Pak defense minister Khawaja Asif questions loyalty of bureaucrats over plans to settle abroad

Islamabad (TIP): Pakistan’s Defense Minister Khawaja Asif has questioned the loyalty and commitment of senior bureaucrats, alleging that several government officials planned to settle abroad while still serving in public office, according to a report by The Express Tribune.
In a post on social media platform X, Asif alleged that a significant number of Pakistani officials had made arrangements to relocate overseas while continuing to serve the government. He questioned whether officials preparing to establish permanent homes abroad remained fully committed to their responsibilities towards the country.
The minister’s remarks have brought renewed attention to concerns surrounding the accountability of Pakistan’s civil service, overseas residency arrangements among influential officials and the relationship between public service and personal interests.
Portugal Emerges as a
Preferred Destination
Asif said that several Pakistani bureaucrats had settled in Canada, the United States, the United Kingdom and other European countries over recent years. He specifically identified Portugal as a destination that had gained popularity among officials seeking permanent residency abroad.
According to the defense minister, some officers had planned their relocation while employed by the Pakistani government. He added that officials reportedly linked to these arrangements had occupied influential positions and maintained close relationships with successive governments.
Asif acknowledged that Pakistan’s bureaucracy included capable and honest officers but argued that the alleged preparations by some officials to move abroad raised questions about their commitment during their years in government service.
Allegations of Financial Fraud
The minister also alleged that an individual involved in facilitating permanent residency arrangements had fled after collecting substantial sums of money from several wealthy and influential bureaucrats.
However, Asif did not identify the individual or the officials allegedly involved, nor did he provide documentary evidence to substantiate the claims in his public statement.
The allegations have not been independently verified, and the reports available do not establish whether a formal investigation has been initiated into the alleged arrangements or financial transactions.
Questions Over Public Service
and Accountability
Asif questioned whether senior officials who had enjoyed positions of authority, public recognition and opportunities to accumulate wealth remained committed to Pakistan while preparing to settle overseas.
His remarks have renewed debate about the responsibilities of senior civil servants, potential conflicts between public duties and personal interests, and the broader issue of accountability within Pakistan’s administrative system.
The controversy also raises questions about whether overseas residency plans among serving officials should be subject to greater scrutiny, particularly when public confidence in government institutions is at stake.
As of the latest reports, the minister had not publicly named the officials concerned or presented evidence establishing wrongdoing by specific individuals.
The allegations therefore remain claims made by the defense minister rather than independently established findings. Further clarification from the government or any formal inquiry would be needed to determine the extent of the alleged arrangements and whether any rules or public-service obligations were violated.
