    14-year-old Indian American student Karan Menon wins National Geographic Bee, wins$85,000 in prizes

    NEW JERSEY (TIP): Indian American children have made a habit of winning the spellings and quiz contests in the United States.

    Yet again, Karan Menon, a 14-year-old Indian American student from New Jersey  won the prestigious National Geographic Bee competition.

    All top three positions were bagged by Indian-origin contestants.

    Menon beat out 54 contestants and 10 finalists to bag the top prize at National Geographic headquarters. In fact, seven Indians were among the top 10 in the finals.

    In all, Menon won $85,000 in college scholarships and an expedition to the Galapagos Islands aboard the Lindblad ship National Geographic Endeavour. In addition, he won a lifetime membership of the National Geographic Society.

    Karan has added his name to a long list of Indian-origin kids who have made their mark over the years in the similarly coveted spelling bee championships in the US.

    The first-runner up and recipient of a 25,000 dollars college scholarship was 11-year-old Shriya Yarlagadda of Michigan.

    The third place and a 10,000 dollars college scholarship went to Sojas Wagle of Arkansas, a 13-year-old eighth grader. Seven other finalists, who each won 500 dollars, were Kapil Nathan, a 10-year-old fifth grader from Birmingham, Alabama; Nicholas Monahan, a 12-year-old sixth grader from Idaho; Patrick Taylor, a 12-year-old seventh grader from Iowa; Abhinav Karthikeyan, a 12-year-old sixth grader from Maryland; Lucy Chae, a 13-year-old seventh grader from Massachusetts; Shreyas Varathan, a 14-year-old eighth grader from Minnesota; and Tejas Badgujar, a 13-year-old eighth grader from Pennsylvania.

    New York State sets aside $2M to invest in tech businesses owned by minorities, women

    ALBANY, NY (TIP): New York State has set aside $2 million to invest in new high-tech businesses owned by minorities and women.

    The initiative is meant to expand opportunities for entrepreneurs from diverse backgrounds and promote economic growth around the state, Gov. Cuomo said.

    The money will be managed by Excell Partners, a venture capital firm based in Rochester.

    Preference will be given to start-ups in the life sciences, green technology and other high-tech industries.

    “Under this administration, great strides have been made to support these businesses and encourage diversity in the private sector,” Cuomo said.

    “This new fund will go a long way toward making those gains permanent and building a brighter future for New York.”

    To be eligible, companies must be a certified minority-or women-owned business.

    “It is our hope this fund will be an additional resource for entrepreneurs, encouraging expansion and job creation throughout the state,” said Empire State Development Commissioner Howard Zemsky.

    NEW YORK (TIP): The Metropolitan Transportation Authority is failing to meet its own targets for keeping subway stations free of garbage, cleaning just 3 % of tracks within self-imposed deadlines, New York City Comptroller Scott Stringer said Thursday, May 14.

    The vast majority of New York City’s underground subway tracks-filled with rats and vermin, dirt, garbage and other debris-are cleaned sporadically, and the Metropolitan Transportation Authority’s
    (MTA) New York City Transit (NYCT) has ignored stations with peeling paint that desperately need attention, according to a new audit released today by New York City Comptroller Scott M. Stringer.

    Only three percent of the tracks in 276 underground stations were cleaned according to NYCT’s own standards-potentially exposing millions of commuters to track fires, train delays and rat infestation in hundreds of stations.

    “The MTA is constantly reminding riders to clean up after themselves, but they’re setting a poor example by letting piles of trash on the tracks fester for months on end,” Comptroller Stringer said. “Our auditors observed rats scurrying over the tracks and onto subway platforms, and it’s almost as if they were walking upright -waiting to take the train to their next meal. This is a daily, stomach-turning insult to millions of straphangers, and it’s unworthy of a world-class City.”

    The Comptroller’s audit checked to see if NYCT was meeting its own goals for cleaning tracks and painting stations from July 1, 2013 to June 2014. During this period, NYCT paid $240 million to 2,485 employees to clean and maintain subway stations. While the agency’s operating revenue grew 34% between 2008 and 2013, the percentage of that revenue spent on cleaning stations fell from 6.3% to 5.4% and the agency also slashed the number of track cleaning employees by nearly 50%.

    According to the MTA’s standards, cleaning crews are expected to visit each underground station and clean track beds once every three weeks. Tracks are also to be cleaned every six months by one of the NYCT’s VAK-TRAK trains, which vacuum up trash from the tracks. In 2012, NYCT also launched “Fastrack,” in which segments of subway lines are shut down at night to perform maintenance, cleaning and repair, including full-scale station painting.

