    3 AIIMS SPECIALISTS IN CHENNAI TO TREAT CM JAYALALITHAA

    CHENNAI (TIP): Three doctors from the All India Institute of Medical Sciences (AIIMS), New Delhi, have come to Chennai to treat chief minister J Jayalalithaa who is undergoing treatment at the Apollo Hospitals on Greams Road.

    There was no press release from the hospital or the government, but officials in the Union health ministry confirmed that doctors including pulmonologist Dr G C Khilnani, cardiologist Dr Nitish Nayak and anesthesiologist Dr Anjan Trikha had left for Chennai.

    “Some left on Wednesday evening. We cannot say more at this point,” the official said.

    Jayalalithaa was admitted to the hospital+ on September 22 with complaints of “fever and dehydration.”

    On Sunday , the hospital said the chief minister had infection, and that a team of doctors, including Dr Richard Beale from the London Bridge Hospital in the UK, were giving her antibiotics to treat her condition.

    Dr Beale left the city on Sunday. On Monday, the hospital said she was on respiratory support and was being treated for infection with antibiotics and allied clinical measures.

    Tuesday’s bulletin said she continued to show improvement. There was no medical bulletin from the hospital on Wednesday . Among the many public prayers conducted for the health of Tamil Nadu chief minister J Jayalalithaa+ , who is undergoing treatment at Apollo Hospitals, was a religious procession organised at her constituency RK Nagar on Monday . Pictures have emerged of young children with their faces pierced with metal rods+ taking part in the ceremony organised by party workers, a ritual usually followed while worshipping Lord Muruga.

    In a statement on Wednesday, PMK leader S Ramadoss described the incident as a “human rights violation”. He alleged that of the hundreds of people who took part in the procession, there were more than 20 children, aged 5 to 12, who had their bodies pierced against their wishes. He added that children should not be forced to do such things. AIADMK MLA P Vetrivel told TOI that he helped organise the event, but “participation was entirely voluntary”.”They were praying for Amma’s [Jayalalithaa’s] health. Ramadoss is insulting our traditions and the people,” he said.

    NEW DELHI (TIP): Congress vice-president Rahul Gandhi on Oct 6 unleashed a blistering attack on Prime Minister Narendra Modi, accusing him of “profiteering” from the soldiers who have given their blood for the nation.

    “Aap kar kya rahe ho jo hamare jawan hain, jinhone khoon diya hai, jinhone Jammu and Kashmir mei apna khoon diya hai, jinhone Hindustan ke liye surgical strike kiya hai, unke khoon ke peeche aap chhupe huye ho. (What are you (PM) doing? Our soldiers have given their blood in Jammu and Kashmir, carried out surgical strikes for India, you (PM) are hiding behind their blood),” he said.

    “Aap unki dalali kar rahe ho. Ye galat hai (PM is profiteering from the soldiers. This is wrong.),” Gandhi said, winding up his 26-day Kisan Yatra across poll-bound Uttar Pradesh in Delhi.

    Gandhi’s remarks came six days after he had praised the PM over the surgical strikes on terror launch pads across the Line of Control (LoC).

    “I want to thank him (PM) because for the first time in two-and-a-half years he has taken an action that is of the stature of PM,” he had said while addressing a public meeting at Bulandshahr in Uttar Pradesh.

    This was a rare occasion when Gandhi publicly praised Modi. But on Thursday evening, Gandhi was in an attacking mode.

    “The Indian army has done its job for the country, you do yours now. Increase their (soldiers) pay in the 7th pay commission,” he told the PM.

    Reacting shar ply to the Congress leader’s comment, BJP secretary Sidharth Nath Singh said, “Rahul Gandhi’s statement is a new low in Indian politics. It is not only condemnable but highly irresponsible coming from a vice-president of the Congress party which fought for Independence. It also proves that what Sanjay Nirupam had said two days back had Rahul Gandhi’s backing and, therefore, no action has been taken against him. Congress and other political parties may be nervous because of courage and will power shown by Modi government in backing armed forces’ decision to go for surgical strikes across LoC… Rahul Gandhi has done surgical strike on his party.”

