Harsh Vardhan Shringla Exudes Confidence about India’s Ability to deal with the Situation Created by Tariffs
RESTON, VA (TIP): Former Foreign Secretary and Rajya Sabha MP Harsh Vardhan Shringla remains hopeful that India will be able to conclude a “satisfactory mutually beneficial” Free Trade Agreement (FTA) with the US as 50 per cent tariffs kick in on Wednesday, August 27, highlighting the “close and special partnership” between Prime Minister Narendra Modi and President Donald Trump.
Contrary to certain reports suggesting that the former diplomat indicated a Free Trade Agreement would happen soon, he actually expressed that he was hopeful about the possibility. This distinction provides important context about how the Modi-Trump relationship could potentially pave a pathway for future trade cooperation, rather than suggesting any imminent certainty.
Referring to the “Howdy Modi and Namaste Trump” events that emphasized friendship between the two leaders, Mr Shringla highlighted the “connection” developed from the US President Trump’s first term.
The Former Foreign Secretary said, “One thing that I know is that President Donald Trump and Prime Minister Modi enjoy a very close and special partnership. It’s been evident in many of the meetings that I have been present in myself…That connection doesn’t come from today. It comes from President Trump’s first term in office, when you had events like Howdy Modi and Namaste Trump.”
“Hopefully, we will find a way to conclude a satisfactory mutually beneficial Free Trade Agreement with the United States early rather than late, and that would certainly take us to the next step of the visit of President Trump to India,” Mr Shringla added.
Mr Shringla said that India is constantly working to “minimize” the impact of the tariffs and suggested shifting toward alternative markets, pointing to India’s FTA with the UK, Australia, and the UAE.
“We will be at the receiving end of 50% customs duties for goods exported into the United States from India. We are working on minimizing the impact. One way is to find alternative markets. We have Free Trade Agreements with Australia, the UAE, and the UK. We are close to concluding a Free Trade Agreement with the European Union. This means that we can access different markets and we would have the opportunity to divert some of our exports in that direction,” Mr Shringla said.

He acknowledged that the appointment of Sergio Gor as the next US Ambassador to India is a “positive step.”
Mr Shringla added that India is constantly developing its capacity in the field of semiconductor, rare earth minerals through collaboration with other countries.
“We are developing our own capacities in collaboration with countries like the US. We are also developing a very strong semiconductor capacity. We are also undertaking a rare earth mission…We envision ourselves growing over the next 20 years…We have to prepare for the next stage, and critical and emerging technologies are a very important part of that,” Mr Shringla said.

According to a report by the Global Trade Research Initiative (GTRI), the exports of labor-intensive sectors in the country brace for a collapse of up to 70 per cent as US tariffs take effect.
As per the GTRI report, it will impact a large portion of India’s export basket, particularly in sectors generating massive employment.
The report noted that US tariffs will hit 66 per cent of India’s total exports worth $86.5 billion, amounting to $60.2 billion in goods, which will face duties of 50 per cent or higher.
Among the most vulnerable sectors are textiles, gems and jewelry, and shrimp exports. On the other hand, around 30 per cent of exports to the US worth 27.6 billion will remain duty-free, largely dominated by pharmaceuticals, APIs, and electronics.

Russian strikes on Ukraine kill 21, drawing global condemnation
KYIV/washington (TIP)- World leaders condemned Russia’s massive missile and drone strikes that killed at least 21 people, wounding 48 and damaging European Union’s mission and British Council offices in Ukraine’s capital Kyiv on Thursday, Aug 28.
Thursday’s attack was the first major combined Russian mass drone and missile attack to strike Kyiv since US President Donald Trump met with his Russian counterpart Vladimir Putin in Alaska earlier this month to discuss ending the war in Ukraine.
President Trump was unhappy but not surprised by Russia’s deadly strikes on the Ukrainian capital Kyiv, the White House said, while urging “both sides” to end the war started by Moscow’s invasion.
“He was not happy about this news, but he was also not surprised. These are two countries that have been at war for a very long time,” press secretary Karoline Leavitt told a briefing.
British Prime Minister Keir Starmer said Putin was “sabotaging” hopes of peace following the “senseless” strikes. The Russian ambassador to London was summoned to the foreign office.
“Russia chooses ballistics instead of the negotiating table,” Ukrainian President Volodymyr Zelenskyy said in a post on X following the attack. “We expect a response from everyone in the world who has called for peace but now more often stays silent rather than taking principled positions.”
European Commission President Ursula Von der Leyen said two strikes landed 20 seconds apart about 50 metres from the EU Mission to Ukraine building in Kyiv. She said no staff were injured in the strike.
“Just spoke with President Zelensky, then President Trump, following the massive strike on Kyiv which also hit our EU offices. Putin must come to the negotiating table,” European Commission head von der Leyen wrote on X.
“No diplomatic mission should ever be a target. In response, we are summoning the Russian envoy in Brussels,” Kaja Kallas, the European Union’s top diplomat, said Thursday in a post on X.
The British Council, which promotes cultural relations and educational opportunities, also said its Kyiv office had been “severely damaged” in the attack and was closed to visitors until further notice.
Trump’s special envoy for Ukraine slammed Russian strikes on Kyiv, saying they threatened the US president’s proposals to end the Ukraine war. “These egregious attacks threaten the peace that @POTUS is pursuing,” Keith Kellogg said on X, noting that they hit “innocent civilians” and EU and British missions in the Ukrainian capital.
Russia’s latest strikes on Kyiv show that it is not interested in negotiating an end to the war in Ukraine, Italian Prime Minister Giorgia Meloni said on Thursday.
German Chancellor Friedrich Merz said that “Russia showed its true face” in its latest overnight attack on the Ukrainian capital Kyiv. -
Israeli FM says there will be no Palestinian state
Israeli foreign minister Gideon Saar, asked what the plan was for a Palestinian state, said there would not be any. Saar made the comment to reporters following a meeting with US Secretary of State Marco Rubio in Washington that the foreign minister described as “very good”.
Meanwhile, Israel’s finance minister Bezalel Smotrich on Thursday called on the government to begin annexing parts of the Gaza Strip if Palestinian militant group Hamas stands by its refusal to lay down its weapons.
16 killed in Gaza
Israeli forces killed at least 16 Palestinians across Gaza on Thursday and wounded dozens in the south of the enclave, local medics said, as residents reported that Gaza City suburbs were under intensifying bombardment.
The Israeli military is preparing to seize Gaza City, the territory’s largest urban centre, despite international calls on Israel to desist over fears that a ground offensive would cause significant casualties and displace the roughly one million Palestinians sheltering there.
In Gaza City residents said families were fleeing their homes, with most heading towards the coast, as Israeli forces shelled the eastern suburbs of Shejaia, Zeitoun, and Sabra. Thursday’s deaths took to 71 the number of Palestinians killed by Israeli fire in the past 24 hours, Gaza’s health ministry said.

