As part of the celebrations, Dr. Manoj Kumar Mohapatra, Ambassador of India to Romania, joined the vibrant Indian community in Cluj-Napoca on 25 January, where the Tricolor was proudly displayed in striking Indian colors brought by members of the diaspora. By introducing provisions for flexible work arrangements, streamlined compliance, and stronger protections for gig and platform workers, India is building a labor environment that encourages investment, boosts productivity, and aligns with global best practices. The Ambassador underlined that these reforms open new opportunities for Romanian companies seeking stable, skilled, and future-ready human capital partnerships in India.

A central focus of the interaction was India’s MSME sector, one of the world’s largest and most vibrant networks of micro, small, and medium enterprises. The session was attended by the economic experts, academics, business leaders and the members of the Indian community. It provided an insightful overview of India’s macroeconomic outlook and structural drivers of growth.
Addressing the gathering, Ambassador Dr. Manoj Kumar Mohapatra noted that India has recorded an impressive GDP growth rate of 8.2% in the second quarter of FY 2025–26, reflecting robust domestic demand, improved investor confidence, and sustained economic reforms. He emphasized that this performance stands as a testament to the resilience and dynamism of the Indian economy amid global uncertainties. He highlighted that the growth surge is supported by strong fundamentals across key sectors. The manufacturing sector has expanded significantly, propelled by the “Make in India” initiative, rising production capacity, and increased global value chain integration. As I come to the conclusion of my tenure as the Ambassador of India to Guatemala, El Salvador, and Honduras, I write this letter with a deep sense of gratitude, affection, and fulfillment. Serving in this beautiful and dynamic region of Central America over the past three years has been both a professional privilege and a personal honor.
To come straight, as I am, this posting has been a blessing in disguise for me. After serving as India’s Head of Commerce Wing in Washington D.C., transitioning to work in the so-called “backyard” of the United States was not particularly difficult from a diplomatic standpoint. However, the cultural and commercial gaps between our worlds were stark and deeply revealing. Despite being in the same hemisphere as the U.S., the geopolitical landscape in Central America is vastly different—more community-driven, shaped by historical challenges and aspirations for inclusion, development, and dignity. Yet, far from being a limitation, this contrast opened my eyes to the immense untapped potential that exists in Central America.
What truly struck me was the infectious enthusiasm of the governments in Guatemala, El Salvador, and Honduras – eager to build meaningful partnerships with India across sectors. Business stakeholders, many operating in challenging environments, consistently demonstrated a willingness to explore new opportunities, embrace innovation, and engage constructively with Indian counterparts. Perhaps even more inspiring was the genuine curiosity and warmth shown by the local public toward India – its culture, traditions, technology, and global outlook. Whether in remote municipalities or bustling capital cities, I was often met with heartfelt interest in knowing more about India, and how we could work together for mutual benefit. The region’s natural beauty, rich heritage, and resilient spirit left a lasting impression on me. But beyond that, what impressed me most was the sincere desire for progress, reform, and transformation that I encountered at every level. It was this blend of aspiration and authenticity that made my tenure here not only meaningful but truly memorable.

This genuine regional aspiration for progress, reform, and transformation motivated me to actively support the entry of Indian companies and financial institutions into Central America, paving the way for key infrastructure and development initiatives. These collaborative efforts led to significant investments by Indian enterprises such as Pakka Inc. and Pearl Global, among others. During my tenure, I had the privilege of witnessing the steady expansion of leading Indian BPO companies like 24×7.ai, HCL, and TCS, which now collectively provide employment to over 10,000 Guatemalans. These companies have emerged as trailblazers, laying a strong foundation for future Indian ventures in the region, especially in the rapidly growing data center ecosystem.
The automobile sector also saw remarkable growth, particularly with the introduction of Indian-manufactured tuk-tuks, which have become a familiar sight across many Guatemalan towns and villages, an encouraging testament to the rising demand for Indian vehicles. Similarly, Indian pharmaceutical firms such as Krisper, Lukah Medicos, and Caplin Point have established a trusted presence in the local market. Their quality and affordability have made Indian generics a household name across the region, reinforcing India’s reputation as the “Pharmacy of the World.” The remarkable growth in trade relations between India and Guatemala, from around USD 300 million in 2021 to USD 662 million in 2023–24, was the result of sustained and targeted efforts to identify synergies, expand market access, and build mutual confidence among business stakeholders.

