    Board of Public Works Approves $787 Million in Funding for Projects Across Maryland

    ANNAPOLIS, Md. (TIP):  Comptroller Brooke E. Lierman joined Governor Wes Moore and Chief Deputy Treasurer Jon Martin in approving more than $787 million in state expenditures during Wednesday’s Board of Public Works meeting.  Contracts and spending approved included $24,250,000 for 25 projects through the Baltimore Regional Neighborhood Initiative, National Capital Strategic Economic Development Fund, and Seed Community Development Anchor Institution Fund for Fiscal Year 2026. Comptroller Lierman applauded the investment that will support increased housing and community development opportunities.

    “These are the kinds of investments that build safer cities,” Comptroller Lierman shared, pointing to decisions by the Maryland General Assembly to create the Baltimore Regional Neighborhood Initiative after the unrest in Baltimore in 2015, and other funds soon after. “Statewide leaders recognized that for Baltimore to reach its full potential, it needed this kind of investment after years of disinvestment. Revitalizing properties, rehabbing the vacant homes, rebuilding wealth in the city, is a much better use of our precious tax dollars than deploying armed forces. This work creates a broadening tax base, housing for middle-income families and workers, and long-term prosperity.”

    Comptroller Lierman voted against one-year temporary extensions for three capital grants and loans, citing the ample time provided to encumber the original funding and present funding restraints. The extensions were approved with a vote of 2-1.

    Comptroller Lierman also voted against a request from the Department of Information Technology to award eight firms a work-order-based contract to provide digital services and agile development support to modernize Maryland’s digital infrastructure. Comptroller Lierman acknowledged the importance of the work covered by the contract but cited concerns about the contract vehicle and decreased opportunities for businesses headquartered in Maryland to compete for the same work. The contract was also approved with a vote of 2-1.

    In all, the Board of Public Works approved 116 items, totaling $787,696,527.03, including:

    • Grant agreements for 17 recipients for 17 projects located in nine counties and Baltimore City, with a total value of $8,102,823.
    • 10 items awarding $7,538,738.15 to prime certified small business primes.
    • Six items awarding $20,370,604.64 to certified minority business enterprise primes.
    • 11 items awarded with established participation goals for minority business enterprises.
    • Four items awarded with established participation goals for veteran-owned small business enterprises.
    • The next meeting of the Board of Public Works will be held on September 10, 2025.

    GUATEMALA CITY (TIP): The Embassy of India in Guatemala, in collaboration with the Ministry of Foreign Affairs of the Republic of Guatemala, commemorated the 53rd anniversary of the establishment of diplomatic relations between India and Guatemala with a special celebration on 15 May 2025. The event was graced by H.E. Mr. Carlos Ramiro Martínez the Foreign Minister of Guatemala and Dr. Manoj Kumar Mohapatra, Ambassador of India. The celebration witnessed the presence of approximately 200 distinguished guests. These included members of the diplomatic corps, senior officials from various ministries, prominent dignitaries, business leaders, friends of India, and members of the Indian community in Guatemala.

The two countries have maintained close political cooperation through high-level engagements and multilateral collaboration. This anniversary served as a moment to reaffirm the deepening strategic partnership between the two nations, with a focus on expanding collaboration in trade, development cooperation, digital technologies, and infrastructure.

    During the event, Ambassador Dr. Manoj Kumar Mohapatra emphasized that the growing India–Guatemala partnership is rooted in mutual respect, shared democratic values, and a forward-looking vision focused on innovation, inclusive growth, and cultural exchange. Foreign Minister H.E. Mr. Carlos Ramiro Martínez welcomed India’s expanding footprint in Guatemala, appreciating its contributions in health, education, technology, and infrastructure, and reaffirmed Guatemala’s commitment to deepening bilateral cooperation.

    As part of India’s ongoing commitment to providing holistic humanitarian health assistance, the occasion was also utilized to formally hand over a confirmation letter to the Ministry of Defense of Guatemala for the organization of an artificial limb fitment camp within the Ministry’s premises. The letter was presented by Dr. Prem Bhandari, Chairman, Jaipur Foot USA, to the Executive Secretary of CONRED, Ms. Claudinne Ogaldes and Inspector General of the Army from Ministry of Defense, Mr. William Oswaldo Sierra Sam. The proposed camp is planned to run for approximately 50 days and aims to provide around 600+ prosthetic limbs to the beneficiaries of Guatemala. This initiative will be carried out by a dedicated team from Bhagwan Mahaveer Viklang Sahayata Samiti (BMVSS), consisting of seven skilled technicians and two team leaders. The necessary machinery and equipment for the camp are expected to arrive at a Guatemalan port in September 2025, with operations scheduled to begin in October 2025.

    Cultural and people-to-people connections continue to serve as a cornerstone of India-Guatemala relations. The Embassy’s efforts in cultural diplomacy have seen great success, notably the International Day of Yoga 2024 celebration at Mariscal Zavala which attracted over 5,000 participants, one of the largest in Americas and probably one of the largest in the world outside India. Building on this momentum, the Embassy, in partnership with the Governor of Cobán, the Ministry of Education, Asociación Centro Don Bosco, and the Municipalities of Talita Kumi and San Pedro Carchá, is organizing what is expected to be the largest-ever IDY celebration outside India. Scheduled to be held in Carchá on 13 June 2025, the event is projected to draw around 12,000 participants, with nearly 10,000 registrations already confirmed. In recognition of the shared values of peace and non-violence, and acknowledging the Asociación Centro Don Bosco’s deep commitment to Gandhian principles, especially in light of its historical experience during Guatemala’s civil war, Ambassador handed over the approval of Government of India for gifting of three busts of Mahatma Gandhi to the Association, which would be inaugurated during the IDY event in Coban.

    Economic and commercial ties between India and Guatemala have shown remarkable progress in recent years with a bilateral trade of US$663 million in 2024. India is now among Guatemala’s key Asian partners in trade and investment. Indian companies such as Pakka Inc and various textile firms have made significant investments in Guatemala, generating employment and contributing to industrial growth. BPO companies linked to Indian entities are already employing over 10,000 Guatemalans. India’s multifaceted engagement with Guatemala has witnessed significant developments across various sectors. Indian companies are currently undertaking a feasibility study to explore possibility to open three major data centers in the Central American region, two of which are identified in Guatemala. Another Indian company has committed a substantial investment of USD 150 million in the Petén region for vegetable oil production, contributing to agro-industrial development and job creation. Under the SICA-India cooperation framework, India continues to support Early Warning Systems (EWS) to enhance disaster resilience in the region. Through a collaboration with UNDP, the Open Learning Exchange initiative is targeting education enhancement, reaching one million learners across Guatemala. In a humanitarian gesture, India has donated several Indian generic medicines to municipalities across the country, supporting local healthcare systems.

