    U.S. indicts seven Russian intel agents in hacking conspiracy

    ‘Westinghouse, chemical weapons watchdog OPCW and FIFA were targeted’

    WASHINGTON (TIP): The U.S. Justice Department on Thursday, October 4, indicted seven agents of Russia’s GRU military intelligence agency as part of a joint crackdown with allies Britain and the Netherlands on a series of major hacking plots attributed to Moscow.

    The U.S. indictments were announced as Dutch security services said they had thwarted a Russian attack on the global chemical weapons watchdog, the OPCW, and after Britain blamed the GRU for plots that notably targeted the U.S. Democratic Party and world sport’s anti-doping authority

    John Demers, U.S. Assistant Attorney General for National Security, confirmed that known attack targets included the OPCW, sports bodies including FIFA and the World Anti-doping Agency (WADA), as well as U.S. nuclear energy company Westinghouse.

    “Nations like Russia and others that engage in malicious and norm-shattering cyber and influence activities should understand the continuing and steadfast resolve of the United States and its allies to prevent, disrupt and deter such unaccountable conduct,” Mr. Demers told a news conference.

    “The defendants in this case should know that justice is very patient, its reach is long, and its memory is even longer,” he said.

    The indictments include charges of money laundering, using virtual currencies like bitcoin, wire fraud and identify theft.

    Mr. Demers said the operations “involved sophisticated, persistent and unauthorized access into the victims’ computer networks for the purpose of stealing private or otherwise sensitive information.”

    While the latest case did not arise from Robert Mueller’s probe into Russian election meddling, it overlaps with it — including the identity of the individuals charged, Mr. Demers said.

    In July, Mr. Mueller indicted 12 GRU officers, accusing them of interfering in the U.S. polls in 2016.

    Canada confirmed on Thursday it believes itself to have been targeted by Russian cyber attacks, citing breaches at its center for ethics in sports and at the Montreal-based WADA.

    Cyber aggressor

    “The government of Canada assesses with high confidence that the Russian military’s intelligence arm, the GRU, was responsible” for these cyber attacks, the foreign ministry said in a statement.

    Meanwhile, Britain’s National Cyber Security Centre (NCSC) termed Russia’s GRU a pernicious cyber aggressor.

    GRU, Britain said, was almost certainly behind the BadRabbit and World Anti-Doping Agency attacks of 2017, the hack of the Democratic National Committee (DNC) in 2016 and the theft of emails from a U.K.-based TV station in 2015.

    “The GRUs actions are reckless and indiscriminate: they try to undermine and interfere in elections in other countries,” said British Foreign Secretary Jeremy Hunt.

    Though less well known than the Soviet Union’s once mighty KGB, Russia’s military intelligence service played a major role in some of the biggest events of the past century, from the Cuban missile crisis to the annexation of Crimea.

    Though commonly known by the acronym GRU, which stands for the Main Intelligence Directorate, its name was formally changed in 2010 to the Main Directorate of the General Staff (or just GU). Its old acronym — GRU —is still more widely used.

    2 Indians held in Washington State for staying illegally: Officials

    WASHINGTON(TIP): US border patrol agents have arrested two Indian nationals on charges of illegally staying in the country, the law enforcement agency said on Wednesday, July 25.

    The two persons, arrested over the weekend, are now being processed for removal, the agency said in a media release.

    The US Border Patrol said they encountered the Indian nationals during a routine immigration check operations of all passengers at a bus terminal in Spokane, Washington.

    Agents spoke with one individual who presented an expired B-2 tourist visa issued more than a year ago. They took the man into custody due to his expired visa, the release stated.

    The B-2 visa is issued for short visits to the US for vacation or medical treatment.

    Agents determined the other individual illegally crossed into the US from Mexico in May 2011. Investigation revealed he was also in possession of a fraudulent social security card.

    Both individuals were processed for removal and transported to the Northwest Detention Center in Tacoma to await their immigration hearing.

    “The use of fake documents, while commonly used, is often difficult to detect due to the limited amount of interaction that our agents have with the public while conducting enforcement operations at the transportation facility,” patrol agent in-charge Zach Crosson said.

