    Do joint exercises with friendly foreign countries: Parrikar

    NEW DELHI (TIP): Defence minister Manohar Parrikar on June 23 directed the armed forces to carry out joint exercises with friendly foreign countries specially, in South East Asia, in tune with India’s ‘Act East Policy’.

    He also asked them to optimise resources and enhance cost effectiveness even as he exhorted them to exploit joint capabilities for predominant role in the volatile region around the country.

    Parrikar reviewed key security issues facing the nation and important strategic, operational, administrative and logistics aspects pertaining to tri-services were also deliberated upon.

    “To keep in tune with the India’s Act East Policy, Parrikar urged the Armed Forces for conduct of joint exercises involving more than one Service with our friendly foreign countries specially, in South East Asia,” a defence ministry statement said.

    He stressed on the need for jointness of the three services to optimise resources and enhance cost effectiveness, so that maximum funds can be made available for modernisation of the armed forces, it said.

    Parrikar while addressing the two-day Annual Unified Commanders’ Conference here, said by virtue of India’s dominant geographical location, the country is poised for a predominant role in the volatile region around us.

    The minister said, hence, there is a requirement to exploit this advantage by developing joint capabilities.

    In order to achieve self-reliance, he emphasised on ‘Make in India’ initiative and indigenisation of defence production.

    He commended the armed forces for their devotion to duty and the stellar role played by them in safeguarding the country’s unity and integrity. The minister also paid homage to all valiant soldiers, sailors and air warriors for their supreme sacrifice in honour of the nation.

    BANGALURU (TIP): Cricket Association of Bengal chief and former India captain Sourav Ganguly and former chief justice of India RM Lodha played a big role in the appointment of Anil Kumble as Team India coach replacing incumbent Ravi Shastri on June 23.

    While Ganguly, who had one year ago lost to Shastri in his own quest to become the coach, spared no effort to ensure that the latter did not get a second term, Justice Lodha, who, as the head of Supreme Court appointed committee, has recommended sweeping reforms in the Board of Control for Cricket in India (BCCI), played an indirect role in Kumble’s ascension.

    Justice Lodha, among his many antidotes for the ills besetting the cricket board had recommended setting up of a players’ association and suggested that Kumble be made its member. The BCCI by appointing Kumble India coach hit two targets with one stone – it killed the possibility of him becoming a member of the players’ body and also asserted its independence in taking decisions.

    Shastri would have in all likelihood won a second term had it not been for Ganguly’s relentless campaigning for Kumble. In fact, Shastri deserved an extension after having turned the Men in Blue world beaters in the 18 months he was the coach. India, under his stewardship, became the world’s No. 1 Test team, bagged the no. 2 slot in ODIs, and T20s. He also took India to the semi-final stage of the World Cup and the World Twenty20. Asia Cup title, series win against South Africa at home and a rare away series win against Sri Lanka were some of his other achievements. But what he could never win was Dada’s confidence.

    Ganguly and Shastri were never the best of buddies. When the latter bagged the coaching job in 2015 despite Ganguly wanting it for himself, the gulf widened. Ganguly was not even present when Shastri made his presentation to the Cricket Advisory Committee (CAC) two days back. This despite the venue of the CAC deliberations being shifted from Mumbai to Kolkata on his insistence.

    When Shastri was hooked via video link from Bangkok, where he is currently holidaying, Ganguly was conspicuous by his absence in the Taj Bengal conference room. The BCCI members say it was because Ganguly had to attend his book release function elsewhere in the city. The former team director was interviewed by Sachin Tendulkar, VVS Laxman, and Sanjay Jagdale, the other three members of the CAC.

    NEW DELHI (TIP): At least four past and present chief ministers are likely to lose their NSG security cover with the home ministry deciding to prune the list of politicians guarded by the elite commandos trained for counter-terror and anti-hijacking operations.

    Uttar Pradesh chief minister Akhilesh Yadav besides former Bihar chief minister Lalu Prasad, former Tamil Nadu CM M Karunanidhi and former Assam CM Tarun Gogoi could now be protected by a paramilitary force, multiple home ministry sources said. Though protection for top political leaders is based on threat perception, over the years it has become a status symbol for many leaders and earlier attempts to prune the list of NSG protected people had to be dropped due to opposition.

    In India, VIP security is provided under four categories — z plus, z, y and x categories.

    LUCKNOW (TIP): A five-member team of saints constituted by the Samajwadi Party to look into the “migration” of Hindus from Kairana on Thursday submitted its report to Chief Minister Akhilesh Yadav terming it a “dangerous conspiracy” to disturb communal harmony.

    “We have submitted the confidential report to the CM. It (Kairana exodus theory) was a dangerous conspiracy to disturb communal harmony. Strict action should be taken against the guilty,” Acharya Pramod said.

    The team of saints comprising Pramod, Swami Kalyan, Naraina Giri, Swami Chinmayanand, and Swamy Chakrapani visited Kairana on June 20 for their report.

    The team was formed after senior SP leader Shivpal Yadav had at a press conference on June 17 proposed that a team of five “apolitical persons” visit Kairana to probe the reality and suggested the names of these saints.

  • Now, scooters in Delhi to run on CNG

    NEW DELHI (TIP): The Centre on June 23 launched a pilot programme to run scooters on Compressed Natural Gas (CNG) in the national capital.

