    Surat Diamond Merchant’s Diwali Gift to Employees: Over 400 Flats, 1000 Cars

    SURAT, INDIA (TIP): Known for his benevolent Diwali gifts to his employees, Surat-based billionaire diamond merchant Savji Dholakia has this year too kept over a thousand cars and 400 flats for his well-performing staffers with the company bearing part of the monthly instalments.

    Mr Dholakia, who owns the Hare Krishna Exports, has gifted 400 flats and 1,260 cars as Diwali bonuses to his employees.

    However, the company will bear a part, Rs. 5,000, of the loan instalments on the flats and the cars for five years. “We have selected 1,716 employees as the best performers this year. We are arranging for houses for those who already own cars, while those who don’t have a four-wheeler will get one,” Mr Dholakia told IANS.

    He said the 400 flats each of 1,100 square feet would be allotted in a housing scheme of the company itself. “The flats would come dirt cheap at Rs. 15 lakh and the monthly instalment, which the employee will start paying after five years will be Rs. 11,000,” he said. The bonus, which were announced at an informal meeting of employees, on Tuesday, October 25, a few days before Diwali, are an annual ritual at Hare Krishna Exports.

    Last year, the company gave 491 cars and 200 flats to its employees. The year before that, it spent Rs. 50 crore on performance incentives, Mr Dholakia said. The diamond merchant, who hails from Dudhala village in Amreli district in Saurashtra region, established and nurtured his business using a loan from his uncle. He had sent his son Dravya to eke out a job in Kerala to learn the ropes.

    NEW DELHI (TIP): In a tit-for-tat move, Pakistan on October 27 declared Indian high commission official Surjeet Singh as “persona non-grata” and asked him to leave the country in next 48 hours.

    “The foreign secretary summoned the Indian high commissioner today and conveyed the decision of the government of Pakistan to declare Mr. Surjeet Singh, an official of the Indian high commission, as persona non-grata,” Pakistan’s foreign ministry said in a statement. “The activities of Surjeet Singh in Islamabad were in violation of Vienna Convention and established diplomatic norms,” the statement said. “The Indian high commission has been asked to make urgent necessary arrangements for Surjeet Singh and his family to leave Pakistan by 29 October 2016,” it said.

    Earlier in the day, India had declared Pakistan high commission staffer Mehmood Akhtar ‘persona non-grata’+ for spying+ and asked him to leave the country within 48 hours after he was caught by Delhi Police with sensitive defense documents, including those about deployment details of BSF along the India-Pakistan border.

    The staffer Mehmood Akhtar, who worked in the visa section of the high commission and has diplomatic immunity, was procuring critical details including about deployment of BSF personnel along the Indo-Pak border from two other accomplices who have been arrested here, police said.Described as the kingpin of the spy ring, 35-year-old Akhtar belongs to the Baloch regiment of Pakistani Army and was on deputation to ISI+ since 2013, investigators said, adding they also probing possible involvement of more people from the Pakistani mission.

    LAS VEGAS (TIP): Republican presidential nominee Donald Trump threw hints, October 19 that he may not accept defeat in the presidential polls which he has been saying is “rigged”, stunning the political scene and threatening to overturn US’ democratic convention of a smooth transfer of power. His stance drew a sharp attack from Hillary Clinton as the two faced off in the feisty final presidential debate in which she was declared the winner.

    The controversial 70-year-old Republican candidate maintained that he would keep the suspense about accepting the election result till November 8. “I will look at it at the time. I’m not looking at anything now,” he said in response to a question whether he would accept the poll results, during the third presidential debate at the University of Nevada here. “I will tell you at that time. I will keep you in suspense,” he said in the primetime debate that lasted for over 90 minutes, reiterating that the current elections are rigged.

    “The media is so dishonest and so corrupt and the pile on is so amazing, The New York Times wrote an article about it. They don’t even care, it’s so dishonest, they’ve poisoned the minds of the voters, but unfortunately for them, I think the voters are seeing through it,” he said. Trump’s comments at the Las Vegas showdown marked a stunning moment that has never been seen in the weeks before a modern US presidential election, CNN said.

    “The stance threatens to cast doubt on one of the fundamental principles of American politics – the peaceful, undisputed transfer of power from one president to a successor who is recognized as legitimate after winning an election,” it said. Trump’s remarks came after moderator Chris Wallace of Fox News said the peaceful transfer of power, a hallmark of American democracy, depends on the losing candidate accepting the validity of the electoral results.

    Democratic nominee, Clinton, described her rival’s refusal to accept the outcome of the election as “horrifying”, and even went so far as to paint him as a “puppet” of Russian president Vladimir Putin. “He is denigrating and he is talking down our democracy,” said the 68-year-old former secretary of state. “And I, for one, am appalled that someone who is the nominee of one of two major parties would take that position.” “Every time Donald thinks things are not going in his direction, he claims whatever, it is rigged against him,” said Clinton, adding that he has, at various times, accused the FBI, Republican primary process and judicial system of being corrupt.

    Mainstream Republicans were quick to denounce Trump’s comment. Senator Lindsey Graham, a former presidential candidate, said: “If he loses, it will not be because the system is ‘rigged’ but because he failed as a candidate” Republican strategist Ryan Williams found Trump’s statement “deeply concerning”.

    “You have to accept the results unless there are grounds for a recount and at this point it does not appear that we’re heading for a close election.”

    Donald Trump’s son thinks that running for President is a “step down” for his father who is very new to politics. “He (Trump) hasn’t spent his whole life to be up on the debate stage like a career politician. He spent his life creating jobs, building things, doing things that would benefit American workers,” Donald Trump Junior said.

    Nassau County Top Brass arrested by Feds on Corruption Charges

    CENTRAL ISLIP, NY (TIP): The 13-count indictment charges Mangano, the highest ranking elected official in Nassau County, with selling out his position to a wealthy businessman in exchange for free vacations, meals and other gifts. The businessman also allegedly paid Linda Mangano more than $450,000 for doing little or no work at one of his restaurants.

    vendittoThe businessman is not named in the indictment, but sources say the bribes were paid by restaurant owner Harendra Singh, who is now cooperating with the feds against Mangano and Oyster Bay Town Supervisor John Venditto, 67, who was also indicted. Mangano and Venditto are both Republicans. All three were released on $500,000 bail and are due back in court on Dec. 7.

    The Manganos, both 54, are also charged with obstructing justice by repeatedly meeting with Singh to come up with bogus stories to explain the gifts and no-show job. Robert Capers, U.S. Attorney for the Eastern District of New York, said Mangano and Venditto “undermined the very system of laws they promised to uphold by furthering their personal interests rather than the best interests of their constituents.

    “Sadly, Mangano enlisted the assistance of his wife in an attempt to shield his wrongdoing from public scrutiny,” Capers added. Mangano and Venditto face up to 20 years in prison if they are convicted of honest services wire fraud, Mangano faces 20 years for extortion and the three each face up to 20 years for obstruction of justice.

    Senate GOP spokesman Scott Reif dismissed the criticism and noted that Democrats have also drawn recent legal scrutiny, referring to the probe of Mayor de Blasio’s 2014 fundraising efforts on behalf of Democratic Senate candidates. “Senator (Jack) Martins, Senator (Kemp) Hannon and Senator (Carl) Marcellino and the Republican candidates who are running there have already called on the County Executive and Town Supervisor to resign,” Reif said. “We have absolutely no tolerance for corruption of any kind, regardless of whether it is committed by a Democrat or Republican.”

    Singh’s dealing with City Hall is the subject of a separate federal investigation by the Manhattan U.S. Attorney. Singh raised$21,425 for Mayor de Blasio’s 2013 campaign from friends and family. In June 2014, Singh was appointed to the Mayor’s Fund – a nonprofit that raises private money for city causes – and the Democratic National Committee.

