    As the Federal government balks at Vaccine oversight, Senator John Liu Introduces Bill to expand access to Vaccinations in New York

    NEW YORK (TIP): Several pharmacies across the State are forced to stop offering the COVID-19 vaccine due to federal inaction. State Senator John Liu introduced legislation, S8495, on Wednesday, September 3, to ensure New Yorkers can access lifesaving immunizations at their local pharmacies.

    Currently, pharmacists in New York only administer vaccines approved by the federal CDC Advisory Committee on Immunization Practices (ACIP). But after Secretary of Health Robert F. Kennedy Jr. purged all 17 members of the committee, major pharmacies like CVS and Walgreens stopped offering COVID-19 vaccines, leaving New Yorkers without access to this critical vaccine just as students head back to school.

    The legislation empowers the New York State Commissioner of Health to fill this void by authorizing licensed pharmacists to administer FDA-approved vaccines recommended by the New York State Immunization Advisory Council (IAC) or the Department of Health.

    State Senator John Liu stated, “The CDC is no longer doing its job, and New Yorkers should not have to wait on federal inaction to protect their own health. New York needs to pick up where the federal government is failing us by allowing pharmacists, who are the most accessible healthcare providers in our communities, to provide timely vaccines to anyone who needs them.”

    By granting the Commissioner of the Department of Health the ability to authorize pharmacists to administer vaccines, New Yorkers can sidestep federal inaction, empower the IAC, and gain access to FDA-approved vaccines. Created in 1994, the IAC comprises healthcare providers, vaccine developers, insurers, consumer advocates, and public health officials, and meets several times a year to review and make recommendations for improving immunization coverage and access.

    Senator Liu’s legislation comes amid growing concerns that the federal government is hamstringing public health policy, putting vulnerable populations at risk. As states like Florida move to end vaccine mandates, and pharmacies at home stop stocking COVID-19 vaccines, New Yorkers are already feeling the impact: days before the start of school, Senator Liu’s office received inquiries from constituents asking why they couldn’t get the latest COVID-19 shot at their local pharmacy.

    Yesterday, Governor Hochul announced she would issue an executive order temporarily authorizing pharmacies to administer COVID-19 vaccines, underscoring the need for a permanent legislative fix.

    Liu added, “I applaud Governor Hochul’s quick action yesterday to ensure access to the COVID-19 vaccine. Now we need a permanent solution that allows New Yorkers to receive vaccines without any reliance on the dysfunctional CDC.”

    Liu’s legislation was endorsed by Dr. Howard Zucker, who served as state health commissioner during the Covid-19 pandemic.

    Year of the Snake marks the first time students have Lunar New Year off from school

    FLUSHING, NY (TIP): The Year of the Snake kicked off with hundreds of celebrants at the historic Flushing High School Sunday during State Senator John Liu’s Lunar New Year celebration. The Lunar New Year kick off featured free food from local restaurants, live music, dances, cultural performances, and giveaways.

    This year marks the first time students in New York State have off from school, following its designation in the state legislature as an official school holiday two years ago. The school holiday was recognized after legislation, (S7573/ A7768), sponsored by Senator Liu was signed into law in 2023. Last year, the holiday fell on a Saturday, making this Wednesday the first time the bill will take effect since it was signed into law.

    State Senator John Liu stated, “This Lunar New Year is particularly meaningful as it is the first time students across New York State have the day off from school to celebrate with their family and friends. This milestone demonstrates the importance of honoring our heritage and sharing it with our neighbors through music, dance, food, and community. The Year of the Snake, also known as the Baby Dragon, is an auspicious time in the Lunar New Year calendar, symbolizing wisdom, enlightenment, and longevity. Many thanks to all the community organizations, businesses, restaurants, artists, performers, and neighbors who came together today to kick off a happy, healthy, and prosperous Lunar New Year!”

