  • MR. IBRAJIM BUKELE, ADVISOR TO THE PRESIDENT OF EL SALVADOR VISITS INDIA

    GUATEMALA CITY (TIP): Mr. Ibrajim Bukele, Hon’ble Advisor to the President of El Salvador led a 6-member high level delegation from Government of El Salvador to India from April 14th to April 22nd, 2024 to oversee the administration of various infrastructural projects and gain firsthand experience of their operation and manufacturing processes. The delegation also included Mr. Romeo Rodriguez, Hon’ble Minister of Public Works and Transportation, Mr. Nelson Reyes, Hon’ble Vice Minister of Transportation of Government of El Salvador and a team of experts from different fields. The visit marked a significant milestone in the bilateral relations between India and El Salvador focusing primarily on enhancing trade relations and exploring infrastructure development opportunities.

    The high-level delegation’s visit follows the signing of two significant MoUs between Lakshmi Capital, an Indian company, and the Public and Road Ministry of El Salvador. These MoUs outline plans for the construction of a 22 km Metro line project and the supply of modern and high-tech buses. In an effort to further advance cooperation, India has proposed collaboration with El Salvador to jointly develop 5G networks and tailored solutions to address the region’s specific needs and challenges. Indian companies are ready to provide financial assistance and investment opportunities to support the deployment of 5G infrastructure in El Salvador. The purpose of this visit was to offer the Government of El Salvador an opportunity to explore firsthand demonstrations of these projects and their technical capabilities in India. These demonstrations will serve as models for the final implementation of projects in El Salvador, facilitating a smoother transition and ensuring successful outcomes.

    The delegation led by Mr. Ibrajim Bukele, Advisor to the President of El Salvador, was briefed on 5G technology by the Reliance Jio team at their premises.

    The delegation reached Mumbai on 14 April 2024 where they met representatives of the Reliance Jio, a leading telecommunications company in India emerged as a key player in driving technological advancements and digital transformation. During the meeting on 5G technology, significant strides were made in exploring avenues for technological collaboration. Reliance Jio, a pioneer in telecommunications, showcased its expertise and innovative solutions, providing invaluable insights into the potential implementation of 5G technology in El Salvador’s telecom sector. The discussions underscored the mutual commitment to fostering transformative change and advancing connectivity infrastructure, laying the foundation for future cooperation between India and El Salvador in the realm of telecommunications. Additionally, the team visited the Centre for Development of Telematics (CDoT) office in New Delhi, where they had the opportunity to meet with officials. This visit provided a platform for discussions on telecommunications development and technology innovation. Engaging with CDoT officials allowed the delegation to gain insights into cutting-edge research and development initiatives in the telecommunications sector. It further facilitated exchanges on potential collaborations and knowledge sharing between India and El Salvador in advancing telecom infrastructure and services.

    During the meeting with Ashok Leyland on the manufacturing and operation of buses in Chennai, discussions centered on exploring opportunities for collaboration and technological exchange. Ashok Leyland, a leading player in the automotive industry, provided insights into their manufacturing processes and operational expertise. Additionally, the delegation visited Ashok Leyland’s Research and Development (R&D) center and assembly unit at Ennore, gaining firsthand experience of their advanced facilities and innovative practices. This visit underscored the potential for partnership and knowledge transfer between India and El Salvador in the manufacturing and transportation sectors.

    The delegation led by Mr. Ibrajim Bukele had a productive interaction with DMRC at Metro Bhavan to learn about the technical intricacies of operating and maintaining metro trains.

    The delegation conducted comprehensive site visits and technical assessments at various locations of the Delhi Metro Rail Corporation (DMRC) in New Delhi, essential for the successful planning and execution of the metro line project in San Salvador. DMRC, a government-owned entity, specializes in planning, designing, and implementing metro systems in Delhi, India’s National Capital Territory. Managing an extensive network of 392.448 km with 288 stations in Delhi and the National Capital Region, DMRC operates over 5262 train trips daily, serving an impressive daily ridership of approximately 6.5 million individuals. The delegation engaged in detailed discussions and site inspections at DMRC’s Mundaka casting yard and Janak Puri elevated metro construction site, focusing on aspects like route alignment, station design, signaling systems, rolling stock procurement, and safety protocols. They also experienced a ride on the Delhi Metro, gaining insights into the technical intricacies of elevated and underground rail routes. Moreover, DMRC has formalized its collaboration with Lakshmi Capital by entering into a Non-Disclosure Agreement, signaling a commitment to elevate cooperation in the technical aspects of the project to a higher level.