    The project aims to find out if large-scale conversion of two-wheelers could help reduce air pollution. The first batch of 10 scooters retrofitted with CNG kits were flagged off by Petroleum Minister Dharmendra Pradhan and Environment Minister Prakash Javadekar. In the pilot phase, 50 scooters would be converted to run on the clean fuel. Running on a mix of oil and petrol, the scooter spews out between tens and thousands of times more fine particles and toxic gases, proportionate to the amount of fuel consumed, than even heavy trucks and buses.

    In a 2014 a study pointed the finger at two-stroke scooters, a ubiquitous sight in developing countries for contributing to local air pollution.

    MCI set to be replaced by medical education commission

    NEW DELHI (TIP): The Medical Council of India, often in the news for controversial approvals and corruption, is set to be replaced by a medical education commission that will have three independent wings to oversee curriculum, accreditation of colleges and medical ethics.

    The new commission could be run by eminent persons from the medical field, who will be allowed to continue their professional commitments as the Niti Aayog panel that framed the guidelines felt this would ensure a wider talent pool.

    The scandal-hit MCI will be a thing of past as the panel, headed by Niti Aayog chairperson Arvind Panagariya, has sought a detailed overhaul of the medical education regulator that aims to bridge shortages of skilled health workers and address a major hurdle in meeting growing quality health careneeds.

    The proposed commission will be an umbrella organisation at the top with a mandate to regulate and monitor medical education and practices and the division of responsibilities is intended to ensure more responsive functioning. “The plan is to totally disband MCI and set up an entirely new entity,” said a source.

    TOI had on March 28 reported that during a health sector review, PM Narendra Modi and the health ministry had discussed the option of scrapping the MCI, which has been shrouded in controversy in recent years, altogether. Keen to reform the medical education sector and make the healthcare system deliver, the government set up a three-member committee to prepare a blueprint to revamp the current set-up. The committee has PM’s additional principal secretary P K Mishra, Niti Aayog CEO Amitabh Kant as members, besides Panagariya.

    BHOPAL (TIP): Heaping more embarrassment on BJP after it lost a Rajya Sabha seat to Congress in Madhya Pradesh, a senior leader and state spokesperson of the party announced a Rs 1 lakh award to anyone who discloses whereabouts of Congress vice-president Rahul Gandhi during his “energizing” foreign trips.

    As the statement stirred controversy, Congress called it a cheap publicity stunt and BJP distanced itself from the statement, saying it was his personal view.

    Chairman of MP Urja Vikas Nigam Vijayendra Singh Sisodia took cue from social media campaigns to raise questions on Rahul Gandhi’s foreign trips. “Where has Rahul Gandhi gone? Anyone who can track the address or provide information, I will reward him with Rs 1 lakh cash (Rahul ka pata batao, ek lakh rupiya pao),” said Sisodia.

    Taking a jibe at Congress leaders, who were trying to defend Rahul, Sisodia said few months back when Rahul went abroad, Congressmen said he’s doing a ‘meditation’ course and will return energised.

    NEW YORK (TIP): UN Women, the United Nations organization dedicated to gender equality and the empowerment of women, on June 15, announced the appointment of American award-winning actor Anne Hathaway as Global Goodwill Ambassador. A long-standing supporter of women’s and girls’ rights, Ms. Hathaway will put the spotlight on the issue of the unequal burden of care work in the home as one of the key barriers to gender equality, working internationally to advance the adoption and implementation of policies that will bring measurable change. These include affordable childcare services and shared parental leave at both government and corporate levels.

    “The appointment of Anne is timely because this year UN Women is driving hard to foster more positive mindsets and practical arrangements around workplaces that build and support equality for women,” stated Phumzile Mlambo-Ngcuka, UN Under-Secretary-General and UN Women Executive Director. “The ‘motherhood penalty’-which means that when they become mothers, women’s pay and opportunities at work suffer-is a particularly insidious demonstration of gender inequality in the workplace.     “Stereotypes that make it hard for fathers to take time away from work to care for a child are outdated leftovers from the ‘male breadwinner’ model and have no place in today’s mixed workforce. Well-implemented parental leave is just one way for employers to demonstrate that they understand the value of their staff-both male and female,” added Ms. Mlambo-Ngcuka. “To make the case for how this will increase opportunities for women we needed an advocate who had the intellect and passion to tackle this complex issue. Within moments of meeting Anne I realized that we had found our woman. We are truly honored to have her onboard.”

    Childcare services and parental leave are two ways for employers and governments to demonstrate that they understand the value of their people. Just as they hinder women’s equal participation in the workforce, rigid gender roles keep men stuck in harmful cultural stasis. Consumed by a culture of overwork that penalizes them for taking time off for family-care responsibilities, men too face dire consequences from our failure to value care. Failing to involve men in the conversation about care as a core component of gender equality only calcifies harmfully rigid social norms about gender overall.

    When it comes to equality, Ms. Hathaway is a committed voice for change. She previously served as an advocate for Nike Foundation and travelled to Kenya and Ethiopia to raise awareness on child marriage. In 2013, Ms. Hathaway provided the narration on ‘Girl Rising,’ a CNN documentary film, which focused on the power of female education as it followed seven girls around the world who sought to overcome obstacles and follow their dreams.

    “I feel honored and inspired by this opportunity to aid in advancing gender equality. Significant progress has already been made but it is time that we collectively intensify our efforts and ensure that true equality is finally realized,” said Ms. Hathaway.