    Singh’s restaurant Water’s Edge, located on city-owned land in Queens, owes the city $1.2 million in back rent and late fees. On Thursday morning, a Long Island good government group called on Mangano and Venditto to resign.

    “Given the fiscal mess that Nassau County and Oyster Bay find themselves in, County Executive Edward Mangano and Town Supervisor John Venditto should resign immediately,” Dean Hart, the head of Long Island Citizens for Good Government, said in a statement. “Nassau County and Oyster Bay need undivided attention and complete focus to address this very grave fiscal crisis, not politicians trying to cling to power.” Nassau Comptroller George Maragos, who recently changed parties from Republican to Democrat to run for county executive in 2017, called the allegations “a betrayal of the public trust and further shake our trust in government. Given the nature of the charges, it would be in the best interest of the county if both would resign in order to allow the people’s work to be conducted with unquestionable integrity.”

    Oyster Bay spokeswoman Marta Kane said Venditto “is still the town supervisor,” but that Leonard Genova, who serves as both town attorney and deputy supervisor, would step in for Venditto’s absence if necessary. The announcement by Nassau Republicans comes only 19 days before Election Day. Martins is facing a tough battle with former Nassau County Executive Thomas Suozzi in the vacant 3rd Congressional District.

    Marcellino (R-Syosset) will take on Suffolk Water Commissioner James Gaughran while Hannon (R-Garden City) faces attorney Ryan Cronin. McGrath, a Hewlett attorney, faces Sen. Todd Kaminsky (D-Long Beach) in a rematch of their April special election and Phillips, the mayor of the Village of Flower Hill, takes on Democratic businessman Adam Haber for the 7th Senate seat being vacated by Martins.

    State Sen. Michael Venditto (R-Oyster Bay), the son of the Oyster Bay supervisor, did not attend the news conference but Martins said he agreed that the two should resign.

    A Senate spokesman said Michael Venditto was expected to release a statement on Thursday.

    Marcellino called it a “sad day” for Nassau but that “the people come first. People before politics. The government must go on.”

    McGrath said replacing Mangano and Venditto “would restore public trust so that the children and our families know that we are have zero tolerance for corruption.”

    Senate Democratic spokesman Mike Murphy said Republican lawmakers “spent years empowering Ed Mangano and John Venditto and protecting them as they abused their offices to line their pockets … These corruption enablers standing up now is not only laughable but offensive. It’s is easy to feign outrage after the fact but let’s be clear they are part of this Nassau Republican criminal enterprise. “

    Modi to meet Xi, Putin, Hasina

    NEW DELHI (TIP): Prime Minister Narendra Modi will meet Chinese President Xi Jinping, Russian President Vladimir Putin and Bangladesh Prime Minister Sheikh Hasina over the weekend in a series of bilateral meetings on the sidelines of the BRICS Summit.

    The three meetings assume great significance in the context of the India-Pakistan tension also because of the many important bilateral issues India has with each of the three countries. Modi is likely to discuss a variety of defense-related issues with Putin. The first joint Russia-Pakistan military exercise was held recently and that adds to India’s headache as it attempts to isolate Pakistan globally. However, sources indicate both countries are likely to make progress on India’s desire to purchase Russian air defense missile systems, helicopters and upgrading of Sukhoi-30 MKI.

    The tricky bilateral will be with the Chinese President. While it is reliably learnt that Modi will raise the issues of India’s renewed efforts to get membership of the Nuclear Suppliers Group (NSG) and that of Masood Azhar’s designation as an international terrorist, China is unlikely to go along with India in either case.

    The statements coming out of China in the last few days are a fair indication that on the NSG, China will stick to “consensus” and also drag Pakistan’s membership issue alongside India’s. On Masood Azar issue, China is likely to stand by its friend Pakistan.

    The third important bilateral that Modi is scheduled to hold is with Bangladesh PM Sheikh Hasina. Sources privy to developments said Bangladesh would raise the Teesta water treaty issue. Bangladesh, under Hasina, has been extremely supportive of India and has backed India on terror-related issues vis-a-vis Pakistan. Hasina now expects the Modi government to go along with her on the Teesta treaty as a sign that her support to India is recognized.

    The spotlight during the summit will be on terror. Though Pakistan will not be present at the summit, it will remain a constant point of reference. The future of BRICS-a club made up of Brazil, Russia, India, China and South Africa-has become a little uncertain with India reaching out to the US in a tighter embrace.

    Besides BRICS, India will also host BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Initiative) member countries and most heads of state have confirmed their participation. BIMSTEC comprises Bhutan, Bangladesh, India, Myanmar, Nepal, Sri Lanka and Thailand.

    In his welcome speech, President of India-America Chamber of Commerce Rajiv Khanna set the tone by explaining why corporate giants like Google, Apple, Amazon, Microsoft, FaceBook, Ikea or Uber preferTelangana over the other 28 states in India. “The answer is simple. Telangana is a state where the entrepreneurial spirit leads to innovation, which leads to industry, which leads to prosperity.”

    Now it was KTR’s turn to explain the pro-business and pro-investor policies of the state to make it ‘A magnet for foreign investors.’ He explained how Telangana has become the ‘Most progressive state’ in only two and half years and of course Hyderabad became fastest growing economic hub with effective policies and best practices adopted from across the globe.

    KTR briefed the gathering about the TS government’s investment policies that he feels to be ‘One of the best policies in the world.’ “We have introduced the real single window system for investors. First, self-certification. You don’t need to meet anybody – no minister or bureaucrat. Second, your online application has to be processed in 15 days and the government must get back to you with a yes or no. If they fail to do so, on the 16th day you will get the approval by default. Third, you can sue the government for not getting the answer in 15 days and the bureaucrats will be penalized for the delay.”

    Like last year, KTR is on a weeklong tour to the US with the agenda of discussing and reaching partnerships with corporate giants on various areas of collaboration with the Government of Telangana.

    Singer-songwriter Bob Dylan wins Nobel Prize for Literature

    STOCKHOLM (TIP): Bob Dylan, regarded as the voice of a generation for his influential songs from the 1960s onwards, has won the Nobel Prize for Literature in a surprise decision that gave a singer-songwriter one of the world’s most prestigious cultural awards. His songs such as “Blowin’ in the Wind”, “Masters of War”, “A Hard Rain’s a-Gonna Fall”, “The Times They Are a-Changin”, “Subterranean Homesick Blues” and “Like a Rolling Stone” captured a spirit of rebellion, dissent and independence.

    “Dylan has the status of an icon. His influence on contemporary music is profound,” the Swedish Academy said on Thursday, when it awarded the 8 million Swedish crown ($930,000) prize.

    Dylan was born Robert Allen Zimmerman in 1941 and began his musical career in 1959, playing in coffee houses in Minnesota.

    More than 50 years on, Dylan is still writing songs and is often on tour.

    “He is probably the greatest living poet,” Swedish Academy Member Per Wastberg said.

    Sara Danius, Permanent Secretary of the Nobel Academy, told a news conference there was “great unity” in the panel’s decision to give Dylan the prize.

    The literature award caps the 2016 Nobel season, following more than a week of announcements for the prizes for medicine, physics, chemistry, economics and peace, with the latter going to Colombia’s President Juan Manuel Santos for his efforts to end a half-century war with the FARC rebels.

    The 2016 laureates will receive their awards — a gold medal and a diploma — at a formal ceremony in Stockholm as tradition dictates on December 10, the anniversary of the death of prize creator Alfred Nobel.

