    Balasaheb Keshav Thackeray The Tiger Of Maharastra

    In over 40 years since he plunged into social life, there was never an occasion for which Hindu Hriday Samrat (the King of Hindu Hearts) Bal Thackeray lacked an opinion. Whether it was on national politics, arts, sports or any other issue, he always had something witty or vitriolic to say and excelled in bringing the country’s financial capital to a standstill whenever needed. Born Bal Keshav Thackeray, to writer and political leader Keshav Sitaram Thackeray, on 23 January 1926 he perhaps had an early exposure to the regional politics of the time as his father was an integral part of the Samayukta Maharashtra movement to form the state of Maharashtra with Mumbai as its capital. He never matriculated from high school but knew how to wield the language more effectively than most, initially using them to greatest effect in his cartoons. Working as a cartoonist with the Free Press Journal in the 1950s, Thackeray signed his cartoons as ‘Mava’ and continued with the publication until he left to join another newspaper News Day. The paper didn’t survive very long and left without a job he started the weekly Marmikin 1960, along with his younger brother Shrikant, also a cartoonist. Often vitriolic, Marmik espoused the cause of the Maharashtrian people and in 1966, as his influence rose in the state by leaps, Thackeray founded the Shiv Sena, which claimed to be a revival of the army of Maratha king Shivaji. His first rally was held on Dussehra on 30 October 1966 in Shivaji Park in central Mumbai, close to his family home. He may have been slightly built, but his words were strong and incisive, making his first rally a grand success, which set the foundation for the growth of the Shiv Sena, symbolised by the fierce roaring tiger that he had drawn himself. The Shiv Sena did not claim to have an interest in politics, Thackeray said and in his rallies he said he wanted his Maharashtrian audience to realise how they were being deprived of their rights and what they could do about it.

    He raised social issues that affected the common middle class Maharashtrian man like the unemployment of the youth, discrimination in employment and erosion of pride that the community had at one time in history. He based his first campaign on the unemployment of the Maharashtrian youth, blaming south Indians for filling up posts that they could have been open to educated local youth.

    It was the politics of entitlement that the Sena preached and it found an eager audience in the form of unemployed educated Marathi youth and men stuck in jobs that seemed to lead nowhere.

    South Indian restuarants faced the brunt of the campaign with Shiv Sena activists targeting them. Gyan Prakash in his book Mumbai Fables describing the Shiv Sena pramukh (head) explains why Thackeray appealed to a disgruntled Maharashtrian community in the city that they had come to with dreams of glamour and had to settle for much less: Only forty years old when he founded the Shiv Sena, Thackeray presented himself as a fearless youthful leader of a new type, one able to bend feckless bureaucrats, the older generation, the elites, and evil enemies to the force of his will. Unlike most political leaders he did not advocate asceticism and sacrifice. He expressed feelings that most disaffected young men may have felt but dared not articulate.

    Openly advocating material acquisition and pleasure, he absolved “them from their feelings of guilt for failing to support their families or for their attractions to the hedonistic pursuits of life.” The Shiv Sena took to politics soon enough with a pitched battle against the Communist Party, which had until its arrival, dominated unions in the city and held sway over the functioning of Mumbai’s biggest industry, the textile mills. Initially the Shiv Sena was content to back a Congress candidate against a Communist one, but soon after the party stepped into active politics taking on the communist parties. Thackeray shrugged off claims of being an alternate front for the Congress and instead continued to build the party through shakhas (branches) in each area of Mumbai, a political strategy adopted from the RSS. In a nation where politicians claimed to follow the philosophies of Mahatma publicly, the Sena never shied away from violence and always endorsed action over thought and words. In 1969 when Thackeray was arrested for allegedly organising protests against the then deputy Prime Minister Morarji Desai, the city was thrown into chaos by rioting activists who were silenced only by a statement from their leader. However, it also meant that Thackeray would never again do anything that would result in him getting arrested or being thrown into jail. It was perhaps an unwritten rule in Maharashtra’s politics that he was not to be arrested in order to maintain the peace with the Shiv Sena. He was arrested on one other occasion but was quickly granted bail before the situation went out of hand in Mumbai. In keeping with his right wing philosophy, Thackeray also took on the Muslim community in Mumbai within years of forming the Shiv Sena.

    In the 1960s and early 1970s, Bhiwandi, a suburb near the edge of the city that housed powerlooms, was his first target for its high Muslim population mainly powerloom workers who had come from states like Uttar Pradesh. The Sena in the 1970s was largely muted barring a few agitations and despite its anti-government stance, the Shiv Sena and Thackeray remained silent throughout the period of the Emergency.

    It was in the 1980s through electoral victories in municipal elections the Sena grew in strength and the tiger was ready to pounce when the opportunity arose in the 1990s in the form of the Babri Masjid riots and subsequent 1993 serial blasts. Following the Babri Masjid riots and riots erupting in parts of the country, Thackeray wrote scathing editorials in his newspaper ‘Saamna’, making veiled calls for action against the Muslim community and in the bloodbath that followed in the city, many blamed him for instigating violence. The Srikrishna report which probed the riots recommended action against Thackeray, but coming while the BJP-Shiv Sena government was in power, nothing of any consequence was done. Subsequent governments also never followed up on it.

    The Shiv Sena which had allied with the BJP in the 1980s, swept into power in 1995 aided by a pro-Hindutva sentiment and Thackeray, despite never contesting elections, held the remote control to the Manohar Joshi-led state government. The easiest way to circumvent the government became Thackeray’s endorsement.