    Brewer to promote free summer meals for kids with Friday Day of Action

    NEW YORK CITY (TIP): On Friday, Manhattan Borough President Gale A. Brewer @galeabrewer will lead a borough-wide Day of Action to provide parents and children with detailed information about free meals available this summer through New York City’s Summer Meals Program.

    Manhattan B.P. to deploy staff and volunteers to 82 schools with detailed flyers on how, when, and where to get free summer meals for kids

    “We’ve put together the information and the volunteers, and Friday we’re going to do our best to tell parents and students when and where they can get free Summer their Meals in neighborhoods,” said Manhattan Borough President Gale A. Brewer. “The sooner we can get this information to students and parents, the better. That’s why my office is making a big push this week with our own detailed flyers, and that’s why I hope we can get this information out even earlier next year, so we have more time to spread the word.”

    Summer Meals is federally funded and serves free, nutritious meals for kids during the summer at hundreds of public schools, public pools and recreation centers, New York City Housing Authority complexes and other sites. For years, Brewer has enthusiastically boosted the program with flyering and outreach efforts. Brewer has also urged city officials to publish detailed information on the Summer Meals program earlier in the school year, before the start of exams and graduations, to make it easier to get detailed information to parents and families.

    On Friday, Brewer and about 100 volunteers and staff will fan out to Manhattan’s 82 Title One elementary schools with flyers detailing when and where free meals will be available this summer. Brewer’s office produced and printed the flyers based on information recently obtained from the Dept. of Education, New York City Housing Authority, and other city agencies. The flyers, which are customized with Summer Meals locations and times in each of Manhattan’s neighborhoods, will be available online in up to six languages per neighborhood: English, Spanish, Arabic, Chinese, French, and Haitian Creole.

    Brewer sponsors legislation with Councilmember James Vacca (D-Bronx) that would require the Department of Education to publish and disseminate Summer Meals times and locations on or before June 1 every year (Int. 461-2014). Nine additional councilmembers and Public Advocate Letitia James support the bill as cosponsors.

    NEW YORK (TIP): Speaking on “The Cats Roundtable” Sunday radio show on AM 970 New York hosted by John Catsimatidis, Frank @BarneyFrank said his fellow Democrat Hillary Clinton would win the election because “in the end people are going to say, ‘You know what? This is the presidency of the United States. It’s not a reality show, we’re not here to be entertained. This is very serious business.’”

    Frank, who retired in 2013 after 32 years in Congress, said it is striking that “Everybody who has run for president as a Republican recently -both Presidents Bush, Mitt Romney, Bob Dole, John McCain – they’re all skeptical. I think it’s very important for us have a healthy two-party competition, but Donald Trump just does not live up to that.”

    Frank gave as an example Trump’s proposal to temporarily ban all Muslims from entering the United States, which he later said was merely a suggestion. Frank said it is “one thing when you are a purely private citizen to blue sky stuff, but you have to be a little bit more responsible when you are the president, but I just think the inconsistency and the kind of wild nature of some of the things just does not augur well.”  Frank has been a supporter of Clinton in the Democratic primaries over Vermont Sen. Bernie Sanders. MSNBC reports that the Sanders campaign has called for Frank to be removed from his position as chairman of the rules committee at the upcoming Democratic National Convention, saying his outspoken advocacy for Clinton should disqualify him from the post.

Admission is free and open to the public.

    Delta Airlines Scavenger Hunt : Back by popular demand, the park-wide Scavenger Hunt sponsored by Delta Air Lines will kick-off at 1:00 PM. Upon registration, teams of two to six people will be equipped with t-shirts, a map of the park, a tote bag and a list of new clues that will test participants’ knowledge of the 1939-40 and 1964-65 World’s Fairs and of the park as it is now. Throughout the Scavenger Hunt, each team will be directed to various cultural institutions and other locations throughout the park and receive a token to prove they were there. The teams that have collected the most tokens by 4:00 PM will be declared the winners. Prizes for the winning team and top runners-up include VIP tickets to a SummerStage show at Central Park; tickets to a performance at the Forest Hills Stadium, the Kupferberg Center for the Arts or the July 4th Louis Armstrong Birthday Bash; Family Membership to the Museum of the Moving Image; gift basket and membership to the Queens Botanical Garden.     Open House Tour of the New York State Pavilion : Members of the media are invited to participate in an Open House Tour of the New York State Pavilion from 1:30 – 2:00 PM, where Borough President Katz, the National Trust for Historic Preservation and People for the Pavilion will be available to talk about the Pavilion’s influence, its importance to the Queens’ community and the international design competition currently underway until July 1. Additional tour time slots are available throughout the day. Tours will include the inside of the “Tent of Tomorrow,” the Pavilion’s main exhibition space that once dazzled and delighted attendees of the 1964-65 World’s Fair. They will also see from the inside where the world’s largest suspension roof rose up and take a look at the remaining 567-panel terrazzo road map of the Empire State that once greeted visitors.

    Music and Cultural Performances : An eclectic, multicultural array of bands and groups that represent the diversity of Queens will fill the park with music throughout the day as part of the Summer 2016 Katz Concert Series in partnership with NYC Parks and the Kupferberg Center for the Arts:

    1:00 PM – The Queen’s Cartoonists offer a tour-de-force of the Swing Era’s zaniest and most creative music, much of which was written for or adapted for classic cartoons. The band’s repertoire includes cartoon music from the 1920’s all the way to the present day.