    The much-publicised Indian army operation across the LoC is turning into a political slugfest, with the opposition asking the Modi government to furnish evidence to call “Pakistan’s bluff ”. Upcoming elections in five states, including Uttar Pradesh, Uttarakhand and Punjab, are widely believed to be the reason why the opposition parties are asking for proof but couching it as a must to quash Pakistan’s propaganda.

    CHANDIGARH (TIP): After playing hardball with the Aam Aadmi Party (AAP) and Congress, cricketer-turned-politician and Awaaz-e-Punjab leader Navjot Singh Sidhu is now waiting for an invite from both.

    Sidhu held yet another meeting with his teammates —independent MLAs Simarjeet and Balwinder Bains and Pargat Singh — in Delhi on Thursday.

    Simarjeet said after the meeting that they are waiting for an alliance with the AAP or the Congress. “Our front has made it clear that we will not divide the anti-incumbency vote against the ruling SAD-BJP government. We are waiting for reaching an understanding with either the AAP or Congress,” he said.

    The Congress leaders said no meeting was held on Sidhu between party vice-president Rahul Gandhi and Punjab Congress chief Captain Amarinder Singh.

    “We are not in talks with Sidhu so there was no question of holding a meeting on the issue,” Congress Punjab affairs in-charge Asha Kumari said. Party’s Punjab leaders were in Delhi on Thursday to welcome Rahul who returned from his month-long “kisan yatra” in poll-bound Uttar Pradesh.

    Sidhu’s forum is finding itself in a piquant situation vis-à-vis both the AAP and Congress. The AAP is not willing to buy Sidhu’s bait after burning its fingers last time when he held meetings with party leaders, but was not happy with the deal.

    Leaving the final decision to the Congress president Sonia Gandhi, Rajya Sabha MP Partap Singh Bajwa on Thursday advocated taking Navjot Sidhu, Pargat Singh and Bains brothers into the party fold. Contrary to this, state Congress chief captain Amarinder Singh was wary and had shown reluctance to make the four join the party.

    “In the forthcoming polls, every single vote and every candidate in poll fray will matter, so my advice is to take decision wisely,” suggested Bajwa, saying he will also take it up with the party high command.

    NEW DELHI (TIP): The Union home ministry has said it will take action against police officers who retain personnel at their residences, including guards, and do not return their official vehicles months after their retirement.

    “…Various privileges such as personnel at residences, vehicles, personal security etc should be withdrawn within a period of one month after the retirement of any police official,” the ministry said in a letter to the chief secretaries of all states and heads of central police organisations.

    According to the ministry, such incidents create a wrong impression in the public mind and are also against the basic decorum and discipline of government service. It said if any retired police officer is to be provided security, it should be on the basis of a specific threat assessment.

    “In case, a retired officer fails to follow the instructions, he should be made to pay for various privileges. Similarly, action should be taken against serving officials who do not take timely action to withdraw various privileges mentioned above, from retired officials,” it said.

    The ministry has sought a compliance report in this regard by October 31.

    SRINAGAR (TIP): Unrest-hit Kashmir Valley is gradually limping back to normalcy with significant increase in the number of people coming out in the summer capital to resume their day-to-day activities.

    There has been an increased movement of private and public transport, except buses, in uptown Srinagar, including in the commercial hub of Lal Chowk, after the authorities lifted curfew from all parts of the city last week, officials said.

    Even as the current agitation is showing signs of fatigue, there are no signs of end to the separatist-sponsored strike which has been extended till October 13.

    The separatists have called for a march to the local UN office here on Friday.

    The separatists had called for a march in the three districts – Anantnag, Baramulla and Srinagar – of the Valley on Thursday.

    The authorities have not put restrictions on the movement of people anywhere in Kashmir on Thursday, but security forces have been deployed to maintain law and order.

    There are no restrictions on the movement of people anywhere in the Valley, the officials said, adding the situation is improving with each passing day.