Taiwan detects Chinese military presence around strait
Taiwan’s Ministry of Defense detected the presence of 41 Chinse military aircraft, seven naval vessels and an official ship operating around its territorial waters as of 6am (local time) Thursday, Aug 28. As per Taiwan’s MND, of the 41 sorties, 21 crossed the median line and entered Taiwan’s northern, central, and southwestern ADIZ.
In a post on X, the MND said, “41 PLA aircraft, 7 PLAN vessels and 1 official ship operating around Taiwan were detected up until 6 a.m. (UTC+8) today. 24 out of 41 sorties crossed the median line and entered Taiwan’s northern, central, and southwestern ADIZ. We have monitored the situation and responded.”
Earlier on Wednesday, Aug 27, Taiwan’s MND recorded 23 sorties of PLA aircraft, seven PLAN vessels and an official ship operating around its territory. MND said that 16 out of 23 sorties crossed the median line and entered Taiwan’s northern and southwestern ADIZ.
In a post on X, it said, “23 sorties of PLA aircraft, 7 PLAN vessels and 1 official ship operating around Taiwan were detected up until 6 a.m. (UTC+8) today. 16 out of 23 sorties crossed the median line and entered Taiwan’s northern and southwestern ADIZ. Earlier, Taiwan’s Foreign Minister Lin Chia-lung had named China a “regional troublemaker” after the Solomon Islands barred Taiwan and other dialogue partners, including the US, from the upcoming Pacific Islands Forum (PIF) Leaders’ Meeting, Taipei Times reported, citing an Australian daily.
Citing the “Pacific Way” of inclusiveness, Lin warned that excluding dialogue partners undermines the forum’s ability to address common challenges, as per Taipei Times.
Rejecting Beijing’s claims over Taiwan, Lin underlined that the People’s Republic of China “has never ruled Taiwan for even a single day,” and noted that UN Resolution 2758 makes no reference to Taiwan, according to Taipei Times. -

Argentina eases entry rules for Indian citizens with US visas
Buenos Aires (TIP)- Argentina’s Ambassador to India Mariano Caucino on Wednesday, Aug 27, announced that the country has relaxed visa rules for Indian citizens holding valid US visas.
According to a resolution published in the official gazette, Indian nationals with tourist visas to the United States will now be able to enter Argentina without having to apply separately for an Argentine visa. Welcoming the development in a post on X, Ambassador Caucino said, “The Argentine Government has eased entry into the country for Indian citizens with US visas. The resolution published in the Official Gazette allows Indian citizens with tourist visas to enter the United States without needing to apply for an Argentine visa. This is a wonderful news for both Argentina and India. We’re ready to welcome more Indian tourists into our wonderful country.”
The visa announcement comes at a time when India and Argentina are stepping up cooperation in multiple areas.
In July, the two sides held the 2nd Joint Working Group (JWG) meeting on Agriculture in New Delhi, where officials, including Indian Co-chair Devesh Chaturvedi, Secretary, Department of Agriculture & Farmers’ Welfare, took part virtually. Both developments highlight the growing engagement between the two countries.
According to a release from the Ministry of Agriculture and Farmers Welfare, the meeting was co-chaired by Sergio Iraeta, Secretary of Agriculture, Livestock, and Fisheries, from the Argentine side. Both sides underscored the significance of the meeting as a key milestone in deepening bilateral cooperation in the fields of agriculture and allied sectors.
During the meeting, Devesh Chaturvedi highlighted that Argentina is a crucial partner for India. He said that the partnership between the two countries is rooted in a spirit of collaboration, sharing knowledge, technologies, and best practices that benefit both nations. He emphasised that opportunities exist in areas such as agricultural mechanisation, pest control, climate-resilient agriculture, and joint research.
In response, Sergio Iraeta underscored Argentina’s commitment to strengthening its valued partnership with India. He highlighted Argentina’s strong interest in deepening cooperation in key areas such as agricultural mechanisation, genome editing, and plant breeding technologies, among others. He further emphasised that both countries, with their rich agricultural experience, have the potential to complement each other in enhancing productivity, promoting mechanisation, and improving farmers’ welfare.
Adding further context, Muktanand Agrawal, Joint Secretary (Plant Protection), DA&FW, provided an overview of the agriculture and allied sectors, emphasising India’s remarkable agricultural achievements. He highlighted a series of innovative initiatives launched by the government to strengthen the agricultural sector, which included the use of digital solutions, promoting climate-resilient agricultural practices, risk mitigation, and credit to the farmers.
Both sides also discussed key issues related to cooperation in horticulture, the value chain of oilseed and pulse cultivation, mechanisation, precision agriculture, carbon credit for farmers, biopesticides, locust control and management, new breeding technologies, and market access, among other issues. -
Japan’s trade negotiator cancels US trip over tariff deal differences
Tokyo (TIP)- Japan’s top trade negotiator cancelled a visit to the United States at the last minute on Thursday, Aug 28, further delaying talks designed to finalise a $550 billion investment package offered by Tokyo in exchange for relief on punishing tariffs.
Ryosei Akazawa was due to fly to Washington to craft a written confirmation of the terms of the package, such as the split of investment returns between the US and Japan, a government source previously told Reuters.
US Commerce Secretary Howard Lutnick has also said there would be an announcement this week on Japan’s investment. “It was found that there are points that need to be discussed at the administrative level during coordination with the American side. Therefore, the trip has been cancelled,” Japan’s government spokesperson Yoshimasa Hayashi told reporters on Thursday.
Washington and Tokyo agreed in July to set a reduced 15% tariff on imports from Japan in exchange for the package of US-bound investment through government-backed loans and guarantees, but details of its contents remain unclear.
While Trump has touted the package as “our money to invest” and said the US would retain 90% of the profits earned, Japanese officials have stressed that the investments will be determined based on whether they will also benefit Japan.
Japanese officials have repeatedly said they would rather have an amended presidential executive order first to remove overlapping tariffs on Japanese goods before releasing a joint document on the investment details. The United States has agreed to amend the July 31 presidential order to ensure that a 15% levy agreed last month on Japanese imports was not stacked on goods, such as beef, that are subject to higher tariffs.
US officials have also said Trump would issue another order to lower tariffs on Japanese cars to 15% from 27.5%, but did not specify when.
“We are strongly requesting that measures be taken to amend the presidential order concerning mutual tariffs as soon as possible, and to issue a presidential order to reduce tariffs on auto parts,” Hayashi added. Japan’s exports posted the biggest monthly drop in four years in July, driven by a slump in shipments to the United States. -