    An Enron power plant, that subsequently had to be shut down, and a Michael Jackson concert in the city were perhaps classic examples of the Shiv Sena leader contorting his own stand in order to finally favour those who sought it. Thackeray always loved to jump into matters pertaining to culture

    From films to art, Thackeray introduced a culture of intolerance towards anything that he deemed against ‘Indian culture’ or offended his sensibilities. The hounding of artist MF Hussain into an exile from which he never returned, a campaign against Valentines Day, a ‘chaddi’ march to the erstwhile friend Dilip Kumar’s house to object to him accepting an award from Pakistan and bringing down the shutters of theatres screening films like ‘Fire’ were among the Sena’s notable achievements in this regard. Despite being the editor of two newspapers, he also didn’t care much for criticism from fellow journalists and scribes writing critical pieces on him faced violent attacks by Shiv Sainiks.

    In some cases even carrying the statements of opposing leaders was enough to invite the party’s ire. However, the period when his party was at its peak was also perhaps the time of great personal tumult for the leader. He lost his wife Meena in 1995 and his son Bindhumadhav in a road accident in 1996. Bindumadhav was perhaps the heir apparent until his demise. His second son Jaidev broke away from the Shiv Sena and remained estranged from his family, despite staying a few buildings away from the family residence.

    His youngest son Uddhav chose to stay away from politics and was rarely seen, but there was a bright beacon in the form of his nephew Raj, who ran the Shiv Udyog Sena. Political stewards managed the state and its politics but none were ever bigger than Thackeray in stature or power. Finally when Uddhav decided he was ready for politics he was heralded in as the future head of the Shiv Sena. However, this resulted in the nephew, who had waited in the wings for years to take centre stage, to take flight and he formed his own political party, that embraced a similar ideology and manner of functioning to the Shiv Sena.

    Thackeray, who was an ardent critic of the Nehru-Gandhi dynasty and used their example to criticise dynastic politics, perhaps might have noted the irony of the situation when his grandson Aditya was also roped in to run the party’s youth wing. Raj wasn’t the only one to leave the Sena disgruntled. Regional leaders rose, battled for control of the party and finally would leave when they failed to get the power they desired. Thackeray and the Sena preferred to let them go rather with their vote bases than let them rise above the family.

    In the early 2000s, deteriorating health forced Thackeray onto the sidelines as his son Uddhav took over the operations of the party and was rarely seen in public barring public rallies. Always fond of his cigars and alcohol, Thackeray even had to give them up as his health deteriorated.

    Despite his worsening health and campaigning across the state in an attempt to revive the party, the Sena failed to achieve the heights it achieved in the 1990s. In his last few years, a frail Thackeray only appeared for the Shiv Sena’s annual rally in Shivaji Park, to hurl a few barbs at his enemies and to appeal for more support for his son. He restricted himself to editorials and interviews in his own paper ‘Saamna’ until his last days, sometimes raising a titter or mild outrage with his comments. But for the man whose words brought the city that never slept to a grinding halt while he sat on his throne in Bandra, it was indeed a tame ending.

    Mumbai: ‘Owner of Mumbai’, Balasaheb Thackeray, has breathed his last on Saturday 3:30 PM here at his residence ‘Matoshree’ in suburban Bandra. Various political personalities made a beeline to ‘Matoshree’ to pay their last tribute to the late Shiv Sena chief Bal Thackeray, who had been critical for the last two weeks.

    Senior party leaders and Bal Thackeray’s nephew Raj Thackeray, along with family members and other political leaders, rushed to ‘Matoshree’ following the veteran leader’s death. “Maharashtra has lost a veteran, experienced leader….He was a politician, cartoonist, editor, organiser as well as art-lover and orator,” Chief Minister PrithvirajChavan said.Prime Minister Manmohan Singh has cancelled the dinner for BJP leaders to be held today while condoling the death of Bal Thackeray.

    On behalf of the entire Congress party PM said, “Thackeray had a key role to play in politics.”

    Gujarat Chief Minister Narendra Modi said Thackeray was a strong patriot and a good cartoonist who carved an identity of his own in Maharashtra. “He had great affection towards me and was a guide for me,” Modi said, offering his condolences.

    Leader of the Opposition in the LokSabhaSushmaSwaraj has termed the divine soul as a ‘lion’ and also paid him homage by saying “terribly pained to hear lion is dead.”

    Union Home Minister SushilkumarShinde said that Thackeray, as cartoonist, arrived on the scene like a storm after the collapse of communists in Mumbai, and took forward the legacy of his reformist father, ‘Prabodhankar’ Thackeray.

    Shinde said he knew Thackeray for over four decades, and always felt he will survive the current bout of illness.

    “He considered King Shivaji his idol. He worked for the people all his life. We took inspiration from him while governing in Maharashtra,” said BJP chief NitinGadkari, who served as a PWD minister in the saffron alliance government in the state between 1995-1999.

    NEW DELHI (TIP): India will take up with Ireland the issue of death of an Indian woman dentist there after doctors allegedly refused to terminate her 17-week-long pregnancy on the ground that it was a “Catholic country”. Indian ambassador to Ireland will raise the issue with the Irish government on November 16.

    India was awaiting the results of two probes ordered by Irish authorities in the matter and will “take it from there,” official spokesperson in the ministry of external affairs had said yesterday, adding the country was “concerned” over the circumstances in which Savita Halappanavar died.

