NSG and Pakistan is deprived of NSG membership, Beijing will veto the move and block the Indian entry”.

    Sources maintain that true to its word, China is following a plan that will enable it to use Pakistan’s non-acceptance at the NSG to block India’s acceptance. “It is both or none” is the Chinese plan to derail the Indian application, say sources.

    Chinese officials at the NSG level have been using the Pakistan card to stop India’s entry into the NSG while appearing to be even handed in China’s relations with India. Well informed sources also point to comments made by Pakistan’s former permanent representative to the United Nations Zamir Akram who virtually admitted the grand China – Pakistan plan to stall India’s entry into the NSG when, he said, that India will not make it to the NSG despite US. support since China was committed to both India and Pakistan joining the NSG at the same time, and would block any move for a unilateral admission of India.

    He added that chances of India gaining entry into the NSG are virtually nil. The former senior Pakistani official also made it known that Islamabad has “friends at the NSG” who won’t let India enter the group.

    US sources have seen through China’s game of “either both or none” in the NSG. They say that India’s non-proliferation credentials can never be compared with Pakistan’s, as Pakistan has a history of “selling Nuclear technology to rogue states like Libya”. They point to the father of Pakistan’s nuclear bomb, Dr A.Q. Khan, and his global nuclear trade.

    Added to this history, is the fear in the West that Pakistan’s nuclear weapons, especially the tactical version that it is now in the process of developing, can easily find their way into the hands of terrorists, as Pakistan’s nuclear command is extremely vulnerable to penetration by Islamic hardliners. Well-placed sources say that China is aware of this situation, and is mindful of the fact that Pakistan can never be considered for membership in any global nuclear club, but that won’t stop China from using Pakistan as a “parity token to stop India which is fast emerging as China’s competitor at a global level”.     KATHMANDU (TIP): After a two-year hiatus in the wake of deadly avalanches and last year’s earthquake, the world’s highest peak Mt Everest saw the first ascent on May 18 as nine Nepali Sherpas made their way to the top of the mountain. Mt Everest did not see any climbing activity in 2014 due to avalanches which claimed the lives of 19 climbers and porters and in 2015 following the April earthquake. Gyanendra Shrestha, an official of the department of tourism, said those who have succeeded to reach the top are the Ice-fall Doctors who prepared the route up to Mt Everest. He said that nearly 12 foreign mountaineers are preparing to climb Mt Everest on Thursday. “The weather is good so far. If things go as planned, the climbers will be able to reach the world’s highest peak on Thursday.” At least 289 climbers are aiming to climb Mt Everest this season Normally, 50-60 percent climbers make it to the top of Everest. They will be accompanied by at least 400 Nepali high-altitude guides, which means the Everest will see a footfall of more than 600 individuals this season. A team of Indian Army, including youth from the Indian National Cadet Corps, is also vying for the top of Mt Everest. (IANS)

    Seven Afghan militants killed in coalition drone strike

    KABUL (TIP): Seven Taliban militants were killed after an unmanned plane of the NATO-led coalition forces struck a vehicle in Afghanistan’s Kunduz province, an official said on May 10. “Based on a tip-off, a coalition forces’ drone carried out an air raid against a vehicle running in Nah-r-Sufi locality of Chahar Dara district on Monday night. The air strike left seven militants killed and two other militants injured,” district Governor Zulmai Farooqi told Xinhua. In another development, a Taliban military chief named Abdul Jabar Mardan for the neighbouring Baghan province was killed during a special operation conducted by Afghan forces on Monday evening, an official told Xinhua earlier on Tuesday.     NEW DELHI (TIP): BJP and Congress MPs had an angry exchange over Nepal on May 11 after BJP member Nishikant Dubey mounted a sharp attack on the country in the Lok Sabha. Dubey said Nepal, a “small country which is dependent on India” is now seeking to “threaten” India after getting support from China. Congress members, led by Jyotiraditya Scindia, protested against Dubey’s remark, saying a neighbouring country should not be spoken about in such language. This led to counter protests by BJP, with Dubey alleging that it was the “wrong” policies pursued by former PMs Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi towards Nepal that had created the present problem. Raising the issue during zero hour, Dubey also made a strong pitch for erecting a fence along the Indo-Nepal border. Dubey said the porous border had turned Nepal into a “nerve centre” of anti-India forces, “which was also witnessed during the IC-814 hijack”. The attack came in the backdrop of a slide in Indo-Nepal ties in recent months.(PTI)

