For more than two decades, Dr. Purnima Voria has quietly operated at the intersection of business, diplomacy, and public policy, transforming commerce into a powerful instrument of international cooperation. As Founder and CEO of the National U.S.-India Chamber of Commerce (NUICC), she has dedicated her career to strengthening one of the world’s fastest-growing strategic relationships—between the US and India.

Her work demonstrates a simple but powerful idea: while governments negotiate agreements, lasting partnerships are built by entrepreneurs, investors, innovators, and institutions that create opportunities on both sides.

Today, as the U.S. and India deepen cooperation in technology, defense, manufacturing, AI, semiconductors, clean energy, healthcare, and critical supply chains, Dr Voria’s vision has become increasingly relevant.

Building an Institution

When Dr. Voria founded the NUICC, she envisioned an institution that could serve as a trusted bridge between two innovation-driven democracies.

Headquartered in Denver, Colorado, NUICC has evolved into an influential international trade organization with 9,200 direct members worldwide. The organization connects entrepreneurs, Fortune 500 executives, investors, policymakers, universities, government agencies, and global innovators while expanding its presence across the United States with the goal of serving all 50 states.

Under her leadership, NUICC has become a catalyst for trade promotion, investment facilitation, business matchmaking, policy dialogue, and international collaboration.

Its focus extends across emerging sectors including AI, quantum technologies, defense and aerospace, semiconductors, renewable energy, , water technologies, manufacturing, advanced mobility, infrastructure, education, and entrepreneurship.

Trusted Across Administrations

One of the defining aspects of Dr. Voria’s career has been her ability to work across political administrations while maintaining a consistent focus on economic growth.

Dr. Purnima Voria’s work has taken her from the boardroom to the White House, where she advised U.S. administrations on business and trade.

Beginning in 2004, she served as National Advisor to the U.S. Department of Commerce’s Minority Business Development Agency (MBDA), advising on policies that strengthened America’s minority-owned business sector.

Working alongside multiple Commerce Secretaries under both Republican and Democratic administrations, she contributed to national conversations on entrepreneurship, international trade, investment, and economic competitiveness.

Her bipartisan service reflects a career built on credibility, continuity, and results rather than political affiliation.

She later served on George W. Bush’s 2005 Presidential Commission and became a member of the 2006 Presidential Business Club, further expanding her engagement with national business leadership initiatives.

Commerce as Diplomacy

Throughout her career, Dr. Voria has championed a form of diplomacy that rarely captures headlines but often delivers lasting results.

By helping American companies enter India, facilitating Indian investment in the United States, connecting entrepreneurs with strategic partners, and promoting bilateral trade, she has demonstrated how economic relationships create long-term trust between nations.

Her consulting and advisory work has supported businesses across technology, biotechnology, healthcare, manufacturing, energy, agriculture, venture capital, and infrastructure.

Dr. Voria has represented U.S.-India business interests at major international forums, including the World Economic Forum in Davos, the UN, Commonwealth business forums, and global investment summits.

She has participated in high-level engagements involving Presidents George W. Bush, Barack Obama, and Donald Trump, accompanied official delegations to India, attended joint sessions of Congress during Prime Minister Narendra Modi’s visits to Washington, and participated in the Global Entrepreneurship Summit in Hyderabad alongside Ivanka Trump.

These experiences reflect years of sustained engagement with leaders from government, business, academia, and civil society.

From Progress to Prosperity

For Dr. Voria, progress has always meant: Building institutions, Building partnerships, and Building opportunities.

Dr. Voria also serves as President of the Rajasthan Foundation’s New York Chapter, strengthening connections between the global Rajasthani diaspora and Rajasthan through investment, education, culture, entrepreneurship, and philanthropy.

She has consistently advocated for women entrepreneurs, minority-owned businesses, and inclusive economic growth, believing that innovation flourishes when opportunity is broadly accessible.