Putin, Kim Jong Un to attend military parade in Beijing next week: China
Beijing (TIP)- North Korean leader Kim Jong Un and Russian President Vladimir Putin will be among more than two dozen foreign leaders to attend China’s massive military parade next week, the Chinese Foreign Ministry announced Thursday.
The parade, to be held in Beijing’s Tiananmen Square on September 3, is part of China’s commemorations to mark the 80th anniversary of the end of World War II following Japan’s formal surrender.
The announcement, which places Putin and Kim at the top of Xi’s guest list, sets the stage for an extraordinary photo-op with the three autocratic leaders standing side by side atop the Gate of Heavenly Peace in Beijing, in an unequivocal show of unity.
North Korean state news agency KCNA confirmed Kim’s attendance, in what would be the North Korean leader’s first trip to China since 2019. Kim, who has only embarked on 10 foreign trips since assuming power in 2011, last left his isolated country in 2023 to meet Putin at a remote spaceport in Russia’s far east.
The parade offers the reclusive head of the world’s most heavily sanctioned regime a rare opportunity to appear alongside other world leaders who are gravitating toward an alternative world order Xi and Putin have pushed to create.
Confirmation of Kim’s attendance at the parade comes just days after US President Donald Trump said he would like to meet the North Korean leader this year.
Beijing is projecting military strength at a time of heightened geopolitical uncertainty as Trump upends American alliances and partnerships. It also comes amid China’s increasingly assertive posture toward Taiwan and its territorial disputes with neighboring countries.
A total of 26 foreign heads of state and government will attend the parade, including Pakistan’s Prime Minister Shehbaz Sharif, Assistant Foreign Minister Hong Lei told a news conference in Beijing.
Narendra Modi, the prime minister of Pakistan’s arch-rival India, who will be in the Chinese city of Tianjin for a summit of the Shanghai Cooperation Organization this weekend, is not among the list of leaders attending the parade.
Myanmar’s junta chief Min Aung Hlaing, who is serving as that country’s acting president after a military coup toppled an elected government in 2021 and plunged the country into a devastating civil war, will also attend.
Other guests include Russia-friendly European leaders Aleksandar Vucic of Serbia and Slovakia’s Robert Fico.
Notably absent are leaders from major Western capitals, even though China was a crucial partner of the Allied powers in the Pacific Theater of World War II. The country’s fight against Japan’s full-scale invasion became a major front of the war in Asia, ending only in 1945 with Japan’s surrender.
Conflict continued in China between communist and nationalist forces until the former eventually came out on top in 1949 leading to the creation of the People’s Republic of China that Xi now helms.
The 70-minute parade will feature more than 10,000 troops, over 100 aircraft and hundreds of pieces of ground equipment, showcasing China’s growing military power under Xi, who has made the modernization of the People’s Liberation Army (PLA) a central mission of his rule. -

Imran’s Pakistan Tehreek-e-Insaf to boycott bypolls
Jailed former PM Imran Khan’s party has decided to boycott the upcoming by-elections for national and provincial assemblies, in line with the opinion of its founder.
Several seats of the national and provincial assemblies became vacant last month after the conviction of leaders of Khan’s Pakistan Tehreek-e-Insaf (PTI) for their involvement in the May 9, 2023 riots.
A day earlier, the party’s political committee had voted 12-9 to take part in these polls. Senior party leader Asad Qaiser confirmed that in Khan’s opinion, the party should not go into by-elections. “…the government will not let our candidates win… (and) if (we) take part in the elections, it will legitimise the government’s illegal action of de-seating our legislators,” he added.
Khan also accused Army Chief Asim Munir of being power-hungry and running the worst kind of dictatorship and that he should apologise for orchestrating the said riots. -