    Mr. Ibrajim Bukele visited the Shimla-Jakhu Ropeway to observe its operation and was impressed with remarkable technological capabilities of India.

    The team also visited the Shimla-Jakhu Ropeway to inspect the cable car system and observe its operation. During their visit, they had the opportunity to enjoy a scenic ride, taking in the breathtaking views of the region. Impressed by the advanced technology employed in such a challenging mountainous terrain, the team gained valuable insights into the intricacies of operating a cable car system in such conditions. This experience further enriched their understanding of innovative solutions for transportation infrastructure, highlighting the importance of adapting technology to meet the unique challenges of mountainous regions in El Salvador.

    Despite their busy schedule, the team also made time to visit Agra and explore the iconic Taj Mahal. This architectural marvel, renowned worldwide as a symbol of eternal love, captivated the delegation with its awe-inspiring beauty and historical significance. Their visit to the Taj Mahal provided a moment of respite and cultural enrichment amidst their packed itinerary, allowing them to appreciate India’s rich heritage and architectural grandeur.

    Lakshmi Capital, an esteemed Indian firm and subsidiary of the renowned SRAM & MRAM group, has been actively collaborating with the Government of El Salvador. Positioned to provide crucial financial support and investment opportunities, Lakshmi Capital is instrumental in facilitating these impactful projects on a Build-Operate-Transfer (BOT) model. Their funding encompasses various critical aspects including infrastructure investment, technology procurement, construction, expertise and training, as well as compliance with standards and regulations. Through this comprehensive approach, Lakshmi Capital demonstrates its commitment to driving sustainable development and fostering mutually beneficial partnerships between India and El Salvador.

    The Government of El Salvador has exhibited steadfast dedication and seriousness in launching these transformative projects, evidenced by numerous meetings held with the Indian counterpart.     GUATEMALA CITY (TIP): Embassy of India is Guatemala aims to propel indigenous production across diverse sectors following the vision of Prime Minister Modi’s encapsulated in “Make in India” and “India Goes Global”. With a primary emphasis on facilitating business operations, enhancing infrastructure, and upgrading skills, these guiding principles aim to strengthen India’s global footprint. Through strategic collaborations, outreach to investors, and diplomatic efforts, India seeks to assert its influence, promote mutual prosperity, and contribute to shaping a more interconnected and inclusive global landscape. This proactive approach towards bolstering trade and investment with Latin and Central American nations has resulted in strengthened economic bonds and increased collaboration across various sectors. By focusing on expanding market access, fostering technological exchange, and encouraging joint ventures, India is paving the way for deeper engagement with the region. India’s significant role in infrastructural development, particularly in sectors such as transportation, energy, and urban infrastructure, has played a pivotal role in driving sustainable growth and development in Central America. As part of these efforts, India is in advanced stages of collaboration with the Government of El Salvador through investments from Lakshmi Capital, an Indian company, to facilitate critical infrastructure projects. These projects include the construction of metro lines and the supply of buses, which will contribute significantly to the region’s socio-economic advancement.

    Recently, Lakshmi Capital, and the Ministry of Public Works and Transportation of the Republic of El Salvador signed a Memorandum of Understanding in San Salvador on 16 February 2023 for construction of 22 km metro line project (extending from initial proposal of 11 kms) in San Salvador. The MoU was signed between Minister Romeo Rodríguez of Ministry of Public Works, Government of Republic of El Salvador and Transportation and Mr. Russell Alexander Luther Rodas of Laxmi Capital in the presence of Ambassador of India in Guatemala, Dr. Manoj Kumar Mohapatra. Following thorough technical discussions, the Concession Agreement is anticipated to be signed in the first week of April 2024. A team of Delhi Metro is also scheduled to visit El Salvador from 18-22 March, 2024 to oversee the technicalities of Metro line project in the region.

