    In a significant initiative, the Government of India, in collaboration with the Municipality of Xela and Lakshmi Capital, has solidified its commitment by signing six Letters of Intent. These documents mark the commencement of several impactful infrastructural projects in Xela (Quetzaltenango), Guatemala. These projects are poised to have a direct and positive impact on the daily lives of local inhabitants, illustrating the strength and depth of the relationship between the two democracies. The signing of these Letters of Intent underscores the shared commitment to fostering socio-economic development and further strengthens the collaborative efforts between India and Guatemala in the realm of infrastructure and public welfare.

    Signing of first two Lols regarding Waste Management Plant and supply of 800 buses in the morning of January 26, 2024

    The first LoI was signed on 26 January 2024 during Flag Hoisting Ceremony on Republic Day of India at Embassy of India for the introduction of 800 electronic buses in Xela marks a significant and forward-thinking initiative for the community. The introduction of electronic buses showcases a commitment to innovative and modern transportation solutions. It reflects a forward-looking approach to public transit that embraces technological advancements for the benefit of the community. The introduction of a large fleet of electronic buses can significantly enhance the public image of Xela. It will send a clear message that the municipality is committed to sustainable and responsible urban development, which can be positively received by residents and visitors alike.

    Second Letter of Intent was also signed on 26 January 2024 morning at Embassy of India for the installation of a cable car in Xela. This cable car will significantly improve accessibility, offering an efficient and convenient transportation option, particularly beneficial for residents in hilly or challenging terrains. The introduction of this cable car is expected to enhance Xela’s appeal, attracting tourists seeking unique and scenic transportation experiences. This, in turn, has the potential to positively impact the local economy by promoting tourism-related activities. The cable car journey will enhance the viewing of breathtaking views of Xela and its surroundings, adding a delightful dimension to transportation in the city.

    Third Letter of Intent was signed in the evening of 26 January at Embassy premises during Republic Day Reception for solid waste management plant in Xela. A waste management plant will ensure proper disposal and treatment of solid waste, preventing environmental pollution and degradation. It contributes to maintaining the ecological balance in and around Xela. Effective solid waste management will reduce the risk of health hazards associated with improper waste disposal. Proper waste management will improve the aesthetics of the community by reducing litter and maintaining cleanliness. This fosters community pride and positively influences the overall image of Xela.

    Signing of third and fourth Lols on Cable Car System and Hydro Power Project during Republic Day Reception in the evening of January 26, 2024.

    Fourth LoI was also signed in the evening of 26 January at Embassy of India for a hydro turbine in Xela. The installation of a hydro turbine in Xela will offer a range of significant benefits for the community and the environment. A hydro turbine will harness the power of flowing water to generate electricity. This is a clean and renewable energy source that contributes to reducing reliance on fossil fuels, decreasing greenhouse gas emissions, and promoting sustainable energy practices. The implementation of a hydro turbine will create job opportunities during its construction, operation, and maintenance phases. Utilizing a hydro turbine for electricity generation will enhance energy independence for Xela. Hydroelectric power is considered a low-carbon energy source. By generating electricity without burning fossil fuels, the hydro turbine will help reduce the carbon footprint of Xela, contributing to global efforts to combat climate change.

    The fifth and sixth Letters of Intent signed at Municipality of Xela on 29 January 2024 between the Municipality of Xela, and Lakshmi Capital pertains to a significant 75-megawatt (MW) solar power project in Xela (Quetzaltenango), Guatemala. This initiative reflects a forward-looking approach to sustainable and clean energy solutions, emphasizing the importance of renewable energy in modern infrastructure development. The 75MW solar power project is expected to contribute substantially to the local energy landscape, providing a reliable and environmentally friendly source of electricity for the residents of Xela. Beyond the immediate benefits of increased energy access, the 75MW solar power project underscores the commitment of the involved parties to fostering economic development, promoting environmental sustainability, and enhancing the overall quality of life for the local population in Xela. The last Letter of Intent was an umbrella MoU which will cover the entire investment of US$1200 million in the region by Lakshmi Capital.