    The Comptroller’s audit revealed that none of NYCT’s goals for cleaning and painting were fully met:

    • Tracks aren’t cleaned properly, leaving garbage and rats: Auditors found that 269 of 276 underground station tracks were cleaned less than once every three weeks, falling short of NYCT’s goals. Some 88% of stations were cleaned less than 8 times per year.At Atlantic Avenue-Barclays Center station, two tracks weren’t cleaned at all for four months. When crews finally got around to cleaning them, they collected 122 bags of trash from the tracks.
    • Vacuum trains constantly break down and only clean 1/3 of each track, if they clean at all: NYCT owns two vacuum trains, one of which was out of service for most of the audit period. When it was operating, auditors found that it failed to pick up debris on the track 70 percent of the time. In total, 12% of the stations examined were not cleaned at all by a VAK-TRAK, instead of twice a year as is the standard.
    • Fastrack doesn’t prioritize painting stations in poor conditions: 31 of 39 stations scheduled for Fastrack work had extensive peeling paint, but only seven of those were scheduled for full- scale painting. During the first three months of this year, NYCT painted several stations that were not rated as having poor paint conditions by their own station condition survey.”Fares keep going up, but anyone who takes the trains can tell you that we haven’t seen a meaningful reduction in rats, garbage and peeling paint,” Stringer said. “New York City Transit management needs to get its priorities straight and start deploying its resources to help improve conditions underground.”Auditors made several recommendations to NYCT, virtually all of which the agency agreed with, including:

      Allocating more funds and employees to improve maintenance and cleanliness;

      • Buying newer, more effective vacuum cars;
      • Developing a system to clean track beds to ensure they are cleaned frequently; and
      • Increasing staffing levels for painters and prioritizing poorly maintained stations for Fastrack repairs.

    PHILADELPHIA (TIP): Amtrak Train 188 was going from Washington to New York when it derailed in Philadelphia on Tuesday, May 12 night, leaving eight people dead and more than 200 injured.

    Amtrak Train 188 from Washington to New York derailed, speeding at 106 mph right before entering a 50 mph section.

    The New York National Guard has been deployed to assist local authorities in Philadelphia. The lead investigator for the National Transportation Safety Board says the Amtrak train sped up for a full minute before it derailed at a sharp curve.

    Board member Robert Sumwalt says a camera mounted on the front of the train shows it was going 70 mph 65 seconds before the video went dark.

    By 16 seconds before the crash, the train had increased to 100 mph, soon reaching 106 mph right before entering a 50 mph section.

    Investigators are still unsure why the train was speeding up.

    Sumwalt says inspection records show no anomalies with the track, signals or train itself. It had left Philadelphia’s 30th Street Station on time.

    He says engineer Brandon Bostian has agreed to speak to NTSB investigators in the next few days.

    As emergency crews continued to dig through the wreckage, lawmakers in Washington debated the future of Amtrak’s budget, with one spending committee voting to slash their funding by almost a fifth.

    “We are divesting from America,” accused one member of Congress.

    “Don’t use this tragedy in that way,” another Congressman responded angrily.

    Congress has only 18 more days before federal funding for transportation infrastructure expires, but the funding is likely to be temporarily extended.

    Amtrak is a national publicly funded rail service, serving tens of millions of people every year.

    The crash happened not far from the site of a derailment in 1943 that killed 79 people, one of the worst train accidents in the US.

    Taliban kill 14, mostly foreigners, in Kabul guesthouse siege

    KABUL (TIP): Fourteen people, most of them foreigners, were killed in a Taliban attack on a Kabul guesthouse that trapped dozens attending a concert and triggered an hours-long standoff with Afghan forces, officials said on May 14.

    Four Indians, two Pakistanis, an American, an Italian and a British-Afghan dual national were among those killed in the overnight siege on the Park Palace, which was about to host a performance by a well-known Afghan singer.

    The Taliban claimed responsibility for the seven-hour assault, which triggered explosions and bursts of gunfire. It came as Afghan forces face their first fighting season against the insurgents without the full support of US-led foreign combat troops.

    “An attack against civilians gathered for a cultural event in the Park Palace hotel in Kabul killed 14 civilians and injured several others,” the United Nations Assistance Mission in Afghanistan (UNAMA) said in a statement.

    Kabul police chief Abdul Rahman Rahimi earlier said five people including foreigners and Afghans were killed in the attack, but deaths confirmed by overseas governments saw the toll of foreigners rise.