Pakistani rape gangs exploited children in 85 areas in UK, MP’s probe finds
A private investigation led by a British lawmaker has identified “gang-based child sexual exploitation” in at least 85 areas across the UK, amid an ongoing national inquiry into grooming gangs. The investigation, set up by Independent MP Rupert Lowe, found that “rape gangs”, predominantly comprising men of Pakistani heritage, have been active for decades and “far more widespread than thought”. It also accused authorities of failing to act on the targeted abuse.
“Patterns of predominantly Pakistani males, combined with gross negligence from public bodies, are identifiable,” the inquiry said on Tuesday in a statement posted on X.
“This is one of the most comprehensive exposes of the rape gang scandal to date,” Lowe stated.
Lowe’s Rape Gang Inquiry, constituted before UK Prime Minister Keir Starmer launched a government-backed probe in June, uncovered that the rot runs deep. Both ongoing and historical cases, some dating back to the 1960s, were identified.
The probe team said the findings were based on testimony from hundreds of survivors, relatives, and whistleblowers, as well as thousands of Freedom of Information requests.
Survivors told the inquiry of being groomed as children, drugged, raped, trafficked, and threatened into silence. Many victims, often vulnerable white girls, were dismissed by officials who failed to recognise them as victims.
The statement alleged that councils and police forces repeatedly ignored red flags, allowing “rape gangs” to operate for decades with impunity.
“Our inquiry has shown that this rotting scandal is more widespread than thought — hundreds of thousands of lives have been ruined at the hands of predominantly Pakistani rape gangs,” Lowe said.
Lowe, who chairs the independent inquiry, accused the Labour government of dragging its feet on the issue despite promising urgent action.
“It is over two months since Labour promised nationwide action, yet the government has been seemingly idle,” Lowe said. “The message from survivors is clear: get on with it. There have been too many broken promises. Now is the time for action and for hard justice to be delivered by those in power.” -

Lanka SC issues notice to govt over India-backed ID project
Colombo (TIP)- Sri Lanka’s Supreme Court has issued notices to President Anura Kumara Dissanayake and the Cabinet over the India-funded Sri Lanka Unique Digital Identity (SL-UDI) programme following a petition alleging violation of fundamental rights.
The petition was filed by former minister Wimal Weerawansa, who contended that the government’s decision to proceed with the project violates fundamental rights and lacked transparency as neither Parliament nor the public had been adequately informed. During PM Narendra Modi’s visit to Colombo in April, the two sides signed an MoU on sharing India’s large-scale digital solutions to support Sri Lanka’s digital transformation drive.
The Unique Digital Identity project, backed by an Indian grant, aims to provide Sri Lankan citizens with a secure digital ID similar to India’s Aadhaar system. The petitioner claimed the project posed a threat to Sri Lanka’s national security as citizens’ biometric data could be exposed to foreign entities without adequate safeguards.
Sri Lanka seeks Chinese loans in Yuan instead of USD for infra project
In a significant shift in its external borrowing strategy, Sri Lanka’s cabinet has approved a proposal to secure the equivalent of USD 500 million in Chinese yuan from the Export-Import Bank of China to fund the long-delayed Central Expressway infrastructure project. The decision, announced on Aug 28 after a cabinet meeting chaired by President Anura Kumara Dissanayake, aims to ease pressure on the country’s limited U.S. dollar reserves while advancing a critical development corridor that has been stalled due to funding constraints.
According to government officials, opting for yuan-denominated financing will help Sri Lanka manage its foreign exchange requirements more effectively. Repayments can be made in local or yuan reserves rather than scarce U.S. dollars, providing some insulation against currency volatility.
This marks another step indeepening financial ties between Colombo and Beijing, aligning with China’s broader efforts to internationalize the renminbi. Analysts say the move reflects Sri Lanka’s growing reliance on Chinese financing to rebuild infrastructure and stabilize its economy following its 2022 sovereign debt default.
Earlier, Sri Lanka extended a 10 billion yuan (USD 1.4 billion) currency swap arrangement with China’s central bank to maintain liquidity and support trade settlement in yuan. China also played a key role in Sri Lanka’s debt restructuring efforts last year, absorbing significant financial adjustments as part of an IMF-supported bailout package. -

Floods displace nearly 250,000 people in Pak
NAROWAL (TIP) – Rescuers in boats raced to reach stranded families in Pakistan’s populous eastern Punjab province on Thursday, after three major rivers burst their banks because of heavy rain and the release of water from overflowing dams in neighbouring India.
The floods displaced nearly 250,000 people and officials said more than 1 million people were affected, with crops and businesses destroyed and many unable to leave their homes.
At least 15 people were killed a day earlier in Gujranwala district and nearby villages, according to police. Forecasters said more rain was expected on Friday.
Marriyum Aurangzeb, senior minister of Punjab province, said floods hit 1,432 villages located along the Ravi, Sutlej and Chenab rivers, affecting about 1.2 million people and displacing 248,000 others.
Nearly 700 relief and 265 medical camps have been set up in the flood-hit areas, she said, adding that food and other essential supplies are being delivered to flood-hit areas. -

The ECI’s ring fence is the Constitution and the law
The Election Commission of India has a constitutional obligation to carefully examine a complaint or a disclosure highlighting serious irregularities in electoral rolls

