“Listen with curiosity. Speak with honesty. Act with integrity. The greatest problem with communication is we don’t listen to understand. We listen to reply. When we listen with curiosity, we don’t listen with the intent to reply. We listen for what’s behind the words.”

BUCHAREST (TIP): Embassy successfully organized a Hybrid B2B Meeting on Manpower Mobility on 20 March 2026 at the Embassy premises, bringing together leading Indian recruitment agencies and Romanian companies to explore avenues for enhanced cooperation in the field of workforce mobility. The event commenced with the welcome of distinguished guests and participants from both countries, including representatives joining virtually from India. The hybrid format enabled wider participation and facilitated real-time engagement between stakeholders across geographies.

The programme featured special remarks by Dr. Manoj Kumar Mohapatra, Ambassador of India to Romania. In his address, Ambassador Mohapatra underscored the steady growth in India–Romania bilateral relations and emphasized the immense potential for collaboration in the mobility of skilled and semi-skilled manpower. He highlighted India’s global reputation as a dependable source of qualified, adaptable, and professionally trained human resources across a wide range of sectors, including construction, healthcare, hospitality, information technology, and engineering services. He also noted that structured and transparent mobility partnerships could contribute significantly to addressing Romania’s workforce requirements while creating gainful employment opportunities for Indian workers.

Ambassador Mohapatra further emphasized that Romania, since its accession to the European Union has witnessed significant outward migration of its workforce to other EU member states, leading to persistent labour shortages across key sectors of its economy. It is estimated that around 4 million Romanians are currently working abroad, creating gaps particularly in construction, manufacturing, transport, hospitality, and healthcare sectors. To address these shortages, Romania has progressively increased its annual work permit quotas approximately 100,000 for foreign workers in recent years. In this context, Romania is increasingly looking towards India as a reliable and significant partner for sourcing skilled and semi-skilled manpower, given India’s large talent pool and proven track record in international workforce deployment.

The B2B session witnessed active and enthusiastic participation from a wide spectrum of prominent Indian recruitment companies, including Zen International, Kukje Overseas, Prudential Manpower Ltd., Rokadiya Overseas, Seagull International, Veltrix Global Connect, Diisaa International (Kolkata), Ingress Global Consulting LLP, GM-Recruitments, and BSL Group. Representatives from these organizations delivered concise presentations highlighting their experience, sectoral specialization, international placements, and adherence to ethical recruitment practices. They also shared insights into their operational capabilities and readiness to partner with Romanian employers in meeting specific manpower requirements. Romanian companies participated with equal interest, introducing their organizations and outlining their workforce needs across various sectors. The interactive format of the session enabled both sides to exchange detailed information and gain a better understanding of each other’s expectations, regulatory environments, and business practices.
A focused and engaging Q&A session followed, during which participants discussed practical aspects such as recruitment procedures, visa and work permit processes, compliance requirements, worker welfare measures, and potential partnership frameworks. These discussions provided clarity on key operational issues and helped identify pathways for future collaboration.
The event concluded with a vote of thanks, reaffirming the Embassy’s continued commitment to facilitating closer economic and people-to-people ties between India and Romania. The Embassy emphasized its role as a proactive facilitator in promoting structured manpower mobility and fostering mutually beneficial partnerships between businesses of both countries.