    “Fifty-four people were rescued by security forces,” Rahimi added, after a large number of armed personnel swooped on the guesthouse, located in an up-market district and popular with international aid agency workers.

    An Indian foreign ministry official said that “unfortunately four Indians have died in the attack as per the information we have so far”.

    Prime Minister Narendra Modi had spoken with Afghan President Ashraf Ghani to offer his condolences, saying “we are one when it comes to fighting terror”.

    US embassy spokeswoman Monica Cummings said: “Our thoughts are with the families of the victims at this time.”

    The Pakistani embassy said two of its nationals were killed and the British embassy confirmed the death of a British-Afghan dual national, adding in a statement that “the next of kin have been informed and we are providing consular assistance”.

    The Taliban, which has stepped up assaults on government and foreign targets, said that the attack was carried out by a single gunman and “planned carefully to target the party in which important people and Americans were attending”.

    The attack was also claimed by the Taliban-allied Haqqani network that is believed to be based out of the porous Afghanistan-Pakistan border region.

    BEIJING (TIP): Prime Minister Narendra Modi on May 14 received a warm welcome by Chinese President Xi Jinping in the ancient Xi’an City, the latter’s hometown, and the two leaders held discussions on mutual trust and boundary issues.

    Modi’s three-day visit to China began with a cordial note as Xi set aside protocol by receiving a foreign dignitary outside Beijing, a gesture which Modi made last September by welcoming the Chinese President in Ahmedabad.

    Even as mutual warmth was apparent, Modi raised the question of $46 billion investment by China in an economic corridor passing through Pakistan-occupied Kashmir, about which India had protested. The investments were announced during Xi’s visit to Pakistan last month.

    He also expressed concern over the issuance of stapled visas by China to residents of Arunachal Pradesh, which the Chinese claim to be a part of southern Tibet, an assertion totally rejected by India.

    Foreign Secretary S Jaishankar said the “very substantive talks” between the two leaders covered subjects ranging from political, economic and global issues like terrorism, UNSC reforms and India’s membership of Nuclear Suppliers Group. “There was a lot of discussion on strengthening trust and increasing convergence,” he said while briefing media on the 90-minute delegation-level talks without taking any questions.

    He said the two leaders discussed the boundary issue, including peace and tranquility, besides trans-border rivers. The boundary issue has been a sticking point in the relations between the two countries and both are making efforts to settle it through Special Representatives’ talks.

    The Special Representatives have held 18 rounds of discussions so far.

    On the economic front, Modi and Xi discussed the issue of trade deficit, which is in favor of China to the tune of$38 billion, and ways to address it, Jaishankar said.

    “This is the first time I have treated a foreign leader in my hometown,” Xi told Modi in his opening remarks, and hoped that the visit will push the bilateral strategic partnership to achieve new progress. “China-India relations are experiencing stable development and facing broad prospects,” he added. Xi also thanked Modi for the warm reception he received during his India visit in last September. “That left me with deep and good impression,” the Chinese President said.

    Xi took Modi on a tour of iconic Giant Wild Goose Pagoda built in 652 AD in recognition of monk Hiuen Tsang’s 17-year-long journey to India and his efforts to popularize Buddhism in China.

    The Prime Minister gifted a Bodhi sapling to the temple. In turn, the abbot of the monastery gifted to Modi a figurine of Hiuen Tsang, also known as Xuan Zang.

    Modi began his day here with a visit to the famous Terracotta Warriors Museum.

    On May 15, PM Modi will hold in  Beijing formal talks with his Chinese counterpart Li Keqiang and other leaders . Trade is a major focus of this visit and India and China are expected to sign 20 business deals worth about $10 billion. PM Modi will also meet Indian and Chinese CEOs and address Industry in Shanghai on Saturday.

    Sources disclosed  that the trade imbalance will figure high on the agenda. The trade deficit between India and China increased about 34 per cent to $48.43 billion in 2014- 15 from $36.21 billion in the previous fiscal in China’s favor.

    Cong sets stage to name Rahul Gandhi party chief

    NEW DELHI (TIP): The Congress on May 15 deferred its organizational elections and is set to call the much-awaited AICC conclave, twin moves that appear to be setting the stage for Rahul Gandhi’s coronation as party chief.

    Sources said the leadership would soon finalize the dates for the AICC meeting now that the Parliament session has ended. While the meeting is required to carry out changes in the party constitution that relate to organizational elections, sources said the agenda could go beyond technical issues to far-reaching political decisions like generational change in the party.