By P.D.T. Achary Two major press conferences held in recent weeks have attracted a good deal of national attention. The first was held by the Leader of the Opposition (LoP) in the Lok Sabha, Rahul Gandhi, on August 7, 2025, in New Delhi, where he highlighted specific instances of manipulation of the voter list in the Mahadevapura Assembly segment of the Bangalore central parliamentary constituency during the 2024 general election. His disclosures included the fact that a large number of voters were enrolled in the voters list having the same address. In some cases, the ‘father’s name’ was given as ‘xyz’ and the house number as ‘0’. According to Mr. Gandhi, these facts were unearthed by his team after painstaking research of the Election Commission of India (ECI) documents over six months. These disclosures by Mr. Gandhi have created consternation among the citizens of India — if these are true, the entire electoral system in India would lose its credibility and India’s democracy will cease to be a genuine democracy.
The second press conference, also in New Delhi, was held by the Chief Election Commissioner (CEC) and his colleagues on August 17, 2025. It was expected that the CEC would clarify the issues raised by the LoP. However, the statements made by the CEC were a kind of a pushback against what the LoP had said in his press conference. As a matter of fact, the press conference by the CEC left citizens none the wiser as many basic questions were just ignored. The press conference ended with the CEC issuing an ultimatum to the LoP — to either submit the details of his disclosures with a sworn affidavit or apologize to the nation. This unusual stand of the ECI shows that it too has joined the political slugfest. This is a stand that will continue to rattle political parties for a long time.
The ECI is a high constitutional body that is entrusted with the task of superintending, directing and controlling the preparation of electoral rolls and conducting elections to Parliament, State legislatures and to the offices of the President and the Vice President of India. Article 324 of the Constitution vests enormous powers in the ECI to perform this task. It is mandated to conduct elections in a free and fair manner, which is a part of the basic structure of the Constitution. The Supreme Court of India has held that Article 324 is a reservoir of powers which the ECI can draw from in order to ensure that the elections are free and fair. However, it has to function within the Constitution and law.
Issuing an ultimatum to the LoP is not a part of the exercise of power under Article 324 or the election statutes. It is also not a part of the exercise of the powers of the ECI to join the adversarial political discourse in India.
The episode in Bangalore clearly points to the possibility of electoral lists being tampered with at some level. It is true that Mr. Gandhi’s disclosures months after the general election do not fit into the procedural mold created by the Representation of The People Act, 1950. This Act and the rules made thereunder contain a just, fair and transparent procedural framework which provides for multiple layers of scrutiny and public inspection and a just procedure for resolution of disputes. Further, the election statutes assume that there is a finality about elections. Therefore, these statutes cannot deal with the issues which Mr. Gandhi has raised.
The question is how to deal with it. Attempts to counter it with senseless technicalities and a demand for sworn affidavits are non-productive. Article 324 confers enormous powers on the ECI so that it would prepare the rolls and conduct elections in a fair manner. Article 324 implies responsibilities and obligations to exercise that power judiciously. So, when a citizen makes a complaint or a disclosure highlighting serious irregularities in the preparation of the electoral rolls, it is the constitutional obligation of the ECI to examine this carefully and fix the faults in the system. How could 80 voters be registered under the same address when it is clear that they cannot be ordinarily resident there? They voted because their names were on the roll. Who enrolled them and under whose directions are serious questions which need an answer. A person can be registered in a voters’ list only if he is ordinarily resident there. This term has been defined as permanent stay at a place. Are all these 80 people residing at one address permanently?
The Representation of The People Act 1950 provides for the revision of the electoral rolls. These rolls can be revised before every election or every year on the direction of the ECI or a special revision in a few constituencies or part thereof for which the ECI needs to record the reasons (Section 21 of The Representation of The People Act, 1950). Rule 25 of the Registration of Electors Rules, 1960 shows that the revision done annually can either be summary revision or intensive revision (intensively or summarily or partly intensively and partly summarily).
The Bihar SIR
The ECI is presently engaged in a special intensive revision (SIR) of electoral rolls in Bihar, a State where Assembly elections are due later this year. Actually, neither the Act nor the Rules contain any term such as special intensive revision.
There are separate provisions for intensive revision and special revision. This writer is of the view that SIR suffers from certain legal infirmities. Intensive revision can be done only in January which is the qualifying date whereas a special revision can be done at any time; but this will be limited to certain constituencies or parts thereof.
The Bihar SIR has the qualifying date as July 1, which is in violation of Section 14(b) in The Representation of The People Act, 1950, which says that the 1st day of January shall be the qualifying date. Qualifying date is the date on which the revision or preparation of the roll begins.
There are a number of media reports on the chaotic conditions in Bihar as a result of the SIR. Intensive revision within a month is a contradiction in terms. Rule 25(2) of the Registration of Electors Rules, 1960, says that intensive revision means rolls have to be prepared afresh and Rule 8 says that the registration officer shall have to visit every dwelling house in the constituency to prepare the roll. It is anybody’s guess whether the registration officers would be able to visit every dwelling house in the whole State within one month and complete the enumeration formalities in accordance with the procedure. This has sparked off a huge political agitation in the State.
The ECI claims that the enumeration process has been completed and 65 lakh voters have been deleted from the roll. Much against the wishes of the ECI, the Supreme Court, in an interim order, directed the ECI to publish the names and the reasons for their deletion. This order of the Court has been welcomed by all.
Prescient words
The ECI is a powerful constitutional authority. But the ECI does not have unfettered powers. The Constitution has not given anybody or any authority it created untrammeled powers which may be misused to the detriment of democracy.
In A.C. Jose vs Sivan Pillai and Ors. (1984), Justice S. Murtaza Fazal Ali said, “If the Commission is armed with such unlimited and arbitrary powers and if it ever happens that the persons manning the commission shares or is wedded to a particular ideology, he could by giving odd directions cause a political havoc or bring about a constitutional crisis, setting at naught the integrity and independence of electoral process, so important and indispensable to the democratic system.” These are prophetic words.