    The Guatemalan Transport Association’s recent visit to India has opened avenues for a transformative public mobility initiative, with a potential order of thousands of buses. In Xela, a USD 1.2 billion urban infrastructure development projects are under discussion, further cementing bilateral cooperation. Recognizing the Ambassador of India’s contributions, the Municipality of Xela conferred its highest civilian honor on him. Earlier this year, the Vice Minister of Foreign Affairs of Guatemala participated in the prestigious CII Partnership Summit, further underlining the robust engagement between the two nations.

    Distinguished guests, including high-ranking officials, diplomats, business leaders, and members of the Indian community, gathered to celebrate the 53rd anniversary of India-Guatemala diplomatic relations.

    The Embassy of India has facilitated the formation of the India-Guatemala Chamber of Commerce & Industry to strengthen bilateral trade and investment cooperation. The Chamber aims to serve as a key platform for connecting businesses, fostering partnerships, and promoting economic engagement between the two countries. The successful implementation of a waste-to-energy/ compost project at Oakland Mall has set the tone for sustainable partnerships, with a second project underway at Miraflores, Guatemala City. To promote Indian film Industry and Indian movies in the Central American region, Embassy organized an Indian Film Festival across 20 locations in Guatemala, which was met with widespread appreciation. These collaborations underline India’s commitment to contributing to Guatemala’s development priorities through innovation and sustainable practices.

    The event on 15 May served not only as a celebration of the past 53 years of diplomatic ties but also as a reaffirmation of the shared vision for a prosperous, inclusive, and sustainable future for India and Guatemala.

    South Korean opposition leader opens presidential bid following Yoon’s ouster

    SEOUL (TIP): South Korean opposition leader Lee Jae-myung, widely seen as the frontrunner in a presidential by-election triggered by the removal of President Yoon Suk Yeol last week, officially announced a presidential bid on Thursday, vowing to heal a starkly divided nation through economic growth.
    Lee, who narrowly lost the 2022 election to Yoon, led the liberal Democratic Party’s campaign to oust the former president over his December declaration of martial law.
    Lee recently stepped down as the party’s chairman to focus on campaigning for the June 3 election. He is considered the clear frontrunner in party’s primary. Kim Dong-yeon, the Democratic governor of Gyeonggi province and a longtime financial policymaker, also told reporters Wednesday that he intends to run for president.
    Yoon’s downfall has left the conservative People Power Party in disarray, with roughly 10 politicians expected to seek the nomination, reflecting a split between Yoon loyalists, who still control the party’s leadership, and reformists calling for a fresh start.
    In a video message, Lee said that Yoon’s martial law saga exposed the country’s deep divisions and social conflicts, and argued that the root cause was a widening rich-poor gap. He promised aggressive government spending to jolt economic growth and ease income polarization.
    “We have more than we did in the past, but wealth is too concentrated in certain areas,” Lee said. “With economic growth rates declining worldwide, it has become difficult to maintain and develop an economy solely on the strength of the private sector. However, with government-led talent development and extensive investments in technological research and development, we can revive the economy.”
    Lee said it was crucial to maintain a robust alliance with the United States and to pursue three-way cooperation with Japan, but he stressed that South Korea’s national interest should come first in “every decision.”
    Lee, who has served as a lawmaker, provincial governor and city mayor, is adored by supporters for his outspoken style and has long positioned himself as an anti-elitist. His critics view him as a populist who stokes division and demonizes conservative opponents while failing to offer realistic funding plans to achieve his ambitious goals.
    Kweon Seong-dong, floor leader of the People Power Party and a staunch Yoon loyalist, said that if Lee becomes president, he will “ruthlessly wield the sword of dogmatism and retribution” and further deepen the country’s divisions.
    Lee also has his own set of legal troubles, facing five different trials for corruption and other criminal charges.
    Earlier this month, the Constitutional Court upheld Yoon’s impeachment by the legislature and formally removed him from office over the martial law decree, triggering a presidential by-election within 60 days. The next president will serve a full 5-year term.
    Former PPP leader Han Dong-hoon, who heads the party’s anti-Yoon faction, was expected to announce his presidential bid on Thursday. Among the conservatives’ presidential hopefuls, former Labor Minister Kim Moon Soo is considered to be the most pro-Yoon.
    Kim, Daegu Mayor Hong Joon-pyo and senior PPP lawmaker Ahn Cheol-soo—a former computer software entrepreneur and three-time presidential candidate—have declared their intentions to run for president. Seoul Mayor Oh Se-hoon is expected to enter the race later. (AP)

    PM Modi’s Kuwait visit to open new chapter in bilateral ties: MEA

    New Delhi (TIP)- Prime Minister Narendra Modi is set to visit Kuwait on a two-day tour starting Saturday, December 21, marking the first visit by an Indian Prime Minister to the Gulf nation in over four decades. Modi’s visit will help in opening a new chapter in the bilateral ties, the MEA said on Friday, adding that his visit would help develop a more dynamic partnership between the two countries.
    The visit aims to bolster a more dynamic partnership between the two nations, MEA said, adding, “We are looking at bolstering ties in several areas, including defence and trade.”
    Elaborating on details of the visit in a special briefing, Secretary (CPV & OIA) Arun Kumar Chatterjee said, “This marks the first visit by an Indian PM to Kuwait in 43 years…There are excellent political relations between the two countries.”
    Upon his arrival, PM Modi will be accorded a ceremonial Guard of Honour at the Bayan Palace. This will be followed by separate meetings with the Emir of Kuwait and the Crown Prince of Kuwait, Chatterjee said.
    Additionally, the Prime Minister will address the Indian diaspora at a community event and will also visit a labour camp, that hosts Indian expat workers.
    As a special guest of the Emir of Kuwait, PM Modi will also attend the opening ceremony of the 26th Arabian Gulf Cup. “There has been a major transformation in India’s ties with the Gulf region. The honourable PM has given special emphasis to strengthening and deepening relations with the Gulf countries,” Chatterjee added.