    Rahul’s coronation is being seen as a strong possibility at the AICC meet. A big reason for the early passing of the baton would be that Rahul has shed his reluctance to take over the party after his return from a 56-day sabbatical besides intensely engaging in political activities that was missing since his differences with party veterans surfaced in the last year of UPA.

    In a development seen as related, Congress extended the membership drive by a month from May 15 to June 15, putting off party elections that were announced a few weeks ago.

    Sources said the postponement of internal polls, already announced to be held in two phases, has been necessitated by multiple factors. While many states sought one more month to finish the membership drive, the leadership feels that organizational focus should be on Rahul’s countrywide tours which are proving effective in reviving workers’ morale after the election defeat.

    Internal polls, tying state chiefs and aspirants down to the block level, would impede the process of Rahul connecting with workers and carrying his message to areas where he is not touring.

    There has been little clarity on the timing of Rahul’s elevation, the uncertainty compounded by the heir apparent’s decision to suddenly embark on a ‘leave for introspection’ which lasted nearly two months. It not only messed up the planned schedule of the AICC session but also many protest programmes against the Modi government.

    However, his return from the sabbatical followed by an intense political engagement has led to optimism in the party.

    Sources said Rahul left the question of his elevation to the AICC veterans, reportedly saying that they decide on when he should take over the party reins from Sonia Gandhi.

    The move to leave the issue to the ‘old guard’ was aimed at quelling his criticism in certain quarters since the party defeat in Lok Sabha polls.

    CHENNAI (TIP): AIADMK general secretary J Jayalalithaa’s widely expected swearing-in as chief minister has reportedly been delayed over a possible appeal by Karnataka against her acquittal in a corruption case on May 11 and a few other reasons.

    Senior AIADMK leaders said there were no hurdles within the party for her return as CM. “The governor has greeted Amma on her victory which means he will not hesitate to swear her in. But Amma is not in a hurry as we already have a government led by O Panneerselvam in place,” said a senior leader.

    Even four days after the Karnataka high court’s favourable verdict, there is no official announcement about the convening of the meeting to elect Jayalalithaa as the legislature party leader and the subsequent swearing-in of a new cabinet under her leadership.

    “We have not yet received any communication from our leadership on the MLAs’ meeting. We are waiting in Chennai with anticipation,” an AIADMK MLA from western Tamil Nadu said. Sources in the governor’s office also said there was no official communication from the ruling party regarding the swearing-in ceremony of Jayalalithaa.

    A senior minister who visited Jayalalithaa’s Poes Garden residence on Wednesday said she only spoke to a selected group of ministers over intercom very briefly. Significantly, a Jaya TV unit which was deployed there returned without taking any visuals. Though the state secretariat has been hurriedly preparing for Jayalalithaa’s return, senior officials are clueless about the possible day.

    Meanwhile, opposition parties have started raising questions on her non-appearance in public. “It is a mystery that even so many days after the Karnataka high court delivered its verdict in the wealth case, Jayalalithaa has not showed up in public. Who is going to explain the mystery behind her non-appearance?” TNCC president EVKS Elangovan asked in a statement. “AIADMK celebrations lasted only for a few hours and now the cadres are stranded without any clue,” he said.

    MUMBAI (TIP): A child born during a valid marriage or even within 280 days after its dissolution can’t be termed illegitimate unless the parents did not have access to each other during the period, the Bombay High Court has ruled.

    The court last week rejected a Sangli resident’s plea to subject his 16-year-old daughter to a DNA test to establish paternity. A division bench of Justice Sadhna Jadhav said the birth of a child during the time of a valid marriage is proof that the child is legitimate. The court threw out the application filed by Ishwar Shinde, who claimed that he suspected his daughter was born of an adulterous affair of his wife with another man. Shinde filed the application after his estranged wife moved the civil court for maintenance.

    “The question of birth of a child due to adulterous behaviour is nothing but void, vague and a baseless allegation, and the learned civil judge had rightly rejected the prayer for DNA test,” said Justice Jadhav. “The birth of a child during continuance of a valid marriage or even within 280 days after its dissolution is conclusive proof that child was legitimate unless parties to marriage had no access to each other at any time when conception took place. In the present case, there is no good ground to hold that the parties had no access with each other, at least, till June 1997,” the court said. The HC pointed out that the daughter was born in 1997 and Shinde had not raised any questions about her paternity, till 2004, when his wife filed a maintenance petition. hinde, who was employed in a commercial ship, married Seema in 1994. He claimed he was not in India for various periods between 1996 and 1997. His daughter was born in 1997. Seema filed a cruelty case against Shinde in 2000, but he was acquitted. She also filed an application seeking maintenance for her and the couple’s daughter. Shinde subsequently questioned the paternity of the child and alleged that another man was her father.