    1:45 PM – Radio Jarocho plays “son jarocho” music fashioned after the towns, musicians and swampy countryside that created it in Veracruz, Mexico. The band’s members also write their own songs inspired by this popular genre and tailor them with assorted influences, creating a contemporary repertoire that captures the spirit of the traditional style.

    2:30 PM – Kumbakin is a Cuban-inspired dance band lead by Puerto Rican singer Jainardo Batista (also known as Yemal Melódico).

    3:15 PM – FJ Music was founded by Feifei Yang and Jiaju She, who are dedicated to the international promotion of Chinese traditional music and to integrating Chinese musical language with diverse world music genres.

    4:00 PM – Zikrayat is an Arab music and dance ensemble dedicated to presenting the classical music and the dance traditions of Egypt, Lebanon and the greater Arab world, in vibrant stage productions evoking the theatrical atmosphere and dramatic depth of classic Egyptian musical cinema. Alternating vocal and instrumental numbers with solo and group dance numbers, Zikrayat’s mission is to highlight the diversity of Arab culture for mainstream Western audiences in an authentic yet entertaining contemporary representation.

    The SummerStage outdoor concert in partnership with the City Parks Foundation will begin at 4:30 PM at the Festival Site in the park, with performances by hip hop group and Queens’ own KID ‘N PLAY, singer/actor TRISTAN “MACK” WILDS of the HBO drama “The Wire” and the CW series “90210”, R&B singer GINUWINE and music by Queens native DJ CAMILO of Hot 97. Funding for the SummerStage concert comes from the Flushing Meadows Corona Park Improvement Fund, administered by City Comptroller Scott Stringer, Borough President Katz and NYC Parks.

    The “Only in Queens” Summer Festival will offer a wide range of activities for people of all ages, including:

    ● Guided tours of the New York State Pavilion’s Tent of Tomorrow, the Queens Library Mobile Unit and the Queens Museum (tours of the Queens Theatre will no longer be provided);

    ● Family-friendly fun including cultural performances, face painting, inflatable bounce houses, activities run by the United States Tennis Association, and an appearance by Mr. Met;

    ● Exhibits of memorabilia from the original 1939-40 and 1964-65 World’s Fairs, classic cars and a boat from the annual Hong Kong Dragon Boat Festival;

    ● Virtual reality demonstrations by the National Trust for Historic Preservation, the group People for the Pavilion and Queens-based RPGA Studio as part of the international ideas competition currently underway to solicit imaginative and creative public input for how the New York State Pavilion can best be adapted for public reuse.

    NEW YORK CITY (TIP): Starting June 13, Street Hail Livery (Green Cab) permits will be available to people who were previously ineligible. The NY State HAIL law, which created the Green Cab system, states that, for the first two years, only those who had been licensed for at least one year could purchase the sought-after permits, but year-three begins on June 13, 2016 and we are pleased to announce that permits will now be more widely available, says a T & LC press release.

    STOLEN DNC TRUMP FILES LEAKED ONLINE: GAWKER

    WASHINGTON (TIP): About 200 pages of what looks to be opposition research on Donald Trump stolen from the Democratic National Committee’s files were dumped online Wednesday, June 15, according to Gawker, which published some of the files.

    The document, titled “Donald Trump Report,” includes an attack on the presumptive Republican presidential nominee’s character and record, and hundreds of pages describing instances of Trump changing his stance or saying something false or inflammatory, according to The Hill, which also embedded the entire report on its site.

    On Tuesday, June 14, Washington Post reported that the documents were stolen by Russian hackers.

    Trump’s marriages are also covered extensively in the document, according to Gawker.

    “A 200+ page document that appears to be a Democratic anti-Trump playbook compiled by the Democratic National Committee has leaked online following this week’s report that the DNC was breached by Russian hackers,” Gawker wrote. “In it, Trump is pilloried as a “bad businessman” and “misogynist in chief.”

    “The document – which according to embedded metadata was created by a Democratic strategist named Warren Flood -was created on December 19th, 2015, and forwarded to us by an individual calling himself ‘Guccifer 2.0,’ a reference to the notorious, now-imprisoned Romanian hacker who hacked various American political figures in 2013.”

    In a statement to Fox News released late Wednesday, June 15, Trump downplayed the documents.

    “This is all information that has been out there for many years. Much of it false and/or entirely inaccurate,” the statement said. “We believe it was the DNC that did the hacking as a way to distract from the many issues facing their deeply flawed candidate and failed party leader. Too bad the DNC doesn’t hack Crooked Hillary’s 33,000 missing emails.”

    The emailed package also contained donor registries and “other strategy files,” according to Gawker, which the emailer said were “just a few docs from many thousands I extracted when hacking into DNC’s network.”

    The person claimed to have about 100 gigabytes of data that include financial reports, donor lists, personal emails and more. On Tuesday, former CIA officer Fred Fleitz told Newsmax TV that the hack revealed a “stunning” lack of security on the part of the DNC.

    The supposed hacker said it was “very easy” to obtain the files, and disputed claims by the DNC that no financial, donor or personal information was breached.

    “DNC chairwoman Debbie Wasserman Schultz said no financial documents were compromised. Nonsense!” the hacker wrote. “Just look through the Democratic Party lists of donors! They say there were no secret docs! Lies again! Also I have some secret documents from Hillary’s PC she worked with as the Secretary of State.”