    Bilateral mechanisms
    India and Kuwait have institutionalised their cooperation through mechanisms such as the Joint Commission for Cooperation (JCC), which was established during the visit of the Kuwaiti foreign minister to India in December 2024, which is headed at the foreign minister level. Seven new Joint Working Groups (JWGs) have been established in the areas of trade, investment, education, technology, agriculture, security, and culture. These complement the three existing JWGs in hydrocarbons, health, and consular matters, bringing the total number of JWGs to 10 following the signing of the JCC. Six rounds of Foreign Office Consultations (FOCs) have been held, with the latest taking place in July 2024. Additionally, 26 agreements and memorandums of understanding (MoUs) have been signed under this framework.

    WASHINGTON, D.C. (TIP): U.S. Senator Marco Rubio on July 25 introduced a bill in the U.S. Senate which proposes to treat India on par with its allies like Japan, Israel, Korea and NATO allies regarding technology transfers and supporting India in its response to growing threats to its territorial integrity. It also proposes to bar Pakistan from receiving security assistance if it is found to have sponsored terrorism against India.

    “Communist China continues to aggressively expand its domain in the Indo-Pacific region, all while it seeks to impede the sovereignty and autonomy of our regional partners. It’s crucial for the U.S. to continue its support in countering these malicious tactics. India, along with other nations in the region, is not alone,” Mr. Rubio said after he introduced the U.S.-India Defense Cooperation Act in the Senate.

    The bill notes that the U.S.-India partnership is vital to countering China’s influence. It is essential to enhance our strategic diplomatic, economic, and military relationship with New Delhi, the bill asserts.

    Among other things, the bill would set a Statement of Policy that the U.S. will support India in its response to growing threats to its territorial integrity, provide necessary security assistance to India to deter adversaries and cooperate with India for defense, civil space, technology, medicine and economic investments.

    Given the short timeline of a bitterly divided Congress in an election year, the bill is unlikely to make much headway but it might be reintroduced in the next Congress, given that there is bipartisan support on the India-U.S. relationship. When passed into law, it would provide a limited exemption for India from CAATSA sanctions for purchases of Russian equipment that are currently used by the Indian military and expedite the process to sell defense articles, services, design and construction services, and major defense equipment to India.

    It proposes to treat India as if it were of the same status as the U.S. allies such as Japan, Israel, Korea, and NATO allies regarding technology transfers; authorize the Secretary of State to enter into a memorandum of understanding with India to increase military cooperation; expedite excess defense articles to India for two years and grant India the same status as other allies; and expand International Military Education and Training Cooperation with New Delhi.

    It requires a report to Congress on Pakistan’s use of offensive force, including through terrorism and proxy groups, against India; and bar Pakistan from receiving security assistance if it is found to have sponsored terrorism against India.

    This is the first time that such an India-centric bill has been introduced in the U.S. Congress — it proposes to put India at the same level as that of its treaty allies, exempt it from CAATSA sanctions, and impose sanctions on Pakistan for promoting terrorism in India.

    New Delhi (TIP)- Japan’s foreign minister Yoshimasa Hayashi on Friday, July 28, held up India as an “indispensable” partner for achieving a free and open Indo-Pacific, while his Indian counterpart S Jaishankar said the two sides are “natural partners” for taking on challenges in areas ranging from the economy to emerging technologies. The two ministers were speaking at the second India-Japan Forum organised by the external affairs ministry. India was the first stop on Hayashi’s three-nation tour, which will also take him to Sri Lanka and the Maldives. During talks on Thursday, Jaishankar and Hayashi discussed ways to step up Japanese investments in India and deepen defence cooperation.
    Building on the “Free and Open Indo-Pacific (FOIP)” vision unveiled by Japanese Prime Minister Fumio Kishida during a visit to New Delhi in March this year, Hayashi said Japan intends to deepen cooperation with India in all areas. Japan and India are also working closely together under their presidencies of the G7 and the G20 respectively, he said.
    Pointing to Kishida announcing the new FOIP plan in New Delhi, he said: “This fact itself is a reflection of the critical importance Japan places on India, as your nation is an indispensable partner in achieving FOIP.”
    Hayashi added: “At a time when there are many pressing challenges, including Russia’s aggression against Ukraine, Japan and India fully share the necessity to lead the world to cooperation, rather than to division and confrontation.”
    Lauding the Indian G20 presidency’s focus on the Global South, Hayashi said the call to uphold a rules-based international order may sound like a slogan if there isn’t an adequate commitment to address challenges facing developing countries. At the same time, he noted that food security has deteriorated because of Russia’s aggression against Ukraine.
    Hayashi said India and Japan have made progress in new initiatives in areas such as cyber and space, while discussions are underway for “substantial cooperation” in defence equipment and technology.
    In his speech, Jaishankar highlighted key challenges confronting the world, including artificial intelligence, building reliable supply chains, ensuring trust and transparency in the digital domain, and upholding democratic values.
    Jaishankar said India and Japan are natural partners for jointly addressing these challenges. “I would say today whether it is the future of the international order, strategy, economics, technology, culture or indeed whether it’s history or geography, I think India and Japan have a lot going for each other,” he said.
    Hayashi also spoke about Japan’s plans to revise its “Development Cooperation Charter”, the basic document for development cooperation. “Under this revised charter, we will continue to undertake efforts to build quality infrastructure in India, including high-speed rail and urban transportation,” he said.
    When a Japanese reporter pointed out that a bilateral partnership is tested by a war or a crisis and asked how the two sides would collaborate in case of a war in the Taiwan Strait or a conflict on the India-China border, Jaishankar replied: “I fundamentally disagree with your question because I think it is actually peacetime cooperation which is when you are tested, because if you don’t work every day to build a relationship and to put in place capabilities, comfort and structures, then when something more severe comes – if I can’t handle a good day, how will I handle a difficult day.” Source: HT

The PM said he believes that the fourth industrial revolution being witnessed now is driven by India’s aspirations. Modi said India is establishing an entire ecosystem for the semiconductor industry to grow in the country. “We were offering incentives as part of the Semicon India programme. It has been increased, and now technology firms will get 50 per cent financial assistance to set up semiconductor manufacturing facilities (in India),” Modi said.
    The semiconductor industry will witness exponential growth in India, Modi said. “A year ago, people used to ask why they should invest in the Indian semiconductor sector. Now they ask why not invest in India,” he added. India is becoming a grand conductor for investments in the semiconductor sector, Modi said. The world needs a trusted and reliable chip supply chain, he said. Modi said 300 colleges in India have been identified for starting courses on semiconductor design. “Today the world is becoming witness to Industry 4.0. Whenever the world has passed through any such industrial revolution, its base has been the aspirations of the people of a particular region. The same relation was seen between the first industrial revolution and the American dream,” he said.