    For the past few days, many street vendors and hand cart vendors have set up their stalls along the TRC Chowk-Batamaloo axis in the summer capital here.

    The officials said some shopkeepers also keep open their shops in the civil lines areas of Srinagar and at few areas in the outskirts of the city.

    Meanwhile, in some parts of the Valley, including in downtown city and district headquarters and towns, life remained affected for the 90th straight day due to the shutdown call of the separatists.

    Most of the shops and business establishments in these areas were shut.

    The government educational institutions at most places were open and teachers were attending their duties, the officials said.

    The attendance in other government offices and banks has also considerably improved, they said.

    Why the BCCI is against implementing certain reforms of Lodha panel

    The apocalypse that threatens to raze the BCCI to the ground is mostly the doing of its own officials. The present office-bearers are getting the stick from the Supreme Court but their predecessors were just as involved with the practice of getting things done their way.

    Most of the reforms the Lodha Committee has suggested will put an end to that practice. The BCCI has accepted some of the recommendations but a closer look would reveal that they are against every amendment that threatens to prune the wings of the top officials.

    One of the biggest reforms suggested is to do away with politicians and bureaucrats in the BCCI hierarchy. That would deal a massive blow to the way a state association functions. Political connection is intrinsic to getting quick clearances in matters relating to cricket. Had it not been for Anurag Thakur’s political connection, getting the players’ visa for the quickly fixed T20 series against West Indies in the US would have been difficult. Almost all associations have politicians in their ranks so that it aids cutting through the red tape. Politicians too like to hobnob with cricket officials because this is one sure shot way of getting more popular.

    The age cap of 70 years is another recommendation the BCCI is unhappy with it. If this is implemented, most state associations might lose their top officials. Some state association officials say that the BCCI is being unfairly targeted when most sports federations are yet to implement this rule. “Forget sports federations, even the government doesn’t have this rule when it comes to electing a president or Prime Minister. Then why should we be singled out,” said an official on condition of anonymity.

    The bigger worry in this case for officials who are above or nearing 70 is that this could act as a clean-up after which only former cricketers would be available and eligible to run cricket. In many parts of the country, there still exists the belief that cricketers who play and understand the game well need not be great administrators. Most of the former players who try their hand at administration are either hounded out or leave due to frustration. Ask Anil Kumble or Javagal Srinath and they can give a first-hand account of that.

    Under ‘Better management of BCCI and IPL’, the Lodha Committee report states that grants shouldn’t be used for maintenance of club or to subsidise expenditure. Unfortunately, most state associations are guilty of refusing to build a revenue model of some kind. It boils down to the administration, which in most cases hasn’t changed in years. The tenure cap of nine years with cooling-off periods in between is exactly what the BCCI and the state associations need.

    This allows fresh ideas to come in but the BCCI feels that it would lead to an unnecessary break in an innings that might be just taking off. What is interesting here is that the Lodha Committee hasn’t put a bar on how the cooling-off periods can be used. An Apex Council official can easily return to his state association for a stint but it is not the work but the profile, it seems, that is the draw.

    The BCCI has even opposed the suggested composition of the Apex Council. The Lodha Committee report said that it should consist of the five elected office bearers of BCCI (president, vice-president, secretary, joint secretary and treasurer), four other ‘councillors’ –two (one male, one female) to be nominated by the Players’ Association which is to be formed, one to be elected by the Full Members of BCCI from among themselves and one to be nominated by the Comptroller & Auditor General of India.

    NEW DELHI (TIP): Intelligence reports indicate that the Pakistan Army has beefed up its positions all along the Line of Control (LoC). More troops have been inducted in the area north of Sialkot and heavy artillery guns have been moved into the theatre this week in what is an apparent reaction to India’s cross-LoC strike of September 29.

    The intelligence assessment, top sources have revealed, is that Pakistan’s additional deployment is to prevent any cross-LoC strike by the Indian Army in the near future. Pakistan’s aggressive LoC posture has been reported to the highest levels of Modi government, and counter-measures have been initiated.

