    BJP wins over old Congress hand Rita Bahuguna in UP

    NEW DELHI (TIP): Senior Congress member from UP Rita Bahuguna Joshi joined BJP on Oct 20 (Thursday) and attacked Rahul Gandhi’s style of functioning and his “khoon ki dalali” comment with regard to Prime Minister Narendra Modi.

    Joshi joins her brother former Uttarakhand CM Vijay Bahuguna who had switched sides several months ago and led a revolt against CM Harish Rawat, almost toppling the government. Her move had been anticipated over the past few days.

    She is the first Congress leader of note from UP to join BJP after the saffron party was successful in poaching influential BSP leaders like Swami Prasad Maurya.

    Joshi said that the nation is not willing to accept Rahul’s leadership and that several senior Congress leaders are upset with him. While Congress chief Sonia Gandhi understands leadership and interacts with different people, Rahul Gandhi is not taken seriously, she said.

    For BJP, Joshi’s crossing over is a boost as it is expected to reinforce the impression that it is the preferred choice among upper castes and is seen to be in contention to assume office in next year’s assembly election.

    Joshi, 67, daughter of late Congress leader Hemvati Nandan Bahuguna, joined BJP in the presence of party chief Amit Shah at the party headquarters here. Joshi, who also gave up her membership of the UP assembly, said there is no alternative to PM Narendra Modi and BJP. Her unhappiness with the Congress leadership is understood to have deepened following the projection of veteran leader Sheila Dikshit as the CM nominee in UP. She said Congress is in such bad shape that it has outsourced its functioning to poll strategist Prashant Kishor. Slamming Rahul Gandhi for his `dalali’ barb, Joshi said, “India is fighting terrorism and the Modi government has given the Army a free hand. Besides valour of the Army, the government’s strong leadership was also behind the surgical strikes.

    Noting that she had spent 24 years out of 27 years of her political career in Congress she said, “The decision to quit Congress was not easy . However, I took it in the interest of the nation and the state (UP).”

    Poll schedule in 5 states of India after security inputs: CEC

    NEW DELHI (TIP): The Election Commission will take a call on the dates of Assembly elections in Uttar Pradesh, Punjab, Goa, Manipur and Uttarakhand, due early next year, based on the inputs provided by security forces and state law and order machinery, Chief Election Commissioner Nasim Zaidi said here, October 19.

    Zaidi said the schedule will be finalized keeping in mind the weather and examination schedule. “We are trying to assess the requirement of security forces, climate and exam schedule – all these inputs are being taken into consideration. Only then will we be able to say whether they will be staggered or multi-phase,” the CEC told mediapersons on the sidelines of an event.

    “As far as the schedule is concerned, the commission has not given a thought as yet.” On if the EC should get powers to prevent parties from making statements in states where elections have not yet been announced, Zaidi said once the model code came into force, the EC would ensure its compliance. Assembly elections are due early next year in Punjab, Uttarakhand, Uttar Pradesh, Goa and Manipur. The terms of Punjab, Goa, Manipur and Uttarakhand Assemblies end in March, while that of UP ends in May.

    Congress Vice President Rahul Gandhi on Monday blamed BJP-RSS after a local hurled shoe at him during a road show.

    Rahul said “BJP, RSS throw as many shoes you want on me, I don’t fear you…I am unaffected by it”

    A shoe was thrown at Congress Vice President Rahul Gandhi during his ongoing ‘Kisan Yatra’ in Sitapur of Uttar Pradesh, police said.

    A youth has been arrested in this connection and taken to the Kotwali police station for interrogation.

    The shoe missed the Gandhi scion by a whisker and he looked back at the shoe as it zipped past him.

    The assailant has been identified as Hari Om Mishra, resident of Hargaon, a police official told IANS.

    Congress leader Jitin Prasada was with Gandhi at the time of the attack.

    Special Protection Group (SPG) men swung into action and surrounded the Congress leader after the shoe attack.

    Mishra told policemen that he was angry at the promises being made by Rahul Gandhi during his road shows as he believed the Congress was behind the problems faced by farmers. Gandhi started his ‘Kisan Yatra’ on Monday after a two-day break.

    Amidst the Yadav family feud, Uttar Pradesh Samajwadi Party President Shivpal Yadav has commented on his nephew Akhilesh Yadav, saying that a Chief Minister should not be arrogant.

    Akhilesh Yadav, on Friday, restored all the portfolios that were withdrawn from Shivpal earlier this week.

    “I have seen many chief ministers in the state. Most turn arrogant and develop a massive ego. I have learnt a lot from Netaji (Mulayam). Akhilesh too should learn from him and me as well. Akhilesh needs more experience,” says Shivpal.

    Shivpal had earlier resigned from his position as party chief and as minister earlier as a feud erupted when he replaced Akhilesh as party chief.

    “The responsibility given to me is huge. I need to work harder as elections are near,” he said after being reinstated as party chief.

    When asked about Akhilesh’s demand for authority to take a call on ticket distribution, Shivpal said, “How elections are fought are the prerogative of the party chief and Netaji (Mulayam) will decide on ticket distribution”.

    When inquired about Amar Singh’s role in the Yadav clan unrest, he said, “Amar Singh can never cause any harm to our family. Outsiders are with Netaji and also with Akhilesh. There are some ministers in his cabinet who are outsiders and do no work.”

    Shivpal further added that he supports Akhilesh’s position as Chief Minister, even if the ruling party returns after 2017 UP Assembly elections.

    Party supremo Mulayam Singh Yadav will deliver a final call to put all questions to rest on Saturday.

    Akhilesh’s uncle Shivpal quits UP govt, steps down as SP state chief

    LUCKNOW (TIP): Uttar Pradesh cabinet minister Shivpal Yadav quit the government as well as his position as chief of Samajwadi Party’s state unit on Thursday (Sept 15), in what is seen as a blow to the party ahead of state elections due early next year.

    The move signalled an attempt by Shivpal to distance himself from his nephew and chief minister Akhilesh with whom he has been involved in a bruising fight for influence. It was not immediately clear if a split in the party was in the offing, but sources said the turn of events meant Akhilesh might have emerged stronger for now.