    A separate ceremony is held in Oslo for the peace prize laureate on the same day, as the Norwegian Nobel Committee grants that award.

    The prize is named after dynamite inventor Alfred Nobel and has been awarded since 1901 for achievements in science, literature and peace in accordance with his will.

    NEW YORK (TIP): The Trump-Pence ticket is still losing the war, however, and October 4 night’s debate likely only succeeded in keeping hope alive that Donald Trump can mount a comeback, says a BBC news report.

    For the last week, it’s felt a bit like Donald Trump was routed. His woeful first presidential debate performance was compounded by a series of unforced errors, capped by an early morning Twitter tirade and a damaging New York Times story about his near billion-dollar business losses in 1995. His poll numbers headed south.

    The Republican vice-presidential nominee’s primary job – really his only job – was to stop the bleeding and give the campaign an opportunity to regroup. Kaine’s goal was to keep him from doing that. Pence honestly didn’t land too many blows on the Democrat. But first things first. He had to put out the raging dumpster fire that was his team’s campaign over the past week.

    Having said that, sometimes it seemed like Pence was operating in a parallel universe than the one that Trump has inhabited over the past year.

    Time and again, when Kaine pressed him on Trump’s past controversial statements and positions, Pence defended Trump the way he wanted him to be, not the way he really is.

    Take, for example, the exchange on Russia. Pence warned of the threat the nation posed to world order and tried to lay its growing assertiveness at Mrs Clinton’s feet. He called Russian President Vladimir Putin a “small and bullying leader” who wasn’t confronted by the Obama administration.

    As Kaine was quick to point out, however, Trump has showered the Russian president with praise, calling him a “strong leader”. A hard line against Russia is certainly a traditional Republican position – Mitt Romney embraced it in 2012 – but it’s hardly where Trump stands.

    It almost seemed like Pence was more interested in making the case for conservatism the way Americans have known it over the last 30 years than mounting a spirited defense of Trump’s actual positions and statements.

    That may help some wayward Republicans return to the fold in the short term. They need to be back in Trump’s column if he wants to make this presidential race competitive.

    It also may not be a bad move for Pence if he wants to position himself as a possible candidate for the 2020 Republican nomination.

    If there was one exchange that illustrated the challenges Pence faced in defending Trump – and how he, for the most part, survived them – it’s the issue of Trump’s tax returns.

    It’s obviously an area Democrats want to exploit. Hillary Clinton hit the Republican on it multiple times in recent days, and her press aide Jennifer Palmieri told reporters at the debate site that Trump’s possible failure to pay income taxes gives Democrats an opening among white working-class voters.

    When Pence was first asked about Trump’s break with 40 years of tradition by not making them public, he changed the subject. When Quijado pressed him, he said the leaked 1995 tax returns highlighted by the Times showed Trump went through some tough times and “brilliantly” used the tax code “just the way it’s supposed to be used”.

    Kaine pressed him on why Trump has broken his pledge to release his full tax returns, and Pence retreated to Trump’s debunked line that he could only do so after he’s done being audited (a process that Trump himself has said has been going on for 15 years).

    With results like that, it was no wonder Pence would rather not talk about Trump’s record. He put the exchange behind him, however, and moved on to more favorable terrain. Pence’s political jujitsu throughout the debate was quite a remarkable feat, really.

    When Kaine confronted him on Trump’s past controversies, he responded by asserting that the Clinton team was the one waging an “insult-driven campaign”.

    When Kaine attacked Trump’s proposed ban on Muslims entering the US, Pence said “we’re going to put the safety and security of the American people first”.

    When Kaine noted that Trump had suggested women who have abortions should be subject to criminal penalties (a position he later recanted), Pence said they “would never support” such legislation – and then, when pressed, said Trump wasn’t a polished politician and “things don’t always come out exactly the way he means them”.

    “Six times tonight, I have said to Governor Pence I can’t imagine how you can defend your running mate’s position on one issue after the next,” an exasperated Kaine said at one point. “And in all six cases, he’s refused to defend his running mate.”

    “I’m very, very happy to defend Donald Trump,” Pence said – but then opted to change the subject. It clearly frustrated Kaine, it probably will give fact-checkers fits, and Democrats will be in up arms. But it allowed Pence to move on – and, if the Republicans are lucky, turn the page in the coming days.

    That is exactly what Trump needs.

    This debate likely will have little effect on the overall poll numbers – they historically never do. What happens next is up to Trump. Pence did his part, now his running mate has two debates left to take advantage.

    NEW DELHI (TIP): The army has handed over video evidence of its September 29 surgical strikes on terrorist launchpads in Pakistan-occupied Kashmir but the government doesn’t see the need to make them public, two senior ministers said.

    Meanwhile, Prime Minister Narendra Modi has asked his ministers not to indulge in chest-thumping over the raid, sources said, adding the army, too, is not in favor of making public the details of the sensitive operation.

    Urban development minister Venkaiah Naidu rejected the opposition’s demand for proof of the strikes, saying any further discussions would be an “insult” to the army. “There is no need to respond to such irresponsible comments and demands. Fortunately, the Congress has also realized its mistake and distanced itself from the comments of its leaders,” Naidu told mediapersons a day after he said that the proof would be presented at an appropriate time.

    Defense minister Manohar Parrikar has also concurred with the army. Parrikar and National Security Advisor Ajit Doval were shown unedited footage of the September 29 operation on October 1, followed by a presentation of an edited version the next day by the Director General of Military Operations (DGMO).

    After seeing the visuals, Parrikar conveyed to the Prime Minister that he was satisfied and felt there was no need to release the footage.

    “The opposition should understand the difference between a covert and overt strike. And it is not incumbent on the Indian army to release video footage every time they do their duty,” a senior official said on conditions of anonymity.

    South Block sources said there was no need to rub Pakistan’s nose in the dirt after the successful surgical strike.

    Delhi chief minister Arvind Kejriwal and a section of Congress leaders have been calling for evidence, couching it as a must to debunk “Pakistan propaganda” that the raid was nothing but cross-border fighting.

    Several ministers had taken on the opposition for “questioning” army’s courage in demanding evidence for the raid. “I don’t think any Indian citizen has got any doubt… It would be an insult to the army if we further discuss,” Naidu said. “Only Pakistan is saying something because they have to say something. They are not in a position to conduct funeral or last rites of their own citizens…This is their culture.”

    Sources in the army said the force was not in favor of releasing the evidence though the final decision lay with the government. The army would like to keep under wraps the tactics of its special forces.

    The army, they said, was proud of its apolitical and secular credentials and didn’t want to be dragged into political wrangling.

    Nawaz Sharif warns Pak army not to shield militants

    nawaz-sharif-warns-pak-army-not-to-shield-militantsISLAMABAD (TIP): Facing international isolation, Pakistan prime minister Nawaz Sharif has warned the powerful military not to shield banned militant groups and has directed authorities to conclude the Pathankot terror attack probe and the 2008 Mumbai attack trial, a leading Pakistani daily reported on October 6.

    Sharif’s orders came after a series of meetings between military and civilian leaders, Dawn newspaper said. The government delivered a “blunt, orchestrated and unprecedented warning” to the military leadership and sought consensus on several key actions, including action against banned militant groups, the paper quoted unnamed individuals, who were involved in the meetings.

    However, the spokesman of Pakistan Prime Minister’s Office strongly rejected the Dawn report. “The spokesman has termed the contents of the story not only speculative but misleading and factually incorrect. It is an amalgamation of fiction and half truths which too are invariably reported out of context,” an official statement said.

    “The fact that the report itself states that none of the attributed statements were confirmed by the individuals mentioned in the story, clearly makes it an example of irresponsible reporting,” it said. The PMO spokesman said, “It is imperative that those demanding the right to information at par with the international best practices, also act in a manner which is at par with international reporting norms and standards.”