    The documents, embedded below, don’t reveal any real “dirt” on Trump, according to Gawker, but do list seven “Top Narratives” the DNC plans to use to attack him.

    They are:

    “Trump Has No Core.” “One thing is clear about Donald Trump, there is only one person he has ever looked out for and that’s himself. Whether it’s American workers, the Republican Party, or his wives, Trump’s only fidelity has been to himself and with that he has shown that he has no problem lying to the American people. Trump will say anything and do anything to get what he wants without regard for those he harms.”

    “Divisive and Offensive Campaign.” “There’s no nice way of saying it – Donald Trump is running a campaign built on fear-mongering, divisiveness, and racism. His major policy announcements have included banning all Muslims from entering the U.S., and calling Mexican immigrants ‘rapists’ and ‘drug dealers’ while proposing a U.S.-Mexico border wall. And Trump’s campaign rallies have become a reflection of the hateful tone of his campaign, with protestors being roughed up and audience members loudly calling for violence.”

    “Bad Businessman” “Despite Trump’s continual boasting about his business success, he has repeatedly run into serious financial crises in his career and his record raises serious questions about whether he is qualified to manage the fiscal challenges facing this country. Trump’s business resume includes a long list of troubling issues, including his company’s record of forcing people from their homes to make room for developments and outsourcing the manufacturing of his clothing line to take advantage of lower-wage countries like China and Mexico. His insight about the marketplace has proven wrong many times, including in the run-up to the Great Recession. And Trump’s record of irresponsible and reckless borrowing to build his empire – behavior that sent his companies into bankruptcy four times – is just one indication of how out-of-touch he is with the way regular Americans behave and make a living, and it casts doubt on whether he has the right mindset to tackle the country’s budget problems.”

    “Dangerous & Irresponsible Policies” “Trump’s policies – if you can call them that – are marked by the same extreme and irresponsible thinking that shape his campaign speeches. There is no question that Donald Trump’s rhetoric is dangerous – but his actual agenda could be a catastrophe.”

His description of the “small” $1 million loan that his father gave him to launch his career is proof enough that his worldview is not grounded in reality.”

    This weekend 50 people were killed in another devastating mass shooting at a gay club in Orlando. As the news continues to peel back the layers of this terrible, tragic shooting and we grieve and mourn with Orlando and the broader LGBTQ community, we must act now for common sense gun laws and to ban assault weapons. We must stop these mass shootings from tearing apart our communities.

    What do these horrific shootings have in common? The AR-15. This assault weapon was used to murder at least 50 people in Orlando, 26 people in Sandy Hook, 14 people in San Bernardino, and 12 people in Aurora.

    Right now, such a mass-killing weapon is available for purchase on-line, at trade shows, and at neighborhood brokers across our nation. The AR-15 and assault weapons like it have no place in our cities and towns. They have no place on our streets.

    We need to ban all assault weapons now and enact other commonsense gun reform.

    NEW YORK (TIP): On Thursday, the Wall Street Journal’s Laura Meckler and Colleen McCain Nelson broke the news that Hillary Clinton is vetting Elizabeth Warren for the vice presidency – but not vetting Bernie Sanders. In the process, they provided a shortlist of candidates that Clinton is considering.

    Beyond the Massachusetts  senator, other prospective candidates include Labor Secretary Tom Perez, Housing and Urban Development Secretary Julián Castro; Sens. Tim Kaine of Virginia, Sherrod Brown of Ohio and Cory Booker of New Jersey; Los Angeles Mayor Eric Garcetti, and Reps. Xavier Becerra of California and Tim Ryan of Ohio, several Democrats said.

    Now, this isn’t necessarily an exhaustive list, and Meckler and Nelson note that the vetting is still in early stages, using publicly available information rather than asking candidates to submit tax returns and the like.

    Nonetheless, this list is the best information we’ve gotten about who Clinton is considering, and it includes some names that haven’t popped up in prior media speculation. All of these candidates have obvious strengths that have put them on this list, but of course, they each have their weaknesses as well.

They continue every day, every week and every month in the fight to create a nation of social and economic justice,” Sanders said, speaking in his video address from Burlington, Vermont. “That’s what the political revolution is about and that’s why the political revolution must continue into the future.”

    US Senate Passes USD800 MN Pakistan Fund

    The US Senate has passed its draft of the National Defence Authorisation Bill, including a provision to set up a new fund to reimburse Pakistan for its efforts in the war against terrorism.

    The Senate version authorised $800 million under a provision called the ‘Pakistan Security Enhancement Authorisation’, Dawn online reported on Thursday, June 16.

    It also fenced $300m behind a similar Haqqani network provision that has existed in the annual defence authorisation acts since the fiscal year 2015.

    The proposal for Pakistan was passed as originally initiated.

    The proposed reimbursement mechanism for Pakistan replaces the Coalition Support Fund (CSF), which was used to reimburse both Afghanistan and Pakistan for their efforts to combat terrorism.

    Pakistan has received a total of $3.1 billion since 2013 under the CSF. But this fund expires in the current financial year, ending in October.

    While adopting the new provision, the Senate Armed Services Committee used the CSF model to restructure security support for Pakistan. But it focuses specifically on Pakistan’s own security needs instead of tying it to a broader coalition.