    Sources said Akhilesh rejected Shivpal’s resignation from the cabinet, but the party had made no decision yet on his offer to quit as its state chief.

    As Shivpal came out of his house late on Thursday, his supporters who had gathered to meet the leader erupted in joy. “Go home. Go to bed. I too will sleep,” Shivpal told them. “Na soeyengey, na soney denge (We won’t sleep, we won’t let others sleep),” the crowd replied.

    The late night development came after a day of separate meetings between party patriarch Mulayam Singh Yadav, his brother Shivpal and Akhilesh raised hopes of a truce between the uncle and nephew.

    Mulayam met with the two separately to ask them to end their feuding. A meeting between the uncle and nephew lasted barely 15 minutes at the Akhilesh’s office.

    Two days ago, Akhilesh stripped Shivpal of three top departments after the chief minister himself was removed as the party’s state chief and Shivpal given the post. Their differences, a badly kept secret for years, had become public over the past months.

    The party’s Rajya Sabha MP, Amar Singh’s, alleged role in the crisis also figured in discussions during the day, with Akhilesh’s second uncle Ramgopal Yadav and party leader Naresh Agarwal hinting at his “interference” in party matters.

    Akhilesh Yadav had also mentioned about an “outsider” which is seen as a reference to Amar Singh, who is seen as close to Shivpal.

    Earlier in the day, Akhilesh found support from Ramgopal, who said the party should have consulted the chief minister before sacking him as state party president.

    “Differences do take place on some minor point and they can be resolved,” Ramgopal said.

    “He (CM) should have been asked to resign and he would have tendered it. He could have been told that elections are coming and you continue as CM and the work of state president will be taken care of by him (Shivpal). Some misunderstanding has taken place and there is nothing more to it,” he said.

    Shivpal also spoke to journalists in Lucknow and asserted that the party was not in any kind of trouble.

    “Whoever is given responsibility, whatever it be…we have to follow that. The party is not in trouble. If I am given a responsibility, I will work to the fullest for it. Nobody can challenge netaji’s (Mulayam) decisions,” he said .

    “In 2011, when I was the state president, back then I was removed and Akhilesh was given responsibility and I accepted that. Netaji took that decision carefully and after consideration surely.”

    After a gap of almost 26 years, a member of the Gandhi clan, Rahul Gandhi, visited Ayodhya.

    As part of his ongoing ‘Kisan Mahayatra’, the Congress vice-president visited the temple town on Sept. 9 and made a brief stopover at Hanumangarhi, a famous temple.

    He was closeted with the priest of the temple for over five minutes after which he came out and drove off to the circuit house, where he started his road show.

    The late former Prime Minister Rajiv Gandhi was scheduled to visit the temple in 1990 when he was on his ‘Sadbhavna Yatra’ to Ayodhya, but the program was called off at the last moment as he had to fly back to Lucknow and it was getting dark.

    Emerging out of the meeting, priest Mahant Gyan Das said Rahul had come like any other devotee.

    When asked if there was any discussion on the contentious issue of the Ram temple, the priest answered in the negative.

    Gandhi was slated to go to the Kichaucha Dargah Sharif at Ambedkarnagar in the evening to meet the farmers in Faizabad at Ramlila grounds in Poorabazaar.

    He would later spend some time with Dalits in a Dalit colony.

    This has been his routine in the last three days of the 2,500-km-long Yatra which is to take him, in a special modeled, air conditioned bus, to more than 223 assembly constituencies in the state.

    #UttarPradesh is scheduled to elect a new government early next year.

    #Congress has 28 legislators in the present assembly and a recent survey has predicted that the party would slip further in numbers.

    The party has hired election strategist Prashant Kishore to pep up the campaign and to secure a better outcome at the polls.

    AULI

    Auli is one of the most beautiful places of Uttarakhand. Bordered by snow-covered Himalayan peaks, Auli is enveloped in dense golden oak and pine forest with green meadows and slopes ranging from a height of 2519 m to 3049 m. It is considered to be a world-class spot for skiing. GMVN winter resort here provides skiing facility, besides ski training for aspirants. Almost from everywhere in Auli, you can enjoy stunning views of the lofty mountain ranges—Nanda Devi, Mana Paravat and Kamat.

    The golden rays of sun on the snow-laden peaks fill the atmosphere with a divine glow. The 3rd highest peak of the world—Nanda Devi gleams like the crown of the region.     CORBETT

    Spread across an area of 520.8 sq km, Jim Corbett National Park is located in Nainital district of Uttarakhand. It is the oldest national park, and is named after Jim Corbett who was the main person behind this establishment. The park is divided in 5 zones—Bijrani, Jhirna, Durgadevi, Dhikala, Sitavani—and is inhabited by royal Bengal tiger, leopard, jungle cat, barking deer, hog deer, cheetal, sloth bears, otters, Himalayan goral, Indian pangolins, langur and many other wild animals. Many rare birds can also be spotted in the region.

    Gorgeous Corbett National Park is one of the favourite destinations equally for wildlife lovers and weekenders. It is just 235 km away from capital city and can be reached in couple of hours. It features splendid landscapes and offers a good amalgam of hills, rivers, forests, marshlands and grasslands. The park is open from the months of November through June. The park is kept closed in the monsoon season as the roads inside the park get washed away due to rain. After the monsoon season, repair work starts and ends only by November.