    The event was co-sponsored by the REACH Coalition (Representing and Empowering Asian American, Native Hawaiian, and Pacific Islander), which formed in 2023 with more than 60 community-based organizations to fight for inclusive AANHPI education and in support of Senator Liu’s legislation, S3334, to require public schools in New York to provide instruction in Asian American history and civic impact. Additional co-sponsors included NYC Public Schools Chancellor Melissa Aviles-Ramos, Queens District Attorney Melinda Katz, Congress Member Grace Meng, State Assembly Member Grace Lee, State Assembly Member Ron Kim, City Council Member Sandra Ung. Also in attendance were U.S. Senator Chuck Schumer, NYC Comptroller Brad Lander, and NYC Public Advocate Jumaane Williams.

    Performers included the PS 203Q Lion Dance Troupe, Korean Fever, Inc., Ashley Dance Center, the Tarumi Violinists, Korean American Youth Choir of NY, and Sol Sharp Music Education, who performed their song “Belong,” a hip-hop song celebrating AANHPI history and culture.

    FLUSHING, NY (TIP) : State Senator John Liu and Helms Bros., Inc. on Thursday, December 12, partnered to bring warmth and support to families at PS 20Q John Bowne by donating winter coats to students. The coats were generously provided by Helms Bros., Inc. to help ensure children in the community are well-prepared for the winter season. The winter coats were selected to meet the needs of boys and girls of various ages at John Bowne School. The act of kindness highlights the importance of community giving during the holiday season, spreading warmth and goodwill to local families.

    State Senator John Liu, stated, “Winter is just around the corner, and we want to make sure every child has a winter coat to keep warm. Many thanks to Helms Bros., Inc. for their generosity and not just giving out coats but spreading warmth and care to our PS 20Q school community.”

The event showcased the harmonious connection between mind, body, and spirit through engaging yoga sessions, cultural performances, and community engagement.

    State Legislature passes resolutions commemorating the landmark 50th anniversary of the Flushing BAPS Shri Swaminarayan mandir

    ALBANY, NY (TIP): State Senator John Liu and Assembly Member Nily Rozic passed Resolutions J2225, K2400, commemorating the landmark 50th anniversary of the Flushing BAPS Shri Swaminarayan mandir (temple) – the first BAPS temple in North America yesterday. In honor of the occasion, BAPS members from around New York traveled to the State Capitol to receive the resolution and to perform the invocation in the Senate and Assembly chambers.

    Bochasanwasi Akshar Purushottam Swaminarayan Sanstha (BAPS) is a worldwide Hindu denomination dedicated to fostering faith, inspiring service and promoting better living. The first BAPS mandir in North America was built by the Pramukh Swami Maharaj on Flushing’s historic Bowne Street in 1974. Since then, six traditional stone Hindu mandirs and 108 hari mandirs have been built in the United States and Canada. State Senator John Liu stated, “This year marks the 50th anniversary of the BAPS mandir in Flushing, a historic milestone for the mandir and our community. The BAPS mandir has been a cornerstone of the Hindu community, serving the spiritual, social and community needs of so many, and we are proud to commemorate their tremendous commitments to serving the needs of others.”

    State Assembly Member Nily Rozic stated, “It’s an honor to recognize the BAPS Mandir on their 50th anniversary. For 50 years, the Mandir has been a central center for worship, cultural heritage, and community service.     WHEREAS, Religious institutions, and the many spiritual, social, and educational benefits they confer, play a vital role in the development of the moral fabric of a responsible citizenry; and

    WHEREAS, It is the tradition of this State and this Nation to pay tribute to those institutions and individuals who have contributed to the ethical and spiritual values of their communities; and

    WHEREAS, This Legislative Body takes pleasure in commemorating the 50th Anniversary of BAPS Shri Swaminarayan Mandir in Flushing, New York, on Sunday, August 4, 2024; and

    WHEREAS, Bochasanwasi Akshar Purushottam Swaminarayan Sanstha (BAPS) is a worldwide Hindu denomination dedicated to fostering faith, inspiring service, and promoting better living; and

    WHEREAS, His Holiness Pramukh Swami Maharaj (1921-2016), established the first BAPS Hindu mandir in the United States of America on August 4, 1974, in New York City; and

    WHEREAS, A Mandir is a sacred Hindu place of worship; it represents the earthly home of God, where one can visit to quiet the mind and experience spirituality; visitors and devotees come to mandir to offer prayers before the murtis, or sacred images, as well as to attend cultural classes and religious services known as sabhas; and