    “The Army is also strengthening its defences in cities like Muzaffarabad and other important towns in PoK as well as major cities like Lahore,” said a senior official.

    Meanwhile, two global positioning system (GPS) sets, two wireless sets with code sheets of the kind used by Muridke-based Lashkar-e-Taiba (LeT) terror group has been recovered from bodies of three terrorists who were killed when they tried to attack a Rashtriya Rifles camp in Handwara in Kashmir.

    Top sources said that Pakistan violated ceasefire at five places on the LoC using area weapons and mortars to target Indian positions.

    BEIJING: Days after extending its blockade on India’s move to impose a UN ban on Pakistan-based JeM chief+ Masood Azhar, China on Wednesday called for a stronger global response to curb cross-border movement of foreign terrorists.

    Speaking at a meeting on counter-terrorism in New York, Wu Haitao, China’s deputy permanent representative to the UN said frequent cross-border flow of foreign terrorist fighters has caused ever greater harm to international security and stability, state-run Xinhua news agency reported.

    The report defined foreign terrorist fighters as individuals who travel to a state other than their states of residence or nationality for the purpose of participating in terrorist acts.

    “The UN and the relevant international agencies should set up counter-terrorism data bases as soon as possible and share intelligence so as to create conditions for effectively curbing the cross-border movement of foreign terrorist fighters,” he said.

    Wu’s speech against the cross border movement for foreign fighters followed Beijing extending the “technical hold”+ on India’s pending petition to ban Azhar for his involvement in the Pathankot terrorist attack.

    Announcing the extension of the technical hold on October 1, Chinese Foreign Ministry spokesman, said,

    “China always maintains that on the listing matter, the 1267 Committee should stick to the principles of objectivity, impartiality and professionalism, base its judgments on solid evidence and decide upon consensus among the members of the Security Council”.

    China, a veto-wielding member+ had put a technical hold on the move to impose a ban on Azhar six months ago in the 1267 Committee of the UN Security Council (UNSC) comprising of 15 members of the council including the five permanent members.

    China was the lone country which put the technical hold at the last minute which drew strong criticism from India+.

    However China’s stand against movement for foreign terrorists could raise eyebrows in Pakistan as both Azhar and Lashkar-e-Taiba chief Hafiz Saeed are Pakistanis.

    India has been highlighting the cross-border terror threat emanating from Pakistan and tensions between New Delhi and Islamabad are on the rise since last month’s Uri attack in Jammu and Kashmir which killed 19 Indian soldiers.

    Last month, India and China held their first counter-terrorism dialogue.

    ISLAMABAD/NEW DELHI (TIP):A media report suggesting that the Pakistan military has been asked not to “interfere” in action against militant groups considered “off limits” gave rise to heated speculation of a rift between the Nawaz Sharif government+ and the army brass even though the account was forcefully denied.

    A report in Pakistan’s Dawn newspaper said a meeting of civilian leaders, including PM Nawaz Sharif and the ISI chief Rizwan Akhtar, on Monday saw foreign secretary Aizaz Chaudhry bluntly say that Pakistan faced diplomatic isolation+ and was under pressure to act against Jaish-e-Mohammed+ and the Haqqani network, and move forward on the Pathankot investigation.

    The development seemed an attempt by Pakistani Prime Minister Nawaz Sharif to flex muscles against the army but the denial soon after dampened such expectations. The initial denial referred to “half truth” which was revised to “fabrication”, and the addition of a paragraph on the role of the army and ISI working against terrorists of “all hues” made it clear that Sharif had backtracked. The PM’s office said the report was misleading and an amalgam of “fiction and fabrication”.

    The addition that “the intelligence agencies, particularly ISI, are working in line with the state policy in the best interest of the nation both at the federal and provincial levels” clearly underlined that the civilian “revolt” might be short-lived.

    But the official denial could not quell speculation over a major publication carrying a detailed report about the Sharif government calling for an urgent change of direction with regard to jihadi organisations operating in Pakistan. Some Pakistan watchers felt the account of foreign secretary Aizaz Chaudhry’s remarks rang true given his proximity to Sharif.