    The Pakistan Foreign Office termed the report as “speculative”. Asked about the report, Pakistan foreign office spokesman Nafees Zakaria said, “The story you are referring to is purely speculative and as the author himself acknowledged that ‘none of the attributed statements were confirmed by the individuals mentioned’.”

    India deposited its Instrument of Ratification to the Paris Agreement under the convention on Climate Change today, coinciding with the International Day of Non Violence. The day also commemorates the Birth Anniversary of Mahatma Gandhi who epitomized a lifestyle with the smallest carbon footprint. With this India became the 62nd country to ratify the Agreement taking the cumulative emission of the countries that have ratified the Agreement so far to 51.89 percent.

    This significant contribution towards the early entry into force of the Paris Agreement underlines Prime Minister Narendra Modi’s commitment to global cause of environmental protection and climate justice and reaffirms India’s responsive leadership in addressing the impact of climate change.

    The speakers included UN Deputy Secretary-General Jan Eliasson, General Assembly President Peter Thomson, and Professor Barry L. Gan, India’s Ambassador to the UN Syed Akbraruddin, Director of Center of Non-Violence, St. Bonaventure University, New York.

    The event was followed by a Carnatic Music concert by Sudha Raghunathan. The MC of the event was Manjunath Chennerrappa Head of Chancery of the Permanent Mission of India to the UN.

    UN Secretary General Ban Ki-moon stressed the link between non-violence, peace and nature as he observed the International Day of Non Violence. “Every year on the International Day of Non-Violence, we re-commit ourselves to the cause of peace, as exemplified by the life of Mahatma Gandhi who was born on this day 147 years ago,” Ban said. The UN General Assembly, through a resolution in 2007, designated 2 October as the International Day of Non-Violence to coincide with the birthday of Gandhi, who led the country’s independence movement and pioneered the philosophy and strategy of non-violence.

    “We know that a culture of non-violence begins with respect for others, but it does not end there. To nurture peace, we must respect nature. I am pleased this year’s International Day of Non-Violence puts the focus on sustainability and the environment,” Mr. Ban said.

    “In all he did, Gandhi honored our obligation to all living things. He reminded us that ‘Earth provides enough to satisfy everyone’s needs, but not everyone’s greed.’ Gandhi also challenged us to ‘be the change we wish to see in the world,’” the Secretary-General noted. India’s commitment is reflected in a momentous way, the UN chief said, as its government is depositing its instrument of ratification for the Paris Agreement on climate change.

    There is no better way to commemorate Gandhi and his legacy for people and planet, he said, urging all countries to complete their domestic processes for ratification and also strive in all activities to achieve progress through non-violence. The Day is annually observed worldwide with commemorative events.

    United Nations Security Council nominates Portugal’s Guterres as the next World Body Chief

    UNITED NATIONS (TIP): The United Nations Security Council on Thursday unanimously nominated former Portuguese Prime Minister Antonio Guterres to be the next Secretary-General, recommending that the 193-member General Assembly appoint him for five years from Jan. 1, 2017.

    The General Assembly is likely to meet next week to approve the appointment of Guterres, 67, who would replace Ban Ki-moon, 72, of South Korea. Ban will step down at the end of 2016 after serving two terms.

    Ban, speaking during a visit to Rome, described Guterres as a “super choice” as his successor.

    “I am sure he will carry the torch on the full range of key challenges, from strengthening peace operations to achieving sustainable development, upholding human rights and easing humanitarian suffering,” Ban told reporters.

    Guterres was prime minister of Portugal from 1995 to 2002 and served as United Nations High Commissioner for Refugees from 2005 to 2015. Guterres is due to speak to reporters in Lisbon later on Thursday.

    “He has great United Nations credentials … and being High Commissioner for Refugees means traveling the world and seeing some of the most gruesome conflicts we have to deal with and then of course he is a high-level politician,” said Russian UN Ambassador Vitaly Churkin, president of the council for October.

    “He is a person who talks to everybody, listens to everybody, speaks his mind, a very outgoing, open person so I think it was a great choice and I’m glad that we rallied around Mr. Guterres,” Churkin told reporters.

    The council met behind closed doors on Thursday to adopt a two-paragraph resolution recommending to the General Assembly that Guterres be appointed.

    “Antonio Guterres has shown … that he is the strongest candidate, he has a vision and a moral authority and integrity that put him at the top of the league table,” British UN Ambassador Matthew Rycroft told reporters.

    French UN Ambassador Francois Delattre said Guterres was “the right leader able to bring the nations and the community of nations together”.

    During his recent visit to the US, Defence Minister Manohar Parrikar signed the LEMOA with his American counterpart, Ashton Carter. The memorandum outlined a framework for the provision of supplies like food, fuel and berthing for visiting naval ships and on overflight and landing facilities for military aircraft. The opposition Congress and the Left cried “foul” and accused the government of mortgaging the country’s sovereignty, the country’s policy of “non-alignment”, and even its “strategic autonomy”. This, despite the fact that the agreement contained provisions for providing such facilities, only on a case-by-case basis.

    The present agreement logically follows the remarkable transformation in India-US relations, during the presidency of George Bush, by the actions of the two UPA government stalwarts – Prime Minister Manmohan Singh and Mr. Pranab Mukherjee. It was Mr. Mukherjee, as defence minister, who signed a 10-year agreement in June 2005, titled “New Framework for the US India Defence Relationship (NDFR)”, with his American counterpart, Donald Rumsfeld. This framework covered a wide range of activities, including collaboration in multinational operations, when such operations were found to be in “their common interest”. Such cooperation was envisaged in areas like terrorism and curbing nuclear weapons proliferation. There has been a substantial increase in military-to-military cooperation, arms acquisitions and joint exercises between the two militaries, since then. Negotiations, thereafter, continued for signing three framework agreements in defense cooperation, logistics, communications and information security and geospatial information.

    The most path breaking agreement that India has signed in this century came barely a month later, when PM Manmohan Singh and President Bush agreed that the US would end nuclear sanctions against India. They also agreed to persuade other nuclear suppliers to end global nuclear sanctions imposed on India after its nuclear test in 1974, by the establishment of the Nuclear Suppliers Group. President Bush stood by his word and even personally intervened with then Chinese President Hu Jintao to fall in line. In the meantime, in August 2008, Mr. Mukherjee, then external affairs minister, signed an agreement with his counterpart, Condoleezza Rice, for the resumption of bilateral nuclear cooperation. The question, which remains, is whether India historically ever provided facilities for positioning foreign warships and aircraft on its soil?

    India has historically shaped its military cooperation with foreign powers, from the days of its first PM, Jawaharlal Nehru, based on geopolitical realities, and not ideology. Even before the Sino-Indian border conflict broke out in 1962, the CIA was permitted to position facilities along the border with China, to monitor Chinese nuclear tests. Panicking after the humiliation heaped on India in the 1962 conflict, a desperate Nehru wrote to President Kennedy, appealing him to deploy 12 squadrons of fighters and two squadrons of fighter bombers, together with radar cover, on Indian soil. The US was permitted to use a staging base in Charbatia, Odisha, for flying its U2 spy planes over China. Strangely, our non-alignment was such in the 1950s that we fought shy of seeking defense equipment from the Soviet Union, despite signs of a growing Sino-Soviet rift!