    The comprehensive set of proposals designed for the development of Xela reflects the strong and friendly ties between the two countries. Ambassador of India to Guatemala, Dr. Manoj Kumar Mohapatra, expressed his heartfelt appreciation for the amicable relationship and cordial cooperation between India and Guatemala.     GUATEMALA CITY (TIP): The Embassy of India in Guatemala marked the 75th Republic Day with the traditional Flag Hoisting Ceremony in the morning and organizing a grand National Day Reception in the evening.

    The day commenced with a Flag Hoisting Ceremony at the Embassy premises in the morning, where Ambassador Dr. Manoj Kumar Mohapatra unfurled the Indian Tricolor. Chief Guest Mayor of Xela H.E. Mr. Juan Fernando Lopez, alongside other local dignitaries, members of the Indian community, ITEC students, and friends of India in Guatemala attended the event. Following the Flag Hoisting, Ambassador Dr. Mohapatra shared excerpts from the speech of Hon’ble President of India Smt. Draupadi Murmu, conveying greetings to all present and highlighting the historical significance of the day and India’s unwavering commitment to democratic values.

    The event continued with captivating cultural performances by local Indian community members. Notably, two Letters of Intent were signed during the ceremony between the Municipality of Xela and Indian company Lakshmi Capital, outlining plans for the supply of 800 buses and the initiation of a 75 MW Solar power plant in Xela. Mayor of Xela, H.E. Juan Fernando Lopez, and Mr. Wendal Rodas, CMD of Lakshmi Capital, signed the LoIs, marking significant strides toward the infrastructural betterment of Xela. Further, Embassy also organized donation of 10 computers by another Indian company in Guatemala, 24X7 to the school Mixta el Tablon in Sololá to enhance the educational betterment. The event concluded with a vibrant Garba Dance Celebration to mark the inscription of this popular Gujarati Dance on the Representative List of the Intangible Cultural Heritage of Humanity of UNESCO. Indian snacks were served to the attendees in the end.

    In the evening, the Embassy hosted a National Day Reception to further celebrate the momentous occasion. The event began with the lightning of lamp by prominent dignitaries. The event brought together a diverse gathering, including newly designated Ministers and Vice Ministers of the new Government, newly elected Congressmen, Mayors, members of diplomatic corps, prominent local dignitaries, government officials, and members of the business and cultural communities.

He announced a substantial investment by Indian companies in the Central American region, with a significant portion earmarked for Guatemala. The Ambassador disclosed plans for a proposed Metro line project and the supply of 5000 buses in El Salvador, along with a substantial investment of US$1200 million in Xela, Guatemala. Two Letters of Intent were signed earlier in the day, with two more signed during the National Day Reception by the Mayor of Xela and CMD of Lakshmi Capital. The remaining two LoIs are scheduled for signing in Xela on January 29, 2024.

    At the end, Indian cuisines, specially curated for the event, was served to the guests. The reception provided a platform for fostering diplomatic ties, cultural exchanges, and discussions on potential areas of collaboration for the future. In this direction, a team of Bharat Electronics Limited (BEL), a Navratna PSU under the Ministry of Defence, Government of India is currently Guatemala to pave the way for a substantial venture in the country, focusing on a comprehensive site survey for a forthcoming 170MW solar energy project. The site survey is being designed to intricately assess and analyze potential locations that can optimally harness solar energy for efficient power generation. This thorough examination includes an in-depth analysis of solar irradiance levels, topography, weather patterns, and environmental considerations. The ambitious 170MW solar energy project is poised to make a substantial contribution to Guatemala’s energy requirements, delivering clean and sustainable power to support the nation’s developmental needs. This collaborative venture underscores the commitment of the Indian government to contribute to Guatemala’s economic growth, energy security, and sustainable development.     India has witnessed rapid progress in electronics and telecommunications, fueled by the ‘Make in India’ initiative, which has boosted indigenous manufacturing and innovation. Central America recognizes the significance of advanced technologies like electronics, defense, aeronautics, and radar technology for regional development. Local companies understand the potential of these sectors in improving connectivity, communication networks, and access to digital services, fostering economic growth, education, and healthcare. Governments emphasize enhancing defense and security infrastructure, with growing interest in aeronautics and radar technology for transportation, disaster management, and surveillance. Acknowledging these needs, the Embassy of India facilitated a Business Meet on January 12, 2024, connecting local authorities, companies, and experts in these crucial sectors.