  • CABINET APPROVES CHANGES TO CHILD LABOUR ACT, BANS EMPLOYMENT OF THOSE BELOW 14 YEARS

    NEW DELHI (TIP): The Cabinet on May 13 approved a ban on employment of children below 14 years, with a caveat that children can pursue family businesses, entertainment and sports activities after school or in vacations. The penalty provisions for employing a child have been increased to jail term of three years and fine of up to Rs 50000.

    Children can be employed only in non-hazardous family enterprises, TV serials, films, advertisements and sporting activities (except circus) with a condition that they would be made to do these jobs after school hours.

    The decision has been slammed by child rights activists as retrograde advocating a complete ban saying it was in contravention with the Right to Education Act.

    Activist lawyer Vrinda Grover described the cabinet decision as “regressive” impacting the most vulnerable people in the country. “It goes against the RTE law that says equal opportunity must be provided to children. The provision home based industries will be used for exploitation of children and betrays the real intent of this government. We are legalizing a horrible reality instead of banning it.”

    A new definition of adolescent has also been introduced to further prohibit employment of those aged 14-18 years in hazardous jobs, a government statement said.

    The amendments to the Child Labour (Prohibition & Regulation) Act has, however, relaxed the penal provisions for parents or guardians, who were earlier subjected to same punishment as applicable to the employer of the child.

    The amendment bill, approved by the Union Cabinet chaired by PM Narendra Modi, provides that there would be no punishment for parents or guardians in case of first offence, while a maximum penalty of Rs 10,000 can be levied in case of the second and subsequent offences.

    Under the existing law, any violation attracts imprisonment of a minimum three months to a maximum of one year for the first offence, while the fine is Rs 10,000- 20,000. This has been enhanced to imprisonment of six months to two years and fine of Rs 20,000-50,000 for the first offence. For the second offence, the jail provision has been increased from 6-24 months to 12-36 months.

    The current law prohibits employment of children, aged below 14 years, only in 18 specified occupations and 65 processes and regulates the conditions of working of children in other occupations/processes.

    The new bill provides that employment of children below 14 years will be prohibited in all occupations and processes. Besides, the age of prohibition of employment will be linked to age under Right of Children to Free and Compulsory Education Act, 2009.

    The new provisions are part of the official amendments to the Child Labour (Prohibition & Regulation) Amendment Bill, 2012.

    The bill also provides for constitution of Child and Adolescent Labour Rehabilitation FUND for one or more districts for the rehabilitation of the child or adolescent rescued. Thus, the Act itself will provide for a fund to carry out rehabilitation activities, said the official statement.

    On the exceptions made in the new laws proposed, it said: “While considering a total prohibition on the employment of child, it would be prudent to also keep in mind the country’s social fabric and socio-economic conditions.”

    It added: “In a large number of families, children help their parents in their occupations like agriculture, artisanship etc. While helping the parents, children also learn the basics of occupations.”

  • INDIA TO TURN UP HEAT ON PAK FOR ACTION AGAINST WANTED TERRORISTS

    NEW DELHI (TIP): After being left red faced over the fiasco on Dawood Ibrahim with Home Minister Rajnath Singh forced to explain in Parliament that his Ministry had no doubt that the don was in Pakistan, the government has decided to ratchet up legal pressure on Pakistan on other most-wanted terrorists.

    Senior Home Ministry officials have told ET that a Letter Rogatory (LR) will be sent soon to Pakistan to ask about the “location” of Indian Mujahedeen (IM) top leader Riyaz Bhatkal as India believes he is hiding in Karachi, and “confirmation” of the Pakistani identity of IM’s chief bomb-maker Zia-ur-Rehman alias Waqas who was arrested by the Delhi Police last year. The government has also decided to approach the United Nations Security Council to obtain UN sanctions against the Hizbul Mujahedeen chief Syed Salahuddin, who is based in Pakistan-Occupied Kashmir (PoK), and declare him an international terrorist under UN Security Council Resolution 1267 of the Al-Qaida Sanctions Committee. India’s case before the UN is that Salahuddin had headed the United Jehad Council which is related to the Al-Qaeda. Dawood was listed by the UN similarly in 2003 for his association with Al-Qaeda.

    The LR regarding Riyaz Bhatkal and Waqas will be sent through a court in a case of the National Investigation Agency (NIA) regarding the Dilsukhnagar blasts in Hyderabad in 2013 in which both are named as an accused, ministry officials said.