Efforts to promote India’s growing infrastructural development in the region encouraged Governments of El Salvador, Honduras and several local municipalities in Guatemala to provide their citizens with similar facilities. Signing of MoU for a landmark USD 1.2 billion urban infrastructure project with Xela, USD 10 billion dry canal projects across Guatemala, metro project in El Salvador, supply of buses in the region, several solar projects, waste to management project, cable car projects were initiated first time in the region.
India has made parallel strides in deepening its bilateral relations with El Salvador and Honduras, emphasizing innovation, digital connectivity, and capacity building. In El Salvador, India is supporting pilot projects in cybersecurity and disaster preparedness, including the introduction of an Early Warning System and Cell Broadcasting technology developed by C-DOT. Meanwhile, India is extending technical and commercial support for the deployment of 5G networks in both El Salvador and Honduras, tailored to each country’s needs. These strategic engagements are reinforced through development cooperation under Quick Impact Projects (QIPs), demonstrating India’s sustained commitment to the long-term resilience, growth, and digital transformation of its Central American partners.
Through the SICA–India framework, India is enhancing regional disaster resilience with the deployment of Early Warning Systems. In partnership with UNDP, the Open Learning Exchange initiative is expected to transform education access for over one million learners in Guatemala. Humanitarian efforts included the donation of 650 tailor-made prosthetic limbs to Guatemalan beneficiaries under the Jaipur Foot initiative.
Although my primary expertise has always been in the commercial domain, I have been truly fortunate to experience the rich cultural heritage and historical depth of this region. The overwhelming public enthusiasm for International Day of Yoga celebrations each year is a powerful reflection of the growing admiration for India among the people. What began as a modest gathering of 200–400 participants in 2021 has remarkably grown into a massive celebration, with over 10,000 participants joining us at a single venue in San Pedro Carchá—setting a historic milestone as the largest-ever IDY gathering outside India. It is heartening to see how India, once relatively unfamiliar to many in the region, is now embraced with warmth and curiosity. Today, Indian festivals like Holi and Diwali are celebrated with great enthusiasm and large public participation, becoming part of the local cultural calendar. I will forever remain grateful for the love, respect, and genuine affection extended to me and to India by the wonderful people of Guatemala, El Salvador, and Honduras.

I remain especially grateful for the warm friendship extended to me by the governments, local authorities, business communities, academic institutions, and the Indian diaspora. GUATEMALA (TIP): In a landmark event symbolizing the enduring values of peace, non-violence, and India-Guatemala friendship, the Hon’ble Vice President of the Republic of Guatemala, Dr. Karin Herrera, and the Ambassador of India to Guatemala, H.E. Dr. Manoj Kumar Mohapatra, jointly unveiled a bust of Mahatma Gandhi at the Embassy premises today. The solemn and graceful ceremony was attended by around 200 distinguished guests, including Ambassadors and diplomats, senior government officials, dignitaries from various institutions, members of the Indian diaspora, and friends of India.
The programme commenced with the national anthems of India and Guatemala, followed by the formal unveiling of the bust. Ambassador Dr. Mohapatra welcomed the guests and highlighted Mahatma Gandhi’s timeless relevance in today’s world, emphasizing that Gandhi’s ideals continue to resonate globally and inspire movements for justice, peace, and human dignity. In her remarks, Vice President Dr. Karin Herrera expressed admiration for Mahatma Gandhi’s life and legacy, underlining his influence on world leaders and his message of non-violence as particularly relevant to today’s interconnected yet divided world. This bust is one of four recently received from the Indian Council for Cultural Relations, New Delhi, as part of India’s continued effort to promote the universal values embodied by Mahatma Gandhi. The other three busts were handed over to the Association of Don Bosco to be installed at their institutions across the Alta Verapaz region. With the addition of these four, Guatemala now hosts seven busts of Mahatma Gandhi in various prominent locations. The first Gandhi bust in Guatemala was installed in Tecpan. The second bust at the prestigious premises of the Ministry of Foreign Affairs was jointly unveiled by Hon’ble Minister of State for External Affairs, Smt. Meenakashi Lekhi, and the Guatemalan Foreign Minister in January 2023. The third was installed at the Municipality of Livingston and unveiled in December 2023 by Ambassador Dr. Mohapatra and Hon’ble Mayor Mr. Daniel Esaú Pinto Peña to mark the 50th anniversary of the establishment of diplomatic relations between India and Guatemala. One the three busts handed over to Association of Don Bosco was unveiled on 23 June 2025 in Raxruha. Other two will be unveiled shortly.