    Meanwhile, commenting on BJP’s strong reaction on the matter, external affairs minister Salman Khurshid said one needs to be very careful about the “choice of words” while dealing with a tragedy. “It is extremely sad and unfortunate. Whatever the inquiry does, human loss cannot be compensated,” he said, adding the country might like to reflect upon some positions afresh so that such things do not happen, not only with Indian nationals but also with their own citizens.

    The Embassy of Ireland issued a statement here yesterday, saying the Irish government, at the highest level, was committed to establishing the full circumstances and facts surrounding the incident. Halappanavar, 31, died in Ireland due to blood poisoning after doctors allegedly refused to terminate her 17-week-long pregnancy, telling her that “this is a Catholic country”.

    The Embassy of Ireland said, “The Irish Prime Minister and the Minister for Health spoke on the matter in Irish Parliament yesterday and expressed their deepest condolences to the husband and family of Mrs Halappanavar. “The Irish government, at the highest level, is committed to establishing the full circumstances and facts surrounding Mrs Halappanavar’s tragic death.” Savita’s husband Praveen Halappanavar, an engineer at Boston Scientific in Galway, told Irish media that his wife had asked several times over a three-day period that the pregnancy be terminated. This was refused, he said, because the fetal heartbeat was still present and they were told “this is a Catholic country”.

    NEW DELHI (TIP): Prime Minister Manmohan Singh will host a dinner for United Progressive Alliance (UPA) leaders on Friday in an attempt to consolidate his government’s strategy ahead of the Winter Session of Parliament.

    Dr. Singh’s dinner with UPA leaders comes close on the heels of his similar interactions with leaders of crucial outside supporters Samajwadi Party and Bahujan Samaj Party (BSP). He hosted a dinner for SP chief Mulayam Singh Yadav and his son Akhilesh last week and followed it with lunch for BSP chief Mayawati on Sunday. The government is facing the prospect of dealing with a opposition-sponsored motion entailing voting on FDI and even a possible threat of a no-confidence motion.

    BJP chief spokesperson Ravi Shankar Prasad had earlier said that his party would strongly oppose the government decision on FDI in multi-brand retail in the forthcoming Winter Session of Parliament. Asserting that the decision to approve FDI in multi-brand retail is not in the interest of the country, Prasad announced that that ‘the BJP will discuss its strategy with other NDA partners and also get in touch with political parties which have reservations on the issue’. Allies of the BJP-led NDA are likely to hold a meeting on November 21 a day before the Winter Session of Parliament.

    The Dravida Munnetra Kazhagam (DMK), a crucial ally of the Congress-led UPA Government at the Centre, continued the suspense over its stand on any resolution, which may be introduced in Parliament concerning the FDI in multi-brand retail. “Small and medium retail traders in Tamil Nadu are apprehensive that FDI would greatly affect them. We would discuss and take a decision on this (FDI) keeping their interest in mind,” DMK chief M. Karunanidhi told mediapersons in Chennai.

    “Let the DMK’s stand remain a suspense. Only a movie with suspense does well,” he added, when asked about the DMK maintaining suspense on its stand over the FDI issue and whether it would support a no-confidence motion against the UPA Government. The support of DMK, which is the second largest ally with 18 Lok Sabha MPs, is very crucial for the UPA after the exit of Mamata Banerjee-led Trinamool Congress (TMC). The Winter Session of Parliament will begin on November 22.

    NEW DELHI (TIP): The BJP on November 14 asked Prime Minister Manmohan Singh and the government to spell out why the alleged land scam involving Congress president Sonia Gandhi’s son-in-law Robert Vadra was not being probed. “Why is Robert Vadra not being probed? There is new evidence everyday of how land was given in Haryana, Rajasthan…the entire Congress party is silent. Why is the allotment to DLF not probed?” Bharatiya Janata Party (BJP) spokesperson Ravi Shankar Prasad asked during press conference here.

    The party also wanted to know from the prime minister why there was no probe on his role in the coal blocks allocation, said to have caused a presumptive loss of Rs 1.86 lakh crore ($38 billion) to the exchequer. ‘What was Dr Manmohan Singh’s role in coal block allocations? Why is he not being probed?’ Prasad wondered

    The party also questioned the prime minister on other reported scams and scandals that have come to the fore since 2009 such as those surrounding the 2G spectrum allocation and Commonwealth Games of 2010. ‘The country wants to know what is preventing the CBI and the Enforcement Directorate to carry out an impartial probe in the Aircel-Maxis deal. They have said so in Supreme Court.

    The government must explain,’ he said. ‘The Shunglu Committee has indicted the Sheila Dikshit government (in Delhi) in the Commonwealth Games scam. The prime minister had committed in parliament he will act on the report. We ask the prime minister: What action has been taken,’ he asked.

    NEW DELHI: BJP chief Nitin Gadkari has invariably, well almost, addressed a rally in the Capital whenever the party has planned a nationwide campaign during his tenure. However, he will be in Itanagar in Arunachal Pradesh when the party takes to the streets against the government on November 21 over corruption and FDI in retail, a departure which is seen as significant in view of the troubles facing him.

    During the campaign for Himachal Pradesh polls too, Gadkari had chosen to campaign in a remote corner of the state in what was seen as a move to project a business-as-usual impression. However, that was before S Gurumurthy, a Hindutva proponent who is a chartered accountant by training, gave him an “all clear” on the charges against Purti’s funding. As per the duty roster released by the BJP, almost all bigwigs have been assigned the party’s known strongholds. Thus, two of Gadkari’s predecessors — Rajnath Singh and Murli Manohar Joshi — will participate in rallies in New Delhi while Arun Jaitley will lead the protests in Mumbai.