     

    Extending this collaboration to improve the infrastructural development in the region and with proactive approach of the El Salvadorian Government, the parties also signed another MoU to supply 5000 buses on 22nd February 2024. These milestones will pave the way for a visit by a delegation led by Hon’ble Mr. Ibrahim Bukele to India to administer technical know-how of these transformative projects. Furthermore, discussions have already been started with Delhi Metro Rail Corporation (DMRC) for construction-related matters with regard to metro line project, and with Ashok Leyland and Tata Motors for bus procurement.

    The metro line project and the provision of buses are geared towards revitalizing the economy and modernizing transportation infrastructure in the nation. Under the esteemed guidance and visionary leadership of President-elect Bukele, significant strides are being made by both countries towards realizing the established objectives. This collaborative effort underscores the strengthening bonds of friendship and mutual respect between India and El Salvador, fostering enhanced bilateral relations and mutual prosperity. India remains committed to further collaborating with the Government of El Salvador to advance other agendas such as atomic energy development, initiatives in non-renewable energy, digital transformation, and more.

    GUATEMALA CITY (TIP): India’s proactive engagement with the untapped Central American market underscores its aspirations to emerge as a leader among global South nations. This outreach has proven highly attractive to numerous Indian companies, catalyzing a significant increase in bilateral trade. Notably, this surge in trade has unlocked vast opportunities not only for large conglomerates but also for small and medium enterprises. As part of this strategic direction, Guatemala and El Salvador recently hosted a successful visit by a delegation of 20 Indian companies from Federation of Indian Export Organizations (FIEO) led by Mr. Khalid Khan. This delegation engaged in a series of productive Business-to-Business meetings with local companies in Guatemala City and San Salvador from February 12 to 16, 2024.

    Ambassador Dr Manoj Kumar Mohapatra highlighted the huge potential of Central American market and reiterated Indian Government’s commitment to increase bilateral trade

    FIEO is an apex body of the Government recognized Export Promotion Councils, Commodity Boards and Export Development Authorities in India.  It was set up in 1965 by Ministry of Commerce, Govt. of India to focus the efforts of all stakeholders engaged in promotion of trade from the country. FIEO exchanges business delegations, establishes MoUs with counterpart organizations overseas, and arranges exhibitions, catalogue shows abroad. It provides the crucial interface between International Trading community of India with the Central and State Governments, Financial Institutions, Ports, Railways, Surface Transport and all engaged in Export Trade Facilitation.  It directly and indirectly serves the interests of over 200,000 exporters from every Industry and Services sector in India.

    Guatemala has emerged as India’s largest trading partner in the Central American region, with bilateral trade reaching US$573.21 million in the 2021-22 period. This trend has continued to strengthen, with bilateral trade increasing to US$693 million in the 2022-23 period, indicating a notable upward trajectory. Similarly, India has been steadily expanding its trade presence in El Salvador, with trade reaching US$126 million in the financial year 2022-23. The top products exported from India to the Central American region include pharmaceuticals, textiles (especially cotton yarn and fibers), engineering products, automobiles (two and three-wheelers), motor vehicles/cars, auto components and parts, iron and steel, industrial machinery and parts, and electrical machinery and equipment. On the other hand, India primarily imports wood, wood charcoal, coffee, and aluminum scrap from these regions.

    FIEO launched its campaign in Guatemala in collaboration with the Chamber of Commerce of Guatemala, with approximately 90 Guatemalan companies participating in the Business-to-Business meetings. The inaugural ceremony was graced by Ambassador Dr. Manoj Kumar Mohapatra, Mr. Jorge Briz Abularach, President of the Chamber of Commerce, and Mr. Julio Eduardo Orozco, Vice Minister of Foreign Affairs of Guatemala. Mr. Rohit Tejpal, Deputy Director of FIEO, delivered a presentation outlining the organization’s approach and future prospects. The delegation received an overwhelming response from local companies, demonstrating their keen interest in partnering with visiting countries. During the event, FIEO signed a Memorandum of Understanding with the Chamber of Commerce to strengthen collaboration in investment, trade, quality standards, technology transfer, and economic cooperation. Delegation members also had the opportunity to interact with Guatemala’s apex export councils such as PRONACOM, AGEXPORT, Invest Guatemala, and the Chamber of Industry to gain insights into trade regulations and discuss ways to enhance bilateral trade relations.