    In less than a decade, thereafter, the geopolitical situation turned upside down, with Nixon and Mao embarking on a clandestine love affair, midwifed by Pakistan. This “love affair” came to light when Henry Kissinger flew secretly to China from Pakistan. Indira Gandhi had no hesitation in entering into a defense agreement with the Soviet Union to deal with the emerging US-China-Pakistan axis. The Soviet Union had proposed a bilateral treaty with India in 1969, when its defense minister Marshal Grechko visited India. The draft treaty proposed by the Soviets gathered dust for two years in South Block. It was spruced up once it became clear that a Sino-US-Pakistan axis was emerging to counter the Soviet Union and, incidentally, India also, even as the Pakistan army proceeded with its genocide in Bangladesh.

    Once this geopolitical reality was recognized in Moscow and New Delhi, DP Dhar was sent to Moscow to finalize the treaty in the first week of August 1971. Sardar Swaran Singh and Andrei Gromyko signed the treaty on August 21, 1971. Despite our claims of being “non-aligned”, there was a clear military provision in Article 9 of the Indo-Soviet Treaty. It read: “In the event of either party (India and the Soviet Union) being subjected to an attack or a threat thereof, the High Contracting Parties shall immediately enter into mutual consultations, in order to remove the threat and to take appropriate effective measures, to ensure peace and security of their countries.” I was then a young First Secretary in Moscow and took notes in meetings as events unfolded. When the conflict broke out in December 1971, the Soviets, though isolated, vetoed every effort by the US-China axis to stop us from liberating Bangladesh. According to what the Soviets told us, they had deployed mechanized forces and airpower on their borders with China and warned China of serious consequences if it militarily intervened. A Russian nuclear submarine followed the USS Enterprise, as it crossed the Straits of Malacca.

    The world situation has changed drastically since the 1970s. What has, however, continued, is the Sino-Pakistan axis, with a growingly powerful China providing Pakistan with nuclear weapons and ballistic missile capabilities, while enhancing Pakistan’s maritime, air and land power. The China-Pakistan Economic Corridor is being accompanied with the establishment of a direct fiber optic link between the headquarters of the Western Theatre Command of China’s People’s Liberation Army in Kashgar (in China’s Muslim-majority Xinjiang province) and the GHQ of the Pakistan army in Rawalpindi.

    Signing defense cooperation agreements with the US does not mean we are compromising our “strategic autonomy”. We will continue to differ with the US on some of its policies; in Syria and elsewhere. We should understand Russian imperatives in its immediate neighborhood, in Crimea and elsewhere, while strengthening defense and energy cooperation with Moscow. We should spare no effort to enhance mutual trust and confidence in the India-Russia relationship.

    In the meantime, both India and China hopefully share a common interest in maintaining peace and tranquility along their borders. The 2005 agreement outlining the guidelines for a settlement of the border issue remains the most viable framework for moving forward.

    HOBOKEN, NJ (TIP): A woman has been killed and 108 other people injured, some of them critically, after a commuter train crashed into Hoboken railway station in the State of New Jersey, early morning on September 29. The train reportedly went through ticket barriers and into the reception area of Hoboken station. Images show extensive damage to the train carriages and station, with part of the building roof caved in.Witnesses described a scene of horror at the station.

    A huge emergency services operation swung into action following the crash, with firefighters and transport staff helping people from wrecked carriages.Hoboken is across the Hudson River from New York City. Many commuters use the busy station to travel into Manhattan.

    New Jersey Governor Chris Christie confirmed there had been one fatality. She has been identified as Hoboken resident Fabiola Bittar de Kroon, aged 34.

    Christie said she was struck by debris while standing on a platform.

    Governor Christie said the train’s driver – later identified as Thomas Gallagher, aged 48 – was in serious condition and being treated at a local hospital but was co-operating with investigators.

    “We have no indication that this is anything but a tragic accident,” he added.

    Governor Christie said officials had no estimate on when the NJ Transit section of the Hoboken Terminal would re-open.

    The structural integrity of the part of the building used for PATH commuter trains has been deemed safe and was expected to resume service later on Thursday.

    The National Transportation Safety Board (NTSB) vice chairman, Bella Dinh-Zarr, said the agency would be looking into whether there were any similarities between Thursday’s crash and one at the same station in 2011 that injured 34 people.

    An NTSB investigation found excessive speed to be the main cause of the 2011 accident.

    US rail safety

    In 2008 the US Congress passed a law requiring all trains to install Positive Train Control (PTC) systems by the end of 2015.

    But most rail companies were unable to meet the deadline as the system is expensive and complex to install. Some rail lines -including New Jersey Transit – threatened to shut down completely if it was enforced. In response, Congress extended the deadline to install PTC systems to 2018.

    Rail lines can then apply for an additional two-year extension to finalize updates and test the system. But safety targets for New Jersey’s commuter trains say PTC installation should be completed by 2018.

    According New Jersey Transit’s most recent PTC progress report, none of the 440 trains on the New Jersey Transit rail line are equipped with PTC, nor have any employees been trained on the equipment.

    PTC safety systems are designed to automatically override the actions of train engineers if the locomotive is travelling too fast. In effect, they act as a safeguard against “human error” which could cause derailments or collisions.

    The system uses wifi, GPS and a specific coding system to relay real-time information from trains to control centers.

    NEW DELHI (TIP): Mounting a swift counter-terror operation across the Line of Control in Jammu and Kashmir, the Indian Army announced, September 29 that it had neutralized terrorists waiting to infiltrate. The brave military man oeuvre has been hailed across the country.

    The operation was aimed at preventing attacks being planned by Pakistan-based militants, a senior army official said.He said “significant casualties have been caused to the terrorists and those who are trying to support them”.

    At a joint press briefing by the army and the foreign ministry, officials said the “motive of the operation was to hit out at terrorists who were planning to infiltrate into our territory”.

    India’s Director General of Military Operations, Lt Gen Ranbir Singh, also blamed Pakistan for “being unable to control terror activities in territories under its control”.

    “Based on receiving specific and credible inputs that some terrorist teams had positioned themselves at launch pads along the Line of Control to carry out infiltration and conduct terrorist strikes inside Jammu and Kashmir and in various metros in other states, the Indian army conducted surgical strikes at several of these launch pads to pre-empt infiltration by terrorists,” a statement said.

    It said the “surgical strikes” had caused “significant damage to terrorists”.

    The Press Trust of India quoted sources saying the operation took place between midnight and 04:30 local time on Thursday, September 29, that it was a combination of helicopter and ground forces, and seven militant “launch pads” had been targeted.

    Some unconfirmed Indian media reports said more than 30 militants had been killed in the operation.

    The entire operation was monitored for the entire night by Defence Minister Manohar Parrikar, Army chief General Dalbir Singh Suhag, and National Security Advisor Ajit Doval from the Army headquarters in New Delhi.

    Narendra Modi’s BJP government swept to power promising a tough line on Pakistan, so it has been under tremendous pressure to retaliate after the 18 September attack on the army base in Uri in Indian-administered Kashmir. The raid was the deadliest of its kind for years.

    “I assure the nation that those behind this despicable attack will not go unpunished,” Mr. Modi declared just hours after the base was attacked.

    There was also much talk of whether India should continue with its doctrine of “strategic restraint” against Pakistan.

    The response in India has been predictably supportive of the army. The Indian Panorama received reports of ecstatic celebrations of the Indian military strike in various parts of India. All political parties, regardless of differences with the ruling BJP have expressed total approval of the military action. That is the strength of democracy in India.

    Pakistan prime minister, Nawaz Sharif, criticized the “unprovoked and naked aggression of Indian forces” and said his military was capable of thwarting “any evil design to undermine the sovereignty of Pakistan”.

    Islamabad says India’s stance is a “blatant attempt” to deflect attention from human rights abuses in the region.