    Most observers feel the alleged takeaways from the meeting — Pakistan NSA Nasser Janjua and ISI chief Rizwan Akhtar are to ask ISI commanders not to prevent action against militants and fresh attempts are to be made to conclude the Mumbai and Pathankot probes —may never come to pass. There are doubts whether Sharif has the political will or clout to pursue such a policy. (PTI)

    BEIJING (TIP): Chinese people believe the United States is the “top threat” facing their country, a poll showed on Wednesday, with most suspecting the world’s number one economy of trying to “prevent China from becoming an equal power”.

    A survey by the Washington-based Pew Research Center revealed 45 percent of Chinese consider US power and influence to be a “major threat” — more than economic instability (35 percent), climate change (34 percent) and the Islamic State (15 percent).

    However, half of the 3,154 respondents in the survey had a “favourable opinion” of the US — including 60 percent of those aged between 18 and 34.

    The news comes as Beijing and Washington are at loggerheads over China’s territorial claims in the South China Sea, with the US urging China to adhere to the rule of law and Beijing accusing its ally of interference.

    The vast majority of Chinese (75 percent) believe their own country plays “a more important role in world affairs” than a decade ago, compared with only 21 percent of Americans, 23 percent of Europeans and 68 percent of Indians. However, this confidence in China’s international stature contrasts with a growing sense of unease among many, the survey showed, with about three-quarters of respondents saying their “way of life needs to be protected against foreign influence” — up from 64 percent in 2002.

    Despite China’s increasing diplomatic influence, 56 percent of Chinese said they wanted their leaders to focus on the country’s own challenges, such as official corruption, which most said was a problem.

    Growing inequality is also a concern, with 37 percent describing the gap between rich and poor as a “very big problem”. Other worries include: food safety (74 percent), the country’s choking air pollution (70 percent) and rising prices (74 percent), as many Chinese struggle to get a foothold in the real estate market.

    UNITED NATIONS (TIP): UN Women today inaugurated its Geneva Liaison Office, which will provide strategic support and boost efforts for gender equality and the empowerment of women and girls worldwide. Serving as a gateway to development stakeholders, Geneva is host to over 40 United Nations (UN) entities, more than 400 non-governmental organizations, some 35 international organizations, as well as renowned academic institutions, several of which support the promotion of women’s rights and gender equality. A large number of intergovernmental processes with direct impact on the women’s empowerment agenda, from human rights to humanitarian aid, trade and migration, are also held in Geneva.

    The establishment of the Geneva Liaison Office will allow UN Women to broaden and strengthen crucial partnerships with the broad range of stakeholders based there, to deepen gender perspectives in their work and contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development, and to enhance coordination with key players in the UN system.

    UN Women’s work to spearhead action on women’s economic empowerment, in the run-up to the final report of the High-Level Panel created by the UN Secretary General Ban Ki-moon, will also benefit from the closer engagement with key partners based in Geneva.

    IndiGo Airlines’s Rakesh Gangwal is the newest Indian American among the “Forbes 400 Richest Americans,” according to the magazine’s list released Oct. 4.

    Rakesh Gangwal, who debuts on The Forbes 400 with an estimated $2.2 billion net worth, was born in India and got his M.B.A. at Wharton in the 1970s.

    Airline veteran Rakesh Gangwal made his fortune from InterGlobe Aviation, the parent company of his budget airline IndiGo, India’s largest by market share.

    The India born mechanical engineer studied at the Indian Institute of Technology Kanpur before getting his M.B.A. at Wharton.

    He started his airline career with United Airlines in 1984 in strategic planning, then worked briefly for Air France.

    He cofounded IndiGo near Delhi with one aircraft a decade ago. Now it’s India’s largest budget airline by market share.

    Gangwal is ranked #321 on the overall Forbes List and number #10 in the Forbes 400 – Newcomers list and #36 on the Forbes 400 – Immigrants list.