    The journey of the business delegates from FIEO continued as they proceeded to El Salvador to explore the vast potential of this rapidly growing economy. Upon arrival, the delegates were warmly welcomed by the Honorable Minister of Economy of El Salvador, Ms. Maria Luisa Hayem, along with Ambassador Dr. Manoj Kumar Mohapatra and Mr. Salvador Gome Goche, President of Invest in El Salvador. Ambassador Ariel Galindo, former Ambassador of El Salvador in India, played a pivotal role in encouraging local companies to participate in the business meetings. Despite being an unexplored destination for the visiting delegation, the enthusiastic response from local companies bolstered their excitement and prompted them to further explore the local market the following day. The delegates ventured into areas such as Santa Tecla and other prominent locations to gain insights into the local market dynamics and opportunities for collaboration.

    The B2B Meetings in these two countries facilitated exploration of potential trade opportunities, allowing businesses from both countries to identify areas of mutual interest and collaboration. The delegation gained insights of Guatemalan and El Salvador markets, helping them understand regulatory environments, consumer behavior, and market trends, which is crucial for successful market entry. These meetings can not only serve as a forum to promote investment opportunities, encouraging businesses to invest in each other’s countries and contribute to economic growth but also provide a platform for networking, enabling companies to connect with potential partners, suppliers, and distributors, thereby expanding their business networks.     GUATEMALA CITY (TIP): India, under the visionary direction set by Hon’ble Prime Minister Shri Narendra Modi on 3T (Tourism, Technology & Trade), has positioned itself as a formidable player in the global arena across various technological domains during last decade. In this direction, a team of Bharat Electronics Limited (BEL), a Navratna PSU under the Ministry of Defence, Government of India is currently Guatemala to pave the way for a substantial venture in the country, focusing on a comprehensive site survey for a forthcoming 170MW solar energy project. The site survey is being designed to intricately assess and analyze potential locations that can optimally harness solar energy for efficient power generation. This thorough examination includes an in-depth analysis of solar irradiance levels, topography, weather patterns, and environmental considerations. The ambitious 170MW solar energy project is poised to make a substantial contribution to Guatemala’s energy requirements, delivering clean and sustainable power to support the nation’s developmental needs. This collaborative venture underscores the commitment of the Indian government to contribute to Guatemala’s economic growth, energy security, and sustainable development. Beyond being a significant stride for BEL in the renewable energy sector, this project symbolizes a milestone in Guatemala’s journey towards a greener and more sustainable energy future.     India has witnessed rapid progress in electronics and telecommunications, fueled by the ‘Make in India’ initiative, which has boosted indigenous manufacturing and innovation. Central America recognizes the significance of advanced technologies like electronics, defense, aeronautics, and radar technology for regional development. Local companies understand the potential of these sectors in improving connectivity, communication networks, and access to digital services, fostering economic growth, education, and healthcare. Governments emphasize enhancing defense and security infrastructure, with growing interest in aeronautics and radar technology for transportation, disaster management, and surveillance. Acknowledging these needs, the Embassy of India facilitated a Business Meet on January 12, 2024, connecting local authorities, companies, and experts in these crucial sectors.

    In a concerted effort to disseminate crucial information and catalyze the advancement of indigenous technology, the Embassy proactively sought the participation of a representative from Bharat Electronics Limited (BEL) to address a gathering of Guatemala companies in the sector of telecommunication, defense systems, engineering goods and security systems. Representative from Bharat Electronics Limited (BEL) delivered a succinct presentation, acquainting the audience with BEL’s diversified expertise in areas such as homeland security solutions, smart cities, e-governance solutions, space electronics (including satellite integration), energy storage products (including e-vehicle charging stations and solar), network and cyber security, railways and metro solutions, airport solutions, Electronic Voting Machines, telecom products, passive night vision devices, medical electronics, composites, and software solutions. Notably, there was a keen interest among the participants, particularly inquiring about smart cities and security-related technologies.