    Meanwhile, nations across the world are watching the situation. Britain on Thursday asked India and Pakistan to exercise restraint in the wake of surgical strikes by Indian troops across the Line of Control, while China said it was in touch with both countries to reduce tensions.

    A spokeswoman for Britain’s Foreign Office said: “We are monitoring the situation closely following reports of strikes carried out by the Indian Army over the LoC in Kashmir. We call on both sides to exercise restraint and to open dialogue.”

    In Beijing, foreign ministry spokesman Geng Shuang told a media briefing that China was in “communication with both sides through different channels” and hoped Indian and Pakistan “can enhance communication, properly deal with differences and work jointly to maintain peace and security”.

    Shuang was responding to questions on whether tensions between India and Pakistan after the terror attack in Uri had figured in the first anti-terror dialogue between New Delhi and Beijing earlier this week.

    A foreign ministry statement issued on Wednesday had said China values Pakistan’s position on Kashmir but hopes Islamabad and New Delhi will resolve the issue through dialogue and “maintain regional peace and stability by joint efforts”.

    India has “all legal and internationally accepted rights” to respond to any attack on her sovereignty and territory, Iqbal Chowdhury, advisor to Bangladesh Prime Minister Sheikh Hasina, said after the surgical strikes.

    Chowdhury said there had been a “violation from the other side andBangladesh always believes that any aggression or attack on the sovereignty…and legal right of a country is not acceptable”. He appealed for “restraint” from all sides to ensure peace in the region.

    There was no immediate reaction from the US to the surgical strikes. Hours before India announced it had carried out the strikes, US National Security Advisor Susan Rice called on Pakistan to “combat and delegitimize” terror groups operating from its soil, including Jaish-e-Muhammad, which Indian blamed for the attack in Uri that killed 18 soldiers.

    Rice condemned the “cross-border attack” on an Indian Army camp in Uri and highlighted the “danger that cross-border terrorism poses to the region” during a phone call to her Indian counterpart Ajit Doval. She said the US expects Pakistan to take “effective action to combat and delegitimize United Nations-designated terrorist individuals and entities, including Lashkar-e-Taiba, Jaish-e-Muhammad, and their affiliates”.

    This was seen as a major snub for Pakistan after Prime Minister Nawaz Sharif’s attack on India in his speech at the UN General Assembly.

    “It were as if Rice was rebutting Sharif here,” said an Indian diplomat obviously pleased with the US response, which some in India had perceived as insipid so far, given the context of terrorism being a shared challenge.

    Rice’s comments were also seen as significant against the backdrop of the foreign policy crisis in South Asia over India’s boycott of the South Asian Association for Regional Cooperation (Saarc) Summit in Islamabad.

    Rice’s remarks, reaffirming President Barack Obama’s “commitment to redouble our efforts to bring to justice the perpetrators of terrorism throughout the world”, were seen as an endorsement of India’s position. The US had not named Pakistan in its first reaction to the Uri attack.

    The statement also tapped into a growing sense of dissatisfaction and frustration with Pakistan, a non-NATO ally and a major beneficiary of US financial aid and arms supplies.

    NEW YORK (TIP): Democrat Hillary Clinton on September 26, defeated Republican Donald Trump in the first presidential debate, 62% to 27%.

    Clinton and Trump took to the stage at Hofstra University on Long Island, Monday, September 26 to begin their first presidential debate and sparred over jobs, taxes, the Islamic State, guns and the former secretary of state’s undisclosed emails, media reports said.

    Moderator Leslie Holt of NBC News opened the 90-minute debate at Hofstra University, Long Island, New York, with the first topic, “Achieving Prosperity” where the first question about putting money back into Americans’ pockets and creating jobs was directed to Clinton, CNN reported.

    Clinton, the first woman to represent a major US party in the presidential race, mentioned her granddaughter’s birthday, and talked about everything from gender pay gaps to paid family leave, to presidential temperament.

    Trump gave a classic answer about China and Mexico stealing American business and jobs.

    “We have to stop our jobs from being stolen from us, we have to stop companies from leaving the United States,” he added.

    Clinton also called on Trump to apologies to people who have worked on the real estate mogul’s properties and have not been paid in full, Politico reported.

    Do “the thousands of people that you have stiffed over the course of your business not deserve some kind of apology from someone who has taken their labor, taken the goods that they’ve produced and then refused to pay them?” Clinton questioned her rival.

    “I can only say that I’m certainly relieved that my late father never did business with you.”

    Following Trump’s opening remarks about reducing taxes, Holt asked Clinton to defend her plan to increase taxes.

    Regarding tax returns, Trump said “I will release my tax returns – against my lawyer’s wishes – when she releases her 33,000 emails that have been deleted.”

    Clinton responded by saying that there was something “really important, maybe even terrible that he’s trying to hide,” Politico reported.

    “Maybe he doesn’t want the American public, all of you watching tonight, to know that he’s paid no federal taxes,” Clinton said.

    Clinton also admitted that she “made a mistake” about her use of a private email server while at the State Department.

    Trump went on to blame Clinton for the rise of the ISIS by noting the Democrat had laid out some of her plans on her website.

    “You’re telling the enemy everything you want to do,” Trump said as Clinton shook her head in amusement. “No wonder you’ve been fighting ISIS your entire adult life.”

    Moderator Holt brought up the recent fatal police shootings of African-American men and asked about healing along lines of race and racism.

    “Unfortunately, race often determines too much,” Hillary said, adding “We have to restore trust between communities and the police… everyone should be respected by the law and everyone should respect the law.”

    Trump said the country needed law and order. “African Americans and Hispanics are living in hell because it’s so dangerous. You walk down the street you get shot,” he added.

    Clinton called for gun control in the US, saying “We’ve got too many military-style weapons on the streets. In a lot of places, our police are outgunned… we need to keep guns out of the hands of those who could do harm.”

    The debate was divided into 6 segments with 15 minutes given to each nominee. Two minutes were allotted to answer a question asked by the moderator, two minutes to reply and the remaining time for the nominees to debate.

    The polls clearly found Hillary Clinton a winner in the debate. Two reputable polls released Wednesday showed that respondents thought Hillary Clinton won Monday night’s debate by a wide margin.

    An NBC News/SurveyMonkey poll found that 52 percent of respondents thought Clinton won, to 21 percent who thought that Trump came out ahead.

    Another from Reuters/Ipsos found that 56 percent of respondents thought Clinton won, to 26 percent who declared victory for Trump.

    Meanwhile, Donald Trump complained about every part of the first presidential debate, from his opponent to the moderator to the subsequent poll results, during a Thursday campaign appearance.

    “I had to put up with the anchor and fight the anchor all the time on everything I said,” Trump said of the debate’s moderator, Lester Holt, at a rally in Bedford, New Hampshire. “What a rigged deal.”This was the 20th US presidential debate and wasorganized by the Commission on Presidential Debates.

    In a direct action on rising terror attacks launched from Pakistan into Indian Kashmir, The army has carried out surgical strikes in Pakistan occupied Kashmir to prevent Pakistani terrorists who had “positioned themselves at launch pads with the aim to carry out strikes in Jammu and Kashmir and other metros,” said the army today, Sep 29.

    “India conducted surgical strikes last night across the LoC to safeguard our nation, the Defence Ministry said on Thursday. Significant casualties have been caused to terrorists and those trying to shield them. We don’t have a plan to further conduct such strikes. India has spoken to Pakistan,” DGMO Lt Gen Ranbir Singh said while addressing the media.

    “There were launch pads at the LoC where terrorists were present waiting to infiltrate the nation and attack areas in Kashmir and metros across the country,” the DGMO said. No Indian casualties occurred during the surgical strikes that were carried out last night by the Indian Army.