    In a concerted effort to disseminate crucial information and catalyze the advancement of indigenous technology, the Embassy proactively sought the participation of a representative from Bharat Electronics Limited (BEL) to address a gathering of Guatemala companies in the sector of telecommunication, defense systems, engineering goods and security systems. Representative from Bharat Electronics Limited (BEL) delivered a succinct presentation, acquainting the audience with BEL’s diversified expertise in areas such as homeland security solutions, smart cities, e-governance solutions, space electronics (including satellite integration), energy storage products (including e-vehicle charging stations and solar), network and cyber security, railways and metro solutions, airport solutions, Electronic Voting Machines, telecom products, passive night vision devices, medical electronics, composites, and software solutions. Notably, there was a keen interest among the participants, particularly inquiring about smart cities and security-related technologies.

    Under the astute guidance of Dr. Manoj Kumar Mohapatra, the Indian Ambassador to Guatemala, the Embassy of India has played an active and pivotal role in organizing such insightful events aimed at disseminating valuable technology to the host country. It has been learned that the Embassy, in collaboration with Lakshmi Capital, an Indian company, is spearheading various infrastructural projects in the region, anticipating an investment of USD 6 billion. Advanced negotiations with the Government of El Salvador have resulted in the initiation of a metro line project and the supply of 5000 buses, representing a substantial investment of USD 1 billion. A Letter of Intent has already been signed between the parties. Similar discussions are underway with the Government of Guatemala for projects such as a metro line in Guatemala City, a train line across the country, and solar power initiatives. Furthermore, the Embassy is actively engaged in progressing discussions and is on the verge of signing a Letter of Intent with the Mayor of Xela for projects encompassing cable cars, the supply of 700 buses, installation of a hydraulic turbine, and project on solid waste management. These collaborative initiatives not only bolster the growing bilateral relations between India and Guatemala but also leverage India’s robust technological capabilities to fortify these ties.

The ceremony was attended by members of the Indian diaspora, local dignitaries, and residents of Livingstone, creating an atmosphere of unity and shared heritage.     Guatemala City (TIP): In a significant stride toward strengthening infrastructure and economic development in El Salvador, Lakshmi Capital, a Finance Company, and the Ministry of Public Works and Transportation of the Republic of El Salvador signed a Letter of Intent in San Salvador on 4th December 2023. The signing ceremony, graced by the presence of Ambassador of India in Guatemala, Dr. Manoj Kumar Mohapatra, underscores the commitment to initiate a transformative project – the development of a metro line in San Salvador. The metro line project aims to invigorate the economy and modernize transportation infrastructure in the country. Following a comprehensive pre-feasibility study, the decision was made to embark on the creation of a subway system in San Salvador, leveraging international investment for optimal outcomes.

    The Ministry of Public Works and Transportation will play a pivotal role by providing pre-feasibility analyses, designs, legal frameworks, and mechanisms essential for the successful implementation of the project. Lakshmi Capital, in turn, will contribute technical expertise and investment mechanisms to facilitate the development, construction, implementation, operation, management, and maintenance of the Massive Transport System of Passengers in the Metropolitan Area of San Salvador.     Before having their eye surgeries, the patients had thorough check-ups to make sure they were healthy and ready for the procedures.