    Indian American Pilot among 3 dead in mid-air collision

    WASHINGTON(TIP): An Indian American is one among two other persons after two small planes collided mid-air in the US state of Florida, aviation authorities said.

    Nisha Sejwal, 19, was killed in the accident on July 17, Tuesday along with Jorge Sanchez, 22, and Ralph Knight, 72, the Federal Aviation Administration said.

    The police said they were trying to trace the whereabouts of a possible fourth passenger after both planes belonging to the Dean International flight school crashed mid-air.

    The search and rescue effort that were suspended due to low visibility late on Tuesday, would resume on Wednesday, an officer said.

    The police established the identity of Nisha Sejwal from her social media page, while Jorge Sanchez was found to be a resident from the area.

    The debris of the crashed planes was located in a region only accessible by airboats. Photos circulating online showed the wreckage resting on top of a swampy terrain covered by long grass.

    Miami Dade County Mayor Carlos A. Gimenez told the media that the flight school has a history of more than two dozen incidents and accidents between 2007 and 2017.

    Indian Americans Charged In $16 Million US Postal Service Fraud

    WASHINGTON(TIP): Indian Americans owners of a bulk-mailing company in suburban Chicago, were today charged for swindling the US Postal Service of at least $16 million.

    Owner and operator of Prodigy Mailing Services, Yogesh Patel and Arvind Lakkamsani, defrauded USPS by forging documents and secretly using an official date stamp to fraudulently authenticate payment of postage for than 80 million pieces of mail, according to criminal charges filed by the US Attorney’s Office in Chicago.

    According to the charges, Mr Patel and Mr Lakkamsani schemed with a third defendant, David Gargano, to fraudulently cause the USPS to deliver numerous bulk mailings without payment.

    The trio forged a USPS clerk’s signature on the verification forms and secretly used an official postal service date stamp to make it falsely appear that the clerk had authenticated postage, the charges allege.

    From 2010 to 2015, the defendants caused a loss to the postal service of at least $16 million, according to the charges.

    Each of the three defendants – Mr Patel, 58, of Orlando, Florida, Mr Lakkamsani, 57, of Northbrook, Illinois and Mr Gargano, 51, of Barrington, Illinois – have been charged with one count of mail fraud. Arraignments in the US District Court in Chicago have not yet been scheduled, a media release said.

    According to the charges, Mr Gargano-owned and Illinois-based Direct Mail Resources Inc, which collected a fee to match customers seeking to make bulk mailings with companies who could perform those services, such as Prodigy. Mr Gargano referred two energy companies to Prodigy for bulk mailing services.

    The two energy companies provided millions of dollars to the defendants to pay the postage for the companies’ bulk mailings. Instead of using those funds to pay the postage, the defendants split the money among themselves and used it for their own benefit, the charges allege.

    Federal prosecutors alleged that the defendants made the mailings but kept the postage money from the energy companies without paying postage to the postal service.

    Mr Patel and Mr Lakkamsani fraudulently maintained a key to a postal service mail unit, which was located inside Prodigy’s facility, and used the key to secretly access an official date-stamp without the USPS’ knowledge or approval, the release said.

    By forging the postal clerk’s signature and fraudulently stamping the mailings, the two India Americans made it falsely appear that the verification forms – which identified the amount of postage paid for the bulk mailings – were authentic and that postage had been appropriately paid, federal prosecutors alleged.

    WASHINGTON, DC(TIP): Indian-origin high-skilled workers and their kids caught up in the broken American immigration system received full support from the powerful Republican lawmakers to obtain lawful permanent residency, popularly known as a green card.

    Addressing a rally on the expansive west lawn of the US Capitol, Senator Rand Paul of Kentucky told a sizeable crowd of Indian immigrants: “You have come lawfully. You have come legally and yet it takes forever and maybe it never happens at all that you get your permanent residency”. A simple way to fix that, he said, is “more green cards and no country limits”. The current immigration system imposes a seven percent per-country quota on the allotment of family-sponsored and employment-based visas.