    President Joe Biden is proposing a series of new tax increases on billionaires, rich investors and corporations in his latest proposal for how Congress should prioritize taxes and spending.
    Biden’s budget request to Congress, which is slated to be released Thursday, calls for a 25% minimum tax on billionaires, according to a White House official familiar with the proposal who declined to be named because the plan is not yet public. The plan would also nearly double the capital gains tax rate for investment to 39.6% from 20% and raise income levies on corporations and wealthy Americans.
    The proposal, which is largely a reprise of Biden’s multi-trillion dollar Build Back Better economic package, has little chance of passing Congress, particularly now that Republicans control the House of Representatives. Biden was unable to pass similar tax increases when Democrats enjoyed control of both chambers of Congress, instead settling for slimmed down legislation focusing on energy and health policy known as the Inflation Redution Act.
    But the White House’s proposal foreshadows both Democrats’ strategy ahead of high-stakes negotiations over the debt ceiling and government spending later this year, as well as the economic platform underpinning an expected Biden reelection campaign. Administration officials argue that the proposals show a commitment to cutting the deficit — projecting that Biden’s budget would slash $3 trillion largely through increased revenues over the next decade — and represent a politically popular return to tax levels in place before former President Donald Trump’s tax reform legislation. Taxes on the wealthy and large corporations have been a rallying cry for progressives for years and polls repeatedly show they are favored by a majority of Americans.
    House Speaker Kevin McCarthy immediately dismissed Biden’s plans to increase levies, telling reporters Wednesday “I do not believe raising taxes is the answer.”
    The Biden proposal would require that the richest 0.01% of Americans pay at least a 25% tax rate. It would also increase the top tax rate for Americans making $400,000 to 39.6% from 37%, reversing one of Trump’s tax cuts — though tax rates for those making below that amount would remain untouched. It additionally calls for investors making at least $1 million to pay that 39.6% on their long-term investments, which are currently taxed at a 20% rate. The proposal would increase the corporate tax rate to 28% from 21%, undoing another signature Trump tax change. It would also eliminate a loophole that business owners and higher-earners can exploit to avoid paying levies for the Medicare Hospital Insurance Trust Fund on more of their income. White House officials so far have not indicated that Biden’s budget includes new Social Security payroll taxes on wages above $400,000, which some Democrats have proposed to shore up the program.
    Biden is also calling for an end to valuable industry-specific tax breaks for private equity fund managers, oil companies, as well as investors in crypto and real estate, in his upcoming budget proposal, according to a summary of the plan.     On  the eve of the Russian invasion of Ukraine in February last year, UK Defense Secretary Ben Wallace had exclaimed, “The Scots Guards kicked the backside of Tsar Nicholas I in the 1853 Crimea War and we can always do it again,” comparing the 21st-century Russia-Ukraine conflict with the 19th-century war. The Tsar had been pitted against the combined might of England, France and the Ottoman Empire. The Russian defeat of yore and the lack of an international ally were sarcastically invoked to draw a parallel and warn Moscow to watch out for history repeating itself.

    What the British Defense Secretary said was neither unsurprising nor unique. War has always had a macabre fascination for Europe. The gory combats and their inglorious consequences have been used to portray the grandeur of the warring West. Most of Europe’s eminent and enlightened scholars, intellectuals and philosophers have been fascinated with, and have spoken eloquently on, the importance of power, war and violence.

    Machiavelli pointedly stated, “All armed prophets have conquered and unarmed ones failed.” To him, war, power and hypocrisy are connected. For Thomas Hobbes, conflict emerges from the impulse of self-preservation, thereby making life a “war of all against all” and resulting in it being “solitary, poor, nasty, brutish and short”. The views of Jean-Jacques Rousseau on the power of the state influenced global politics. His ‘Discourse on Inequality’, according to Voltaire, was “against the human race”. Georg Wilhelm Friedrich Hegel unabashedly admired Napoleonic wars and thought that it was a good thing to have wars from time to time. In all these expressions of the European mindset, one thing is clear. There is an element of axiomatic intellectual honesty about justifying, propounding or defending political dishonesty which appears preferable to the hypocrisy of depicting political polemics as an honest and noble enterprise.     Further, if the war is between powerful belligerents, soaring profit is guaranteed because both possess the wherewithal to sustain a protracted conflict. In contrast, smaller wars in Third World countries reduce profitability as they are less destructive. Thus, the end of the 20-year-old Afghan war in August 2021 inflicted huge losses on arms and ammunition manufacturers. Undoubtedly, Russia is in the wrong. And the criticism thereof is justified. Nevertheless, Russian wrongs also raise a question. Why is Moscow pursuing this seemingly irreversible, hostile path? Although one-third of the answer was given by the British Defense Secretary with his comment on the 1853 Crimea War, it nevertheless leaves two-thirds unanswered, which lies in what happened in the 1810s and the 1940s.

    Russia saved the entire West from being annihilated by two European scourges of mankind (Napoleon and Hitler) in successive centuries. Indeed, it crushed the bloodthirsty Napoleon’s ‘Grand Armee’ in the battles of Borodino (September 1812) and Leipzig (October 1813) much before the Duke of Wellington’s victory over a weakened French army at Waterloo in June 1815. From the Napoleonic wars to the two World Wars and from the Balkanization of the 1990s to the present Ukraine war — all constitute intra-Europe conflicts, like ceaseless continental civil wars. And yet, the non-European world was inexorably dragged into these internecine disputes, thereby giving Europe pole position in world affairs.

    So, what’s next for the Russia-Ukraine war? Is a solution possible? Or will it again drag the entire Europe and the rest of the world into another Armageddon? Just hear the Europeans themselves on the “war within”, because “Europe is united” and yet “Europe is not united”. Europe is distressed because war fatigue and economic downturn have already gripped virtually every nook and corner of it. Hence, Deutsch Bank warns of the peril in borrowing from US banks and former German Chancellor Angela Merkel admits that the Cold War never ended. French President Emmanuel Macron is being berated for repeatedly calling for considering Russia’s legitimate security guarantee owing to NATO expansion in Russia’s neighborhood.