    WHEREAS, BAPS Swaminarayan mandirs serve to both foster and further personal and collective worship; Pramukh Swami Maharaj, the former spiritual leader and guru of BAPS, supported the establishment of mandirs as a means to cultivate peace within communities and connect individuals to Bhagwan; mandirs ensure that Hinduism’s teachings are shared with future generations for many years to come; and

    WHEREAS, Over the last 50 years, BAPS has grown to over 100 mandirs across the United States; these mandirs offer a welcoming and spiritual space for thousands of families, as well as worship, fellowship, communal meals, education, and activities for young and old, creating a true home for the faithful; and

  • Dr. Hari Krishna Shukla honored with Liberty Medal by the New York State Senate

    ALBANY, NY (TIP): Dr. Hari Krishna Shukla, practicing Medicine in Flushing, Queens in New York for nearly four decades, serving thousands of young patients, was bestowed with the New York State Liberty Medal during a solemn ceremony on the New York Senate Floor in Albany, NY on May 15th, 2024. The New York State Liberty Medal is the state’s highest honor, presented to citizens, who have merited special commendation for the actions on behalf of their fellow New Yorkers and their community.

    Dr. Shukla, whose discovery of the “Shukla’s Formula” made him popular across the globe, was given the Liberty Medal by New York State Senator Toby Ann Stavisky (11th SD- Queens), recognizing his life-saving work in the field of neo-natal pediatric medicine. Earlier, on March 26, 2024, the New York State Senate passed and adopted a resolution (Senate No. 2010) to honor Dr. Hari Krishna Shukla for his work in the field of Pediatric-Neonatal Medicine.

    “Dr. Shukla has received international acclaim for his work in advancing the science of how doctors treat infants born prematurely,” said Senator Toby Ann Stavisky. “Dr. Shukla is most renowned for developing a mathematical formula for ideal position of umbilical catheters in sick infants that helps to deliver critical fluids and medications more safely to premature children both intravenously and through the umbilical cord. Known as “Shukla’s formula.”

    Senator Toby Ann Stavisky is New York state senator since 1999 and Chairwoman  for higher education. This is the first time she has presented the Liberty Medal to any constituent. “Dr. Shukla’s life’s work in the field of neo-natal pediatric medicine warrants this honor,” Sen. Stavisky said.

    Since Dr. Shukla published his research article on the topic in 1986, millions of infants have benefited using Dr. Shukla’s Formula worldwide. Dr Shukla’s Formula is now being used worldwide in  several countries, including the United States, Canada, Unite Kingdom, and other  European countries, Australia, India, Japan, China Russia, South Korea, Middle East. Every year about fifteen million infants receive umbilical catheterization. Dr Shukla’s equation is quoted in several medical textbooks and manuals throughout the world.

    Dr. Shukla developed a formula for rapid estimation of insertional length of Endo-tracheal tubes in infants. This formula is used widely in the hospitals in United States, and has been made as part of the required training in BLS, PALS and ACLS courses in United States, given to residents, fellows, physician assistants, nurse practitioners prior to commencing employment and in continuing medical education courses required for maintenance of licensure.

    Additionally, Dr. Shukla’ work has significantly contributed to the field of Pediatric Medicine. Dr. Shukla is  the first US Physician to use surfactant in Preterm babies in the City of New York in 1986 under Investigational New drug (IND) protocol of United States Food and Drug Administration and NIH. The Surfactant therapy is now the standard mode of therapy for preterm infants with premature lungs all over the world. Dr Shukla received a Citation from United States Congress for being the first physician in New York to use surfactant.

    Another area, where his contributions have helped are the patients with jaundice. His investigative research on how jaundice causes Kernicterus after his basic research on rats in an animal laboratory at the NYU School of Medicine was the first to demonstrate blood brain barriers for Bilirubin. This research helps in understanding how bilirubin reaches brain tissue and causes damage to Neurons.

    His skills and love for the patients was witnessed during the Covid epidemic, when Dr Shukla treated over four hundred Covid positive children, from one-day- old to eighteen years old, with zero mortality.