    Ananth Kumar has been assigned Lucknow while Gopinath Munde and Venkaiah Naidu have decided to focus on their home turfs of Maharashtra and Hyderabad. Many in the party feel Gadkari would have led the charge in the capital had it not been for the allegations about Purti’s funding. Party vice-president Mukhtar Abbas Naqvi advised against reading significance into the allocation of protest sites.

    On Gadkari’s choice of Itanagar, he said, “Polls are due in Meghalaya, Nagaland and Tripura and since Itanagar is close to these states, Gadkari is going there.” However, party leaders feel that the Purti episode has undercut Gadkari’s stature to be the bearer of the party’s anti-corruption standard.

    NEW DELHI (TIP): The Congress on Thursday seized on the low yields of the 2G spectrum auction to attack the federal auditor’s Rs 1.76 lakh crore revenue loss projection, setting the stage for another round of bitter feuding with the opposition. After the Supreme Court-ordered 2G auction yielded just Rs 9,407 crore, information and broadcasting minister Manish Tewari hit out at the comptroller and auditor general, saying, “Mr CAG, where is the 1.76 lakh crore? I think it is time for some serious introspection.” He also attacked the main opposition BJP, saying, “It is high time the BJP and some of the other opposition parties, which had made this their holy grail and swansong of politics over the last two years, publicly apologize.”

    Indore Mall files Case: CBI to Probe Digvijaya

    NEW DELHI (TIP): The CBI has registered a case in connection with alleged irregularities in the construction of a high-end mall in Indore, including the role of then Madhya Pradesh chief minister Digvijaya Singh. CBI sources said the agency acted on the orders of the Indore bench of Madhya Pradesh high court which had directed it to probe “roles of senior officials, the then CM, chief secretary and environment minister” among others.

    The case relates to allegations that the mall was illegally built on a residential plot of one lakh square feet, with undue concessions from the then state government under Singh, who is Congress general secretary at present. In its order on October 19, a division bench of Justices P K Jaiswal and Moolchand Garg had directed the CBI to probe the matter and report back in six months. The bench gave the direction on a plea by social activist Mahesh Garg who had filed a complaint with the state Economic Offences Wing in 2009 which had given a clean chit to Singh.

    Soon after the court order, Singh welcomed the probe and said on social networking site Twitter, “Permission was given for it (mall) during my tenure as chief minister. The BJP government’s Economic Offences Wing has already investigated the matter and found nothing against me.”

    Nitin Gadkari to continue as BJP president, but second term at risk

    New Delhi (TIP): BJP president Nitin Gadkari, confronting corruption charges, will remain in office for now despite corruption charges. He left for Himachal Pradesh today after the party allowed him to proceed with his scheduled campaign trail in the state ahead of next month’s elections.

    Mr Gadkari arrived in Delhi on Friday evening from Nagpur and met privately with the BJP’s senior most leader, LK Advani. He then met with other colleagues like Sushma Swaraj and Arun Jaitley.

    “The party is unanimous in backing him,” said spokesperson Prakash Javadekar late after the meetings ended. Mr Gadkari was praised for his willingness to accept an enquiry into his business dealings. Sources in the party say that he did not offer to resign. His term as president expires in December.

    Over the last week, allegations of financial malpractices by his businesses have engulfed Mr Gadkari. But the BJP has calculated that if he is removed now, it may appear as an admission of guilt or distract voters in the forthcoming elections in states like Himachal Pradesh and Gujarat. Selecting a replacement would also be messy – the party is finding it difficult to decide who to pick as its candidate for prime minister ahead of the general elections in 2014; there are many fractious contenders.

    But while his party is backing him for now, the chances of a second term as president for Mr Gadkari are quickly dissipating.

    He had reportedly been asked by the BJP’s parent body, the Rashtriya Swayamsevak Sangh or RSS to explain the charges against him to senior colleagues.

    In a statement earlier on Friday evening, the RSS suggested its support for Mr Gadkari has ebbed substantially. “It has been an article of faith with the RSS that any individual or organization in any illegal activity must be subjected to impartial probe,” the RSS said in an emailed statement today. “We are saddened with efforts to drag the RSS name into these allegations,” it said, stressing that the charges have not been investigated by an authorized agency.

    By striding away from the controversy, the RSS has reinvigorated its frisson with the BJP. In 2009, the RSS conferred presidency upon Mr Gadkari against the wishes of senior BJP leaders like LK Advani. Just last month, the BJP’s rules were amended, again under considerable pressure from the RSS, to allow Mr Gadkari a second consecutive term as president, a move that may soon be aborted.

    The shadowy credentials of his vast business empire, and the companies that have invested in it, were first reported on NDTV last weekend. Mr Gadkari had appeared in its studio to counter charges of ghost investors in Purti Power and Sugar Limited, co-founded by him in 2000. He quit as its chairman last year and now holds about 200 shares in the company.

    Since then, a series of reports have exhumed other insalubrious details. Some of the companies that have bought equity in Purti share bogus addresses; their directors have included his former driver, an astrologer and a baker. Yesterday, another NDTV expose highlighted that a firm that bought stake in Purti was, a year later, loaned money by Mr Gadkari and his firm, a tactic normally used for money-laundering and round-tripping, which involves selling an asset with the understanding that it will be bought back, often used for tax evasion.