    NEW YORK (TIP): The Trump-Pence ticket is still losing the war, however, and October 4 night’s debate likely only succeeded in keeping hope alive that Donald Trump can mount a comeback, says a BBC news report.

    For the last week, it’s felt a bit like Donald Trump was routed. His woeful first presidential debate performance was compounded by a series of unforced errors, capped by an early morning Twitter tirade and a damaging New York Times story about his near billion-dollar business losses in 1995. His poll numbers headed south.

    The Republican vice-presidential nominee’s primary job – really his only job – was to stop the bleeding and give the campaign an opportunity to regroup. Kaine’s goal was to keep him from doing that. Pence honestly didn’t land too many blows on the Democrat. But first things first. He had to put out the raging dumpster fire that was his team’s campaign over the past week.

    Having said that, sometimes it seemed like Pence was operating in a parallel universe than the one that Trump has inhabited over the past year.

    Time and again, when Kaine pressed him on Trump’s past controversial statements and positions, Pence defended Trump the way he wanted him to be, not the way he really is.

    Take, for example, the exchange on Russia. Pence warned of the threat the nation posed to world order and tried to lay its growing assertiveness at Mrs Clinton’s feet. He called Russian President Vladimir Putin a “small and bullying leader” who wasn’t confronted by the Obama administration.

    As Kaine was quick to point out, however, Trump has showered the Russian president with praise, calling him a “strong leader”. A hard line against Russia is certainly a traditional Republican position – Mitt Romney embraced it in 2012 – but it’s hardly where Trump stands.

    It almost seemed like Pence was more interested in making the case for conservatism the way Americans have known it over the last 30 years than mounting a spirited defense of Trump’s actual positions and statements.

    That may help some wayward Republicans return to the fold in the short term. They need to be back in Trump’s column if he wants to make this presidential race competitive.

    It also may not be a bad move for Pence if he wants to position himself as a possible candidate for the 2020 Republican nomination.

    If there was one exchange that illustrated the challenges Pence faced in defending Trump – and how he, for the most part, survived them – it’s the issue of Trump’s tax returns.

    It’s obviously an area Democrats want to exploit. Hillary Clinton hit the Republican on it multiple times in recent days, and her press aide Jennifer Palmieri told reporters at the debate site that Trump’s possible failure to pay income taxes gives Democrats an opening among white working-class voters.

    When Pence was first asked about Trump’s break with 40 years of tradition by not making them public, he changed the subject. When Quijado pressed him, he said the leaked 1995 tax returns highlighted by the Times showed Trump went through some tough times and “brilliantly” used the tax code “just the way it’s supposed to be used”.

    Kaine pressed him on why Trump has broken his pledge to release his full tax returns, and Pence retreated to Trump’s debunked line that he could only do so after he’s done being audited (a process that Trump himself has said has been going on for 15 years).

    With results like that, it was no wonder Pence would rather not talk about Trump’s record. He put the exchange behind him, however, and moved on to more favorable terrain. Pence’s political jujitsu throughout the debate was quite a remarkable feat, really.

    When Kaine confronted him on Trump’s past controversies, he responded by asserting that the Clinton team was the one waging an “insult-driven campaign”.

    When Kaine attacked Trump’s proposed ban on Muslims entering the US, Pence said “we’re going to put the safety and security of the American people first”.

    When Kaine noted that Trump had suggested women who have abortions should be subject to criminal penalties (a position he later recanted), Pence said they “would never support” such legislation – and then, when pressed, said Trump wasn’t a polished politician and “things don’t always come out exactly the way he means them”.

    “Six times tonight, I have said to Governor Pence I can’t imagine how you can defend your running mate’s position on one issue after the next,” an exasperated Kaine said at one point. “And in all six cases, he’s refused to defend his running mate.”

    “I’m very, very happy to defend Donald Trump,” Pence said – but then opted to change the subject. It clearly frustrated Kaine, it probably will give fact-checkers fits, and Democrats will be in up arms. But it allowed Pence to move on – and, if the Republicans are lucky, turn the page in the coming days.