    MUKTESHWAR

    Staying in middle of fruit orchards in tents and eating garden fresh meals while looking at the Himalayan peaks covered in fresh snow are a few of the many beautiful memories I have of Mukteshwar. You can walk through the dense pine forest and enjoy stunning views of the mighty mountains. Situated at an altitude of 7500 ft in the lap of Kumaon hills, Mukteshwar is an ideal nature get away from Delhi. It just takes 7 hrs from Delhi to reach Mukteshwar via Gajraula, Rampur, Haldwani and Bhowali. Summer months (March to July) are the best months to visit Mukteshwar. If you want to experience snow, visit during Jan or Feb when the whole area is covered in snow and looks stunningly beautiful. If you happen to visit this place around the month of June, the harvesting season, you’d find many fruits like peaches, plum and apricot. And if you still did not have your fill, Mukteshwar has many fruit orchards and you might get lucky to get offered the fruits just plucked from the trees by villagers. The taste of crunchy fresh peaches plucked from a road side tree of an orchard that belonged to a generous local who gladly offered us to pluck as many as we want, is still fresh in my mouth. Mukteshwar has recently got very popular among those looking for holidays in offbeat destinations and hence there is a wide range of options to stay starting from camps to budget hotels to boutique hotels.

    KAUSANI

    Kausani is a quiet little town in the Kumaon region of Uttaranchal, 420 km away from Delhi. It offers breathtaking panoramic views of the snow-capped peaks of Panchchuli, Nandakot, Nanda Devi, Trishul, Nanda Gunti and Chaukhamba. If weather is favorable you might witness the best sunrise of your life here with soft golden light of morning sun creating magic over the peaks. This can be best witnessed from the GMVN guesthouse some 2 km away from the main town. There are many attractions close by of which Anasakti Ashram, Tea Estate and factory, Rudhradhari Falls and caves, and Burha Pinnath are the prominent ones.

    Gandhiji stayed at Anasakti Ashram for 2 weeks. It is also known by the name Gandhi Ashram and is just 1 km away from the main town. It is basically a simple cottage engrossed with the teachings of the Mahatma. A part of this ashram offers accommodation too. The Tea Estate and factory is only 3 km away from Kausani towards Baijnath.

    In these four years, I also saw with, some disquiet, forces of divisiveness and intolerance trying to raise their ugly head. Attacks on weaker sections that militate against our national ethos are aberrations that need to be dealt with firmly. The collective wisdom of our society and our polity gives me confidence that such forces will remain marginalized, and India’s remarkable growth story will continue uninterrupted,”so said honorable Pranab Mukherjee, President of India, addressing the nation on the eve of the 70th yearof Independencefrom British colonialism.

    It is indeed quite an emphatic and forceful statement coming from the bully pulpit of the highest office in the land. It also puts to shame those who refuse to acknowledge the growing intolerance and prejudice that is sweeping across India by the rightwing zealots who are emboldened by the election of Narendra Modi to power. The question to ponder is whether this is only an aberration or a growing trend that may have disastrous consequences to the way of life as we experience it today!

    Just as India was celebrating its Independence Day, word has come out from Bengaluru that SEDITION charges are being filed against Amnesty International of India, an organization that promotes human rights and creates awareness when it is violated in any part of the world. Once again, it appears that the law enforcement agencies are madepawns by ultra-nationalists bent upon imposing their version of cultural hegemony on the diverse people of India.

    Millions of Indians everywhere must be feeling the shame of India as the President has spoken out on the continuing assaults on Dalits. In a recent incident in Una, Gujarat, four Dalit youths were severely beaten up and dragged on the road for nearly a kilometer for allegedly possessing beef. It is widely known that the so-called upper castes will not touch the carcass and the Dalits are forced to clear or handle it and when they do, they are mercilessly beaten up in the name of self-appointed ‘Gau Rakshak Samiti.’

    Dalits who constitute one-sixth of India’s population, some 170 million people, live in precarious existence, shunned by much of Indian society because of their rank as “untouchables” or Dalits – meaning broken people – at the bottom of India’s caste system. Dalits are discriminated against, denied access to land and basic resources, forced to work in degrading conditions, and routinely abused at the hands of police and dominant caste groups that enjoy state’s protection.

    It appears that the Prime Minister had finally broken his silence when he made a statement in a town hall meeting saying that “I feel really angry that some people have opened shops in the name of cow protection. I have seen that some people commit anti-social activities through the night, but act as cow protectors by the day”. It is noteworthy that Modi did not call for the prosecution and punishment of these cow vigilantes but asked the authorities to prepare ‘dossiers’ on them and keep them under control!

    Almost a year ago, a mob lynched Mohammed Akhlaq in Dadri U.P. on suspicion of possessing beef in his home refrigerator. Subsequently, the meat was sent for forensic examination. In June, Baliyan, who is a member of Modi’s Council of Ministers, BJP MP Yogi Adityanath and BJP MLA Sangeet Som defended the killers and demanded action against the dead man’s family for the ‘crime of eating beef.’

    If there is growing intolerance on the dietary habits of Indians and rising violence by the emboldened vigilante groups who have taken up law unto their hands, many in the current leadership are in complicity, lending credence to their nefarious activities with their overt or covert support to this highly charged environment.

    Amit Shah, the President of BJP, boasted once that wherever there is a BJP government, there is a ban on beef. Raja Singh, a member of Parliament, went even further stating that he extends his full support to all those who take it upon themselves to teach those Dalits a valuable lesson!Mohinder Lal Khattar, the current Chief Minister of Haryana, is on the record saying that Muslims can live in the country only if they give up eating beef. Panchajanyam, an RSS newspaper has quoted Vedic scriptures that ordered the killing of sinners who slaughtered cows and the Union Minister of Agriculture Radhamohan Singh termed cow slaughter a ‘mortal sin.’

    There is no doubt that these vitriolic statements from higher ups have given fodder and cover to these cow vigilantes who roam the streets and become the judge, jury, and the executioners. Since BJP came to power, states like Maharashtra, Haryana and Jharkhand have tightened laws against cow slaughter, but those in the leadership used the beef issue as an emotive political tool without any repercussions from the Prime Minister. In Maharashtra state, one may get five years incarceration for possession of beef as opposed to two years for sexual harassment of a woman!