     

    The French certainly know best, owing to the post-World War I Versailles Treaty’s monumental folly of humiliating the defeated Germany, thereby sowing the seeds of World War II. Criticism of the US came from top EU diplomat Josep Borrell: “Americans, our friend, take decisions which have economic impact on us.” The EU has also accused Washington of profiting/profiteering from the Ukraine war. A more serious matter, however, is the growing intra-Europe conflict between Serbia and Kosovo. Serbia (former Yugoslavia) was attacked by the NATO and broken into seven pieces in the 1990s. Hence, Serbia, like Russia, is smarting and eyeing revenge.

    Indeed, there’s a real possibility of two simultaneous Balkan wars as the region is the ‘tinderbox’ of Europe where issues related to ethnic minorities have repeatedly triggered conflicts. Altogether, the possibility of the Russia-Ukraine conflict raising the stakes higher will only smoothen matters further for the profiteering brigade to make mega bucks from the sale of military merchandise.

  • Crypto tax doesn’t bestow legality to trade, says I-T Dept

    New delhi (TIP)-The Budget announcement of taxing ‘virtual digital assets’ or crypto currencies will help the Income-Tax Department measure the “depth” of this trade in the country, know the investors and the nature of their investments and it does not “attach any legality” to these transactions, CBDT Chairman JB Mohapatra said.

    The head of the I-T department establishment in the country said this is “the right time” for the taxman to enter this arena, about which, Finance Minister Nirmala Sitharaman has said the government was undertaking a stakeholders’ consultation to frame a national policy and regulator in the coming days.

    Stating that there has been a “phenomenal increase” in transactions in virtual digital assets, Finance Minister announced in the Budget that any income from transfer of any virtual digital asset shall be taxed at the rate of 30% along with tax deduction at source.

(TIP): After months of intense debate between Democrats’ warring factions, House Speaker Nancy Pelosi (D-Calif.) on Friday, November 5, secured passage of an approximately $1.2 trillion infrastructure bill to upgrade the nation’s roads, bridges, pipes, ports, broadband, and other public works. The bipartisan 228-206 vote marked the final milestone for the first of two pieces in the president’s sprawling economic agenda. The outcome sends to Biden’s desk a sprawling initiative that promises to deliver its benefits to all 50 states, a manifestation of the president’s 2020 campaign pledge to rejuvenate the economy in the aftermath of the coronavirus and “build back better.” The infrastructure proposal, nearly half of which constitutes new spending, marks one of the most significant investments in the country’s infrastructure since Congress responded to the Great Recession. It seeds new funding in the hopes of delivering urgently needed fixes to the country’s outdated inner-workings while setting the U.S. on track to tackle more intractable future challenges, including the fast-worsening climate crisis. The bill includes more than $110 billion to replace and repair roads, bridges and highways, and $66 billion to boost rail, making it the most substantial such investment in the country’s passenger and commercial network since the creation of Amtrak about half a century ago. Lawmakers provided $55 billion to improve the nation’s water supply and replace lead pipes, $60 billion to modernize the power grid and billions in additional sums to expand speedy Internet access nationwide.

    Many of the investments aim to promote green energy and combat some of the country’s worst sources of pollution. At Biden’s behest, for example, lawmakers approved $7.5 billion to build out a national network of vehicle charging stations. Reflecting the deadly, costly consequences of global warming, the package also allocates another roughly $50 billion to respond to emergencies including droughts, wildfires and major storms.

    The bill now heads to the White House for Biden’s signature more than two months after Senate lawmakers approved it on a rare and overwhelming 69-30 bipartisan vote. Its success reflected Biden’s considerable toils alongside Democrats and Republicans — including Sens. Kyrsten Sinema (D-Ariz.) and Rob Portman (R-Ohio), two of its lead negotiators. In the end, though, it was the Democratic Party’s unexpected struggles in two key elections Tuesday that provided the most resonant catalyst for action. A loss in Virginia’s gubernatorial race, and a tighter-than-expected victory in the fight for the governor’s mansion in New Jersey, left Democrats reeling and ready to forge ahead on their long-stalled priorities.

    Taking to the House floor, some Democrats even appeared to acknowledge that their rare and narrow majority remains at risk unless they can deliver on their wider array of campaign promises before the 2022 midterms. “This legislation will mean that our majority will have delivered a major victory for the American people in a bipartisan way,” House Majority Leader Steny H. Hoyer (D-Md.) said in a speech.

    House lawmakers had hoped to adopt the infrastructure bill sooner. But it quickly became a critical bargaining chip in a broader battle between liberal and moderate Democrats over the scope of Biden’s spending vision and the future of the party itself. By holding up infrastructure, liberals hoped to force moderates including Sinema to accept more spending than they otherwise might have as part of a second, still-forming package that aims to overhaul the country’s health care, education, immigration, climate and tax laws.

    On one hand, the strategy appeared to work: After months of public sparring, Biden helped marshal a compromise that Democrats later turned into a $2 trillion tax-and-spending plan. That opened the door for House Speaker Nancy Pelosi (D-Calif.) to try to bring both to the floor on Friday — though the process that proved more politically treacherous than first anticipated.

    The Senate approved the measure on a bipartisan basis in early August, but the legislation then languished in the House as liberal lawmakers refused to back the measure without assurances that Biden’s broader social spending package would be approved.

    The infrastructure package contains $550 billion in entirely new investments, including money for electric-car charging stations and zero-emission school buses. The spending is mostly paid for — without raising taxes. The bulk of the funding comes from repurposing unspent coronavirus relief money and tightening enforcement on reporting gains from cryptocurrency investments. The bill would add about $256 billion to the debt, according to the Congressional Budget Office.

    The country will need to take a stand on climate change action or risk being cast globally as an outlier

    “The transition of the global economy to net zero emissions is the biggest commercial opportunity in history. In just the energy sector alone, an estimated $1.6 to $3.8 trillion of investment is required every year until 2050. China gets this, which is why it is investing heavily in gaining an advantage in the technologies of the new economy, be it renewable energy and storage, electric and hydrogen transport, low emissions industry, green cities or sustainable agriculture. India needs to be riding this wave.”