    In doing so, the new provision delinks Pakistan from Afghanistan, by recognising it as a country with its own strategic value for US interests.

    In a report filed with the draft Defence Bill, the US Senate Armed Services Committee called Pakistan “a long-standing strategic partner” and stressed the need to continue a strong relationship with the country.

    Both houses of the Congress have passed their versions of the Defence Bill. A conference committee of both houses will now be formed to develop a consensus draft.

    The procedure can be completed by July, although past bills have been passed as late as November.

    Besides, the Haqqani restriction, the bill requires Pakistan to keep open ground communication lines to Afghanistan for receiving reimbursements from this fund.

    Another bill, passed by the House of Representatives last week, linked $450m from a total of $900m proposed for Pakistan to take action against the Haqqani network.

    Yoga and Stress Yoga minimizes the impact of stress on the individual. Yogic science believes that the regular practice of asanas and pranayama strengthens the nervous system and helps people face stressful situations positively.

    We have all experienced the way unrelieved tension results in both mental disorders and physical ill-health. This is not a modern phenomenon. In the centuries-old Yoga Sutras, the sage Patanjali attributed the causes of mental affliction to the ego, spiritual ignorance, desire, hatred of others, and attachment to life. He called these kleshas or “sorrows”.

    Origins of stress Through advances in science and technology, modern civilization has been able to conquer ignorance in many fields, but its pride in technological achievement is excessive and misplaced. It has triggered widespread feelings of competitiveness and envy. Financial tensions, emotional upheavals, environmental pollution and, above all, a sense of being overtaken by the speed of events have all increased the stress of daily life.

    All these factors strain the body, causing nervous tension, and adversely affecting the mind. This is when feelings of isolation and loneliness take over.

    To deal with this, people turn to artificial solutions to cope with the pressures of daily life. Substance abuse, eating disorders, and destructive relationships are some of the substitutes people grasp at in their desperate search for consolation. But while these measures may provide temporary distraction or oblivion, the root cause of unhappiness – stress -remains unresolved.

    Yoga is not a miracle cure that can free a person from all stress, but it can help to minimize it. The worries of modern life deplete our reserves of bioenergy, because we draw on our vital energy from the storehouse – the nerve cells. This can, ultimately, exhaust our energy reserves and lead to the collapse of mental and physical equilibrium. Yogic science believes that the nerves control the unconscious mind, and that when the nervous system is strong, a person faces stressful situations more positively. Asanas improve blood flow to all the cells of the body, revitalizing the nerve cells. This flow strengthens the nervous system and its capacity for enduring stress.

    Relieving stress  The diaphragm, according to yogic science, is the seat of the intelligence of the heart and the window to the soul. During stressful situations, however, when you inhale and exhale, the diaphragm becomes too taut to alter its shape. Yogic exercises address this problem by developing elasticity in the diaphragm, so that, when stretched, it can handle any amount of stress, whether intellectual, emotional, or physical.

    The practice of asanas and pranayama helps to integrate the body, breath, mind, and intellect. Slow, effortless exhalation during the practice of an asana brings serenity to the body cells, relaxes the facial muscles, and releases all tension from the organs of perception: the eyes, ears, nose, tongue, and skin.

    When this happens, the brain, which is in constant communication with the organs of action, becomes shunya, or void, and all thoughts are stilled. Then, invading fears and anxieties cannot penetrate the brain. When you develop this ability, you perform your daily activities with efficiency and economy. You do not dissipate your valuable bioenergy. You enter the state of true clarity of intellect. Your mind is free of stress and is filled with calm and tranquility.

    Yoga and Fitness Most types of exercise are competitive. Yoga, although non-competitive, is nevertheless challenging. The challenge is to one’s own willpower. It is a competition between one’s self and one’s body.

    Exercise usually involves quick and forceful body movements. It has repeated actions that often lead to exertion, tension, and fatigue. Yoga asanas, on the other hand, involve movements that bring stability to the body, the senses, the mind, the intellect, the consciousness, and finally, to the conscience. The very essence of an asana is steady movement, a process that does not simply end, but finds fulfilment in tranquility.

    Most diseases are caused by the fluctuations in the brain and in the behavioral pattern of the body. In yogic practice, the brain is quietened, the senses are stilled, and perceptions are altered, all generating a calm feeling of detachment. With practice, the student of yoga learns to treat the brain as an object and the body as a subject. Energy is diffused from the brain to the other parts of the body. The brain and the body then work together and energy is evenly balanced between the two. Yoga is thus termed sarvanga sadhana or “holistic practice”. No other form of exercise so completely involves the mind and self with the body, resulting in all-round development and harmony. Other forms of exercise address only particular parts of the body. Such forms are termed angabhaga sadhana or “physical exercise”.

    Stimulative exercise  Yoga asanas are stimulative exercises, while other endurance exercises are irritative. For instance, medical experts claim that jogging stimulates the heart. In fact, though the heartbeat of the jogger increases, the heart is not stimulated in the yogic sense of being energized and invigorated. In yoga, back bends, for example, are more physically demanding than jogging, but the heart beats at a steady, rhythmic pace.

    Asanas do not lead to breathlessness. When practicing yoga, strength and power play separate roles to achieve a perfect balance in every part of the body as well as the mind. After such stimulating exercise, a sense of rejuvenation and a fresh surge of energy follow.