GUATEMALA CITY (TIP): The Embassy of India in Guatemala has been consistently working towards promoting Indian trade, commerce, and cultural ties in Guatemala and the broader Central American region. In recent years, the Embassy has organized numerous Business-to-Business (B2B) meetings, Business Meets, and Buyer-Seller Meets (BSMs) with various stakeholders across Guatemala, Honduras, and El Salvador. These initiatives have not only facilitated stronger trade partnerships but also showcased India’s dynamic economic potential. With India’s growing presence on the world stage and rising popularity in Central America, especially due to the successful organization of large-scale cultural events like Diwali, Holi, Indian Film Festivals and the International Day of Yoga, educational institutions, including schools and universities, have expressed keen interest in learning more about India. Recognizing this curiosity and the geographical distance between the two countries, the Embassy decided to initiate interactive sessions aimed at young minds. In this context, a special workshop was organized at San Carlos University on 18 March 2025, which saw the participation of around 100 attendees, including 85 enthusiastic students and faculty members.

They showed keen interest in understanding the factors behind India’s rapid economic rise, the government’s policies on youth empowerment and skill development, and how India has balanced its ancient traditions with modern technological progress. Many students also inquired about India’s cultural diversity, the popularity of Bollywood, yoga, and Indian cuisine. This year, Hindi Diwas was celebrated with a series of engaging competitions, including essay writing, poem recitals, and Sulekh (Hindi writing). To accommodate participants amidst their busy schedules and the celebrations for Guatemala’s Independence Day occurring in the same month, the embassy decided to organize the competitions in three parts throughout September. On September 7th, the embassy hosted the Poem Recital and Sulekh competition, requiring participants to present their works in person at the chancery. For those unable to attend in person, an opportunity was provided to submit their essays via email, allowing participants from El Salvador and Honduras to join in the festivities, with September 14th set as the final submission date. Following the completion of all competitions, a prize distribution ceremony was held on September 24, 2024, attended by approximately 100 guests, including Congress members, local dignitaries, Indian community members, and friends of India.

This annual celebration has since become a global phenomenon, uniting millions of people across cultures in practicing yoga. To promote the benefits of yoga among the general public in Central America and to celebrate the 10th International Day of Yoga, the Embassy of India in Guatemala organized several yoga events across the three countries of Guatemala, El Salvador, and Honduras. In Guatemala, the Embassy organized one of the largest gatherings of yoga practitioners in Central America, Latin America, and possibly the Americas, at Mariscal Zavala, Guatemala City, with an attendance of approximately 5,000 people to celebrate the International Day of Yoga on June 22, 2024. This year, IDY 2024 was celebrated with the theme “Yoga for Self and Society,” emphasizing the dual benefits of yoga: promoting personal well-being and its positive impact on society as a whole.
India’s contribution to the global yoga movement is both profound and transformative, deeply rooted in the country’s rich cultural and spiritual heritage. Yoga, which originated in ancient India over 5,000 years ago, is more than just physical exercise; it is a holistic practice that unites the mind, body, and spirit. The earliest references to yoga can be found in the Rig Veda, one of the oldest sacred texts, and its philosophies were systematically compiled by the sage Patanjali in the Yoga Sutras around 400 CE. Despite challenging weather conditions across the region, approximately 800-1000 yoga enthusiasts gathered to participate in the event, demonstrating their dedication to the practice and its benefits. Meanwhile, in El Salvador, adverse weather conditions unfortunately prevented the planned yoga event from taking place. The embassy intends to reschedule the event once conditions improve, ensuring that the celebration of yoga’s universal appeal continues across Central America.