    Dr Shukla is the recipient of the “Pasteur, Merieu and Connought” (The Makers of Polio Vaccine) Award for his work toward eradication of Polio in the United states and India. Dr Shukla has served as a Consultant Pediatrician for over 38 years for the Permanent Missions of numerous countries to the United Nations and Consulate General of India. He is also the Civil Surgeon for the United States Department of Justice, Immigration and Naturalization Service since 1990.

    Dr. Shukla, a triple Board certified by the American Board of Pediatrics, Neonatal-Perinatal Medicine & Forensic Medicine, is a Clinical Associate Professor at the New York University, School of Medicine and has nearly four decades of experience in training over 300 Residents and Fellows and he continues to provide state of the art care to preterm infants and children in the US and abroad.

    Dr. Hari Shukla came to the United States in 1980 as a Rotary International exchange scholar from India. He is married to Kirti Shukla. The couple are blessed with two boys Mrugank and Mehool, who are American Medical Graduates, practicing in New York.

    Vibrant Eid Celebrations: Indian Muslim Community Lights Up New York’s Consulate General of India

    NEW YORK CITY (TIP): On April 21, 2024, the Indian Muslim Community (IMC) of NY/NJ/CT continued its tradition of showcasing unity and strength by hosting the Eid Celebrations 2024 at the Consulate General of India (CGI) in New York. The event began with a stirring Quran recitation and translation by Sumayya Ahmed, setting the tone for a day filled with cultural richness and community spirit.

    Welcoming the gathering, Dr. Varun Jeph, Acting Consul General of India in New York, highlighted the significance of Eid in India’s cultural landscape, emphasizing its reflection of the nation’s millennia-old composite culture and unity in diversity. He underscored the importance of celebrating diversity, a value shared by both India and the diverse city of New York.

    Despite being unable to attend in person, Senate Majority Leader Chuck Schumer conveyed his heartfelt wishes through a video message, emphasizing the theme of unity in love and faith during challenging times marked by division and bigotry.

    New York State Assemblywoman Jenifer Rajkumar, the first Indian woman elected in the state, shared her deep connection with the Muslim community and her efforts to empower it. She highlighted initiatives such as expanding halal food options in public schools and ensuring the allowance of the Muslim call to prayer in New York City.

    Reflecting on the journey of Indian Muslims in the United States, Quraishi emphasized the shared humanity and values of compassion, generosity, and unity that Eid represents. He acknowledged the responsibility of representing over 200 million Indian Muslims and Indian American Muslims in the United States.

    SENATOR LIU TO HOST JOLLYFEST HOLIDAY PARADE IN FLUSHING

    FLUSHING, NY (TIP): In celebration of the holiday season, Senator John Liu will kick off his inaugural Jollyfest Holiday Parade in downtown Flushing. The event will take place on Sunday, December 17, 2023. Children and families are invited to attend and march in the parade where kids will receive a free holiday hat and register for a toy giveaway while supplies last. The parade will feature antique cars, marching bands, community organizations, and several opening ceremony performances.

    Senator John Liu stated, “The holidays are here and we’re kicking off the season with our first Jollyfest Parade in downtown Flushing to give children in our community a chance to celebrate with friends, family, and lots of community spirit. We hope all will come out to take part in this community parade, and enjoy this celebration of the holidays together.”

    The event is being organized in conjunction with Better Chinatown Society, Tangram, Flushing Business Improvement District, and NYPD. The parade will begin at Main Street and Franklin Avenue in Flushing where children are asked to register to march in the parade as well as for a toy giveaway at the parade’s conclusion at Tangram mall, located at 133-33 39th Ave., Flushing.

    Senator Liu Encourages New Yorkers to Weigh in on School Governance and Mayoral Accountability, AKA Mayoral Control

    NEW YORK , NY (TIP): State Senator John Liu, Chair of the Senate Committee on NYC Education, today encouraged New Yorkers to take advantage of the upcoming five-borough public hearings on mayoral accountability, aka mayoral control of public schools. The hearings are hosted by the New York State Education Department (SED) and will be open to the public. The first public hearing will take place in the Bronx on Tuesday, December 5 at DeWitt Clinton High School from 6 p.m. to 9 p.m.