    Exercise can also be exhausting. Many forms of exercise require physical strength and endurance, and can lead to a feeling of fatigue after 10-15 minutes of practice. Many such exercises improve energy levels by boosting nerve function, but ultimately, this exhausts the cellular reserves and the endocrine glands. Cellular toxins increase, and though circulation is enhanced, it is at the cost of irritating the other body systems and increasing the pulse rate and blood pressure. Ultimately, the heart is taxed and overworked.

    An athlete’s strong lung capacity is achieved by hard and forceful usage, which is not conducive to preserving the health of the lungs. Furthermore, ordinary physical exercise, such as jogging, tennis, or football, lends itself to repetitive injuries of the bones, joints, and ligaments.

    Such forms of exercise work with – and for – the skeletal and muscular systems. They cannot penetrate beyond these limits. But asanas penetrate each layer of the body and, ultimately, the consciousness itself. Only in yoga can you keep both the body and the mind relaxed, even as you stretch, extend, rotate, and flex your body.

    Yoga, unlike other forms of exercise, keeps the nervous system elastic and capable of bearing stress. Although all forms of exercise bring about a feeling of well-being, they also stress the body. Yoga refreshes the body, while other systems exhaust it. Yoga involves the equal exertion of all parts of the body and does not overstrain any one part.

    In other forms of exercise, the movements are restricted to a part or parts. They are reflex actions, which do not involve the intelligence in their execution. There is little space for precision and perfection, without extra expenditure of energy.

    Yoga can be practiced at any age  With advancing age, physically vigorous exercises cannot be performed easily because of stiffening joints and muscles that have lost tone. Isometric exercises, for example, cannot be practiced with increasing age, as they lead to sprained muscles, painful joints, strained body systems, and the degeneration of organs. The great advantage of yoga is that it can be practiced by anyone, irrespective of age, sex, and physical condition.

    In fact, yoga is particularly beneficial in middle age and after. Yoga is a gift to older people when the recuperative power of the body is declining and resistance to illness is weakened. Yoga generates energy and does not dissipate it. With yoga one can look forward to a satisfying, healthier future, rather than reflecting on one’s youthful past.

    Unlike other exercises, yoga results in the concentration of immunity cells in areas affected by disease, and thus improves immunity. That is why the ancient sages called yoga a therapeutic as well as a preventive science.

    NEW DELHI (TIP): The one-man panel probing the missing papers pertaining to Ishrat Jahan case affidavits has concluded that the five documents mentioned in the note sheet but not part of the home ministry file were “removed, knowingly or unknowingly, or misplaced” between September 18 and 28, 2009. This was the time when P Chidambaram was home minister.

    The panel has, however, not gone into who could have removed or misplaced the papers, leaving it to the home ministry bosses to take a call on further probe to fix responsibility.

    A copy of one of the five missing documents-letter written by then home secretary (HS) G K Pillai to the attorney general (AG) on September 18, 2009 -has been retrieved by the panel, comprising additional secretary in the home ministry B K Prasad, from a computer hard disk.

    Pillai told TOI that Chidambaram had called then joint secretary (internal secu rity) D Diptivilasa to his office and dictated the revised affidavit, which dropped references to Ishrat’s LeT link and backed a CBI probe into the encounter. It was only after the second affidavit was drafted that it came to Pillai for approval. He subsequently wrote to the AG to vet the affidavit, as approved by the home minister.

    Chidambaram maintains Pillai is equally responsible for the revised affidavit.

    According to a senior officer, the panel, in its 52-page report submitted to Union home secretary Rajiv Mehrishi, has quoted Diptivilasa, now retired, as saying that when the file came back to him from the home minister and home se cretary in September 2009, the relevant papers were missing.

    The four papers still missing are -office copy of the letter sent by the then HS to AG on September 23, 2009; draft further affidavit as vetted by AG; draft further affidavit amended by then home minister on September 24, 2009; and office copy of the further affidavit filed in Gujarat high court on September 29, 2009.

    Interestingly , Diptivilasa was the only officer who did not appear before the panel, even though he lives in Noida. He chose to reply to a questionnaire that was sent to him. “All the remaining 10 officers were examined face-toface,” said a senior officer.

    Prove you are Indian, ministry tells RTI applicant seeking Ishrat panel details

    In a rare instance, the home ministry has asked an RTI applicant to prove he is an Indian before disclosing details about the one-member panel looking into the missing files related to the alleged fake encounter case of Ishrat Jahan. Senior IAS officer B K Prasad, additional secretary in the Home Ministry, heads the inquiry panel. The RTI application was filed with the ministry seeking copies of reports submitted by the panel besides file notings related to extension in service given to Prasad. “In this connection, it is requested that a proof of your Indian citizenship may please be provided,” the MHA said in its reply. As per RTI Act, 2005, only Indian citizens can seek information. Usually, a proof of citizenship is not required to file an application.

    “We will stage a mass protest against the use of gowns on the day of convocation and halt the proceedings. India has been free for over 60 years now, but the varsity wants us to follow British culture, which is unacceptable,” said Atal Pandey, Ranchi convener, ABVP.

    This is the latest in a series of campus unrests across India this year. Students clashed with police at Delhi’s JNU and the University of Hyderabad earlier this year over controversies ons edition and ca ste discrimination, respectively.

    In March this year, the ABVP threatened to protest against a lecture by former JNU professor MN Pa nini at the Central University of Jharkhand (CUJ), accusing him of having mentored the‘ anti-national’ movement in JNU. The students union also reportedly played a role in suspension of CUJ professor Shreya Bhattacharji who had invited Panini to address a gathering at the Ranchi-based university.