    GUATEMALA CITY (TIP): The Embassy of India in Guatemala in collaboration with Eye Foundation of America, Hospital Privado in Peten and CONJUVE Guatemala jointly hosted eye camp in Peten, Guatemala from 6-9 November 2023. The camps aimed to provide much-needed cataract eye surgeries to patients from Peten and surrounding areas who have previously participated in Embassy’s preliminary ophthalmology camp in April 2023, where around 400 patients received essential eye assessments to identify those in need of further medical attention. During the eye camp in Peten, a significant milestone was achieved as a high number of patients underwent life-changing eye surgeries.

    This mission builds upon the foundation laid during the Embassy’s preliminary ophthalmology camp in April 2023. During this preliminary camp, the focus was on offering basic eye medical assistance to patients. It was also a critical phase for identifying individuals in need of further eye treatment, including essential eye surgery. Organized in two phases, this eye camp reflected the unwavering commitment of these organizations to improve the visual health and overall quality of life of the patients in Peten. Careful planning and execution were paramount, ensuring that those in need received prompt and comprehensive eye care. This eye camp reflected the unwavering commitment of these organizations to improve the visual health and overall quality of life of the patients in Guatemala.

    The preliminary eye camp in April and surgical procedures from 6-9 November 2023 were carried out by the Eye Foundation of America, led by Dr. V.K. Raju, accompanying by Dr. Rakesh Shakya, along with a team of Guatemalan professional ophthalmologists and an anaesthesiologist, all of whom are generously offering their services free of charge. In a remarkable display of community support, Dr. Edgar Lopez, General Physician from Herrera Llerandi Hospital in Guatemala City, offered his local expertise to the endeavor. He joined Dr. Marroquin, an ophthalmologist from Peten Hospital, in contributing to the eye camp’s success. The eye camp took place at Hospital Privado Universitario de Peten.

    The Hospital Privado Universitario de Peten’s role in partnering the cause was commendable and its invaluable in facilitating this eye camp to help the needy and poor people to get essential eye surgeries. The hospital’s commitment to providing comprehensive pre-medical check-ups before surgeries underscores its dedication to patient well-being. Furthermore, the seamless arrangement of essential medical equipment, the setup of advanced microscopes for surgical procedures, and the meticulous logistics coordination within the hospital played a pivotal role in ensuring the success of this noble initiative.     The Embassy of India and the Eye Foundation of America remain committed in their dedication to collaborating with the local community to combat eye diseases and extend access to high-quality medical care. With a successful completion of eye camp in Peten, Guatemala, the Embassy and its partners are committed to continuing this endeavour in the future. Furthermore, the Embassy is actively engaged in discussions with relevant government authorities to facilitate the provision of artificial limbs to individuals in the local Guatemalan community, with plans for an upcoming camp focused on this essential aspect of healthcare. It is anticipated that this initiative will be organized in the near future.

    GUATEMALA CITY (TIP): The Embassy of India, Guatemala City, in collaboration with Plexconcil (Plastic & Polymer Industry) from India, successfully hosted two Buyer Seller Meets on November 3, 2023. First event took place in the morning at the Holiday Inn Hotel in Guatemala City wherein a delegation of Indian companies, led by Mr. Heman Minocha, Chairman of Plexconcil engaged in face-to-face interactions with local Guatemalan companies. Additionally, the team conducted a virtual Buyer Seller Meet with companies from El Salvador and Honduras in the evening. The BSM featured physical participation from over 45-50 companies from Guatemala along with 12 participating companies from India who made presentations of their respective plastic products. The evening BSM was attended by approximately 40 companies from El Salvador and Honduras.

    The event was chaired by H.E. Dr. Manoj Kumar Mohapatra, the Ambassador of India along with Mr. Hemant Minocha, Chairman of Plexconcil; Mr. Sribash Dasmohapatra, Executive Director of Plexconcil, India; Mr. Ing Marcos Aroany from AGEXPORT, Guatemala and Ms. Mellany Diaz, Executive Director of COGUAPLAST in the morning. While the virtual BSM in the evening was chaired by Mr Jorge Hasbun, Head for Camara de Comercio, El Salvador, Ambassador Ariel Andrade, former Ambassador to India from El Salvador and Mr Arturo Zacapa, Managing Partner, Denton from El Salvadore and Honduras.