    Yet, in the end, India’s tryst with destiny rests in its own remarkable hands, as it always has been. In a land where the earth is called mother, and Mahatma Gandhi, major religions and the Constitution enshrine environmental care, commitment to net zero emissions by 2050 should almost be foretold. The world hopes we will see it soon.

    India is at the risk of being cast globally as an outlier on climate action, with a negative fallout. With over 50% of the global economy already committed to net zero emissions by 2050 — and China committing to be so before 2060 — this is not where you want to be.

    The pace and scale of climate action is only set to increase, with the recent Intergovernmental Panel on Climate Change (IPCC) report unequivocal on the need for urgent and stronger responses. Events around the world underline the point — towns washed away in Germany, subways turned into storm water drains in China, forests fried in the United States and so many more lives lost to flooding in India.

    Massive opportunities

    It is not only governments that are increasing climate action. The business world is too, not just to protect themselves against the risks of climate change but also to take advantage of the massive opportunities arising as the global economy shifts to net zero emissions. Last year, investors injected over $500 billion into climate transition. In my country, Australia, the number of major companies that have put in place a target of reaching net zero emissions by 2050 has more than trebled in the past year.

    The United Nations Climate Change Conference (COP26) in November in Glasgow is shaping up to be the most important climate meeting since the Paris Agreement in 2015. It is squarely focused on supercharging global ambition and action on climate change, as all countries, including India, agreed to do in the historic Paris Agreement.

    Over 100 countries have already committed to net zero emissions by 2050, with more expected at COP26. Two key holdouts are India and Australia. In the case of my country, under mounting pressure at home and internationally, the government is moving toward such an announcement and I am confident they will do so by or at COP26.

    I am not so confident about India. From what I hear through networks from my time as the Australian High Commissioner to India and as Australia’s Ambassador for the Environment, India is resolutely not committing to net zero by 2050, including on the basis that as a developing country, it needs to see significant support from developed countries for climate action as part of making any such commitment.

    Perhaps this is negotiating tactics. Either way, I fear India may shoot itself in the foot by resisting net zero by 2050.

    First, India itself has a national interest in ambitious global and national climate action. Like Australia, it is among the most vulnerable countries to climate change and, therefore, should be among the more active against the threats. India faces harmful impacts related to sea level rise, heat stress, drought, water stress and flooding, biodiversity and natural disasters. Climate change is not coming — it is here.

    Second, as a rising power, India naturally seeks stronger influence globally. Being an outlier on the global challenge facing our generation does not support this aim. India is already the third largest emitter in the world and is set to be the largest as the United States, China, and the European Union are all now signed up to net zero.

    This will become a significant drag on India’s international diplomacy. This applies not just to key relationships like with the U.S., where President Joe Biden’s administration is mainstreaming climate action into its economic, foreign and security policy, but also with much of the Group of 77 (G77) states, who are increasingly concerned to see climate action, and in multilateral groupings such as the United Nations and ASEAN-APEC.

    Finally, as the famous phrase goes, “it’s the economy, stupid”. There is no longer a trade-off between reducing emissions and economic growth. For example, the U.K. has reduced emissions over 40% and grown its economy over 70% since 1990. Solar energy costs have fallen 90% in recent years, providing the cheapest electricity in India ever seen. Also, given the negative impacts, addressing climate change in India’s economic development is now central to success, not an added luxury to consider. For example, agricultural policy that does not consider adaptive approaches to maximize productivity in the face of increased flooding and drought due to climate change is derelict.

    It is not as if India is at a standing start. It is set to significantly exceed its Paris Agreement commitment of reducing the emissions intensity of its GDP by 33-35% below 2005 levels by 2030, providing ready room for higher ambition. India is impressing the world with its leading roll-out of renewable energy and target for 450GW by 2030, linked to its leadership on the International Solar Alliance and recent national hydrogen strategy. Indian corporates are also stepping up, with the Tata Group winning awards on sustainability, Mahindra committing to net zero by 2040 and Reliance by 2035. There is plenty on which to build.

    A low-carbon future through sector-led change

    And India should not be expected to build alone. India’s national interests on climate action are now engaged in ways that go significantly beyond waiting for donor support to drive ambition, notwithstanding reasonable arguments about historical responsibility, per capita emissions and equity. With growing wealth and stature, India is increasingly disinclined toward handouts. But that does not mean well-targeted donor investments and international partnerships should not be a factor in raising India’s climate ambition. In fact, they should be, as it is more and more obvious that the world needs to work together for success.

    This could come in many guises, from stronger political engagement and dialogue to policy support in areas of mutual challenge such as energy policy, carbon markets and post-COVID green economic recovery. Practical support and cooperation in areas like rolling out renewable energy and integrating it with the national grid, zero emissions transport, decarbonizing hard to abate sectors like steel, cement and chemicals and decarbonizing agriculture offer significant scope to raise ambition. As does working with India on innovative green financing for decarbonizing investments, including using donor support to mobilize private sector finance, green bonds and climate transition funds. Whichever it is, they need to be lasting partnerships that deliver results.

    Yet, in the end, India’s tryst with destiny rests in its own remarkable hands, as it always has been. In a land where the earth is called mother, and Mahatma Gandhi, major religions and the Constitution enshrine environmental care, commitment to net zero emissions by 2050 should almost be foretold. The world hopes we will see it soon.

    New Delhi (TIP): Urging global investors to invest in India, Prime Minister Narendra Modi on Thursday, November 5,  said the government will do “whatever it takes to make India the engine of global growth resurgence”. Speaking at a Virtual Global Investor Roundtable with leaders of top pension and sovereign wealth funds and domestic business leaders, Modi said:

    “If you want returns with reliability, India is the place to be. If you want demand with democracy, India is the place to be. If you want stability with sustainability, India is the place to be. If you want growth with a green approach, India is the place to be. India’s growth has the potential to catalyse global economic resurgence.” He added, “Any achievement by India will have a multiplier impact on the world’s development and welfare. A strong and vibrant India can contribute to stabilisation of the world economic order. We will do whatever it takes to make India the engine of global growth resurgence. There is an exciting period of progress ahead.” Stating that he is conscious of investors’ requirement for safe, long-term returns, Modi said the government is finalising a master plan for connectivity infrastructure with an investment target of $1.5 trillion under the National Infrastructure Pipeline. The government has already undertaken several policies like GST, lowering the corporate tax, incentive scheme for new manufactures, new labour laws, ease of doing business and production linked incentives, he said.