    NEW DELHI (TIP): The recent Rajya Sabha elections have given the BJP and allies a numerical edge over the Congress-led UPA in the Upper House, where the government hopes to finally push through the Goods and Services Tax or GST bill in the Monsoon session of Parliament.

    After a meeting with state finance ministers this week, Union Finance Minister Arun Jaitley expressed relief at a broad consensus over GST, which affects a unified tax regime in the country.

    The Congress, which has so far stalled the GST bill in the Rajya Sabha, is still adamant that it will not support it without amendments it wants and the question being asked is – can the government pass the bill in the Monsoon session even if the Congress opposes it?

    “The government will try to get everyone on board but if the situation comes we are ready,” Mr Jaitley told NDTV recently.

    The BJP and its allies, along with seven nominated members are now a bloc of 81 lawmakers. The UPA has 68. Others, the non-NDA and non-UPA parties are 91 lawmakers.

    On GST, parties that have traditionally allied with the Congress are not necessarily on the same page. The Nationalist Congress Party, Trinamool Congress, Samajwadi Party, Janata Dal (United), Bahujan Samaj Party and the Biju Janata Dal have already announced their support for the bill.

    These parties together have 60 MPs, which means that GST has the avowed support of 141 lawmakers in the 245-member Rajya Sabha.

    The anti-GST club has 80 – the Congress’ 60 and 20 others including the Left and Lalu Yadav’s RJD, which opposes the bill even though whose partner JDU led by Bihar Chief Minister Nitish Kumar supports it as GST benefits Bihar.

    A constitutional amendment needs two-thirds of the House to support it, which means the government needs 164 votes. Enter J Jayalalithaa’s AIADMK, with 13 lawmakers. It opposes the bill because GST will bring losses for states like Tamil Nadu which are manufacturing states. But the government still hopes to bring the AIADMK on board. If it does, it will be just 10 short of a two-thirds majority. If the AIADMK abstains, the strength of the house will be down to 232 and the two-thirds magic mark will be at 155. The government will then be short of 14 votes.

    Among the undecided are parties like the YSR Congress, Telangana Rashtriya Samiti, Janata Dal Secular and Independents, together six lawmakers.

    The worry for the government is that even if it collects adequate support for the bill, the Congress could stall it simply by disrupting House.

    Keenly watched is the stand nominated MPs like Sachin Tendulkar and actor Rekha will take.

    Will they stay loyal to the Congress which nominated them or end up helping the government with crucial votes?

    WASHINGTON: Astronomers have produced the most detailed radio map yet of the atmosphere of Jupiter, unveiling massive movement of ammonia gas under the colourful bands, spots and whirling clouds visible to the naked eye. The University of California, Berkeley (UC Berkeley) researchers used the upgraded Karl G Jansky Very Large Array in New Mexico to measure radio emissions from Jupiter’s atmosphere in wavelength bands where clouds are transparent.

    They were able to see as deep as 100 kilometres below the cloud tops, a largely unexplored region where clouds form. The planet’s thermal radio emissions are partially absorbed by ammonia gas. Based on the amount of absorption, the researchers could determine how much ammonia is present and at what depth.

    By studying these regions of the planet’s atmosphere, astronomers hope to learn how global circulation and cloud formation are driven by Jupiter’s powerful internal heat source. These studies also will shed light on similar processes occurring on other giant planets in our solar system and on newly discovered giant exoplanets around distant stars.

    “We in essence created a three-dimensional picture of ammonia gas in Jupiter’s atmosphere, which reveals upward and downward motions within the turbulent atmosphere,” said Imke de Pater, a professor at UC Berkeley.

    BEIJING: China is developing a supercomputer capable of at least a billion billion calculations per second that will be operationalised by 2020, a top official has said.

    According to the national plan for the next generation of high performance computers, China will develop an ‘exascale computer’ during the 13th Five-Year-Plan period (2016-2020).

    “The government of Tianjin Binhai New Area, NUDT and the National Supercomputing Center in Tianjin are working on the project, and we plan to name it Tianhe-3,” said Liao Xiangke, head of National University of Defence Technology (NUDT).

    In 2010, China’s first petaflop supercomputer Tianhe-1 capable of at least a million billion calculations per second came into service in the supercomputing centre.

    NEW DELHI (TIP): To better understand and predict South Asia’s seasonal monsoon, scientists are getting ready to release robots in the Bay of Bengal in a study of how ocean conditions might affect rainfall patterns. The monsoon, which hits between June and September, delivers more than 70%of India’s annual rainfall. Its arrival is eagerly awaited by hundreds of millions of subsistence farmers, and delays can ruin crops or exacerbate drought. Yet, the rains are hard to predict and depend on the complex interplay between global atmospheric and oceanic movements in ways not yet fully understood. They can be affected by weather phenomena such as El Nino, and could become even more erratic with climate change and even air pollution. “It’s such a complex system,” said oceanographer Ben Webber at the University of East Anglia’s School of Environmental Sciences, the UK university leading the $11 million project. Still, “the processes that occur in the Bay of Bengal are not well understood.” One of the biggest mysteries is how the water currents work, with colder and fresher water streaming into the northern part of the bay, while warmer and saltier water flows in further south from the Arabian Sea.