    In his opening speech, Dr. Manoj Kumar Mohapatra emphasized the Government of India’s dedication to cultivating a strong and prosperous relationship between India and Guatemala. He particularly highlighted the immense potential offered by the Central American market. This region, strategically positioned near the United States, presents a unique opportunity for economic growth and trade partnerships. Dr. Mohapatra stressed the importance of leveraging this geographical advantage and fostering closer ties between India and Guatemala to promote trade, technology transfer, and cooperation across various sectors.

    Mr. Hemant Minocha, Chairman of Plexconcil, during his address, emphasized the vast potential for trade between India and Central America. Mr. Minocha presented an insightful overview of the Indian Plastic Industry and introduced the Indian companies participating in the event. He extended an invitation to Guatemalan companies to participate in Plexconnect, PLEXCONCIL’s flagship event scheduled for June 2024 in Mumbai, India. The event also featured addresses by Mr. Ing Marcos Aroany from AGEXPORT and Ms. Mellany Diaz, Executive Director of AGEXPORT, Guatemala. They reiterated their commitment to support and facilitate the growth of trade in plastic and polymer products between India and Guatemala. Their presence and participation underscored the significance of this initiative and the positive impact it holds for strengthening trade relations between the two countries.

    Following the presentations in the morning, a series of engaging Business-to-Business meetings were conducted between potential buyers from Guatemala and Indian companies. These meetings provided a hands-on opportunity for Indian companies to showcase their diverse range of plastic and polymer products. This direct interaction allowed Indian businesses to present their offerings, understand the specific needs and requirements of Guatemalan buyers, and explore potential collaborations. These B2B meetings were instrumental in not only forging new business relationships but also in creating a deeper understanding of the market dynamics, quality standards, and customer preferences in Guatemala.     GUATEMALA CITY (TIP): In a significant event marking the celebration of Mission LiFE and World Environment Day, H.E. Guillermo Castillo Reyes, Vice President of Guatemala and his team visited India House on 7 June 2023. The Vice President was warmly welcomed by Ambassador H.E. Dr. Manoj Kumar Mohapatra and other dignitaries from the Embassy.

    GUATEMALA CITY (TIP): Compostable packaging industry pioneer Yash Pakka Limited has embarked on a significant venture by establishing its largest overseas plant in Guatemala, Central America. This milestone has been marked by the signing of a Memorandum of Understanding (MoU) between Yash Pakka Limited and major sugar companies in Guatemala to procure bagasse, the primary raw material used in its products. Anticipated to commence operations by mid-2025, the US $250 Million plant will have a daily production capacity of 400 tons, focusing on flexible packaging and molded fiber products.
    In recognition of this momentous occasion, the Government of Guatemala organized an official ceremony at the National Palace on May 23, 2023, to honor Yash Pakka. The event was attended by President Alejandro Giammattei, Minister of Economy Janio Rosales, and the Indian Ambassador to Guatemala, Dr. Manoj Kumar Mahapatra. The participation of high-ranking officials highlights the significance of Yash Pakka’s investment in Guatemala and its integration into the country’s nearshoring initiatives.

         GUATEMALA CITY (TIP): In a productive visit aimed at strengthening diplomatic, economic, and cultural relations between India and Honduras, Indian Ambassador Dr. Manoj Kumar Mohapatra visited Honduras from 16-18 March and Puerto Barrios and Petén region of Eastern and Northern Guatemala from 19-22 March. On 17 March, during his visit, Dr. Mohapatra met with Private Secretary of President and key ministers in Honduras, including the Foreign Minister, Minister of Presidency, Culture Minister, Economy Minister, and Health Minister, to discuss issues of mutual interest and explore opportunities for collaboration. He also participated in Holi Festival celebrations in Valle de Angeles on 18 March, Honduras, and Puerto Barrios Guatemala, on 19 March, which marked the vibrant cultural exchange between the nations. Furthermore, Ambassador also participated in the Dr Sanjiv Goyal and Om Foundation organized health camps in the Petén region of Guatemala on 20-21 March and an Indian Film Festival, on 21 March, emphasizing the importance of healthcare cooperation and promoting appreciation for Indian arts in the region.