    “We have recovered items including GPS which have Pakistani markings. Captured terrorists hailing from PoK or Pakistan have confessed to their training in Pakistan or in Pakistan controlled region,” Singh said.

    “I spoke to the Pak DGMO, shared our concerns and told him that we conducted surgical strikes last night: DGMO Singh said.

    The army also said Pakistan was informed – in keeping with protocol – of the cross-border strike and that the action came after escalating violations of the 2003 ceasefire. The army added that recently captured terrorists have confessed to their training and arming in Pakistan and Global Positioning Systems recovered from them further established their firm Pakistani connect.

    A surgical strike is “a calculated maneuver to ensure you deliver maximum damage which gives a big surprise to your adversary,” explained former air chief Fali Major, praising last night’s operation for its execution.

    PM Narendra Modi had informed President Pranab Mukherjee, Vice President and former Prime Minister Mahmohan Singh on the surgical strikes. Jammu and Kashmir Governor and CM Mehbooba Mufti have also been informed about the surgical strike.

    The press conference was jointly conducted by the Ministry of External Affairs and the Ministry of Defence.

    Meanwhile, Pakistan, in a statement issued has said: At least two Army men were killed as Indian and Pakistani troops exchanged fire over the Line of Control in “Azad Jammu and Kashmir”. The exchange of fire began at 2:30am, ISPR said, and continued till 8:00am. “Pakistani troops befittingly responded to Indian unprovoked firing on the LoC in Bhimber, Hotspring Kel and Lipa sectors,” the statement said.

    UNITED NATIONS (TIP): Pakistan Prime Minister Nawaz Sharif raked up the Kashmir issue on Wednesday, September 21, at the United Nations General Assembly, glorifying slain Hizbul commander Burhan Wani as a “young leader” and demanding an “independent inquiry into the extra-judicial killings”.

    India’s response has been swift.Replying to Nawaz Sharif’s statement at the General Debate of 71st UNGA, India’s First Secretary Eenam Gambhir directly took on Pakistan calling it a terrorist state and a global epicenter of terrorism.

    “The worst violation of human rights is terrorism. When practiced as an instrument of state policy it is a war crime,” said Gambir in India’s right of reply to Prime Minister Nawaz Sharif’s speech, in which he had raised the human rights situation in Jammu and Kashmir.

    Gambhir’s response to what she described as Pakistan’s “long tirade” about the situation in J and K, expressed earlier in a speech by the country’s prime minister Nawaz Sharif, was short, furious, and unprecedented in its intensity and descriptions.

    It also indicated a new Indian resolve to have Pakistan formally designated a nuclear proliferating terrorist state based on Islamabad’s use of terrorism as state policy and evidence of its nurturing of terror groups.

    Reminding the UN of how so many terrorist attacks, including that on 9/11 in U.S., led to Pakistan, she said, “The land of Taxila, one of the greatest learning centers of ancient times, is now host to the Ivy League of terrorism.” There was a specific reference to the hunt for Osama bin Laden leading to Abbottabad, Pakistan, where he was found and killed next to a Pakistan military garrison. Several other major terrorists including Mullah Omar, Ramzi Yousef, and Khalid Shaikh Mohammed, not to speak of numerous foot soldiers, including last week’s New York bomber, have found refuge and inspiration in Pakistan.

    “It attracts aspirants and apprentices from all over the world. The effect of its toxic curriculum are felt across the globe,” Gambhir explained, as India for the first time brought to the world’s attention the fallout of Pakistan’s nurturing of terrorist groups that the U.N itself has recorded and proscribed.

    “It is ironical therefore that we have seen today the preaching of human rights and ostensible support for self-determination by a country which has established itself as the global epicenter of terrorism,” she added in a reference to Sharif’s remarks on Jammu and Kashmir.

    More humiliation followed as Gambhir also raised the issue of the international aid to Pakistan being diverted for terrorism, raising the possibility that New Delhi will now begin a campaign to cut off assistance on which Islamabad subsists.

    NEW YORK CITY (TIP): Almost a decade long struggles to have a US postal stamp to commemorate the best known Indian festival bore fruit in August when the USPS conveyed to Ranju Batra, Chair of the Diwali Stamp Project that a Forever stamp will be issued to commemorate Diwali. The unveiling of the commemorative stamp was fixed for October 5.

    The USPS decision received the expected welcome from those who had been working to have it issued, and the community. On August 23, Ranju Batra, Chair of the Diwali Stamp Project and Congresswoman Carolyn Maloney who had moved tin the Congress the bill for the Diwali Stamp, invited members of the community to formally announce that the USPS had agreed to release a Diwali commemorative stamp.

    And now the Consulate General of India, New York, in association with the United States Postal Service (USPS) and the Indian community is hosting the inaugural ceremony of Diwali Stamp release around noon on October 5 at its premises (3 East 64 Street, New York). Following the ceremony, purchase and cancellation of the stamps for collectors and customers will be facilitated at the Consulate. This was announced by Ranju Batra, in the presence of the Consul General Riva Ganguly Das, at a press conference at the Consulate, September 21.

    Speaking on the occasion, Raju Batra described the efforts which went in to realizing her cherished dream of having a Diwali stamp issued. She said, many before her had tried and failed. But she was resolved to go all the way and rest not till the stamp was issued. She ascribed success in her effort to many who lent their support to her mission. Beginning with the encouragement and support she got from her husband, Ravi Batra, she went on to describe how Congresswoman Carolyn Maloney proved to be the chief catalyst. She named a couple of other politicians and some community leaders who, she said, were a great support. She thanked them all.

    In her address to the gathered media, Consul General Das said the release of the Diwali Stamp was a recognition of the contribution and the strength of the Indian American community. She said she was happy and proud at the achievement made possible with the concerted effort of the community and under the leadership provided by Ranju and Ravi Batra.

    The Regional Manager of Air India Vandana Sharma who could not make it to the press conference on account of an injury was represented by the District Manager, Sales Mohan Kothekar who read out Ms Sharma’s message. A part of the message dealt with the Air India’s offer to give 10 tickets for free travel to India to buyers of the Diwali stamp through a raffle draw on October 5 at the Consulate.

    Commodore (Retired) Rajeev Sharma was also present at the event.

    Air India is sponsoring 10 free round trip tickets to India to drive up the Diwali stamp sales at the launch. “Every person who comes to the Oct 5 dedication and buys even 1 set of 20 stamps or buys by pre-order will have a chance to win 1 round trip ticket to India!     An Indian bar owner helped catch Afghani American Ahmad Khan Rahami, the man accused in the weekend bombings in New York and New Jersey in which 29 people were wounded.

    Indian-American attorney Ravi Batra told Media: “It turns out that the Chelsea Pressure Cooker Bomber suspect, a naturalised citizen, is caught by another immigrant, an Indian-American hero Sikh.”

    Harinder Bains saw Rahami sleeping in the doorway of his bar in New Jersey around 9 am on Monday, a hoodie pulled over his head.

    Mr Bains said he thought it was “some drunk guy” but when he woke him, he recognized him as the man whose face had been flashed on repeat as the bombing suspect.

    The businessman had just seen Rahami while watching TV news on his laptop. He walked to his other store across the street and called the police.

    “I’m just a regular citizen doing what every citizen should do. Cops are the real heroes, law enforcement are the real heroes,” said Mr Bains, who, news reports said, was being praised as a “#hero“.

    When the police came, Rahami pulled out a gun and started firing, shooting an officer in the chest. Rahami made a dash for it and shot at a police car, leaving another policeman injured.

    The chase ended when the 28-year-old suspect was shot multiple times. He was taken away on a stretcher.

    Mr Bains’s bar is about 5 km from where the New Jersey police had found a backpack containing bombs.