GUATEMALA CITY (TIP): A delegation from Delhi Metro Rail Corporation (DMRC) comprising of Mr Sandeep Gemawat, Sr. General Manager/Business Development and Mr. Shiv Om Dwivedi, General Manager/Business Development visited El Salvador to conduct a comprehensive survey of the proposed 22 km metro line project from 19-21 March 2024.
Established in 1995, the Delhi Metro Rail Corporation (DMRC) is a fully government-owned company with the primary objective of planning, designing, and implementing the metro system in Delhi, the National Capital Territory of India. Equally owned by the Government of India and the Government of the National Capital Territory of Delhi, DMRC operates with significant autonomy to navigate the technical complexities of constructing a vast metro network within a challenging urban landscape and tight timelines. Today, DMRC manages and maintains 392.448 km of metro network with 288 stations in Delhi and the National Capital Region (NCR), conducting 5262 train trips daily. Furthermore, with 85 km of metro network under construction in Phase-IV, DMRC’s network is set to expand to 478 km upon completion. In addition to its operational network, DMRC operates a successful consultancy wing, offering expertise in metro railway projects both domestically and internationally. With a dedicated team of professionals, DMRC serves as a comprehensive solution provider, and is renowned for its exceptional technical capabilities in the field of metro rail infrastructure development. With a team of highly skilled engineers, architects, and technicians, the DMRC continues to push the boundaries of excellence in urban transportation, setting benchmarks for metro systems worldwide. DMRC is catering to an impressive volume of passengers, with an estimated daily ridership of around 6.5 million individuals.
The visit was convened after signing of an MoU between Lakshmi Capital, and the Ministry of Public Works and Transportation of the Republic of El Salvador on 16 February 2023 for construction of 22 km metro line project (extending from initial proposal of 11 kms) in San Salvador. The MoU was signed by Hon’ble Minister Romeo Rodríguez of Ministry of Public Works, Government of Republic of El Salvador and Transportation and Mr. Russell Alexander Luther Rodas of Laxmi Capital in the presence of Ambassador of India in Guatemala, Dr. Manoj Kumar Mohapatra.
During their visit, while engaging with key stakeholders, government officials and local authorities, the delegation had meeting with Mr. Ibrahim Bukele, the Hon’ble Advisor to the President of El Salvador. In this meeting, they had the opportunity to share their insights and expertise regarding the metro line project. They conducted site visits and technical assessments to gather essential data and insights necessary for the successful planning and execution of the metro line project. The team engaged in detailed discussions and site inspections to assess the feasibility and optimization of various aspects of the metro line project such as route alignment, station design, signaling systems, rolling stock procurement, and safety protocols. The DMRC has also entered into a Non-Disclosure Agreement with Lakshmi Capital to elevate their collaboration and cooperation in the technical aspects of the project to a higher level. The team also conducted a presentation for the officials of the Government of El Salvador to inform them about their working plan, their assessment of the survey and the proposed implementation of the metro project.

Following thorough technical discussions by the DMRC team, a Concession Agreement is scheduled to be signed in the first week of April 2024 with a goal to complete the project within 3-4 years. Technical expertise of DMRC will be vital in drafting the Concession Agreement and addressing financial aspects. Additionally, this visit will facilitate valuable exchanges of best practices, lessons learned, and innovative solutions for metro rail projects, enhancing collaboration between the parties. Furthermore, following the signing of the Concession Agreement, a delegation from the Government of El Salvador is scheduled to visit the DMRC office in New Delhi to gain firsthand experience of the metro train operations in the city.

As part of this strategic direction, Guatemala and El Salvador recently hosted a successful visit by a delegation of 20 Indian companies from Federation of Indian Export Organizations (FIEO) led by Mr. Khalid Khan. This delegation engaged in a series of productive Business-to-Business meetings with local companies in Guatemala City and San Salvador from February 12 to 16, 2024.