    NEW DELHI (TIP): India is not buying the theory that the Taliban was behind the attack in the Park Palace guesthouse in Kabul on Wednesday. Instead, Indian suspicion points to the Haqqani-LeT network which take instructions directly from the ISI in Pakistan.

    “Taliban monitor their attacks minute by minute,” said a source. In case of Wednesday night’s attack, the Taliban spokesperson sent a claim in an emailed statement the following morning.

    In the statement, Taliban spokesman Zabihullah Mujahid said one of the insurgents’ operatives carried out the attack with the aim of killing foreign citizens in retaliation for the US and its allies supporting the Kabul government of President Ashraf Ghani. “The occupying forces should realize that they are not safe from our attacks under any cover or in any location,” Mujahid said.

    In May 2014, the supposed Taliban attack on the Indian consulate in Herat turned out to have been carried out by LeT. The big attack on the Indian embassy in Kabul in 2008 was also carried out by the Haqqani network, ostensibly under instructions from Pakistan.

    GENEVA (TIP): India has been ranked at a lowly 100 position on the global Human Capital Index, which measures countries on development and deployment of human capital.

    Finland has topped the 124-nation list. India is ranked lower than all its BRICS peers — Russia, China, Brazil and South Africa – – and smaller neighbours like Sri Lanka, Bhutan and Bangladesh. But Pakistan follows at 113.

    In the top 10 of the list, compiled by the World Economic Forum (WEF), Finland is followed by Norway, Switzerland, Canada, Japan, Sweden, Denmark, the Netherlands, New Zealand and Belgium. WEF said the list has been compiled on the basis of 46 indicators about “how well countries are developing and deploying their human capital, focusing on education, skills and employment”. “It aims to understand whether countries are wasting or leveraging their human potential,” it added.

    On India, the report said that although the educational attainment has improved markedly over different age groups, its youth literacy rate is still only 90 per cent, well behind the rates of other emerging economies.

    NEW DELHI (TIP): Effectively moving against Robert Vadra, son-in-law of Congress president Sonia Gandhi, the Haryana government notified a commission of inquiry on May 14 to probe alleged irregularities in land deals in Sector 83, Gurgaon where his firm was one of several dealing in real estate.

    Late in the night, Chief Minister Manohar Lal Khattar also tweeted this. The Justice S N Dhingra commission has been asked to look into land deals in Sector 83, Gurgaon, during Congress rule in the state. At least 16 licences issued by the Town and Country Planning Department in Sector 83 will be under scrutiny. It is alleged that beneficiaries of the Sector 83 licences and land deals include Vadra’s M/s Skylight Hospitality. Justice Dhingra, who retired as judge of the Delhi High Court, handled several high profile cases and, as trial court judge, delivered the verdict in the Parliament attack case.

  • All 39 Indian IS hostages alive, says Sushma

    NEW DELHI (TIP): India was informed by “eight different sources” that 39 citizens of the country abducted in Iraq 11 months ago were still alive, External Affairs Minister Sushma Swaraj said on May 14.

    Swaraj, who had a meeting with members of the families of the hostages, dismissed media reports claiming that the Indians abducted by Islamic State militants at Mosul in northern Iraq in June 2014 had been killed. The media-reports quoted Harjit Masih, who was among the hostages, but managed to flee, telling journalists that all others abducted by the IS had been killed. “We are not sparing any efforts to find them. We are hopeful that we will be able to find them and bring them back home. I have eight different sources who are saying they are alive,” Swaraj said.

    She assured the families of the hostages that the government was making sincere efforts for the safe and early release of the Indian workers.She said she had earlier personally spoken to her counterparts in the countries.

    BENGALURU (TIP): In 2009, at least five cities were ahead of Bengaluru – India’s technology heartland – on the list of the country’s top real estate markets.

    A survey by property data company, PropEquity, has found that the southern Indian city is now the country’s leading real estate destination, beating Mumbai, Pune, Thane, Noida and Chennai, which were ahead of it six years ago.

    The lists are based on PropEquity’s study of the cost, sale and delivery of 21,000 projects across 14 cities. Delhi was excluded because its supply of new homes has been both “sporadic and insignificant,” the report said.

    Mumbai, which was ranked the most attractive market in 2009, saw a fall of seven notches, and now stands eighth. And Delhi’s suburbs-Gurgaon, Noida, Ghaziabad, Greater Noida and Faridabad – remain the worst for investing in new houses.

    Here is a now-and-then comparison.