    Indian-American attorney Ravi Batra told the Press Trust of India: “It turns out that the Chelsea Pressure Cooker Bomber suspect, a naturalised citizen, is caught by another immigrant, an Indian-American hero Sikh.”


    Ahmad Khan Rahami connection to the bombings

    • Investigators first identified Rahami Sunday afternoon through a fingerprint, according to a senior law enforcement official. A cell phone connected to the pressure cooker also provided some clues, the official said.
    • Investigators “directly linked” Rahami to devices from New York and from Saturday’s explosion in New Jersey, FBI Assistant Director in Charge William Sweeney said Monday, sep 19. He declined to provide details about the evidence, citing the ongoing investigation.
    • According to multiple officials, investigators also believe Rahami is the man seen on surveillance video dragging a duffel bag near the site of the New York explosion, and the location where police eventually found a suspicious pressure cooker four blocks away.
    • Rahami’s last known address was in Elizabeth, New Jersey, the FBI says. That’s the same city where a backpack with multiple bombs inside was found Sunday night, but so far authorities haven’t publicly said whether they believe Rahami is linked to those explosives. Sources say they believe he is.


    Who is Ahmad Khan Rahami 

    • The 28-year-old was born in Afghanistan and is a naturalized US citizen, according to the FBI.
    • He traveled to Afghanistan multiple times, according to law enforcement sources. He was questioned every time he returned to the United States, as is standard procedure, but was not on the radar as someone who might have been radicalized, one official said. Another official said Rahami traveled overseas a good bit, visiting other countries.
    • Rahami spent several weeks in Kandahar, Afghanistan, and Quetta, Pakistan in 2011, according to a law enforcement official who reviewed his travel and immigration record. Quetta is considered a stronghold of the Taliban. While there he married a Pakistani woman, in July 2011.
    • Upon his return to the United States, he had to go through secondary screening because he visited an area of Pakistan known for its Taliban presence, according to the official. At that time, he told immigration officials he was visiting family and attending his uncle’s wedding and renewing his Pakistani visa.
    • Two years later, in April 2013, Rahami went to Pakistan and remained there until March 2014, the official said. Two other law enforcement officials confirmed to CNN that Rahami went to Pakistan for approximately a year.
    • His brother Mohammad traveled to Pakistan around the same time. Mohammad posted on Facebook at the time that while in Quetta they had heard seven bomb blasts over 24 hours at one point, according to CNN’s review of the page. Another posting during the trip is a photo of his brother Ahmad.
    • During that time the official says Ahmad traveled by car to Afghanistan as well. When he returned to the United States he was once again taken into secondary questioning and told officials he was visiting his wife, as well as his uncles and aunts. The official said each time he was taken to secondary screening, he satisfied whatever concerns immigration officials had.
    • The official says he was petitioning to bring his wife to the United States. He filed the paperwork in 2011 and it was approved in 2012. But the official said it was unclear if she ever came to the United States.
    • In 2014 Rahami contacted Congressman Albio Sires’ office from Islamabad, Pakistan saying he was concerned about his wife’s passport and visa. It turned out her Pakistani passport had expired and the consulate wouldn’t give her an immigrant visa until the passport was renewed, Sires said.
    • Once the passport was renewed she found out she was pregnant and they told her they wouldn’t give a visa until she had the baby, Sires said. They also told her when she had the baby they had to get an immigrant visa for the baby. At point Rahami claims the consulate told him to go back to Karachi, but he claimed it was too dangerous to go there. The congressman doesn’t know what happened after that.
    • Investigators are looking into whether he was radicalized overseas before returning to the United States in 2014, according to the official. On Monday, law enforcement said so far there is no indication he was on their radar before the weekend.
    • The law enforcement official says Ahmad Rahami became a naturalized US citizen in 2011. He first came in January 1995, several years after his father arrived seeking asylum. The official says Rahami was given a US passport in 2003, while a minor, and again in 2007 after he said he lost his first one.

    School and family in the United States

    • He majored in criminal justice at Middlesex County College in Edison, New Jersey, school spokesman Tom Peterson said. Rahami attended the college from 2010-2012 but did not graduate.
    • Rahami’s family lives above First American Fried Chicken in Elizabeth, the city’s mayor says. The family has a history of clashes with the community over the restaurant, which used to be open 24 hours a day, Mayor Chris Bollwage said. Investigators searched the building Monday, Bollwage said.
    • The Rahami family alleged discrimination and harassment in a lawsuit filed against the city and its police department in 2011, arguing that officials conspired against them by subjecting them to citations for allegedly violating a city ordinance on hours of operation.
    • The suit alleged that police officers and city representatives had said “the restaurant presented a danger to the community.” It also accused a neighboring business owner of saying, “Muslims make too much trouble in this country” and “Muslims don’t belong here.” The defendants, including police officers and city officials, denied the allegations.>
    • Bollwage said Monday the 2012 ruling on the case favored the city, adding that the family’s restaurant was “disruptive in the city for many, many years.”
    • In a Facebook post Monday, a family member asked for privacy.

    “I would like people to respect my family’s privacy and let us have our peace after this tragic time,” wrote Zobyedh Rahami, who’s believed to be Ahmad Rahami’s sister.

    Explosion rattles #Chelsea neighborhood of #Manhattan, NYC

    A loud explosion has shaken the busy Chelsea neighborhood of Manhattan in New York City, injuring 29 people on Sep 17.

    “Explosion happened at roughly 8.30pm on 23rd street between 6th and 7th avenues,” in Manhattan, police spokesman J. Peter Donald tweeted. “Several injured transported to area hospitals.”

    Speaking to the press late Saturday evening following an explosion on 23rd Street in Manhattan’s Chelsea district, New York Mayor Bill de Blasio said that the “serious” incident had left a “significant” number of injuries.

    “Tonight, New York City experienced a very bad incident,” de Blasio told reporters near the scene in Chelsea. “We have no credible and specific threat at this moment.”

    De Blasio said the blast was an intentional act, but added that at the moment there was no evidence of a connection to terrorism or to a pipe bomb explosion in New Jersey earlier in the day.

    New York Police Commissioner Jimmy O’Neill said the exact cause of the explosion – which left 29 people injured – had not yet been determined and that officers are investigating a second device found a few blocks away.

    The New York Fire Department said that 24 people were taken to hospital. One person is reportedly in critical condition after suffering a puncture wound. The other injuries are said to be just scrapes and bruises.

    An unnamed law enforcement official told The Associated Press that the second device appeared to be a pressure cooker wired to a mobile phone. The officer could not confirm whether the devices are related.

    New York City Police advised motorists in the area that they should “expect extensive traffic delays and emergency personnel in the area of 23rd Street and 7th Avenue” due to police activity there. They also asked the public to avoid the area.

    The blast is believed to have come from a large plastic trash bin on 23rd Street, a major east-west route in the fashionable downtown neighborhood of Chelsea. A gas explosion has been ruled out.

    Earlier in the day the Semper Five charity run in the US state of New Jersey was called off after a pipe bomb exploded close to the route.

    As a precaution, New York Police Department said it had increased security across some parts of the city.

    Police responded to the explosions

    The US presidential candidates, Hillary Clinton and Donald Trump, responded to news of the explosion.

    “Boy we are living in a time – we better get very tough, folks,” said Trump. “It’s a terrible thing that’s going on in our world, in our country and we are going to get tough and smart and vigilant.”

    Clinton stressed that it is was important to wait for more information on the explosion before making conclusions. “I think it is important to know the facts about any incidents like this,” the democratic candidate said. “That is why it is critical to support the first responders, the investigators who are looking into it, trying to determine what happened.”