    Shimla (TIP): Contrary to expectations, corruption charges being levelled against Himachal PCC president Virbhadra Singh, instead of being an embarrassment for the party, have started winning him sympathy in his constituency.

    Curiously in his constituency there are hardly any buyers of the allegations being drum-beated by the BJP. “They are victimising him for no reasons,” says Ram Bhagwan in Dabol village.

    Chandokh Singh, a retired chief medical officer, concurs and says that Virbhadra, coming from a royal family, enjoys uninterrupted loyalty of the people. “It might sound typical of Himachal Pradesh, but it is a fact that the corruption charges are not sticking to him at all,” he said.

    The five-time chief minister, who is contesting from the Shimla (rural), has just toured his constituency once. He is focusing on the party campaign all over the state regardless of the opposition’s tirade against him. Being a trump card of the Congress in Himachal Pradesh has helped him dismiss the corruption charges. After being forced to quit the Union cabinet in the wake of a local special court framing charges of corruption against him, Virbhadra faced another barrage of allegations for his alleged deals with the Ispat Industries to be followed by the Income Tax department findings about unexplained deals.

    While Virbhadra has dismissed corruption charges saying it is a BJP ploy to malign him, there has been a strong feeling among the Congress leaders that even if the corruption charges do not translate into loss of votes for the Congress, they might mar his chances of becoming CM again in case the party comes to power after the elections.
    “Voters might not care about the charges, but the high command is likely to take strong view of it after the elections,” said a former party office-bearer. In fact, graft charges against him have made little dent in his image. Even as he quit the union cabinet in June last following charges of corruption framed by a special court in Shimla, the Congress high command entrusted him with the task of leading the party campaign and made him the PCC president barely a month before the elections were announced.

    In July last, in a huff, he quit the election committee as the party high command sought to sideline him amidst corruption charges. But his threat to break away from the party and join hands with Sharad Pawar unnerved the Congress high command which decided to hand over the party’s electoral reigns to him. He had a near free hand in picking candidates for the party and has been campaigning state wide. Allegations of corruption aside, Virbhadra still has a long list of detractors in the party. Even Union commerce minister Anand Sharma, who was here to release the manifesto, ducked questions related to allegations against him.

Describing the “clean chit” to Vadra as self-certification, the party demanded an inquiry into how he got a loan of Rs 7.94 crore from Corporation Bank when the bank itself later denied giving any such loan.

    “The officials, against whom investigation should have been carried out, have declared that there were no irregularities in the Vadra-DLF deals. This is the clear sign of the Congress running away from a probe,” party spokesperson Prakash Javdekar said.

    “We once again demand that there should be an independent probe into all the reportedly murky deals of Vadra and his companies and also the alleged quid pro quo between Congress governments and the real estate company,” he added. The party sought to know why Congress had not ordered a probe into Corporation Bank’s statement that it had not given any loan to Vadra.

    In reply to a question from freelance journalist Harjap Singh Aujla, Mrs. Preneet Kaur replied, “One of the several reasons for the unexpected loss of the Congress Party in the elections to the Punjab Assembly was the imbalance in coverage by the electronic media. The entire cable TV private media available to the public in Punjab was for the ruling alliance. The point of view of the Congress and the PPP led Left Front was blacked out by the electronic media. The independent thinking channels were not available on the cable systems in Punjab”.

    NEW YORK (TIP): Preneet Kaur, Minister of State for External Affairs was highly optimistic of Indian economy’s resurgence at a reception organized by the Consulate General of India, in New York, in her honor October 18. The minister admitted that although India braved the first global meltdown in the year 2008, the second one has left the country slightly affected.

    “We all know that in this century, India has done very well. However, we are slightly affected by the current meltdown, although we managed the first one. But this one has surely affected us more,” said the Minister during her address at the event. However, the minister said that she is hopeful that the economy will resurface from the current growth bracket of 5 to 6 percent and once again regain the title of fastest growing economy.

    After speaking at the UN Security Council on the subject of tackling global terrorism, Preneet Kaur once again stressed on the importance of having all UN member states to stand united for the fight against terrorism. “We expect that the UN will pass this law against terrorism. We have been asking for this for many years now. And we hope to see it coming to a logical conclusion. Terrorism is not standalone, it can surface anywhere in the world. It knows no religion or citizenship and the world must unite to fight it,” said the Minister

    The minister has continually been addressed by the title of ‘Maharani’. Besides the term being considered ancient and out of usage, many politicians including President Pranab Mukherjee have asked for the removal of such titles for politicians

    LUCKNOW: The BSP chief Mayawati on October 11 said that the Congress-led UPA government at the centre has failed on all fronts but she will continue to support it. “It’s true that the UPA’s policies and decisions are anti-people but I need some more time to review the situation and make up my mind for the final call,” she said, while addressing reporters after back-to-back meetings of the party’s national working committee and its parliamentary board committee that began around 10am and ended just past noon.

    Tuesday was a hectic day for the BSP supremo and her senior and trusted lieutenants as the party first took out a rally that ended at 2pm and then around 7pm the parliamentary board of the BSP held a meeting where Mayawati and senior BSP leaders debated the issue of support to UPA at length. This was followed by a meeting of the party’s national working committee that ended past midnight.

    The press conference of Mayawati post noon on Wednesday came after the two rounds of meetings where she said that the party has come to the conclusion that UPA’s policies have resulted in high inflation and economic crisis in the country. “In 2009, the BSP had extended outside support to the Congress-led UPA government to keep the BJP at bay. The BSP then was also of the view that the UPA will work for dalits, farmers, backwards and minorities but the central government’s performance has been very poor. Today the country is suffering because of anti-people policies of the UPA,” she said.