    “We have an ambitious plan to invest $1.5 trillion under the National Infrastructure Pipeline. A pioneering multi-modal connectivity infrastructure master plan is being finalised. India has embarked on a massive infrastructure building spree of highways, railways, metros, water-ways, airports across the country. We are building millions of affordable houses for the neo-middle class. We want investments not just in big cities but smaller cities and towns too,” he said.

    Reforms in the agricultural sector have opened up “new exciting possibilities to partner with the farmers of India”, the Prime Minister said, adding that the country can emerge as an agricultural export hub with use of technology and modern processing solutions. The last five months have seen a 13 per cent rise in FDI inflows compared to last year, he said.

    Modi said the country’s quest for self-reliance or Aatmanirbhar Bharat is not a vision but a well-planned economic strategy. “A strategy that aims to use the capabilities of our businesses and skills of our workers to make India into a global manufacturing powerhouse,” he said.

    The Virtual Global Investor Roundtable was organised by the Finance Ministry and National Investment and Infrastructure Fund. Global institutional investors, Indian business leaders, top government officials and financial market regulators were part of the meeting. Union Finance Minister Nirmala Sitharaman, Union Minister of State for Finance Anurag Thakur, and RBI Governor Shaktikanta Das also participated.

    “The VGIR 2020 roundtable was a very productive and helpful forum which provided us insight into the government’s vision to build out the India economy and accelerate the growth of international institutional investment in India. India is key to our long-horizon investment strategy, focused on growth markets, and we have a strong appetite to build on our existing investments across infrastructure, industrial and consumer sectors,” Mark Machin, President & CEO of CPP Investments was quoted as saying in a release issued by the Prime Minister’s Office.

    WASHINGTON (TIP): Eminent Indian American entrepreneur Dr Dinesh C Patel has been honored with Utah Governor’s Lifetime Achievement Medal for Science and Technology for his contribution in the field of biotechnology and pharmaceuticals.

    Considered the father of biotechnology and pharmaceuticals in the Rocky Mountain region, Dr Patel has been instrumental in creating, driving and growing Utah’s science and technology community into the rich landscape, according to a statement issued on Wednesday.

    The Governor’s Medal for Science and Technology has been awarded to deserving recipients since 1987 as a symbol of recognition to those who have provided distinguished service to the state in the fields of science and technology.

    It has been nearly 40 years since Patel came to Utah. His innovations and hard work brought financial success and improved the lives of thousands across the globe.

    Patel founded TheraTech Inc., in 1985 serving as president and CEO. He led the company in a successful initial public offering in 1992, and successful acquisition in 1999 when Watson Pharmaceuticals, Inc. purchased the company for over USD 350 million.

    Post TheraTech, Patel founded Salus Therapeutics, a biotechnology company that developed anti-sense pharmaceuticals. Genta Inc, acquired Salus in 2003 for USD 30 million.

    He continued to start and grow companies in the state, founding and cofounding other successful ventures, including a family investment firm, Patel Family Investments, which has a current portfolio of over 25 early-stage companies and 12 private equity/venture funds.

    Patel has received distinguished honors locally and across the globe for his leadership, mentorship and contributions to the scientific communities including the State of Utah’s Governor’s Medal for Science and Technology Award – Industry Category in 1996.

    NEW YORK (TIP): IMPACT, the leading Indian American advocacy and political action committee, has raised a $10 million war chest to get Indian origin candidates including Kamala Harris, the first Indian American on a national ticket, and Joe Biden, elected. Raised in just three months, the funds will be spent to support turnout efforts in the Asian American and Indian American community and to elect IMPACT’s 2020 slate of candidates, as well as Indian American candidates running up and down ballots in states across the country.
    Besides the Democratic presidential ticket of Biden and Harris, the slate includes six candidates for the US House and 16 candidates for Statewide and local offices: seven for State Senates, Five for State Houses and four others.
    “IMPACT’s fundraising strength reflects trends we’re seeing across the country,” IMPACT Executive Director Neil Makhija, said Monday, October 19, announcing the organization’s groundbreaking effort.
    “There’s a level of enthusiasm and excitement about this year’s election among Indian American voters that is palpable, and unrivaled in previous cycles,” he said.
    “With an Indian American on the presidential ticket for the first time in history, and a record number of Indian American candidates running for office, Indian American voters are poised to exert a considerable amount of influence in this year’s election, and IMPACT will help mobilize and harness this emerging power.”
    IMPACT said it will invest in the presidential, state-wide, and congressional races in battleground states across the country. Investments include committee contributions, paid advertising, targeted turnout operations, and infrastructure building.
    This groundbreaking investment comes at a time when Indian Americans — the second largest immigrant group in the US — are beginning to flex their political muscle on the national political stage, it said.
    In addition to an Indian American being a historic Democratic nominee for Vice President, the number of Indian Americans in Congress has grown five-fold in just the past eight years and the campaign arm charged with electing Democrats to Congress released its first-ever Hindi-language political ad earlier this year, it noted.
    All of these developments have come less than 75 years since South Asians began emigrating to the US, and 55 years after the Immigration and Nationality Act of 1965, which ended discriminatory quotas and opened the doors to Asian immigrants, IMPACT said.
    Besides four sitting members of US Congress — Ami Bera (California), Ro Khanna (California), Pramila Jayapal (Washington), Raja Krishnamoorthi (Illinois) — Impact is backing two more, Sri Kulkarni (Texas), and Hiral Tipirneni (Arizona) for the US House.
    Seven State Senate candidates backed by IMPACT are: Sara Gideon (Maine), Jay Chaudhuri (North Carolina), Jeremy Cooney (New York), Kevin Thomas (New York), Rupande Mehta (New Jersey), Kesha Ram (Vermont), and Nikil Saval (Pennsylvania).
    Five candidates for State Houses are: Nima Kulkarni (Kentucky) Padma Kuppa (Michigan), Jennifer Rajkumar (New York), Amish Shah (Arizona), and Vandana Slatter (Washington).
    Impact is also backing Nina Ahmad (Pennsylvania Auditor General), Ronnie Chatterji (North Carolina Treasurer), Pavan Parikh (Ohio Hamilton County Court of Common Pleas) and Ravi Sandill (Texas District Judge).