    That is exactly what Trump needs.

    This debate likely will have little effect on the overall poll numbers – they historically never do. What happens next is up to Trump. Pence did his part, now his running mate has two debates left to take advantage.

    LONDON (TIP): In a promising step towards being able to manipulate and control the behaviour of high energy, or ‘hot’, electrons, scientists have, for the first time, identified a method of visualising the quantum behaviour of electrons on a surface.

    Hot electrons are necessary for a number of processes and the implications of being able to manipulate their behaviour are far-reaching — from enhancing the efficiency of solar energy, to improving the targetting of radiotherapy for cancer treatment. “Hot electrons are essential for a number of processes — certain technologies are entirely reliant on them. But they’re notoriously difficult to observe due to their short lifespan, about a millionth of a billionth of a second,” said one of the researchers Peter Sloan from University of Bath in England. “This visualisation technique gives us a really new level of understanding,” Sloan noted.

    In the experiment, a Scanning Tunnelling Microscope was used to inject electrons into a silicon surface, decorated with toluene molecules. As the injected charge propagated from the tip, it induced the molecules to react and ‘lift off’ from the surface.

    By measuring the precise atomic positions from which molecules departed on injection, the team were able to identify that electrons were governed by quantum mechanics close to the tip, and then by more classical behaviour further away.

    JOHANNESBURG (TIP): Automobile manufacturer Tata has struck a deal with a major South African car hire company to supply Tata Bolt 1.2 Turbo hatchbacks for its national rental fleet.

    Tata declined to disclose the exact number of vehicles, except to say that it was “a substantial number.”

    The Bolt, which was recently introduced in South Africa, will be offered at a competitive hire charge which will be one of the lowest in the country, including 100 kilometres free per day and standard insurance cover.

    “We are very pleased to have secured this order as it will mean that many renters countrywide will now have the opportunity to experience the quality and benefits offered in our newest car range, which is particularly well equipped for an entry level model,” said Kyri Michael, the CEO of Accordian Investments, which markets and distributes Tata cars and light commercial vehicles in South Africa.

    “Our deal to supply Tempest Car Hire with our new Bolt hatchbacks will certainly help to increase brand awareness of Tata as a manufacturer of cars and light commercials,” Michael added.

    The new Tata Bolt has been finding favour with particularly younger buyers in South Africa because of its affordability and features that include air conditioning, electric windows, Bluetooth connectivity and a touchscreen infotainment system, not found in similarly-price competitor vehicles. Tempest Fleet executive Jody Naidoo said that he was glad his company could offer such a spacious and well equipped car in the very popular A Category. “It certainly offers outstanding value for money at the budget end of the local rental market,” said Naidoo.

    MUMBAI (TIP): A Cushman & Wakefield report on oil released on Wednesday said oil prices are expected to remain below $60 a barrel through 2017 and below $70 through 2020.

    The research report titled, “Oil: the Commodity We Love to Hate,” assesses the impact of lower oil prices on each of the world’s major energy cities and provides insights into office sector fundamentals going forward.

    “The impact of a protracted low oil price scenario is mixed: energy-producing regions struggle while consumers and non-energy producing markets benefit,” it said.

    “While the positives from lower oil prices outweigh the negatives in terms of impact on global economic growth, the effects on the office market are more of a mixed bag,” said Kevin Thorpe, Cushman & Wakefield’s Global Chief Economist. “Most energy-producing office markets have seen economic slowing and lower occupancy levels, while stronger consumer spending has boosted occupancy virtually everywhere else. For occupiers, the prolonged oil price rebalancing will create efficient and cost saving opportunities in some markets, but rental pressure in others.”

    Overall, the plunge in oil prices has been a net negative on the world’s largest energy-producing markets. As a group, these markets are experiencing slower economic growth, slower job creation, and weaker office sector fundamentals. However, while office markets such as Moscow, Aberdeen, Calgary, and Houston have faced significant headwinds due to the oil shock, others are holding up well and even thriving.