    The meetings held great importance as both Honduras and India have been striving to fortify their diplomatic, economic, and cultural relations. Dr. Mohapatra’s visit comes at a crucial time when Honduras is looking to diversify its international partnerships. During his meeting with the Honduran Foreign Minister, Mr. Enrique Reina and Minister of Presidency, Mr. Rodolfo Pastor, both sides emphasized the need for enhanced cooperation in various sectors such as commercial, cultural, development cooperation & capacity building under the ITEC programme. The meeting with the Hon’ble Private Secretary of President of Honduras, Mr. Hector Zelaya focused on the areas of mutual interest including India’s development cooperation, capacity building under ITEC and ICCR scholarships and commercial and cultural ties.

    During his visit, Ambassador also met with Mr. Jose Matheu, the Honduran Health Minister, where they discussed the importance of cooperation in the healthcare sector. The conversation centered around sharing best practices, strengthening public health systems, and exploring potential collaborations in pharmaceutical especially related to Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) and e-Sanjeevani (telemedicine). The meeting with Ms. Annarella Velez, the Culture Minister, focused on the potential for cultural exchange and collaboration, recognizing the rich heritage of both countries.

    Holi Celebration in Puerto Barrios, Guatemala

    Following the series of productive meetings, on 18 March, Ambassador and the Honduran Culture Minister along with members of Indian community and friends of India in Honduras participated in the Holi Celebrations organized by the Embassy in scenic Obrero Park in Valle de Angeles, a picturesque city in Honduras. In addition to the Holi festivities in Valle de Angeles, another celebration took place in eastern Guatemalan port city of Puerto Barrios organized by Indian Embassy and National Youth Council (CONJUVE), Guatemala, where around 500 young people and people of Indian origin gathered to participate in the celebration. The event was also graced by Hon’ble Governor, Mr. Byron Solares, Hon’ble Mayor, Mr. Hugo Sarceño.

    Subsequent to the Holi celebrations, on 20-21 March, Ambassador participated in the health camps organized by Dr. Sanjay Goyal & Om Foundation in San Luis, Poptun, La Libertad & San Benito in Peten region, north Guatemala. Their efforts have brought healthcare closer to those in need & will make a lasting impact on the community. In addition, the Embassy, CONJUVE Guatemala & Flores Municipality jointly organized screening of Indian Film Mary Kom in city of Flores, graced by presence of Ambassador, Mayor Mayra Altan and 500 young people. It was a wonderful opportunity to celebrate Indian culture through magic of cinema.

    The visit by the Indian Ambassador has been well-received by Honduras and Peten and Puerto Barrios region of Guatemala, and it is expected that it will pave the way for fruitful partnerships in the near future.

    Ambassador Manoj Kumar Mohapatra recently organized a Yoga camp with the participation of 5000 persons , and the wondrous part of it is Guatemala City has just about 50 Indian origin families. And the Holi celebrations earlier drew another 5000 plus participants. Obviously, a lot of effort must have gone into organizing the events. A couple of months ago, I was present at a large Indian Handicrafts exhibition the embassy had organized which was inaugurated by the acting President of Guatemala. The large contingent of artisans and entrepreneurs were extremely happy to find enthusiastic buyers of their products. The embassy also organized during the exhibition , an attractive fashion show which witnessed the presence of a number of dignitaries which included Guatemala ministers and diplomats of many countries. India is surely making its presence felt in this part of the world.