    In 2022, the state legislature passed a two-year extension of mayoral control with new checks and balances that added more members to the Panel for Educational Policy and required the State Education Commissioner to conduct a comprehensive review and assessment of the overall effectiveness of NYC’s school governance system. This review must include a study of school governance models and best practices used by other major municipal school systems, including those that have already reverted from mayoral control to more democratic systems. Additionally, the State Education Commissioner must hold a public hearing in each borough to engage and solicit input from the public on school governance. SED has created a website with additional details for providing oral and/or submitting written electronic testimony by January 31, 2024 at 5 p.m.

    State Senator John Liu stated, “It is time to seriously examine the now two decades of experience of running NYC schools under mayoral accountability/control, and SED has taken on this important work, as well as the work of analyzing changes made in other major school systems in recent years. Part of this process requires SED to hold public hearings in each of the five boroughs, and I encourage all stakeholders in our schools to participate. We should leave no stone unturned in considering how NYC schools can be best governed going forward, whether through mayoral control or otherwise.

    ALBANY, NY (TIP): Michelle Wang was honored as a Woman of Distinction last night at the State Capitol. Michelle is President of the New York Chapter of Asian Pacific Islander American Public Affairs (APAPA) and a longtime community leader in New York City’s AAPI community, serving in leadership positions on multiple community organizations and volunteering her time to promote AAPI leadership and increase civic engagement. State Senator John Liu presented her with a plaque in recognition of her service and commitment to the community in a ceremony presided over by Majority Leader Andrea Stewart Cousins.

    State Senator John Liu stated, “Michelle Wang has dedicated many years to the civic engagement and empowerment of the Asian American community. From serving on the New York State Electoral College during the 2020 presidential election to her outstanding work in creating educational and career opportunities for AAPI youth, Michelle is always the first in line to be on the front lines. For her inspiring commitment to our community, we offer our sincere gratitude and proudly name her a Woman of Distinction.”

    Michelle Wang stated, “I am so honored for this recognition to be named among the state of New York’s Women of Distinction. I have always strived to do everything in my power to strengthen and uplift our community, and this reward serves as an acknowledgement of both the importance of that work and of why it is imperative that our AAPI community continue to get involved. There is always more work to be done, and with this recognition, I commit to working even harder to increase representation and participation so that together we can build a better world that is representative of all voices and communities.” Michelle Wang arrived in New York from Shanghai in 1988, at age 22, to pursue a Master’s degree. In 1993, she and her husband started a small business, and have maintained a real estate management firm for over two decades.

    In 2013, Ms. Wang joined Asian Pacific Islander American Public Affairs Association (APAPA), a reputable non-profit organization with 40-plus chapters nationwide. In addition to serving on the national governing board that oversees the organization’s operation, Ms. Wang serves as President of APAPA’s New York Chapter and Chair of APAPA’s Northeast Region. At APAPA, she works with people to create educational and career opportunities for the AAPI community and fight against discriminatory practices and policies. In addition, Ms. Wang has been proud to serve on the advisory board of the New York Women’s Suffrage Commission since 2016.

    Since serving as a chaperone for her son’s kindergarten classroom, Ms. Wang has devoted a significant part of her time to volunteer activities. She coordinated the Huang Pu Veterans Association’s annual event and led the Huang Pu veterans in the New York City Veterans Day Parade for years. Ms. Wang is a dedicated supporter and advocate in her community. She has been a Board Director of the Chinese Chamber of Commerce of New York since 2013, and a Board Director of the Junior Chamber since 2015. Working together at the Chamber, Ms. Wang has assisted many small business entities with various inquiries and hosted numerous events that served the community. Ms. Wang has managed FCBA’s Flushing Lunar New Year Parade’s stage setup since 2018. She currently serves as the Secretary of GNYTEAA, a non-profit association that has provided emergency services since 2017. Ms. Wang has been honored by Scott Stringer, the 44th New York City Comptroller, for her community service. She has also received numerous citations from various elected officials for her volunteer work, and proudly served as one of 29 electors for the New York State Electoral College in the 2020 Presidential Election. Ms. Wang is grateful for her family’s endless support, and loves her chihuahuas, Tink and Bella.