    An influential voice in Congress, Paul has been in the forefront of boosting high-skilled immigration including increasing the H-1B visa cap, allowing the best and brightest to come to America. “The Indian-American community has exceeded to such levels that it is difficult to recount”, he told the crowd at the rally, mentioning Nobel laureates, Deans at prestigious universities, CEOs in Silicon Valley of Indian origin.

    Imploring the gathering to be more engaged, Paul said, “People need to talk about what the Indian-American community has brought to America, how you are already part of America, how you are making America great”.

There is not really a limit if people will work”. In his own state, he disclosed, there is a shortage of skilled workers. “So, we want more people in our country, but we need to do it lawfully, legally and with a process”, he emphasized.

    The event drew busloads of Indian professionals and kids from across the US including the states of California, North Carolina and New Jersey. At one point, rally-goers made a human chain on the expansive lawn of the US Capitol chanting slogans like “Clear green card backlog”, “High-skilled immigrants deserve better”, “DALCA deserves better”. It was quite a sight to behold as they raised their voices in unison hoping those in the corridors of power would hear and heed their clarion call for action.

    In the spotlight were children of H-1B visa holders which the RHC calls DALCA (Deferred Action for Legal Childhood Arrivals) kids. They face possible deportation when they age out of their H-4 dependent status. These are the legal Dreamers sidelined by the DACA (Deferred Action for Childhood Arrivals) kids who were brought to the US illegally as children.

    While acknowledging that he sympathizes with DACA recipients, Senator Paul made it clear he doesn’t believe “they should somehow get in front or obscure the kids of legal immigrants” who must have protections in place.

    Congressman Pete Sessions of Texas, Chairman of the House Committee on Rules, thanked the crowd at the rally for sending a message to their families in India that “America wants and needs India to succeed. We want your great and young Prime Minister Modi to be just not a world leader, but a brave leader who will forge a path with America towards a better future”, he said.

    No Heavy Tanks, but heavy air component

    WASHINGTON (TIP): President Trump is believed to have decided on the date of his Parade. It is Nov 11 or Veteran’s Day. However, according to a Pentagon memo, the spectacle won’t include tanks, to “minimize the damage done to local infrastructure,” Al Jazeera reported.

    Trump asked the Pentagon to plan a parade in February after he visited France in July for Bastille Day festivities.

    Per the Pentagon memo, which released on Friday, March 9, the parade will travel from the White House to the Capitol in Washington D.C. Instead of tanks, the show will end with a “heavy air component,” which will incorporate older aircraft. While the memo didn’t reveal the parade’s cost, it did mention that it will “highlight the evolution of women veterans from separate formations in World War II to today’s integrated formations.”

    Military parades are unusual in America; the last time we had one was in D.C. in 1991, after the Gulf War. That parade cost $8 million and would cost considerably more today. According to White House press secretary Sarah Sanders, Trump’s goal is to have “a celebration” of the military. People have criticized Trump for the idea, comparing the parade to those that occur in China and North Korea.

    And speaking of North Korea: A couple of days after news broke that Trump wanted to plan a military parade, Kim Jong-Un executed his own on Feb. 8, the eve of the opening ceremony of South Korea’s Winter Olympics. Kim’s celebration included troops, missiles, and tanks, the entirety of which traveled to Kim II Sung Square in a large choreographed military display. An estimated 50,000 people assembled to watch the parade, 13,000 of which were troops.

    Special Counsel Mueller Files New Charges against Manafort and Gates

    WASHINGTON (TIP): Special Counsel Robert Mueller filed, February 22, new fraud and money-laundering charges against former Trump campaign chairman Paul Manafort and his associate Rick Gates.

    In the 37-page indictment, prosecutors describe a “scheme” in which the two longtime business partners allegedly laundered $30 million, failed to pay taxes for almost 10 years and used real estate they owned to fraudulently secure more than $20 million in loans.

    The indictments show increasing pressure from Mueller on the former top Trump campaign officials and highlight his aggressive effort to investigate Russian interference in the 2016 presidential election and any related matters uncovered during the investigation.

    Last Friday, the special counsel produced grand jury indictments for 13 Russian nationals, accusing them of operating a misinformation campaign to hurt Hillary Clinton’s presidential effort.