    Mayawati said that after reviewing the situation again, she will take a final call at an ‘appropriate time’ and inform the media. Mayawati, who usually leaves press conferences after reading out her statement, stayed back and interacted with the media. She refused to answer queries on the Supreme Court notice on the disproportionate assets case against her saying the issue for which she has called the press conference is different.

    She told reporters that she has asked her party workers to expose the central government’s corruption and anti-people policies by holding cadre camps, public meetings, demonstrations and protests across the country. She also informed that she has asked the cadres to be ready for snap polls which can take place any time before schedule because of the instability at the Centre. The BSP has 20 MPs in the Lok Sabha.

    NEW DELHI (TIP): SGPC’s controversial move honouring family members of the two assassins of General A S Vaidya in the Golden Temple complex came in for attack from Congress as well as the BJP. BJP, sharing power with the Shiromani Akali Dal in Punjab, criticised the move with its chief spokesman Ravi Shankar Prasad dubbing it “regrettable and unjustifiable”

    Making it clear that politics on such a sensitive issue will not be tolerated, Congress warned that those who will fool around with serious subject like terrorism,…. will have to pay.” “It is for the Punjab government to sort it out if these kind of schizhophrenic statements are coming out”, party spokesperson Renuka Chowdhary said when asked to react over the move, which is being confirmed by the Shiromani Gurdwara Prabandhak Committee (SGPC), but denied by the state government.

    The move has come amid a raging debate over raising of a memorial for those killed during Operation Blue Star in 1984. The kin of Harjinder Singh Jinda and Sukhdev Singh Sukha, who were executed on October nine, 1992, were honoured by the Shiromani Gurudwara Prabhandhak Committee at the Akal Takht, the highest temporal seat of the Sikhs, two days back. The SGPC, controlled by the ruling SAD, also hailed the General’s killers as Sikh martyrs sparking a row. The SGPC organised an Akhand Path at the Akal Takht to mark the 20th execution anniversary of the two assassins.

    The function was presided over by SGPC secretary Dalmegh Singh. Gen Vaidya was the Chief of Army Staff when Operation Blue Star was launched by the Army to flush out militants led by Jarnail Singh Bhindrawale from the Golden Temple. A number of militants, soldiers and pilgrims were killed during the Operation. Sukha and Jinda had assassinated General Vaidya in 1986 in Pune where he had settled down after his retirement. They were hanged in 1992 and since ’93 the SGPC has been been organising their death anniversary every year on October nine and honouring their family members.

    NEW DELHI (TIP): Allegations of wrongdoing in land deals by Congress chief Sonia Gandhi’s son-in-law Robert Vadra and his “mango people” comment have found their way into the court with two PILs filed even as the Congress countered by accusing India Against Corruption (IAC) member Prashant Bhushan of graft. The Lucknow bench of the Allahabad High Court on October 11 asked the central government to respond to charges levelled against Robert Vadra by IAC member Arvind Kejriwal. The court, which was hearing a public interest litigation (PIL) by activist Nutan

    Thakur, fixed November 21 as the next date for hearing. The PIL sought a thorough probe into the charges levelled by Kejriwal and his colleagues. In her petition, Thakur told the court that she had also sent a letter to principal secretary in the Prime Minister’s Office (PMO) but was sure that it would not be responded to. Last week, Kejriwal and lawyer Prashant Bhushan had alleged that Vadra had benefited immensely from a quid pro quo in deals with real estate giant DLF.

    In Jaipur, a complaint was Thursday filed in a lower court against Vadra for his ‘mango people (aam admi) in banana republic’ comment on his Facebook page. The complaint was filed by lawyer A.C. Upadhyay in the court of Additional Chief Judicial Magistrate S.K. Ojha. Upadhyay said: ‘I approached the court as the remarks of Vadra are defamatory and against the Constitution of India, the court and its people. I had filed a complaint which the court has accepted.’ The complaint was filed under sections 124A (sedition), 153B (Imputations, assertions prejudicial to national integration), 500 and 501 (defamation) of the Indian Penal Code.

    ‘The court will take up the matter for hearing Oct 18,’ said the officer. Vadra had reportedly written a comment on his Facebook page Monday that read: ‘Mango people in banana republic….’ The comment had come two days after Kejriwal alleged that the son-inlaw of the country’s ruling party chief had indulged in quid pro quo realestate deals with a realty major. Meanwhile, the Congress targeted IAC member and senior advocate Prashant Bhushan and his family members over land in Himachal Pradesh allegedly acquired by an educational society linked to him at a concessional price.

    Minister of State for Parliamentary Affairs Rajeev Shukla said the Bharatiya Janata Party (BJP) government in Himachal Pradesh had given away the land in Palampur worth several crores of rupees to the educational society for just a few lakhs. Some members of the Bhushan family are part of the trust. ‘But no work has taken place on the land, which is a garden land. It was given away to the educational society at a cheap rate. If this is not corruption, what is?’ Shukla asked. He told reporters here that the matter was raised by Congress legislators in Himachal Pradesh, but no action had been initiated by the state government.

    EW DELHI (TIP): Himachal Pradesh and Gujarat will pick new assemblies in elections on November 4 and December 13 and 17, respectively, in what will be a virtual straight fight between the ruling BJP and the Congress in both states.
    Chief election commissioner (CEC) VS Sampath told reporters here that votes in both states will be counted on December 20.