    Under the astute guidance of Dr. Manoj Kumar Mohapatra, the Indian Ambassador to Guatemala, the Embassy of India has played an active and pivotal role in organizing such insightful events aimed at disseminating valuable technology to the host country. It has been learned that the Embassy, in collaboration with Lakshmi Capital, an Indian company, is spearheading various infrastructural projects in the region, anticipating an investment of USD 6 billion. Advanced negotiations with the Government of El Salvador have resulted in the initiation of a metro line project and the supply of 5000 buses, representing a substantial investment of USD 1 billion. A Letter of Intent has already been signed between the parties. Similar discussions are underway with the Government of Guatemala for projects such as a metro line in Guatemala City, a train line across the country, and solar power initiatives. Furthermore, the Embassy is actively engaged in progressing discussions and is on the verge of signing a Letter of Intent with the Mayor of Xela for projects encompassing cable cars, the supply of 700 buses, installation of a hydraulic turbine, and project on solid waste management. These collaborative initiatives not only bolster the growing bilateral relations between India and Guatemala but also leverage India’s robust technological capabilities to fortify these ties.

    GUATEMALA CITY (TIP): To commemorate the International Day of Yoga 2023, the Embassy of India in Guatemala organized a series of yoga events across Guatemala, Honduras, and El Salvador. These events aimed to unite yoga enthusiasts from the Central American region and emphasize the significance of yoga in enhancing physical and mental well-being. The Embassy’s efforts were focused on promoting the practice of yoga and fostering a deeper connection between the Indian and Central American communities through these events.

    The theme for this year’s International Day of Yoga was “Vasudhaiv Kutumbakam,” which emphasizes the concept of the world as one family. Through the practice of yoga, we aimed to promote unity, harmony, and inclusivity among individuals and communities. It was a wonderful opportunity for the school children to experience the benefits of yoga and participate in this global celebration.

This highly anticipated event drew a remarkable crowd of 2500 participants, comprising students, government officials, and enthusiastic members of the public. The grand Yoga event provided a platform to showcase the beauty and effectiveness of various yoga asanas, breathing exercises, and meditation techniques. It served as a remarkable opportunity to raise awareness about the profound impact that yoga can have on one’s daily life, fostering a sense of harmony and well-being. Invaluable support and cooperation from Ministry of Defence and Military personnel played a pivotal role in ensuring the smooth execution of the event, from assistance in logistical arrangements to security measures. The Embassy acknowledged and appreciated their dedication and commitment to making the International Day of Yoga a resounding success. Their collaborative efforts exemplify the spirit of unity and harmony that yoga promotes.

    In Tegucigalpa, Honduras, a remarkable Yoga Event was held at Universidad Pedagógica Nacional Francisco Morazán (UPNFM) on 20th June 2023. The event brought together a diverse group of participants, including students, faculty members, and local yoga enthusiasts. With an aim to promote the holistic benefits of yoga, the event featured a wide range of yoga asanas and engaging interactive sessions. Around 150 yoga participants from different parts of Honduras attended the event, showcasing the growing interest and engagement of the local community. Through the consistent organization of yoga events, the Embassy of India has successfully established a strong presence among the Honduran population, attracting yoga enthusiasts of all ages and fostering a sense of well-being and harmony.

    The Embassy continued its efforts to organise Yoga events in different iconic places of Central America and one of the most prominent places was in the City of Antigua, which has a history of more than 500 years old. On 21st June 2023, the Embassy of India in Guatemala chose the iconic Santa Catalina Arch in Antigua, Guatemala as the venue for a captivating yoga event. The arch, a magnificent symbol of Guatemala’s rich art and cultural heritage, provided a mesmerizing setting for the participants to engage in yoga practices and embrace a serene ambiance. With the participation of approximately 100 yoga enthusiasts and local Guatemalans, the event not only celebrated the International Day of Yoga but also aimed to promote Guatemala’s cultural legacy and foster the integration of yoga into the community’s lifestyle. It was a harmonious blend of cultural appreciation and holistic well-being.