While campaigning as a champion of working people, he has acted as the “Restaurant Owner in Chief,” siding with the National Restaurant Association (NRA), the powerful corporate lobby that has lobbied to block wage increases and preserve the subminimum wage, a two-tiered system rooted in slavery that still traps millions of tipped workers in poverty. As recently reported in The New Yorker, the NRA has even orchestrated campaigns to train workers to oppose reforms and protect this exploitative model. Instead of standing with workers, Trump has stood with the NRA and billionaire allies, deepening the cost of living crisis rather than delivering on his campaign promises to make life affordable.
Advocates will call out Trump’s faux populist “No Tax on Tips” plan as another red herring and temporary fix that expires in 2028 and leaves out nearly two-thirds of tipped workers who earn too little to file federal income taxes. According to One Fair Wage’s Serving While Sick report, the GOP cuts to Medicaid and SNAP cuts will harm more than 1.2 million tipped and restaurant workers nationwide, far more than his tip tax policy would impact. This is why Trump is being called out as TACO (‘Trump Always Chickens Out’) – reversing on false promises made to address the affordability crisis. On Labor Day, workers are asking New York legislators to respond to these attacks by passing legislation that will raise wages for all workers to a Living Wage for All. Suozzi Announces IRS Layoff About-Face
Suozzi predicted this layoff reversal in February; has since advocated for this policy change
WASHINGTON, D.C (TIP): Congressman Tom Suozzi, a Member of the Ways and Means Subcommittee on Oversight, which oversees the IRS (Internal Revenue Service), announced today that the agency is reversing their decision to let go of tens of thousands of employees. In an abrupt policy change, the Trump Administration plans to cancel its layoff policy and hire back some of its ex-employees.
Suozzi and his Democratic colleagues had previously pushed for more hiring, arguing that IRS employees not only bring in much more money that they cost by requiring wealthy individuals and businesses to pay their fair share of taxes owed, but that they also provide better customer service, guiding Americans through tax season and year-long compliance.
At several Ways and Means hearings and in a handful of statements earlier this year, Suozzi warned against continued chaotic mass layoffs of crucial employees. He pointed out that, as had been done at several agencies already, the federal government would inevitably scramble to bring workers back. He predicted the same fate for the IRS and now, fortunately, those predictions have come true.
Suozzi even pointed out this pattern in his questioning of Treasury Secretary Scott Bessent and, in February, authored an Op-Ed about the chaotic approach DOGE was taking to rid the government of waste and fraud, specifically at the IRS. In it, he wrote:
“DOGE dysfunction reveals itself at the IRS, where thousands of probationary workers are set to be laid off in the middle of tax season — despite earlier instructions that tax workers couldn’t accept buyouts until after the filing deadline. The abrupt firing of dozens of employees from the National Nuclear Security Administration, under the guise of efficiency, put national security at risk. The agency, responsible for overseeing the U.S. nuclear stockpile and counterterrorism efforts, was left scrambling. In a stunning reversal, the administration attempted to rehire many employees it had dismissed, only to face difficulties due to hastily revoked access to federal systems.
DOGE’s bull-in-a-china-shop execution — clumsy and careless — is causing more damage than actual reform. Lawsuits invoking Civil Service law and union contracts could end up costing the federal government more than the attempted cuts.”
Congressman Suozzi also hosted an in-person budget briefing in March of 2025. One of the featured speakers was a Long Island woman who was laid off from the IRS under the DOGE plan. Not only was she processing backlog cases—collecting money for the federal government—all the way back to 2022, but she was also 7 months pregnant, dependent on the health insurance she received from her employer.Congressman Suozzi is applauding the news that the IRS is planning to halt its layoff program and hire back fired employees. He hopes the Administration can learn from this policy reversal, and he is calling for a more thoughtful approach going forward.
“Mass IRS layoffs were a bad idea from the beginning,” said Congressman Suozzi. “We knew it would create chaos. That is why I’ve been cautioning a methodical, thoughtful approach. I agree that we need to cut out waste and fraud, but as I’ve said since we began the budget process, we need to use a scalpel, not a chainsaw. We need to pass a bipartisan budget and do it the right way.” -

U.S. Citizen Files PIL in Indian Supreme Court Over Gender Bias, Colorism, and Pay Gap in Film Industry
NEW YORK (TIP): In a landmark move, a U.S.-based citizen has filed a Public Interest Litigation (PIL) in the Supreme Court of India. It is challenging gender inequality, colorism, and wage disparities in the country’s powerful film industry.
Jason Zangara, a resident of the United States, submitted the petition as a “concerned individual from the outside.” He is aiming to spark long-overdue reforms in how female actors are treated and compensated in Indian cinema.
Key Issues Raised in the Petition
Zangara’s PIL is based on extensive research and documented evidence, highlighting three deeply rooted problems in the industry:
Colorism in Casting – A persistent preference for lighter-skinned actors in lead roles. For example, often sidelining darker-skinned talent despite their skill and suitability.
Gender Pay Disparity – Large wage gaps between male and female actors. Even when women lead the project or have equal screen presence and box office value.
Male Favoritism in Opportunities – Preferential casting, promotion, and career advancement for male actors, perpetuating patriarchal industry norms.
A Call for Global Change
“I’m tired of watching these women being treated this way,” Zangara told reporters. “It’s not just about entertainment – these portrayals and industry practices have real consequences for societal attitudes toward women and beauty standards.”
Although Zangara lives abroad, he believes that addressing such systemic issues in one of the world’s most influential film industries could trigger change beyond India’s borders.
“If the Supreme Court takes action, it could set a precedent that inspires workplace equality not just in India, but around the world,” he said.