    The India-U.S. partnership in medical research has been complemented by the strength of our cooperation in pharmaceuticals. India’s capabilities in R&D and in manufacturing have made its pharmaceutical sector the world’s third largest by volume.

     

    As both India and the United States combat a pandemic of unprecedented scale, we have drawn upon the strength of our long-standing health-care ties to help us better understand the novel coronavirus and find workable solutions.

    In India, the government and the private sector have worked together to ensure the integrity of medical supply chains, and essential medicines from India have continued to reach the United States and some 150 partner countries. But more urgently, the India-U.S. cooperation is proving crucial to confront health challenges posed by the pandemic, including future vaccine development and distribution.

    From therapeutics to diagnostics, the medical supply industry in India has ramped up production to meet domestic needs and also respond, where feasible, to global needs. Prime Minister Narendra Modi took the initiative of bringing together leaders of the South Asian Association for Regional Cooperation (SAARC) to deliberate on collaborative efforts to combat the disease, including establishing a SAARC Emergency Response Fund.

    And as we move toward an effective vaccine for the novel coronavirus, India’s research laboratories and manufacturing facilities — which produce more than 60 percent of the world’s vaccines in a normal year — are integral to the effort. There are at least four ongoing vaccine development programs between Indian and U.S. firms and research institutions.

    Over the years, scientific cooperation has become a critical element of India’s expanding strategic ties with the United States. Last year India and the United States signed an agreement to promote scientific exchanges, cooperative research projects and the establishment of innovative public-private partnerships. U.S.-India scientific collaborations have expanded in fields ranging from health and energy to earth and ocean sciences, and from space to agriculture. Such collaborations have fostered innovation, empowered industry and economic growth.

    Further, under the bilateral Health Dialogue that commenced in 2015, supported by private-sector engagements, India’s partnership with the United States in the health sector has yielded significant results on a global scale. The collaboration under the Vaccine Action Program resulted in the development of the ROTAVAC vaccine against the rotavirus, which causes severe diarrhea in children. The rollout of an affordable vaccine by an Indian company has enabled its use in several developing countries. This success stands as a true testament to the benefits of the India-U.S. partnership for the greater good of humanity. Today there are more than 200 active collaborations between the U.S. National Institutes of Health network of labs and leading research agencies in India, all focused on delivering affordable health-care solutions.

    The India-U.S. partnership in medical research has been complemented by the strength of our cooperation in pharmaceuticals. India’s capabilities in R&D and in manufacturing have made its pharmaceutical sector the world’s third largest by volume. These strengths have been bolstered by government incentives to encourage investments in the manufacture of active pharmaceutical ingredients. Indian generic drugs have found a ready market across the globe, with Indian firms supplying about 40 percent of generic formulations marketed in the United States. This has allowed American health-care consumers to save billions and enjoy enhanced access to quality medicines. The pharmaceutical sector has also been a significant job creator in the United States, with Indian firms investing billions to establish manufacturing facilities in different states in this country.

    When the coronavirus outbreak began, the network of existing collaborations between our countries sprang into action. Using the platform of the India-U.S. Science and Technology Forum, an initiative led by both governments, calls were put out to support joint research and incubate start-up engagements. The initiative was directed at developing technologies for the containment and management of the novel coronavirus, including diagnostics and therapeutics.

    As a country we are committed to increasing health-care spending to 2.5 percent of gross domestic product by 2025. Regulatory reforms, policy actions and investment incentives are imparting fresh dynamism to health care in India. Ayushman Bharat, the National Health Protection Mission, is the world’s largest such public-funded program. The pandemic has also not stopped India from undertaking bold initiatives. The recently launched National Digital Health Mission will facilitate the creation of a virtuous health ecosystem, expanding access for hitherto underserved populations. All this opens up immense opportunities for expanding the India-U.S. health-care partnership.

    Meanwhile, we continue to combat the virus at home. While the number of coronavirus cases in India has surpassed 3 million, we are encouraged that the recovery rate is also significantly high, at more than 70 percent, and the case fatality rate is below 2 percent. India’s health-care providers, comprising 1 million mostly female workers, have also risen to the challenge and have been active at the clinical, treatment and grass-roots levels, playing an essential role in pandemic control.

    The current pandemic has made it clear that ensuring affordable and timely access to health care is a priority for all. It has emphasized the need to diversify health supply chains and foster new international partnerships for global health safety. India is well positioned to offer a reliable alternative, with its strengths in manufacturing and innovation, and with its skilled workforce. As societies that respect innovation, India and the United States can do much to provide solutions to the novel coronavirus pandemic and to build a healthier, safer world beyond.

    NEW YORK CITY (TIP): As the Trump administration is repeatedly asking India to open up its market, India should do it for its own benefit, feels noted economist Arvind Panagariya, who served as the first Vice-Chairman of the NITI Aayog from January 2015 to August 2017.

    Consulate General of India in New York hosted a Panel Discussion on ‘Economic Priorities for the New Government’ on Monday, June 24, where Arvind Panagariya, Professor of Indian Political Economy, Columbia University delivered the Keynote Address. The panel discussion was organised in partnership with the Deepak and Neera Raj Centre for Indian Economic Policies and the US-India Strategic Partnership Forum (USISPF). The other panellists were – Chip Kaye, Co-CEO, Warburg Pincus, and Krishna Memani, Vice Chairman, Investments Invesco.

    Consul General Ambassador Sandeep Chakravorty in his welcome note set the ground for the discussion – what should be the priorities of Narendra Modi after his return to power for the second time with an absolute mandate.

    Speaking on that, Dr Panagariya said that taking the advantage of trade war between the US and China, India should do whatever they can to attract multinationals looking for alternative destination. “This is also a great time for India to begin attracting the large multinationals that are now looking for alternative locations. It is an opportune time for India to do whatever it will take to bring these multinationals to Indian shores”.

    He also strongly feels that India must slash tariffs on imported motorcycles and automobiles and open up its markets to the US. “It is a good thing for India. I would open it unilaterally, but here is an opportunity to actually negotiate with the US. Give them something and get something in return. Go zero tariffs on Harley Davidson. What is the problem? How long are you going to punish your own customers?” he suggested.

    Speaking from the investor’s point of view, Kaye and Memani stressed that substantial set of initiatives should be taken to open the door for more investments.