    Bengaluru, for one, owes its top rank to its “professionalism,” according to the report. On the supply side, developers in the city launched smaller projects, are well capitalised, and aren’t entirely dependent on cash flow from sales to fund projects. On the demand side, buyers don’t lose confidence because they pay for completed projects.

    Simultaneously, the city’s emergence as India’s information technology hub has strengthened demand for real estate. In 2014 alone, Bengaluru saw 50% more completed projects, compared to 2013. And with almost 500 new projects in 2014, Bengaluru accounted for 20% of the total number of new projects launched in India’s top 14 cities.

    Meanwhile, Delhi’s suburbs – which gave exponential returns between 2009 and 2012 – now are the riskiest markets, where buyers often get shortchanged by builders.

    And there are several reasons, including a massive mismatch in demand and supply. For instance, in the 2012 fiscal, as many as 150,000 units were launched within huge townships and large-sized projects. Funding, however, didn’t exactly come through, as a result of which projects got delayed.

    Despite unprecedented sales, the “related infrastructure development has not materialised as per expectations,” the report said. “Due to this, the social infrastructure has also not caught up, making these areas inhabitable.”

    The Dwarka Expressway, Yamuna Expressway, New Gurgaon region and Noida Extension are some areas in Delhi’s suburbs that are reeling from this real estate crisis – and in 2014, unsold inventory in these parts increased by as much as 14%.

    Land-starved Mumbai has other problems. The cost of land in the Mumbai Metropolitan Region (Mumbai and its satellite towns) is the highest in India, making residential and commercial projects unaffordable, with buyers “sitting on the sidelines waiting for further price correction before they make their final buying decision.”

    The western region – which comprises Pune, Ahmedabad, Navi Mumbai, Mumbai and Thane – accounts for more than 45 % of the total 760,000 unsold stock in the 14 cities, according to the report.

    Across large parts of the country, stalling real-estate markets, according to Samir Jasuja, managing director and CEO of PropEquity, are “desperately seeking a revival in the coming one to two years.”

    City pushes minority- and female-owned business contracting

    NEW YORK (TIP): The de Blasio administration, looking to increase the amount of business it does with firms run by minorities and women over the next decade, is seeking legislative changes in Albany it believes would help achieve its goal.

    City Hall is seeking sponsors in the Capitol for a bill that would amend three state laws related to what are formally known as Minority and Women Business Enterprises or M/WBEs, Maya Wiley, the mayor’s counsel, said in an interview this week.

    The first amendment would allow the city to mirror the state in avoiding traditional competitive bids for purchase contracts worth up to $200,000. Currently the city’s ceiling on that regulation is $20,000 in some cases; $100,000 in others, Wiley said.

    “We want that same flexibility,” she added.

    Another change would enable the city to count contracts with M/WBEs toward a weighted system known as
    “best value” for purchase contracts. State law currently allows for a specific value to be placed on M/WBE contracts when government is considering its options, but the measure does not extend to New York City, Wiley said.

    She also said she would like to expand the categories in the “best value” program to include construction projects down the road, but that would be a heavier political lift because the state has stringent bid rules surrounding such contracts.

    The third amendment would establish a mentorship program for city agencies to assist these companies and lift certain financial restrictions that could block them from getting city business. The program would help businesses get on pre-qualification lists.

    “One of the main reasons M/WBEs tend to fall out of business is they’re not capitalized enough to have, to be able to take months and months and months to get paid on contracts and not know where the next book of contracts is coming from,” Wiley said.

    While she said it is difficult to assign an estimated value to each of these his own office.

    Wiley said they would help the city in its long-term goal of awarding$16 billion to M/WBEs by 2015-a significant haul from the $690 million it granted to such companies in Fiscal Year 2014. (Projected figures for the current fiscal year, which ends June 30, were not yet available.)

    “If we’re going to both grow the city and grow it in a resilient, sustainable way, women and minority enterprises have to be part of the equation,” Wiley added.

    During F.Y. 2014, which included the last six months of then-mayor Michael Bloomberg and the first six months of the de Blasio administration, the city increased its overall awards to M/WBEs by 57 percent, but the overall figure is still paltry and has been the subject of criticism for the mayor.

    City Comptroller Scott Stringer last year issued a report calling for an overhaul of the program and assigning poor letter grades to most city agencies, including his own office. (He gave City Hall an overall “D” for the program.)

    And last month, longtime de Blasio ally Bertha Lewis slammed the administration for only contributing 4 percent of its overall contracts to M/WBEs. Setting an award goal of 30 percent, which Lewis called for, would be unconstitutional, city officials have said.