It potentially places the film industry under direct legal scrutiny. Advocacy groups and gender equality activists have already expressed strong support for the initiative. If admitted, this PIL could pave the way for more public interest litigations tackling representation, diversity, and workplace fairness in other industries across India.

Indian American Srinivas Rautwar promoted to CIO at American Systems

Indian American Silicon Valley Entrepreneur Ethan Agarwal Joins California Governor’s Race

SACRAMENTO, CA (TIP): Silicon Valley is stepping into California politics once again. Tech entrepreneur Ethan Agarwal, best known for founding the audio fitness app Aaptiv and the fintech platform The Coterie, has announced his candidacy for governor in the 2026 election. The 40-year-old Democrat is positioning himself as a pro-growth candidate who wants to pair the state’s progressive values with business-minded pragmatism.
Agarwal’s story begins far from the campaign trail. Born in 1985 in Montreal and raised in Los Gatos, California, he grew up in the shadow of innovation. His father, Vinod K. Agarwal, was a professor who later founded LogicVision, a semiconductor company that became public in 2001. Young Ethan excelled at the Harker School before heading east to Johns Hopkins University, where he earned two bachelor’s degrees in just three years while also serving as student body president. He later graduated from the Wharton School of Business with an MBA in finance.
His early career followed a conventional Wall Street path — investment banking at Lehman Brothers, hedge fund work, and consulting at McKinsey & Company. But long hours and constant travel left him out of shape, and in trying to fix his own fitness routine he stumbled onto his first big idea. In 2016 he launched Aaptiv, an audio-based workout app that quickly grew into a global brand with more than 200,000 subscribers and backing from firms like Amazon and Disney. After Aaptiv was sold, Agarwal turned to fintech, co-founding The Coterie, which attracted millions in venture capital before being acquired earlier this year.
Now, Agarwal says, it’s time to apply the same principles that built successful companies to rebuild California. He argues that the state’s cost of living, housing shortages, and energy prices are driving both residents and businesses away. Central to his platform is a pledge to overhaul — or scrap — the California Environmental Quality Act, which he calls a well-meaning law, turned obstacle to progress.
On social issues, Agarwal aligns with the Democratic mainstream: he is firmly pro-choice, supports gun control, LGBTQ rights, and immigration. But unlike some of his rivals, he frames himself unapologetically as a capitalist. “I believe in meritocracy,” he has said, pitching himself as a candidate who can marry social progress with economic growth.
His campaign is already drawing attention in Silicon Valley, where Y Combinator’s Garry Tan and DoorDash co-founder Stanley Tang is hosting fundraisers. Still, Agarwal faces an uphill climb in a crowded Democratic field that includes high-profile names such as Xavier Becerra, Katie Porter, and Antonio Villaraigosa. His greatest challenge may be building name recognition outside the tech and venture capital circles where he is well known.
In his first campaign ad, Agarwal struck a dramatic tone, warning that “we’re all screwed” if California doesn’t embrace bold reforms. Whether voters will embrace a political newcomer with a tech-first approach remains uncertain, but his candidacy adds a distinct Silicon Valley flavor to the race. -

Indian American management guru Ramesh Sharda wins AMCIS 2025 Outstanding Conference Service Leadership Award
MONTREAL (TIP): Ramesh Sharda, an Indian American management guru is among the annual Americas Conference on Information Systems (AMCIS) Outstanding Conference Service Leadership Award for 2025.
Association for Information Systems’ award honors those who have made outstanding contributions in the form of service leadership to AMCIS. The AIS Vice President of Conferences announced the recipients of this year’s awards after AMCIS 2025 in Montréal, Canada.
The recipient of this award should show substantial engagement with AMCIS conferences and/or AMCIS ancillary events in a leadership position over a period of time (minimally, over two years or conferences). Candidates are nominated based on impact on the conference, contribution over time, and involvement with multiple roles and responsibilities, according to a media release.
Ramesh Sharda is the ConocoPhillips Chair and a Regents Professor of Management Science and Information Systems in the Spears School of Business at Oklahoma State University.
He recently returned to faculty after serving as the Vice Dean for Graduate Programs and Research in Spears Business for more than 10 years. He has coauthored two textbooks ( Analytics, Data Science, and Artificial Intelligence: Systems for Decision Support, 11th edition, Pearson and Business Intelligence, Analytics, and Data Science: A Managerial Perspective, 5th Edition, Pearson). His research has been published in major journals in management science and information systems including Management Science, Operations Research, Information Systems Research, Decision Support Systems, Interfaces, INFORMS Journal on Computing, and many others.
He is a member of the editorial boards of journals such as the Decision Support Systems, Decision Sciences, ACM Database, and others. Ramesh is a Fellow of INFORMS and AIS. He was the AMCIS Co-chair with Rob Nickerson for AMCIS 2009 (San Francisco) and 2016 (San Diego).
Sharda served as the Executive Director of Teradata University Network through 2020 and was inducted into the Oklahoma Higher Education Hall of Fame in 2016. He is also a co-founder of SIGDSA and the Big XII+ MIS Research Symposia series that has been active since 2003.
Sharda is a Fellow of INFORMS and AIS. He was awarded a Fulbright Distinguished Chair at Aalto University Finland in 2023. -