    DHAKA (TIP): At least 29 people, including children and women, were killed in Bangladesh on May 12 after being struck by lightning in Dhaka and several other districts. Five of them were killed in Sirajganj, four in Pabna, Kishoreganj and Brahmanbarhia each, three in Rajshahi, two in Gazipur, Bogra and Natore each, and one in Habiganj during thunderstorms on Thursday, bdnews24.com reported. Two children were killed in Dhaka’s Jatrabari area where they were playing football in a field. Doctors were treating three other boys who were rushed to Dhaka Medical College Hospital with wounds caused by the lightning, police said. They said in most cases the victims were farmers who were busy in harvesting rice in villages. (PTI)

    Obama is more popular than Reagan

    For a leader regularly written off by the press as a lame duck 18 months ago, President Obama has tallied some major wins during his second term, and voters have taken notice. He’s normalized relations with Cuba, implemented a historic Iranian nuclear deal, signed a global climate pact with nearly 200 nations, overseen the continued success of Obamacare, all while the economy has recorded 73 straight months of job growth.

    No wonder that polls point toward a Democrat succeeding him in the White House.

    So why isn’t there more media credit directed his way? Is the press making the mistake of reading off the Republican campaign script this year, which insists America is teetering on collapse? (Obama joked at the White House Correspondents Dinner: “The end of the Republic has never looked better.”)

    Whatever the reasons, let’s note there hasn’t been a media rush to document Obama’s strong standing in recent weeks. CNN last month timidly suggested, “there’s some evidence that the public is viewing Obama … more fondly.” The first clue?Obama’s approval rating hit a three-year high of 53 percent, according to Gallup. (He boasts a staggering 66 percent approval rating today among voters 18-29.)

    Obama’s strong showing has remained steady since March: Gallup on Monday pegged his approval rating at 52 percent.

    Note that the president’s approval rating dropped down to 40 percent just 18 months ago during the midterm election cycle in 2014, which means he’s ridden a 13-point surge over the last year-and-a-half. Doesn’t that qualify as news?

    The president averaged a nearly 50 percent approval rating from January 20 through April 19, his 29th quarter in office, according to Gallup. That 29th quarter represents “one of the higher quarterly averages in his presidency to date.” That’s especially remarkable considering second terms are not traditionally kind to presidential approval ratings.

    Recall that our previous two-term president left office with a 22 percent approval rating, while his vice president signed off with a thumbs-up from 13 percent of voters.

    What’s also impressive is that in today’s hyper-partisan environment, Obama has been able to boost his standing while getting almost no support from Republican voters.

    “Obama is the first president since polls existed to have never gone above 25 percent approval from the other side,” noted Paul Waldman at the American Prospect. Obama’s approval among Republicans currently stands at just 14 percent, according to Gallup. Given today’s rugged political terrain, “If a president can stay at 50 percent, he should be counted a remarkable success,” Waldman argued.

    But don’t look for lots of media tributes. The truth is, during his two terms the press has repeatedly worked to depict Obama’s standing as being on the decline, and often downplaying his success. (Also, good news is no news.) As Media Matters noted in 2010, “Beltway scribes today have made it plain that when it comes to Obama and polling, good news is no news.”

    And when Obama’s standing did fall, the press eagerly piled on, as I laid out after Democratic losses in 2014: Right after the election, a November Economist editorial announced, “Mr. Obama cannot escape the humiliating verdict on his presidency.” Glimmers of hope after the midterms were no reason to think Obama had “somehow crawled out of the dark place that voters put him,” the Washington Post assured readers. (Post columnist Dana Milbank has recently tagged Obama as a hapless “bystander” who’s “turning into George W. Bush.”) And a McClatchy Newspapers headline declared, “President Obama Is Now Truly A Lame Duck”.