    Prime Minister himself effectively conjured up the specter of a ‘pink revolution’ – cow killing on a mass scale – in the event of a BJP’s defeat in the 2014 election as part of a   strategy to motivate people and to vote for his party. Both in Western Uttar Pradesh and again in Bihar Modi spoke at length about the dangers of ‘pink revolution.’ “The agenda of the Congress is the pink revolution,” he said. “we have heard of the green revolution and white revolution but never pink, and this means the slaughter of animals (pashu). You see, the color of mutton is pink, and they are committing the sin of exporting it and bringing revolution…Because of this, our animal wealth is being slaughtered, our cows are being slaughtered, or sent abroad to be slaughtered….And now the Congress is saying, ‘if you vote for us, we will give you permission to kill cows’”

    It is quite apparent that if Modi has to call the heinous and brutal beating of the Dalit boys in Gujarat as criminal wrongdoing and ask that the perpetrators to be punished, he would have to cross that ideological line he and his party have helped to formulate in attaining the power. However, what he has done with his recent statement to the nation is an attempt to soothe the bruised feelings of Dalits who are critical to the BJP’s prospects in the upcoming elections in U.P. and Punjab. What else could explain his silence in all these months when Muslim youths were lynched or beaten up by cow vigilantes?

    The very idea of a consolidated vote bank based on the ideology of ‘Hindutva’ to include the Dalits and other backward castes may be fast unraveling as the video footage of the beating has gone viral and stoked Dalit anger. The nation also witnessed the de-recognition of the Ambedkar Students Association in Chennai, mistreatment and subsequent suicide of the Dalit scholar Rohit Vemula in Hyderabad, torching of a Dalit home in Haryana and killing of two children. All these incidents may only reinforce the age-old Dalit thinking that BJP is essentially a party dominated by an upper caste ideology, and there may be very little room left in it for anyone else!

    Dalit couple beheaded in UP for failing to pay debt of Rs 15

    LUCKNOW (TIP): A Dalit couple was hacked to death in Uttar Pradesh on July 28 ( Thursday) for not repaying a loan of Rs 15.

    The incident occurred at Lakhani Mahaitipuri village in Mainpuri district, about 300 kilometres from here.

    According to the police, a few days ago, Bharat Singh, a labourer, had bought some eatables from a shop and had promised to make the payment later. The shop owner, Ashok Kumar, had been pressurising Singh to clear the dues. On Thursday, Kumar intercepted Singh while he was on his way to work in a field and asked for the money. Singh told him that he did not have the money and promised to clear the dues soon. An infuriated Kumar took out an axe and attacked Singh several times. Singh’s wife Mamata Devi came his rescue, but was attacked too. The couple, who had sustained severe injuries , , died before they could be taken to the hospital, sources said.

    The BJP has just done a Bihar in Uttar Pradesh. In Bihar, its electoral prospects were damaged by no less than the RSS chief. In UP, a middling BJP leader called Mayawati, Dalit icon B R Ambedkar’s self-anointed legatee, words that shouldn’t be used even in drawing room conversation. The BJP has been swift in expelling the leader but it remains to be seen whether this is perception management to control the damage not just in UP but also Punjab, a state with the country’s highest Dalit population simultaneously going to the polls.

    But for this intemperate statement, the BJP had learnt from the Waterloo in Bihar. It was luring away Mayawati’s lieutenants, started cobbling a Bihar-type grouping of backward caste leaders, party chief Amit Shah made the mandatory pilgrimage to a UP Dalit’s house and Prime Minister Narendra Modi inducted five Dalits in his first Cabinet reshuffle. However, Dalit ferment is underway elsewhere too, beginning with Rohith Vemula’s suicide. Mumbai saw a massive Left-Dalit rally against the demolition of Ambedkar Bhavan and large parts of Gujarat shut down against the public flogging of Dalits by vigilantes of a self-styled cow protection unit.

    The BJP has scored all these self goals with no provocation from any quarters. Rather the heightened social and religious tensions in several parts of the country are due to the BJP’s upper caste-centric mindset and the low standards in public speaking set by its senior leaders. From Punjab to Maharashtra, the BJP has single-mindedly pushed a vigilante-led cow protection agenda that ignores the reality on the ground. As for using offensive words, wasn’t it junior Minister V K Singh who described journalists as “presstitutes”? And didn’t the Prime Minister term a fellow-politician’s companion as “50 crore ki girlfriend”? As no party can afford to be counted without the Muslim and Dalit votes, the BJP had no choice but to act contrite to keep the latter in good humor. As political temperatures rise in UP and Punjab, time will tell whether the expulsion of the UP BJP leader was a sincere effort to discipline the cadres.

    NEW DELHI (TIP): If atrocities on Dalits in Bharatiya Janata Party-ruled Gujarat and a massive rally to protest the demolition of Ambedkar Bhavan in Mumbai on July 19 (Tuesday) weren’t enough, the party on July 20 (Wednesday) had to remove a senior figure in its Uttar Pradesh leadership for making derogatory comments about Bahujan Samaj Party (BSP) chief Mayawati. The series of controversies related to Dalit issues have come as the party has begun a big campaign to win the state in the polls slated for early 2017. Led by Prime Minister Narendra Modi and party head Amit Shah, it has been making a lot of effort to reach out to Dalit voters.

    On Wednesday, however, a video clip of comments by one of its UP vice-presidents, Dayashankar Singh, went viral on a social networking site. The issue also rocked Rajya Sabha proceedings (Mayawati is a member of the House) in the afternoon, which had already been adjourned several times since morning, when members of the Congress, BSP and Trinamool Congress trooped into the well of the House, to protest the incidents in Gujarat. Finding itself in a corner, the BJP first dismissed Singh from all party posts and later expelled him. Mayawati said the nation should hold the BJP responsible if there were spontaneous countrywide protests.

    P J Kurien, deputy chairman of the Rajya Sabha, said the House unanimously condemns the comments. The Congress and BSP’s understanding in pushing the government on the defensive on the issue was noteworthy. In her speech, Mayawati said the BJP dreamt of winning UP but could not digest the fact that her party was a strong contender. She thanked other parties for their support and said she herself had never made any personal attacks on other leaders but fought on ideological issues. “Dalits will never forgive BJP for this. We have seen what happened in Gujarat and a minister who had likened Dalits to dogs in January continues to be in the Union council of ministers,” she said, in a reported reference to alleged remarks by former army chief and Minister of State for External Affairs V K Singh.