    In the same spirit of celebrating the International Day of Yoga, yet another remarkable venue was chosen in Central America, specifically Casa Comunal de la Colonia Guadalupe in Soyapango, El Salvador. This serene location provided an ideal setting for a memorable yoga event, attended by 400 participants. The event focused on the significance of holistic well-being and stress reduction, highlighting the transformative power of yoga through invigorating sessions and guided meditation. By choosing this venue, the Embassy of India aimed to create a harmonious environment where individuals could immerse themselves in the practice of yoga, fostering a sense of balance, peace, and inner harmony. It was a testament to the universality of yoga’s principles and its ability to transcend boundaries and connect people from all walks of life.
    In addition to the grand-scale yoga events, the Embassy of India in Guatemala organized a Yoga Gathering at the Ministry of Foreign Affairs (MoFA) in Guatemala attended by approx. 70 participants. This event held special significance as it aimed to strengthen the diplomatic ties between the two nations through the practice of yoga.     Furthermore, the Embassy and Government of El Salvador has taken the initiative to organize another Mega Yoga Event in El Salvador on 30 July 2023. This event holds special significance as it reflects the growing recognition and support for yoga by the government of El Salvador. By bringing together an anticipated gathering of 4000-5000 participants, this event will not only promote the practice of yoga but also serve as a platform to foster well-being and unity among attendees. It is an opportunity for the two democratic nations to come together, strengthen their bond, and celebrate the shared values of holistic wellness and mindfulness. Through this event, the Embassy aims to deepen the existing ties between India and El Salvador while showcasing the transformative power of yoga in promoting physical, mental, and spiritual harmony.

    In conclusion, the Embassy of India in Guatemala, along with its counterparts in Guatemala, Honduras and El Salvador, successfully organized a series of yoga events to commemorate the International Day of Yoga 2023. These events brought together yoga enthusiasts, government officials, and members of the local communities to celebrate the power of yoga in promoting physical and mental well-being. The Embassy’s efforts to promote yoga as a way of life and foster cultural exchange were met with great enthusiasm and participation.     GUATEMALA CITY (TIP) : India’s Minister of State for External Affairs and Culture, Smt. Meenakashi Lekhi visited Guatemala from 15-17 January and El Salvador from 17-19 January 2023.

    During her visit to Guatemala, MOS met with the Acting President of Guatemala, H.E. Mr Guillermo Castillo Reyes; Minister of Foreign Affairs of Guatemala, H.E. Mr. Mario Bucaro; Minister of Culture of Guatemala, H.E. Mr. Felipe Aguilar; Minister of Health, H.E Dr. Francisco José Coma Martín; and Minister of Energy and Mines, H.E. Mr. Alberto Pimentel Mata.

    During the meeting with the Acting President, MOS discussed cooperation in the fields of Science and Technology, Women Empowerment and Capacity Building in the interiors of Guatemala. In the meeting with Minister of Foreign Affairs, both sides reviewed the entire bilateral relations and decided to hold the next Foreign Office Consultations on a mutually convenient date in New Delhi. MOS handed over a symbolic key to the Foreign Minister for the donation of ten pickup trucks by the Government of India to the Government of Guatemala. To mark the 50th anniversary of establishment of diplomatic relationship, both Ministers inaugurated the bust of Mahatma Gandhi at the premises of the Foreign Ministry.

    MOS and Culture Minister Mr. Aguilar discussed growing cultural relations and the visit to India by a Guatemalan cultural troupe- Paabank. Culture Minister thanked the Government of India for the donation of the pick-up trucks to the Ministry of Culture. MOS and Energy and Mines Minister discussed possible areas of cooperation especially related to solar energy, International Solar Alliance and technical cooperation in the areas of mining. During the meeting with Minister of Health, both sides discussed growing bilateral cooperation in healthcare especially related to holistic healthcare and Ayurveda and donation of essential medicines by India.

    On 15 January 2023, MOS inaugurated the warehouse of Indian companies in Technopark, Escuintla which will help in reducing the delivery times resulting in increase in Indian exports to Central America, in the presence of Vice Minister of Economy. MOS inaugurated the Indian Film Festival and participated in a Yoga Festival in Antigua. On 16 January, MOS participated in a Business dinner hosted by the Coordinating Committee of Agricultural, Commercial, Industrial and Financial Associations (CACIF) in the presence of top Guatemalan business leaders. MOS delivered talks on ‘50 Years of India-Guatemala Relations’ at the University del Valle (UVG) in Guatemala City, on 16 January. MOS virtually inaugurated the bust of Mahatma Gandhi in the eastern Guatemalan City of Livingstone where around 80 families of Indian origin people reside, who traveled to Guatemala from Belize in the middle of nineteenth century. On 17 January, MOS visited the world heritage site of Tikal, Peten at the invitation of the Government of Guatemala and participated in a tree plantation drive. MoS also interacted with the members of the Indian Community in Guatemala during her visit.