    So it’s not surprising the same press corps is in no rush today to detail Obama’s recent surge in popularity, and in fact seems to tiptoe around it.

    In January, The New York Times looked ahead to Obama’s final year in office and stressed, “polls show doubts about his handling of critical issues.” Contrasting his second term with Bill Clinton’s and Ronald Reagan’s, the Times insisted Obama began the year “without the advantages of popularity that Reagan and Mr. Clinton had.”

    In other words, both Reagan and Clinton were very popular during their final year in office, but Obama was not. Yet recently, Obama’s Gallup approval rating slightly exceeds Reagan’s from the same point in the Republican’s eighth year in office.

    So where are the media acknowledgements? (In the press, Reagan is often used as shorthand for a universally popular president.) In recent months, the Times has made only a few passing references to Obama’s approval ratings, according to Nexis.

    In early March, a Washington Post-ABC News poll found that Obama’s approval rating had risen to 51 percent, up from 45 percent in December. Big news, right? Nope. The Post reported that 51 percent fact in the ninth paragraph and devoted just one sentence to his surge.

    Here’s another example: Last June when a CNN poll found that Obama’s approval rating dipped to 45 percent, CNN played the data as big news (“President Barack Obama’s job approval numbers are sinking”), complete with the taunting headline “Bush Now More Popular Than Obama.”

    But more recently, when CNN polling pegged Obama’s approval at 51 percent, CNN downplayed the news. CNN’s polling write-up about the survey included just one sentence noting the president’s surge.

    And in a recent 8,000-word opus, Politico outlined what it claims to have been Obama’s “failure” to communicate his agenda, and what “went wrong” inside the White House. It wasn’t until 7,000 words into the feature that Politico acknowledged Obama’s approval rating recently hit a three-year high. Politico also never mentioned that Obama’s approval today matches that of Reagan’s, who was known as The Great Communicator.

    To date, Obama’s second term has been a broad success, and lots of voters agree. When’s the press going to take note?

    On Modi’s Watch, 20,000 Crores Vanished – The Big ‘Gas Scam’

    Gujarat State Petroleum Corporation Ltd (GSPC) is a public sector undertaking in the state of Gujarat, incorporated in 1979. GSPC has been engaged in activities in the oil and gas industry. GSPC was awarded a block in the Krishna Godaveri (KG) river basin for drilling in 2002. It subsequently entered into a production sharing contract with the then Central government in February 2003.

    The boast On June 26, 2005, then Gujarat Chief Minister Narendra Modi announced that GSPC had discovered India’s largest gas reserves in the KG basin. He claimed that the gas reserves were 20 trillion cubic feet worth 2,20,000 crores at that time. This was more than the total gas produced in all of India at that time. He announced that GSPC would spend 1,500 crores and begin commercial production of this gas in 2007. He also proclaimed this would make Gujarat India’s economic super power and enable India to become self-sufficient in her energy needs.

    The fall On November 4, 2009, GSPC approved a “Field Development Plan” to develop the KG Basin gas blocks. Four years after the grand announcement and two years after the promised production date, GSPC merely produced a report on how to develop the KG Basin block. This document estimated the costs of development of KG basin block as 8,465 crores, much more than the 1,500 crores that Chief Minister Modi had announced. But more importantly, the Plan also cut its estimates of gas reserves by 90% of what Chief Minister Modi had claimed. So, GSPC’s own development plan in 2009 estimated 4 times higher costs to produce one-tenth of the gas that Chief Minister Modi had so proudly claimed in 2005.

    The loot What is even worse is this – as of 2016, GSPC has not started commercial production of gas from its KG Basin block. Astonishingly, it has borrowed 19,716 crores until March 31, 2015 from more than 15 public sector and private sector banks together. Its profits have dropped to a mere 23 crores in 2015. The company has written off nearly 3,000 crores as exploration costs. The company had interest dues of 1,800 crores in 2015 alone to the banks. To put this in context, Kingfisher Airlines is alleged to owe the banks 9,000 crores. GSPC’s loans are more than twice that of Kingfisher. Similar to Kingfisher Airlines, GSPC’s grand plans have also gone kaput. When Kingfisher and its promoter are rightfully vilified, why are GSPC and its protagonists not questioned?