    On the government’s behalf, Arun Jaitley, finance minister and leader of the House, apologized to Mayawati. Few in the Rajya Sabha had any inkling of Singh’s comments. After the second adjournment on the Gujarat issue in the post-lunch session, most members had stayed on, waiting for the House to be reconvened at 3 pm. It was then that a Trinamool member showed the clip to a BSP member, who showed it to Mayawati. She consulted party colleague Satish Chandra Mishra, who then alerted the Congress.

    The Trinamool’s Derek o’Brien and Mishra joined the huddle, with opposition leader Ghulam Nabi Azad. A strategy was soon devised, with Azad leading the attack when the House reconvened. Later, it was adjourned for the day. It is slated to discuss the atrocities against Dalits on Thursday. In the Lok Sabha, which also saw the opposition protest against Dalits being assaulted for skinning a cow, with coalition partner Lok Janshakti Party joining briefly, Home Minister Rajnath Singh said the PM was “very sad and hurt” by the incident.

    Later, social justice minister Thawarchand Gehlot and Minister of State for Finance Arjun Ram Meghwal, both Dalits, held a press conference to stress that the State government had moved swiftly to punish the guilty.

    Following Dayashankar’s “prostitute” remark targeting Former Uttar Pradesh Chief Minister Mayawati, BSP Chandigarh Unit Chief Jannat Jahan has offered a reward of 50 lakh to anyone who gets her Dayashankar’s tongue.

    In a statement he made on July 20, Dayashankar had compared BSP supremo with a prostitute saying, “Even a prostitute fulfils her commitment after she is paid. But Mayawati sells party tickets to anyone who paid her the highest amount. If someone gives her Rs 1 cr for a ticket she will give it to other person who is offering Rs 2 cr. Mayawati has become worse than a prostitute and abandons the ideals of Kanshi Ram.”

    A public outcry followed the incident and which led to Dayashankar’s removal as BJP UP Vice President.

    An FIR was lodged against him under section 153A,504,509 IPC and 310 under the SC/ST act.

    WASHINGTON — The State Department June 30 put al-Qaida’s branch in the Indian subcontinent on its list of foreign terrorist groups.

    The action bans Americans from engaging in transactions with the group or its leader, Asim Umar, and freezes any assets the group has within U.S. jurisdiction. It also prohibits people from knowingly providing support to the group.

    Al-Qaida leader Ayman al-Zawahiri formed al-Qaida in the Indian subcontinent in a video address in September 2014.

    The group claimed responsibility for the Sept. 6, 2014, attack on a naval dockyard in Karachi, Pakistan, in which militants attempted to hijack a Pakistani Navy frigate. It also claimed responsibility for the 2015 killing of activists and writers in Bangladesh, including U.S. citizen Avijit Roy, local U.S. embassy employee Xulhaz Mannan, and three Bangladeshi nationals.

    India-born Asim Umar, the chief of Al-Qaeda in the Indian Subcontinent — known as AQIS — was designated as a “global terrorist” June 30 by the State Department.

    Umar, a former member of U.S. designated foreign terrorist organization Harakat ul-Mujahidin, was born as Sana-Ul Haq in Sambhal, Uttar Pradesh, and graduated from Darul Uloom seminary in Deoband in 1991.

    He later travelled to Pakistan where he studied at the Darul Uloom Haqqania Nowshera, the seminary which is dubbed as the ‘University of Jihad.’

    “Today’s action notifies the U.S. public and the international community that AQIS and Umar are actively engaged in terrorism,” the State Department said.

    “Designations of terrorist individuals and groups expose and isolate organizations and individuals, and result in denial of access to the U.S. financial system. Moreover, these designations can assist or complement the law enforcement actions of other U.S. agencies and other governments,” it said.

    Uttar Pradesh chief minister Akhilesh Yadav besides former Bihar chief minister Lalu Prasad, former Tamil Nadu CM M Karunanidhi and former Assam CM Tarun Gogoi could now be protected by a paramilitary force, multiple home ministry sources said. Though protection for top political leaders is based on threat perception, over the years it has become a status symbol for many leaders and earlier attempts to prune the list of NSG protected people had to be dropped due to opposition.

    MATHURA (TIP): At least 21 people, including an SP and an SHO, have been killed in the massive clash between police and encroachers that broke out here on Thursday even as Uttar Pradesh chief minister Akhilesh Yadav has ordered an inquiry.

    19 people have been killed apart from SP City Mukul Dwivedi and SHO, Farah, Santosh Yadav, Pradeep Bhatnagar, commissioner, Agra division, said on Friday.

    A magisterial probe has also been ordered, he said.

    The violence had erupted when police were trying to evict illegal occupants, believed to be of Azad Bharat Vidhik Vaicharik Kranti Satyagrahi, from Jawahar Bagh on Thursday on the directions of the Allahabad high court.

    In Lucknow, chief minister Akhilesh Yadav ordered a probe by the divisional commissioner of Mathura, an official spokesperson said. The Uttar Pradesh government has reportedly announced an ex-gratia of Rs 20 lakh each for the families of the martyred policemen.

    The situation in Mathura remains tense and DGP Javed Ahmed and principal secretary (home) Debashish Panda have rushed here.

    Rajnath reviews situation The Union home minister said he has reviewed the situation in Mathura.

    “I have spoken to the chief minister of Uttar Pardesh and reviewed the situation in Mathura. I have assured him of all possible help from the Centre.

    “I am anguished over the loss of lives in the incident in Mathura. May God give strength to the bereaved families,” Rajnath Singh said.

    According to reports, the encroachers were from a semi-religious sect, who described themselves as “Satyagrahis”.

    The agitators had occupied the park in the Jawahar Bagh area for over two years. The 260-acre park is valued in crores of rupees.

    The encroachers, who have been on a protest for two years, demand “cancellation of the elections” of the President and Prime Minister of India.

    They also want that diesel be sold at 60 litres a rupee and petrol at 40 litres a rupee. The existing currency, they also say, should be replaced.