    These will be the most important state elections since Uttar Pradesh, India’s most populous state, voted in February-March this year, along with Goa, Punjab, Uttarakhand and Manipur.

    Both Himachal Pradesh (68 seats) and Gujarat (182 seats) are ruled by the Bharatiya Janata Party (BJP), with the Congress desperate to dislodge it.

    The announcement came hours after Congress president Sonia Gandhi unleashed the party’s campaign in Gujarat with a stinging attack on the BJP.

    The Congress welcomed the polls and said these would not be a referendum on the performance of the central government.

    “We welcome poll dates. Every election is a local election, even parliamentary elections are decided by local issues. No state poll is a referendum on the performance of the national government,” Congress spokesperson Manish Tewari told reporters later.

    “The only one is the Lok Sabha poll, which we won decisively,” he said.

    BJP spokesperson Rajiv Pratap Rudy said, “We are sure of victory in the two states. Our workers have worked hard.”
    “We are making foolproof security arrangements in both states by deploying adequate strength of central police forces,” said Sampath.

    Armed police forces from other states would also be deployed in the two states for peaceful conduct of elections.
    Sampath said there would be strict monitoring of expenditure by political parties and candidates as well as of “paid news”.

    “Paid news is a learning process for us,” said Sampath, adding that “it will be monitored at the district, state and commission level”.

    He said all candidates would be required to open separate bank accounts and incur expenditure only from these accounts.

    The Election Commission, Sampath said, expects “the highest standards” of conduct and neutrality in election work from officials.

    “Their work will be under constant watch and scrutiny,” he said, and added that the model code of conduct for political parties would be strictly enforced.

    Sampath said the polling dates have been determined after taking into account climatic conditions, particularly in Himachal Pradesh, academic calendar, festivals, law and order, and availability of security forces.

    The number of eligible voters in Himachal Pradesh is 45.16 lakh against 3.78 crore in Gujarat. The electors will be given their voting slips a few days before the polling dates, said Sampath.

    To facilitate voting, the poll panel has increased the number of polling stations by 10 percent to 44,496 in Gujarat and by 16 percent in Himachal Pradesh to 7,252, he said. The CEC said the candidates will have to file only one affidavit, from two required earlier, to provide information if they have been charged or convicted in any criminal case and declaring their assets and educational qualifications.

    NEW DELHI (TIP): Like the Cabinet meeting that cleared FDI in multi-brand retail, the one on October 4 was brief, with finance minister P Chidambaram saying foreign investment in insurance was the need of the hour and the government should not bother about the Bill being defeated in Parliament. The decision was smooth, like knife through butter.

    For the rare display of unanimity among Congressmen on historically contentious moves, the nod to FDI in insurance and pension provided the best evidence that the ruling party had embarked on an irreversible reforms agenda, a sharp departure from political sensitivities that influenced such decisions in the past.

    Observers and insiders underlined that Congress was approving FDI decisions in the middle of elections in Gujarat and Himachal Pradesh, which can have serious implications for its future, mired as it is in a cycle of defeat and in desperate search for victory.

    “It shows that the leadership has calculated that opening the market to foreign retail marts or insurance firms to foreign investment will not influence the voters, irrespective of BJP’s campaign,” a leader said citing that supremo Sonia Gandhi defended FDI in retail during her Gujarat campaign launch.

    The gung-ho reforms mode has been attributed to the economic crisis but it would be a leap of faith for the Congress if governance imperatives are delinked from their political implications.

    That has made observers see a “renewed Congress conviction in reforms”, with possibly the Prime Minister having convinced the leadership about the gains of 1991 liberalization he authored as finance minister.

    Samajwadi Party leader Mohan Singh said his party has traditionally been opposed to such proposals but stopped short of spelling out SP’s stance on insurance reforms. Clearly, Samajwadis are not too sure if the tradition holds true for the future.

    The UPA will be closely watching Bahujan Samajwadi Party chief Mayawati’s rally in Lucknow on October 9 when she will spell out her views on the recent reforms decisions by the Cabinet. Finance minister Chidambaram told reporters, “Legislation is a matter of negotiation and we will talk to the principal opposition party.”

    NEW DELHI: BJP president Nitin Gadkari found himself at the centre of yet another controversy on Thursday over a letter he wrote to Union water resources ministry seeking release of funds for an irrigation project in Maharashtra, in which an associate of his is said to be a contractor.

    The Gosikhurd project is embroiled in an alleged scam involving NCP leader Ajit Pawar who quit recently in the wake of charges of corruption on which the BJP had mounted a big campaign.

    Gadkari wrote to Union water resources minister PK Bansal on July 30 this year asking him to clear the dues of the contractors involved in the project though no names were mentioned. “Due to non-payment of the dues, the contractors stop their works. This may delay the programme and would also result in time overrun and delays in creation of irrigation potential. Presently liability of Rs 400 crore is pending,” the letter said
    The BJP chief’s detractors claimed it was aimed at benefiting his associate Ajay Sancheti.

    The BJP and Gadkari himself today defended his action, saying he had asked the Centre to release funds for the Gosikhurd project to help the farmers and not for the benefit of any contractor close to him.

    “I wrote a letter to Bansal and will write ten more … It was done in the interest of the farmers of Maharashtra, to prevent farmer suicides in Vidarbha,” Gandkari told reporters in Mumbai.