    Asia Pacific Region

    “Generally, markets in the Asia Pacific region have benefited from the weakness in oil prices,” said David Jones, international director of Global Occupier Services. “The filtering down of lower oil prices to lower food and fuel prices has subdued inflationary pressures, boosted consumer spending, and given Asian central banks greater scope for monetary easing.”

    The footprint of oil and gas companies in APAC’s office sector is relatively small – estimated at less than 10 percent of total occupancy. As such, the impact of the slump in oil prices on office space has been relatively muted in cities like Singapore and Malaysia, where the proportion of space that energy companies occupy is not large.

    In Perth, the Australian city most influenced by commodities (inclusive of oil and gas), the office vacancy rate has increased to 17.2 percent since the correction from 15.2 percent during the oil price boom. While the rise is not all oil-related, oil has played a significant role, said the report.

    MUMBAI (TIP): The Indian arm of British oil giant BP Plc has received a license from the government to sell jet fuel in India, its country head said on October 6.

    “India is a huge market … Obviously we are a very large player globally in the aviation business, so it makes sense for us to be here,” said Sashi Mukundan, regional president and India country head for BP (BP.L).

    Mukundan said BP will soon start local sales of aviation turbine fuel (ATF).

    He declined to elaborate on whether BP will sell fuel on its own or tie up with an Indian partner.

    NEW DELHI (TIP): The government’s ambitious spectrum auctions fell short of expectations, fetching the exchequer Rs 65,789 crore as it could sell only around 40% of the record 2,353MHz airwaves that had been put up for sale.

    The government would have garnered Rs 5.6 lakh crore if all the spectrum on offer was sold at the reserve price.

    While the cash-strapped telecom operators made bids for spectrum in the 1,800MHz, 2,300MHz and 2,500MHz bands — used for providing high-speed 4G internet services — there were no takers for the 700MHz band, which was put up for sale for the first time but was rejected by the operators for its seemingly “high pricing”.

    Sources said the government, and regulator Trai, will now “have a re-look” at pricing of the 700 MHz band and what led to a zero response in the sale.

    Vodafone, which does not have pan-India 4G presence, spent the maximum, shelling out over Rs 20,000 crore for buying the coveted airwaves. On the other hand, Bharti Airtel spent Rs 14,244 crore while Reliance Jio — which has unleashed fierce competition in the segment — will be paying Rs 13,672 crore. The Birlas-owned Idea Cellular, which is also desperate to expand 4G footprint, spent Rs 12,798 crore.

    Telecom Minister Manoj Sinha said the government was not disappointed with the results, but blamed the “lack of eco-system” behind no bids in the 700MHz band. Telecom secretary JS Deepak, however, termed the auctions as a “substantive achievement”, pointing out that the government has been assured of Rs 32,000 crore as upfront payment from the sale, which is the

    “highest in the last five years”. The rest of the payment will be over a 10-year period after a two-year moratorium.

    With the auctions now ending after 31 rounds and 5 days, the all-time record for the highest collection from spectrum sale remains at Rs 1.1 lakh crore, which was achieved last year.

    There were no takers also in 900MHz band, though this could be due to the very low quantity of spectrum (9.40MHz) that the government had put up for sale. The telcos also bought spectrum in the 2,500MHz band, which they also intend to use for carrying high-speed 4G data.

    Industry analysts said that the tepid response in this round of spectrum auctions was also due to the fact that the telecom operators in India carry a high debt — nearly Rs 3.8 lakh crore before the start of the sale.

    Even after her hit movies like ‘Neerja,’ ‘Raanjhana,’ Sonam think she still does not get her price as a woman in the industry. “I still am having difficulties getting projects off the floor. The budgets that I need to shoot them properly,” the ‘Aisha’ actress claimed.

    “It’s heartbreaking and somebody very wise said ‘Unfortunately, you guys are the change but you are not going to benefit from it. The generation after you are going to benefit from it.’ I am okay with it as long as I get to make my films. I am not here to make money though it would be nice. But I would like my projects to get the money. I am not asking for it,” she added.