Off-spinner Ashwin announces retirement from IPL
Veteran India off-spinner Ravichandran Ashwin on Wednesday, Aug 27, announced his retirement from the Indian Premier League, bringing the curtains down on a 16-year-long association with the tournament within months of calling it quits from international cricket.
Ashwin made the announcement through a social media post.
“They say every ending will have a new start, my time as an IPL cricketer comes to a close today, but my time as an explorer of the game around various leagues begins today,” Ashwin posted on X. “Would like to thank all the franchisees for all the wonderful memories and relationships over the years and most importantly the IPL and the BCCI for what they have given me until now. Look forward to enjoying and making the most of what’s ahead of me,” he added.
The 38-year-old had retired from international cricket in December last year during the tour of Australia after a decorated career that saw him become India’s second-highest wicket-taker (537) in Tests behind Anil Kumble (619). In the IPL, he was one of the brightest minds to play the game, making his debut for Chennai Super Kings in 2009. His last appearance too came in the yellow jersey in IPL 2025, after rejoining CSK for Rs 9.75 crore following a decade-long gap.
Overall, he featured in 221 IPL matches, taking 187 wickets at an average of 30.22 with best figures of 4/34. With the bat, he scored 833 runs with a highest of 50 and an average of 13.02. -

BCCI faces boycott storm as India vs Pak Asia Cup promo sparks fan fury
Mumbai (TIP)- Less than a fortnight before the start of the Asia Cup 2025 in the UAE, official broadcasters Sony Sports Network released a promotional video to build excitement for the continental tournament. However, the clip highlighted the India–Pakistan clash on September 14 at the Dubai International Cricket Stadium, drawing severe backlash. Not only did Virender Sehwag come under fire for his appearance in the promo, but the BCCI was also criticised as fans threatened to boycott the tournament.
The BCCI has faced heavy criticism ever since the Asian Cricket Council (ACC) confirmed the Asia Cup schedule earlier this month. The Indian board had initially stalled participation in the wake of the April 22 Pahalgam terror attack, which triggered a military standoff between India and Pakistan and further strained bilateral relations. At one stage, speculation suggested that if the BCCI pulled out, the tournament could be cancelled.
After months of uncertainty, ACC chief Mohsin Naqvi, who also chairs the Pakistan Cricket Board (PCB), announced the dates and venues for all Asia Cup matches. What further angered fans was the prospect of India and Pakistan potentially facing each other three times during the event.
The promo, which also features India’s T20I captain Suryakumar Yadav and Pakistan pacer Shaheen Afridi, sparked outrage as fans lashed out at Sehwag, criticised the broadcasters, and warned the BCCI that not a single match of the tournament would be watched by Indian viewers.
Last week, the Indian Sports Ministry unveiled a new policy on India’s international sporting engagements, with particular emphasis on Pakistan, where it was stated that while bilateral contests remain off the table, multilateral tournaments will not be restricted. This means the Suryakumar Yadav-led side will feature in the Asia Cup as planned. “India’s approach to sports events involving Pakistan reflects its overall policy in dealing with that country,” stated the ministry policy. “In so far as bilateral sports events in each other’s country are concerned, Indian teams will not be participating in competitions in Pakistan. Nor will we permit Pakistani teams to play in India.”
However, the multilateral engagements will not be affected.
“We will not stop Indian cricket team from playing in Asia Cup as it is multilateral,” the ministry source said. -

They should focus on their country’s cricket and let us Indians worry about our cricket. Amazingly, when their country’s teams are selected, there’s hardly anything, if ever, heard from them about the selection,” Gavaskar wrote in his column for Sportstar. -

Messi powers Inter Miami past Orlando City to Leagues Cup final
Fort Lauderdale (TIP)- Lionel Messi once again proved decisive as Inter Miami advanced to the Leagues Cup final with a 3-1 victory over Orlando City in Fort Lauderdale on Wednesday, Aug 27, night. The Argentine forward scored twice and provided an assist in a devastating late spell, ensuring the Herons reached their second final in three years.
Orlando, who had beaten Miami twice in Major League Soccer this season, began confidently and took the lead just before the interval. In first-half stoppage time, Marco Pasalic capitalised on a defensive lapse. After being briefly dispossessed by Maximiliano Falcon, the ball ricocheted kindly off his chest and he lashed a half-volley beyond Oscar Ustari to give the visitors a 1-0 advantage.
Miami pressed after the restart but struggled to find a breakthrough until the turning point arrived in the 74th minute. Tadeo Allende got in behind David Brekalo and directed a header on target, which Pedro Gallese parried. However, referee Walter Lopez judged that Brekalo had pulled Allende back in the process. The defender received a second yellow card and was dismissed, leaving Orlando with 10 men.
Messi seized the moment. From the resulting penalty in the 77th minute, he coolly struck low to the right. Gallese dived the right way but was unable to keep it out, and Miami were level. The equaliser galvanised the hosts, who sensed an opportunity to punish their short-handed rivals.
In the 88th minute, Messi combined brilliantly with Jordi Alba, rekindling their Barcelona chemistry. A swift exchange of passes unlocked Orlando’s defence before Messi finished neatly into the bottom corner to complete the turnaround.
The 37-year-old was not done. In stoppage time, he linked with Telasco Segovia, slipping a pass that the Venezuelan midfielder converted from close range to seal the result and spark celebrations at Chase Stadium.
Miami, winners of the 2023 Leagues Cup, will now travel to face the Seattle Sounders in Sunday’s final. The Sounders earned their place with a 2-0 victory over LA Galaxy earlier in the evening. The winner will secure direct entry into the round of 16 of the 2026 CONCACAF Champions Cup.
