MR. IBRAJIM BUKELE, ADVISOR TO THE PRESIDENT OF EL SALVADOR VISITS INDIA

Impressed with technological capabilities of India

GUATEMALA CITY (TIP): Mr. Ibrajim Bukele, Hon’ble Advisor to the President of El Salvador led a 6-member high level delegation from Government of El Salvador to India from April 14th to April 22nd, 2024 to oversee the administration of various infrastructural projects and gain firsthand experience of their operation and manufacturing processes. The delegation also included Mr. Romeo Rodriguez, Hon’ble Minister of Public Works and Transportation, Mr. Nelson Reyes, Hon’ble Vice Minister of Transportation of Government of El Salvador and a team of experts from different fields. The visit marked a significant milestone in the bilateral relations between India and El Salvador focusing primarily on enhancing trade relations and exploring infrastructure development opportunities.

The high-level delegation’s visit follows the signing of two significant MoUs between Lakshmi Capital, an Indian company, and the Public and Road Ministry of El Salvador. These MoUs outline plans for the construction of a 22 km Metro line project and the supply of modern and high-tech buses. In an effort to further advance cooperation, India has proposed collaboration with El Salvador to jointly develop 5G networks and tailored solutions to address the region’s specific needs and challenges. Indian companies are ready to provide financial assistance and investment opportunities to support the deployment of 5G infrastructure in El Salvador. The purpose of this visit was to offer the Government of El Salvador an opportunity to explore firsthand demonstrations of these projects and their technical capabilities in India. These demonstrations will serve as models for the final implementation of projects in El Salvador, facilitating a smoother transition and ensuring successful outcomes.

The delegation led by Mr. Ibrajim Bukele, Advisor to the President of El Salvador, was briefed on 5G technology by the Reliance Jio team at their premises.

The delegation reached Mumbai on 14 April 2024 where they met representatives of the Reliance Jio, a leading telecommunications company in India emerged as a key player in driving technological advancements and digital transformation. During the meeting on 5G technology, significant strides were made in exploring avenues for technological collaboration. Reliance Jio, a pioneer in telecommunications, showcased its expertise and innovative solutions, providing invaluable insights into the potential implementation of 5G technology in El Salvador’s telecom sector. The discussions underscored the mutual commitment to fostering transformative change and advancing connectivity infrastructure, laying the foundation for future cooperation between India and El Salvador in the realm of telecommunications. Additionally, the team visited the Centre for Development of Telematics (CDoT) office in New Delhi, where they had the opportunity to meet with officials. This visit provided a platform for discussions on telecommunications development and technology innovation. Engaging with CDoT officials allowed the delegation to gain insights into cutting-edge research and development initiatives in the telecommunications sector. It further facilitated exchanges on potential collaborations and knowledge sharing between India and El Salvador in advancing telecom infrastructure and services.

During the meeting with Ashok Leyland on the manufacturing and operation of buses in Chennai, discussions centered on exploring opportunities for collaboration and technological exchange. Ashok Leyland, a leading player in the automotive industry, provided insights into their manufacturing processes and operational expertise. Additionally, the delegation visited Ashok Leyland’s Research and Development (R&D) center and assembly unit at Ennore, gaining firsthand experience of their advanced facilities and innovative practices. This visit underscored the potential for partnership and knowledge transfer between India and El Salvador in the manufacturing and transportation sectors.

The delegation conducted comprehensive site visits and technical assessments at various locations of the Delhi Metro Rail Corporation (DMRC) in New Delhi, essential for the successful planning and execution of the metro line project in San Salvador. DMRC, a government-owned entity, specializes in planning, designing, and implementing metro systems in Delhi, India’s National Capital Territory. Managing an extensive network of 392.448 km with 288 stations in Delhi and the National Capital Region, DMRC operates over 5262 train trips daily, serving an impressive daily ridership of approximately 6.5 million individuals. The delegation engaged in detailed discussions and site inspections at DMRC’s Mundaka casting yard and Janak Puri elevated metro construction site, focusing on aspects like route alignment, station design, signaling systems, rolling stock procurement, and safety protocols. They also experienced a ride on the Delhi Metro, gaining insights into the technical intricacies of elevated and underground rail routes. Moreover, DMRC has formalized its collaboration with Lakshmi Capital by entering into a Non-Disclosure Agreement, signaling a commitment to elevate cooperation in the technical aspects of the project to a higher level.

Mr. Ibrajim Bukele visited the Shimla-Jakhu Ropeway to observe its operation and was impressed with remarkable technological capabilities of India.

During their visit, they had the opportunity to enjoy a scenic ride, taking in the breathtaking views of the region. Impressed by the advanced technology employed in such a challenging mountainous terrain, the team gained valuable insights into the intricacies of operating a cable car system in such conditions. This experience further enriched their understanding of innovative solutions for transportation infrastructure, highlighting the importance of adapting technology to meet the unique challenges of mountainous regions in El Salvador.

Despite their busy schedule, the team also made time to visit Agra and explore the iconic Taj Mahal. This architectural marvel, renowned worldwide as a symbol of eternal love, captivated the delegation with its awe-inspiring beauty and historical significance. Their visit to the Taj Mahal provided a moment of respite and cultural enrichment amidst their packed itinerary, allowing them to appreciate India’s rich heritage and architectural grandeur.

Lakshmi Capital, an esteemed Indian firm and subsidiary of the renowned SRAM & MRAM group, has been actively collaborating with the Government of El Salvador. Positioned to provide crucial financial support and investment opportunities, Lakshmi Capital is instrumental in facilitating these impactful projects on a Build-Operate-Transfer (BOT) model. Their funding encompasses various critical aspects including infrastructure investment, technology procurement, construction, expertise and training, as well as compliance with standards and regulations. Through this comprehensive approach, Lakshmi Capital demonstrates its commitment to driving sustainable development and fostering mutually beneficial partnerships between India and El Salvador.