    Not Make in India but Explore outside India In a sheer act of bravado, GSPC went on an acquisition spree of overseas 11 oil and gas blocks in Egypt, Australia, Indonesia and Yemen between 2006 and 2010. By 2015, it had surrendered 10 of these blocks and wrote off 2000 crores. For a company that had no prior experience in operating these blocks, GSPC’s reckless acquisition spree of overseas blocks calls into question both business acumen as well as its intent.

    Show us the money Where did the nearly 20,000 crores of deposits of Indians in banks borrowed by GSPC vanish? There needs to be a thorough investigation into the money trail and use of this money by GSPC. Gujarat State Petroleum Corporation Ltd (GSPC) has been engaged in activities in the oil and gas industry

    Dubious transactions GSPC entered into contracts and partnerships with dubious entities. GeoGlobal Resources: named GSPC’s technical partner, it was a two-person company incorporated in Barbados, owned by Jean Paul Roy. Geo Global was incorporated just six days before their agreement with GSPC. Geo Global and Jubilant Group became partners with GSPC in this KG Basin adventure in 2003, in return for 10% stake each. Geo Global did not put in any money for its stake. Soon after, curiously, Geo Global sells half of its stake to a Mauritius-based company called Roy Group.

    Tuff Drilling: became the drilling partner of the GSPC KG basin venture. It was only incorporated in 2006 after Mr. Modi’s announcement of discovery of gas reserves. This company had no experience in gas exploration. Its promoter had an apparel business. Yet it received an order in 2010 from GSPC worth several hundred crores of rupees to supply sophisticated deep water platform rigs for gas extraction in the KG basin. As per media reports, Tuff Drilling has defaulted on its loans of 120 crores to banks and is now bankrupt.

    Too many questions, too few answers

    1. What does GSPC have to show after 11 years and 20,000 crores of Indian savers’ money being used? Where did the money go?

    2. How did the board of GSPC approve so many reckless overseas acquisitions in such a short period of time for a company with such limited experience?

    3. On what basis did PSU banks lend so much to GSPC when both exploration and economic viability of its KG operations were in doubt?

    4. On what basis were contracts awarded to dubious entities such as Tuff Drilling? What were the personal arrangements?

    5. Why were the CAG audit reports of 2011-12 to 2014-15 deliberately delayed?

    6. If as GSPC claims it can still recover gas from KG basin, why are there attempts being made to palm off the KG block to others, including ONGC as reported in the media?

    7. The CAG report has clearly indicted GSPC, its management and board of mismanagement to the tune of 20,000 crores. Why does this not call for resignation of all the people involved and a more detailed judicial inquiry, as was the case with CAG reports in other cases?

    The GSPC saga is one of a company that claimed to solve India’s energy problems in 2005 only to borrow a staggering 20,000 crores with absolutely nothing to show for it in 2016. Apologists for GSPC and its protagonists continue to hide behind technical terms of 1P, 2P, 3P, Gas-in-place reserves etc. They miss the entirely larger point that after a decade and 20,000 crores, no one is willing to buy management estimates of its ability to extract gas from the KG basin. It is only fair that the treatment meted out in other cases of a similar CAG indictment be meted out to GSPC as well, i.e. an independent judicial inquiry to probe into the matter deeply. If there’s nothing to hide, there’s nothing to fear, isn’t it?

    Jaitley’s flawed logic | Judiciary’s ‘overreach’ a necessary balance

    Finance Minister Arun Jaitley has every right to believe and tell the Opposition that the job of dispute resolution provided in the GST Bill need not be handed over to the judiciary even though judges enjoy greater credibility and acceptance than, say, politicians and bureaucrats in settling tax and other disputes. Jaitley is also justified in questioning the need for having another drought fund when two such funds already exist. But instead of arranging relief for the drought-hit, the core issue on which the Supreme Court has pulled up the Centre, he offers excuses like lack of Parliament-sanctioned money.