    BJP spokesperson Prakash Javedekar, who, incidentally, is reported to have written a letter similar to the one sent by Gadkari, said that “it is clear that no contractor’s name is mentioned in the letter.

    “The issue is that a central government project is pending and it should be completed,” Javadekar said in Delhi.

    MUMBAI (TIP): In a new twist to the political crisis in Maharashtra that has risen from an irrigation scam, one of the whistleblowers has named Bharatiya Janata Party (BJP) president Nitin Gadkari for trying to suppress it.

    Anjali Damania is instrumental in blowing the lid off the Rs.72, 000 crore scam. Damania said that when she met Gadkari in August at his home in Worli, Mumbai, he told her to not push too hard to expose the scam.

    Damania said that the BJP’s attitude was very discouraging, as was that of Gadkari, who even allegedly stated to having business ties with Nationalist Congress Party (NCP) chief Sharad Pawar.

    Without naming Gadkari, Damania said ‘the opposition party chief’ told her “we help Pawar and he helps us, can’t do anything in this scam.”

    She claimed to have met Gadkari thrice, once in Delhi in June 2011 and twice in Mumbai, in August 2011 and August 14 this year.

    “Since the NCP and the Congress are together, we went to the opposition party, but they strictly told me that they could not do anything about it.”

    Their party president himself told me that he could not do anything regarding this; he shares businesses with Sharad Pawar. They help each other in their matters. So, he could not do anything about it. We were shocked after getting such kind of a reply,” she said.

    The BJP is in the opposition in Maharashtra. NCP leader Ajit Pawar, who has submitted his resignation from the post of Maharashtra Deputy Chief Minister, has been accused by his political opponents of being involved in the irrigation scam when he was the state’s water resources minister

    BHOPAL (TIP): The police have arrested politician Vaiko and his supporters on the border of Madhya Pardesh and Mahrashtra, about 350 kilometres away from Sanchi. They were protesting against the visit of Sri Lankan president Mahindra Rajapakse, who they say must take responsibility for alleged atrocities against thousands of Tamils in his country. Police had increased security to keep Vaiko and others from reaching Sanchi.

    Vaiko heads the MDMK, an opposition party in Tamil Nadu. The Sri Lankan President will be in Sanchi in Madhya Pradesh, 45 kilometres from the capital of Bhopal, to inaugurate a Buddhist university. Chief Minister Shivraj Singh Chouhan, who heads the state’s BJP government, had urged Vaiko to cancel his protests because he said the Sri Lankan president’s visit has no political agenda.

    In Chennai, a hundred protestors were arrested as they surrounded the Sri Lankan high commission.

    All political parties in Tamil Nadu blame the Sri Lankan defence forces for alleged human rights violations of the minority Tamil population in the last few months of the island’s civil war, which ended in 2009 with the defeat of the LTTE militants. In March, Tamil Nadu’s parties led by the DMK, which is an important constituent of the union government, pressured India to vote against Sri Lanka and support a UN resolution that asks the island’s administration to examine allegations of atrocities.

    PATNA (TIP): Describing the nationwide bandh as an “unprecedented” success, the BJP on September 20 claimed the UPA government has been reduced to minority after the Samajwadi Party, an outside supporter of Congress-led coalition, joined the bandh with its chief Mulayam Singh Yadav courting arrest.

    “The spontaneous stir has reminded us the memories of movement led by Jai Prakash Narayan in 1970s,” BJP national spokesperson Ravishankar Prasad told reporters.

    After Mulayam Singh Yadav courted arrest in Delhi, taking part in the bandh against FDI in retail, diesel price hike and limiting subsidised LPG cylinders to a household, Prasad said it was now clear that the UPA government has become minority and lost all moral rights to take crucial policy decisions.

    The SP chief has publicly disapproved of the Centre’s policies, days after another UPA ally, the Trinamool Congress, withdrew support on identical issues, he said. The UPA government was doomed given the public mood against it and it would be thrown out of power in the next Parliamentary elections, Prasad said.
    On the brave face being put up by Congress leaders, he said those who were weak from within generally show arrogance on their faces.

    The senior BJP leader alleged the UPA government has problems with loss to exchequer due to subsidies in fuel products, but it has no qualms in waiving non-performing loans of industrialists and presiding over various “scams plundering public money.”

    Slamming the Centre’s decision to allow 51 per cent FDI in multi-brand retail, Prasad said the measure would only boost local and foreign corporates, and claimed that a section of corporates was putting pressure on the media to support it.

    “They are those who will benefit once the foreign retailers come over to India to set up shops,” he said. On the UPA trying to woo the BJD to make up numbers after withdrawal of support by the TMC, Prasad claimed BJD president Naveen Patnaik had not taken the final decision.

    Patnaik has been an anti-Congress leader all of his life, the BJP leader claimed.

    On CPI(M) general secretary Prakash Karat’s reported remarks about revival of the Third Front, Prasad said there was no likelihood of a government being formed by Third Front leaders in future as was the case with former prime ministers V P Singh, Chandrashekhar, H D Deve Gowda and I K Gujral. On the prospect of the Mulayam Singh Yadav as a prime ministerial candidate of the Third Front, Prasad said he has nothing to say on this question.

    Despite Chief Minister and JD(U) leader Nitish Kumar’s call that he would support any party which grants special status to Bihar, he said Kumar’s anti-Congress credentials were beyond doubt.

    “Nobody will support a government that has been afflicted with paralysis,” Prasad said, but added Kumar was entitled to his own views.