    In the indictment released Thursday, prosecutors allege Manafort and Gates “hid the existence and ownership of the foreign companies and bank accounts” they oversaw and laundered more than $30 million in income.

    Some of the fraud was possible because the men disguised their income as “loans” from shell corporations they ran, the prosecutors said.

    More than $75 million dollars flowed through offshore accounts the men had set up in foreign countries, including Cyprus, St. Vincent and the Grenadines and the Seychelles, the indictment alleges. These are small island nations where local laws make it easy to park money.

    Manafort used some of the money to buy real estate in the US, and they both used the money on home improvement and to refinance their mortgages, the indictment alleges. They also allegedly used money from their offshore accounts to pay for luxury goods, and, in Gates’ case, for his mortgage and children’s tuition.

    They were able to defraud banks because of the tens of millions of dollars they earned doing Ukrainian political work and lobbying from 2006 until 2015, the prosecutors allege.

    Manafort faces 18 new charges in Virginia, while Gates faces 23 new charges.

    Already, the pair face a combined 12 criminal charges in federal court in Washington for alleged money laundering and failing to disclose banking information and foreign lobbying work they did prior to 2015. Those charges are also connected to the offshore accounts in the new indictment.

    Manafort and Gates pleaded not guilty to those charges in October.

    Thursday’s indictment adds more pressure on Manafort and Gates as their Washington trial approaches this year. With mounting legal expenses and the potential for lengthy prison sentences, Manafort and Gates might reconsider cutting a deal with Mueller’s team.

    But they can only make a deal if they have valuable information that Mueller can use in other prosecutions. Gates could testify against Manafort, and Manafort could testify about any potential crimes he witnessed during Trump’s presidential campaign — if any occurred.

    WASHINGTON (TIP):  Indian American researchers have been selected for Virginia’s Outstanding STEM Awards for their contribution and deep commitment towards the betterment of human health globally.

    STEM stands for science, technology, engineering and mathematics.

    Arun J Sanyal and Parthik Naidu are among six people selected by Virginia Governor Ralph Northam for the 2018 Outstanding STEM Awards.

    While Sanyal has developed training programes in liver disease diagnosis and treatment, Naidu,18, has developed a machine learning software to study 3D interactions of the cancer.

    Celebrating the academic excellence and entrepreneurial spirit of these Virginians helps showcase how STEM innovations tie in to our everyday lives, said Governor Northam.

    It also highlights the profound contribution that STEM makes to Virginia families and our economy. I thank these extraordinary awardees and everyone who works hard to make Virginia a leader in these important fields, Mr. Northam said.

    Sanyal is a pioneer in identifying the mechanisms, clinical outcomes and management of nonalcoholic fatty liver disease (NASH) and metabolic syndrome, a disease of increasing prevalence and global consequences.

    To address this, he has developed training programes in liver disease diagnosis and treatment, and works to incorporate them in primary care settings.

    He was selected for the Virginia Outstanding Scientist award for his deep commitment to the betterment of human health globally via science, education and public policy.

    Naidu was selected as a STEM Phenom for his sharing of knowledge with others to inspire those around him to become change makers in addition to his application of STEM principles, a statement said.

    He developed a machine learning software to study 3D interactions of the cancer when he was 17 years old.

    The computational tool called DNALoopR is faster, less expensive and more accurately analyses the biological patterns of cancer DNA than laboratory tools that currently exist.

    DNALoopR gives unprecedented insight into the inner workings of cancer, thus helping doctors create personalized treatments for millions of patients.

    Naidu is currently a freshman at Stanford University studying computer science.

    Four students injured in classroom shooting at L.A. middle school; 12-year-old girl in custody

    Washington (TIP): Parents receive information on children and officials discuss the Salvador Castro Middle School shooting in which two students were injured by gunfire, one critically.