FIEO is an apex body of the Government recognized Export Promotion Councils, Commodity Boards and Export Development Authorities in India. It was set up in 1965 by Ministry of Commerce, Govt. of India to focus the efforts of all stakeholders engaged in promotion of trade from the country. FIEO exchanges business delegations, establishes MoUs with counterpart organizations overseas, and arranges exhibitions, catalogue shows abroad. It provides the crucial interface between International Trading community of India with the Central and State Governments, Financial Institutions, Ports, Railways, Surface Transport and all engaged in Export Trade Facilitation. It directly and indirectly serves the interests of over 200,000 exporters from every Industry and Services sector in India.
Guatemala has emerged as India’s largest trading partner in the Central American region, with bilateral trade reaching US$573.21 million in the 2021-22 period. This trend has continued to strengthen, with bilateral trade increasing to US$693 million in the 2022-23 period, indicating a notable upward trajectory. Similarly, India has been steadily expanding its trade presence in El Salvador, with trade reaching US$126 million in the financial year 2022-23. The top products exported from India to the Central American region include pharmaceuticals, textiles (especially cotton yarn and fibers), engineering products, automobiles (two and three-wheelers), motor vehicles/cars, auto components and parts, iron and steel, industrial machinery and parts, and electrical machinery and equipment. On the other hand, India primarily imports wood, wood charcoal, coffee, and aluminum scrap from these regions.
FIEO launched its campaign in Guatemala in collaboration with the Chamber of Commerce of Guatemala, with approximately 90 Guatemalan companies participating in the Business-to-Business meetings. The inaugural ceremony was graced by Ambassador Dr. Manoj Kumar Mohapatra, Mr. Jorge Briz Abularach, President of the Chamber of Commerce, and Mr. Julio Eduardo Orozco, Vice Minister of Foreign Affairs of Guatemala. Mr. Rohit Tejpal, Deputy Director of FIEO, delivered a presentation outlining the organization’s approach and future prospects. The delegation received an overwhelming response from local companies, demonstrating their keen interest in partnering with visiting countries. GUATEMALA CITY (TIP): In recent times, Indian companies’ interest and involvement in Guatemala, particularly across sectors such as pharmaceuticals, automobiles, business process outsourcing (BPO), and textiles, has increased. The establishment of Yash Pakka Inc, with an investment of US $350 million, stands out as a noteworthy initiative, showcasing how Indian enterprises are effectively leveraging Guatemala’s strategic location to access markets in the Western Hemisphere. This endeavor has garnered attention from various conglomerates, with a recent example being a textile company making a substantial investment of approximately $300 million in Guatemala. The growing demand for the Guatemalan market among Indian businesses has spurred a series of Indian business delegations to explore new avenues for partnerships in the region. These developments have further attracted companies like SRAM & MRAM to explore opportunities in this dynamic region.
SRAM & MRAM, a company under Hiranandani Group, has shown a keen interest in investing a significant amount in various infrastructure development projects across Latin America, particularly in the northern triangle region. SRAM & MRAM is a United Kingdom-based company with branches in several countries. The company has its core competencies in Agro-products and Information Technology, Hedge Fund Management, FOREX Management, Hospitality Services, etc. Recognizing the immense potential within the Latin American market. SRAM & MRAM, through its subsidiary company, Lakshmi Capital has reached out to the Embassy to seek insights into market dynamics. The company has pledged to invest a substantial total amount of US $17 billion, with a significant portion, amounting to US $10 billion, earmarked for the, namely the Guatemala Inter-oceanic Corridor. This project is planned to be structured under the Build-Operate-Transfer (BoT) model.
On February 13, 2024, a significant milestone was reached with the official signing of a Letter of Intent between M/s Grupo Odepal, S.A. and M/s Lakshmi Capital, representing an investment commitment of US $10 billion for the construction of the Guatemalan Interoceanic Corridor (GIC). This ambitious project aims to develop a state-of-the-art Multimodal Transport System stretching across a land strip spanning 372 kilometers in length and 140 meters in width, effectively connecting the Atlantic and Pacific Oceans.
The GIC project encompasses several key components, including the establishment of two new deep-water ports on each coast of Guatemala, which will be linked by a double-track railway system. Additionally, a pipeline network will be constructed for the transportation of hydrocarbons coast to coast, complete with storage tanks and buoys in the ports to facilitate efficient operations. Furthermore, the GIC will feature six strategically distributed industrial, commercial, and services zones along the inter-oceanic land strip, aimed at promoting economic growth and facilitating trade. Moreover, the project will provide various ancillary services to support the region’s development, including the implementation of water collection and distribution systems, the establishment of an electricity generation and distribution network, deployment of fiber optic connections for enhanced communication infrastructure, ecological development and compensation initiatives, establishment of tourism promotional centers, and improvement of people transportation facilities.
In addition to the GIC project, the company is also involved in significant developmental projects in the Municipality of Xela, with the signing of five additional impactful projects totaling an investment of US $1.2 billion. These projects include the implementation of a hydroelectric system, a cable car system, supply of 7000 buses, construction of a waste management plant, and development of a 75MW solar energy plant in the region. Embassy of India in Guatemala acknowledges the potential impact of Indian involvement in the region for which it proactively supporting these projects in the region by exploring avenues for the participation of Indian companies in significant infrastructural endeavors within the area.
The signing of the Letter of Intent (LOI) was attended by prominent dignitaries from Guatemala, including Ministers, Congressmen, Mayors, members of the diplomatic fraternity, and businessmen.