    “In a city that is majority minority, to have minority- and women-owned businesses scrap and beg for 4 percent of city contracts, it’s a little bit disgraceful,” Lewis, founder of the Black Institute, said at a rally outside City Hall in April.

    The prospects of any legislative change in Albany is complex for the de Blasio administration.

    As Wiley pointed out, state Assembly Speaker Carl Heastie, a Bronx Democrat, is likely to support such changes.

    But the G.O.P.-led State Senate will be less inclined to help, given the majority conference’s hostile relationship with the mayor, who tried unsuccessfully last year to help Democrats win control of the body.

    Albany is also in disarray, with both legislative bodies grappling with the recent ousters of their respective long-term leaders who were charged in separate corruption scandals.

    And Governor Andrew Cuomo is always a wild card for de Blasio, even in less tense moments between the erstwhile allies than the current one.

    “So the good news is that the speaker of the Assembly obviously cares about M/WBE quite a bit so at least we know there’s leadership that supports getting awards up in general,” Wiley said when asked about City Hall’s political prospects.

    “The governor is committed to M/WBE and has obviously set aggressive goals for the state,” she added.

    The city is spending $1 million on a year-long study to evaluate ways to increase its business with M/WBEs.

    In addition, Wiley wants to expand the pool of M/WBEs certified with the city from the current total of approximately 3,600. That figure does not include companies only certified with the state, even if the city contracts with them.

    WASHINGTON (TIP) : The US has declared Washington, in particular some of the government buildings like the White House, Capitol Hill and Pentagon, a “no drone zone”, saying violators may face stiff fines and criminal penalties.

    “Leave Your Drone at Home” the Federal Aviation Administration (FAA) said in a statement yesterday.

    The agency wants to ensure residents and tourists all understand that flying an unmanned aircraft in this area for any purpose is against the law, it said.

    “Rules put in place after the 9/11 attacks establish “national defence airspace” over the DC area and limit aircraft operations, including unmanned aircraft, to those with an FAA and Transportation Security Administration authorisation. Violators may face stiff fines and criminal penalties,” it said.

    “The bottom line; Enjoy your visit to the Nation’s Capital. Bring your family, your cameras and plenty of sunscreen. Just don’t bring your drone,” FAA said.

    No drone zone covers particularly 15 miles radius of Ronald Reagan International Airport including some of the government buildings like the White House, Capitol Hill and Pentagon. Meanwhile, the Secret Service yesterday arrested a man who was flying a small drone in a park outside the White House.

    The small red and black drone, about the length of an iPad, was flying about 100 feet in the air in Lafayette Park before officers intervened and instructed the individual to land it, the Secret Service said.

    As a precautionary measure, the White House was briefly put on lockdown.

    US President Barack Obama was at Camp David holding talks with leaders of the Gulf Co-operation Council.

    Indian American scientist Rohit Bhargava develops new tool for Cancer diagnosis

    WASHINGTON: Indian American Professor Rohit Bhargava of the University of Illinois at Urbana-Champaign, has developed stainless staining that provides a new tool for clinicians and researchers for better diagnosis of cancer.

    His new technique paints tissue samples with light instead of chemical stains or dyes.

    Using infrared spectroscopic imaging for microscopy, Bhargava has reported the development of label-free chemical imaging to provide the same information as molecular stains.

    The new, advanced infrared imaging technique uses no chemical stains, instead scanning the sample with infrared light to directly measure the chemical composition of the cells. The computer then translates spectral information from the microscope into chemical stain patterns, without the muss or fuss of applying dyes to the cells.

    “This approach promises to have immediate and long-term impact in changing pathology to a multiplexed molecular science – in both research and clinical practice,” Bhargava said.

    The National Institutes of Health supported this work. The Carle Foundation Hospital in Urbana, Illinois, and the University of Illinois Cancer Center at the University of Illinois at Chicago were partners in this work.

    Rohit Bhargava received his Ph.D. from Case Western Reserve University in 2000 and undergraduate degree from Indian Institute of Technology, New Delhi in 1996. He is a professor in the UIUC Department of Bioengineering and a full-time faculty member in the Beckman Institute Bioimaging Science and Technology group.

    At 19-years-old, Brandon Paulin officially became the youngest mayor in state history when he was sworn in as mayor in Indian Head, Maryland

    “I just decided to step up because I think I can implement some solutions to Indian Head’s problems,” Paulin said.

    Paulin won a special May 5 election for mayor, beating out the closest candidate by 54 votes.