    During the visit to El Salvador, MOS called on H.E. Dr. Nayib Bukele, President of El Salvador; and met with H.E. Ms. Alexandra Hill Tinoco, Minister of Foreign Affairs; H.E. Ms. Mariemm Pleitez, Minister for Culture; and H.E. Mr. J. Miguel Kattan, Secretary of Commerce and Investment.

    During the meeting with President, MOS discussed ways to further enhance bilateral relations especially India’s development cooperation with El Salvador, growing bilateral economic relations and cooperation at the multilateral level including at the UN. MOS also invited El Salvador to join the Coalition for Disaster Resilient Infrastructure (CDRI). During the meeting with Minister Hill, both the Ministers reviewed the entire bilateral relations and decided that the next Foreign Office Consultations would be held soon on a mutually convenient date in New Delhi. Minister Hill lauded India’s supply of COVID vaccine and essential medicines to the countries during the challenging times of the pandemic. Secretary Kattan and MOS discussed enhancing trade relations between two countries and opportunities for Indian companies for investment in El Salvador. In the meeting with Minister Pleitez, MOS discussed growing cultural relations. As India celebrates its 75 years of Independence, both the Ministers inaugurated Indian Film Festival in the University to mark Azadi Ka Amrit Mahotsav.

    MOS delivered a talk on ‘75 years of India’s Growth Story’ at the Dr Jose Matias Delgado University in San Salvador. MOS participated in a Yoga Event and a tree plantation drive at the iconic Cuscatlán Park in the capital city. MOS also interacted with the members of the Indian Community and business leaders in El Salvador during her visit.

    The visit of the MOS to Guatemala and El Salvador shows the importance India attaches to the bilateral relations with both the countries. The visit is expected to provide further momentum to bilateral partnership and enhance mutual goodwill among the people.

    BENGALURU (TIP):  After El Salvador’s historic move to adopt Bitcoin as legal tender (rendering it full currency status), things are looking brighter back home in India for crypto-enthusiasts.

    Top sources tracking the industry told this publication that the government has moved away from its earlier hostile stance towards virtual currencies and will most likely classify Bitcoin as an asset class in India soon.

    Market regulator Securities and Exchange Board of India (SEBI) will  oversee regulations for the cyptocurrency sector after Bitcoin’s classification as an asset class, sources added.

     India’s  crypto industry is also in talks with the finance ministry  regarding the formulation of a new set of regulations and industry sources point out that an expert panel at the ministry is studying the matter.  A Cryptocurrency Regulation bill is likely to be tabled in the Parliament during the Monsoon session, the added.

    The development comes days after the Reserve Bank of India (RBI), in a circular, directed banks to stop avoiding transactions involving virtual tokens citing its earlier 2018 circular, since it had been quashed by the Supreme Court.

    RBI Governor Shakthikanta Das, however, reiterated that there were still major concerns that have been communicated to the government on digital currencies. “We can definitely say that the new committee which is working on cryptocurrencies is very optimistic on cryptocurrency regulation and legislation… A new draft proposal will soon be in the Cabinet, which will look into the overall scenario and take the best step forward. We are very hopeful that the government will embrace cryptocurrencies and blockchain technologies,” Ketan Surana, Director and chief financial officer, Coinsbit, and Member, Internet and Mobile Association of India said. A white paper by Indiatech.org suggests that India’s adoption of Bitcoin as an alternative asset class is more realistic. Due to the volatile nature of digital currencies (prices fluctuate widely on a daily basis), it pointed, they cannot be regularly used as a payment instrument. The paper also recommended taxing investments in cryptocurrencies, making them subject to the capital gains tax under the Income Tax Act.

    Hitesh Malviya, blockchain and crypto investment expert, said, “In my opinion, the Indian government will explore a way to regularise Bitcoin. I don’t think India will consider accepting Bitcoin as a legal tender in the near future because it will affect the position of the Indian rupee. Accepting bitcoin as a legal tender is a good idea for those nations who don’t have their own currency or are dependent on the US dollar”.