    A 12-year-old girl was in police custody Thursday after a shooting at Sal Castro Middle School injured four students.
    The gunfire erupted in a classroom at the school in the Westlake neighborhood shortly after the opening bell and caused numerous students to run from the area, according to Los Angeles police Officer Drake Madison.
    At least one student told a reporter they were in the classroom at the time of the shooting and said it was unintentional.
    “Someone decided to bring a gun, I guess someone was accidentally playing around with it,” said Benjamin, a 13-year-old 7th grader, whose guardian asked that his last name not be used. “They thought it was a fake gun.”
    When authorities responded around 8:55 a.m., they found a 15-year-old boy with a gunshot wound to the head and a 15-year-old girl shot in the wrist and three others with minor injuries.
    The boy, who was shot in the temple, was in stable condition Thursday afternoon, and was expected to fully recover, according to Dr. Carl Chudnofsky, of L.A. County-USC Medical Center. The girl, who was shot in the left wrist, was in fair condition.
    Three others — a 30-year-old woman, an 11-year-old boy and a 12-year-old girl — also suffered minor injuries, including two from gunshots, health officials said.
    At a news conference outside the hospital on Thursday, Dr. Aaron Strumwasser said the 15-year-old boy was extremely lucky because the bullet wound failed to cause serious damage. “I think he will do fine,” Strumwasser said.
    The suspected shooter was taken into custody and a firearm was recovered, officials said. Helicopter news footage showed two officers leading a handcuffed girl with long hair, jeans and a sweatshirt to a waiting squad car. Robert Arcos, a deputy chief with the Los Angeles Police Department, said it was too early to determine a motive in the shooting.
    Investigators were still conducting interviews to determine whether the shooting was intentional or a “terrible accident,” he said.
    In a morning news conference, Los Angeles School Police Chief Steve Zipperman said he did not know how a young person got access to a gun and brought it to campus, but warned gun owners to keep their weapons secure and away from children.
    “Los Angeles has a law about the safe storage of weapons,” L.A. City Atty. Mike Feuer added. “Every responsible gun owner needs to take heed.”
    There was no longer any danger at the school, Zipperman said, but the campus remained on lockdown. School officials directed parents to an information center at Belmont Avenue and Beverly Boulevard, or asked them to call (213) 241-1000 for information.
    Students are to be dismissed on the school’s regular schedule, but parents can pick up their children earlier if they wish.
    Throughout the morning and early afternoon Thursday, scores of parents anxiously awaited word on their children.
    Tyresha McNair got to the school Thursday morning with her young niece. She had seen news of the shooting on TV and came to get her daughter, who is a student at the middle school.
    “I saw it on the news and I came here to get my baby,” she said.
    At the front gate of the school, McNair said she was directed to the back, which was blocked off. She said she had been texting her daughter, but hadn’t heard back.
    “Any other time my baby would respond and she’s not responding,” McNair said. “I just want my daughter. I want my daughter.”
    It was sometime after 9 a.m. when Rosario Hernandez, 41, got a phone call from her 16-year-son, Jimmy Romero, telling her a shooting had occurred at his brother’s school. Jimmy attends Belmont High School, which is across the street.
    Hernandez left work and sped to the school campus.
    She texted her 14-year-old son, Johnny Romero, whose number was listed under “Johnny baby,” and asked him if was OK.
    When he finally responded, he told her they were still on lockdown and said the shooting had happened inside a seventh-grade classroom.
    “She shot a girl and a boy,” he wrote.
    “OMG,” Hernandez responded. “But why mijo.”
    “I don’t know. Mom go home, I will tell you when we are not in lockdown.”
    Hernandez said there are problems at the school, including bullying and gangs. She sat waiting with worried parents at a baseball field. Nearby, Laura Gonzalez waited to get Information from police and school district officials.

    Damocles sword hangs on government running despite House Passing Short-Term Spending Bill

    WASHINGTON (TIP): The House, on Thursday, January 18 night, approved, 230 to 197, a stopgap spending bill to keep the government open past Friday, but “Senate Democrats — angered by President Trump’s vulgar aspersions and a lack of progress on a broader budget and immigration deal — appeared ready to block the measure”, said a New York Times report.

    In the Senate, at least about a dozen Democratic votes would be needed to approve the measure, and there was little chance that those would materialize. Democrats are intent on securing concessions that would, among other things, protect from deportation young immigrants brought to the country illegally as children, increase domestic spending, aid Puerto Rico and bolster the government’s response to the opioid crisis.

    The Senate held only a procedural vote on the stopgap bill late Thursday night, leaving for Friday a more consequential vote when Democrats are expected to block the measure.