    Being too clever by half, the lawyer in Jaitley knows how to twist arguments. And this he does to cover up recent political, constitutional and administrative lapses. The GST failure is all too apparent. How does having judges to hear tax cases tantamount to a “surrender of legislative jurisdiction to the courts”? This is how he argues: “With the manner in which encroachment of legislative and executive authority by India’s judiciary is taking place, probably financial power and budget making is the last power that you have left. Taxation is the only power which states have.” Then he makes the final assault: “Step by step, brick by brick the edifice of India’s legislature is being destroyed.”

    Presumed judicial overreach is an issue the executive is unhappy about. But it is not as serious a threat to democracy as was the executive’s attempt, backed by the Opposition, to undermine the judiciary’s independence through the NJAC, which was rightly struck down by a Constitution Bench. Jaitley had called it “tyranny of the unelected”. On Wednesday he sought NJAC-type Opposition cooperation on GST. The Supreme Court’s Uttarakhand snub a day before perhaps still rankled him and provoked the fresh tirade. There is no judiciary vs legislature issue at work. If judges at times cross the Lakshman Rekha drawn by the Constitution, usually an executive failure or political mischief provokes it. A sturdy judiciary may at times seem like an irritant but judicial vigilance over possible executive waywardness is an imperative.

    NEW YORK CITY(TIP): Reacting to a Reuters news story that the Obama Administration will launch a new round of immigration raids targeting Central American women and children, New York City Council Speaker Melissa Mark Viverito, May 12, called for an end to such raids.

    “This latest round of proposed deportations is an absolute disgrace. Deporting women and children who have fled unspeakable violence is a stain on our nation and runs directly against who we are as a people. These are refugees and we need to treat them as such. It’s shocking that for the second time in just a few months, immigrant communities in New York City and around the country are forced to live in fear that their families will be ripped apart. This fear only drives immigrants into the shadows. Every day, immigrants across the country work hard, contribute positively and help our cities run- these raids need to end.”

    New York City Council Immigration Chair Carlos Menchaca said: “Raids at a national level are always felt strongly in New York City where we continue to make our neighborhoods safe. We will stand strong against these federal actions and ask all New Yorkers – not matter your immigration status – to stand with us and your neighbors are we denounce these raids.”

    In Washington DC, Representatives Lucille Roybal-Allard (CA-40), Zoe Lofgren (CA-19), and Luis V. Gutiérrez (IL-04), May 12, termed these types of enforcement actions against women and children as cruel.

    “We believe deportation targets should be felons, not families. We have inquired both with the White House and the Department of Homeland Security to get more information on the news reports about a new set of raids targeting mothers and children. If the news is accurate it is a very bad sign that the Obama Administration has not listened to us after months of urging them to adopt a refugee approach with other Western Hemisphere nations. To conduct these types of enforcement actions against women and children who have fled violence and who will face violence if they are returned, it is not just hypocritical-it is plain cruel.

    “Our neighbors in the Northern Triangle countries of El Salvador, Honduras, and Guatemala are in a crisis of uncontrolled violence. Women and children from these countries are coming to our Southwest border in search of refuge. Essentially, no one is coming from Nicaragua, Belize and other countries in the region. This shows that it is push factors – the violence in the Northern Triangle – and not the pull factors from the U.S. that are leading to the increased levels of migration.

    “The people targeted for raids and deportation are most likely to be the ones who never had access to a lawyer or legitimate due-process for their asylum claims. If the raids conducted earlier this year exposed anything at all, it was that our immigration system is incredibly flawed when it comes to asylum. House Democrats are united in strong opposition to these raids with almost all of us (146) signing a letter calling for the Administration to end ICE raids this past January.”

    He warned Punjabis about Aam Aadmi Party and said that Delhi administration has gone down under AAP and if they adapt to their failed policies and practices in Punjab, it will collapse. In the midst of applause, ovations and cries of “Captain Amarinder Singh Zindabad, and Captain Le aao, Punjab Bachao!!” From the audience, he warned that we have to be cautious of 3 things (Whites) in which White liquor, White Fly and White Topi were included. He lamented that Badal family had ruined Punjab with corruption.