    According to police, members of this outfit and another smaller organisation, Swadheen Bharat Subhash Sena, had been staging demonstrations at Jawahar Bagh over the last two-and-a-half years. Among the other demands posted on their Facebook page are: “We demand all records relating to the ‘Ruler of the Nation’, law and order, and also the document of citizenship (which shows how we are citizens of the nation) to be made public.”

    NEW DELHI (TIP) : Tasked by markets regulator Sebi to sell land parcels of Sahara, HDFC Realty will e-auction on July 4 five properties owned by the beleaguered group at a reserve price of Rs 722 crore.

    HDFC Realty has been asked to auction a total of 31 land parcels at Rs 2,400 crore, while SBI Cap has been tasked to auction another 30 land properties with an estimated market value of about Rs 4,100 crore.

    The Securities and Exchange Board of India (Sebi) roped in HDFC Realty and SBI Cap after being asked by the Supreme Court to initiate the process of selling Sahara properties whose titles have been deposited with it by the group.

    Following a go-ahead from the Court, the two entities have put in place a mechanism to auction these properties.

    In a public notice issued on Thursday, HDFC Realty said it will e-auction as many as five land parcels on July 4 between 11 am and 12 pm. These properties will fetch around Rs 722 crore at reserve price.

    These properties are located in Andhra Pradesh, Tamil Nadu, Madhya Pradesh, Chhattisgarh and Uttar Pradesh. The assets being sold include agricultural non-agri land.

    Interested bidder can inspect these land parcels on June 10. As per the court directions, these properties cannot be sold at less than 90% of circle rates.

    After spending two years in jail, Sahara chief Subrata Roy is currently out on parole. He was sent to jail on the orders of the Supreme Court in a long running dispute with Sebi.

    SAHARANPUR (TIP): Virtually kickstarting BJP’s poll campaign in Uttar Pradesh on the occasion of the government’s second year of completion of power today, Home Minister Rajnath Singh made a fervent appeal to the people of the state to “end BJP’s exile”.

    Addressing a massive gathering of its supporters here this evening, Singh invoked the 14-year exile of Lord Rama to say to the people of Uttar Pradesh, “Fourteen years of our exile from UP are coming to an end. I appeal to the people of the state to end our exile and help us form our government. Even Lord Rama’s exile had ended after 14 years.” He made the “end-BJP-exile” point noting that the saffron party was voted out of power in Uttar Pradesh in 2002 after which BSP and Samajwadi Party ruled the state between them. Assembly polls are due in Uttar Pradesh next year. Singh, who represents the Lucknow segment in Lok Sabha, said the hallmark of BJP government at the Centre was delivery and honesty.

    “We have been successful in bringing about transparency in our government in these two years of rule at the Centre. India’s image across the world has been enhanced under the leadership of Prime Minister Narendra Modi. No one can level any allegation against our PM. Our government has remained free of corruption and blemishes,” he told a gathering in the politically crucial Western UP belt.

    About Congress, the fourth player in the state apart from BSP, SP and BJP, he said the party was consistently losing its appeal and shrinking electorally.

    “Congress is shrinking across the country. In the plains it had been wiped out and in hills it has shrunk. I am sure it will be wiped out from the hills as well in the next elections,” Singh said in reference to the two Congress led governments in Himachal Pradesh and Uttarakhand.

    The former BJP President also spoke for the sugarcane farmers who dominate the Western UP area and promised to give them their dues if voted to power.

    About a fornight back, Kishore, hired by the Congress to work out a strategy for UP and Punjab elections after he delivered positive results for the JD-U in Bihar, he had a meeting with the Gandhi family in the national capital where Sonia and Rahul were also present. In that close door meeting, Kishore proposed the idea of pitching Priyanka in the elections as he felt that she would be bring good results for the Congress, said sources aware of the development.

    Kishor, who had emerged as a backroom election manager after he aided Narendra Modi’s campaign, shared details of an internal survey with the Gandhis that indicated a ground swell for Priyanka. She is, however, reluctant to take the plunge into the electoral politics and is content with managing the constituencies of her mother Sonia Gandhi and brother Rahul in Uttar Pradesh. Sources said the Gandhis neither rejected nor gave their consent to an option of searching a credible face for the Congress that can be the joint mascot if the party decides to adopt Bihar model of having alliance to take on ruling Samajwadi Party and opposition BSP and BJP in a multi-cornered contest.

    NEW DELHI (TIP): The forthcoming merger of Ajit Singh’s RLD with Nitish Kumar-led JD(U) is just the beginning of a larger experiment that may see the JD(U) and Congress trying to replicate a Bihar-like grand alliance in UP for the assembly elections next year, according to leaders involved in behind-the-scene strategising.

    While RLD’s merger with JD(U) will lead to Singh occupying a senior position in the merged party at the national level, his son and former MP Jayant Chaudhary may be the UP unit president of the party, sources said. There are a number of political factors and interests that make the coming together of the merged JD(U) and Congress to form an alliance for UP poll inevitable.

    Both parties recognise their mutual need to pool their resources to take on entrenched rivals such as the SP, BSP and BJP. Further, after SP leader Mulayam Singh Yadav ‘spoiled’ the Janata Parivar merger attempts last year, Kumar, Singh and Congress share a political aversion to Yadav, who also fielded SP candidates against the grand alliance in Bihar.

    Further, the traditional rivalry RLD and Congress share with BSP makes their coming together to form an anti-BJP platform inevitable, a source said. Incidentally, Kumar’s campaign strategist-turned-advisor Prashant Kishor is the campaign strategist of Congress in UP.

    “The merger is meant to expand our party by reinforcing the combined interests of the two parties and position effectively in the UP polls by tapping the joint strength,” said Sharad Yadav, who is set to step down as JD(U) president. Explaining his decision to step down from the presidentship, Yadav said: “I have completed my third consecutive full term as JD(U) president. Last time the party constitution, which had fixed cap on two consecutive terms for party president, had to be amended to extend my term. I don’t want to amend the constitution again, therefore, have chosen to step down.