    Indian American Congresswoman Pramila Jayapal to boycott Donald Trump’s State of the Union address

    WASHINGTON (TIP): Indian American Congresswoman Pramila Jayapal has announced that she would skip President Donald Trump’s State of the Union address, in protest against his policies and rhetoric against immigrants. Jayapal, 52, joins more than half a dozen Democratic lawmakers, including the legendary Congressman John Lewis, who will give a miss to the January 30 event.

    Other lawmakers who have announced to boycott the event include Frederica Wilson, Maxine Waters, and Earl Blumenauer.

    “I would not be attending the State of the Union this year. I join other distinguished members, including Rep John Lewis, in refusing to dignify a president who has used the platform of the Oval Office to fan the flames of racism, sexism and hatred—most recently with his vulgar condemnation of Haiti and other African countries,” Jayapal said in a statement.

    Jayapal said she disagrees with Trump’s approach which is “narrow and self-serving”.

    “This president has consistently indicated that he has no interest in leading a unified country. He has gone out of his way to play to a small and shrinking base of voters by using language that diminishes and demeans vast swaths of people in our own country and around the world,” Jayapal said.

    “His path is dangerous. His path is destructive. His path cannot be normalized. I will not normalize it. This is our own form of non-violent resistance,” she said.

    According to Jayapal, her constituents and people across the country are “heartbroken, terrified and demoralized”.

    “He does and says things that none of us, as parents, would condone for our children. He consistently uses language that is outright racist. He actively uses the highest office of the land to promote hatred as a political tool for his own benefit,” said Jayapal.

    “As a brown immigrant female member of Congress, I feel the impact of these words personally, as well as collectively,” she said.

    Jayapal is the only Indian American lawmaker to have announced boycotting Trump’s State of the Union Address, which is a customary annual address of the US President to a joint session of the Congress.

    Other Indian American Congressmen are Dr. Ami Bera, Ro Khanna and Raja Krishnamoorthi. Senator Kamala Harris from California is of mixed African and American heritage.

    Indian American educator Deep Saran announces to run for US House of Representatives

    WASHINGTON (TIP):  An Indian American educator has announced to run for the US House of Representatives.  Deep Saran, 45, is one of almost a dozen Democrats in the fray for the primary to earn the right to challenge the two-term GOP congresswoman Barbara Comstock from the 10th Congressional District of Virginia.

    “I’m a teacher, school founder, technology entrepreneur, lawyer, and child of immigrants from India,” Saran says on his campaign website. Saran said he would champion a national commitment for improved quality of public education both in terms of accessibility and affordability.

    “As the child of immigrants, I would push back against intolerance and hatred,” Saran said. Saran’s parents emigrated from India over 50 years ago. His father was a refugee during India’s partition. He founded and runs a school, ‘Loudoun School for the Gifted’

    Saran holds a degree in political science from the University of Maryland and attended law school at Georgetown University. He was previously a corporate attorney for large firms in Baltimore and Chicago but left private legal practice to study how children learn and to work on a Ph.D. in Human Development at the University of Maryland.

    WASHINGTON (TIP): This evening in Washington, Rep. Tulsi Gabbard delivered a keynote address at the Indian American Friendship Council’s (IFAC) 20th Annual Legislative Conference. The congresswoman, a member of the House Foreign Affairs Asia-Pacific Subcommittee and the Democratic Co-Chair of the bipartisan Congressional Caucus on India and Indian Americans, spoke about bipartisan support behind strengthening mutually beneficial economic ties, building upon the existing U.S.-India security framework and a shared fight against terrorism, and expanding educational opportunities between the U.S. and India. Other speakers included the U.S. Ambassador to the United Nations, Nikki Haley, Foreign Affairs Committee Chair Ed Royce, Democrat Ranking Member Elliot Engel, and fellow lawmakers.

    The congresswoman was recognized with IFAC’s National Service Award for her leadership in strengthening the U.S.-India partnership. Most recently in Hawaiʻi, the congresswoman has worked with state and local leaders to initiate a Sister-State relationship between Hawaiʻi and Goa, which will be formalized later this year.