    NEW DELHI (TIP): National Bravery Award-winning boys and girls drew applause from the audience at the Republic Day parade here for saving human lives in dangerous situations.

    As 23 out of the 25 award winners were driven in a jeep at the parade.

    From a 16-year-old who fought off a tiger to a 13-year-old who lost his life while trying to save his friend from drowning, three girls and 22 boys showed incredible bravery in the face of dangerous situations.

    Bharat Award, the highest of the National Bravery Awards, has been posthumously awarded to Gaurav Kawduji Sahastrabuddhe from Maharashtra who sacrificed his life during an attempt to save four of his friends.

    Shivansh Singh, who lost his life while undertaking a valiant effort to save his friend from drowning in Sarayu river was also awarded posthumously.

    The prestigious Geeta Chopra award has been given to eight-year-old Shivampet Ruchitha of Telangana who displayed exemplary valour in saving two lives when a train hit her school bus.

    Sixteen-year-old Arjun Singh was honoured with Sanjay Chopra Award for displaying outstanding bravery in fighting off a tiger to save his mother. Ramdinthara (15) of Mizoram, who saved two persons from electrocution, was awarded Bapu Gaidhani Award, along with Rakeshbhai Shanabhai Patel (13) of Gujarat and Aromal SM (12) from Kerala.

    While Rakeshbhai saved a boy who accidentally fell into a deep well, Aromal rescued two women from drowning.

    Other recipients of the bravery awards are Kashish Dhanani (Gujarat), Maurice Yengkhom and Chongtham Kuber Meitei from Manipur, Angelica Tynsong (Meghalaya), Sai Krishna Akhil Kilambi (Telangana), Joena Chakbraborty and Sarwanand Saha (Chhattisgarh) and Dishant Mehndiratta (Haryana). Beedhovan, Nithin Philip Mathew, Abhijit KV, Anandu Dillep, Muhammad Shamnad (all from Kerala), Mohit Mahdenrda Dalvi, Nilesh Revaram Bhil, Vaibhav Ramesh Ghangare (all from Maharashtra), Abinash Mishra (Odisha) and Bhimsen from Uttar Pradesh were also given the award.

    Police in Uttar Pradesh have arrested a woman for beating her mother-in-the law after CCTV footage of the assault went viral on social media.

    The daughter-in-law ‘Sangeeta Jain’ was arrested on Tuesday, January 12, in connection with the attack on 70-year-old Raj Rani Jain.

    The footage is apparently from last week after Ms Jain’s husband installed a CCTV camera in their house in Bijnore district to “expose” his wife.

    Police said there was a “lot of infighting in the family between the husband, wife and mother-in-law”.

    Sandeep Jain said his wife “used to attack” his family ever since their marriage seven years ago.
    However, the motive of the attack and why it took so long for Mr Jain to report the matter to the police is not clear.

    The graphic footage, which has sparked outrage, shows a woman slapping and dragging an elderly woman wrapped in a quilt in her bed. At times, it appears, she is trying to strangle the older woman.

    “My daughter-in-law slapped me and tried to strangle me. Then she got some stones and hit me with them,” Raj Rani Jain, who has been admitted to hospital, told reporters.

    Her son said his wife “was always like this”, but offered no other details about his wife’s behavior.

    Senior police officer Daljit Chowdhury told NDTV news channel that they were investigating the incident.

    “From what I have heard there is a lot of infighting in the family. It’s a bad state of affairs.”

    A bomb scare on the Lucknow-bound Shatabdi Express turned out to be a hoax following a thorough search conducted by GRP and local police.

    The train was evacuated and searched at Ghaziabad Sunday, January 3, following information about a possible bomb threat. Delhi Police alerted Northern Railways about the threat and advised a thorough check of all trains including Rajdhani and Duronto Express between Delhi and Kanpur.

    Neeraj Sharma, CPRO Northern Railways, said GRP informed them at 6.25 am. The Delhi-Lucknow Shatabdi had already left at 6.15 am.

    “The train was stopped in Ghaziabad at 6.48 am and all passengers were de-boarded and their luggage checked by the RPF, GRP, Uttar Pradesh Police and bomb disposal squad. The train was given a clearance at 7.40 am,” he added. He said the bomb call turned out to be hoax. “We checked different trains and in general increased our security. We are taking all precautions.”

    Railway officials confirmed that there was no presence of explosives in any of the coaches and that the train departed at 7:52 am from Ghaziabad with all passengers on board.

    Meanwhile, the New Delhi station was also searched by security personnel and the dog squad of Delhi Police following the threat. Trains already running late on a foggy Sunday morning were affected.

    The national capital is on alert after the terror attack by Pakistani ultras in Pathankot on Saturday.

    Al-Qaida in South Asia head is an Indian

    The head of Al-Qaeda’s South Asian wing is Sanaul Haq, a one-time resident of Sambhal, in Uttar Pradesh, over 150 km from the national capital, intelligence sources have confirmed to The Indian Express. Known to the world as Maulana Asim Umar, Haq was appointed amir of al-Qaeda in the Indian Subcontinent, or AQIS, by its overall chief, Ayman al-Zawahiri, last year.

    Haq was identified, sources said, on the basis of the questioning of Sambhal resident Mohammad Asif and Cuttack-based cleric Abdul Rehman, who the Delhi Police said, had been tasked by Haq with setting up “AQIS recruitment networks” in India.

    Rehman, 37, was arrested by a joint team of the Special Cell of Delhi Police and Bhubaneswar-Cuttack Commissionerate police from his house at Paschima Kachha village under Jagatpur police station early this morning. Asif was arrested in Delhi on December 14. Rehman, who holds two PhDs in Arabicand Islamic Studies from Deoband, runs a madrasa in the Tangi area of Cuttack district.

    Haq’s operational deputy, sources said, has also been identified as an Indian national from Sambhal, Said Akhtar. Investigators say they have evidence that at least five Indian nationals are part of the organisation’s network in Pakistan.

    Haq’s identification marks a breakthrough in the international hunt for the Pakistan-based AQIS chief who has never been photographed or appeared in propaganda videos without a digital mask. Last year, The Indian Express was the first to report on the speculation that newly appointed AQIS chief was suspected of being an Indian national.

    Delhi Police Special Commissioner Arvind Deep said today that Asif, who had grown up along with Haq, travelled to Pakistan through Iran in 2012, along with two other Uttar Pradesh men — whose identities have been withheld — to train at a jihadist camp in Miranshah, in Pakistan’s north-west. There, he said, Asif, a 37-year-old father of two, received only ideological instruction, because of ill health, before being sent home in October 2014, to recruit more Indian nationals.

    For his part, Rehman is alleged to have recruited at least one Odisha resident for training with AQIS.

    Earlier this year, the United States announced it had destroyed what it said was the largest al-Qaeda camp detected in Afghanistan where upwards of 150 AQIS personnel were thought to have been training. Pamphlets and videos recovered from the site threw up evidence that many of the recruits spoke Urdu and Bengali, officials said.

    Educated at the famous Dar-ul-Uloom seminary at Deoband, from where he graduated in 1991, Haq became allegedly involved in jihadist circles following the demolition of the Babri Masjid in December 1992, investigators say they had been told by his alleged lieutenants whose arrest was announced today. He disappeared from Sambhal in 1995, severing contacts with his family.

    Maulana Ashraf Usmani, a spokesperson for the Deoband seminary, said he could not immediately confirm or deny if Haq had been a student there and added that there were no records for many students who dropped out before completing their theological education.

    From Pakistani sources familiar with the jihadi movement, though, The Indian Express learned that Haq arrived in Pakistan that year, beginning studies at the Jamia Uloom-e-Islamiaa Karachi seminary that has produced several jihadist leaders, including Maulana Masood Azhar, the leader of the Jaish-e-Muhammad; Qari Saifullah Akhtar, who headed the Har-kat-ul-Jihad-al-Islami, and Fazl-ur-Rehman Khalil, the leader of Harkat-ul-Mujahideen.

    Haq, sources said, was mentored by Nizamuddin Shamzai, a cleric closely linked to the Taliban who once bragged of being treated as a “state guest” in Mullah Muhammad Omar’s Islamic Emirate of Afghanistan.

    In the late 1990s, after finishing his studies in Karachi, Haq is believed to have joined Fazlur-Rehman Khalil’s Harkat-ul-Mujahi-deen, teaching briefly at the Dar-ul-Uloom Haqqania seminary in Peshawar, and serving at the Harkat-ul-Mujahideen’s training camps in PoK . Following the events of 9/11, sources said, Haq moved back to Karachi, living from 2004-2006 at the Harkat-ul-Mujahideen’s of-fice in Haroonabad.

    Haq’s turn towards al-Qaeda began in the summer of 2007, after General Pervez Musharraf ordered the storming of Lal Masjid in Islamabad, a seminary run by Jamia Uloom-e-Islamia alumnus Maulana Abdul Rashid Ghazi. He made contact with Muhammad Ilyas Kashmiri, a top jihadist with close links to al-Qaeda. Interestingly, jailed 26/11 perpetrator David Headley had told the FBI of a “Karachi project” run by Kashmiri, with plans to target India.

    In 2013, Haq delivered the first exhortations specifically targeting Muslims in India — the first of its kind in global jihadist writing. He invoked anti-Muslim communal violence in India, saying “the Red Fort in front of the mosque cries tears of blood at your slavery and mass killing at the hands of the Hindus”.

    Bhubaneswar-Cuttack Police Commissioner Rajendra Prasad Sharma said the Delhi Police got to know know of Rehman’s links with the al-Qaeda group after tracking his telephone call records. The team, which landed in Bhubaneswar, yesterday raided Rehman’s residence in Paschima Kachha village last night. Rehman’s mobile phone, a tablet and his passport were seized.

    WASHINGTON:  Frank Islam, a prominent Indian American entrepreneur and philanthropist has been awarded the inaugural UP Ratna award for his achievements and outstanding contributions as a son of Uttar Pradesh.

    The award will be given by Uttar Pradesh Chief Minister Akhilesh Yadav at the inaugural UP Pravasi Diwas in Agra on January 4, according to a media release.

    The UP Ratna award has been instituted to recognise the achievements and outstanding contributions of NRIs who hail from Uttar Pradesh, according to Sanjiv Saran, Principal Secretary in the State Government.

    Mr Islam, an alumnus of Aligarh Muslim University (AMU) has supported a number of civic, educational and artistic causes and institutions.

    Earlier this year, the foundation started by Mr Islam and his wife, Debbie Driesman – the Frank Islam and Debbie Driesman Foundation – pledged $2 million to AMU for the construction of a new school of management at the 140-year-old institution.

    Other institutions and organizations that have received the support of the Foundation include University of Colorado, Montgomery College, and John F. Kennedy Centre for the Performing Arts, United States Institute of Peace (USIP) and Brookings Institution.

    “I am profoundly grateful to Chief Minister Akhilesh Yadav and the Uttar Pradesh government for this honour,” said Mr Islam, who was born in Azamgarh, describing the award as an “incredible honour.”

    “Uttar Pradesh is where my journey started. It is where I grew up and spent the formative years. I am humbled and delighted to be honoured by the state of Uttar Pradesh.”

    “I feel a strong connection to the past and future of UP,” he said. “I felt a reaffirmation of purpose to strive to improve the educational conditions for those who are less fortunate and underprivileged.”

    He said, he felt “a sense of cautious optimism that we as concerned Indian Americans can make a positive and a meaningful difference by working together.”

    Mr Islam added, “I owe a sense of gratitude to (state’s ruling Samajwadi Party chief) Mr Mulayam Singh Yadav for his leadership and his service to Azamgarh where I was born.”

    Mr Islam came to the US in the early 1970s to study at University of Colorado. He founded an information technology company, the QSS Company, in 1994 with him as the sole employee.

    The company boasts of more than 2,000 employees on Tuesday and sales of $300 million before he sold it in 2007.
